Oxnard-- This has been quite a week, but before I get into the what can go wrong will go wrong mantra, let’s start with getting vaccinated.
I
had the pleasure of being invited to Southwinds this week to attend a Covid-19 vaccination event, and the people attending got inoculated and protected. So let’s put it on the line here. The J-Train has been calling for an appointment to get the shot, and each week, she gets shot down and told there are no appointments available. Well, I got a text from Council Member Vianey Lopez the other day asking me if I could come out and interview the people vaccinating residents at Southwinds. This happened on the same day that I produce the Sentry, but that doesn’t matter to me. If people can get vaccinated and protected, if my little story with pictures on the front page draws attention to the opportunity, I burned the midnight oil, wrote all my stories, and I made sure that I could sneak away for an hour. I got there and interviewed people and came

up with a great story. With that said, one of the city employees registering people told me they’re taking walkup customers and getting them a shot. I don’t know about you guys, but I am sick of Covid-19, and it’s time to make this nonsense go away. It seems to me that if Ventura County n Frosted, see page 7

NEWS Public Works and Transportation Oks ReNew Oxnard Community Outreach Program and collaborative governance report
By Chris Frost chris@tricountysentry.com Oxnard---The Public Works and Transportation Committee, March 9, approved the ReNew Oxnard Community Outreach Program and collaborative governance report for the city’s Landscape Maintenance Districts (LMD).

HE Special Districts Division manages 48 districts, including the Landscape Maintenance District, Maintenance Assessment Districts (MAD), the Waterways Assessment District (WAD), and the Bonded and Non-Bonded Community Facilities Districts. The Landscape Maintenance Districts were formed under the Landscape and Lighting Act in 1972. Prop 218 was enacted to limit the city’s ability to collect taxes to support its maintained areas. Special Districts Project Manager Jeri Cooper presented the item to the committee and said LMDs provide maintenance and public property improvements that benefit properties charged in an assessment. “These do not include the maintenance of major traffic corridors, which are considered general benefit areas,” she said. “Through the 2015 audit process, the general benefit study was done by NBS (the city’s district administrator), and it was it discovered that some general benefit areas were in landscape maintenance districts.” The general fund will need to contribute between $400,000700,000 to the LMDs, depending on the allocation of special and general benefits to the exterior improvements. “On March 7, 2017, the city council elected to remove the general benefit areas from the LMDs, due to financial obligation on the general fund,” Cooper said. “On June 4, 2017, additional LMDs were dissolved, and full maintenance was placed back onto the general fund. “At this time, the parks division took over the maintenance of these general benefit areas,” she
said. “In 2018, the city began receiving complaints about the lack of maintenance in the general district’s division and embarked on a community outreach campaign to survey the service residents receive specific maintenance districts through the CivicMic website. These surveys included questions about their satisfaction with city maintenance and satisfaction with the city in general. Questions ranged from public safety to do you know that your property is in the landscape maintenance district?” That survey collected data, she said, that led to collecting a collaborative governance report. “The staff identified the underfunded LMDs, in the fiscal years 2020-21, with sufficient funding to move into the Community Outreach Campaign,” she said. “Through this, residents can determine an approach to determine how to improve landscape maintenance in their district.” City staff and NBS hosted the first ReNew Oxnard Community Meeting for all LMDs engaged in the Collaborative Governance process on December 16, 2020. “During this meeting, options were discussed on ways to improve maintenance in these districts,” she said. “We discussed community organizations, homeowners associations, volunteerism, and the potential creation of a new assessment district known as the CFD or, to some people, known as a Mello-Roos. Following the meeting, city staff and the NBS met to categorize the LMDs into smaller neighborhood teams to schedule more individualized meetings.” City staff and NBS began to meet with the smaller teams the week of February 15 and discussed individualized neighborhood needs, along with ways to accomplish resident goals. “The desired outcome for this Community Outreach and Collaborative Governance is to develop a road map for maintenance that neighborhoods can agree upon,” she said. “Options to achieve the neighborhood maintenance goals include volunteer cleanup events, maintenance agreements with a Homeowners’ Association, conversion to a new assessment district, or remain in their current structure with the understanding of its’ limitations.”

Many of the districts are funded at a level that is insufficient for neighborhood needs, like monthly or quarterly maintenance. “All options are being discussed at the community level,” Cooper said. “Additional receive and file updates will continue through the process and will be presented to the Public Works and Transportation Committee and the city council as we move forward.” There is no direct cost for the receive and file reports, as the ReNew Oxnard Program and Collaborative Governance cost is allocated within the NBS agreement. Districts involved with the process will pay consultant fees. During public comments, Douglas Partello said Oxnard’s public space landscaping is in bad shape. “It got so bad that I formed a group of volunteers that went out raking leaves, removing dead bushes, trimming ivy, removing stumps and dead branches, and
started replanting,” he said. “I heard a number of excuses why this is so. Proposition 218, the fiscal crisis, the increased cost, Covid-19, and it goes on-and-on. What I did not know five months ago is my volunteer work and improving my neighborhood and others in Oxnard is the financial status of the LMDs. It’s typically related to administration fees and special projects. That’s not my intention on the engineer’s report because it was $50,000. The entire revenue for my LMD, Standard Pacific Number 12, is $22,000. I had to dig a bit deeper to get to community outreach for fees for a description of what those funds are used for. Having attended two of the ReNew program meetings, I realized it was for this. We’re talking about an annual budget of $22,000. You take away $15,000 for this campaign to get us to do Melo-Roos and volunteers is ridiculous.” During Committee Member comments, Vianey Lopez acknowledged the city has been in a tough financial situation that has brought about labor and work from its residents interested in maintaining public ways and places in their neighborhoods. “I do appreciate the work that our residents are doing on a weekly basis to make sure the city looks good,” she said. “At the same time, I do acknowledge and recognize, as Mr. Partello mentioned in his speaker comments. Our staff is working hard, and I do want to thank them for the work they are doing under the current and limited circumstances the city has faced.”
Cooper said the ReNew Oxnard program is not about forming a Melo Roos district to help fund the LMDs. “We are presenting multiple options for these residents in these districts, one of which is a MeloRoos District,” she said. “Others involve potential homeowners associations taking over landscaping within their districts, community outreach days, volunteerism, and a non-profit set up to allow for other entities to work through a maintenance service agreement.” Meanwhile, Cooper said many residents are willing to pay additional fees in their district to have the maintenance taken care of. City Manager Alex Nguyen said he understands people who oppose additional taxes, but you can’t ignore all the facts. “You can’t ignore the history of the LMDs,” he said. “All of these LMDs were formed when the respective housing elements were formed. They would not have been built without these districts. We’ve done our best to make it clear to everyone. The problem with the way these districts were formed and the laws that came afterward is that they are frozen in time in the sense of what they generate; they are frozen in time with the amount. Those amounts, some of them, are quite small, and we can’t afford to keep up with the routine maintenance required for the respective neighborhood.” Nguyen said the goal is to fix the issue and provide options to each LMD to find the path forward they want.

We support and encourage the schools to open safely and submit their safety plans if they haven’t already.” He said indoor sports are allowed, including competition and contact practice, but strict adherence to higher education guidance for sports needs to be followed. “We encourage everyone to look up that specific type of guidance
and testing for the players,” he said. Either daily antigen testing or periodic PCR testing are acceptable testing methods for baseline and ongoing screening testing. For high-risk contact sports (basketball, field hockey, lacrosse, rowing, rugby, soccer, squash, volleyball, water polo, and wrestling), competition between teams is permitted only if the teams can provide Covid-19 test results of all athletes and support staff within 48 hours of each competition. “As an example, the higher risk contact sports, like basketball and football, would have additional testing requirements,” Vargas said.

Covid-19 vaccinations, which should happen this week. Schools are preparing to reopen by submitting their Covid-19 safety plan to the Ventura County Public Health Schools Team. As of March 9, schools in Oxnard that have submitted their Covid-19 safety plan and will be reopening are Hueneme Elementary School, opening March 29, and Oxnard Union High School, which will open once the district hits the red tier. Oxnard Elementary School has not set an opening date. “We want to encourage everyone to examine the option and opportunity to return to in-

Turkey Melt

I have been having too much fun making grilled cheese and variants lately. That has led me into the world of melts. I’m using melt here to mean a grilled sandwich with melted cheese and addition adjuncts like turkey, tomato, apple, bacon, etc. Essentially a supped up grilled cheese.

Y favorite variation this far is the recipe I will be sharing today. It is a grilled turkey and provolone with tomato and arugula. This sandwich hits all 5 main flavors of taste. Salty from the cheese, Sweet from the tomato, Bitter from the arugula, Sour from the sourdough and Umami (savory) from the turkey and tomato. When you balance all five flavors you are bound to make something special and memorable. And this sandwich sure hits that mark. This recipe is for 1 sandwich. Adjust your ingredient ratios based on the size of your bread. I like to have an even layer of each ingredient. Also note that you can make this sandwich cold as well as hot. They are both excellent options. Ingredients • 2 slices sourdough • 3 slices deli turkey
• 2 slices of provolone • 3 slices of tomato • ¼ cup arugula To Cook Heat a medium frying pan on medium low heat. Place the bread on the pan to toast. Toast the first side until slightly browned. Flip the bread
over and place a slice of provolone on each slice of bread. Lay the turkey slices on top of the provolone on one slice of bread and the tomato on the provolone on the other slice of bread. Melt cheese. Once cheese is melted, lay arugula over the turkey and then close the sandwich. Toast for another

Vaccine delivery is speeding up, and people feel optimistic that the light at the end of the Covid-19 tunnel is within their grasp. Oxnard Recreation Supervisor Jessy Tapia said his staff was at Southwinds Youth Center helping people get vaccines because Council Member Vianey Lopez, Mayor John Zaragoza, and the entire council partnered with Vons to bring the vaccine to South Oxnard. “With their support, we were able to start this vaccination site quickly,” Tapia said. “We have about 250 vaccines a day (to distribute), and Vons comes out and are able to administer.” Recipients can register online or by phone, and residents can register at the site if appointments are available. “Ventura County sends the vaccines to Vons, and they are our provider,” he said. “We partner with them to give them a location, staffing, and anything they need to run the site.” The vaccine is by appointment only, but spots may be available for people who show up at the site. “It’s limited,” he said. “The whole point of this is to make the vaccine available to the people of South Oxnard and closer to their community. We have people
who have literally walked across the street and are able to get vaccinated. That’s great.” Until March 15, Ventura County allows anyone age 65 and older to get vaccinated, along with medical workers, first responders, educators, and farm workers. That list expands on Monday. The site has an observation area for recipients, he said, as those people waited for 15 minutes after getting the vaccine to see if they react adversely. “We have the pharmacist here from Vons, and if they have any issues, we can address them,” he said. “We started this on Monday, March 1, and there were a few people who asked, came in, and spread the word. We’ve had some educators, farmworkers, and people age 65 and older, so we are hitting all the eligible groups.” Office Assistant II Claudia Garibay was spending the day helping people register to get vaccinated. “Everybody who doesn’t have an appointment, they come and check in with us,” she said. “They provide us their paperwork, proof of their employment, identification, and any paperwork that is required for the vaccine.” She said community members
have no concerns about the vaccine. “People are excited to get the vaccine,” she said. “We have many people coming, especially people who work with a food vendor and handle food. People are coming from restaurants and supermarkets, and they’re excited and anxious to get the vaccine. They’re not concerned about having anything wrong with the shot.” Garibay got plenty of training before she got involved with the vaccination site. “First, we learned what to ask for identification and who is eligible for the vaccine,” she said. “We have a lot of young kids who want to do it, but we can’t do anybody who is younger than 18. We’re able to open this up for any farmworkers, and that is exciting. Every day it is changing.” Pharmacist Robert Knipper said recipients ask a lot of questions before getting the vaccine. “They want to find out what is going on as far as side effects and when they have to come back,” he said. “We’ve been doing immunizations for years. The pharmacists took a 2-3 hour course online, and we practiced doing immunizations on each other. It’s not the first time we’ve done this.”
People who get vaccinated, he said, leave feeling great. “It’s like a birthday or holiday to them,” he said. “It’s been a whole year since the first reported case in Ventura County.” Council Member Vianey Lopez came out to the site, and she’s happy to see everyone getting protected while meeting the needs of an underserved community. “A lot of this was listening to the needs in this community,” she said about organizing the effort. “Since this pandemic hit, we have seen the impacts it has had, especially in this area where we have so many working people who have no option to stay home. They have to keep working. Families have a limited income because of this pandemic. This site took a lot of conversations, and working with our city manager, the rec department, who have stepped up in so many ways since the pandemic started to serve the families’ needs and provide what’s needed for our residents. Conversations push this forward. We made it clear that we will not leave this community behind.” Lopez said Zaragoza has been advocating with the county. “As soon as the vaccine became available this year, we have been speaking up and asking them
to make sure we bring vaccines directly to South Oxnard,” Lopez said. “We cannot expect families to drive to Ventura or the other end of the city when they have limited transportation.” She hopes that Vons will see the site’s benefit and open more city locations so people can be vaccinated. “We need people to show up,” she said. “If we have the need, that will push the need for more vaccines in South Oxnard. Our staff is tracking the number of shots each day in cooperation with the pharmacy. We also have the registration on-site for people who don’t have access or the ability to do it ahead of time. That’s part of tracking. How many people are coming in, how many people walk in, how many people register ahead of time, and if they have issues.” She loves seeing people walking away vaccinated. “The vaccines are reaching our community,” she said. “My father is fully vaccinated, and my mother is waiting on her second vaccine.” The city has a bilingual vaccine hotline, 805-385-8384, if people need help to register, which is open from 9:30 a.m. until 2:30 p.m. Monday through Friday. It’s a resilient community that continues to step up. Their compassion has helped put us in this positive direction. The county is getting many positive comments about their vaccine clinics, and the news is that people are being treated well and the operations run efficiently. “I want to give you a sense of how many employees have been reassigned from their busy jobs to stop doing what they are doing,” Powers said. “They are feeding seniors, business support, and performing OES test site support, he said. “About 86 percent of county departments are participating. There are over 838 employees who have been reassigned to make this effort go.” Currently, there are 382 reassigned employees helping with the effort, including almost
45 percent from the department of libraries. “These employees know when they sign on at the county, they’re all disaster service workers,” Powers said. “We have to stop what we’re doing elsewhere to focus on our priorities. They’re helping run the test sites, and they are doing a great job running the vaccination clinics.” Ventura County Health Care Agency Deputy Director Barry Zimmerman gave a brief status about the vaccines and said as of March 8, 164,760 people received their first dose, and 68,999 people received their second dose. “That is significant, about 24 percent of our total population,” he said. “Our target was first 75-yearolds, and then we expanded to 65-74 year-olds. For the senior population, we’ve done just over 90,000 individuals. That’s about 64 percent of the total population we have in the county.” People under 65 who have received the shot jumped 78,885
people. “We’ve almost doubled that (since his last report),” he said. “It’s nearly 80,000, which shows our impact in the essential worker population that we are targeting now. They are receiving vaccines at a high rate.” The next phase for vaccines will open on Monday, March 15, for people ages 16-64 with certain high-risk conditions like morbidity. Included on the list are people with cancer, current with a debilitated high or immunocompromised state; people with chronic kidney disease, stage 4 or above; chronic pulmonary disease patients who are oxygen dependent, people with Down Syndrome, or are immunocompromised from a solid organ transplant. If you are pregnant, have sickle cell disease, or have heart conditions such as heart failure, coronary artery disease, or cardiomyopathies, excluding hypertension.
Severely obese people with a body mass index greater than 40 kg/m2 qualify for the vaccine, as do people with type 2, Mellitus Diabetes with a hemoglobin level greater than 7.5 percent. “We have been working with the medical community in educating them on this,” he said. “We have what is known as hot tips, which is a bulletin that goes out to medical providers, providing them with these criteria and as well as a potential form letter that would help the patient qualify for the vaccine. It will require documentation at the appointment time to receive the vaccine if they show evidence that they meet those conditions. the virus. In the last year, 1.1 million people have been tested for Covid-19, 233,000 vaccines have been administered, and 3.5 million meals have been delivered to residents. In the past year, Ventura County has seen 78,271 Covid-19 cases and 895 deaths. “We can see what experiences our community has been through,” he said. The county is heading in an innovative direction, and he’s excited about the comeback. “We know there is so much pent-up demand, our businesses are ready to get rolling, and we need to support that,” he said. “At the same time, we have to be mindful and never forget the people who have felt the impact, lost loved ones, and those people who have become ill—those who have lost jobs or businesses or have been struggling to sustain during this challenging time.” His goal, and the board’s goal, is to make sure the comeback applies

NEWS Meet Oxnard Police Department Senior Officer Crystal Walker Oxnard-- The daughter of a Marine, Crystal was born in San Antonio, Texas, and grew up living in many states across the country (and even in Japan) before settling here in Oxnard in 2000.

EFORE starting her law enforcement career, Crystal held jobs in retail, fast food, and as a secretary, but she always wanted to be a police officer. The Oxnard P.D. hired her in 2002 and is currently a Property Crimes Detective. Over the past 19 years, she has worked on many assignments, including Patrol Officer, Beat Coordinator, Hostage Negotiator, Explorer Advisor, and Oxnard P.D. University Facilitator. One of her favorite assignments was Beat Coordinator. She observes, “The contact with the community and the everyday interactions kept me coming back to work with a smile on my face. There are times that this job can get you down and make it hard to want to come back the next day but working very intimately with the public and make a real difference. That’s what this is all about. My first career goal has always been to serve the residents of the City of Oxnard and further our Department’s goals to the best of my ability using my unique skill set and perspective.” Her next career goal is to be promoted to Sergeant and help train and develop future O.P.D. officers and re-connect with the community again before she retires. Crystal and her husband have been married 14 years, and they

Case and point; I took Daisy and Buddy outside Friday morning while I did the recycling and collected the dog’s middle of the night accident pads. Oxnard-- On March 6, at about 1:25 a.m., officers attempted to contact a suspicious subject on Yucca Street, east of Saviers Road. The suspect, Carlos Aristoteles, age 33, ducked into a dumpster enclosure, where two homeless individuals were sleeping inside. Officers heard a metal object hit the ground and later discovered a P80 Glockstyle handgun. As officers attempted to handcuff suspect Aristoteles, he pulled away from the officers, and a physical struggle ensued, during which Aristoteles became violent towards the officers. Four officers physically struggled with Aristoteles before he was brought under control and taken into custody. Several officers sustained minor injuries, consisting of scrapes and abrasions; however, none required medical attention. Police arrested Aristoteles for the felony charges of assaulting an officer, felon in possession of a firearm, and possession of an unregistered firearm.
Aristoteles is on Post Release Offender Supervision and has a significant violent criminal history, including prior assaults on officers, escape from custody, robbery, carjacking, and kidnapping. The Post Release Offender Program, created in 2011 by Assembly Bill 109 (Public Safety Realignment), mandates that individuals sentenced to non-violent, non-serious, or non-sex-related felony offenses will serve their sentences in county jails instead of state prison. Release under AB 109 is based on the offender’s most recent commitment offense, and prior convictions are not considered. Dear Always, There’s actually a wide variety of tracking devices that can help you and your wife find items that are commonly misplaced. Here are some top options to consider depending on how tech savvy you are.
Bluetooth Trackers If you or your wife uses a smartphone or tablet, you can easily track down lost or misplaced items like keys, a purse or wallet, remote control, smartphone, tablet or even a laptop with a Bluetooth tracker. While there are several different types of tracker products on the market today, the best is Tile (TheTileApp.com), which pairs with Apple and Android apps to help you locate missing items. All you do is attach a small battery-powered Tile to the items you want to keep track of with an adhesive sticker, a key ring or you can just slip it inside the item. NEWS Oxnard sets a bold five-year course Oxnard-- The conversation about the City of Oxnard’s Five-Year priorities continues with City Manager Alex Nguyen telling the city council that retaining a current business in Oxnard is easier than getting a new company to move to the city. Still, it’s something many cities neglect to get done.

FTER a marathon planning session, the council came up with its fiveyear priorities in the city as it moves forward. Nguyen called it a tough job, and some projects didn’t make the cut. Business retention, expansion, and new business attraction was first, followed by training and preparing residents for local businesses employment through the Oxnard Employee Pipeline. Revitalizing the Hueneme/Saviers/Pleasant Valley/ Channel Islands corridor, renovating 4th Street between downtown and the train station to create a safe connection to downtown, and creating a new Zócalo in South Oxnard rounded out the top five. For Quality of Life, restoring and enhancing youth programs and launching the Oxnard Arts Academy for local youth in South Oxnard was tops, followed by restoring and enhancing senior programs and building the Council-approved new Senior Center. Number three was continuing to address homelessness in Oxnard, building an Aquatics Center in South Oxnard, and create a process to study the PACC and reopen the Carnegie Art Museum. Public Safety had council mem-
bers rank Maintaining 911 emergency response times number one, followed by maintaining fire protection services, restoring the Neighborhood Police program, restoring and possibly increasing paramedic squads, and creating a modern disaster preparedness program to prepare the city for response and recovery from earthquakes, flooding, and other disasters. Also included was a modest and incremental implementation of security cameras across the city with data-driven by the Oxnard Police Department and a modest incremental implementation of a lifeguard program. After an extended debate between council members, the number one infrastructure item is to restore street paving, followed by restoring the greenery of parkways, medians, city parks, tree trimming, the city’s gateways, and open spaces. The third priority was ensuring future water supply, the fourth is alleyway repairs, and fifth is repairing the seawalls. Organizationally, the top priority is securing long-term financial sustainability, followed by replenishing the city’s financial reserves and establishing sufficient reserves to respond to disasters such as earthquakes and floods. Number three was investing in appropriate staffing levels to get the job done, strengthening the City’s cybersecurity, and invest in staff training and development. Nguyen said local Oxnard businesses provide about 65,000 jobs. “There are jobs here,” he said. “Part of our challenges in our scenario is too many of those jobs employ people from outside Oxnard,” he said. “Many of those are the better-paying jobs. Especially jobs with healthcare, which any of our residents can step up and into those jobs. I’m convinced that not only would their family economy improve, but so will the quality of life for the family, especially
because of healthcare.” Nguyen agrees that helping and training residents for employment will make a difference. “Here, I can help a little bit,” he said. “This effort, believe it or not, while we, the city, is a crucial player, this effort does not take a lot of actual resources from us. This effort leverages the community college and the Chamber of Commerce into helping us make the connections. If you think of it like the Dating Game, then I would be Chuck Woolery trying to force a match.” The city has data on residents who leave Oxnard to go to work, but what they don’t have is the granular data on how many of those jobs are good-paying jobs with health benefits versus low-wage jobs. “We can see from the circumstance in terms of housing cost and especially how people have been struggling during this pandemic,” he said. “It’s clear to us that many of our residents are working at low-paying jobs without health benefits. of students is in class. Leveraging the work produced by Oxnard College and encouraging our residents to take a chance on this program is risky for some people. In some incidences, it’s probably a little bit intimidating for some folks who never thought about taking college courses.” The city, Oxnard College, and the Chamber of Commerce have worked hard, he said, and they formed the classes needed to get residents into the program. “Oxnard College has done a terrific job helping people with the registration and financial aid,” Nguyen said. “From my perspective, they go hand-in-hand, are crucial to the future of the city as an organization and our residents. If we only chase new businesses, and the lion’s share of our efforts focus on high-paying businesses, I can guarantee you that if they (new businesses) were going to come here, they won’t employ our residents. If that is our emphasis, what will be happening is we’ll be stretching the disparity gap among our community. The folks currently here will be stuck at the wage they

We believe it’s a better effort getting them enough training, so they are qualified for these jobs.” He said the Oxnard Chamber of Commerce is arranging the job interviews for when students complete the program on the business side. “Of course, there’s no requirement that people who go through this program have to work in Oxnard,” he said. “We want them to go to Oxnard College, but when they get through, they can go anywhere they want. Regardless of where they go, they are going to have a much better-paying job, which is good for our residents.” There is an existing vision plan for downtown, and he sees a downtown with a “vibrant mix of residential and commercial opportunities” is essential. “You can have residential without a lot of commercial, but you’re not going to get a lot of commercial without residential,” Nguyen said. “When I arrived here, and I reviewed that plan, my goal then was to let the private sector lead, and in turn of their development impact, leverage that and make this connection on Fourth Street between downtown and the train station. That is crucial. The ability to safely walk back-andforth between the train station and downtown is one of the key elements to revitalizing downtown. The other streets also matter, of course, but in terms of where we start, we believe Fourth Street is the key. We can’t look to the private sector right now as the catalyst because of the economy. I’m proposing that we make the investment and be the first spark for that. When developers see that we are making that investment, they are more likely to come back to our downtown and invest sooner than the economy would otherwise dictate. We will always have an effort for this because we would be crazy not to.”

TOM AND JERRY

I didn’t really grow up with the “Tom and Jerry” cartoon. I was more into Wile E. Coyote and the Road Runner, but I understand the two pairs have similarly adversarial relationships.

HE key difference is that while Wile E. definitely wants to eat the Road Runner, I don’t think Tom the Cat would know what to do with Jerry the Mouse if he ever caught him. The two need each other as enemies to give their lives purpose. The new film takes place in a world where all humans are live-action and all animals are animated. At least the animated animals are 2-D cartoons and not CGI abominations. Tom moves to New York City with dreams of becoming a famous pianist. Jerry moves to NYC with dreams of lazing about in a luxury apartment. Frankly it’s hard not to side with Tom here for following his passion, as opposed to Jerry, who wants to get ahead with as little effort as possible. Tom tries to earn a living by playing music
takes just a few seconds of Jerry trying to upstage him by dancing for the entire act to be ruined and Tom’s only keyboard to be destroyed. Tom’s not the only one to lose his job in the fray. Delivery girl Kayla (Chloë Grace Moretz) is knocked from her bike and her package destroyed, which gets her fired. She’s the kind of person who gets fired a lot, so now she’s really at the end of her rope. She goes to a nearby hotel to soothe herself with free cookies, where she learns that they’re hiring temporary staff for an upcoming high-profile wedding between social darlings Preeta (Pallavi Sharda) and Ben (Colin Jost). She steals an impressive resume from a snobby applicant and cons her way into an interview. Hotel General Manger Mr. Dubros (Rob Delaney) takes an instant liking to Kayla and hires her on the spot, but Events Manager Terence (Michael Peña) smells a rat – and he hasn’t even encountered Jerry yet. High-strung chef Jackie (Ken Jeong) is the first to spot Jerry trying to make a home for himself in the walls of the hotel. Kayla is soon tasked with trying

as possible, and she has the idea to outsource the job to Tom, who wants a new keyboard as a reward for thwarting his mortal enemy. Of course, Kayla has greatly overestimated Tom’s competence (he tries to send Jerry away in a box without understanding how boxes work), and he and Jerry wreak far more havoc than if Jerry had just been allowed to keep to himself. The climactic set piece of the film is the lavish wedding, where Kayla tries to keep things together despite the presence of Tom, Jerry, Ben’s dog (who wants to beat up Tom), Preeta’s cat (who wants to eat up Jerry), a tiger (who wants to beat up Ben’s dog), peacocks (who are skittish around all the cats), and elephants (who are skittish around Jerry the mouse). Basically what I’m saying is that the wedding cake doesn’t stand a chance. Creatively, I don’t have much good to say about “Tom and Jerry.” The physical humor is predictable and played-out, and the emphasis on the live-action characters is ill-advised. I laughed at maybe one out of ten gags, which puts the movie somewhere above “painful,” but not worthy

of a recommendation. As for the kids in the film’s target audience, I don’t think they’ll go for the movie either, since it can’t match the frantic pace of the cartoon. Commercially, I’m begrudgingly proud of the film. It made a bit over $13 million at the domestic box office over the weekend, making it the biggest movie of 2021 so far in its opening weekend alone. I’m glad something can open to $13 million in this era,
