By Chris Frost chris@tricountysentry.com Oxnard-- Love swept its way across all 53 city parks, February 14, as the Cupidinspired Rock n Love event provided a perfect family opportunity for a great Sunday afternoon in the sun.

TTENDEES joined in the fun at Oxnard Beach Park and found rocks painted by community members, took a selfie with a rock, brought them home, posted photos of the event, and tagged Oxnard Recreation & Community Services on social media. The rocks contained messages of love and hope for the community. Candace and Philip Lacey brought their daughter Sophia to hunt for rocks and had a blast. “We always come to this park and saw they were doing this Rock n Love thing,” Candace said. “My uncle, Terrel Harrison, is the parks and rec director.” Philip enjoys spending time with his daughter, and the Rock n Love was a perfect event, followed by more fun when they get
home. “I plan on cooking a dinner tonight,” he said. “We’re going to do tri-tip and some sides and have a good time.” Candace and Philip did exchange Valentine’s Day cards that morning. “I got my husband some chocolate and some heart candies,” Candace said. Sophia, who is 21 months old, said hi and wished everyone a happy Valentine’s Day. “She’s going to gymnastics after this,” Candace said. Miguel Orozco, his family, and his daughter enjoyed the sun at the park but stayed socially distant.
County expands Covid-19 vaccine to people age 65 and up By Chris Frost chris@tricountrysentry.com Oxnard-- In his report to the city council, February 16, City Manager Alex Nguyen said the State of California is getting more Covid-19 vaccines, which means that Ventura County is getting more vaccines. “Ventura County Public Health continues to do a great job of figuring the system to
get people registered and get as many doses into people as possible each day,” he said. They are slowly expanding facilities, and there is one expansion this week in Oxnard, which is a starting point at the Babies r Us store; it used to be a Babies r Us store, and it still requires everyone to register. Right now, we are in the phase that includes people who are 65 years or older. Mr. Mayor, you
also have an update from the county on additional sites. They are working on expanding more smaller sites through Oxnard. We are all working on getting additional vaccination sites into South Oxnard.” The City of Oxnard is seeking to join the state’s rental assistance program. “Similar to the county, we are in the process of declaring n Vaccine, see page 10

I get emails that make me wonder By Chris Frost chris@tricountysentry.com Oxnard-- Well, folks, I hope you all had a great Valentine’s Day and lots of fun with your loved ones. Me, well, I worked, so let me take a minute and clear my head since things are rattling around in my mind.

ET’S start with an email I received this week from a reader who called me out about a recent interview I did with Oxnard City Manager Alex Nguyen over pre-recording meeting presentations for the council and public to watch outside of the meeting. Nguyen doesn’t like it, he thinks it hurts the city and makes it less transparent, and he’s not bashful about it. The reader sent me an email asking me if I had a disagreement with Aaron Starr, which is why I would write a negative story about him like I am a grade school student trying to get even with Starr and punish him. He went on to say that he likes the new video format. The bottom line is that Nguyen has the right to express his displeasure about the change, and I am responsible for publishing his views as a public official. This issue has two sides, thank you, and reading both

sides make you more informed. Obviously, this reader doesn’t understand what I do for a living. I do not take sides ever. NEWS Mixed-use residential proposed at Channel Islands Harbor By Chris Frost chris@tricountysentry.com Oxnard-- The January Harbor Visioning Workshop continues with Victoria Ave opportunity parcels, concepts, and precedents.

H A N N E L Islands Harbor is run down, unattractive, and sorely needs a makeover. The visioning committee is exploring potential options at the harbor to reach a consensus to move forward. Dave Sargent of Sargent Town Planning said the Fisherman’s Wharf site is the most widely discussed and disagreed piece of the project at Channel Islands Blvd and Victoria Ave. The area was developed many years ago with wooden Cape-Cod-style buildings, and over time, most of the businesses have faded, and the buildings are dilapidated. “It’s coming up for release, and it needs something new,” Sargent said. “It looks pretty nice from the street, but these are backs of the building, and they look pretty dolled up. The fronts face the parking lot, and things are not very busy these days. The waterside is lovely. The Wharf you can see clearly from the Channel Islands bridge, and it can become the center point of something different.” He said the public and steering committee have many great ideas for Fisherman’s Wharf, and they envision a public market. “We’re thinking that there is a possibility that it can be a venue where the best bounties of the sea, the fresh seafood coming out of the ocean, and the best of Ventura County’s agriculture which our county is so famous,” he said. “It can showcase, along with local arts and crafts, these types of food halls that are increasingly popular throughout the nation. Also, the environment along the wharf, where you can dine outside, watch the boats and watch the fish come in and enjoy the waterfront
atmosphere, stroll, and shop. Our retail strategy advisor tells us that it will be important for us to have some tie-ins with the Channel Islands and perhaps some educational facilities. There’s already a small aquarium there operated by Oxnard College. Perhaps there can be an expanded visitor center there where people can learn about the Channel Islands and maybe buy tickets to go out to the islands with Island Packers.” He also suggested a mixeduse development with retail shops along the water’s edge, and maybe some office spaces and a boutique hotel with a courtyard full of dining. Probably to help make the thing profitable and pay for some of the much-needed improvements, housing can be integrated upstairs from some of the retail uses; some of them can be over shops looking out into the water,” he said. “There is an example in Ventura Harbor, which is just being completed now, called Port Side. My firm masterplanned this. We didn’t design it. The harbor in Ventura was looking for a mix of waterfront shops and housing to generate the income they needed, so this project is still under construction. It was pointed out by the steering committee as something that can be part of the mix.” Sargent and his firm made an illustration and pointed out that it wasn’t a project. “It is a possibility based on what we heard people would like to see,” he said. “Since we design, we made some sketches of how that might work. There’s a lot of open space along a rebuilt and expanded wharf. There is a long waterfront promenade, a small street that allows people to come in and find parking and find a friendly little pedestrian shopping street up to a courtyard. Probably up to the corner, it will be built with visitor-serving commercial uses and boutique offices on upper floors and a visitor’s center, we would hope, and perhaps part of this can be a boutique hotel with 100-150 rooms looking out; over the water.” He said there would most
likely be apartments, condos, or some type of live-work units that support the cost of building public-serving facilities. “There will be a lot of water recreation access, a water taxi, a public park, and public restrooms,” he said. “The payoff would be in these open spaces and provide venues for some special events. Just some everyday gathering outdoors. It can be an annex to the existing farmers’ market. There can also be outdoor performance venues.” Sargent said a ground floor full of parking isn’t much to admire for to walk, and they don’t suggest that it be an option. “We’re suggesting the shops
would be 30-50 feet deep, and the parking would be behind them,” he said. “It would be invisible to the shoppers and pedestrians enjoying the space. He proposed an access road off Channel Island Blvd with a bicycle path where visitors can stop by and buy fresh fish from the boat. “Cars can come in, see what’s going on, and find a parking space,” he said. “With the activity spilling out from the market hall into the plaza a little bit every day and a lot during special events.” Sargent said the area south of the boat ramp, which is on a short-term lease that is coming up, and the committee had a “really cool idea.” “The parcel includes a big open area, a little building, the parking lot, and a bunch of waterside space,” he said. “The idea was that a unique lodging facility. There is a hard-to-find unique waypoint facility in Ventura on Front Street. It’s a Trailer Hotel with classic Airstream Trailers, and you can bring your own tailer. It’s a trailer-campgroundhotel facility where there’s communal dining, barbecuing, and outdoor fireplace facilities. n Vision, see page 9

HEY get sweet and succulent and dare I even say the have an umami quality that makes your mouth water just by smelling them. Not only is this a great way to use excess vegetables you may have laying around, but it is also incredibly simple and easy. That’s how we cook around here. Simple and delicious. I like to prep my veggies by cutting them into similar thicknesses so that they will cook in about the same amount of time as each other. You will have variation for vegetable to vegetable but the closer in size they are to each other the better off the roast will be. You can use any hearty vegetable. I will base this recipe on a cook I did recently that had a large variety veggies. Let’s dig into it! Ingredients • 1 large potato, thick cut
• 1 large beet, sliced • 1 head cauliflower, cut into florets • 4 medium sunchokes cut in half longways • 1 roma tomato • 2 shallots whole • 2 heads of garlic with the tip cut off • 1 onion quartered • 3 tablespoons of olive oil • 4 sprigs rosemary • 1 tablespoon of salt To Cook Preheat oven to 425⁰. Toss all the veggies in a bowl with the olive
oil and salt. Lay out vegetables on a baking sheets. Place the rosemary sprigs on top. Roast from 45- 75 minutes. Look at 45 minutes to check on the progress and adjust your timing from there. Pull out of oven and let cool for 5 minutes. EAT. I hope you enjoyed this recipe! Greg, Brittany, and Trudy Hayes took advantage of the nice weather and the holiday to visit the beach. “We live in the area,” Brittany said. “Lots of things are still closed here, but we feel really safe at the beach. We wanted to come out and get some fresh air and get some energy out in the sand.”
Greg enjoys the beach, and he surfs. “I enjoy spending time with my family and getting outside in the fresh air and seeing people,” he said. “This is our Valentine’s Day plans. We’re having a little beach time, and later on, we’ll have a little nap, and we’ll have some wine in the evening.” He did not plan on barbecuing
after the day’s fun. “We have a new air fryer, and we’ve been cooking healthy meals in the air fryer,” he said. “We’ll have a little fire this evening.” Greg and Brittany debated taking a dip in the water. “We talked about it, but the wind picked up, so we decided not to get

NEWS Council approves FEMA Fire Department applications By Chris Frost chris@tricountysentry.com Oxnard-- The Oxnard City Council, February 16, adopted a resolution to submit six grant applications to the Federal Emergency Management Agency.

HE grants will be used to purchase a ladder truck, gym equipment, wellness training, Paramedic certifications, medic monitors, Automated External Defibrillators, Tactical Emergency Services training and equipment, and handheld radios. The Assistance to Firefighter Program is a trio of grant opportunities used primarily for training, equipment, and vehicles. Fire departments across the country have $360 million of funding available to them. The City of Oxnard, over the years, received over $200,000 for Hazardous
Materials Training, a $227,000 Behavioral Health Grant, $227,000 for wildland training and equipment, $1.5 million for a ladder truck light & air unit, and $291,000 for Paramedic training. In his video presentation to the council, Fire Chief Alexander Hamilton said the city’s next grant that is not ready is the Fire Prevention & Safety Grant (AFG), a smaller grant with $35 million of funding for smoke detector installation programs. “They also have a grant for Staffing for Adequate Fire Emergency Response (SAFER), and it has a similar amount of funding the AFG

does, and that is for staffing,” he said. “We still need to evaluate whether or not we will apply for that grant this year.” In 2021, the city will focus its applications on training, wellness, and a vehicle application. “We’re applying for some regional grants this year,” Hamilton said. “The fire department can be a lead on a single regional application but then can participate in as many regional grants as there are fire departments. In the last
couple of years, the Oxnard Fire Department has taken the lead within Ventura County to make sure that we maximize the opportunities with grant funding. All four fire departments will be applying for regional grants.” The city has a 10 percent match for grant awards based on the size of the jurisdiction. “For this year, the Fire Department will be applying for a wellness grant,” he said. “Our firefighters need to stay in top physical condition. Some people describe them as industrial athletes. We’re applying for a grant to replace exercise equipment that’s anywhere between 15-20 years old that needs replacement as maintenance costs continue to go up. That grant will also provide training for internal fitness instructors, so personnel can help each other with not only workouts but reducing the chance of injury
by being shown proper form.” The city will also apply for a Paramedic Training Grant to send five candidates to school. “The whole process takes approximately nine months,” he said. “It’s an expensive endeavor, so we’re hopeful that grant comes through.” The Oxnard Fire Department will be the regional lead for a new ladder truck, a $1.5 million application. “If we are successful, it will allow us to retire an old ladder truck that’s done 20 years of service,” he said. “Separately, we are going to participate in Ventura Fire Department’s application for Tactical EMS (TEMS) training and equipment. Oxnard Fire Department has tactical EMTs and Paramedics that work with the Oxnard Police Department when they’re doing riskier work. Our personnel works with their SWAT Team to
ensure that if there are any injuries in those high-risk operations that are close by, we can provide immediate medical assistance.” Ventura County Fire Department will be the regional lead for new handheld radios, Hamilton said, and the Oxnard Fire Department has asked for 50. “These radios are all band radios,” he said. “These radios allow us to work anywhere in the state; depending on what the local jurisdiction has in terms of their system, we’ll be able to plugin to that system because we have an all band radio. It will allow us to keep pace with technological advances in public safety communications.” Hamilton said the Fillmore Fire Department would be the lead on new defibrillators, and Oxnard requested seven paramedic monitors. n FEMA, to page 9

During public comments, Manuel Herrera congratulated a welcomed Tehran to the Oxnard City Council. “I also want to thank the council members who, right from the very beginning, did not waiver on their choice of Tehran,” Herrera said. “It was obvious that the Aaron Starr clan was trying to intimidate this council into not picking Mr. Tehran. I’m glad that this council did not fall for it. Gabe Tehran’s record speaks for itself. Everyone who knows him knows that he is no one’s puppet. Mr. Tehran has proven time and time again that he is an open-minded and fair person who will represent each one of us fairly, even the Aaron Starr supporter. radios we recently purchased were narrow-banded, and they work in a much smaller band of the radio spectrum. That was a federal government requirement. At the time we purchased those radios, all band radios were prohibitively expensive. They were over $10,000 per unit. At the time, we didn’t feel it was necessary to purchase those radios. Now that the price is coming down and we are continually running into issues when we operate in neighboring jurisdictions, that necessitates the need to purchase new radios. We’re not doing away with the radios we have. They function well for our everyday uses and on the vast majority of wildland incidents.” Mayor John Zaragoza asked about the defibrillators that will move into city buildings, and he wanted to know if the city will train people on their operation. “Our intent is to evaluate the old defibrillators to make sure they are worthy of continued use,” Hamilton said. “Some of them are getting a little bit old. what happened between the vendor and the inspector. The vendor was known to the inspector, and they’ve had prior exchanges. The vendor was known for operating without the required permits. On that day, when the vendor saw the inspector, he refused to stop, walked away, and started running away. The inspector started following the vendor for many blocks and called the police for backup to detain the vendor.” At one point in the video, a black BMW attempted to block the code inspector’s truck so the vendor could get away. “The vendor stated that the inspector drove into his cart, and the inspector stated that the vendor drove his cart in the inspector’s truck,” he said. “The vendor continued to attempt to evade the inspector, and he was eventually stopped by the responding police officer. On that occasion and in the past, the cart was seized, and he was issued civil citations for operating without a health permit and
not obtaining a business tax certificate.” The city is updating its procedures effective the week of February 15. “From now on, our code enforcement inspectors will only respond to complaints received rather than conducting any proactive enforcement,” he said. “Our city’s efforts will focus on those vending types we know that have a path forward to get to compliance, such as car washes and flower sales. When we do have to respond to a complaint, we will issue one warning prior to issuing a citation. If we have to issue a citation, the citation will be issued for the current laws and regulations on the books, not having a County of Ventura health permit. It is required in the city code and the California Health and Safety Code.” The vendor also needs a City of Oxnard business certificate. “If you’re doing this particular form of vending, specifically corn vending, it’s not possible because you
don’t have a county health permit,” he said. Without that, you can’t get a city business license and also not having a permit if you happen to be operating in a residential area. You’re not going to get that without the health permit.” When the city does have contact with a corm vendor, the city will focus its efforts toward getting information about the person who owns the vending equipment. “Not everyone doing this work is the sole proprietor, and in many cases, they work for someone else or some organization,” Nguyen said. “Any information about the organized corn vendors will be forwarded to the county environmental health, and they can choose to investigate further. Information regarding food preparation will also be forwarded to county environmental health. If we are responding to a complaint and the vendor chooses not to have a conversation with the inspector, our inspector will no longer follow the vendors.” If the vendor abandons their equipment or food, the city will pick it up. “The food and equipment will only be confiscated in that event,” he said. “As we replace our code enforcement vehicles, we will change our emblem, logo, and look, so they are not mistaken for police vehicles. That’s something that often scares people. The entire code enforcement division will get training each year about de-escalation tactics.”
