By Chris Frost chris@tricountysentry.com Oxnard-- You know, sometimes I feel sorry for the City of Oxnard. They face tough budget times because of low revenue and past fiscal errors, its rainy-day fund is low, and services have been cut, and people have been laid off.

City discusses the encampment response project plan By Chris Frost chris@tricountysentry.com Oxnard-- The city council, Jan. 19, received an update via YouTube video about a homeless encampment at Ormond Beach, at a location commonly known as The Slagpile. The encampment response is a citywide need and continuing effort. Various city departments

continually respond to encampments. The Ormond Beach encampment gets singled out because of its size and occupancy. Housing Director Emilio Ramirez said the city wants to enlist a third party to administer housing assistance for unsheltered people in the city. “In Aug. 2020, the City nEncampment, see page 5

NEWS Virtual MLK Day celebration draws a big digital crowd By Chris Frost chris@tricountysentry.com Oxnard-- The 35th Annual Ventura County Dr. Martin Luther King Jr celebration in Oxnard may have been short in physical presence but more than made up for that in inspiration.

T

HE celebration drew viewers from across the country, as the event featured music, inspirational speakers, and lots of videos from previous marches. Covid-19 may have stopped the celebration at Plaza Park and the Oxnard Performing Arts Center, but that did not stop the MLK Committee from adapting and overcoming its limitations. The event was broadcast via Zoom starting at 10 a.m., then moved to the performing arts center for a rebroadcast that afternoon as the crowd watched the event from their cars, as they practiced all Covid-19 safety precautions. Event Host DaShaun Quick welcomed the crowd to their first virtual event and called Dr. King his late brother. “He and I share a fraternal spirit,” Quick said. “He is a member of my organization, and I am a member of his. We’re members of Alpha Phi Alpha Incorporated, established on the campus of Cornell University in Ithica, New York, on Dec 4, 1906.” The fraternity’s vision was “love for all mankind,” which he said is a testament to King’s hope. “He, as well as others, served in the civil rights movement and made it possible to enjoy the luxuries we have today in our community,” Quick said. “We want to thank him, as well as others, who we’re going to honor, Congressman John Lewis.” Lewis also served on the front lines with King, Quick said, and he was a member of Phi Beta Sigma Incorporated. “The Divine Nine family is present here and part of this experience,” he said. Committee Member

Vincent Stewart said you would usually see him at Plaza Park, where they have a prayer followed by comments from the elected officials. “Then we get together and march to the Oxnard Performing Arts Center where we have our main program,” he said. “Because of the pandemic, we have a virtual program. Hopefully, in 2022, we’ll be able to march again to the Oxnard Performing Arts Center.” He reminded the audience of the 2021 theme, which is “lives end when we are silent. Make good trouble.” “Martin Luther King did a lot for us in past years, but we still have more to do,” Stewart said. “As you listen to the program, don’t just be entertained. Pay attention to what the program is saying to you. There are things that are going on and enlighten your mind.” Quick said the expression, “Get in trouble, good trouble,” are Lewis’s words. “On June 27, 2018, Brother Lewis tweeted out the following message: “Do not get lost in a sea of despair. Be hopeful, be optimistic; our struggle is not the struggle of the day, month, or a year. It is

a struggle of a lifetime. Never be afraid to make some noise and get in good trouble, necessary trouble.” Quick’s relative, Long Beach native “Philosophy,” put together a tribute to Lewis. “Let us not forget that we are involved in a serious social revolution,” Lewis said in a video. “We must say: Wake up, America! Wake up! For we cannot stop, and we will not and cannot be patient...” Philosophy said the city streets are saturated in the blood of protests and flooding the peninsula with drowning in search for hope to preserve on an ocean of opportunities, casting sail on the high tide of change... Congresswoman Julia Brownley said the day is a celebration of Dr. Martin Luther King, a civil rights giant who dedicated his life to justice, equality, and the United States’ founding ideals. “His life’s work is an inspiration for those who are

seeking a free, fair, and more just world,” she said. “Doctor King had faith in America and our Democracy. He believed in the potential and the promise of this nation, even when our nation was in crisis and not living up to its ideals. He still had hope. Dr. King said we must accept finite disappointment but never lose infinite hope. As our nation faces tremendous challenges, he reminds us to look towards the future and all its endless possibilities.” Assembly Member Jacqui Irwin said it’s important to remember King, and it’s also important to reflect on the horrific events that occurred at the nation’s capital. “Not the words of our enemies, but the silence of our friends,” she said. “We cannot be silent about what happened in our nation’s capital and the injustices that continue to afflict our country. It’s unacceptable. As hard as it was to see the images on tv of what took place, it again shined a light on the truth that we still have

a lot of work to do. It’s during these difficult times that we must look at the people who made a positive impact on our communities and remember and honor their legacies.” King stood firm on his dream of racial justice and social equity. “Let’s stop the spread of misinformation that led to anger, division, and a direct attack on our nation’s constitution,” she said. “It’s a sacred Democratic process. Extreme acts of terrorism disrupted what was supposed to be a peaceful transition of power. Now, more than ever, we must come together as one nation, as Americans, to show the world that we are better than that and not defined by ignorance and injustice.” Keynote Speaker Tamika Jean-Baptiste thanked the Ventura County MLK Commission for having a vision 35 years ago that celebrates Dr. King’s dream that highlights the young people and everyday heroes in the community. “I must say that I’ve been

inspired by all the young people on today’s program,” she said. Thanks to this year’s sponsors of this event. To area organizers, supporters, and elected officials here today.” She said this event is different because they’ve seen and experienced a lot in the last 12 months. “In 2020, it may go down in history as the year that changed the world,” she said. “There is the global pandemic that is still with us; there was the tragic death of Mr. George Floyd and countless others that became a tipping point that caused outrage, protests, and calls for social and racial justice reform across the globe. Many of us were quick to usher out 2020, only to be greeted by the racial attacks at the capital in 2021 that further amplified the racial, political, and social divide in our country. Despite all of this, I remain optimistic about the future. That optimism is grounded on my faith and confidence on the shoulders that it stands on.”

To Cook In a mixing bowl combine eggs and Italian seasoning and whip for 60 seconds. Mix in ground turkey and mix thoroughly with the seasoned egg until the texture is consistent. Form into about 5 ounce patties, or 6 patties per 2 pounds. Place in the freezer for an hour to harden if you are going to grill them. of Oxnard, including various city departments, including the Oxnard Police Department, fire, community development, environmental resources, in partnership with the County of Ventura and other nonprofit service providers, began providing services and conducting outreach at the large homeless encampment at Ormond Beach,” he said. “The operation consisted of providing services onsite through the end of the calendar year and assessing timing for the eventual clearing and abatement of the site. During this time, the city and our agency partners engaged with over 40 individuals at the encampment to provide medical services and

practical services, such as showers, food, clothing donations, plus engagement with our outreach team.” Additionally, he said a small number of people were placed in shelters and hotels through Project Room Key. “Staff and partners also talked to people about their short-term housing needs,” Ramirez said. “By a large majority, those living at the encampments said they would not be interested in entering a congregate shelter but would be interested in single-occupancy housing or a single-occupancy shelter. At last count, on Dec. 7, 2020, it is estimated less than 50 people are living at the Slagpile encampment site.” On Oct. 6, 2020, the city council approved the

annual action plan CARES Amendment that set forth action plans conformed with the Community Development Block Grant (CDBG) and the Emergency Solutions Grant and regulatory CARES Act requirements. “As part of the action plan, the CARES Act amendment from the council authorized the utilization of $350,000 of CDBG, NESG Covid funds for encampment response and outreach,” he said. “As of Jan. 2021, Federal and State Covid guidance state that, if individual housing options are not available, local authorities must allow people who are living in encampments to remain.” People living in cleared encampments can disperse

throughout the community, he said, and break connections with the service providers and increase the potential of spreading Covid-19. “It is recommended that the City of Oxnard continue its outreach at the homeless encampment near Ormond Beach and reassess again in six months,” he said. “Once the city has determined the appropriate timing and provides a viable shelter, the city will clear the site and remove the debris.” City staff proposed a two-part effort, starting by determining program eligibility. If the client agrees to participate, they can sign a consent form and service agreement. “The service provider

will assist the participant in finding temporary housing that is suitable for them, such as a motel or residential treatment,” he said. “The funds for the temporary housing will be administered by the service provider who will provide support to the program participant.” The service provider will help the client with an application for permanent housing and assist the participant in being document ready and applying through the Oxnard Housing Authority. “Once a participant has been matched with a voucher or other permanent housing option, the service provider will assist with the housing search,” he said. “Once a participant has moved into

housing, the service provider will continue to provide services and support to the person for six months.” The staff asked the city council to approve $350,000 in CARES Act Funds for its homeless encampment response. “We would use $245,000 for temporary housing costs, $10,000 for administrative costs, and $20,000 as a flex fund for move-in costs and repairs,” he said. “There will be $75,000 allocated for clearing and debris removal and $45,000 for other compatible expenses, including but not limited to the Oxnard Police Department, public works, the Oxnard Housing Authority, city attorney, fire, and community services.”

It blew open, and she told me about the opportunity by saying the dogs looked at each other and decided it was time for a freedom run. “Get back inside; it’s cold, I’m wearing my pajamas, and you’re going inside now,” she said. In the meantime, she was cleaning upstairs, and the window was open. She came

back inside, told the dogs it’s too windy to hang outside, and proceeded upstairs to continue cleaning when the second wave hit. “Oh S@!t,” she screamed. I went to the stairwell, and the full trash can sitting at the top of the stairs found its way to the bottom of the stairs leaving trash everywhere. Anyway, the act of God reminds me of the J-Train every time I turn in the cans

and plastic for the deposit. It never fails. When I have cash in my pocket, she’ll say she needs to pick up one thing at the store, and before we leave, she picks up 20 items at the store, and I end up down cash for the entire trip. The fun part about that is that it’s usually for hair products that match the other 25 bottles and cans of product that line the top shelf of our shower. In contrast, I have one bottle of shampoo and a bar of

soap. That’s where I feel bad for the city. They have a new revenue source, and one of the first expenses will be picking up downed trees. I was salivating at the idea of fewer potholes on East Gonzales Road. It’s a good thing I’m getting good at dodging potholes. Like my father used to tell me, “If it’s not one thing, Chris, it’s two things, and that keeps going and going.”

NEWS City scales back its Clean Power Alliance to save money Oxnard-- The city council received a video presentation, Jan. 19 on the city’s participation in the Clean Power Alliance.

T

HE item was a video presentation only, as the city postponed its meeting until Jan 25. The Clean Power Alliance (CPA) is a Community Choice Energy program that leads to Community Choice Aggregation (CCA). They use its aggregate buying power of individual electricity customers to secure energy supply contracts on a community-wide basis. The city participates on the board, which means greater public accountability on energy decisions. Planning and Sustainability Manager, Kathleen Mallory, presented the item to the council and said the city joined the alliance in Feb 2018. “It provides customers with a choice about utility providers,” she said. “It has given cities and counties local control over power procurement and rate-setting through participating in the CPA board. Depending on the tier rate selected, it can result in lower energy bills.” The CPA gives the customers the option to procure clean energy, she said, through a renewable energy platform earlier than what Southern California Edison would offer. “Participation in the CPA also achieves renewable mandates earlier than Edison,” she said. Community Energy Choice gives the incumbent utility, Edison,

the ability to continue providing service through grid maintenance and also provide meter reading and billing. “Under state law, when a city or county establishes a CCA program, all customers in that jurisdiction automatically enrolled in the CCA program are provided an opportunity to opt-out and return to their incumbent utility,” she said. “State law requires multiple public notices before the program is launched to ensure the customers are aware of the transition and are provided with an option to return to the utility provider of their choice.” Edison is the billing agent, and the bill shows two types of charges. There are the Edison distribution charges for lines and infrastructure and the Clean Power Alliance generation charges, or the electricity procurement through the CPA. “For the CPA charges, the city, or those enrolled in the CPA receive a consolidated bill from Edison that includes charges from Edison and the CPA,” she said. “While all of the electric charges are shown in one bill, the CPA lists Edison’s delivery charge and CCA’s generation charge separately, along with the total bill due.” The CPA has energy tiers, including 36 percent lean power, which means a 1-2 percent discount on their energy bill, and a 50 percent clean power option with a 0-1 percent discount on their energy bill. Customers who select 100 percent green power get their energy from renewable energy. That adds a 7-9 percent premium to the Edison base rates for non-CARE (California Alternative Rate Energy Program) customers. It offers

parity with Edison rates for CARE customers. “The city joined the Clean Power Alliance in 2018 at the 100 percent green power level,” Mallory said. “All accounts in the city, not just municipal accounts, were enrolled at the green level and enrolled into the CPA program in a phased manner. Beginning in Feb 2019, residential customers in the City of Oxnard were enrolled in the CPA, and other accounts were enrolled at the beginning of May 2019.” There were a series of unexpected rate changes by Edison in the first half of 2019, she said, which resulted in the CPA increasing rates for streetlights and pump accounts. “The Clean Power Alliance was not able to maintain the prescribed rate changes for those types of accounts I mentioned,” she said.

“The total cost of that electricity would have been higher with the CPA than with Edison.” The city decided to unenroll the streetlights and the large pump accounts and take them back to Edison as a cost-savings measure and bill reliability. “The bills were unable to stay constant due to the fluctuating rates between Edison and CPA for those types of lights,” Mallory said. “Additionally, the city in May opted all the municipal accounts other than the streetlights and large pump accounts back down to the lean power rate 36 percent renewable rate. That opt down was also for cost-saving measures.” Five of the eight Ventura County cities enrolled in the Clean Power Alliance remain at the 100 percent green power level.

“All accounts owners in the city or any jurisdiction are able to select their energy tier at any time,” she said. “They are not bound by the city’s selection.” The CPA Board also provides 100 percent renewable energy at the lean power cost level for lowincome customers who qualify under CARE, the California Alternative Rate Energy Program, the Family Electric Rate Assistance Program, known as FERA, or a Medical Baseline Account system. “Those accounts that meet the FERA and CARE parameters for low income receive 100 percent renewable energy at the 36 percent cost structure,” she said. “Additionally, in light of Covid, the CPA has allocated $2 million in Covid relief funds to help customers. The Covid relief bill credit is available on a first-come, first-serve basis until the funds are exhausted. Residential customers receive a one-time $25 bill credit when they sign up under the CARE or FERA program, or the Medical Baseline Assistance payment plan.” Small business customers receive a one-time $50 bill credit when they sign up for any Edison payment plan programs. “To date, 69,000 Clean Power Alliance customers have taken advantage of that Covid relief fund,” Mallory said. “That’s including 4,207 customers in Oxnard who have participated in the Covid relief program totaling $107,547 in relief funds directly allocated to 4,207 customers in the City of Oxnard.” Regarding the CPA’s future, with program savings and energy conservation, she said the Clean Power Alliance Board adopted a

Design Workshop Chairman Kurt Culbertson proposed changing irrigated turf to native and conservation-based planting, native or conservation plantings, and using “LowMow” turf for sustainable landscapes. “Use artificial turf for sports fields to extend their useful life and get more sports activities in the park without the need to create entirely new fields,” he said. “We should streamline resources and understand workloads and developing park maintenance checklists in best practices as a recommendation.” He also advocates diversifying amenities and facilities and incorporating habitat and natural features to design parks for flexibility and multiple uses. “Focus on improving existing parks before adding new parks and making each park distinct,” Culbertson

said. “Activate beaches through adding lifeguards and providing more wayfinding signage. Establish programming and economic drivers adding more bike parking and promoting regional and private events.” He stressed that the facilities should work for everyone. “We heard a lot about creating accessible programs and providing accessible equipment within the parks,” he said. “We need to address the soccer shortage and creating a place for baseball and softball, improve tennis facilities and address the growing interest in Pickleball and support for indoor basketball.” They also want to evaluate the future of River Ridge Golf Course. “Add community gardens both for food security and as an activity within the park,” he said. “Focus on senior center development, the incorporation of signage in multiple languages is important. We’re defining parks that reflect a

neighborhood culture and character.” He also proposes diverse recreational programs that address program gaps through partnerships and in-house programming and upgrading the capacity for new, expanded programs and facilities, explore wellness initiatives and provide technology resources for users and staff and create active and safe parks. “Reconsider Oxnard’s sunset ordinance on a caseby-case basis,” he said. “Can we get more use by allowing more use in the evening?” He also proposed reforming the permitting process for community events and gatherings, making them streamlined. “Add pedestrian and field lighting, not only for safety but also to improve the use and accessibility of the parks,” he said. “Address the homeless issues as a means of improving safety through existing and potential partnerships, preventative crime efforts, rely more on cameras in the parks, and

designing parks for safety through techniques like crime prevention through environmental design and performance benchmarks to continually improve the operation of the park system.” He also proposed using the SOAR boundary for bike trails, which he said is an important part of connecting the city with the natural resources in the area. “Create a multi-use trail on the 5th Street drainage corridor and create trails and parks around town,” he said. “Restore and improve access to Ormond Beach and celebrate the agricultural heritage of Oxnard.” The plan also proposes finishing College Park with a soccer complex, multipurpose fields, seasonal city-wide events, inclusive playgrounds, walking trails, bio-retention technology, and a swimming pool. Campus Park is also part of the plan. It includes a bike pump track, community garden and services, environmental education trails, a natural habitat, Pelota Mixteca, skate park, playground, and walking trails. “There is a big desire for building baseball and softball fields, improved soccer, and inclusive play,” he said. “Then there was a range of other projects identified through the master plan which we provided by order of magnitude and cost.” Culbertson sees a bright future for Oxnard Parks & Recreation. “We think there is a clear path forward,” he said. During committee comments, Mayor Pro Tem

Bryan MacDonald called it a voluminous report. “The one thing that I was pleased to see in there is that we’re still considering lifeguards in the beach area,” he said. “My understanding is that Oxnard is the only public beach between Ventura County and Santa Barbara county lines that doesn’t have lifeguards at least part of the year. This includes Hueneme, the state beaches, and everywhere else. This is something that I have repeatedly asked for, and funding has been a challenge. At one time, we had a large plan for lifeguards, and we scaled them back for the more public areas such as Mandalay and Neptune Square behind Mandalay Beach Resorts. I would like to see this be a priority going forward.” Committee Member Oscar Madrigal said Oxnard is an older city without an abundance of open land. “Any neighborhood here in Oxnard that has a high school, they do complain on Friday nights during football season about the lighting,” he said. “However, I don’t think that we as a city are planning anything with such a lighting structure. I live near two parks, and if I were to drive down First Street, Colonia Park is pitch black. That doesn’t attract anything good that can happen there. I do think we need better lighting for the parks, and we need better lighting in the evening. That will alleviate a lot of the issues we have with the soccer situation. It’s a popular sport in our city, and the city staff has been working hard the last few years to alleviate that.

Having lighting at parks will help us out greatly because it opens uptime.” Mayor John Zaragoza said a lot of soccer teams are looking for space. “Potentially, we’re looking at College Park,” he said. “Have we looked at that and how we can accommodate those individuals?” Culbertson said in the master plan design recommendations; there was a specific discussion about a soccer complex at College Park. Much of our community input expressed our concern about the access to soccer,” he said. “In addition to soccer improvements at College Park, we also recommend examining the city’s lighting policy in order to extend hours in the summer months where you do have soccer fields. There is a long-time consideration for a sportsspecific over time. One of our recommendations was a soccer complex at College Park.” Pat Brown remembers when the city planned to install high post lighting at College Park 15-20 years ago during public comments. “Baseball was going to be happening at night,” she said. “They want to enlarge the area they were going to use. Because the housing is around the area, they had a conniption fit about lighting at night and how bright it was expected to be. We may have come up with the possibility of a lighting system that will do what it needs to do but not be any more than that. It will avoid the excess light for the housing in the general area. It’s something that should be thought about.”

NEWS Bridge jumping ordinance reviewed by the city council By Chris Frost chris@tricountysentry.com Oxnard-- The city council, on Jan 19, heard a video presentation for an ordinance prohibiting bridge jumping in the city.

ITY staff and elected officials have received complaints many about people jumping from bridges and decided to take action. A bridge is a structure built over a railroad, road, river, or other

body so people or vehicles can cross from one side to the other. Deputy City Attorney Jason Zaragoza presented the item to the council and said the ordinance adds article 23 to chapter 7 of the city code. “The California Government Code defines any form of diving into water from any structure where diving is prohibited as a hazardous recreational activity,” he said. Zaragoza showed a picture of people jumping into the water from the bridge at Seabridge. “Obviously, it’s dangerous

not only to those jumping but to those down below,” he said. “In researching definitions for other bridge jumping ordinances, this was the consensus on how other jurisdictions in the State of California define these terms. Jumping is not just the common act of jumping; it’s also diving or falling or, in any other manner, propelling oneself from a bridge or similar type of structure. The ordinance makes it unlawful to jump from any portion of a bridge or climb on or over any portion of the railing of a bridge. That will be prohibited under this ordinance.”

Roberto Perez Jr. arrested for illegally possessing a loaded firearm in a vehicle Oxnard-- On Sunday, Jan 17, at approximately 3:30 p.m., patrol officers with the Oxnard Police Department conducted a stop about a business and profession code violation. Officers contacted 24-yearold Roberto Perez Jr. (24yrs), who was driving a white Honda Accord. During the officer’s investigation, they located a firearm inside the vehicle in plain view.

Officers seized the firearm from the vehicle. The weapon located was a non-serialized and unregistered loaded 9mm caliber Glock style

Oxnard Police arrest three Oxnard-- On Jan 15, 2021, at about 11:15 p.m., an officer was patrolling an apartment complex in the 200 block of W. Vineyard Avenue when he conducted a traffic stop on a suspicious vehicle with three occupants inside. Two of the occupants were on Post Release Community Supervision (PRCS). During a pat-down search of passenger Rogelio Burgos on PRCS, the Officer located a loaded 9mm handgun in Burgos’ front

pocket with an obliterated serial number. As the Officer continued to search Burgos, he found an additional loaded magazine in Burgos’ shirt pocket. Burgos was arrested for three felony firearm-related charges. The driver of the vehicle, Eddie Rojo (age 27), also on PRCS, was arrested for violating the terms of his PRCS. A second unidentified passenger in the vehicle was arrested for the misdemeanor charges of possession of a small

quantity of methamphetamine and drug paraphernalia possession. The Post Release Offender Program was created in 2011 by Assembly Bill 109 (Public Safety Realignment). The program mandates that individuals sentenced to non-violent, nonserious, or non-sex related felony offenses will serve their sentences in county jails instead of state prison. Release under AB 109 is based on the offender’s most recent commitment offense, and prior

convictions are not considered. Then I made second honors in school, so my mom bought me the 45 of Patches by Clarence Carter in 1970. I loved the lyrics in that song, and I decided that I could sing with the record. I would come home from school and play the record and sing along. My mother took care of that, and she promised to buy me an album if I stopped polluting the house with my singing. I sing along in the car occasionally, but that makes the J-Train violent and says, emphatically, that it ruins her day, especially when I sing along with Joni Mitchell or Blood Sweat and Tears. I have a hard time picking a key to sing in, so I sing in every key simultaneously. I asked my friend what to buy, and I came home with Tom Jones, Live in Las Vegas. Tom Jones was wearing a tuxedo, so I told my father that I wanted a tuxedo. He said no, and gave me the dirtiest look ever; then, he had a loud discussion with my mother. They took the record player out of my room that night. I then discovered comedy and bought Cheech & Chong’s Big Bambu album, released in 1972. That made me laugh hard, and I decided to share it with my best friend, Rey, who was Cuban. I didn’t understand any Spanish, and unbeknownst to me, there was a lot of swearing on the album, in Spanish. He played it for his family, and she started slapping him around the house, and his mother sent me home. I wasn’t allowed to listen to that album any longer. Thank God for Apple Music. It took up an otherwise dull day.
