Mask mandates will remain at Oxnard businesses By Chris Frost Oxnard-- In his May 18 report to the city council, Alex Nguyen said the current mask guidelines will stay in place until June 15. “In terms of the city’s public buildings, I intend to continue having members of the public continue wearing masks once we reopen when they are entering indoor places of business,” he said.

Oxnard City Council adopts a 70 PCI By Chris Frost

Oxnard-- The Oxnard City Council, Tuesday, May 18, approved a 70 Pavement Condition Index (PCI) for its roads moving forward. The action preserves Measure O funding for a couple of more years but means the money will sunset early because of the voter-approved Measure N, which removes Measure O funding if certain PCI levels are not met. A PCI between 80-100 is considered very good or excellent,

good is between 70-79, fair is between 60-69, and at-risk roads score between 50-59. Streets that score between 25-49 are considered poor, while roads scoring between 0-24 fail. The city’s current average PCI is at 64. City Engineer Tatiana Arnaout did the video for the council and said the city uses street saver as its pavement management system. The system tracks inventories, stores work history, estimates costs, and identifies n Roads, see page 6

Oxnard-- You know, some weeks just stink, no matter how many ways you slice it. I guess some weeks are just like that.

T starts simple; with the J-Train biting into a churro and breaking a tooth. Off she goes to the dentist, and $1,000 later, the two damaged teeth are taken care of, and all that’s left is her complaining about pain. Meanwhile, my first question is about the insurance policy that did not cover the procedure. She did some checking and found out that it would cost as much to cover the procedure on insurance as it would just paying for the visit. People who read Frosted Thoughts know how I feel about the medical industry and insurance and what a third-rate used car salesman scam I think it is. Up next, I needed a refill on my blood pressure meds, so the J-Train called in a refill to the pharmacy, and I never hear anything about it for several days. I finally get the text to pick up my prescriptions, and when we got home, one was missing. Then it starts, the J-Train picked up my meds, and she didn’t check the package. I asked her to call the

pharmacy and ask why they didn’t have both my meds, and their answer is to call the doctor and clear a refill for the other medication. That’s my fault. I’ll ask them what happened. They hate me anyway, based on other conversations I’ve had with them, and I feel confident n Frosted, see page 7

NEWS Camarillo revises its Traffic Mitigation Fees By Chris Frost share Camarillo--The city council, Wednesday, May 12, approved modified Traffic Mitigation Fees (TMF), added new items, and removed others because they were no longer necessary or completed.

HE TMF Program requires a series of calculations to determine the fees. The fees are a developer impact fee in accordance with the California Government Code and provide a mechanism for the city council to collect funds for development projects. “TMF funds are used for transportation improvements that vehicles from new development will benefit from,” Director of Public Works Dave Klotzle said. “It is essentially a fair

contribution from developments, based on the number of vehicle trips added to the traffic circulation system when the development occurs. California Code requires a study to establish and verify a nexus between the need for a fee, in this case, the cost for transportation improvements, how the fee is determined, and who is to pay the fee.” The TMF gets updated every 5-10 years to reflect a revised list of projects completed, remove completed projects, any changes in need of projects and projects added. “There’s an updated status of development projects, including the type and amount of development projected in the future, based on remaining parcels zoned for development,” he said. “The traffic model is updated and verified as necessary. Image courtesy City of Camarillo. visited, and that’s projected to 2030, which matches our general plan future year horizon.” The TMF last got updated in 2012, he said, based on an updated traffic forecast model and remaining land areas zoned for development.

That produced a resolution from the council with an updated exhibit of a traffic circulation plan with project costs, including the portion funded by the TMF. “Included was the traffic mitigation fee district boundaries,” Klotzle said.

“Our TMF, for many years, has been based on three geographical districts with fees determined for development, based on their location relative to the location of the proposed transportation improvement projects within each district.” The new fees also provide annual updates based on the engineering construction cost index, updated each April based on the index. “The current TMF update report by the city’s consultant, with the nexus study and fee calculation dated March 8, 2021, has been provided to the city council,” he said. “It includes an updated traffic circulation improvement plan, updated remaining land areas zoned for development, and fee calculations, based on the existing three districts, and also a city-wide fee structure for each development type. The update maintains the future year horizon of 2030

and matches the general plan future year horizon.” Many remaining land areas zoned for development are located along the trans­ por­tation corridor along the 101 Freeway and adjacent feeder arterial roads. Proposed revisions include removing completed projects and several projects determined to be not necessary. “Central Interchange, project number one, is to be kept on the plan and project number two, Springville North was the extension of Springville Drive and the interchange, and that project has been completed and proposed to be removed from the list,” he said. “The Valley Vista Left Turn Project was determined to be necessary to provide dedicated left turns at Valley Vista at Encino and Vista Del Mar. Grilled Turkey, Cheese, And Tomato Sandwich

By: Connor Forbes If you have been reading my recipes for a while then you know I am all about simple and delicious meals. I don’t think you should be stressed out when you cook.

I

think you should enjoy it. And if you are new to cooking, it is more important to understand how simple flavors go together than to be able to read a recipe. Cooking is about your own tastes and interests. Not someone telling you what to do. Now let me tell you what to do. Just kidding. This is a base recipe for which you can be incredibly creative. I made 3 sandwiched for my family. All a little bit different. All a little bit the same. I also made them all at the same time in one pan. That is a huge rarity and it afforded me the ability to sit down with my wife and son and enjoy lunch together. Let me show you how I made these sandwiches. Ingredients • White Bread • Turkey, deli sliced • Cheese, sliced • Tomato, sliced To Cook In a pan on medium low heat place down the white bread to

toast. Flip the bread so you have a nice toast on the side that will be the inside of the sandwich. Place a slice of cheese, then the turkey, then sliced tomato, another piece of cheese, and finally the other piece of bread. Cover with a lid and keep a close

eye on it. About 3-5 minutes and flip. Finish toasting the other side. Make sure the cheese is melted and you are ready to EAT! For one of my sandwiched I did maple honey turkey, add cilantro and hummus. For

another I went low sodium turkey add cilantro and for my son’s, I skipped the tomato and turkey and went plain grilled cheese. This sandwich is super flexible sub in and out anything you might want on a grilled

Under current conditions, with the Park and Ride is still there and will be there, the analysis is showing that this project is not needed anymore.” The city will keep project seven, which widens Los Posas between Ventura and Pleasant Valley to six lanes but removes widening Daily from Mobil to Arneill to provide a continuous left-turn lane. “Project number nine, widening Lewis Road from US 101 to Upland, to four lanes, including median and landscape, and at one time was forecast for a possible needed project,” he said. “That’s now being recommended to be removed. There isn’t a need from a congestion level of service standpoint. There’s also State Highway 34, CalTrans jurisdiction. That would be CalTrans’ responsibility to take the lead on widening that location.” The city removed an eastbound dual-left turn on Upland because it is not needed and widening Santa Rosa from Via Latina to San Rafael to four lanes providing dual right and left turns on eastbound Adolfo because the projects are completed. “The proposal is to keep the Santa Rosa Interchange has been restructured to better clarify the location and the projects there,” Klotzle said. “The next project is a new sidewalk on the westside of Flynn Road between Adolpho Calle Tesoro that was completed some time ago and can be removed from the list.” for the complete story, visit tricountysentry.com

bows, for sale. “When I started Aurora’s Line, I started coming to these pop-up events and listening to other vendors talk about other markets,” she said. “They set limits, and there can’t be multiple vendors selling the same thing, or the vendors have to make their products. Most of the vendors resell like a type of yard sale. I decided to make a market and give everyone an opportunity to make their own product, resell, or have a yardsale type of vibe, so they have a safe and reliable space to promote themselves and grow it into a business.” She marketed her events through social media, churches, and everywhere. “I went around old school with flyers and put them on trees, laundry mats, and markets, to spread the

word and get people to come,” she said. “I have a contract with New Life Church to use their property for this event. They love my idea about helping other people.” “The bows (she sold) were inspired by my daughter,” she said. “My husband came to me with the idea to make more and sell them to people who like glittery bows. He motivated me to start the business. Because of Covid, I lost my original job and decided to start my own business. I love cosmetics, so I started leaning more towards cosmetics.” Candace wore acrylics for many years. She couldn’t go to the salon once the pandemic hit, but she still needed to get her nails done. The need spawned a business, and she was selling Color Street nail polish in sticker form.

“I would buy them here and there for my daughter, and I really started liking the product,” she said. She praises the product’s ease and simplicity. “It’s 100 percent nail polish, and you don’t have to wait for dry time,” she said. “You can remove it easily with nail polish remover. We have plenty of shades, we have glitters with different shades and designs, and we do a lot of awareness sets for foundations to help raise money. There are plenty of different varieties for everybody.” She has no plans to return to the salon. “With the money I spend at the salon, this saves me, and I love that I’m able to do this,” she said. “I’m a busy mom, I have kids in sports, and I get my nails done, and I go. I can do

a manicure and pedicure with one whole set.” Dogs Risa and Miklo came to the market and helped their humans shop. “I was coming to look at the pretty gemstones, bracelets, and candles here today,” Tatiana Hernandez said. “I’m going to be looking at everything else. This is a fun morning thing to do on a Saturday. I bought some cash with me, so it will be fun to walk around.” Karena Munoz and her line called Kreations by Karena, and her booth was full of natural beauty products. “I make body butters, sugar scrubs, lip scrubs, mama nipple balm, and belly butter,” she said. “A lot of my stuff has natural ingredients, and store cosmetics has a lot of preservatives and chemicals.”

She started thinking about her skin and her children’s skin and what they put on that skin, and she wanted to make something for them. “I wanted them to have a future in natural skin products,” she said. “It started as a hobby, and family and friends started telling me that I should do this, sell it, and see what happens. The most popular item I have right now is Tahitian Vanilla Butter. It moisturizes your skin and makes it all shiny.” Karena was also doing chair massage. “I love doing it and do it Covid safe,” she said. “My grandma told me I should do this. It’s essentially the same cost to mobilize the contractor that works in that same area, whether it’s a few streets or triple that amount.” The city used this analysis to create its Pavement Management Program and make project recommendations. “Our arterials, which make up 28.6 percent of the total system, score a 73 PCI, which is in the good category,” Arnaout said. “As a city, we are in a pretty decent spot with arterials. For our collector and residential streets, each of those are at approximately a 64 PCI as of January 2021. While we’re not exactly in the good category, they’re not in the worst shape. There’s still

some work to do to improve on that, however, especially when you’re looking at our alleys, which make up 7.7 percent of our system, but that average PCI is 24. That’s an extremely low PCI level, and I understand that the communities that live adjacent to those alleyways are aware of the poor condition of these alleys.” The city has many projects pending, including the stopgap project on Rice Avenue with a 19 PCI average. “I’m saying it’s a stopgap because we have a Rice and Fith Avenue separation project coming in the next couple of years with a lot of heavy machinery that will be coming down Rice Avenue,” she said. “If we did a reconstruction of that road now, we’d be reducing the lifespan of that by allowing all this heavy equipment on it. In the meantime, we did some micro-surfacing and other improvements that are less expensive. Once the Rice and Fifth

separation project comes through, we’ll go ahead and do the full repair to Rice Avenue.” Also on the list are reconstruction for the Bryce Canyon South Neighborhood, the Fremont North Neighborhood, and the city is in the design phase for alley reconstruction. “We’re also in the design phase for the La Colonia Neighborhood resurfacing and the same with residential neighborhoods throughout the city that have an average PCI of 25 or less,” Arnaout said. “Moving on from that, we’re about to get into the design phase of East Gonzales Road, the right side of the Rice Avenue Commercial Neighborhood, West Gonzales Road, and Teal Club Road.” Arnaout reviewed Measure O, a half-cent, voter-approved general sales tax created to protect and maintain vital city services, including rehabilitating streets. “It brings in approximately $16

million in revenue for the city, of which $1.66 million is dedicated annually for debt service for street resurfacing, which is set to expire in June of 2029,” she said. “Measure O itself currently is set to sunset in March of 2029.” Measure N, passed by voters in November 2020, she said implements specific requirements on Measure O revenue tied to the overall conditions of the streets and alleys. “Essentially, what Measure N says is, we need to reach a PCI of at least 65 by September 30, 2022,” she said. “If that is not met, Measure O will expire March 1, 2023. Subsequently, we are to reach a PCI of 70 by September 30, 2024. Otherwise, if that is not met, Measure O will expire, March 31, 2025. The city is currently using Pavement Engineering Incorporated. “They evaluate one-third of our residential and collector streets each year and do 100 percent of our arterial roads each year,” she said. The city has a pavement condition index (PCI) dashboard, and Arnaout said that anytime the city gets done with street construction or overlay, it gets updated to the dashboard in real-time. HE session marked the first time in 50 years that the matter has been taken on, and the current endeavor started about two years ago as the result of 1.5 years of public input. Community Development Advisor Mark Towne presented the item to the council and said land-use maps create a vision for the city’s future, in the longrange, 25 years, and the short-range, eight years. “Not only the physical development of the city, which is the traditional definition, but also the preservation of park resources within a city,” he said. “That’s the highest purpose of a land-use map.” In looking ahead 25 years, he said the land-use map is very important because it identifies the types of uses allowed in the city and where those uses are permitted. “That has direct relevance to a number of community goals,” he said. “For instance, adapting to changes in our local economy, the creation of more jobs, job retention, providing a range of housing, type, and quantity, and also preserving the environment, which is related to topics such as open space, but also the number of times we get into our cars and drive to

Towne said the shortrange level of the map is related to the housing element, and the plan is to provide more housing over the next eight years. “It’s based on a land inventory, and the land-use map helps create that landuse inventory,” he said. Land-use maps are not static, and are continually refined to meet the evolving community needs. “It’s exciting that we are looking comprehensively at the city and its land-uses going forward,” he said. The land-use types change over time. We have land-use types today that we didn’t have in 1970. We have commercial residential and commercial industrial today. There’s a constantly changing landscape with land-use maps and what they plan for in the future.” Towne said the changes being discussed are only applicable to three percent of the city’s land area, and the majority of the city is not proposed to change. The city is currently in step three of its conditions analysis or policy development and plan alternatives. “We have finished the process of listening and visioning to come up with the map you have tonight for further public comment and review,” he said. “Policy development and plan alternatives will generate the draft general plan and all of its facets for review and

adoption next year.” Once the land-use map is identified as the preferred map, the city will evaluate various topics, including safety, housing, open space, noise, environmental justice, circulation, arts and culture, and economic development. “From that, we will develop the final general plan, all of these elements, topics, and related policies, the land-use map, and the final EIR certification,” he said. Once this is adopted in 2022, the next step is to amend the design policies. “We’ll start amending the city’s zoning codes, specific plans, and design resolutions to be consistent with the general plan,” he said. “Tonight, we’re talking about a preferred land-use map. It is not the final land-use map. We’ve come a long way, but we still have a long way to go.” Consultant Matt Raimi said the process started 1.5 years ago, and they have been deliberate with who they are engaging with the community and the products it’s producing for the general plan. “We started by asking the community what are the strengths, values, and issues in the city, and all of these conversations led to the guiding principles’ document,” he said. “We then asked if there was going to be a change in the city, where should that happen. We know that the community, asking about the strengths and the values, they really

Like everyone already knows, the J-Train is from Newark, New Jersey, has chased purse thieves, caught them, and punched them in Irvington, New Jersey, and she would be happier if the Sheriffs’ department caught the criminals and then arrested the real criminals, the parents, for not teaching their children that crime is a loser play. The week starts fresh on Monday, and my mission stays the same. Work like a madman, pay the bills, save some money, stop the J-Train from buying too much stuff we don’t need, and if any money is leftover, send my investment guy a few bucks so we can retire someday. Oh yes, what a week.

We looked at the potential areas of change,

what it is the community wants to see. Based on those broad conversations, we developed the three land-use alternatives.” He asked the community what the city’s overall vision for the future is. “At the beginning of the process, we developed division and guiding principles, and these provide a framework to guide future decision making,” Raimi said. “They include community values and key strategies derived from engagement,

and they identified key values for the future of the city that include creating a diversity of housing types at the affordable level, maintaining established neigh­bor­hoods, utilizing underutilized land prioritizing economic development, lifestyle oppor­ tuni­ ties, and expan­ ding the num­ber and diversity of jobs.” They asked the General Plan Advisory Committee (GPC) in February 2020 where change should happen. NEWS Council approves cost abatement report By Chris Frost on the property tax rolls Oxnard-- The city council, Tuesday, May 17, held a public hearing and approved a cost abatement report in the city.

HE action directs City Manager Alex Nguyen or designee to file a certified copy of the cost report with the Ventura County AuditorController. Code Compliance Mana­ ger Roger Brooks did the video for the council, and he said they have one abatement for cost recovery that occurred at 6200 Perkins Road, owned by the CLARENCE W. HAACK LIVING TRUST, to remove a large homeless encampment on the 12-acre site. The hearing was postponed in 2020 because of Covid-19 issues. “Numerous city contractors, along with several city departments, worked together in completing that abatement,” he said. “In June of 2019, a special assessment was placed

for the unpaid abatement cost of $324,484. After the completion of the abatement, several encampments returned to the canal area on the east side of the property.” The notice to abate the nuisance was mailed to the property and posted on the property, December 20, 2019, he said, and it notified the property owner of their right to appeal. “No requests for appeal were received by the city,” Brooks said. “The property owners failed to respond to our notice to abate, so an additional abatement was conducted in March of 2019. The cost of that abatement was $7, 025. The special assessment request tonight is to recover the unpaid costs incurred for the abatement. I’m pleased to report that no other encampments have returned to this particular property since the abatement, and some have occurred nearby.” He said the encampments extended along the edge of the canal. “In addition to large items, there were many small items

that required manual labor to complete,” Brooks said. “After the abatement was completed, the Environmental Protection Agency was very cooperative in repairing all the holes in the fencing while resecuring the property,” he added. Mayor Pro Tem Bryan MacDonald said he got a couple of calls about what code compliance is doing during council questions. “I had to remind people this is a nuisance abatement hearing, not a civil code violation hearing,” he said. “This is a different animal from what we usually see later on. The code compliance has gone through new processing for citations they do issue. It’s done by an outside agency, and it won’t be coming to the council this time around. As always, the focus of code compliance is compliance, not a citation. They would much rather work with people and get them to the point where they need to

be, instead of bringing items to us. Somebody will look to see if we issued a citation to a particular business, but because of the change in the way they’re doing business, it’s a different process.” Council Member Vianey Lopez asked if there is any guideline on how often an abatement can be done on a property. “I’m wondering about repeated behavior and how often it is too often,” she said. Brooks said they’ll do an abatement on a property once it’s declared a nuisance. “Once it becomes a nuisance, we’ll notify the property owner that they need to remove the nuisance,” he said. “If they don’t do that, then we will step in and abate it. There is no time period. It would probably only be once or twice a year, at the most. Per the city code, once it’s declared a nuisance, we can take action.” The item passed unanimously.

You can find that at the county’s website as well as the city’s website.” Vaccinations continue, as things seem to be getting better, but Nguyen said the pandemic is not over. “We still are in the midst of it,” he said. “The vaccination locations, the fixed one at the Babies R Us building, continues, as well as the county’s clinic at C Street in South Oxnard. The key thing here is to check the county’s website each week because they are shifting the hours at these clinics, depending on what the state provides to the county in terms of the actual vaccinations. They will tell you each week whether it is Moderna, Pfizer, or Johnson and Johnson being offered. Those change depending on the doses made available, as well as the demand. The county has been working with all their city partners on stand-up pop-up vaccination sites and get those sites deeper into the community. This changes week to week, so you need to follow what’s on the county’s website. This week, there are two pop-up vaccinations being made available.” There will be a popup vaccination site from 1-5 p.m., Sunday, May 23, at Rio Plaza Elementary School as the Johnson and Johnson vaccine will be offered to people age 18 and older. “The pop-up clinics are being provided by the county this week,” he said. “The county announces new pop-up sites every Monday in Oxnard and

other locations around the county.” The Southwinds Center vaccinations are continuing, which happens from 10 a.m. until 5 p.m. Monday through Friday. “They are currently offering Pfizer, and the site is currently not accepting youth ages 12 and above,” he said. “They are accepting older minors, age 16 and over, but they should be accompanied by a parent or guardian. That information is available at the city and county’s websites.” Street sweeping enforcement resumes June 1, and violators will be subject to a ticket. “We’re also rescinding closures at the parks as well as the facilities in the parks,” he said. “The special permit program we had for the use of RV vehicles, for the purpose of people being isolated during Covid-19, that’s also being rescinded.” Oxnard will receive $59.5 million in one-time American Recovery Plan funds. “It’s a lot more money than we had in terms of any direct funding for local government,” he said. “We expect to get it in two payments; one is coming perhaps this month or next month for half of it, and the other half in the next fiscal year. There is preliminary final guidance that we’re working through, and the treasury provided six broad categories. We will be bringing proposals in detail to the council in the coming months. We don’t want to move ahead with recommendations until the guidelines are final.” The six highlighted categories include support for public health responses, replacing lost public sector revenue, water, and sewer infrastructure, addressing the negative economic impacts from Covid, provide premium pay for essential workers, and invest in broadband infrastructure. for the complete story, visit tricountysentry.com
