Oxnard-- The City of Oxnard held a special workshop on video and reviewed its 2021-2025 fiveyear priorities. The workshop allows the council to get its priorities together over the next five years and ensure it complements

the Measure E tax increase investment. Measure E passed on November 3, 2020, as voters passed a 1.5 cent local sales tax increase. Measure E goes into effect on April 1, and the city receives its first allocation from the state for the fiscal year 20202021 in the last week of June. “It won’t be until the second

payment, the payment at the end of the second quarter, that the first allocation from Measure E that will go into this upcoming budget for the fiscal year 2021-2022,” City Manager Alex Nguyen said. The city surveyed its residents to assist the council and get public input, and Nguyen said the survey is not something it made n Priority, see page 7

By Chris Frost chris@tricountysentry.com Oxnard-- Okay, folks, Covid-19 vaccinations are ramping up, additional vaccine locations are opening up, and there is a working plan to start local competitive sports again.

W

ITH that said, all I want to know is how much longer until Ventura County starts scheduling outdoor events that I can cover, so my life can get back to normal? Plainly put, virtual events don’t cut the mustard, and I prefer the crowds. My first headache is finding an event, any community event that I can cover, take a bunch of pictures, and put them on page one. A bright and colorful front page is important to me, as a paper that grabs you is always a priority. Of course, tons of local content is necessary too, but together, the Tri County Sentry is a badass newspaper. As always, I was sitting in front of my computer looking for something to cover, and I had an idea, I’ll grab the J-Train, and we’ll go on a boat tour. This made me happy, the story will be fun, and the art will

be amazing. The J-Train booked the trip, and we went to bed happy! Then, the weather changed, and the J-Train got a message that morning that said, due to rough seas, all trips are canceled. HE agreement will not exceed $600,000 and will end on April 30, 2024. Areas affected by the agreement are Mandalay Bay, Harbor Island, Westport, and Seabridge. The four districts are between Wooley Road, Harbor Boulevard, Channel Islands Boulevard, and Victoria Avenue. The city maintains the inland waterways, including removing organic and inorganic debris and maintaining three debris screens. Special Districts Project Manager Jeri Cooper presented the item to the committee said the work provided by the contractor that will be all necessary labor, materials, equipment, other incidental and appurtenant work to be provided in the waterways. “They’ll schedule monthly maintenance as well as on-

call maintenance to remove any excess debris, or if there is an algal bloom to remove any excess algae,” she said. “They’ll do any maintenance and repairs on the debris screens that separate the inland waterways from the cooling power plant and the debris screens located at Hemlock and Channel Islands Boulevard.” The city released a notice inviting bids on January 14, and all the submissions were due on January 28. “The lowest responsible bidder was Harbor Offshore Incorporated,” Cooper said. “Harbor debris removal is unique that many companies do not want to, or are not capable of providing this type of service in a marine environment. It is somewhat specialized. That is why we believe that we only had one vendor that answered the solicitation for this contract.” The contract’s monthly maintenance cost is $11,050,

Future funds will be budgeted in subsequent fiscal years.” There is no impact on the budget for the debris removal services. Committee Member John Zaragoza said funding for this service would not impact the general fund. “Each CFD is responsible for funding their stormwater maintenance,” Cooper said. Spring Rolls By Connor Forbes Now this may sound like a really difficult recipe, but I assure you it is quite easy to make simple, delicious, and beautiful spring rolls. It takes very little cooking and a bit of chopping but within 30 minutes you can impress your family, significant others, or group video hangout. Let’s not waste any time. It is time to make some spring rolls!

HIS recipe will be for a single spring roll. Just do the same recipe over and over until you have your desired quantity of spring rolls.

Ingredients • 1 Rice paper sheet • 3 Shrimp, boiled • 1/8 cup of vermicelli noodles, cooked • 1/8 cup cabbage • 1 sprig of cilantro • 1 sprig of mint • 2 julienned spears Daikon radish (optional) To Cook Boil the shrimp until it turn pink and is cooked through. Cook the vermicelli noodles (I used and instant noodle packet). In a pie tin or baking dish make ice cold water. You are going to dip your rice paper sheet in the ice cold water for 5-10 seconds before transferring it onto a plate or cutting board. Lay your shrimp,

noodles, cabbage, mint, cilantro, and daikon on the bottom third of the rice paper sheet. Roll the spring roll by bringing the sides over first and then rolling like a burrito. Serve with you favorite dipping sauce. I like a peanut sauce to pair with my fresh spring rolls. A simple peanut sauce can be made by combining peanut butter with a little

NEWS Community Services, Public Safety, and Housing & Development okays contract with Wittman Enterprises By Chris Frost chris@tricountysentry.com The Community Services, Public Safety, and Housing & Development committee, February 23, approved an agreement for EMS Billing and Collection Services for the City of Oxnard.

T

HE agreement is with Wittman Enterprises and will not exceed $500,000 annually and allows the city to use municipal code 4-3L. This enables Oxnard to “piggyback,” whereby the city utilizes another agency or jurisdiction’s solicitation, which is allowed in the agreement between the City of Chula Vista and Wittman Enterprises. At the December 1 city council meeting, the city council received a report on an EMS (Emergency Medical Services) valuation deployment conducted by AB Triton Consulting. The city council voted to assert the city’s rights to provide ambulance emergency and medical services. Fire Chief Alexander Hamilton said City Manager Alex Nguyen was given the right to leave the joint powers agreement with Ventura County. “The of Chula Vista and the Wittman Enterprises agreement the city, the City of Chula Vista conducted a competitive bid process for the billing and collection services on September 18, 2020,” Hamilton said. “There were 1,242 companies notified for the solicitation, 21 downloaded it, seven responded, and three companies were considered responsive to the solicitation.” Within the solicitation, a provision of the agreement with the City of Chula Vista has a deal with Wittman Enterprises that allows other public agencies to participate in the contract, based on Chula Vista’s request for

proposals. “That is the clause we are using for this piggyback agreement,” he said. “Wittman Enterprises will provide the billing and collection for ambulance services, and they’ll receive 3.25 percent of the net receipts billed that get collected annually.” “This would be a fiveyear agreement,” he added. “There will be no general fund cost for the agreement. It will be funded by the 3.25 percent of net receipts billed and collected by Wittman. It will be based on ambulance transport billing.” Committee Member John Zaragoza thinks that piggybacking with Chula Vista is a good idea. “That will really help us with your concerns about the medical services and billing collection services for what is a five-year term,” he said. Hamilton told the committee that piggybacking is advantageous for Oxnard. “We were in the process of going through an RFP (request for proposal) process, and we were hoping to get to right between 3.75 and 4 percent,” he said. “Ultimately, by piggybacking onto Chula Vista’s process, we were able to get a more competitive 3.25 percent rate. Wittman is a very reputable company.” Zaragoza added that Hamilton mentioned that the money will not come from the budget but from a percentage of what Wittman collects from the consumer. Chairman Bryan MacDonald said he hopes that Oxnard considers people near the city, like the

NEWS Meet Oxnard Police Officer Randi Vines! Oxnard-- Randi was born in Virginia and moved to Oxnard when he was 15. He grew up near Hill and J street and is a graduate of Santa Clara High School. He attended the University of New Hampshire on a football scholarship and graduated with a Bachelors’ Degree in Sociology.

spend the money faster. “The land acquisition at this point is will take significantly longer than a year,” Arnout said. “Therefore, we are trying to build some improvements on the Ormond Beach area within that timeframe. The same with the PAL facility, we anticipate that could take as long as another two years, potentially more, so we’re trying to redirect those funds to projects we can deliver faster, which would be alleyways.” The reappropriated funds will go towards resurfacing the streets in the Ormond Beach area, $2 million, a parking lot improvement on Perkins Road, with $600,000, fiber expansion in the Ormond Industrial Area, $412,500, and $153,450 to expand fiber on Perkins Road. “As far as HERO goes, the total appropriation amount, including accrued interest, is $2.5 million,” she said. “We are proposing that we use that funding for alleyway reconstruction which is badly needed, especially throughout the HERO boundaries.”

The alleys are on A Street, G Street, Ontario Street, 1st Street, Gonzales Road, J Street, Pleasant Valley Road, Fournier Street, Saviers Road, Paula Street, Maple Street, and Law Street. “The pavement condition index in these alleyways are between 0-14,” Arnout said. “Essentially, these alleyways are dirt. They’re not even actual roads at this point; they’re in bad, deteriorated shape.” Committee Member Gabriel Tehran asked Arnout about taking bond funds away from the Advanced Water Treatment Facility and rehabilitation of the PAL Building and why the city was focusing on the Ormond Beach streets? “Streets in Southwinds and Cypress are nearby, and they also need repaving,” he said. Arnout said the city is tied to the geographic area boundaries for the bond funds. “We are tackling all the streets that are within the boundaries,” Arnout said. “Unfortunately, the Soutwinds and the Cypress neighborhoods are not within those geographical boundaries.”

Tehran understands that the funds will expire. “If there is a project, and we want to do that goes beyond the expiration of that, we might as well use it for something we can utilize it for,” he said. Committee Member Gabriela Basua commended the staff for looking at the bond funds and reconfiguring them. “The projects we had in mind were not going to be feasible or executed in the timeframe allowed,” she said. “So many times, we think that we’re going to get something done, and it doesn’t get done. I know the work that’s going to be happening is in district five, so I’m sure the businesses in that area will appreciate all the work that’s going happen.” Chairman John Zaragoza thanked Arnout and the city staff. “I talked to her (Arnout) today, and she said this work was not just done by her,” he said. “It was a lot of engineers and individuals, and it’s important that we commend them for that. The expenditures on those bonds are restricted to that area, and it’s a good use that we use that

The PAL can come later.” Zaragoza said the HERO fund is important. “I believe that this funding can be used for alleys that are important,” he said. “There are 11 alleys that the pavement condition index runs from 0-18. I had the opportunity to go out and visit one of those alleys, and it was absolutely nothing but dirt. The work is great because it is really helping South Oxnard as a disadvantaged community that needs those alleys to be repaired.” Zaragoza asked what the fiber expansion will do for the city and the timeline for the project. “The purpose of the fiber expansion is to provide high-speed internet access to those businesses in the Ormond Beach area,” Arnout said. “It’s following the fiber master plan, and this is an opportunity we found with these funds. If we’re going to be resurfacing the road, we might as well put in the fiber. As far as the timing goes, we intend to be fully done with construction around this time next year.” The motion passed unanimously.

Since we were both full and needed exercise, we decided to grab the leashes and take the dogs out for a walk. That’s when the fun truly started happening. First, we went for a pull, not a walk. but conflict, as Buddy decided to help the drought effort and water the telephone neighborhood poles. Daisy watched and then decided she would water the same telephone pole. Buddy got offended and reestablished the pole as his spot over Daisy. The tinkling continued until I declared the conflict over and started Buddy on his trek while Daisy followed. About 50-feet later, Buddy decided

to complete his outside mission and took care of business in the sand. The funny part about this was when he started kicking sand up onto Janis after he finished. I’ve been told I live dangerously, and since I was laughing at Janis while she was holding a bag of Buddy, I made the executive decision to quickly vacate the area. One thing for sure, no walk is complete without the dogs arguing with a neighbor’s dog. Of course,

the neighbor’s dog is an angel, and our dogs, they’re obedience school dropouts. At least the night ended well. Typically, it’s barking and hoping to be placed on the bed, followed by, oh yeah, I just jumped down. Please do it again, bark bark. The winner, it was me. I was tired, sore, and like the dogs, I slept like a rock. Bring back the community events as soon as possible, please.

The committee approved the redevelopment bond proceeds projects and appropriated $6.6 million from the 2006 Tax Allocation Bond for street and alley resurfacing, parking lot improvements, and fiber network extensions. The change allows the city to improve Oxnard’s alleyways and add high-speed internet access for South Oxnard businesses. City Engineer Tatiana Arnout presented the item to the committee and said most of the projects fall within the Ormond Beach area. “On April 2, 2019, in conjunction with the adoption of the 2019-2024 City of Oxnard Five Year Capital Improvement Program, staff requested the council approve a proposed list of projects,” she said. One of the projects was the AWPF Expansion Land Acquisition, ($3.114 million of Ormond Beach Funding), and the Oxnard PAL Facility Rehabilitation ($2.2999 million of HERO Funding) which are no longer viable because the staff needs to

Social distancing protocols were in place across the event, keeping everyone safe, but that didn’t stop anyone from having a good time and getting their shop on! The event was packed! Junior Simental makes sure people living in the United States who were born and raised in Mexico don’t miss any treats they grew up with. “We pretty much have candy, cookies, different kinds of sodas, and juices from Mexico,” he said. “It’s imported from Mexico, and we bring the stuff you can’t find here.” Products from Mexico have a different taste, he said, because of the ingredients. “In Mexico, they use real sugar, not the corn syrup they use here,” he said. “Everything is .fresher. They don’t make it to be stored for a long time in a warehouse before it comes to sell. They make it as they sell.” Simental said cookies are a

popular item that customers love. “They are different than the ones you find here,” he said. “Most of the Mexican candy you don’t find here. We have different candy made more naturally.” He goes to Mexico, grabs his items, and then brings it back to Ventura County. “We import it, pay the taxes and do the paperwork,” he said. “My items are made all around Mexico. Each city has particularly what they make, so all the cities have their things, they make them and everybody ships out to Tijuana or different places in the world so we can buy these items.” He loves giving Mexican people the treats they grew up enjoying. “Most of my customers, 90 percent of them, are Hispanic customers,” he said. “They come and see the stuff they haven’t seen for 5, 10, and 20 years from their home country. That’s how I started this business. My family

is from Mexico. People ask me when you go back to Mexico, why don’t you bring back a little bit of this and a little bit of that.” Native Mexican people living in Ventura County often don’t see that special treat they remember as a child. “When they see it again, it’s like they’re back home,” Simental said. “You’re getting the tastes you used to get when you were a kid.” Currently, people ask for donuts the most. “These donuts have more natural flavors, instead of all the prepackaged stuff they make here,” he said. “It tastes different, people like it, and they keep coming back.” Guadalupe and her son Luis Cervantes were selling lots of comforters to the customers. “We have all sizes, Kings, Queens, and twin-sized,” Luis said. “We have some brands that we are bringing in,

for example, Solaron. and we have others that came from China. We have the Twin Brothers, and those blankets are popular in Ventura County in Queen and King size. We also have luxury plush blankets, which are the design blankets. Most of the designs are from artist Diego Gonzales, who’s local from Los Angeles.” One blanket he does feature is “My Blanket,” which is new. “My mom has been doing this for a while, so her providers are friends, and I know them as well,” Luis said. “We always try to provide the best quality to all our clients. That’s what we work on and how we pride ourselves. We sell quality. We don’t want our customers coming back to us with complaints. We love seeing smiles on their faces.” He loves the Ventura Marketplace. “The best part is getting away from home,” he said. “We get out

of the house, come here and get some distraction. Buy some Cheetos and walk around. You might find something you never expected to find. Covid-19 has slowed us down quite a bit. It’s part of life, so we have to grind through it.” Claudia brought her Claudia’s T-Shirts and Hoodies to the marketplace, and she had a giant selection of masks for purchase. “I pick out things that will appeal to everyone,” she said. “We have everything from the Beatles to sports. I’ve been here for eight years, and the people are always nice.” She was wearing a Playboy mask. “I like the bunnies,” she said. Jessica brought her dog Layla, who visited the marketplace for the first time. She planned to spend money and have a good time. “I barely got here,” she said. “I’m here for the fruit. This is a family Sunday, and we get out of the house.”

The city added a second survey, and residents chose to focus on business retention and expansion, renovating 4th Street between downtown and the train station and create a safe corridor to downtown, train and prepare local residents for employment at local businesses through the Oxnard Employment Pipeline, focus on new business attraction, and creating a new Zocalo in South Oxnard. “It’s my recommendation to have a shift in our approach and philosophy towards economic development,” he said. “The key thing here is to focus on business retention and expansion. We have many, many good corporations, companies, large and small.” He pointed out many businesses, large and small, provide a lot of jobs. “My concern is many of them employ people who don’t live in Oxnard,” Nguyen said. “There’s nothing wrong with that; what concerns me is many of the residents who do live here in Oxnard are not qualified to go into many of these jobs. Therefore, they are leaving Oxnard to go to jobs, and not necessarily jobs that pay sufficient wages.” The priority shift will benefit existing businesses, he said, and help many residents who need better local jobs and better-paying jobs with health benefits. “If we focus on this, and I believe we can achieve this, we’ll benefit our businesses and our residents,” he said. “We’ll be excited to talk more about this in the near future.” With quality-of-life issues,

residents chose restoring youth programs as its number one priority, followed by continuing to address the homeless issue in the city, restoring senior programs, launching the Oxnard Arts Academy for youth in South Oxnard, build the council-approved new senior center, renovate the multi-service center at Camino Del Sol, build an aquatics center in South Oxnard, and reopen the Carnegie Art Museum. With public safety, residents ranked maintaining emergency 911 response times number one, followed by maintaining fire protection services, increasing homeless intervention, restoring and possibly increasing paramedic squads, restoring neighborhood police programs, creating a modern city disaster preparedness program for response and recovery from earthquakes, flooding, and natural disasters, installing security cameras throughout the city, and establishing a lifeguard program. There are 11 items in the infrastructure and natural resources category, and Nguyen said the number one resident priority is restoring a proper street paving cycle. “Restore the maintenance of parkways and medians, restore maintenance of city parks and public spaces, four is restoring proper treetrimming, ensure adequate future water supply, repair the alleys, and respond to illegal dumping,” he said. “Repairing sea walls is number eight, improve harbor water quality, clean up the gateways to the city and complete the levee construction for flood protection.” With organizational effectiveness,

Nguyen wants Oxnard to have longterm financial security, replenish the city’s reserve and establish sufficient reserves to respond to natural disasters, like earthquakes and floods, improve financial responsibility and expand transparency, invest in appropriate staffing levels to get the job done, strengthen the city’s cybersecurity and invest in staff training and development. “On the night of the workshop, hopefully, we’ll have a robust debate,” he said. “Whatever shape it takes to set the priorities for the next five years. I want to help frame this process, starting with the bottom line. We have to have a highfunctioning organization to deliver on the council’s priorities which are derived from the community. Having clear policy direction is necessary.” Over the last decade, Nguyen said Oxnard has been treading water to stay afloat, and that is not a secret. There’s been a lot of discombobulation, controversy, instability, and structural fiscal problems. “There’s been a lot of chasing the most recent crisis around addressing urgent matters that arise,” he said. “When an organization bogs down in that mode, you neglect the rest of the items that are important. It’s certainly gotten much better. If you’re always chasing what’s urgent, you’re going to evidently neglect what is important.” The city has made significant strides in the last three years. “I’m happy and proud to say that we’re almost ready to swim,” Nguyen said. “We’re prepared to swim now.

Even with all the good work we’ve done and the many bright spots throughout our organization, we still don’t have everyone we need. We need to get some of the key positions filled. We’ve had to deal with years of budget reductions.” He doesn’t see the city winning any medals for its organization, but the city will become a highfunctioning organization over time. “What we need from the city council is clear policy direction,” he said. “We can lead the organization and city hall, but we need to know where we’re going. That is not up to the city manager or the staff. That is up to the city council.” The two things that Nguyen advocates for the most are organizational effectiveness and a 21st Century Disaster Preparedness Program. “If we don’t continue in this area, it’s going to be difficult to deliver on these services and programs,” he said. “As we’ve gone through this pandemic for 12 months now, I need to be mindful of the fact that during this year, had there been another major event, we would have been in so much trouble in this community. We’ve been as fortunate as possible to get through this last year in relatively good shape as a city as a whole. We, as a community, are not prepared for a disaster. It is something I really want this city to focus on. I look forward to talking about this in the future. These are two things I want to push for as a city manager.”

It’s actually based on prior surveys going back to 2019, which is when we launched the “Join the Conversation” survey, asking the community to share what their priorities were,” he said. “That survey continued for many months. The information we gathered was used in my proposal to the city council about what I would recommend.” The city took that information and asked the community to rank the outcome of the survey. Protecting public safety, drinking water sources, retaining qualified police officers, firefighters, and paramedics were the top three choices, followed by dealing with the homeless problem, enhancing the city’s ability to respond to earthquakes, natural disasters, and wildfires, plus preventing the closure of any fire stations were resident preferences. “In addition, a lot of people made extra comments, and a lot of them had to do with the city’s lack of landscaping, recreation services, concern over streets, homelessness, maintaining our police and city finances,” he said. The city published the results, and when Nguyen asked the council to put Measure E on the ballot, he revealed the grouping of investments he’d recommend. The list includes Maintaining 911 Safety and Emergency Response, restoring landscape services, securing long-term financial security, keeping public spaces clean and safe, retaining attractive local businesses and jobs, restoring youth and senior programs, restoring city infrastructure,

While many eldercare experts suggest avoiding nursing homes during the pandemic if at all possible, some families, like yours, find

themselves in difficult situations needing long-term or rehabilitative care for their elder loved one now. To help you find a good nursing home in the COVID era, and avoid a bad one, here are some steps to follow. Make a list: There are several sources you can turn to for referrals to top nursing homes in your area including your mom’s doctor or nearby hospital discharge planner; friends or neighbors who may have had a loved one in a nursing home; and online at Medicare’s nursing home compare tool at Medicare.gov/care-compare. This tool will not only help you locate nursing homes in your area, it also provides a 5-star rating system on recent health inspections, staffing, quality of care, and overall rating. Also keep in mind that it’s always best to choose a nursing home that’s close to family members and friends who can check in often, be-

cause residents with frequent visitors usually get better care. Do some research: To research the nursing homes on your list, put a call into your long-term care ombudsman. This is a government official who investigates nursing home complaints and advocates for residents and their families. This person can tell you which nursing homes have had complaints or problems in the past. To find your local ombudsman, call your area aging agency (800-677-1116) or visit LTCombudsman.org. You should also visit the Centers for Medicare and Medicaid Services website (data.cms.gov), which provides updated data on U.S. nursing home reported COVID-19 cases and deaths. Contact the nursing homes: Once you’ve identified a few good nursing homes, call them to see if they have any vacancies, what they charge, and if they accept Medicaid.

Also, find out their staff-to-patient ratio and staff turnover rate; their COVID infection-control procedures; the percentage of residents and staff that have been vaccinated for COVID; and their facility visitation policy. If visitor restrictions are in place, see if they offer smartphone, tablet or laptop technology assistance so you can have Facetime, Zoom or Skype video calls with your mom. Tour your top choices: The best way to evaluate a nursing home is to visit it in person, but because of COVID, some facilities may offer limited or virtual tours only. Paying for Care With nursing home costs now averaging $255 per day nationally for a semi-private room and nearly

Most nursing home residents pay for care from either personal savings, a long-term care insurance policy, or through Medicaid once their savings are depleted. The National Clearinghouse for Long-Term Care Information website (LongTermCare.acl.gov) is a good resource that can help you understand and research your financial options. You can also get help from your State Health Insurance Assistance Program (SHIP), which provides free counseling on all Medicare and Medicaid issues. Jose Leyva charged with arson at the Navigation Center Oxnard--On February 22, 2021, Oxnard Police Department Arson Investigators concluded an investigation into a fire intentionally set to the Oxnard Navigation Center, a homeless shelter located at the former Oxnard National Guard Armory, with the arrest of 55-year-old Oxnard resident Jose Leyva. On February 18, 2021, Oxnard Police and Fire Department Investigators responded to the Oxnard Navigation Center regarding a bag of clothing set

on fire and thrown onto the roof. No injuries were reported by anyone inside the Navigation Center, and the result of the fire was only minor damage to the roof. Oxnard Police Department Arson Investigators assigned to investigate the case reviewed video surveillance footage and identified Leyva as the suspect. On February 22, 2021, Oxnard Police Department patrol officers located Leyva and arrested him. At the time of ar-

rest, Leyva was wearing the same clothing he had on when the fire was set and was also in possession of items seen in the surveillance footage. Leyva was known to have received services from the Oxnard Navigation Center. Arson investigators are also following up on other reported arsons to see if there is a connection to Leyva. All arsons are classified as felonies and, if convicted, carry a sentence of up to

nine years in prison. HEALTH USC study identifies risk factors for opioid relapse LOS ANGELES—Risk factors for relapse following treatment for opioid use disorder vary significantly by gender, a discovery that may result in better targeted treatment with lasting results, according to findings of USC researchers.

behavioral variables may increase the odds of relapse. “Our approach allowed us to look at different trajectories of relapse,” said study author John Prindle, research assistant professor at the USC Suzanne Dworak-Peck School of Social Work. “We’re able to show, for example, if you’re an adolescent female who has high criminal justice involvement, this is your risk of relapse. Ultimately, machine learning is the future of modeling and understanding data

in addiction science.” The study, published in the journal Addiction, is the first to use machine learning techniques to process large data sets and identify risk factors for relapse. The scientists wanted to find a way to improve treatments for opioid use disorder by exploring the individual factors most strongly associated with relapse after treatment. They followed 1,100 individuals in more than 100 substance use treatment sites

across the United States for over a year, checking in at three, six and 12 months after discharge from a treatment facility. About half of the participants—55.1% of women and 51.5% of men—used an opioid at least once during the one-year observation window. The researchers analyzed more than 30 predictors of opioid relapse using machine learning approaches. They found that for women, greater withdrawal, depression, conduct disorder symp-

For men, the most significant risk factors included multiple substance use disorders and a history of conduct disorder, a behavioral disorder in which the basic rights of others or rules are violated. “These results suggest that women would particularly benefit from treatments that aggressively address withdrawal symptoms with appropriate medications and cognitive behavioral approaches,” said lead author Jordan Davis, an assistant professor at the USC Suzanne Dworak-Peck School of Social Work and associate director of the USC Center for Artificial Intelligence in Society. “In contrast, men would likely benefit most from cognitive behavioral and mutual-help interventions that directly target substance use behaviors and support the development of pro-social behaviors,” Davis said. The study authors say future relapse prevention treatment research should explore ways to mitigate these specific and different vulnerabilities for men and women. In addition, they believe machine learning approaches should be more widely integrated into addiction research to better understand the complexities of how demographic, psychological and

toms, diagnosis of post-traumatic stress disorder and younger age are the greatest risk factors for opioid use following treatment. For men, younger age, greater conduct disorder symptoms, multiple substance use disorders and greater substance use-related problems confer the most risk of relapse. “This study is not only important in its findings related to opioid misuse, but it represents a methodological advance by employing machine learning—an approach just emerging in the addiction arena—to examine complex data in a novel way,” said John D. Clapp, professor and associate dean for research and faculty development at the USC Suzanne Dworak-Peck School of Social Work and co-director of the USC Institute for Addiction Science. Fatal drug overdoses—twothirds of which involve opioids— have increased dramatically during the COVID-19 pandemic. The CDC recently reported that overdose deaths have surged to 81,000 over a 12-month period. Treatment for opioid use disorder—ideally a combination of medication and behavioral therapy—is the key to improving the odds for recovery from addiction to heroin and prescription opioids. But relapsing after treatment remains a persistent challenge.

That doesn’t necessarily mean equal time or decision making for the nearly 16 years until all the kids are adults. “There’s a lot of wiggle room in the space between joint custody,” divorce attorney Reid Aronson said. “I know that I have cases where they say it’s joint custody, but that’s really just because the party that doesn’t really have custody doesn’t want to feel like they’re being excluded.” But Jaffe says in the vast majority of cases, at least legally, “each party is involved in making major decisions involving kids’ education, kids’ travel, kids’ religious upbringing.” Neither Jaffe nor Aronson is involved in this divorce. It will take at least six months by law for the couple to be declared divorced, but is likely to take longer to finalize given the finances and properties involved, even with an amicable split and a prenup. Custody of minor children is never final. It’s always changeable by the court, and the details are often worked out in separate legal processes long after the couple is declared divorced. Despite the signs of peace, divorces often turn sour as they progress.

“I hear an amicable divorce when these things start all the time, and it just seems that for some reason something happens and it blows up,” Jaffe said. “The amicability has just been shattered by somebody doing something normally stupid and or their lawyers doing something totally stupid, which turns an amicable divorce into a crazy divorce.” Any sign of strife will be seized on by a media hungry for details in what was among the most followed unions of the 21st century, and the couple will have to fight to keep the split from playing out publicly, as much of the final year of their marriage did. Judges usually agree to keep details of finances and children’s lives sealed from public scrutiny. And high-profile couples, including Brad Pitt and Angelina Jolie, have increasingly paid for private judges, keeping unpleasant details from becoming public. Kardashian’s lawyer Laura Wasser, the most sought-after attorney for divorcing celebrities with a constant stream of A-list clients, has used private judges often. Yet strategic leaks can happen any time a client or their lawyer wants them, as has happened in the PittJolie divorce, which also got off to an amicable start but has dragged on with custody and child-support disputes. Such leaks are a key way for divorces to be derailed. “I would advise my clients to stay away from trying the case in the press, because that’s where it really gets complicated, because if somebody says something that they don’t like then the other person has to get back and respond,” Jaffe said. “So instead of doing this between lawyers or in a courtroom, what we have is an on Page Six where all the litigation is going to occur. And that’s not helpful to amicably resolve these cases.”

NEWS GUSTAVO MEZA ARRESTED Oxnard-- During February 2021, the Oxnard Police Department Drug Enforcement Unit (DEU), Special Enforcement Unit (SEU), and the Federal Bureau of Investigation (FBI) began an investigation into Gustavo Meza regarding the sales and trafficking of methamphetamine in the City of Oxnard.

DDITIONALLY, Meza had an outstanding felony warrant for possessing narcotics and a loaded assault rifle. DEU Detectives developed enough evidence to obtain a search warrant for narcotics sales. On February 16, 2021, with SEU Officers’ assistance, Gustavo Meza was located in the City of Port Hueneme. SEU Officers contacted Meza to arrest him for his felony arrest warrant and serve the search warrant. Meza possessed a large quantity

of methamphetamine. After officers detained Meza, SEU Officers, DEU Detectives, and FBI Agents served a search warrant at his residence. While serving the search warrant, officers located a stolen firearm and a large quantity of ammunition. Gustavo Meza was arrested for his felony warrant, narcotics sales violations, and being a felon in possession of ammunition, all felonies. “JUDAS AND THE BLACK MESSIAH” By Bob Garver One good thing about the year 2021 in movies is that we might get two Oscar seasons. Usually the deadline to qualify for a year’s Oscar race is the end of the calendar year, so December is often loaded with awardschasers. But because there were so many releases pushed back in 2020, the Academy has decided to extend the deadline two months, so lastminute Oscar bait is actually opening now, in February 2021. Hopefully the system can be restored by the end of the year, meaning that we’ll get one margin of Oscar eligibility that lasts fourteen months followed by one that lasts ten months. “Judas and the Black Messiah” is a film that is shrewdly positioning its release date at the end of the fourteen-month frame. And it is wise to do so, because I can see this film doing very well in the Oscar race.

HE film follows the Black Panther movement in Chicago in the late 1960’s. Illinois State Chairman Fred Hampton (Daniel Kaluuya) is spouting the kind of fiery rhetoric that could lead to social and political upheaval. What he wants is nothing short of a revolution. This naturally freaks out those dedicated to maintaining the status quo, like the FBI, led by J. Edgar Hoover (Martin Sheen, in yet another onscreen depiction of Hoover that involves horrendous makeup). Agent Roy Mitchell (Jesse Plemmons) taps lowlife car thief William O’Neal (LaKeith Stanfield) to infiltrate Hampton’s circle and serve as an informant in return for dropping some criminal charges. Technically the betrayer O’Neal is the main character of the film, much like how the antagonist Salieri is the main character in “Amadeus,” minus the whole “insane jealousy” angle. Hampton is under no delusion that he’s not under constant surveillance or that his life isn’t constantly in danger. He knows he’ll probably be assassinated like fellow leaders Martin Luther King Jr. and Malcolm X. But he wants to make a difference while

he can, setting up educational programs for disadvantaged children and organizing warring gangs into the Rainbow Coalition. When his friends sense that his days are numbered, they give him some money to flee the country, but he turns it over to a comrade, telling him to start a health clinic. This is much to the chagrin of his pregnant girlfriend Deborah (Dominique Fishback), who worries that Hampton is acting without considering the consequences to his unborn child. O’Neal is very much taken with the charismatic Hampton, and as a fellow African-American, agrees with much of what he says about white oppression. But Mitchell warns him that Hampton’s way is not one of peace, and it can only end badly. Also, he’s still got those charges to work off.

The time for him to play Judas to Hampton’s Black Messiah is nigh. O’Neal is so affected by the role he has to play that he’s practically crying when he offers Hampton a tainted drink. A barely-conscious Hampton is later assassinated (sorry if that’s a spoiler for a film whose very title equates Hampton with the most famous martyr in history) in a manner sure to draw comparisons to the domestic murder of Breonna Taylor. At the heart of “Judas and the Black Messiah” is the fully-dedicated Kaluuya performance, virtually a lock for a Best Supporting Actor Oscar nomination, if not the win. I could see Fishback slipping into the Best Supporting Actress race as well, and even the movie for Best Picture. I haven’t seen many of the direct-to-streaming awards

contenders, so I don’t know where this film falls in relation to them, but this is certainly a film that screams “award-worthy.” In fact, it’s better than any film released in the year 2020 that I reviewed. And it’s only February. I always recommend seeing movies in theaters for the sake of supporting theaters, but now there’s a movie that’s worth going out of your way to see. Grade: A“Judas and the Black Messiah” is playing in theaters and available for streaming on HBO Max. The film is rated R for violence and pervasive language. Its running time is 126 minutes.
