By Chris Frost chris@tricountysentry.com Newbury Park-- The sun was bright, the weather was warm, and vendors were on the loose, March 13, as the 34th Annual Spring Art & Craft Festival was a shopping paradise.

HE festival featured more than 60 artists and craftspersons at Borchard Community Center, who sold great gifts and prizes to the public. Children enjoyed hands-on activities, refreshments, which were all free. Athens Services awarded solid waste franchise in Thousand Oaks By Chris Frost chris@tricountysentry.com Thousand Oaks-The Thousand Oaks City Council, on March 9, approved an exclusive solid waste franchise agreement with Arakelian Enterprises, which operates as Athens Services. The agreement is for residential

A
S most of you know, I spent many years, 32 of them, running restaurant kitchens across America. During that time, I developed menus, recipes, dealt with lots of cooks, and I did it all while I made sure the food cost was appropriate, and the restaurant made money. I left all that behind at age 49 to pursue journalism, but I still like to cook for my family. My first passion is cooking Italian food, and that started when I was a little boy. Keep in mind that my last name may be Frost, but no one looks at me and says, hey, look at the English guy. I look like my mother and grandmother. My grandmother’s maiden name was Lucille Conchetta Nitolo, and she came from Brooklyn, New York. I wanted to cook something special for the J-Train this week because she got her Covid-19 shot. She was nervous, so I distracted her. I told her the side effects

include a three-octave lower voice and uncontrollable amounts of hair growing on her back. None of that is true, of course, but instead of being nervous about getting a shot, she was all mad at me instead. NEWS City and CSD Facilities standby power approved in Camarillo By Chris Frost during an outage, solar and chris@tricountysentry.com battery storage will be used Camarillo-- The Camarillo City Council, working jointly with the Sanitary District, March 10, approved standby power at city and CSD Facilities.

HE project design budget is $378,748, including $87,364 in the City Hall Facility Fund, $84,863 for the Corporation Yard Fund, $69,319 in Police Facility Funds, $69,319 for the Library Facility Fund, and $67,883 in CSD Capital Projects Funds. An additional appropriation of $385,020 will be needed, for $74,475 in the City Hall Facility Fund, $67,555 in Police Facility Fund, $67,555 in Library Facility Fund, and $175,435 in CSD Capital Projects. The required appropriation in the fiscal year 2020-2021 budget is $385,020. Andrew Grubb, the city’s senior engineer, manages the project and presented the item to the body. On January 24, 2018, the council approved an agreement with JMPE Electrical Engineering to design standby power utilizing diesel generators at city hall and corporation yard. The following year, the council asked for a feasibility study to use solar and battery storage as cleaner power. “In February 2020, the council approved an agreement with Clean Coalition to assess five sites, city hall, corporation yard, the police station, library, and the wastewater treatment plant,” he said. “On October 28, 2020, staff presented four alternatives to the council, and they directed the staff to move forward with the design of the recommended hybrid microgrid alternative.” The hybrid system will use a combination of solar, battery storage, and diesel generators, he said, and

When that power gets depleted, the diesel power will turn on in the event of a long-term outage. “Staff did not propose to install a generator at the library,” he said. “They’ll rely on solar and battery storage to cover short-term outages. Staff will incorporate the existing diesel generators at the police station and the wastewater treatment plant. The study concluded that it would not be cost-effective, at this time, to install additional solar or battery storage at the courtyard.” Staff also received direction to pursue grant funding for the project and finalize the design of diesel generators at city hall and the corporation yard. “Since then, the staff has negotiated a proposal with Clean Coalition to provide 30 percent design of the hybrid microgrid,” Grubb said. “In December, they submitted three applications to the Federal Emergency Management Agency Building Resilient, Infrastructure and Communities Grant (BRIC), identified grant funding through the California Public Utilities Commission Equity Resiliency Self Generation Incentive Program through Tesla for battery storage at the wastewater treatment plant, and negotiated a proposal with MPE to complete the design of the diesel generators.” The outcome of the FEMA grant application should come this fall. Completion of the 30 percent microgrid design should be done before the end of 2021. “At that time, staff will return to the board to decide to proceed with each site,” he said. “Whether that is a power purchase agreement (PPA) or a city district-owned model. With the power purchase agreement, the staff would return to the council to amend the agreement with Clean Coalition to develop a request for proposals.” From there, the city will

receive proposals from third-party PPA providers who will cover the up-front costs to design and install the microgrid. “The city would then pay the provider for energy use through a PPA rate,” he said. “It’s expected that this rate will result in net savings to the city over the term of the agreement.” With the city and district-owned option, he said the decision would be dependent on whether or not the city receives grant funding and any associated grant requirements. “If the city receives funding from the FEMA program, staff would return to the council with an agreement for Clean Coalition to finalize and go through the environmental process following our standard design bid build process to construct the project. The alternative, depending on the funding source, is that the city would issue a request for proposals to design and install the project.” During the feasibility study, the city learned the PPA model yields the city’s highest savings because of the incentives available only to private third-parties. “In parallel design, JMPE will finalize the design of the diesel generator at city hall and the corporation yard,” he said. “The staff did include the cost of the

diesel generators in the FEMA grant application. Depending on the outcome, the staff will either finalize
the design and package this with the microgrid project if the city receives the grant. Otherwise, the staff would return to the council to advertise bids for the generators and pay for the construction using local funds.” Tesla would submit an S-Grant application in parallel, he said, and pay for the design and installation of battery storage at the wastewater treatment plant through a no-fee agreement. Councilmember Kevin Kildee asked if the city has any examples of how the battery-operated wastewater treatment plants worked. “I know this is somewhat cutting edge here and are there any examples of other plants that have implemented
this,” he asked. Grubb said it’s something the city will examine. “The battery will be used as the primary source, but once that battery’s depleted, we would still have those generators to supply backup power,” he said. “It’s a costsavings measure at this point to that peak shaving. It would charge up the low usage and peak time and discharge during the peak time.” Kildee asked how long the battery will last. “From my understanding, Tesla will take care of all the maintenance and replacement of it for up to 10 years,” he said. “After that, how long will the battery last, or are we going to be on the n CSD, see page 12

Basic Flavors make the most delicious meals. I genuinely believe the best way to make a great meal is to use a few flavors that combine and complement each other well. You do not need 20 ingredients to make something that only needs 4. This holds particularly true for proteins like steak and salmon. Salmon has so much flavor on its own, you are better off doing nothing than overdoing the seasoning.

ONZU is my favorite sauce at the moment. Ponzu is a citrus soy sauce. If you don’t have ponzu or can’t find it in your local market, just squeeze some lemon juice into soy sauce. That will get you the flavor profile we are going for. This recipe will yield 6 servings. Ingredients • 2 lbs Salmon • 3 tablespoon Ponzu • 2 tablespoon sesame seed • 1 tablespoon minced ginger To Cook Preheat the oven to 325⁰. In a baking dish, evenly cover the salmon in ponzu,

NEWS Increased broadband access for underserved explored in Ventura County By Chris Frost chris@tricountysentry.com Ventura-- The Ventura County Board of Supervisors, on March 16, adopted a resolution supporting increased broadband access to underserved areas throughout Ventura County.

ROADBAND encourages economic growth and brings more businesses to Ventura County, needing a connection to the internet. In August 2020, Governor Gavin Newsom signed a broadband executive order that established a new 100/100 Mbps Broadband Action Plan. The plan deploys affordable and reliable broadband networks throughout California and continuous improvements in economic and workforce development. Ventura County Information Technology Chief Information Officer Terry Theobald presented the item to the supervisors and said he presented ISF Rates in February and said he’d be back and cover broadband in more detail. Broadband is more than fiber, and it can be delivered via Copper, Coax, DSL, and Spectrum has done a lot of that work. “We use microwave to send signals back-and-forth for information sharing,” he said. “There’s proprietary vendors out there who provide their own unique brand of wireless technology to meet broadband requirements. Then cellular is coming with 5G.” Back in the early 1980s, at the
advent of the personal computer, he said the connection to the internet was 9600 baud. “If we move forward into DSL land, I can remember that 6Mbps was the peak,” he said. “Prior to a recent order signed by Governor Newsom, we were at 30 Mbps. The connectivity we’re looking at now is 100 Mbps. Our project is to get to 1Gbps, which is a billion.” Theobald said the county remains focused on providing online services and making them easier to get. “Also, in a manner that works best for you,” he said. “We have smart cities and counties, which focus on sensors and awareness of what’s going on in the city and county. That includes everything from traffic signals to cameras looking for fires, lighting control, and all of those sorts of things. Between the two, it provides better and more effective, cost-efficient delivery of services.” He said Covid-19 fueled the need for broadband access. “We’re talking about telecommuting, and of course, we have distance learning and commerce,” he said. “Everybody I know at this point, their primary lifeline is through Amazon and their local grocery store. Telegovernement, which is what we’re doing now, and telemedicine, which goes back to all the great work that’s being done at HCA. It allows patients to get medical care without having to go to the government center. There are risks associated with getting
out in public.” The county partnered with Magellan Advisors, the Pacific Coast Broadband Consortium, the Economic Development Collaborative, the Southern California Association of Counties, and the SoCal Digital Divide Group on the effort. “We’ve met with city managers, city and county IT managers, public works directors, all of the important utilities, the Ventura C ou nt y Tr a n s -
portation Commission was of particular interest because they own the right-of-way for the railway, public safety officials, and CalTrans,” he said. Theobald said AB14 and SB4 were important state bills focusing on funding broadband. “They’re looking to prioritize rural communities, underserved areas, and be dig ready,” he said. “Dig ready decides where we want
to put our broadband, and we completed some engineering. We already have some agreements in place, and we’re waiting for funding.” In Ventura County, he said a community group in Somis badly wants to get broadband going. “It’s an underserved and disadvantaged area,” Theobald said. In underserved areas, you don’t have broadband at all. In a disadvantaged area, you have people who might not be able to afford broadband. We want to make sure that we’re taking both of those into account. In October 2020, the board directed the CEO’s office and county council to research a tax district for Somis broadband. The feasibility study is already in progress. I’m keeping tabs on that as part of my project. The goal is to have a report back to the board in the second quarter of 2021.” There’s a fiber connection point in Somis, he said, which can be accessed for broadband. Nyland Promise, he said, has a grassroots effort underway to get broadband for elementary school children. “They eventually plan to grow it to high school students and all adults in the community,” he said. “They were able to talk to the El Rio School District and access the school’s internet connection through Rio del Valle School and use microwave to beam the internet over to Nyland. Rio del Valle is on Rose and Nyland on Santa Clara.”
They have a connection to the internet for the middle mile, but they need to reach residences and commercial areas. “We create a middle mile; it takes us to the end of the residential and commercial area,” he said. “Typically, it’s taken from there and distributed out to the residences or individual stores. This is developed similar to the way electricity is handled. You have large towers that provide large-capacity electricity. This eventually split off, and feeder lines are sent to individual neighborhoods and houses.” The county is focusing on getting the middle mile in place. “It doesn’t do us a lot of good to reach all the residences that need to be reached unless you have high-enough capacity internet access,” he said. “The middle mile will do that.” The county is seeking federal and state funding. Federal grants are tied to Covid-19 activities. They are also looking to share existing capital improvement projects, the dig once philosophy. “We’ve been talking to CalTrans, and when they decide to widen the 101, they’ll allow us to lay our conduit in the same trench they’re going to have open for their purposes,” he said. “We also have a water district that’s interested in helping us. We have a water provider who’ll allow us to run fiber inside their water pipe. What’s interesting about fiber is they’re using light instead of electricity.” The county will need to leverage general funds, but he’s not sure about the exact number because many times, they need matching funds. The city and county staff are here to help, but this program is being administered by the state. On the city’s website, we have the links to the applications in English and Spanish. If you have any specific questions, there is a rent relief hotline that
you can call. That number is 833430-2122 between the hours of 7 a.m. and p.m. daily. There is a lot of money available specifically for City of Oxnard residents.” The county is administering the business assistance program, he said, which is specific to businesses and non-profit organizations in Oxnard. “You can be eligible for $5,000 grants from this program,” he said. “The key information here is the site, VCbusinessgrants.org. The preregistration window is scheduled for the week of March 24-30. The application window is March 31
through April 6. It’s a tight window, but that’s why we’re getting the information out there.” Effective March 17, all outdoor sports can resume in Ventura County. High contact outdoor sports can only resume if the coaches and players 13 years and older are tested weekly. Test results must be available within 24 hours of competition. All coaches and spectators must wear face coverings. Athletes must wear face coverings if they’re not in the competition. People can access all the guidelines from the county’s website.
Ventura County has two vaccination sites in Oxnard, including the Rose Avenue Clinic at the former Babies R Us location, 2340 N Rose Avenue, and South Oxnard Public Health (Outdoor) at the parking lot at 2500 South C Street. “There are guidelines about who is eligible, but the list changes every several weeks,” Nguyen said. “You do have to register for an appointment. We also have a satellite site at the Southwinds Youth Center, 300 West Clara Street, open Monday through Friday from 10 a.m. until 5 p.m. by appointment.”

“It’s a little different,” he said. “Normally, it’s a two-day event, but this year we’re experimenting with a one-day event.” The district lost all its evening classes because of Covid-19, but during the day, everything is fine. “We usually do this event inside the community center, but this year we were not allowed to go indoors,” he said. “We normally do about 100 vendors, but today is a little bit downsized because of the county and state protocols. We have about 60 vendors.” Some of the more notable items on sale were wands, handmade jewelry, succulents, and old paintings. “We have kids’ toys and trains,” he said. “If you can think of it and it’s handmade, it’s being sold here.” He loves working at the fair. “I’ve been doing this for 20 years, and it’s the relationships you build,” he said. “Even if you only see them once a year. We have good relationships with these vendors. It’s my way of giving back and putting a smile on people’s faces.” Neil & Keith Coffman-Grey were
busy with their Neil the Wandmaker booth, and Neil said his wands continue evolving. “I think I’ve gotten to a point where my wands have gotten so wand masterful that people don’t see how much work goes into it,” he said. “My work has gotten refined and is going in new directions.” His most popular wands at the fair were purple and amethyst. “Blue, brown, and silver are colors that sell the most,” he said. “As usual, yellow and orange colors are in the doghouse. People don’t purchase those colors. They’re like cars. You don’t see a lot of yellow and orange cars.” He’s also working on a new style, which attracts a lot of attention. “I used to put a lot more beads wrapped around the wood,” he said. “People are responding to one embellishment on a wand. Veronica’s Boutique, and she has great items ready to celebrate Easter. “I make handmade wreaths and centerpieces,” she said. “They are made out of love. My main season is Christmas.” Veronica started her business for $40 three years ago in her garage. “I came up with one wreath idea, and this is my third year doing this,” she said. “I like working with flowers and dealing with people, and my idea was to come up with wreaths and centerpieces. I’ve sold a lot of these little lanterns.” She loves selling with her husband, Danny. “I like being the boss,” she said. “He comes, helps me set up, and I enjoy spending the day with him.” Sandy Nguyen brought Ellie, short for Elephant, to the fair. She’s a Chihuahua/Yorkshire Terrier mix and spent her time enjoying the sites and making people smile. Jeanne Sikoff accompanied the pair, and all three made it a great day. “Sandy’s here shopping, and I am here representing our cancer nonprofit UCAAN, the United Cancer
Advocacy Action Network,” she said. “We care for the patient, their needs, and their family needs.” Sikoff came to the event with UCANN Executive Director Rachel Shur, a cancer survivor, and the group focuses on the patient. “Medicine focuses on the disease, and we focus on the person,” Sikoff said. “There’s so much that goes along with treatment, mentally and nutrition-wise, that people can do as preventative care to make sure that on the other side of their treatment, they come out as strong as possible. My partner Rachel is the main contact, and she talks directly to patients and their families and what they need to do during this time. During Covid-19, we haven’t had a lot of time to do a lot of fundraising. We have to find unique ways to do that. Rachel is working on a frozen dessert program and also these glitter mixes that people utilize for arts and crafts for doing resin on greeting cards. She does a lot of custom blends for cancer awareness, like pink for breast cancer awareness and green for lymphoma.” She does plan to break away and
do some shopping. “I’m looking at some of the jewelry,” she said. “I am also the owner of Zanders Gamehouse in Camarillo Old Town. Nguyen is a Newbury Park local and volunteered for the Recreation & Park District when she attended high school. “I love supporting small local businesses with my friend Jeanne,” she said. “I want to buy everything.” Sandy loves art, and she planned to make a purchase. “I have my eye on a horse painting over there for my living room,” she said. “We’re a big art family.” Thanks to Covid-19, she graduated and now works from home. “I’ve been fortunate to a job at a local non-profit, Big Brother and Big Sisters of Ventura County,” Nguyen said. “I interned there as a student, and they welcomed me with open arms. Now I am a fullfledged staff member.”
The deal minimizes rates, Cox said, and it spreads costs out over the life of the hauler’s investments in containers and vehicles. “It includes a bundled residential cart service, much as it is now, but adds food waste to the green waste bin, and a bundled commercial service where garbage, recyclables, and organics containers are provided as a package,” she said. The city received four service proposals, which were evaluated and scored, and three companies were selected as finalists. “Based on the evaluation scores, American Reclamation was not selected as a finalist,” Cox said. “The three finalists, Athens Services, EJ Harrison, and Waste Management, were interviewed, answered questions, and provided presentations to the review committee.” Athens Services scored the highest in the qualitative criteria by a significant margin, she said, as the company scored more than eight percentage points higher. “This score did not include the consideration of the rates but did include operation, transition, and customer service plans, along with a sustainability and compliance plan, and the use of technology,” she said. “Athens also offered the lowest rates by a large margin.” For basic cart service, including
a 64-gallon garbage bin, recyclable materials, and 96-gallons of organic waste, is $24.36 per week. “We can see that Athens is offering the lowest rate by more than 25 percent,” she said. “Comparing this to current rates, Athens is offering residents a 34 percent rate reduction. The new service will essentially be the same as residents have now, but with the addition of food waste to their green waste bin.” The total annual savings for residents is around $5 million. “Over the lifetime of the contract, this will save residents over $70 million,” she said. “Under the new contract, rate increases are limited to the increase in the Consumer Price Index (CPI) and are capped at four percent.” If the CPI continues increasing at the same rate it has over the last 20 years, Cox said the rates at the end of the contract will still be less than today’s rate. Athens also offers significant commercial weekly rate savings in the city. Public Works Director Cliff Finley thanked Cox and her team and noted they’ve been working on the agreement for over a year. “City staff and the consultant thoroughly checked references in the cities where Athens already provides services, visited their facilities, and
met with Athens to confirm the details of their proposal,” he said. “The process followed for the solid waste services RFP (Request for Proposals) is consistent with the city’s normal RFP process.” “Based on this process, which staff followed to a tee, and we stand behind this recommendation this evening,” Finley said. Mayor Pro Tem Bob Engler asked what the city did to check references. “We called references in several cities where Athens currently has service and talked to the city staff who run those programs and whether or not they had any issues managing the contract or customer service complaints,” Cox said. “We did the same for Waste Management and Harrison. That’s the standard; we check references. We also asked for any litigation history from the applicants.” Councilmember Al Adam noted it’s the first time the city has requested a waste franchise agreement in the city’s history. “We’ve been with Harrison and Waste Management for a couple of decades now, if not more,” he said. “Both haulers had 18 months through a Memorandum of Understanding to come up with a rate structure that satisfied staff and the council. It was higher, and that was the catalyst, at the time, for the council to say let’s go out and test
the open market. This is the biggest contract, except maybe for police and fire, that the city will enter into.” Councilmember Kevin McNamee likes seeing the residents save money. “When you’re looking at $5 million annually, that brings more money into our local economy, rather than leaving elsewhere,” he said. “That stimulates our local economy with the lowest rates.” Mayor Claudia Bill-de La Peńa said the city received a flood of emails and letters, and there was an allegation made about Athens and litigation. “Athens reported one case with the City of Montebello, and Waste Management listed three cases in the last five years,” Cox said. “EJ Harrison listed none.” City Attorney Tracy Noonan said the City of Montebello offered a new contract to Athens instead of going out for an RFP, and the mayor did not execute the contract. The matter pertained to the method of the contract instead of rates or services. Athens Services Executive Vice President Gary Clifford said the company submitted its best proposal and provides great relief for residents and businesses with new equipment and recycling programs. the agreement is a key component of its strategic plan covering how garbage, organic waste, and recyclables are processed. The current deal expires at the end of 2021. “This has provided us an opportunity to rethink solid waste services in the city and develop a state-of-the-art agreement that embraces new technology, clean vehicles, a significant outreach, and education program that complies with new state mandates that go into effect in 2022,” she said. “The 15-year contract is worth close to $400 million.” The agreement differs from former contracts with Waste Management and EJ Harrison because it places responsibility for removing organic waste, which causes methane emissions and greenhouse gas, diverts from the landfill, per SB1383. “Although the city will ultimately be responsible for complying with the mandate, the new agreement has been structured to place the implementation burden on many of these elements on the hauler, to assist the city with compliance,” she said. The agreement with Athens is the same as the agreement proposed to Waste Management and EJ Harrison, which didn’t meet the city’s terms.

NEWS Council reviews chart of accounts changes By Chris Frost chris@tricountysentry.com Oxnard-- The city’s new Tyler Munis Enterprise Resource Planning Software System (ERP) got an update during the March 18 city council meeting, as council members received a report outlining proposed changes to the city’s chart of accounts.

SSISTANT Chief Financial Officer Donna Ventura presented the item to the council and noted the report is to receive and file, with no action needed. The Munis system does not go live in the city until July 2022. A chart of accounts is a financial, organizational tool that lists every account in the City of Oxnard’s accounting system and serves as the foundation for the organization’s financial record-keeping system. “The chart is used to define what fund, department, or division it’s related to, as well as whether it’s an asset, liability, revenue, or expense,” she said. “With the implementation of the new ERP system, we’ve taken the opportunity to make a major cleanup of our existing chart of accounts. “We’ve been using the HTE system for well over 20 years. Over that time, the chart of accounts has grown unwieldy. It’s inconsistent and redundant in some places where it’s been misused and not used effectively in some cases.” The key features of the Munis system, she said, are transparency, reporting, and standardization. “We’ll have increased visibility and the ability to drill down into transactions, all the way down to supporting source documents for those transactions all within the system,” Ventura said. “Much of our transactional documentation is hard copy outside the system and is
time-consuming to try and find documents in storage boxes and file cabinets. Now all of those documents will be available at the touch of a button.” The new system has a lot more reporting capability, and one great feature is an employee dashboard tailored to their needs. “It highlights the information that is important to them in a snapshot,” she said. “They can then drill down from the dashboard in as much detail as they would like. There will also be greater consistency by standardizing our processes more. We will ensure that information is reported more consistently across the department.” The city will also be able to route all transactions through an electronic approval process rather than shuffling paper from one department to another to get approval. “This can all be done in the system,” Ventura said. “It can be customized based on who needs to approve a transaction on the chart of accounts segment being used for that transaction,” she added. “It’s configurable to each transaction. That will make things a lot more efficient for the city.” She compared the existing charts to the new Mumis charts and noted the city’s current structure breaks down into seven segments. “We currently have on our charts 332 funds,” she said. “Many of these are no longer active. We have about 175 active funds, so there are still quite a lot of funds.” The second segment is departments, and she said, unfortunately, the city has 79 accounts in the HTE chart of accounts in divisions being named departments because of reorganizations; it needed a lot of cleaning up. “In the third segment division, we have over 1,700 divisions in our chart of accounts,” she said. “This is the one segment that probably is in the most need of cleanup. “Divisions over the years have been misused to represent projects, grants, various programs, and not truly organizational units within a department, which is what
the division is supposed to be. That segment required a lot of work.” Activity, subactivity, element, and object represent, in combination, the account, asset-liability, equity, revenue, or expense accounts. “Just three pieces to that,” she said. “In our HTE System, we have 1,139 of those accounts.” The final segment of the HTE System is the project. “We have thousands of projects, and the projects change from yearto-year,” she said. “They are the most dynamic part of the chart of accounts today. In the new chart of accounts, Munis, there will be six segments instead of seven, but some of them are similar, so we will have a fund that’s always the first segment. However, we are making a substantial reduction in the number of funds in the new chart of accounts from 332 or 175 active funds to 48 funds. We’re trying to limit funds to only those required for legal, regulatory, or generally accepted accounting principal purposes.” The second segment, function, is embedded in the activity code of the old HTE. “That is a code used for cafe reporting and how things get categorized, revenue and expense, in the CAFR substatement of activities,” she said. “The third segment is department, and it has been cleaned up to represent the actual departments in the city. We have 15 departments, and there’s one that represents non-departmental activities.” Divisions have been reduced to reflect the actual divisions within each department. “There’s a total of 106 divisions currently,” Ventura said. “The fifth segment is called program. This is a new segment altogether that we don’t have today. “It represents an extension of the fund itself, so it’s basically like a subfund. You can think of fund and subfund as a parent-child relationship.” This story will continue on March 26.

Gang members arrested Oxnard-- On March 16, at approximately 1:40 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop of a silver Mercedes C300 at the 2000 Block of East Pleasant Valley Road. Officers contacted two subjects in the vehicle, Jose Santillan (37yrs) and Peter Robledo (25yrs). Both Santillan and Robledo are known criminal street gang members within the cities of Oxnard and Ventura. Robledo is a Post Release Offender for domestic violence, and Santillan is also on probation in the County of Ventura. Santillan and Robledo were both found to have felony warrants for their arrest and are prohibited persons from possessing firearms or ammunition. Officers had Robledo exit the vehicle, and Robledo had a loaded P80 (Glock Style) 9-millimeter semi-automatic handgun concealed in his front waistband. The P80 handgun also had a threaded barrel that can be used to place a suppressor on the barrel’s tip. Santillan had a loaded Beretta APX 9 millimeter handgun concealed in the center console of his vehicle. Both Santillan and Robledo possessed a large quantity of methamphetamine, cash, and other items indicative of controlled substance sales. Homeless Liaison Officers and Drug Enforcement Unit officers responded and arrested Santillan
and Robledo without further incident for numerous felony firearms offenses and felony possession of methamphetamine for sale. Robledo is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent committing offense and does not consider prior convictions. Dear Savvy Senior, What can you tell me about balance exercises? I’ve fallen a few times over the past year and have
read that balance exercises can help me regain my steadiness, but I’m not exactly sure what to do. Unsteady at 70
Dear Unsteady, Most people don’t think much about practicing their balance, but they need to. As we age, our balance declines if it isn’t practiced, which can lead to falls that often result in a broken bone. Every year more than one in four people age 65 and older fall, and the risk increases with age. Here’s what you should know about balance problems, along with some different exercises that can help you improve it. Aging Affects Balance Balance is something most people take for granted until it’s challenged by a medical condition, medication or advanced age, which dulls our balance senses and causes most seniors to gradually become less stable on their feet over time. Poor balance can also lead to a vicious cycle of inactivity. You feel a little unsteady, so you curtail certain activities. If you’re inactive, you’re not challenging your balance systems or using your
muscles. As a result, both balance and strength suffer. Simple acts like strolling through a grocery store or getting up from a chair become trickier. That shakes your confidence, so you become even less active. Balance Exercises If you have a balance problem that is not tied to illness, medication or some other specific cause, simple exercises can help preserve and improve your balance. Here are four exercises you can do that will help: • One-legged stands: Stand on one foot for 30 seconds, or longer, then switch to the other foot. In the beginning, you might want to have a wall or chair to hold on to. Or, for an extra challenge try closing your eyes, or standing on a throw pillow or Bosu ball (an inflated rubber disc on a stable platform). • Heel-to-toe walking: Take 20 steps while looking straight ahead. Think of a sobriety test. • Standing up: Without using
your hands, get up from a straightbacked chair and sit back down 10 to 20 times. This improves balance and leg strength. • Tai chi: Research has shown that the Asian practice of tai chi— which uses a combination of slow, graceful movements, meditation and deep breathing—can help reduce the risk of falls. For more information on different balance exercises you can do at home, there are a variety of balance and strength exercises and beginner Tai Chi DVDs you can purchase at Amazon.com or through Amazon Prime video. There are also senior fitness programs, like SilverSneakers (silversneakers.com) and Silver&Fit (silverandfit.com), that offer online classes that can guide you through a series of exercises you can do at home during the pandemic.

Then I had a conversation with my grandfather. If anybody knew how to squeeze a buffalo out of a nickel, it was my grandfather. But you couldn’t trick him by offering him something free.

trust the Internet. I got free pens, a free hat, a free notebook, and boy, it goes on and on and on. All I had to do was send my name and address, and everything was fine. My fun was just beginning. The change was that now I could get something free if I just paid the shipping. I didn’t think that was too bad, I was just thinking about what I was getting for free. Not being too sophisticated about how this works, I entered my name, address, phone number, and then [drumroll] my credit card number. After all, I was getting something free, and I only had to pay the shipping. I know I’m an old country boy that’s very naïve along these lines. I wouldn’t rob anybody, so I don’t think anybody would rob me. It goes both ways.
Pretty soon, those sunny days were overcome by a dark cloud of rain and thunderstorms. In checking my bank account, I noticed some suspicious withdrawals on my account. I thought maybe I bought something I had forgotten about, so I didn’t give it much thought. Then one day, I noticed in my bank account a withdrawal of $1,699, which took place in California. I was in California, but that was 20 years ago. How I was able to purchase something in California for such an amount of money, I don’t know. Then the next day, a withdrawal of $3,699, which took place in Texas. I rode my snorting horse to the bank to see what in the world was going on. “Have you ever,” the banker said to me, “ordered something online

E said to me, “Son, if it’s free, it ain’t for me.” Explaining that, he said, “For everything free, somebody, somewhere has to pay for it.” At the time, I just chuckled and fluffed off this advice. After all, if I’m offered something free I’m going to jump and even dance to get it. Getting something free wasn’t too bad, and I tried to be careful about some of these free offers. But that was back in the day when there was no Internet or websites. Oh, those were the good old days. I would see a free offer in the newspaper and immediately cut it out and send it in and wait for that free offer to come. I must say I did get a lot of free things back in those days, but if I would examine them, they weren’t worth the postage I used to send for them. Also, there were free offers on TV programs at the time. I applied for as many as I could get. But then came the Internet, and everything has changed. When I first started seeing these “free” offers, I jumped at the opportunity. After all, it was the Internet, and you didn’t have to spend any money on postage. So I was in my glory. After all, you can

According to her, when you apply for some free gift and only have to pay the shipping, you expose yourself to some fraud scheme. “Somebody out there,” she said very soberly, “ is interested in your money, and they don’t care how they get it.” From my side of the room came a deep, heartfelt sigh. I never expected people just to take advantage of me to get my money. They need to find out that I don’t have enough money to go around. She then explained to me that she could reverse all of these transactions and turn them over to the bank’s fraud department, and they would take care of it. In a few days, those transactions disappeared from my account. I then understood what my grandfather used to say, “If it’s free, it ain’t for me.” I can only trust God. “O Lord my God, in thee do I put my trust: save me from all them that persecute me, and deliver me” (Psalm 7:1).

NEWS Bobby Rios charged with possession of a concealed loaded firearm in his vehicle
Oxnard-- On March 15, at approximately 8:55 p.m., officers from the Oxnard Police Department Special Enforcement Unit (gang unit) stopped a Hyundai Elantra at the intersection of Glenwood Drive and Oxnard Blvd. The driver, and sole occupant, of the vehicle, Bobby Rios (26yrs), is a known criminal street gang member within Oxnard. Officers had Rios exit his vehicle and located a loaded magazine for a .45 caliber semi-auto handgun in his pants pocket.
Officers then located a loaded Smith and Wesson M&P .45 caliber semi-automatic handgun concealed under the driver’s seat of Rios’ vehicle. Officers arrested Rios for possession of a concealed and loaded firearm in his vehicle, both felonies. The Oxnard Police Department’s Special Enforcement Unit is committed to reducing gang crimes and gun violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. Ventura Police Department K9 Yoschi retires Ventura-- K9 Yoschi retired from the Ventura Police Department (VPD), March 17 and celebrated his very last shift serving the community.

9 Yoschi and Officer Keith Therrien have been partnered together since May of 2016. Over the past five years, Yoschi has been Officer Therrien’s eyes, ears, and nose. He’s helped the VPD locate and apprehend many suspects, narcotics, and missing persons. Yoschi will spend his retirement at home with his handler. He’ll become a regular family pet and enjoy everything that comes with it, including endless snuggles and spending 100% of his time devoted to rest and relaxation. Oxnard Fire Department hosts virtual head Shaving to raise funds for Childhood Cancer research Oxnard-- On March 23-25, more than 30 Oxnard firefighters will shave their heads to promote and raise funds for childhood cancer research through the St. Baldrick’s Foundation. “Firefighters often become heroes to people whose lives they save in emergencies. By shaving our heads bald, we hope to raise awareness of the heroic children battling cancer,” said Chief Hamilton. “It’s a unique way to stand in solidarity with these children while also literally creating a buzz for an honorable cause.” The St. Baldrick’s Foundation is a non-profit dedicated to support-
ing children with cancer. It features “Honored Kids” to inspire the community in its mission to help fund childhood cancer research. “There is a market, and you can make a profit recycling it at the end of its life,” he said. “We are interested, and after 20 years, it still intrinsically holds its value. There are precious metals we’re interested in, and you know the leading manufacturer of electric vehicles and other batteries containing products, it’s in our interest that we want to capture those materials throughout time.” He added that the battery manufacturing would continue in Sparks, Nevada, for a long time. NEWS Metrolink undercrossing preliminary design services approved in Camarillo By Chris Frost chris@tricountysentry.com Camarillo-- The Camarillo City Council, on March 10, approved a professional services agreement with RailPros Inc. (RailPros) for Phase 1 preliminary engineering design services.

HE project is working toward an underground tunnel at the Camarillo Metrolink Station. The group also approved a professional services agreement with the Annealta Group (Annealta) for Phase 1 of project management services for the project. The agreement appropriates $93,212 from Camarillo Corridor’s available fund balance and authorizes the City Manager to execute Professional Services Agreement No. 2021-24 with RailPros Inc. for an amount not-to-exceed $302,026.90. It authorizes future amendments to the agreement for unforeseen services not-to-exceed $45,500, for a total authorized expenditure of $347,527. Principal Engineer Ken Matsuoka presented the item to the
council and said the project would install a tunnel at the Camarillo Metrolink Station. “We’ll need to work with design to determine the dimensions locations,” he said. He presented a rough markup of how the tunnel would look. The total project cost is approximately $12 million. “There is a $6.9 million grant from LOSSAN and the city funds, consisting of Camarillo Corridor and TMF to balance, $5.1 million,” he said. “This is an estimate before design begins. The process will be refined as we move forward.” The current effort needs to go through a preliminary design phase, he said, to help them scope the remainder of the project’s design. “This preliminary engineering phase is anticipated to cost about $400,000,” he said. “We’ll return to the city council in the late summer to award the final design phase, which we anticipate will cost approximately $1.6 million.” The estimated cost for future phases includes approximately $300,000 for permitting and $9.4 million for construction are estimated amounts at this point. The preliminary project timeline includes preliminary engineering completed by late summer 2021, final design and permitting

by summer 2024, and construction completed by the end of 2025. “We’ll work out the exact timeline as we work through the final design,” Matsuoka said. “We anticipate construction by the end of 2025. The railroad is somewhat challenging to work with, so we hope to be able to get everything done by that timeline.” City staff will return to the council to issue final design and project management agreements by late summer 2021 after they complete the preliminary design. Vice Mayor Shawn Mulchay asked if the project will affect any existing parking stalls on the other
side of the tracks. “We don’t want to impact the parking lots as much as possible,” Matsuoka said. “We won’t know the real impacts until we get further into design.” Mulchay looked at the area, and he’s not hopeful they’ll be able to avoid the parking spots. “If we do, is that going to require us to add additional parking spots,” he said. “Are we required to have a certain number of parking spots or anything of that nature?” Matsuoka said he doesn’t believe the city is required to have a certain number of parking spots. “What we have right now is a situation where one side of the parking lot, close to Mission Oaks, is less utilized,” he said. “Having this more convenient tunnel would make it easier to use both the lots. One lot right now is pack and the other one; there are not so many cars. By doing this, we’re hoping that we’ll balance that a little better.” Mulchay asked if the project cost will go up and how the city came up with the $12 million price tag? “We estimated this on other stations that were constructed,” Matsuoka said. “We asked our consultant who did the preliminary

“RAYA AND THE LAST DRAGON” By Bob Garver
“Raya and the Last Dragon” was the first movie I saw in a New York City theater in nearly a year. No testing the waters with small-scale releases for us, we got a major Disney animated feature on the first day theaters were reopened. And I’d like to take this moment to thank the staffs of the reopening theaters for jumping into action on less than two weeks’ notice to ensure a smooth moviegoing experience. While I’m at it, I want to thank the staffs of the theaters in central Pennsylvania that similarly answered the call back in August. And the staffs of other theaters at dates and places in between. And the ones yet to come. Ah, hooray for everybody! Having the theaters back has me in a celebratory mood.

shattering also releases the evil spirits that were defeated 500 years ago. They set right back to turning people into stone, including Raya’s father. After an “Avengers: Endgame”style six year wait, Raya finally finds a dragon that can turn things around for humanity. Sisu (Awkwafina) is a big blue magical creature that comes along at about the one-third mark and injects ill-fittingly modern comedy into the movie. Somebody high-up on this movie’s creative team was big fan of the genie from “Aladdin.” Together Raya and Sisu travel around to the different tribes collecting pieces of the orb to reassemble. They make friends along the way, like a 10-year old restaurateur (Izaac Wang), a gruff softie barbarian (Benedict Wong), and a con-artist baby. On their tail is Namaari (Gemma Chan), determined to not let them reassemble the orb, because once people come back from being stone, they’ll turn on her and her tribe for breaking the orb in the first place. The message of the movie is a nice one about trust and non-violence. The animation is amazing as always, with lip and facial movements so realistic they’d fall into the Uncanny Valley if the animation around them wasn’t so competent. The action sequences are frantic and funny, and Sisu always has some creative trick up her sleeve. The only area where the movie lacks is in its script and dialogue. I’ve already mentioned the out-of-place comedy stylings of the very of-hertime Awkwafina (she’s much better in serious scenes), there are also problems with low stakes (knowing that the people turned to stone can be brought back just turns the movie into a waiting game) and predictability (the movie ticks all the Disney boxes about animal sidekicks, magical quests, and lesson-learning). It turns what could have been a great Disney animated movie into an okay one. But after a year away, the big screen makes even an okay Disney movie like “Raya and the Last Dragon” seem like a great one. Grade: B “Raya and the Last Dragon” is playing in theaters and available on Disney Plus with Premier Access for $29.99 in addition to the subscription fee.
