Hueneme Beach name change moves forward in Port Hueneme By Chris Frost Tri County Sentry Port Hueneme-- Before the city council went on its August recess, it unanimously voted to begin the process leading to a November 2022 General Election ballot measure and citywide vote by the residents of Port Hueneme to change its name to Hueneme Beach. The topic brought a lot of emotion to the dais, but ultimately, the group unanimously approved the action. Oxnard-- The conversation about what the council will do with its American Rescue Plan (ARP) funding continues with Councilman Oscar Madrigal saying the majority of the money they receive should be spent in zip codes 93030 and 93033, as Covid-19 numbers start to rise.
“Unfortunately, we’re looking at dark times ahead again,” he said. “At the end of the day, whatever we decide, that money should benefit those two zip codes regardless of the districts because they were the hardest hit.” He said an article in the Los Angeles Times did not paint the government in a good light regarding the people in
La Colonia and Southwinds neighborhoods. “It painted that residents were left to fend on their own,” he said. “It looks like we’re heading in the same direction. Oxnard-- I’m on the fence about getting the Covid-19 vaccine, and I’m sorry, the more research I do, the more I waffle.

IRST of all, this vaccine is not approved by the F.D.A. Okay that sparks some questions, starting with why the F.D.A. has not approved the vaccine. I know they gave emergency approval for the vaccine, but at the same time, if this is worthy of me sticking out my arm and saying yes, please, why are Pfizer and Moderna immune from any lawsuits? To me, that’s the equivalent of me having my taxes done by a guy who says he is “really good at cyphering numbers,” but before I get my heinie reamed by the I.R.S., I have to sign a release saying he could never be sued. I’ve had this fight before, and it was a huge fight at my house. My dad, good ole’ Pop, went in to have his aorta fixed; I told my sister not to sign a release of liability if the doctor gave her one. That worthless scumbag doctor ran thousands of dollars of tests on him, and he told my idiot sister that it was safe, but unless she signed the release of liability, he wouldn’t

perform the surgery. She signed the release, he had surgery and a stroke, and he died. Her lawyer told her that she couldn’t sue. She and I had a huge fight before Pop’s surgery, and I lost. Well, good ole Pop is the one who lost. n Frosted, see page 4

NEWS Dyar charged with drug possession Oxnard-- During July, the Oxnard Police Department Drug Enforcement Unit (DEU) began an investigation related to David Dyar being involved in the sales of methamphetamine to residents in the City of Oxnard.

URING the investigation, DEU detectives learned that Dyar had a felony warrant for his arrest related to narcotics sales. Detectives learned that Dyar was staying at a residence in the 40 block of South Pacific Avenue in Ventura. Detectives developed enough probable cause to obtain a search warrant for the home. With the assistance of Ventura Police K9 Deco and Ventura patrol officers, detectives served a search warrant at Dyar’s residence. Dyar was contacted at the residence and taken into custody for his outstanding
Photo courtesy Oxnard Police Department felony warrant. During a search of the residence, detectives located multiple pounds of Methamphetamine, a large quantity of Heroin, and Fentanyl. Additionally, Detectives found several
thousand dollars and further evidence of narcotics sales. Dyar was arrested for possession for sales of Methamphetamine, Heroin, and Fentanyl, all felonies. Dyar was additionally charged with his outstanding
felony warrant. The Oxnard Police Department is committed to identifying and disrupting the narcotics activity responsible for creating quality of life issues within Oxnard neighborhoods.

A friend of mine got sick with the Delta variant of Covid, and the first thing they did was tell him that if it weren’t for his shots, he would have become seriously sick. Okay, I’ll play along, and my next question is how can this shot, that before
they released it to the public required total immunity from being sued, would turn Covid into what amounts to just a bad flu? I took to the web for answers, and according to the Insurance Journal, when I asked this question, can the government get sued if I get hurt from the Covid shot; what popped up was “How
U.S. Government Will Handle COVID-19 Vaccine Injury Claims Is Largely a Secret.” Of course, I saw the President stand in front of the television cameras and say, “I promise you the vaccine is safe.” Okay, then why hasn’t the FDA approved the vaccine? Just one, well, a few more questions. What happened
to the original Covid-19? Is that over? Why aren’t we talking about this anymore? Is anybody working on a vaccine that will deal with all these variant vaccines? If they are, what is the timeline for the new vaccine? Since I’m in question asking mode, is there any plan to hold China accountable for this mess? Wait, we’re
not supposed to talk about that. Thank God I am an old S.O.B. that isn’t afraid to ask questions, expect direct answers, and is not afraid of the haters in the world. Of course, Facebook will probably put a warning on this post saying the Covid 19 shot is safe, but of course, they probably won’t answer any of my questions.

VCCCD Board approves mandatory COVID-19 vaccinations for students and employees The Ventura County Community College District Board of Trustees, Tuesday, August 10, unanimously approved requiring COVID-19 Vaccine for Employees and Students.
T
HE policy requires that everyone who accesses in-person, on-site campus/District programs or who participates in off-site District/college services in person be vaccinated against COVID-19. The district’s goal is to protect the health and well-being of its students, faculty, staff, administrators, and the communities VCCCD serves and maintain higher education access
and attainment for the district’s approximately 31,000 students. Effective October 15, the mandate allows time for unvaccinated employees, students, and the public to complete the two-dose vaccine. The mandate recommends immediate implementation with the vaccines the Food and Drug Administration approved under Emergency Use Authorization, including those from Pfizer-BioNTech, Moderna, and Janssen (Johnson & Johnson). People with verified medical conditions or who have sincerely held religious beliefs that prevent vaccination can request an accommodation from District Human Resources. Individuals who have not received a COVID-19 vaccination may be
subject to other safety measures. Students enrolled in in-person classes for the fall semester will be required to change to online classes if they are not vaccinated by the deadline. “We are hopeful this mandate helps improve the vaccination rate in Ventura County, as we all hope for an end of the pandemic,” said Board Chair Joshua Chancer. The Board is grateful for the input from Ventura County Public Health, which was incorporated into the approved policy to support the achievement of population-level immunity throughout the district and Ventura County. As of Aug. 10, 66 percent of Ventura County residents, age 12 and older, are vaccinated (venturacountyrecovers. org/). According to experts, to bring
the pandemic under control, about 85 percent of Americans need to be vaccinated. Locally and statewide, institutions of higher learning have implemented coronavirus vaccine mandates. The California Community Colleges has strongly recommended a vaccine mandate to help safeguard student/ employee health and safety, and Governor Gavin Newsom’s office has ordered COVID-19 vaccination for all state employees. “The District prioritizes the health and safety of its employees, students, and the community,” Chancellor Greg Gillespie said. “This mandate, along with other COVID safety protocols we’ve been practicing since the beginning of the pandemic, will help keep our communities safe.”
The District will continue to adhere to indoor mask use following recommendations from the Ventura County Public Health department. Since mid-July, the department has urged community members to wear masks indoors in public spaces, regardless of their vaccination status, to reduce the spread of COVID and lower hospitalizations in Ventura County. According to the Centers for Disease Control and Prevention (CDC), the Delta variant caused between 80-87 percent of all COVID-19 cases across the country during the last two weeks of July— up from 8-14 percent in early June. The CDC continues to emphasize vaccines offering strong protection against serious illness or death.

Seussical takes you on a musical adventure that drives home the point that “Anything’s Possible When you Think Seuss.” The show opens with JoJo, played by Zada Esther Reis, called “The Thinker,” who brings the Cat in the Hat, played by Eddie Speirs, to life. The Cat creates a Seussical World around the pair. The Cat encourages JoJo to dream up the Jungle of Nool, where JoJo finds Horton the Elephant, played by Daniel Goldberg, who hears a noise floating along on a speck of dust. Horton agrees to protect the speck of dust, where the Whos live. Although no one can hear the Whos except for Horton, he promises to protect them and proclaims that “a person is a person, no matter how small,” and he places them on a clover. People start accusing Horton of being crazy, except for Gertrude McFuzz, played by Christine Meier. She falls in love with Horton, but is afraid that he does not notice her because of her tail, consisting of “one droopydroop feather.” Mayzie, who has a grand tail, convinces Gertrude to take pills that make her tail grow new
feathers. The Whos struggled to survive on the tiniest planet in the universe, and their world was heading into war. Horton pledges not to let the Whos down. JoJo is not interested in war and leaves. The Cat in the Hat appears to JoJo, and encourages him to use his thinks to find his way home and is reunited with his parents. A band of delinquent monkeys steal the clover with the speck and get away. Mayzie La Bird, played by Renee Smith, offers to help Horton forget the Whos by having him hatch an egg that she doesn’t want to care for. While Horton sits on the egg, he gets captured by a band of hunters who auction him and the egg to Circus McGurkus. Gertrude frees Horton after she plucks all but one of her tail feathers to fly there, and she confesses her love for him. She found Horton’s clover, which brought huge applause from the crowd watching as the Whos were alive. However, the Sour Kangaroo and the Wickersham brothers take Horton back to the jungle, where he is put on trial for talking to a speck, disturbing the peace, and loitering on an egg. Horton pleads with the Whos to make as much
noise as possible. As Horton is about to be taken away and the clover is about to be boiled, JoJo creates the word Yopp, which the animals hear and clears Horton of the charges. Horton finally hatches a flying “Elephant-Bird,” played by Lexi Speirs, which causes Horton to panic. Gertrude and Horton agree to raise the child together. Goldberg said he identifies with Horton and loves bringing him to life. “I’ve always loved music in general, and I have been singing since I was in eighth grade,” he said. “I had a little bit of stage fright, but I wanted to break out of that. I really relate to the character of Horton, so I thought this was a chance to get out of my shell and do what I love, which is singing.” He auditioned for the role of Horton because the
character is friendly and kind. “He tries to help out everybody,” Goldberg said. “It doesn’t always work out the best for him, but I have always tried to be a helpful and kind person, and some people take advantage of that. You’ll see that it in the show, and I understand wanting to help everybody, no matter how small.’’ He said it took some time to get the part down and learn all the stage movements. “We’ve been working since March, and we’ve blocking since May, at least,” he said. “It’s taken a while, but we’ve got it down, and I think it looks great.” Goldberg said learning to sing was a process. “I’ve always been able to at least carry a tune, but I learned quickly that’s not the only thing you need to be a singer,” he said. “I’ve been
taking voice lessons since I was about 17.” Eddie Speirs said the Cat in the Hat reflects his personality. “Being goofy, playful, and being able to have fun,” he said. “Working with the kids and the other cast members is also a lot of fun.” Eddie was on his maiden theater experience, and he did it because his oldest daughter has been involved with theater for three years. “This is all-inclusive, and Noah (Skultety) said, why don’t you audition and be in one of our shows, he said. “I auditioned and got the role of the Cat in the Hat.” He called stage movement a challenge because it was his first time on stage. “I’ve also been taking vocal lessons from Noah to prepare for the show,” Eddie said. “It’s been out of my comfort zone. I am an engineer. This is my sixth show, so I am over the nerves by now.” Skultety co-founded CSPAR and directed the show but admitted that he wears many hats. “I used to do a lot of catering here at Studio Channel Islands, and when I got out of restaurants, I wanted to start a non-profit theater organization for live productions as well as teaching,” he said. Skultety said Studio Channel Islands offered
him a small space they transformed into a studio, and the group hit the ground running. “Now we have several shows a year,” he said. “We are all-inclusive, so we never turn away anyone who wants to perform with us.” He said choosing Seussical was easy. “We wanted something joyous, especially with the pandemic,” he said. “We wanted something that included everyone, including kids, adults, and was bright and colorful. Seussical delivers a great message.” The group was doing a production of Shrek, then Covid-19 hit and stopped everything. “We had to cancel that production which we will do in 2022,” he said. “It rallied the community around us, and we made it through as a fairly new non-profit theater organization.” Renee Smith added that she choreographed the show and played Mayzie La Bird, but she admitted that the outfit was too much for an everyday look. She mentors the newcomers. Haylie loved the show. “It’s adorable, and my children love it,” she said. Rennix loved spending time with her mom and couldn’t decide if she liked Horton on the Cat in the Hat more.

Marsala Chicken
By Connor Forbes I have had whole wheat flour milled by my friend Chef Joanna Barajas (Instagram: @chefjoannas) in my cabinet for a couple of weeks that I have been dying to use.
I
don’t particularly enjoy baking bread so I didn’t have an obvious use in mind. But inspiration sprung the other day when my wife, Amanda, brought home a giant pack of mushrooms. Chicken marsala is a special treat that from the outside seems really intimidating, but after you get the hang of it, it’s a pretty fast option that will wow your tastebuds. Let’s get cooking. This recipe will feed 5 easily. Ingredients - 5 medium sized chicken breasts - 1 cup flour - 1 cup mushrooms sliced - 1 medium shallot, diced - 5 cloves garlic, diced - ½ cup Marsala wine - ¼ cup cooking oil - 4 tablespoons of butter
- 1 tsp salt To Cook In a bowl, mix the flour and salt. I used the whole wheat from Joanna, but conventional flour is fine too. Coat each chicken breast thoroughly in the flour. In a frying pan over medium high heat melt the butter and add in the oil. I used olive oil, but vegetable or canola or your favorite oil will work too (the higher the smoke point the better for frying). Once the butter and oil are up to frying temperature brown the chicken breasts on all sides. I did these one or two breasts at a time, so the oil temperature doesn’t drop too much. Once all the chicken is browned, return all the breasts to the pan and add the shallots, garlic, and Marsala wine. Then the mushrooms. Turn heat down and simmer for 15 mins or until the chicken and mushrooms are fully cooked. You may need to add some more wine if the sauce gets too thick. Serve over pasta and EAT! directed the staff to examine the process and costs associated with changing the city name,” he said. “Mr. Steve Kinney (Economic Development Consultant) was assigned that task. Kinney said his approach to the report was to think about the most obvious questions about this topic and what the community’s residents will ask about changing the name and rebranding the city. “We came up with four key questions to be answered,” he said. “The first one is why are we even thinking about this? I think it boils down to two reasons, one of which is to accentuate the positive and minimize the negative.” On the positive side, he said the beach is the city’s prized physical asset and defines Hueneme on the map. “We want to look at how this community can grow over time given the constraints that we live with,” Kinney said. “We need to focus on those assets
that will attract the type of high tech, knowledgebased businesses to the community that are compact enough to find a place to be in Hueneme and still offer high-value businesses for our community to support.” He said there is a lot of competition for that caliber of employee, and communities that successfully attract those people display an image of a culturally sophisticated, physically attractive warm, and safe community. “There are so many ways that our beach supports that image,” he said. “Without making any more effort than to say beach in our name, we convey an image that is totally supportive of our economic development direction that we want to go.” Kinney said the change to Hueneme Beach eliminates the confusion between Port Hueneme and the Port of Hueneme. “It’s a fine line for people who don’t understand the geography and the politics and very easy to stumble
over and get confused,” he said. “If we can eliminate the source of that confusion by making us Hueneme Beach and the port continues to be the Port of Hueneme, it’s beneficial to both bodies at the same time.” Looking past that issue, he said the council must look at the cost to the city and community for the name change, including changing the name on the 101 Freeway exit signs and changing the name on the city clerk’s seal for official documents. “When you catalog all of those, you come up with a number just under $200,000,” he said. “There are $170,000 in hard costs, then you factor in some staff time, and it would be in that range of just under $200,000. We didn’t go down to the dollar, but it gives you a sense that it’s not going to be $50,000, but it’s not going to be $500,000.” Kinney said the cost to the community is minimal. for the complete story, visit tricountysentry.com

These things need to be enforced. On Vineyard Avenue, there are fire hydrants, and in the evening, there are cars parked in front of them. We haven’t had a tragedy, but when there are rules, people are supposed
to follow them.” Councilman Gabe Teran said there are “a number of parks” with non-functional older equipment. “This is not an all-inclusive list, but we can look at Marina West, Sierra, Eastwood, Johnson Creek, and Del Sol Park,” he said. “We have so many needs in these parks, and I’d like to look at the ones in the most need. He’s also looking for a builtout sports park at the corner of Oxnard Boulevard and Gonzales Road. “That is something that has been a long time coming for that particular neighborhood,” he said. “I think it’s the right thing to do if we have the ability to do so. It would serve that community and the entire city very well. Especially if we
move forward with the sports amenities that we are looking at there.” He also asked if the city can cover the cost of the newly proposed aquatic center at College Park. Teran also wants to examine replacing the tennis courts in Oxnard, which are non-functional, and examine the community benefit. “They used to have tennis tournaments there,” he said. “People would come from all over California to play at that tennis club.” He said if the money gives the city the ability to do a seismic study on the Oxnard Performing Arts Center (PACC), they should do it. “We need to see where we are, what can be done, and if it’s financially viable to move
forward with something once it is done,” Teran said. “I’d like to see about the other side of the facility, the rooms for rent, and what do they need. Do they need an upgrade, are there structural elements that need to be fixed. I know the non-profit has done a lot of work with this. What can we do to help them and elevate this entire facility, not just the theater?” He also pointed out the need for ADA (Americans of Disabilities Act) upgrades at the Wilson Senior Center. “If we need to dedicate $20,000 for ADA upgrades, I absolutely can see us doing that,” he said. “The same thing for our Multi-Service Center in Colonia, where they don’t have ADA compliant items throughout the facility. Any of
our senior facilities that are in that position, I would like to look at that.” Councilwoman Gabriela Basua previously asked about removing projects from the list that has some funding, so she wants to see a more condensed list. “What projects really don’t have money and take away the projects that we can fund from other sources,” she said. “I’d like to know what my colleagues think of that idea?” City Manager Alex Nguyen said he wanted to provide funding where there are alternative funding possibilities. “It doesn’t mean we have the funding, but it does mean that we can apply to those sources,” he said. “In other words, there are funds available, but they
are not guaranteed.” Basua wants to prioritize things in the city’s five-year priorities and update the city’s parks. Nguyen asked the council for one item, asking for the UCLA Chicano Research Study Center to do an extended research project for the community. “In September, I can talk that in more detail, but that’s the only thing that I’m looking for the council’s support,” he said. Perello noted that Nguyen’s suggestion does not cater to a specific group; it caters to the entire city. “It’s a wise move,” he said. “With the limited cost, if it’s done correctly, I’m sure that our city manager, staff, and the UCLA institution will do a good job.”

Port Hueneme-- The kids got into the act at Ormond Beach, Saturday, August 7, as the Ben Moreell Battalion of the US Naval Sea Cadets took to the beach and kept the cleanup project moving forward.

HE Sea Cadets’ m i s s i o n builds leaders’ character by instilling the highest ideals of honor, respect, commitment, and service. The group joined Mayor Steven Gama, who has been making a difference at the beach for years. Gama said the beach is making progress and looks better, and he is happy to take the
kids out and teach them how important it is to take care of the city’s natural resources. Ben Moreell and Nicholas H Anderson Commanding Officer Gabriel Gonzalez said the program consists of kids ages 10-17. “We have a few 18-yearolds, but usually, after they graduate, they have a choice of continuing to stay in the program as adult staff,” he said. “Some of them decide to go to college or join the
military.” He said the group gets involved with service programs at times, and later in August, the Sea Cadets plan to help at the Hueneme Beach Festival. “It made sense for us to come over about two weeks before the festival and help clean up,” Gonzalez said. “In two weeks, then people can see how clean the beach is.” About 20-30 kids signed up for the cleanup, along with the grown-ups.
“We have some of the parents help out,” he said. “Some of the parents have no type of military experience, but they have some type of other skills. One of our parents was a nurse, so that helps out. Especially when we have kids who qualify to be corpsmen, and she can supervise them and teach them stuff they didn’t learn at school. We also have other parents who are law enforcement, so when we do events with the police department. When the parents get involved, the kids get to see the K9 units and the SWAT team. Sometimes they get to see the EODs (Explosive Ordinance Disposal) blow up stuff. It goes back to these kids having options of what they can do later on.” Gonzalez is proud of his cadets. “It shows what our future is looking like,” he said. “I have family members, and all their kids want to do is sit at home, watch television and play video games. I’m proud of these kids because they are showing there is more to
do. We’re not forcing them, and they are coming here to help out their community and show they’re better than their classmates and peers.” Financial Officer Jonnie Lisman added that the Navy League sponsors the group, and they pick a Sea Cadet who’s been outstanding for the entire year. “The Navy League will come to give them a check and a certificate for being an outstanding cadet,” she said. “I’ve been in the program since 2013 because my son was involved. When he graduated, he got out, and I got in. We’re also looking for adult volunteers.” Chief Caden Casas made sure all the kids were organized and ready to clean the beach. “It’s important to get out here and help the mayor of Port Hueneme keep the place nice,” he said. “Some days I tell the Petty Officers what to do, and other days I mentor the Sea Cadets and Petty Officers. On other days, I’m training people to take on new roles and positions and offer them guidance for the future.” He initially joined the Sea Cadets to learn more about the military because he comes from a military family. “I kept going with it because it’s teaching me good skills, and I am making great friends all over the country,” Casas said. “I’ve stuck with it for seven years and five months.” He plans to become a mechanical engineer. “A common misconcep tion is that this is only military-oriented,” he said. “I’ve had experience with robotics and applied leadership, and it works. It’s great to have these skills.”
