Oxnard-Chief Financial Officer Kevin Riper is preparing for his next challenge as the new Director of Financial Management in Long Beach. His last day in the city is Tuesday, September 7. He is grateful to the city and staff in Oxnard that wanted to make the government a source of pride for its residents. During his interview process, Riper said Oxnard’s financial challenges were well known, but City Manager Alex Nguyen is considered one of the strongest city managers in Southern California, and Oxnard is a beautiful place to live. “Those three things together attracted me to Oxnard,” he said. “In local government, everything is public record, everything is n Grateful, see page 12

OLUNTEERS arrived bright and early and worked hard on their space while the Little Leaguers competed at the ball diamond. Recreation Leader III Debbie Estrada led the event and said the Colonia Park Clean-Up was the first Meet-Up, Clean-Up for the season.

“We’re going to do whatever needs to be done, pickup, clean, weed, remove graffiti, and do whatever we can,” she said. “We’ve got a lot of work to do in this area. We’re going to do a little painting around the basketball courts and do some trash pickup and graffiti removal.” She planned on a crowd of 20 people, including members of City Corps and the Youth D i­r e c ­ n Colonia Park, see page 5

Medical Professionals from the Ventura County Backpack program visit a homeless individual at the River Bottom.

Oxnard-- Ventura County Medical Professionals, along with homeless outreach professionals, the Ventura County Sherrif’s office, and Oxnard Police Department were in the river bottom, Monday, August 16, offering humanitarian aid to the homeless.

The team offered a myriad of aid, including housing, mental health services, healthcare, and Veteran services. Supervisors LaVere and Ramirez, along with District 2 and District 1 council members Gabe Teran and Bert Perello, have heard concerns from the community about encampments in the Santa Clara river bottom. “We’re here with the County

of Ventura, and they have a crew that goes out with backpack supplies to provide service to those who are living out there but also see what services they need,” Teran said. “We’re starting to look long term, and what are we going to do about this.” He noted that having these people at the river bottom is not a sustainable situation. n Backpack, see page 5

A long time ago, I cooked nutritious meals for my children, made sure they were safe, stayed away from things that weren’t good for them, and I took care of them.

ELL, fast forward a couple of decades, the phone rings, and my oldest son Travis is on the phone, and he says we need to have a discussion about this shot, Dad. The next thing I know, Travis is explaining to me that I make great arguments about the shot, but this is not the communications building at the University of Northern Colorado, and I am not in debate class anymore. It’s real life, and I am at risk. He said, “you’re old, fat, out of shape, and I spend my day driving patients like you to the hospital that are proclaiming that they are dying.” Since he started Paramedic school this week and has been an Emergency Medical Technician for the last decade, I guess that makes him an authority. NEWS Handspinners and weavers create fine wool By Chris Frost garments, but a lot of it is Tri County Sentry also learning to spin well. Camarillo-- The Ventura County Handspinners and Weavers Guild was busy at work at Studio Channel Islands, Saturday, August 14, and spinning yarn for all their creations.

HE ladies brought their wheels, and they got busy creating yarn and enjoying great company on a pleasant afternoon. Susie Meach, vice president for programs and workshops, led the group and said the ladies were enjoying a spinners study group. “We rent the room, and it is a perfect place,” she said. “We’re Ventura County, so we go from Ojai, and I live in Ojai. Then we go to Simi, and Michelle lives at the west end of the Valley.” She said when the group spins, they’re making yarn. “If we’re not knitters, we’re weavers,” she said. “We’re primarily making

There are different types of wheels, and they each have their own advantages.” She said they blend with a lot of cotton and silk, but sheep’s wool is their basis for learning. “There’s a lot of Alpaca around here, and Alpaca is one kind of fiber,” she said. “Sheep’s wool varies from very fine to carpet wool. There’s no other wool type from an animal that has that type of variety. There’s so much you can learn.” She said guild members sell their yarn, but it’s not the best course of action. “It’s one of those things where I doubt that you can sell it for the amount of time you put into it,” Meach said. “If you make fine yarn, you put in as much time per inch as thick yarn, so if you’re selling it by weight, you’re not doing too well.” She took the time to show off a Louet wheel, which has big bobbins. “They were originally designed to spin thicker,” she said. Meach said her aunt

taught her how to weave. “I learned to weave during my second year of college,” she said. “I learned to weave from a master weaver in the Santa Ana Valley. I married my husband and moved here in 1980.” She said her husband

doesn’t mind a bunch of yarn all over the house. “I have a gem, and he likes everything I do,” she said. Pam Hudson loves to weave. “I love being able to start from an animal and make it into clothing,” she said. “I’m

I do sew a lot, so I am just trying to improve my art.” She said spinning took her a long time to learn. “I had a different wheel, and now I have a new wheel that’s kind of an advanced wheel,” she said. “There is a trick to it, and it did take me a long time to do it, and I am still improving.” She noted there are all different types of yarns you can make, and making socks are different from making rugs. “I’m just trying to improve right now,” she said. When it comes to special family requests, she called herself a selfish spinner. “I mostly spin for myself and my own clothing,” she said. “I sometimes knit socks for people, but as far as spinning, it’s just for myself right now. I made a pair of hand warmers, and I handspun the yarn.” Betty Boghosian was having a great time and spinning up a storm. “I am spinning Shetland

In the wintertime in the mornings, I work on East Coast time, so I’m up at 4:30 a.m., and it’s kind of chilly.” She takes plenty of special requests. “I’m a weaver as well as a spinner, and I knit and crochet,” she said. I just made a sweater for somebody out of wool that I spun. I’m always getting requests.” Her dream project is a jacket. “Something I can wear when I go to the mountains in California,” she said. Corresponding Secretary Michelle Gannes said the group is working on a yearlong project for the Southern California Fibershed. “We’re promoting the use of materials from Southern California from local farmers,” she said. “We’re also demonstrating at the Ventura County Farm Day in October. tor’s Council. “Sometimes, we have as many as 130 peo­ ple,” she said. “It’s the first one, and the high schools aren’t in yet.” She said high schools kids who need to fulfill their community service work are always welcome. “They can come out here and get four hours for their community service,” she said. “We give letters and

stuff for that.” The volunteers do not handle hazardous items. “We have parks here, and they handle that,” Estrada said. “We also have people from City Corps that are equipped to handle that stuff because they have a little more training. Anything that is questionable, we recommend they leave it alone. We don’t deal with it.” She loves doing her

part and giving back to the community. “It takes all of us,” she said. “All of us who live in this community need to participate and make it clean and beautify the rest of our city.” Getting involved, she said, is as simple as showing up. “There’s a piece of paper, sign in, here’s a t-shirt, and go do it,” she said. “That’s pretty much what we do.”

It’s not going away, so we have to keep fighting.” Ventura County Assistant Sheriff for Operations Chris Dunn and other deputies were accompanied by the Oxnard Police Department members, who made sure the area was safe for the backpack staff. “We have three people from the sheriff’s office and three from the Oxnard P.D.,” he said. “Then we have all the behavioral health and medical support.” He said they were ready to handle any medical emergency. Occasionally, Dunn said things get confrontational. “Generally, our presence down here is pretty regular,” he said. “Our deputies know the main players down here at the river bottom, and they have mutual respect. It goes a long way towards diffusing any potential problems.” With the group providing humanitarian aid for the homeless, he said that accelerates the level of trust between the two groups with fewer visits. “For us, we’re here for humanitarian and safety issues, so it doesn’t take that many interactions to get them to understand why we’re there, and we’re there for the stated purposes,” he said. “If there is a crime taking place, then we have a duty, but generally, we’re here to support the teams going in to provide them with humanitarian aid.” Former Oxnard Pro Tem and District 2 Councilwoman and current District 5 Supervisor Carmen Ramirez came out to support LaVere in his district and said they’re trying to mitigate chronic

homelessness, along with helping newly unhoused people because of Covid-19 and the economic crisis that swept through the area. “We need more housing and services for people,” she said. “We’re out here to assess the situation.” It was her first trip to the river bottom, but she’s been told that people have lived in the area for many years. “They need services, but I’m very concerned about the weather and the potential rain coming and washing people away,” she said. “I’ve seen this river come up to the train tracks. “We have to get the right resources here, and we have to get the community to understand. We’d like to have resources, but it’s not available. We have to invest in these resources like we did in the City of Oxnard when I was there. It’s going to be a really good thing for people.” Ventura County Ambulatory Care Clinical Nurse Manager Matthew Tufte has a full backpack and was ready to administer aid. “We’re going to do some immunizations if anybody requires them or asks for any,” he said. “We won’t be doing Covid vaccinations, but we’ll be doing tetanus, flu, and those basic immunizations.” This is his 30th trip into the area, and he said the situation remains the same at the river bottom. “We’ve done more improvements in other areas, but at this particular site, we haven’t decreased the population here,” he said. “We’ve reached a lot of clients here, but when you move people out, sometimes other people move in.”

“These are human beings who have needs and challenges,” he said. “It’s incumbent on us to be able to support everybody, including them.” Teran said the situation has been an issue since before he was appointed to the council. “The big issue is we’re working downstream without getting to the root issue,” he said. “That’s what we’re looking at right now.” LaVere said the backpack medicine program has been going on since the onset of the pandemic. “I do it on a monthly basis, and they change locations depending on where the various encampments are,” he said. “Last month, we were in Santa Clara, on the Ventura said, and this month, we’re doing it on the Oxnard side.” The team traveled into the river bottom on a mission to help. “We’re trying to get them out of this situation and get them into more stable housing and get them the services they need,” he said. “It’s an outreach effort.” LaVere said many of the professionals who go into the river bottom have specialized training that builds trust among the homeless. “A lot of the individuals know these people and have built relationships,” he said. “It’s not always successful. There are still a lot of people who are service resistant. They (the county) do provide help and connect people with whatever they need.” LaVere said there is no timeline to measure success. “It’s a continuing effort,”

Estrada brought the kids plenty of snacks and planned a big thank you party. “We’re going to serve them hot dogs at the end of the clean-up,” she said. “We also have juices and breakfast refreshments that we are setting up.” After School Program Instructor Mayra Lopez said she had two staff members at the event, and she wants to give back to the community. “I want to be a role model for kids and have everyone come join us,” she said. “We have gloves and safety precautions, and we’re not going to touch anything we’re not supposed to touch.” She said the worst thing she’s ever found are syringes. “Those are kind of scary,” she said. Lopez had a light breakfast before work. “I have to bend, get on my knees and pick up stuff,” she said. “I have to run

when I was a kid, and there was a plane at the corner of Colonia and First Street. This park, like 80 percent of the parks in the city, needs a lot of attention. It’s been getting better in the last six months, but we still have a long way to go.” Madrigal said Colonia Park needs lights. “I’ve been pushing for that since 2017, and we approved it in 2018,” he said. “Every year, it’s a lot of manual labor with the exception of 2020, in getting the fields ready for the children and Little League.” He was ready for a fun day, but he was concerned about the next day. “It’s fun right now, but tomorrow may be a different story,” he laughed. Salmon

Grilled Teriyaki

Salmon is always a treat. I love to eat salmon any number of ways but one of my favorites has to be teriyaki salmon. And if you have been reading these recipes for a while you know I love to grill.

T is my favorite way to cook any food. So here we have teriyaki chicken done on the grill. Let’s get cooking. Ingredients • Whole salmon filet • 1 lemon • 2 tablespoon teriyaki To Cook Squeeze the lemon on to the whole filet. Let marinate for 15 minutes. While salmon is marinating turn your grill on high. Place salmon skin side down on to the hottest part of the grill and sear for 2 minutes. Apply a layer, 1 tbsp, of teriyaki on to the salmon. Move to indirect heat and finish with grill lid down at 300⁰ for 15 minutes. Pull the salmon and apply the second tbsp of teriyaki and EAT! I hope you enjoy this recipe! I live in Bakersfield, good weather in the fall here.” Channel Islands-- The Concerts by the Sea series continued in a big way; Saturday, August 4, as “Andy’s Gang,” delivered great solid gold rock classics from the 1960s that got the crowd dancing, singing, and having a great time.

NDY’S Gang is led by Andy Cahan, who played the keyboard for The Turtles for 40 years. The group got the crowd cheering when they pounded out classics from the Turtles’ library. Andy’s Gang delivered a rock-solid set of classics, like “While my Guitar Gently Weeps” by The Beatles and “I’m a Traveling Man” by Ricky Nelson, to name a few. Youngster Isabella Rodriguez got out and danced her heart out with her cousin Briehl and Adolfo Ortiz during the show. “I dig this music,” Briehl said. “I was born in the wrong era. I love this, and I am glad it

They took the docks away where they use to bask.” Sherry Kopack said she loves Credence Clearwater Revival. “Last week, they played two Grateful Dead songs,” she said. “It was supposed to be Reggae, but it wasn’t all Reggae. The Grateful Dead isn’t Reggae, but they played the Grateful Dead last week.” She loves the Concerts by the Sea. “I wish it would go a lot farther than August,” she said. “It goes through one week in September, but I think they

The trio couldn’t agree on a favorite 60s band. “Neil Young,” Jean said. “No, Credence Clearwater, Darlene said. Shelley said she had too many favorites to list. “I love it out here,” Jean said. “It’s relaxing, and I feel like I am part of the community. I feel a sense of community being here.” After the show, group leader Andy Cahan said the band doesn’t rehearse, and they like to keep it loose and spontaneous on stage. “My guitar player Jerry, Mike, my drummer, and I know the songs in our head,” he said. “Everybody had a good time, and it was a good packed audience that had a lot of fun.”

Cahan said the pandemic made him “a depressed maniac,” so when he got the allclear to go on the road again, the crowd interaction bonds him to the dancing and cheering people.” “It’s the best feeling in the world,” he said. “The Turtles used to open for the Jefferson Starship when they came out with the Red Octopus album. Marty Balin would stand on the stage next to me when I played the organ. Flo and Eddie, The Turtles, lead singers, would do satire. At this time,

I read most of it and watched much of it before I got here, so there were no major surprises.” Riper found the finance staff eager and responsive to resolving the city’s audit findings upon his arrival. “There were a lot of them, so it was a long road ahead of us,” he said. “I didn’t sense any reluctance or the feeling that people were beaten down at all.” He said the city staff, council, Nguyen, and the city treasurer welcomed him with open arms and were eager to get going. “The issues that were on our plate in early 2019 were the upcoming budget for the fiscal year 2019-2020, and the audit findings that had already been made and some that were getting ready to be made for the fiscal year 2018-2019,” he said. “We plunged into all of that at the same time.” Setting the city on a successful course forward didn’t require huge staff changes, he said, as the job market for finance professionals is so strong, many staff were lured out of Oxnard to other positions. Instead, he cultivated his staff and added to their

Riper said challenge one was beginning the installation of the new enterprise and resource planning system. “That was a strong recommendation from Eadie & Payne, the independent financial auditors, and it covered a number of recommendations,” he said. “That’s by far the biggest challenge, and we’re well underway with that, but there is a long distance to go still. It was the biggest audit recommendation.” Riper called the finance staff “incredibly supportive and dedicated” to moving the city forward. “For year-end 20182019, in the late summer and early fall, the general accounting division worked eight straight weekends of mandatory overtime to close the books and get ready for the audit,” he said. “That’s the measure of dedication the finance department staff had, and that has continued over the last several years: much less mandatory overtime but equal dedication to the task at hand. That’s true whether it is budget, purchasing, supporting the operating departments, or the administration division.” Riper said Nguyen was incredibly supportive and amazingly resourceful

when it came to helping the finance department succeed. “He recommended, and the city council approved, two new positions in the fiscal year 2019-2020 budget for the finance department that were absolutely critical in improving operations and resolving many of the audit findings,” he said. “He (Nguyen) sought out our opinion and analysis at every turn. He debated us in a way to think more deeply about financial issues that were facing the city. It was a wonderful experience working with him. He is one of the best city managers in the entire state and country.” He called the council a supportive group. “In setting the tone at the top, that financial reform, better financial reporting, and prompt accounting work were all important,” he said. “The tone for the city’s financial operation starts at the top, City Manager Alex Nguyen, the mayor, and the city council, and they were consistent, firm, and clear in their expectations of what we needed to deliver, and they gave us the resources to do that. Then, when we had success, they were extremely gracious in acknowledging the whole team.” Riper said his decision to move to Long Beach was a tough one to make. “Long Beach is a remarkably attractive city and opportunity,” he said. “It is a bigger city with different challenges, a significantly larger organization, and staff,” he said. “We made a lot of

Riper said the city has two assistant financial directors, Betsy George and Mark Sewell, who will fill in while Nguyen selects a new chief financial officer. Moving forward, he said the interim directors should follow a simple formula for success. “Rely on the staff, ask the city manager for advice and counsel, explain everything to the city council and committees in clear, understandable terms, and continue to trust the larger organization to do what it needs to do with the help of the finance department,” he said. “I am very optimistic about Oxnard’s future. It’s all set up for longterm improvement and

There are so many wonderful stories in the book.” Cahan said one profound Turtles memory was when they flew to Australia and the pilot found out the band was on the plane. He invited Cahan and Mark Volman to the cockpit. Cahan started playing backgammon with the pilot, and he noticed a wheel with numbers on the instrument panel. “I said what does that do, and he said take your finger and turn the wheel,” Cahan said. “I turned the wheel, and the 747 turned, and it was on autopilot. I drove a 747 with my index finger.” During the lockdown, Cahan said he worked on his book, available at Amazon, called “The Most Famous Musician You’ve Never Heard Of,” which chronicles his 40 years playing for The Turtles and plenty of Rock ‘n Roll memories. One particular evening, he found himself playing pool with Janis Joplin, who he called a great pool player that beat him soundly. “In 1968, I was in a band called Geronimo Black, which was the offshoot of Frank Zappa’s Mothers of Invention,” Cahan said. “Jimmy Carl Black, the Indian of the group, was the leader. He played drums, and I played drums when he sang. We played at the

Topanga Corral, and Taj Majal, Bush, and Back Oak Arkansas, and a lot of bands played there at the Topanga Corral.” The venue had a pool table, and Cahan said he would hang out there. “There was Janis Joplin playing pool,” Cahan said. “She had a summer dress on with no underwear. She had hairy legs, hairy armpits, and she smelled like Patchouli oil. We played pool, and she was so down to earth and so wonderful.” Cahan said he, along with Little Richard and Chuck Berry, were the musical directors of The Grammys in 1973. “It was me, Little Richard and Chuck Berry in a small little room with an upright piano rehearsing their hit songs,” Cahan said. “Instead of singing, Tutti Fruiti, oh Rudy, we’d sing Al Green; he’s clean. The lyrics of the song would change for the nominees’ names.” Cahan became a musician because of The Beatles. “It was full circle when I was sitting there with Little Rich and Chuck Berry, who were the idols of The Beatles,” Cahan said. “Chuck was idolized by John Lennon, and Little Richard was idolized by Paul McCartney.” Cahan said the night he saw The Beatles perform on the Ed Sullivan Show, he was hooked. “That’s what did it for me,” he said. “Before that, I loved Del Shannon’s Runaway, but when The Beatles came out, I wanted to be a Beatle.” He said at the time he was making monster movies. “I said to myself that I’m not going to pick up any girls making monster movies,” Cahan said. “I want to be a Beatle. My hair was curly, so I went to the pharmacy and bought Perma Straight, and I straightened my hair to a Beatle haircut. It worked well for about an hour, and then it frizzed up into a big Afro.” Cahan said he and Harry Nilson recorded 35 songs in his living room. “Harry won a bunch of Grammys, and he was The Beatles’ favorite singersongwriter,” Cahan said. “He invited Ringo over to my living room to do some narration for children’s stories.” That story and more are included in his book.
