Nguyen makes his case for Measure E By Chris Frost chris@tricountysentry.com Oxnard-- With the election fast approaching, Oxnard City Manager Alex Nguyen made his case for a 1.5 percent tax increase to add much-needed revenue to the city’s coffer. He presented his plan to the Oxnard Chamber of Commerce during its “Fiscal Sustainability in the Era of Multiple Emergencies” program on Sept. 10. The city, which has been on a destructive course since before Nguyen’s arrival, has faced budget crunches over the past two years.
The city laid people off, closed the Carnegie Art Museum, and outsourced services at the Oxnard Performing Arts and Convention Center (PACC) and golf courses. Both were losing large amounts of money. Add to those challenges Covid-19, which sent the city into an $8.4 million revenue decline. Nguyen told the audience that Oxnard has been in a fiscal hole for a long time. “Last year, we made some significant progress, and we were on our way to getting out of this hole and being, at least, stable again,” he said. “My first budget

here two years ago included a proposal of $9.2 million in cuts. The council reached an agreement to cut $5.3 million.” That budget included laying off
30 employees, which was difficult for the council. The city faces losing approximately $8.1 million during the current fiscal year. “After all the cuts, this forces us to eat into our already anemic reserves,” he said. “We’re on thin ice right now. Going from 7-8 months ago, we thought we were achieving stability. After getting walloped by the pandemic and recession, we are now entering into recovery mode, similar to everyone in the county and most cities in California.” He noted that only a handful n Nguyen, see page 7
Oxnard-- During its Sept 15 meeting, the Oxnard City Council received and filed the State Water Resources Control Board approval of the Ormond Beach Generating Station three-year extension. This agreement triggers the process for the City of Oxnard and GenOn to establish the $25 million trust fund with the Ventura County Community Foundation (VCCF) to dismantle the plant and continue the effort to achieve an Ormond Beach Restoration and Access Plan. City Manager Alex Nguyen presented the item to the council and reviewed pictures of decommissioned power plants in the state that are still there. “Unfortunately, they do not have a plan to be dismantled,” he said. “You can’t even get to remediating the land underneath until you’re able to dismantle the plant.” He worried the two Oxnard power plants would join the list. “I called these monuments to the 20th century because some of these plants, I can foresee being here decades from now continuing to rust into the ground,” he said. n Agreement, see page 6

I
T started like any old Tuesday morning, and I was getting ready for my day at an Applebees. Back then, I was a restaurant manager and ran a kitchen in Tinton Falls, New Jersey. As the day got started, I was concerned about food cost, portion control, and training new employees who were on the line preparing for the lunch rush. I was doing my line check and making sure that I had enough food for the day, and everything was safe. When I say safe, I mean the cold stuff was cold, and the hot food was hot, and nothing was spoiled. The last thing I wanted was someone to get sick. At about 10 a.m., one of the manager trainee came running into the kitchen and asked me to come out to the bar. I went out to the bar and saw the fire at the twin towers. My first thought was that a bomb went off in one of the towers. I thought about my previous experiences at the

World Trade Center. I worked at a bakery inside one of the towers, and I also worked part-time back then and hosted a syndicated radio talk show, called Frost & Company, with the J-Train. Medina rips the city over cannabis social equity program By Chris Frost chris@tricountysentry.com Oxnard—The conversation about Oxnard Cannabis Equity Program, with consideration on how to allocate the one percent local equity donation, on Sept 8 continues with Cannabis Attorney Lesa Slaughter urging the committee to maintain two licenses for local residents during public comments.

HE Housing and Economic Develop ment Committee pro vided input and comments on the Oxnard Cannabis Equity Program, with consideration on how to allocate the one percent local equity donation after hearing all sides. “You may know there are a large majority of large cannabis corporations coming in, specifically in the area of cannabis retail,” she said. “My big concern is that foreignowned companies dominate the ownership of cannabis retail. When cannabis is made federally legal, which is probably sooner than we all think, who will own the California Cannabis brand globally? California and Oxnard will not get the chance again to make this a homegrown industry.” By not supporting local ownership, she said it’s a multi-state invitation for out of state owners to buy Oxnard licenses. “By failing to set aside some licenses for local ownership, the odds are, as we’ve seen in other cities, in two years or less, Oxnard will have eight cannabis retailers whose management and community relations policies are controlled by owners who may not live in California,” she said. “We’ve certainly seen this happen with retail, restaurants, and coffee shops. Why would it be any different for cannabis?”
When the government started issuing liquor licenses, she said it got done through a lottery. “The requirement of the lottery was that you had to be a local resident,” she said. “The government understood those city councils, communities and county supervisors realized that if local residents had licenses, the community would be a little more accepting of a new industry that is highly regulated if they knew their neighbor and the neighbor next door was running the store. The store owner would more likely be compliant because he or she knew his neighbor was looking over his shoulder when he’s operating the shop. Allocating licenses to local owners has a tremendous number of benefits for the community and the industry.” Pat Brown said she’s 79, lives alone, and doesn’t care about smoking anything. “I don’t really go for this cannabis thing,” she said. “I’ve always known that no matter how much the city tries to make off these people, you’re not going to get a lot because it’s all going to be secretive. That’s the way they think of their operation, and they don’t think anything is wrong with that, and they shouldn’t have to pay anything to anyone.” Brown says that it’s up to them if someone wants to have a couple of cannabis plants on their property. “It’s none of my concern,” she said. “If they die doing it, then so be it. That was their choice. It’s going to have to be done inside, in buildings, where it is well-filtered and airconditioned, so no one will be able to smell anything outside.” She advises the city to watch the program like a hawk. “Otherwise, the city is going to get abused,” she said. Rodney Medina wants to know about how the city will support the local minority cannabis businesses. “Having worked locally, regionally and internationally at cannabis education, I’ve seen, first hand, how minorities are being left out of the new business opportunity that

Planning and Sustainability Manager Kathleen Mallory. cannabis provides,” he said. “After reviewing the proposed cannabis equity program, I can say that it misses the mark completely of what a community-conscious, social equity component to cannabis legality is supposed to be. When I first presented the concept of social equity to the Oxnard Planning Commission, and then to this body in April 2019, it was with the specific intention of promoting a well-intentioned social equity program for the Oxnard cannabis community. To say that I’m disappointed with the planning and sustainability manager and the consultants that put this together would be an understatement. The whitewashing began with a rebranded social equity, that became local equity. It helped you usurp the intentions of a well-intentioned program that truly benefits the local minority cannabis community. The intent of a social equity component is to maximize the abilities for communities of color, which Oxnard is, that were disproportionately impacted by cannabis prohibition,
which Oxnard was, to benefit from the new industry as owners.” He feels that confirmed equity applicants should have access to capital, priority licensing, and technical assistance. “As well as general applicants incubating a cannabis business owned by an equity applicant,” he said. “These ordinances are meant to level the playing field. Your ordinance is suggesting that your equity applicants should pack their bags and find another field to play on.” During committee member comments, Mayor Tim Flynn said they don’t often have social equity conversations at the council level. “We have a lot of people in our community who need to be empowered,” he said. “If I really thought that awarding one person, one group or one gender was going to empower the community at large, but I am concerned about individual empowerment. I am more concerned about empowering the community and as many people as we can. That should be the objective. We should
be empowering women, men, minorities, all the things that were said. But, people are going to object on the best way to accomplish that.” Councilwoman Gabriela Basua wants to keep the permits for local residents. “I don’t know if we can do that, for example, if we have eight and two are for local residents,” she said. “If we have no one who qualifies, maybe we can give it to someone else. I would still like the preference for local residents. The increase of the one-time payment amount, I understand that’s probably a little bit high, especially if we have first-time mom and pop shops that are going to be applying. Maybe we can do something like the mayor said. Have them make the one-time payment based on profit? If it’s too complicated, I’m okay with the increase there.” She agrees that 75 percent of the employees hired should be local people. “My only suggestion with the 1 percent gross revenue funds, nothing against the homeless, and I know the money is really needed, but during this Covid-19 epidemic and being a parent, I’ve seen the struggles the youth have, and I don’t think that we, as a community, are investing enough in our youth. I see parents struggling to go online with their children and parents unable to help their children. I think it’s time for Oxnard to start investing in the next generation. I would like to see some cannabis money go towards that.” Chairman Oscar Madrigal echoed the same sentiments as his colleages and agrees that some permits need to be reserved for local residents. “I understand the power of the job aspect and the local hire requirement, but at the same time, that’s like saying yes, you can work here, but you can’t be the boss,” he said. “I may not be that person, in general, but there may be more people like me who don’t have the qualifications to own a business. That doesn’t mean that it speaks for the entire city. We do have local residents who are capable and able to lead this type of business.”
CSUCI mathematics alumni excel with “big data” work at NSWC Port Hueneme Division Camarillo — Six California State University Channel Islands (CSUCI) Mathematics alumni are doing exceptional work with socalled “big data” out at Naval Base Ventura County (NBVC) in Port Hueneme. So much so, that Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) Acquisition Support Manager Robert Howard would welcome any other CSUCI students interested in a career with
the U.S. Navy. “I love working with CSUCI,” Howard said. “Most of the students have roots here and are looking for a long-term career with the Navy. I love the fact that most of them are local.” CSUCI alumnus Danielle Wight, who holds a bachelors in science (BS) in Mathematics and is finishing up her Mathematics master’s (MS) degree thesis, explained that she and five other
alumni are helping the U.S. Navy use big data to determine how to best invest in and maintain naval systems over their expected lifetime. “There is a big shift in the Navy,” said Wight. “They are now using Model-Based Product Support (MBPS). get it done in 10-20 minutes at the most. It’s really, really, important because this is the federal funding that comes to our community throughout the next decade. It’s also safe. Leading up to the census this year, there was a lot of backand-forth about whether it would be safe to fill out the census. I want to ensure everyone that it is safe. Please fill out the census.” The city needs to start forming its climate action plan, Nguyen said, and one of the first things that Oxnard will do is invite the community to create a logo. “We’re especially looking toward the youth,” he said. “This is something we’re working on over the next 18-24 months, so we are looking for a Climate Action Plan logo challenge. The deadline is Oct 16, and if you visit oxnard.org/ climate-action-plan, you can see the rules, requirements, and ways to submit your proposed logo.” The Inter Neighborhood Council (INCO) plans to hold its 2020 election forums on Sept 23, at 6 p.m. for the ballot measures and Sept 24 for the mayoral and supervisor races. “On Sept 30, they will be hearing from candidates running for districts 3,4, and 6,” Nguyen said. “That, because of the number of people running, will begin at 5:30 p.m. On Oct. 1, there will be

the city clerk and city treasurer’s offices. This is being put on by the Inter Neighborhood Council Organizations.” During public comments at the last city council, there were several comments about rising rents in Oxnard, and the city is looking at the issue. “Currently, there is rent control in the State of California,” Nguyen said. “It was established recently and went into effect on Jan 1, 2020, before the pandemic hit. That was AB1482. We already have statewide rent control. It applies to buildings 15 years and older, and limits rent increases to no more than 5 percent annually, plus the local rate of inflation. The max, I believe, is 10 percent.” There are exemptions for condos and single-family homes, he said, unless they are owned by a corporation or a real estate trust. Duplexes are also exempt if the owner lives in one of the units. “It doesn’t override any existing rent control, which isn’t the case in Oxnard,” he said. “Under the state
rent control, this current year, the allowable rent increase would be 8 percent. The state bill requires landlords to show just cause when terminating a lease.” On the ballot this Nov is Prop 21, which could impose rent control on single-family homes and condos. We’ll have to wait and see the outcome of the election to see that,” he said. Other impacts on rent include having a housing stock, Nguyen said, whether it is market-rate or affordable housing. “This is why we have a housing crisis in California,” he said. “The governor is imposing that all cities bear down and create more housing over the next decade. There’s also an issue of wages. When we look at the rental costs here in Oxnard, compared to our neighbors in the county, it’s pretty similar. One of the issues here is the fact that many of our residents don’t earn enough wages. How do we preserve affordable housing stock that already exists, in addition to
adding new affordable housing stock? We have to look at how to get more support for tenants via legal aid, as well as landlords’ rights.” City staff will look at the different perspectives and bring a report to the Housing & Economic Development Committee. “Late last week, we were informed that the city would get $1.5 million of additional money from the federal CARES Act 3,” he said. “It will come to us in the form of additional CDBG (Community Development Block Grant) funding. We have to come back to the council with recommendations for policy direction on how to invest these funds. With this amount of money, it makes sense to us; this is in addition to what the county has been doing with the CARES Act funding, so far, with this amount of money we can provide funding for Oxnard residents.” The county has grants available for businesses and residents to help with rent.
Gabriel Fernandez arrested by the Oxnard Police Department Oxnard-- On Sept 9, 2020, the Oxnard Drug Enforcement Unit (DEU) concluded a narcotics sales investigation regarding Gabriel Fernandez, a 23-year-old Oxnard resident, selling Fentanyl in the City of Oxnard. During the investigation, Detectives authored and obtained a search warrant for Fernandez and his residence. With the assistance of Oxnard Patrol Officers, DEU Detectives conducted a traffic stop on Fernandez and served a search warrant at his home. Officer located two bags containing Fentanyl on his person at the traffic stop. During a search of Fernandez’s residence, detectives located Fentanyl, scales, and US Currency consistent with street-level drug sales. The amount of Fentanyl located in Fernandez’s possession could have caused over 7,000, potentially fatal overdoses. Fernandez was charged with possession for sales of

Fentanyl and transportation of Fentanyl, both felonies. Fernandez was booked into jail with a bail request of $350,000. Additionally, Detectives seized a large number of dangerous mortar fireworks. with the Elks Club on Sept 11. “We stand for brotherly love, fidelity, and charity,” he said. “These are the values that are so important to us. They go back to the founding of our country. The Elks Club supports law enforcement, our veterans, not for profits, and underprivileged people. That’s what America is all about. We need to stand up for those things.” The Elks Club got started during World War 2, and they’re still going strong. “Now that we haven’t had a great war, even though we have, people forget about these organizations,” he said. “We brought the community together after World War 2, but they’re just as important today, as they were then, if not more.” Burum emphasized the need to come together as the country continues to struggle. “We need to be a united community,” he said. “Strong families and communities make a strong state and country. We need to be centered upon the Founding Father’s principles; The Constitution, God, faith, and family. Those are the things that made this a great country. It’s too bad that some of us have forgotten those things. It’s important right now to keep that strong base of traditional American values. Those are the things that made us the greatest country in the world.” Burum believes in strong law enforcement. “We believe in peaceful protests, equality, and justice for all, just like the writers of the Declaration of Independence said,” he said. “Our system allows us to protest peacefully. We have a judicial and law enforcement system. That is the way our republic should be working. Not
through mob rule.” Boy Scout Wolf Gabriel Varela and Brandon Ramirez led the Pledge of Allegiance, and both felt nervous. “Scouting is fun,” Gabriel said. “I like hiking.” Boy Scout Ramirez said being part of his troop makes him trustworthy and helps his life skills. “I’m reaching toward being an Eagle Scout, someday,” he said. “I love hiking and doing outdoor stuff, and Covid-19 is getting in the way.” Troop 3213 Leader Dave VadBunker is also the assistant leader for troop 234, the older scouts, and is proud to bring scouting to the next generation. “We have the scout oath and law,” he said. “If you follow those rules, they are the rules we live by. Integrity and honor are lost traits, and they are alive and well in the Boy Scouts of America.” He said the scouts are the future of America. “It’s an honor to be able to help them a little bit,” he said. “When I was a young boy, I lived in a small midwestern town, and scouting is what you did. When my grandson came home and said Pop, I want to do this; we decided to check it out. We started, and the next thing you know, here we are.” Armando Juaniffo loves watching Gabriel participate with the scouts. “They learn life skills,” he said. “I like that he’s in the scouts because it gives him something good to do. I like they’re doing all these good things. It’s better when you’re involved with them.” Burum welcomed and thanked the crowd for attending and said the Elks will never forget what happened on Sept 11, 2001. “Once we let our guard down,

Alex Burum stands with his father and the Elks and said the evening was a joint effort between many different non-profit organizations. “It couldn’t have taken place without the Elks Lodge, and the Optimist Club is happy to be here and help out, along with Back the Badge and the Election Integrity Project,” he said. Like everyone else, Alex said Covid-19 affected his life, as many things are shut down. “We’ve had to change the way we do business and the way we take care of our families,” he said. “A lot of nonprofit organizations pride themselves on being able to give back and bring people together. We haven’t been able to do that for a while. This is one of the first events we’ve been able to bring the community together.” Alex reminded people that the world is not coming to an end, and there will be a tomorrow. “There are ways to give back to our community,” he said. Gene wore a Back the Blue hat and said his flag flies 24/7. “On top of it is the stars and stripes, and below it is a blue stripe,” he said. “I change it every month because it gets thin, and its time to take it down and put up another one.” He doesn’t advocate defunding the police. “If you do that, you can’t take the law into your own hands,” he said. “If you take the law into your own hands, you’re in jail, and they’re not. There are things you can do, but you can’t do them because they start whining.” Jack Villa has profound memories of 9/11. “The first thing I would do is watch the news to see what’s happening,” he said. “Then, all of
a sudden, the news broke to the scene in New York City when one of the planes first crashed into the towers. It was shocking to me. At first, I thought the airplane was lost. Then you see another one come, you don’t know what’s happening, and there was mass confusion. It’s a memory that you’ll never forget. It was jawdropping.” He stands against defunding the police. “I think they have a tough, tough job,” he said. “They get paid well; I wish our military got paid as well as they did. In the same instance, I would like to see oversight. They probably won’t be happy to hear that, but I would like to see more oversight, transparency, and police being held accountable. Parts of their policies and procedures need to be changed. I understand that Lexipol is one of the businesses that write policies and procedures for most police departments in the country. I believe they write the police department’s policies and procedures and the sheriff ’s department in the county.” Villa said changes need to be made within the police department. “I’m not just talking about Oxnard,” he said. “There has to be some transparency and accountability. I love the police. I think they are good people, and a small percentage of them are bad, just like there are bad teachers and bad doctors. In every profession, there are bad employees.” He also noted good employees who are not appropriately trained. “As the public, we should ensure the police are trained and have good equipment,” he said. Gloria Massey-Chinea and Katherine Baum from Project Integrity California came to the event and educated people about their mission.
Project Integrity is a group of non-partisan volunteers fulfilling their duty to participate in governing the state and country to defend the integrity of the voting process that protects American freedoms and way of life. “I’ve been part of the election process since I was 18,” MasseyChinea said. “We’ve never lost a vote, and I felt that I needed to be involved. I volunteered to be a poll worker and inspector.” After a while, she concluded that some things are not working. “I needed to learn more about the election codes in the State of California, and I found out about the Election Integrity Project, and I met the co-founder, Linda Paine, and the work that they did interested me.” She wanted to understand California’s election laws better and make a difference in the ballot processing. “I wanted to be a servant on each step of the law,” she said. Joan Lopez serves as MasseyChinea’s right hand in Election Integrity matters, and she does that by getting the education she needs. “She’s my pulse and speaks fluent Spanish and English,” Lopez said. “Even though I’m her senior, she’s a role model. My passion is to have integrity in our elections so everybody’s vote counts. This is why we’re trained to watch what’s going on with the ballots. When somebody comes in to vote, and they’re told, I’ve seen this many times, you’ve already voted. Somebody came in and voted under their name. We have to share this and have more observance. This is a very different election this time.” If something is wrong, she documents the issue. “In some cases, I get the attention of the poll inspector and say this is what I’m observing,” she said. “I have to call a hotline, and then he has to call his hotline.” Massey-Chinea added that the Election Integrity Project is the eyes of the election process. “We are in the 58 counties in the State of California,” she said. “We are also in Arizona, Nevada, and Arkansas.” Lorena Saruwatani joined the project because she works as an aide in the school district. “I see a lot of things that go wrong in the school district and a lot of people who get elected,” she said. “Sometimes, I question why did these people get elected. What is the goal, and why is this happening?” She got involved because she wants people with good morals elected. “A lot of times, they don’t get there because there is too much corruption,” she said. Zavala and Torralva arrested by the OPD Oxnard-- On Sept 11, 2020, the Oxnard Drug Enforcement Unit (DEU) and the Ventura Street Crimes Narcotics Unit (SCU) concluded a narcotics sales investigation regarding Jose Zavala, a 45-year-old Oxnard resident, and Mario Torralva, 37-year-old Oxnard resident, selling Methamphetamine in the Rose Park Neighborhood in the City of Oxnard. During the investigation, Detectives authored and obtained a search warrant for Zavala, Torralva, and the residence. With the assistance of Oxnard Patrol Officers, DEU and SCU Detectives conducted a traffic stop on Zavala and served a search warrant at the residence. Officer located three bags containing Methamphetamine and a large quantity of US Currency on his person at the traffic stop.

EU and SCU Detectives contacted Torralva in front of the residence and found him in possession of six bags of Methamphetamine and US Currency consistent with street sales of Methamphetamine. During a search of the residence, detectives located 32 more bags of Methamphetamine, a scale, packaging material, and US Currency consistent with streetlevel drug sales. Zavala was charged with possession for sales of Methamphetamine and transportation of Methamphetamine, both felonies. Torralva was charged

It’s such a large project with long term impacts on the community and environment.” The city had the councilapproved agreement with GenOn, but that hinged on what the State Water Control Resources Board did. “The item ended up on their agenda on Sept 1,” he said. “Some of the council members participated, Mayor Pro Tem Carmen Ramirez, Council Members Vianey Lopez, Gabriela Basua, and Mayor Tim, you all participated. Thank you very much. Like the other state commission meetings, sometimes you sit and wait. You took the time and testified on behalf of the Oxnard community. In essence, it helped with our vote. They were voting on our power plant and a few others up and down the coast. The bottom line is they approved, which means our deal with GenOn is now live.” From here, the city will marry this piece of the project with the Ormond Beach Access and Restoration Plan. “Working with the Ormond Beach Partners, who are the State Coastal Conservancy, the Nature Conservancy and ourselves, we need to put the plant dismantling timeline, and the beach access and restoration timeline together,” Nguyen said. The city will conduct public outreach on the plan in early 2021,
he said, and discuss the preferred alternative. “We have to form or select a long-term entity, something called the Oxnard Ormond Beach Conservancy, to acquire and oversee the management of that giant swath of land at Ormond Beach,” he said. “The property is currently owned by Ormond Beach Partners, but they must convey it to a local entity. It’s incumbent on us to figure out who will be the local stakeholders and who will manage the property forever. There are some regulatory hurdles we have to jump, but we believe this work and will culminate in the next five years.” Nguyen and City Attorney Stephen Fischer will establish the trust fund. Starting in 2021, GenOn will make monthly deposits into the trust fund strictly to dismantle the plant by the Ventura County Community Association. Nguyen praised Fischer and said without him, he would not have a deal. Oxnard will amend its coastal plan to make the power plant land consistent with all the beach plans. “There’s a lot of planning involved when you’re leading up to the actual dismantling of the plant,” Nguyen said. It has been and will always be our goal to open Ormond Beach and make it truly accessible.” During public comments, Pat

Nguyen feels fortunate to have a good plan, luck, and a little strategic timing. “In addition to coming up with a good idea and plan, we were also the beneficiaries of the timing at the moment in terms of the state’s concern of the electric grid reliability,” he said. The council approved a deal with the power plant earlier in 2020. In the deal, Oxnard would support them being open, rather than closing at the end of this calendar year. “We would support them being open an additional three years,” he said. “In exchange, they would create a $25 million trust fund so the power plant can be dismantled at the end of its life and get decommissioned.” Nguyen reminded the council that in the help wanted ad that brought him to Oxnard, the Ormond Beach Power Plant was one of the challenges and opportunities the city advertised to prospective city managers. “I keep a copy of this in my desk, so I can keep tabs on if I’m able to meet some of these challenges and opportunities you laid out,” he said. “The Ormond Beach Restoration Project is considered by wetland experts to be the most important wetland restoration opportunity in Southern California. This was one of the reasons why I was excited
Brown said she is part of the Ormond Beach Task Force and Saviers Road Design Team, who wanted it closed as soon as possible. “We thought we had an agreement to do that a year ago, and they wouldn’t be operating either one of those operations, the Mandalay and Ormond Beach one,” she said. “Then they said they did not have the money to tear them down, which is what we wanted done. This year, we’re ending up with more hot weather than we normally would have, so they had to put them in operation because of the heat.” She thinks the city is doing a good thing, but they’re postponing it because they have hot weather. During council comments, Mayor Pro Tem Carmen Ramirez thanked all the people hanging in there to keep Ormond Beach on the front burner and close the power plants. “The State Water Board closed the once-through power plants throughout the coast of California,” she said. “It wasn’t so much the city that decided they should close; it was the State Water Board. We, the city, decided with the community not to let another non-oncethrough cooling plant be opened at Mandalay. I’m so grateful the city manager remembered to look at his job description. It’s so easy to get
caught up in the day-to-day things; you don’t realize what you’ve got to do for the future.” Councilman Bryan MacDonald said the agreement with GenOn depended on them being able to get resource adequacy contracts, and the city is expected to help with that effort. “What happens if they don’t get the resource adequacy contracts,” he asked. Nguyen said GenOn already has those contracts. Councilman Beret Perello thanked everyone on the council for supporting Nguyen and what he did. “It was a longshot, he took a shot, and he was successful,” he said. “I wish we had this kind of expertise and willingness to stick our necks out and shut down the Mandalay Bay Power Plant. The things that have come out of that with respect to the water quality and the issues, I have a regret that we didn’t have a forwardthinking individual calling the shots on that one. This is a tremendously big deal for our city.” Mayor Tim Flynn called the deal a tremendous accomplishment by Nguyen. “Like Miss Brown said, there have been people working on Ormond Beach for decades,” he said. “This is a step in the right direction.”

Meet Oxnard Police Officer Arellano Oxnard-- Alexis Arellano was born here in Oxnard and grew up in the area of La Colonia. He attended Cesar Chavez, Frank, and Pacifica schools. He went on to attend and graduate from Cal Poly San Luis Obispo University. He’s a proud brother of Lambda Theta Phi Latin Fraternity, Inc.

URING his time in Cal Poly, Alexis participated in the California Highway Patrol (CHP) Explorer program, where he reached the captain’s rank. Alexis’s goal was always to become a police officer. He has early memories of riding bikes with his friends. Oxnard Police Officers who patrolled the neighborhood would stop to interact with them and give them stickers. In addition to wanting to be

a restaurant, and I looked away. My radio engineer and a lot of ad clients lost their lives that day. These were friends and clients who were killed. To be honest, it still affects me to think and write about this. Things stopped at my Applebees, and we all gathered around the television and watched in shock as the towers burned. We stopped as a management team and started to discuss whether or not we should stay open. One manager wanted to stay open because people will want to gather and talk at the bar. I disagreed and told that guy we needed to go home and be with our families. Finally, the owner of the franchise called and agreed with me, and we closed. When I think of all the things running through my mind that day, nothing compares to the plume of smoke I saw while I was driving down the Garden State Parkway. I felt better when President Bush traveled to New York City and said the people responsible would hear from the United States. They
did, and the bombs had NYPD written on them. The cheering of that statement by the president was deafening. At home, the J-Train was sent home from work, and she was on kid detail and picked them up from school. We sat, watched, and had to answer the kids’ questions, like who would do this? They were scared and didn’t play video games, like their usual routine. People started putting out their American Flags, and I did the same thing. It affected my two kids, as Travis was ready to go and enlist. He was a volunteer fireman back then, and he was on standby just outside New York City. He went on to become a first responder and helps countless people every day. Colin, well, you know about him, and the sarge is proudly serving his country. The next time you think about our country’s problems, remember this story about the day families and friends came together and put their sense of country before their political differences.

We are always in competition with other cities and counties.” Before getting into the tax presentation, he reminded the audience that the government gets funded through taxes. “The bottom line is that 77 percent of our revenue comes from taxation,” he said. “We are not part of the private sector. We are a public government. Taxes are required to keep the city running.” The city gets 1.5 percent of the 7.75 percent tax rate in Oxnard, while the county and state receive the lion’s share. “It’s the same for the property tax,” he said. “Every property tax dollar that we pay here, we get 17.6 pennies per dollar.” California has 482 cities, and everyone must turn a minimum of 7.25 percent sales tax. “You can move it up to the maximum, which is 10.25,” he said. “That’s California law and the bracket we have.” Nguyen pointed out that more than 300 cities have a higher tax rate than Oxnard. “I want to guarantee you that all the people who live in these cities, they do not come to Oxnard to shop because our sales tax rate is lower than theirs,” he said. “I know that people think whenever you raise the sales tax, you chase business to other communities. That doesn’t happen. What’s more important is there are so many cities paying a higher tax rate than we’ve been, the bulk of it goes to the state and the county. Then the cities get their share.”
For Oxnard, they get 1.5 percent, and Nguyen is proposing another 1.5 percent, for 3 percent. “Here’s the key,” he said. “Our sales tax rate would go to 9.25 percent until Measure O expires. The key is in the increase; it all stays here in Oxnard to use for our services and programs. Most of the cities paying higher sales tax amounts; they’re not getting to keep it. That is also part of my long-term concern for a city like Oxnard. If we don’t occupy the gap (in sales tax revenue), at some point, the state and county will, as they have done in many of these other jurisdictions.” Measure O sunsets in 2029, he said, the city’s sales tax rate will drop back to 8.75 when that happens. “The key is we’re still keeping 2.25 percent of that,” he said. “That increase is not going to the county and the state. When Measure O sunsets, we’re not in the 9s or the 10s. One question Nguyen gets is why aren’t the roads better in Oxnard, like in Thousand Oaks and Camarillo? “First and foremost, we are an older city,” he said. “Our infrastructure is more than a halfcentury older than these other cities. Their infrastructure, it’s roads, and sewers were designed more recently. Their roads are better equipped for punishment. They’re designed wider, so they have more time on their side. Eventually, they’ll confront infrastructure renovation, as well. This story will continue on Sept 25.

of California cities could endure the pandemic because they were healthy before Covid-19 hit. “We are a city that had underlying conditions fiscally before the pandemic and recession,” he said. “Our goal, as always, is to achieve budget sustainability. We have to continue to work for that, even though it’s much more difficult now.” Nguyen worries about keeping his front line workers in play through the virus, including the police and fire departments, the wastewater staff, trash collection staff, the water, and recreation employees who are all front line workers. “We are so lean and have so little resources and staff, that if we have to quarantine a handful of people from any given shift, it forces us into overtime mode to backfill,” he said. “We don’t have the bodies, so we have to resort to overtime. These are funds we had not planned for. This does not get to the question of what happens if people actually test positive. We’ve been doing a good job of maintaining our employees’ safety. Out of the 1,300 employees we have, only a few have tested positive. Our frontline workers are exposed every day they’re in the public.” Looking forward, Nguyen said the city’s forecast is not good. This past year, the city was in deficit by more than $10 million and ate into its reserves. This year, the city faces a $5.8 million deficit and faces double-digit million-dollar deficits in the future. “This is not sustainable,” he said.
“It’s the same with what’s coming in under Measure O, this component of the general fund. Because sales taxes has decreased, the overall revenue has decreased. We’re forecasting less money coming in under Measure O as well. The governor has issued an order allowing deferral of sales tax payments. If many businesses take advantage of that, it will defer those revenues into our general fund.” At city hall, Nguyen said a general fund reserve on thin ice is not a good idea. The city also faces critical infrastructure issues, and they don’t have the funding for maintenance. “The physical condition of our city is not getting better,” he said. “It can only get worse if we don’t change our revenue picture. This is a reality for all of us—the cost of employees, goods, and services increase. The majority of the city’s budget goes toward personnel. That’s how we provide programs and services. With human beings. We’re not sending robots out yet.” Additionally, Oxnard employees participate in the public employee labor market and don’t exist in a vacuum. “The people who work for the city have a choice,” he said. “They don’t all have to work here in Oxnard. That’s something we need to remind everyone about.” Nguyen also worries about the city’s public safety rating. “For a city of our size, this is an incredibly safe community,” he said. “That has an impact on our business environment and our ability to retain and attract businesses. What we don’t want to do is have our
public safety reputation going into the tank.” The city’s ability to provide services for youth and seniors is also impacted, he said, and it’s important and relative to how the kids do in school along with the city’s overall safety. “If we’re not able to provide these services, we’re going to see more crime,” he said. Conducting business transactions at the city level has the same lean and thin challenges. “It isn’t just the number; it’s also the talent,” he said. “It’s important to me that we’re able to attract the most talented people that we can. The effort to continue to establish the employee pipeline-- to help get our residents prepared and trained with enough education so they can qualify for work with all of the businesses in Oxnard. One of my big focuses is retaining your businesses here, so when you grow and expand, you can do it in Oxnard.” The city isn’t doing anything extravagant, wasteful, nor is it spending money like mad. “We don’t have the revenue to provide the services or programs a city of this size demands,” he said. “We can make deeper cuts, but that will deteriorate the quality of the city’s infrastructure and civic life. We’ve cut as much as I feel comfortable recommending to the city council.” Nguyen said cannabis revenue will help, but not save, the city. “We’ve got to right-size our tax revenue,” he said. “As a reminder, competition is alive and well, even

Dear Savvy Senior, My wife and I have thought about purchasing a long-term care insurance policy, but we hate the idea of paying expensive monthly premiums for a policy we may never use. Is there a good rule of thumb on who should or shouldn’t buy long-term care insurance? Getting Old Dear Getting, There are two key factors you need to consider that can help you determine if purchasing a long-term care (LTC) insurance policy is a smart decision for you
and your wife. One factor is your financial situation and second is your health history. Currently, around 8 million Americans own a policy. Who Needs LTC Insurance? As the cost of LTC – which includes nursing home, assisted living and in-home care – continues to rise, it’s important to know that most people pay for LTC either from personal savings or Medicaid when their savings is depleted, or through a LTC insurance policy. National median average costs for nursing home care today is around
$92,000 per year, while assisted living averages around $50,000/ year. While national statistics show that about 70 percent of Americans 65 and older will need some kind of LTC, the fact is, many people don’t need to purchase a LTC insurance policy. The reasons stem from a range of factors, including the fact that relatively few people have enough wealth to protect to make purchasing a policy worthwhile. Seniors with limited financial resources who need LTC turn to Medicaid to pick up the tab after they run out of money. Another important factor is that most seniors who need LTC only need it for a short period of time, for example, when they’re recovering from surgery. For those people, Medicare covers in-home health care and nursing home stays of 100 days or less following a hospital stay of more than 3 consecutive days. So, who should consider buying a policy?
LTC insurance policies make the most sense for people who can afford the monthly premiums, and who have assets of at least $150,000 to $200,000 or more that they want to protect, not counting their home and vehicles. Another factor to weigh is your personal health and family health history. The two most common reasons seniors need extended long-term care is because of dementia and/or disability. And, almost half of all people who live in nursing homes are 85 years or older. So, what’s your family history for Alzheimer’s, stroke or some other disabling health condition, and do you have a family history of longevity? You also need to factor in gender too. Because women tend to live longer than men, they are at greater risk of needing extended LTC. Choosing LTC Insurance After evaluating your situation, if you’re leaning towards buying a LTC policy, be sure to do your
homework. The cost of premiums can vary greatly ranging anywhere between $2,500 and $8,000 per year for a couple depending on your age, the insurer, and the policy’s provisions. Also note that because of coronavirus, it may be more difficult to qualify for coverage now if you’re age 70 or older, in a high-risk group or have had a positive COVID-19 test. To find a policy, get a LTC insurance specialist who works with a variety of companies. See the American Association of LongTerm Care Insurance website (AALTCI.org) to locate one. Also shop insurers like Northwestern Mutual and New York Life, who work only with their own agents. Another option you may want to consider are Hybrid policies that combine long-term care coverage with life-insurance benefits. These policies promise that if you don’t end up needing long-term care, your beneficiaries will receive a death benefit.

A fellow attendee was a sitin leader and student from Nashville who became SNCC’s chairman a few years later: John Lewis. As our nation paused recently in public mourning to say our final goodbyes to this great servant leader, I said goodbye to my longtime dearly beloved friend. For college students during the 1960s Civil Rights Movement, as the youngest of the “Big Six” civil rights organizational leaders and the 23-year-old youngest speaker at the March of Washington, John Lewis was our peer and our generation’s voice. But he long ago transcended that early role. He served 33 years as the representative for Georgia’s 5th District and became not only “the conscience of the Congress” but helped fuel the moral conscience of our nation and his lifetime of activism and service ultimately pushed our country closer to its founding ideals. Former Vice President Joe Biden and Dr. Jill Biden said, “We are made in the image of God, and then there is John Lewis. SENIORS 805 Scarcity of raw material still squeezes N95 mask makers FRESNO (AP)—White House officials say U.S. hospitals have all the medical supplies needed to battle the deadly virus, but frontline workers, hospital officials and even the Food and Drug Administration say that’s not the case. Shortfalls of medical N95 respirators—commonly referred to as N95 masks—and other gear started in March, when the pandemic hit New York. Pressure on the medical supply chain continues today, and in “many ways things have only gotten worse,” the American Medical Association president, Dr. Susan Bailey, said in a recent statement. “N95s are still in a shortage,” said Mike Schiller, the American Hospital Association’s senior director for supply chains. “It’s certainly not anywhere near pre-COVID levels.” Behind the bottleneck is a scarcity of the crucial component inside the masks: meltblown textile. The Associated Press has found the White House failed early in the pandemic to heed stark warnings of looming shortages and took months to sign contracts with companies that make the meltblown material. Even today, manufacturers say the Trump administration hasn’t made the necessary long-term investments they need to meet the soaring demand. Meanwhile, the administration allowed meltblown exports to slip out of the country as health care workers
switched to reusing masks—a practice considered dangerous before the pandemic began. Manufacturers say they risk significant losses if they invest millions in machinery, raw materials, new employees and factory space to churn out a product projected to have a short-lived demand, without assurances that the government will continue to buy their meltblown textile after the need for N95s recedes post-pandemic. “I’m not going to sit here and tell you that we’re going to guarantee purchases in 2021 or whatever date you pick,” said Rear Adm. John Polowczyk, who heads the Federal Emergency Management Agency’s Supply Chain Stabilization Task Force. He denies there are shortages. N95 manufacturers say they’re designed for single-use, to be thrown out after each patient. But due to shortages, the Centers for Disease Control and Prevention instructed health care providers to reuse them. Because of this shift in usage, it’s hard to accurately estimate the severity of the shortages of medical-grade masks and gowns. White House trade adviser Peter Navarro disputes reports of shortages. In an August interview, he said his office responds daily to news stories of ill-equipped medical providers, sending supplies as needed. “We have what we need to get to
people what they need,” he said. But today, hospital administrators say they can’t get as many masks as they want, and the FDA included N95s on its most recent medical supply shortage list. Mike Clark, a division president at Hollingsworth and Vose of East Walpole, Massachusetts, said his company has tripled production of meltblown by ramping up and exit-
ing other markets. But he and other makers have reservations about investing significant sums of their own money. After the H1N1 epidemic in 2009, Hollingsworth and Vose purchased a new meltblown machine, but the demand for N95s plummeted when the virus dissipated, Clark said. The company received a government contract for $1.9 million to pro-

Dan Reese, president of Prestige Ameritech, the largest domestic maker of medical N95 masks, said he emptied his own savings during the H1N1 flu outbreak to boost his output, only to end up near-bankrupt and laying off workers when demand dried up. He currently buys meltblown fabric from wherever he can get it, and estimates it would cost $15 million and take a year to start producing his own. A machine alone costs $5 million. “I don’t have the cash,” he said. “If we continue to ramp up our production like we plan, we’re going to run out of meltblown.” Between mid-April and early May, four N95 manufacturers—O&M Halyard, Honeywell, 3M and Holingsworth and Vose—received a total of $134.5 million to increase production. The federal government also approved smaller contracts this summer with NPS Corp. and Lydall to bolster meltblown production. But the Trump administration has not specifically restricted exports of meltblown material, a power it can use under the Defense Production Act. And U.S. manufacturers have continued exporting this textile overseas.

Quesadilla’s are one of the easiest meals to make. And it is very difficult to make a quesadilla wrong. However, some ways are better than others.

ND this way that I am about to show you, takes the whole experience to the next level. Let me introduce the quesotaco quesadilla. Cheese on the inside, and crispy cheese shell on the outside. Shall we get in to it? A quick not before we start, you can use 1 large tortilla and fold it
over, or 2 small tortillas a make a “sandwich”. Also, I have found any soft cheese works really well, including mozzarella, cheddar, provolone, and of course the store bought “Mexican Cheese” blend works too. Ingredients - Tortilla - Cheese
To Cook On medium heat, in a cast iron or non-stick pan (or ideally a comal if you have one) warm your tortilla. Do this for a couple of minutes, flipping occasioanlly, until you see some darker brown spots. Once both sides have a bit of color and crisp to them add your cheese. Spread the cheese evenly around the tortilla. Leave the tortilla open and continue to add color and crisp to the outside while the cheese starts to melt. Fold or sandwich the quesadilla and flip. Push aside and on an empty part of the pan, place cheese directly on the pan. Let the cheese melt and bubble on the pan until you start to see a holy honeycomb pattern. Place your quesadilla on top of the pan melted cheese and cook for another minute. With a spatula, get under all the cheese and take out of pan. Flip over to see your beautiful cheese shell. EAT! Ooey gooey, crisp and crunchy, delicious quesadilla. Seriously, the best. And bonus points my 3 year old son eats these in a minute flat every time (almost). I hope you enjoyed this dish! ROUP President Jennifer Thompson, along with her volunteers, answered questions, talked about the organization, and enjoyed a little mask friendly Covid-19 fun. Cassie’s Cats networks adopt cats and kittens in Ventura County and offers foster services that give felines a home from local shelters and rescue groups. The group also brought its gift shop along, so people could stock up on cat merchandise and support the organization’s ongoing effort in the county to operate a location. Cassie’s Cats have been busy in 2020, and they’ve taken in 11 cats from Santa Paula Animal Rescue and four from Greyfoot Cat Rescue. Thompson said the group got its name from her first cat, named Cassie. “I got her when I was 10 years old,” Thompson said. “I’ve loved cats my whole life, and I knew when I wanted to start an organization of some sort, I wanted Cassie to be represented, somehow.” She plans to open a lounge and adoption center for cats in Ventura. “We will have cats who are adoptable straight from the lounge in Ventura,” she said. “This will be a public space where people can visit the cats.” While she’s had cats during her entire life, in 2006, a friend of her husband found a litter of newborn
kittens with no mother in sight. “She called me and knew that I would love to take these kitties in,” Thompson said. “I said, okay.” From there, she started doing a lot of research on reputable websites on how to take care of orphaned kitties, like bottle feeding them, helping them go to the bathroom, and keeping them warm. “That was my first foray into fostering, and since then, I have volunteered for different places, and I’ve had over 50 cats and kittens come into foster with me,” she said. “That includes four cats at my house right now.” Jennifer knows a cat being adopted is going to a good home, but that doesn’t mean watching the furry friend leave isn’t tough. “It’s always bittersweet, and I usually cry,” she said. “I heard Hannah Shaw speak once, she’s known as the kitten lady, and her description of it is like you’re a crossing guard, and you’re taking them from one side of the street to the other, and they can’t cross safely without your help. You’re getting them to a place where they can go on and live a nice long life in safety and with love. That’s important and meaningful work to me.” When someone approaches her about adopting a cat, she talks
about her foster cats. “If you have any questions about adoption, I will direct them back to the organization I am fostering with,” she said. “When I’m able to open my lounge and adoption center, everything will go through Cassie’s Cats. There’ll be an application process, and we’ll have a conversation to make sure it feels like a good fit for the pet and family.” It’s hard to do many face-to-face meet-and-greets during the pandemic, but there are many behind the scenes conversations. “I have Facebook and Instagram, so when people are interested in the kitties I am fostering, we can talk back-and-forth a little bit,” Jennifer said. “Then I can turn around and work with the shelter or rescue group and say I’ve had a great conversation with these people, and it seems like a good fit. If they turn in an application, I would consider them.” Jennifer brought a lot of cat merchandise for sale, and during the pandemic, she’s been sowing a lot. “My mother, who lives about four hours away, she’s also been sowing masks and donating them,” she said. “Cassie’s Cat’s will get 100 percent of the proceeds. We’re trying to build up our reserves, so we have the money to open up, pay rent, utilities and support the cats. I cover the cost of the materials.” She has dogs, but Jennifer said cats fit her. “I am an introvert; I need a lit-
for adoptable cats in Ventura. “They only have them in other areas, and we need one in Ventura for the cats here,” she said. “It’s such an awesome establishment. We need it.” Tammie started as a dog person until she met her friend, Barbara Hinton, who introduced her to cats. “Barbara and I went to school together, and she was in charge of the kitten program at SPARC (Santa Paula Animal Rescue Center), and they put out on Facebook they need volunteers,” she said. “I got swindled into it. If you told me five years ago that I would have three cats, I would have said you are crazy. Now I have three cats and two dogs.” She calls the experience awesome. “It’s fun and rewarding,” she said. “To get all the cats off the streets and get them spayed and neutered and taken care of and not living in the streets is rewarding.” Hinton loves paying attention to and nurturing the cats, so they are adoptable. Teri Hylton led the way with seven cats who all came at different stages in their life. “My youngest is four years old, and my oldest is 18 years old,” Hylton said. “I’ve had them all since they were babies.” Keeping the peace, she said, is no problem with some exceptions. “I’ve got a couple who push each other’s buttons,” she said. “They usually calm themselves down after a while, or somebody else will jump in the middle and calm them down. They take care of themselves.” She got her start at SPARC and took in a pregnant cat. “I didn’t know anything about
the place, and they made me feel bad because here I am taking this pregnant cat that’s going to have kittens,” she said. “They were loaded with cats, and they asked me if I wanted to volunteer. The next thing I know, I’m doing the volunteer program and helping out with all the cats and doing the foster kitten volunteer program. It was great, and that’s how I ended up with more cats.”
She jokingly said to keep things off the shelf when you adopt a cat. “Cats, for me, are soothing, calming, and great companions,” she said. “They will sit there and are low maintenance. You don’t need to take them out to go potty like you do dogs.” Amanda Valencia met Jennifer when they were foster moms for SPARC and had kittens at the same time. Hers got adopted, and she can’t foster cats anymore. “I admire Jennifer so much,” Valencia said. “It’s hard on the heart, and I look up to people who can take in litter after litter and foster them. It needs to be done, but it is hard on my heart.” Her boyfriend is allergic to cats, so she can’t have any cat foster fails. “When it came time to find homes for them, I was crying every day,” Valencia said. “Luckily, they all went to good homes.” When she started fostering, she didn’t ask her boyfriend. “I just brought them home,” she said. “I went into SPARC to volunteer, and I hadn’t been there in years. I decided to start volunteering again, saw a litter of kittens, and asked if you needed any foster parents.” They sent her home with blankets, a cat house, food, and three feral kittens. “I went home and said we have kittens,” she said. “His eyes puffed up for like three or four months.” For more information, visit cassiescatsandkittens.org.

HEALTH Poll: Pandemic takes toll on mental health of young adults By Cheyanne Mumphrey and Jennifer Sinco Kelleher PHOENIX (AP)—The coronavirus pandemic has taken a harsh toll on the mental health of young Americans, according to a new poll that finds adults under 35 especially likely to report negative feelings or experience physical or emotional symptoms associated with stress and anxiety.
A
majority of Americans ages 18 through 34— 56%—say they have at least sometimes felt isolated in the past month, compared with about 4 in 10 older Americans, according to the latest COVID Response Tracking Study conducted by NORC at the University of Chicago. Twenty-five percent of young adults rate their mental health as fair or poor, compared with 13% of older adults, while 56% of older adults say their mental health is excellent or very good, compared with just 39% of young adults. In the midst of the pandemic, young adults are navigating life transitions such as starting college and finding jobs, all without being
able to experience normal social activities that might be especially essential for people who are less likely to have already married and started their own families. Some young people are just beginning their adult lives amid a recession, and older members of the group are already experiencing their second. Christina Torres, 32, a middle school teacher in Honolulu, had to postpone her June wedding and was not able to travel to her grandmother’s funeral in California because of the pandemic. She misses being able to deal with stress by going to the gym and getting together with friends. “And so it’s hard to not feel really hopeless sometimes, especially

because the numbers keep going up,” she said. The study found that younger Americans also consistently show higher rates of psychosomatic symptoms, like having trouble sleeping, getting headaches or crying, compared to other age groups. The likelihood of experiencing such symptoms decreases with age. The results are surprising because people who are considered most at risk normally report more mental health symptoms, and older adults are more likely to become seriously ill from the coronavirus, said Tom Smith, who has directed NORC’s General Social Survey since 1980. The numbers also contrast with stories about some younger people gathering for large parties, seemingly unafraid of the risk pose by the virus, he said. One possible explanation could be that young adults have less experience dealing with a public health crisis, said
Smith, 71, who grew up being told not to play in the dirt because of the risk of contracting polio. “This experience facing a pandemic is completely new for most younger adults,” he said. Torres thought some of the hardship her generation is experiencing now could be attributed to their lack of historical context, compared with her parents’ generation. “So it kind of feels like, oh my God, can this get any worse? When is it going to get better?” she said. “It doesn’t feel like it’s going to get better.” Young adults also face constant exposure to social media, which could make negative feelings about the virus even worse. The survey found that frequently watching, reading or talking about the virus is consistently linked with higher rates of negative mental health symptoms. Wayne Evans, 18, a freshman at North Carolina State University studying remotely after being sent home because of virus cases at the school, said social media provided daily reminders of COVID-19. “In some ways social media has added to my stressors, yes. Just the information overload that’s unavoidable on social media platforms can be distracting,” he said. The survey found 67% of young adults, but just 50% of those older, say they have at least sometimes felt that they were unable to control the important things in life. And 55% of 18 to 34 year olds say they have felt difficulties piling up too high to overcome, compared with 33% of older adults.

How Did We Get Here? As White House played down virus, health experts’ alarm grew By Kevin Freking WASHINGTON (AP)— Public health officials were already warning Americans about the need to prepare for the coronavirus threat in early February when President Donald Trump called it “deadly stuff” in a private conversation that has only now has come to light. At the time, the virus was mostly a problem in China, with just 11 cases confirmed in the United States. There was uncertainty about how the U.S. ultimately would be affected, and top U.S. officials would deliver some mixed messages along the way. But their overall thrust was to take the thing seriously. “We’re preparing as if this is a pandemic,” Dr. Nancy Messonnier of the Centers for Disease Control and Prevention told reporters on Feb. 5. “This is just good commonsense public health.” Trump, however, had a louder megaphone than his health experts, and in public he was playing down the threat. Three days after delivering his “deadly” assessment in a private call with journalist Bob Woodward, he told a New Hampshire rally on Feb. 10, “It’s going to be fine.” Trump’s acknowledgment in Woodward’s new book “Rage” that he was minimizing the severity of the virus in public to avoid causing panic has triggered waves of criticism that he wasn’t leveling with the American people. The White House has tried to answer that criticism by pointing to selected comments from U.S. health experts to suggest they were on the same page with Trump all along.

“Tenet” “Tenet”

“Tenet” is the biggest step yet in restoring the moviegoing experience. For all intents and purposes, the return to theaters started two weeks ago with “Unhinged.” That was the first movie. Then last week came “The New Mutants.” Set in the “X-Men” universe, it was the first franchise movie. Now comes “Tenet,” which is in the enviable position of being the first good movie.
D
I R E C T O R Christopher Nolan loves to mess around with time and chronology. “Memento” was a story told in reverse. “Inception” had four layers of dream worlds in which time progressed at different speeds while very little time was actually passing. “Durkirk” bounced between four different stories in four different timeframes. And “Tenet” introduces us to the concept of time inversion. What is time inversion? “Don’t try to understand it,” says a character early in the film. That’s fine by me, since I’m not entirely sure the movie even understands it. Basically, the characters have access to technology that lets them go backwards in time. Not disappear and reappear at a point of their choosing like in most time travel movies, but travel backward at a normal speed as the rest of the world travels forward at regular speed. Say you wanted to fight an opponent. Time inversion could give you a two-on-one advantage since you could fight the person in real time, then later go back and join the fight again along with your past self while breaking out some unusual reverse fighting moves. That might not be the best example, but it’s a deliberately confusing concept. John David Washington stars as an unnamed protagonist (though he annoyingly likes to refer to himself as “The Protagonist”) who
interested in safety as a condition of helping The Protagonist, which I felt was a selfish storyline distraction. The end of the world is on the line here, she needs to be thinking about more than just two people (who will be wiped out anyway if Sator succeeds) when deciding whether or not to cooperate. The biggest takeaway from the film is the impressive, dizzying action scenes, which is what one expects from a Nolan film. There’s the shootout at the opera house in the beginning, a vertical stealth mission up the side of a skyscraper, an elaborate plane crash, a “standard vs inverted” fight sequence, a “standard vs. inverted” car chase, and some nifty hand-to-hand combat. I may not understand Sator’s blackmail plot against Kat or the finer points of time inversion, but I can understand The Protagonist raking a goon across the face with a cheese grater. “Tenet” is a movie for people who like movies that mess with their heads. I prefer my movies a little more straightforward, but I can recognize a monumental effort when I see one. And I liked the performances: Washington gives undeserved life to a blandlywritten Protagonist, Pattinson works surprisingly well as the wild-card sidekick, Debicki is going to become a major starlet after her turn here as a femme fatale, and Branagh is likely to go down as the most chilling villain of the year. The screenplay sacrifices rationality and character development for set pieces and time inversion logistics, but overall the movie is an exciting big-screen experience after a spring and summer completely devoid of them. Grade: B-

NEWS Moorpark College Secures $2.9 Million Grant for Project STEM Impacto Grant program will encourage students to pursue STEM programs through 2025
Moorpark--Moorpark College is pleased to announce that it has received a five-year, $2.9 million Department of Education Title V grant for Project STEM Impacto. This grant, which creates and fosters student cohorts in biology, biotechnology and computer network systems engineering, will benefit Moorpark College students through September 2025.

HE grant begins in October and will enhance STEM (science, technology, engineering and math) Career Education (CE) programs. Moorpark College is on the cutting edge of CE for
new students directly out of high school or professionals looking for advanced skills in a new industry. The CE programs offer a sequence of courses directly related to employment in highdemand, current and/or emerging occupations. Many of the programs in the CE arena at Moorpark College offer certificates that can be completed in as few as 12 months. “Moorpark College continues to exhibit dedication and meaningful support for their STEM programs,” said Ventura County Community College District Board Chair Bernardo M. Perez. “This grant will be a great addition to the Career Education initiatives that we are implementing throughout the District.” “This grant will support Moorpark College in its work to transform the lives of our students and improve our communities,” said Dr. Julius Sokenu, Interim
President of Moorpark College. “It will help the college connect with students while they are still in high school, support them while they are at the college and link them to employers and potential jobs. We call it project STEM Impacto because we believe that this will make a major impact in the lives of hundreds of students over the next five years.” The Project STEM Impacto grant’s key components include STEM outreach to high schools, a summer bridge program, soft skills workshops, intensive counseling, peer mentoring, course-embedded tutors, workbased learning including paid internships and financial literacy workshops. “The college has a great multidisciplinary faculty team who contributed to the grant planning process,” said Career Education Grant Director Michael

By Chris Frost chris@tricountysentry.com Oxnard—The Oxnard Sea Scouts were busy at work on Sept 12 and followed up their work at the 9/11 Bar-B-Que and Back the Badge event at the Oxnard Elks Club with an hit the road early to clean up Channel Islands Harbor. Scout Leader David VadBunker led his scout on the expedition and collected a lot of debris at the dock. The troop hit the water early and found a collection of trash, plastic bags, and an old picture, among other items. The group gathered it all in plastic bags, disposed it, and like the true scouts they are, left the area in better shape than how they found it. The scouts remain engrained in its service to the community, which is centered on traditional American values. They are a credit to Oxnard.

We are looking at accuracy and reliability of the systems.” In other words, Wight and the other logisticians are developing and using mathematical modeling to analyze the Navy’s “big data.” The term is used to describe the analysis of massive sets of data that or too large or too complex to be handled with traditional data-processing software. “The data is gathered and inputted into mathematical models that are designed by the students and other analysts,” said Professor of Mathematics Geoffrey Buhl, Ph.D., who had several of the alumni in class. “By putting the data into mathematical models, they can make different predictions on how design choices will impact a system or how much it will cost to maintain, for example.” Both Buhl and Professor of Mathematics Cynthia Wyels, Ph.D., take great pride in how well their former students are doing at NSWC PHD. “It’s no surprise to see CSUCI math graduates contributing to the work at
Naval Base Ventura County,” Wyels said. “They have the opportunity to build their technical skills, content knowledge, communication prowess and ability to work as part of a team while in the CSUCI math program.” The other five students working under Howard’s supervision are: Jim McDonough and Victor Moreno, who both hold a BS and MS in Mathematics; Cameron Marsden, who holds a BS in Mathematics and a minor in Computer Science; Jennifer Rodriguez, who earned a BS in Biology and a minor in Math; and Carissa Romero, who has a BS in Mathematics. The degrees all came from CSUCI except for Rodriguez and Romero who earned their MS from other institutions, and Moreno, who holds a Ph.D. from another university. Romero, a 2011 graduate, took a winding road to her mathematics degree. Born in El Paso, Texas, she first attended the University of Texas at El Paso (UTEP), where she changed her major three times. She finally took
a semester off to participate in a college program at Walt Disney World in Florida and coached softball for her boss’ daughter. “Then I realized I wanted to be a teacher and coach softball in high school,” Romero said. “I didn’t know what to major in and my boss said, ‘What’s your favorite subject?’ and I said ‘That’s easy: math.’” Romero transferred to CSUCI when her husband was transferred to Ventura County 12 years ago and realized a degree in math gave her many career choices. “Math is so much more than doing equations,” she said. “It teaches you to be logical. Not just with math problems but with everyday life.” Wight credits the CSUCI Grad Fest with getting her job at NSWC PHD. She graduated from the University of Redlands and then taught high school math for nine years. When she and her husband both got teaching jobs in the Moorpark Unified School District, she enrolled in CSUCI to earn her master’s
in Mathematics. She had a job, but when a fellow graduate student encouraged her to go to the CSUCI Grad Fest, curiosity and then serendipity took over and she went. “I went to like 1,000 booths and was chatting with one of the guys with the base who said ‘Send me your resume.’ I wanted to see what was out there so I did...and I got this job,” Wight said. Faculty like Professor of Mathematics Jason Miller, Ph.D., work to keep the pipeline between NSWC PHD at CSUCI’s Mathematics graduates strong. He also encourages undergraduates to check into a national program funded by the Office of Naval Research in Washington DC called the Naval Research Enterprise Internship Program (NREIP). The Navy also has a Science, Mathematics and Research Transformation (SMART) program in which college students get tuition, a salary and summer stipends for research they conduct while in school. (AP)—Since the Great Recession, cities like Dallas, Houston, Phoenix, and Hobbs, New Mexico, have seen construction booms. Homes and skyscrapers have popped up almost overnight thanks to cheap labor Latino immigrants provide contractors. But at what cost? “Building the American Dream,” a new VOCES/PBS documentary, examines the effects of this construction boom in the American Southwest on Latino workers by telling the stories of those erecting buildings in Texas. The film dives into the lives of one Mexican immigrant family in Texas after their construction worker son dies while on the job. A Salvadorian electrician couple is cheated out of wages and tries to force a contractor to pay despite having no union to back them up, Meanwhile, advocates work to try to convince lawmakers
and city officials to make lives better for workers, not by demanding insurance or workers’ compensation, but through a simple request: water breaks. Director Chelsea Hernandez said she’d been working on the film since 2009 and its a microcosm of the exploitation Latino

Oscars diversity criteria ‘not about exclusion’ say leaders By Lindsey Bahr HOLLYWOOD—Any change to the Oscars is going get people talking, so the leaders of the Academy of Motion Picture Arts and Sciences were not exactly surprised that the new best picture inclusion standards became a trending topic on social media as soon as they were announced Tuesday night. “Change doesn’t come without some variation of views,” said Paramount Pictures CEO Jim Gianopulos, who co-headed the task force behind the criteria with film producer DeVon Franklin. “Nothing is absolutely perfect, but this is a very progressive effort to make change.” Starting with the 96th Academy Awards in 2024, best picture nominees will have to meet specific requirements addressing gender, sexual orientation, race, ethnicity and disability in front of and behind the camera in order to qualify. Films must comply with two
of four broad representation categories: On screen; among the crew; at the studio; and in opportunities for training and advancement. Some said they went too far and accused the new rules of inhibiting art and artists with quotas. Others, like Stacy L. Smith, director of the University of Southern California’s Annenberg Inclusion Initiative, said they didn’t go far enough. Smith said she could find few Oscar nominees from the past 20 years that didn’t already meet the new standards. “I want to commend them for trying and for putting together a criteria because we know criteria is a way to counter bias,” said Smith. “But we’re not seeing anything that will push conversation forward. They’re not aspirational in any way.” The Academy leadership team believes the reforms will inspire change, though. “This is about broadening the definition of excellence. This is about inclusion,” Franklin said. “This is not about exclusion.”
