By Chris Frost chris@tricountysentry.com Oxnard-- While California businesses continue to lose their livelihood because of Covid-19, the Channel Islands Farmers’ Market remains open for business and does quite well.

LARGE group of residents masked up and perused the market, Jan 10 and picked up great unique bargains for their effort. Shoppers had a great time, laughed, and practiced social distancing to stay safe. It was a warm and sunny day, and shoppers made the most of the weather. Dania Williams from Fresh Fish Fanatics fishes locally, and the family does home deliveries, so people don’t have to travel to their fish market. “It’s something that we started doing with Covid-19,” she said. “Many of our customers, particularly our older customers, don’t always want to come out and be around other people, but they still want to get their fish, their healthy protein for the week.” Fresh Fish Fanatics started delivering before Covid-19 hit, as it was something they wanted to try. “With Covid-19, it encouraged us to get this going, and our customers love it,” she said. “We deliver every Thursday all over n Farmers’ Market, see page 9

Finance & Governance receives ERP Annual Report By Chris Frost chris@tricountysentry.com

Oxnard-- The Finance & Governance Committee, Jan. 12, received the Enterprise Resource Planning (ERP) System Annual Report. The item marked a dramatic change to how it got the report, as the voter-approved Measure M means they receive the

information in advance via video link. It also changed the meeting start time to 5 p.m., although the city posted this as a temporary change while it awaits a temporary injunction. Deputy City Manager Shiri Klima gave the first video presentation to the committee, and she said separate technology systems provided the foundational framework for

almost all city functions. Those systems include timekeeping, payroll, financial management, human resources, community development, utility billing, assets, and maintenance. “The ERP integrates these functions, so they speak to each other,” she said. “For example, if information comes in through the timekeeping system, that n ERP, see page 5

It’s time for a bath

By Chris Frost chris@tricountysentry.com Oxnard-- As I sit here at home with no events to cover, one thing I’ve learned is that I am no good at making decisions and always pay the price.

L

ET’S start simple; I sit around and see Daisy, Buddy, and Ziggy scratch, and I tell the J-Train that the animals need a bath. She tells me okay, and 24-hours later, no bath, and they are still scratching. Okay, so I decided to take the matter into my hands and bathe the dogs. That was a mistake! I gathered the dogs in the bathroom, turned on the tub, and then started the barking, growling and scratching at the door like I was going to torture them. I soaped up Daisy, and when I left the bathroom to get a towel, Daisy jumped out of the tub and started her freedom run. That brings me to my next mistake. Do not leave your jeans on the floor while a wet soapy dog is running through the house. She crawled into a pants leg and started trying to dry herself. So I gathered her up

Chris Frost

and went back into the bathroom, and Buddy was gone. Good news, though, I found him rolling around on the bed, trying to dry off. Instead of making the same mistake twice, I grabbed as many towels as possible, threw them in the bathroom, collected the dogs, and finished the job. n Frosted Thoughts, see page 7

NEWS Oxnard organizational effectiveness is part of its five-year plan By Chris Frost chris@tricountysentry.com Oxnard-- The conversation about where the city’s five-year plan has been and where it’s going in the future continues with the council sorting out its responsibilities over the next five years.

C

ITY Manager Alex Nguyen outlined broad categories from the 20162020 period that he said makes perfect sense for this or any community. He made one crucial point to concentrate on the city’s organizational effectiveness to deliver on the council’s priorities over the next five years. “We’ve got to have a highfunctioning organization,” he said. “Across the board, as your city manager, we’re not there yet. We have a lot of great stars across the organization, but we’re still missing a few key players. We also need to, based on some of the discussions we’ve had in the last few years and since the voters provided us with the Measure E sales tax; I am going to recommend restoring levels of service across the community in areas the community has

their priorities that have been cut over the years.” The city also needs to add a few, not too many, significant investments, he said, that improve the community for everyone. “The priorities should focus on the five years versus thinking about it as everything this community could want for the future,” he said. “We’re only looking at a five-year window. It’s proper to be aspirational, but it’s important to be realistic and make sure we set our goals that we believe are achievable and measurable so we can all hold each other accountable. The priorities also need to be matched with resources. It’s not fair to the staff to say do X and not identify sufficient resources and backup to do that.” The priorities must be measurable, so the city must also map out the expected and achievable metrics. That way, the city staff can hold

Cutline: Oxnard City Manager Alex Nguyen.

each other accountable. That will include a timeline and milestones so the city can track its progress. “This is part of the problem with the existing set of priorities that recently expired,” he said. “It was never set up to be tracked. It seems to me that it would be common sense for our priorities to align with our Measure E investments, or our Measure E investments should align with our priorities. We had a sense of what those are

(Courtesy photo)

in our discussions, leading to putting Measure E on the ballot. The priorities leading up to the Measure E investments should be clearly reflected in the budget that we would be formulating for the upcoming fiscal year. This is food for thought, and we are not making any decisions tonight.” The actual priorities will follow when the item goes to the committee, get a survey, and holds a community workshop. The city council will set the priorities.

Oxnard Police investigate fatal traffic collision involving a bicyclist Oxnard--On Jan. 9, 2021, at approximately 3:43 p.m., officers from the Oxnard Police Department and EMS personnel responded to a traffic collision involving a semi-truck and trailer and bicyclist that occurred on Oxnard Blvd. north of Wooley Road. Officers determined that a 2019 Peterbilt semi-truck towing a 53-foot trailer struck a 75-year-old Oxnard male. The bicyclist sustained critical injuries and succumbed to his injuries at the scene of the collision. The 21-yearold semi-truck driver of Fresno remained at the scene and provided information regarding the collision. Traffic investigators responded to the scene and took over the investigation. Based on the initial investigation, they

determined the driver of the semi-truck and trailer was northbound Oxnard Blvd. after turning from Wooley Road and struck the bicyclist. The driver immediately stopped and parked along

the right side of the roadway after the collision. Traffic investigators do not believe that speed or alcohol are contributing factors to the collision. The investigation is

ongoing. Anyone who has information regarding this collision is urged to contact Traffic Officer Michael Gens at 805-385-7750 or via email at michael.gens@oxnardpd. org.

During public comments, Lawrence Stein focused on the future. “Please bear in mind that the city council does not do presentations, but the staff makes recommendations that the city council approves or denies,” he said. “The five-year plan consists of issues that have not been addressed. We have simple items for a capital improvement project that have not been addressed. One issue is our water program. We have paid over $120 million for the great program, and not one drop of the great program has been blended into the general water supply. That’s a direct violation of the law. We’re paying thousands of dollars every year on debt service, and we’re not getting the benefit of the water. Part of the five-year program should be the acceleration of the great program.” Councilman Bert Perello appreciates the public comments and corrected Stein about why the city has not blended reclaimed water with the water supply. “It’s illegal to blend reclaimed water with the

water supply under the rules of the State of California at the present time,” he said. “There are other uses for it, but on that particular one, Lawrence, I believe you are mistaken in what you stated.” Mayor John Zaragoza agreed with Nguyen and said public input is vital. “Also, one of the things I saw was to restore community services we’re looking at with Measure E,” Zaragoza said. “Of course, how do we measure that, and also, the timeline is important with milestones. The most important part, of course, is funding.” Mayor Pro Tem Bryan MacDonald echoed Perello’s comment that the state does not allow the city to comingle reclaimed water with the potable water system. “There is a process where we can inject reclaimed water into an aquifer storage recovery well and leave it for either three or six months,” MacDonald said. “They can test it when it comes out, and if it meets certain standards, it’s permissible to co-mingle it with the potable water system.”

DINING Cucumber, Tomato

and

Onion Salad

By Connor Forbes

A cucumber, tomato, and onion salad is a great side to any meal. It is especially great with a rich and fatty meat. The acidity of the salad provides the perfect balance to compliment the richness of the meat.

Ingredients - 1 large cucumber - 10 cherry or grape tomatoes - 1 small red onion - 3 tablespoons white wine vinegar - 1 tablespoon olive oil - ½ teaspoon salt

- Sprinkle of paprika (optional)

To Make Slice the tomatoes in half. Cut the onion into slices by cutting the onion in half top to bottom. Turn onion on its side and cut slices all the way through. Cut the cucumber in rounds or julienne. To julienne, I cut a sliver of cumber from top to bottom to make a flat surface. Place the cut side down on a cutting board and then cut the cucumber at a 45⁰ NOT AVAILABLE IN ALL AREAS. PLAN PREMIUMS STARTING AT $0 angle ¼” thick to make long slices. ERP continued from page 1

information will be shared with the payroll system and the HR (Human Resources) system.” It took the city around five years to get to that system, she said, with the council’s lengthy process approving the funds for the RFP (Request for Proposals) and having that funding released and going through all the requirements. “The council awarded the contract to Tyler Technologies in 2019, and then, we had the kickoff,” she said. “We then awarded a second contract Berry Dunn, which is our consultant to help us with implementation and organizational change management.” The project has many goals, including improving customer service for internal and external customers, making it easier for residents and businesses to conduct business with the city, achieve enhanced coordination across departments, and provide greater capabilities for tracking project costs and viewing real-time project data. “We’re reducing redundant shadow systems, data entry, storage, and paper processes,” she said. “We’re updating the business process and policies for best practices. We’ve streamlined processes and

workflows, enabled real-time information management, enhanced reporting tools & dashboards, and provided integrated self-service for staff, residents, vendors, and businesses.” Additional benefits include centralized document management and a designed open system with access to other city applications. “There are a lot of project goals and objectives, but that’s because this a large and critical project,” she said. Klima displayed the fiveyear project timeline, which showed multiple project components that happened simultaneously and overlap. The city did complete the first goal, called ExecuTime Time & Attendance, which involves electronic timekeeping. “The employees can enter their time, the supervisors can review and approve that time, and the employees can also request time off,” she said. “This system then funnels that information into our payroll system to be able to pay employees accurately. We began ExecuTime Time & Attendance in late 2019, and we have it go live successfully live in Sept 2020.” The system did face challenges, she said, including integrating

Oxnard-specific nuances, working through special configurations, figuring out system hiccups, and determining whether ExecuTime was the right fit for the police department. “The police department has complex scheduling,” she said. “As is common with other police departments, it is not common in the nonpublic safety portions of the city. The city is also always interested in good tracking and overtime maintenance. These may be beyond the functionality of ExecuTime. We’re investigating that. This has been completed, except for whether it works for the police.” The city is working on a couple of phases at the same time. “ExecuTime also has advanced scheduling, which will import the police department’s sixmonth patrol schedule into the timekeeping software,” Klima said. “This is really where we are looking at whether this software will work for the city. The goal line date is intended to be in Feb, but we’ll see how this module works for the police department.” Core Financials has the most robust module, she said, which has a two-year process because the city is inserting all its contracts for procurement, general

assets, the general ledger, and budgeting starting in July 2020. “It is expected to go live in Feb 2022,” she said. “Much of our finance department is very involved in Core Financials, as well as staff across the city.” BlueBeam, a component of the community development module, was not intended to start right away. “However, we hold out just the BlueBeam component, and we are implementing it now,” Klima said. “BlueBeam enables architects, engineers, and contractors to conduct an electronic design review, document and drawing management, submittal reviews, and markups of submitted plans. This has just begun its implementation, and we are targeting May for the go-live.” The fire department uses Kronos Integration for its time, attendance, and shift planning. “This is a type of software that is used across many departments, and our fire department has used it successfully for some time,” she said. “We are integrating Kronos into ExecuTime, so the two software’s speak with each other. This recently began implementation and should be done in May.” The city should begin

implementing Human Capital Management, which involves HR and payroll processes, within the next year. “Much of our HR system right now is paper-based, and this is going to integrate off the city’s employee data, recruitment, compensation data, retention data, training, development, and retirement,” she said. “All of these separate components and integrate them into one system. This is scheduled to begin in this coming Nov, in just under a year, and go live in Jan 2023.” She said the city remains on track as it installs the software. “We wanted to receive this report and recommend that we present it to the city council,” Klima said. During committee comments, Chairman John Zaragoza asked about Kronos. “Kronos is a complex fire scheduling system that allows the scheduling system to do their shifts,” Klima said. “They have longer shifts. What we’re doing is we’re integrating Kronos, which is a separate software into this ERP. The information from Kronos will feed into our ERP system.” Zaragoza, also called the Human Capital piece of the ERP, an essential element of

the software that will move the city forward. “I saw the video and thought it was an excellent report,” he said. Committee Member Gabriela Basua asked about the ExecuTime software and how it will work with the police department. Klima said the city is still investigating whether it will work with the police department. “When do you think you’ll have that report back to us,” she asked. Klima said they expect to have a rollout with ExecuTime, and the original plan was for Feb. “We’re having bi-weekly meetings with the police chief and some of the others who are doing the assessment,” she said. “We’re also starting to do demos of some of these alternative options for software, and we’ll have one later this week. We’re going to be looking at that and see if that meets their needs better. We’re hoping to have a suggested path forward in the next month. It may not make sense to roll out ExecuTime in Feb if we are going to be making a change. I anticipate knowing in mid to late Feb. That depends on what we hear in some of these demos and how this software matches up with what we’ve currently got.”

TRI-COUNTY SENTRY, FRIDAY, JANUARY 15, 2021

SENIORS 805

Well, here we go again Dr. James L. Snyder THE PARSONAGE—I have lived long enough to know that the only change that has any kind of reality is the change in my pocket. I keep track of that change with great supervision and count it every day. When people tell me that this is a New Year and there will be a lot of changes this year, I search my pocket because that’s the only change I want to know about. Looking back over my life, the most significant change that ever came to me was the day I said “I do” to the future Gracious Mistress of the Parsonage. At the time, and it’s good for me that I didn’t know, I didn’t know what “I do” really meant. Oh yes, I understood it had to do with marriage, but at that time, I had no idea what marriage was all about. I thought, as many of the songs tell me, love will conquer everything. All you need to do is have love, and that will be all you need. When I said, “I do,” my life changed like I never expected it to change. And mostly, I must admit, for the better. I have no complaints. Knowing a young lady and then living with that young lady for 50 years was quite a change in my life. I will never know how she put up with me, and believe me, I will never ask. That is the only change that had any real significance in my life. Of course, when

the children came along, there was some aspect of change but not so much. Children come and go, and then they leave the nest. As we start a New Year, everybody is anticipating change. But I don’t believe in that kind of change, as I said. I think everything will be quite the same as it was last year. Sure, there will be a few modifications, but as far as change is concerned, I don’t believe it’s going to happen. When we began last year, everybody was excited about the New Year. Then certain things happen that brought all of that to the floor. Who would’ve expected what had happened?

There were change-like happenings in people’s lives this past year. But really, we all ended up almost where we started. That may not seem to be true, but here we are. Whenever we go through something that people call a “change,” on the other side everything is about the same. Maybe a little bit of variation, but nothing really changes when you come right down to it. The Gracious Mistress of the Parsonage made this pretty clear to me just recently. As we were thinking about the New Year, she said, “What change do you see in the coming year?”

The only change I can think of came from a song from the sixties, “Oh my friend, we’re older but no wiser” (Mary Hopkin). The only change I can see on my horizon is that I’m going to get older. And believe me, I plan to get as old as I possibly can because I know what happens if you don’t get older. And that song is right; we are older but no wiser, and that’s not going to change. When I think I have arrived at a certain level of wisdom, I find out I didn’t know all of the facts. So, I explained to the Gracious Mistress of the Parsonage, “The only change I can see for me this year is

I’m going to get older.” She looked at me with one of her penetrating stares and said, “I don’t think getting older is going to make any change in your life.” Of course, she was right. No matter how old I get, nothing is really going to change in my life. Oh yes, I walk a little slower, and there are pains in my body in areas I didn’t know I had. I forget a lot of things that I once could remember. I remember things that never happened. To me, that’s a good thing. To show that I’m not going to be changing this year, I said to my wife, “What change do you see in the coming year?”

It wasn’t long before I realized that her idea of change and my idea of change had no connection whatsoever. She had a list of things she was going to change in the house. The first is she’s going to change her craft room to get more stuff in the room. Then, she’s going to change this room and that room and help me change my office room, and by the time she was done, everything in our world according to her was going to change. I’m not going to contradict that change because I know the ramifications of doing such a thing. Chaos is not my idea of happiness. While she was describing all the changes she’s going to see accomplished this year, I happened to think of what old Solomon said. “The thing that hath been, it is that which shall be; and that which is done is that which shall be done: and there is no new thing under the sun” (Ecclesiastes 1:9). When my wife changes her craft room, it will still be “her craft room.” Sometimes changing things makes us feel good about ourselves and our life. In the end, everything is the same. Dr. James L. Snyder is pastor of the Family of God Fellowship, 1471 Pine Road, Ocala, FL 34472. He lives with his wife in Silver Springs Shores. Call him at 352-687-4240 or e-mail jamessnyder2@att.net. used a bunch of hand towels to dry off. Then the J-Train got home from work, and she started yelling, what happened to all the freaking towels? Wait, what happened to the bed and my clothes? I explained my adventure in detail and reminded her that I asked her to fix the problem, and she blew me off. This brings me to my next mistake. I am always wrong, no matter how accurate I am. Her solution let’s buy more towels for the dogs unless you want to use your towels exclusively. The one thing the J-Train

and I agree about is that I need to get back to work and cover events. When I drive around and see scores of closed businesses, even though places like Walmart can stay open, and the science says most Covid transmission happens in the home, what is the end game here? The vaccine is here, and if Governor Gavin Newsom does not step-up distribution efforts, that makes me believe that he’s trying to drag out the pandemic until the federal government bails out his broke worthless fiscal plans. I guess we’ll see.

Oddly enough, the most well-behaved animal in this adventure was Ziggy. I put him in the kitchen sink, and he was docile and cooperative while I washed him. Drying him, however, was a different subject, and he went on his personal freedom run. He sought refuge in the J-Train’s clothes, trying to dry off. I scooped him up and dried him, and he hid in the bathroom. One interesting point here is that I ended up being wetter and soapier than everyone. I needed a shower to get all the soap off me. Since I was out of towels, I

You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on this property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (866)-960-8299 or visit this Internet Web site http://www. altisource.com/MortgageServices/DefaultManagement/TrusteeServices.aspx using the file number assigned to this case 202000587-CA. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. First, 48 hours after the date of the trustee sale, you can call (866)960-8299, or visit this internet website http:// www.altisource.com/MortgageServices/ DefaultManagement/TrusteeServices.aspx, using the file number assigned to this case 2020-00587-CA to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid, by remitting the funds and affidavit described in Section 2924m(c) of the Civil Code, so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. TRI-COUNTY SENTRY, FRIDAY, JANUARY 15, 2021

Farmers’ Market continued from page 1

Ventura, Oxnard, Camarillo, Thousand Oaks, and all the way out to Agoura Hills.” The spike in Covid-19 cases in California has affected their business a lot. “Normally, my husband Chris fishes, and most of the fish he catches, he sells to wholesale buyers, who sell to restaurants,” she said. “With the restaurant closures, we’ve really felt that pinch. There are not as many people buying our fish, so we don’t go as often. We can’t have our product lying around. It’s hitting us financially, for sure. We’re lucky, though, we have this farmers’ market to sell to our customers.” Williams feels lucky that no one in her family tested positive for Covid-19. “Not even any of our close extended family has gotten it, thank God,” she said. “It has definitely affected the way we run our business, for sure.” Son Max Williams loves catching fish with his dad, Chris. “You’re not under the pressure of anyone else,” he

said. “You’re just getting the task done and working without any oversight and hierarchy. It’s nice just having my dad and me out there.” Dania said the two come home with a great video. “Sometimes, they are blessed and get to see Orcas, and get to see a big pot of dolphins and all kinds of wonderful life out there,” she said. “It’s a byproduct of having this wonderful job and being out in nature every day.” Daughter Anna travels to Santa Barbara to cut and package the fish with her mom, Dania and delivers it. “We run around town in my mom’s minivan, and we stop by all the houses that need seafood and cater to their needs,” she said. “It’s a really good bonding experience for me and my mom. We spend a lot of time in the car and listen to 70s music, laughing, and talking for all of Thursday, Saturdays, Sundays, and even Wednesdays.” Covid-19 has affected

Anna’s school and social life significantly. “Going to work gives me a nice sense of schedule and purpose, with the virus amongst us,” she said. “It’s been healthy for me to have this outlet during these times.” Naomi Benghiat, AKA, “The Jerky Mama” from Topanga’s Finest Jerky was busy filling orders and said they’re all her recipes. “We use premium meats that comes from Harris Ranch,” she said. “They are low in sugar, sodium, and gluten-free. Every bag has its own little flosser inside for your teeth.” Her recipe has been a hit. “The flavors come out when you chew it, rather

city’s makeup, and collected empirical data. “They conducted an extensive community engagement process,” he said. “We mapped Oxnard’s context and inventoried existing parks and benchmarked them against adjacent communities and other parks in the state and country.” They also looked at the demographics and culture of Oxnard, he said, to understand the people’s particular needs. “We reviewed previous planning efforts, the parks master plan, the annual budget, the bike and ped master plan, and the Santa Clara River master plan to make sure these recommendations were integrated with these previous studies,” he said. “We looked at the history of Oxnard to understand the physical evolution of the community and the cultural evolution of the community.” Culbertson said that 78 percent of Oxnard’s residents think the beach is an integral part of its identity. “We looked at

opportunities, constraints, and ways to expand use and access to your beaches and understand budget and expenditure constraints,” he said. The company visited the city’s parks, made assessments based on their condition, and compared them to neighboring cities and communities. “We looked at the population of Ventura, Camarillo, and Thousand Oaks nearby and understood median household income and home values which impacts property taxes and the availability of funding for parks,” he said. “We formed an advisory committee with your city staff, conducted interviews with them and Oxnard residents, and organized a series of focus groups, beginning in Sept 2018 and moving through to today. We conducted a total of 29 public meetings, as well as a statistically valid survey, an open survey and community meetings, as well.” Design Workshop also met with focus groups involving Natural & Agricultural Resources,

than disappearing,” she said. “Some companies will spray the marinade on, so as soon as you start chewing, the flavor disappears. With ours, the flavor starts growing after you chew. We have chicken, bacon, and beef.” Amanda Herrera was out shopping, having a great time, and stocking up on tamales and jerky. “My dad loves them, and these are good,” she said. “We’re out on a Sunday after church having a good time and getting some lunch. I’m going to go and take some pictures right now.” Destiny Herrera followed her mom to the farmers’ market and has her eye on lunch. “I’m having a baked potato and tamales,” she said. “Turkey jerky is my favorite kind of jerky.” Julia Chambers from Mimbleball had the most unique and fun display. A Mimbleball is a round plush therapy toy for anyone who needs a little extra love, joy, laughter, connection,

and comfort. When you jostle it, the toy’s hair stands up, which invoked lots of laughter at the booth. “This is a Ventura County grown business, which is wonderful,” Chambers said. “My youngest son invented them at age 10, I have three boys, so when you invent something, it gets thrown around.” Chambers said she and her sons keep discovering more uses for the Mimbleball. “Kids love them, and it’s a ball,” she said. “You throw them at or to someone. You have the comfort of petting it because it is so soft and the tactile satisfaction of twisting and making funny hairstyles.” Facilities that specialize in memory care for people with Alzheimer’s buy them like mad. “It’s not a stuffed animal; it’s a stuffed plush,” she said. “It’s a ball and head with a personality. As my older son says, it’s a good listener.” The Mimbleball is selling. “We’re in the Uncommon

Goods catalog; we sell thousands online, and we sell them at Fry’s Electronics Store over on Rose Avenue,” she said. “It’s growing and happening.” People who are stuck at home because of Covid-19 use the Mimbleball as a comforting companion. “Dentist offices are into them now, too, because if you have an awful root canal coming up, who else are you going to need on your lap,” she said. “It has the highest quality materials. I just had a woman come up and buy one for her 13-year-old son because he snapped after Christmas because Covid-19 was too much. That’s the other beautiful thing. I sent one to college with Lucas (son) last fall.” Lucas echoed his mother’s sentiment about the benefits of the Mimbleball. “The action of running my hand over the hair, I can do this for hours and be completely calm,” he said. “It’s super soothing, and it helps center the self. All the good stuff.”

A large majority of Oxnard residents think that parks are hard to access, have a lack of lighting, and feel that safety is a problem. A lack of restrooms is not a significant problem. “We learned there is a great interest in soccer fields and passive recreation, but there is also a great interest in other kinds of recreation,” he said. “We heard loud and strong that more than half of your community doesn’t feel like the parks are well maintained or safe.” Residents strongly support a bike path and greenway along the Santa Clara River. In the open survey, 31 percent of Oxnard residents visit a park less than once a week. The majority of the survey respondents want to see clean park bathrooms, more programs, events, a pool, a dog park, published news about programs, and something that addresses the homeless issue. “They also want volunteer park programs,” Culbertson said. “At the first community meeting, we held with good attendance; we heard a lot about how much people

cherish the parks as a place to play soccer, relax, and spend time with their family.” However, there was a concern about safety and lighting. “There was a big interest in expanded soccer access, swimming pools, environmental education, and nature trails,” he said. “There was a less strong interest in tennis and basketball. The park location wasn’t nearly as important as park amenities.” The second meeting revealed an emphasis on protective bike lanes, and the city has additional bike planning underway. “There is a desire for soccer fields, but there is a concern about their relationship relative to agriculture,” he said. “There are concerns about how effective an indoor sports center would be. There is a desire for maintenance, lighting, and trails throughout the park.” He floated the idea of creating a tax to fund parks and recreation, rather than competing with general fund dollars for basic needs. This story will continue on Jan 22.

range planning tool that determines service gaps, analyzes growth trends, and identifies opportunities for improvements. Oxnard uses it as a visionary document that sets values and goals for current and future park facilities. The plan focused on improving maintenance and operations, diversifying amenities and facilities, and creating safe, active parks that connect with natural resources. Design Workshop Chair man Kurt Culbertson presen ted the video to the committee and said the master plan is not an operational model or financial budget. “It is not a method to improve capital expenditures or greenlight specific programs,” he said. “That would be done as part of your normal capital improvements. It is not intended to provide a detailed design proposal for a specific neighborhood, park, or facility.” Design Workshop gathered information from various sources for the master plan, researched the

They participated in multiple discussions about the future of the park system.” Design Workshop also conducted a scientific survey that had 164 total respondents. “We also opened that survey online and in a workshop-in-a-box setting to allow others to respond and participate,” he said. “An additional 584 respondents were gathered that way.”

HEALTH U.S. ramps up vaccinations to get doses to more Americans By Lisa Marie Pane next phase before the first WASHINGTON D.C.—The U.S. is entering the second month of the biggest vaccination effort in history with a major expansion of the campaign, opening football stadiums, major league ballparks, fairgrounds and convention centers to inoculate a larger and more diverse pool of people.

A

FTER a frus tratingly slow rollout involving primarily health care workers and nursing home residents, states are moving on to the

one is complete, making shots available to such groups as senior citizens, teachers, bus drivers, police officers, firefighters and people with underlying medical conditions. “Every shot in the arm is a step closer to ending this pandemic,” Michigan Gov. Gretchen Whitmer said. Similarly, in Britain, where a new, more contagious variant of the virus is raging out of control and deaths are soaring, seven new large-scale vaccination sites were set to open Monday at such places as the big Excel convention center in London, a race course in Surrey and a tennis and soccer complex in Manchester. Across the U.S., where the outbreak has entered its most lethal phase yet and

the death toll has climbed to about 375,000, politicians and public health officials have complained over the past several days that too many shots were sitting unused on the shelves because of overly rigid adherence to the guidelines that put health care workers and nursing home residents at the front of the

line. As of Monday morning, about 6.7 million Americans had received their first shot of the vaccine, or just 2% of the U.S. population. Experts say as much as 85% of the population will have to be inoculated to achieve “herd immunity” and vanquish the outbreak. Many states are responding by throwing open the line to others and ramping up the pace of vaccinations. Arizona, with the highest COVID-19 diagnosis rate in the U.S., planned to dispense shots beginning Monday in a drive-thru, round-the-clock operation at the suburban Phoenix stadium that is home to the NFL’s Arizona Cardinals. Shots are being offered to people 75 and older, teachers and police and firefighters . In Texas, Dallas County was scheduled to open a vaccine megasite on Monday at the spot where the Texas State Fair is held. In Houston, nearly 4,000 people were vaccinated

Saturday at Minute Maid Park, the home of baseball’s Houston Astros. Detroit is turning its TCF convention center into a vaccination center this week, with officials planning to schedule 20,000 appointments over the next month for people 75 and older. Police officers and bus drivers can also start to get vaccinated there at the end of the week, with people deemed essential workers to come after that. “We are going to keep ramping up our vaccinations to the maximum extent the supply allows,” Detroit Mayor Mike Duggan said. In California, one of the deadliest hot spots in the U.S., authorities were scheduled to open a drive-thru “vaccination superstation” in a parking lot near the baseball stadium where the San Diego Padres play. Health care workers will remain in their vehicles while they are given the shot, and then will be asked to stay there for 15 minutes so they can monitored for any reactions. California hit another gloomy milestone, recording more than 30,000 deaths overall. It took the state six months to record its first 10,000 deaths, but barely a month to go from 20,000 to 30,000. Over the weekend, the state reported a two-day record of 1,163 deaths. Hospitalizations also have exploded, and many medical centers are being

pushed to the breaking point. Florida, the longtime retirement haven with one of the biggest concentrations of elderly people in the U.S., is using Hard Rock Stadium in Miami Gardens to dispense shots, though it planned to suspend vaccinations at midday because of Monday night’s college championship football game there. Florida followed federal recommendations in starting vaccinations first for front-line health workers and nursing home residents in midDecember. However, instead of putting essential workers and people over 75 next in line, as those recommendations suggested, or fully completing the first group of recipients, Gov. Ron DeSantis moved to open up vaccinations more broadly to people 65 and over. The rollouts have been uneven across the state’s counties but have been met with huge demand, with some people standing in line in the chill or camping out in cars overnight. DeSantis said public drive-thru sites will be ramped up in the coming days. Still, there are questions of whether the rich or wellconnected are getting unfair access. Florida is investigating an upscale nursing home amid reports that it administered the vaccine to wealthy donors and members of a country club along with its residents and employees.

TRI-COUNTY SENTRY, FRIDAY, JANUARY 15, 2021

FILM REVIEW

By Bob Garver One of my favorite children’s books is “The Phantom Tollbooth” by Norton Juster. There’s a scene where the main characters are driving through a lush green landscape. They comment on the view, saying that it’s beautiful, but then a new character chimes in and says, “If you happened to like deserts, you might not think this was beautiful at all,” and this leads to a whole conversation about perspective.

NEWS of the World” is a movie for people who happen to like deserts. Ironically-named director Paul Greengrass makes sure we get plenty long, loving looks at the

rocky, rugged greatness of rural Texas circa 1870. This is a world where if your carriage wheel breaks, you’re stranded a barren wasteland. I cannot imagine liking a world where such circumstances are possible, but whatever there is to like about this setting, Greengrass capitalizes on it. Tom Hanks stars as Captain Jefferson “Kyle” Kidd, a Civil War veteran who now ekes out a living going from town to town reading newspapers to paying audiences. He’s essentially a primitive newscaster, and he’s not very good at his job. Yes, he can read in an era when many can’t, but his readings are cold, with his face about two inches away from the page. Memorization, or at least a rehearsal, would do him well. But the work keeps him busy, and that’s what he needs. One day Kidd comes across a ransacked wagon with a scared little girl later named Johanna

(Helena Zengel) as its sole survivor. Kidd learns through paperwork that Johanna is the child of German immigrants who were killed by Kiowa Indians, who raised the girl until they themselves were killed. Not wanting to leave the child abandoned, Kidd takes her to the nearest town where he learns that the official who can take her to her distant relatives won’t be back for three months. He’ll have to take Johanna to her relatives himself, even though he doesn’t know anything about looking after children, especially one that doesn’t speak English. Kidd and Johanna travel across Texas doing readings and having mini-adventures along the way. Three no-good ex-Confederates want to buy Johanna for her fair German skin. Kidd declines, and a shootout ensues. An evil town leader wants Kidd to read from his self-published newspaper, which is loaded with propaganda articles

that are false, feigned, forged, fraudulent, etc. The aforementioned hunk of junk carriage breaks down with a dust storm imminent. Kidd finally reaches Johanna’s relatives, but leaving her with them doesn’t seem right. At the heart of the film are the Hanks and Zengel performances. Hanks is his usual excellent self, playing one of the more “broken” characters of his illustrious career. Zengel makes a memorable debut. The last time I can remember a teenage girl having a presence like this in a Western, it was Hailee Steinfeld in “True Grit,” and now she’s a big name in both movies and pop music. I could easily see Zengel finding similar success in her career, maybe more. I can’t say there’s much wrong with “News of the World,” other than maybe an air of predictability. At the same time, I have to acknowledge that this movie isn’t enthralling enough to win over

people who aren’t in the mood for something so… rustic. I don’t “happen to like deserts,” I like bustling urban landscapes, and I was always relieved when the characters would reach a town, the busier the better. If this movie looks like your cup of tea, then you’ll probably enjoy it, and if it doesn’t, you’ll still probably find something to appreciate even if it mostly feels like a slog. Grade: B“News of the World” is playing in select theaters. Please wear masks and follow all safety guidelines if seeing the film in a theater. The film is rated PG-13 for violence, disturbing images, thematic material and some language. Its running time is 118 minutes. Contact Bob Garver at rrg251@nyu.edu.
