Oxnard-- The conversation about the Surfside Condominiums collapse continues with Oxnard Fire Chief Alexander Hamilton checking up on the other 12 members of his team after he returned to Oxnard to make sure they were okay and getting back to living their lives. Champlain Towers South, a 12 story beachside condominium complex, partially collapsed, Thursday, June 24, leaving 98 people confirmed dead. Hamilton was deployed as chief of a group of peer support firefighters and clinicians from around the country. Hamilton said people who provide support are always at risk of n Recovery, see page 3

By Chris Frost Tri County Sentry Port Hueneme-The Hueneme Beach Festival made its triumphant return, Saturday and Sunday, August 28 and 29, and the event brought out a large crowd of people ready to have a great time.

HE festival featured two music stages, great food, vendors, and lots of amusement rides to keep everyone happy. Mayor Steven Gama is thrilled to welcome everyone back to the Hueneme Beach Festival. “We want to be safe,” he said. “It’s a person’s own comfort zone, I have a mask in my hand, and if I get a little too close to people, I might put it on. This has been a long time coming, people are excited, and the most exciting thing is we have entertainment that’s amazing.

People are paying $50-60 per ticket, and it’s free in Hueneme Beach.” Gama plans to hit the midway and find some Tai Chicken. “It’s the best chicken in the world,” he said. “I’m a big fan of chicken.” He loves that the festival added a ferris wheel in 2021. “Look at that thing; it’s beautiful,” Gama said. “I think this (the rides) opened up because the fair is closed.” n Festival, see page 4

Inside Afghanistan and the pullout By Chris Frost Tri County Sentry Oxnard-- The Tri County Sentry got a rarely seen look inside the fall of Afghanistan. A military officer led a discussion about serving in the area, training Afghani soldiers, and what conditions were like before the exit.  The officer did not

proclaim to be an expert about Afghanistan but had been to the country and served in the United States Military for 35 years and supported the operation. “It’s an emotional subject, and it’s tied up in politics, religion, and human lives,” the officer said. “I know that as we get caught up in the conversation, it is easy to get

caught up in frustrations. Unfortunately, a lot of the things I know are not the things that you want to know.” The city and country Afghanistan is nestled in the mountains, and the officer likened the area to Southwestern Colorado. “If you woke up in Kabul, you’d feel like the elevation is n Afghanistan, see page 5

Let’s face it; there have been great things done in Oxnard, and even though the haters are still out there complaining, it’s important to stay true to the city’s vision to move forward and address the challenges that lie ahead.

NEWS To the editor A recent VC Star article on 1 August 2021 stated Oxnard was to receive $5M to build the city’s second public pool. The $5M is just a kick start for the pool – the preliminary estimated price tag was $40M with the city planning to take out a bond to spread the costs.

O one can argue another public pool or aquatic center would be nice to have for all Oxnard

residents. However, as currently planned, this $5M injection will certainly turn into much more future costs for the taxpayer in the form

of bonds not to mention the annual operations and maintenance cost of a large aquatic center. A new aquatic center development also contradicts the recommendations of the updated Parks and Recreation Master Plan. The Plan suggested no new amenities until the existing parks and recreation facilities and amenities

are renovated, repaired, or replaced. Essentially, take care of what you have first prior to building more. As stated in the article, the city of Oxnard currently has only one public pool. Yet, how many high schools in the Oxnard school district already have pools? The point is – there are multiple existing pools in the area which could

service the community’s needs. One easy solution to solve this public pool issue is to open the high school’s pools for public use. Perhaps the city’s and the school district’s relationship is less than ideal. This doesn’t mean that this couldn’t be improved. Perhaps there is some middle ground for both parties. At a minimum,

the two should sit down and discuss the differences and perhaps develop a compromise. No one disagrees – an aquatic center would be nice. But, are there no other alternatives to achieve the same objective? I certainly have suggested one which should be entertained. Ray Blattel Oxnard

what they would do, and when they went out into the pile, 95 percent of the time, they were accurate. They could go out into the pile, place a traffic cone and say within three feet of this location, you will find a body.” He said as they found bodies, they’d update the model. “Back in Israel, they had a support team of 50 or 60 folks who were plugging in this information into the model as they would go,” he said. “As they found a body, they would measure it out about where they expected it to be versus where they found them, and they did a model on that. Some of the innovations we saw were incredible.” He said from a support perspective, his team provided comfort measures during a long-duration incident. “That’s what we need to plan for, having those support networks in place to respond,” he said. “Who would have thought they needed socks, but that was one of their biggest needs.” Now, Hamilton said, the responders will need behavioral health support. “The recovery is done; the collapsed side of the building has been cleared, and now is where the recovery needs to be done for these first responders,” he said. “I spoke with one of the counterparts I met last week,” he said. “They are now starting to see some of the issues coming out where people are really struggling with their experiences. They are making sure they have all the resources they need. There were a lot of people on that pile, four and a half weeks into that recovery.” Hamilton was there as part of the International Association of Firefighters (IAFF) contingent, and they

are in a dialogue with six different FEMA teams. “All of those folks are actually staying on a cruise ship and would get bussed in for 12-hour shifts,” he said. “Once those folks start to demobilize and head back to whatever state they came from, what resources are in place for them? That was something we couldn’t get our arms around. That’s something the IAFF is working on right now to make sure wherever these folks went back to, they’ll have the resources they need to unpack their experiences.” Hamilton said he spoke to a member of the Indiana-based FEMA team, and they spoke for an hour about things that she saw at the site, plus things back home that caused her to react. “Her husband would normally be on the same FEMA team but had to stay behind to take care of the kids,” he said. “Her husband knew how dangerous the work was, that pile was very unstable, and he had all these concerns. She just needed to tell somebody about all this other turmoil she had going on during this huge body recovery effort. During that week, I ran into her a couple of times.” Depending on the allotted time at the recovery, he said the conversation would range from “Hi, how are you doing?” to whether the woman spoke to her husband that day and what was going on in her daughter’s life. “I checked back in and validated her and the issues she had going on and making sure she was following through with some of the stuff we talked about, so she can provide reassurance to her family and be reassured by her family that things are okay,” he said. “Things like that

happened during the week, as well.” Hamilton noted within the First Responder field, the issues they experience do not go away. “We need to be in the position to provide the resources needed when they are needed,” he said. “In the State of California, around the beginning of 2020, they made PTSD (Post Traumatic Stress Disorder) a presumption around police and firefighters. If someone is diagnosed with

PTSD, there is an assumption there that the job caused that. There is a process they have to go through to legitimize that worker’s compensation claim; therein lies the recognition that the job is unique and incredibly taxing. We need to be out there and have the resources to take care of those folks.” Hamilton considers it an “incredible honor” to provide this type of support to people from across the country and see how much people who

help are appreciated. “We had all these deep, impactful conversations with people, and a lot of people came up to us because they recognized our yellow lanyards,” he said. “They came and said, hey, thanks for being here, and that’s all they wanted to say. It’s such fulfilling work to be able to provide that ear for people or to be there so they know if they need to, they can grab hold of one of us, and we can go sit down and have a conversation.”

struggling when they return home. “We have these six-board concepts in our resiliency class, and a lot of it surrounds positive emotions, thoughts, and interactions,” he said. “It’s the mind-body connection, nutrition, and exercise and that allows spirituality. Whatever that looks like for the individual. We teach that in the hope that we can give people a more resilient mindset so they can better deal with the adversities that come up.” Hamilton said the key ingredient moving forward is having an open and honest conversation with someone returning from a recovery event like the one in Florida. “That includes somebody who recovered bodies from a building collapse,” he said. “Be present at those conversations and allow people to give you their unvarnished experience.” He said most of the people who lived in the collapsed building were Hasidic and Orthodox Jewish people, and the Israeli Defense Force (IDF) responded early in the incident. “The Israelis are very good, unfortunately, at looking for people after a building collapse,” he said. “Obviously, they have way too much practice living in the Middle East. They had incredible software that built 3D models of the building based on videos of the building collapse. They interviewed the family members of those that were missing and asked about their habits at night, what color the tile was in the bathroom, and if they wore clothes when they went to sleep. Would they sleep through the night or be up in the middle of the night. They asked them all these sorts of behavioral questions about

Lorisa Robles from the Ben Moreell Battalion of the US Naval Sea Cadets said bringing the festival back is a wonderful experience. “It’s awesome that our cadets get to interact with people socially, as well as volunteering for the event,” she said. “It brings a lot of joy to people.” She said the cadets were taking shifts and cleaning up the area. “There are so many that wanted to come out here and participate,” she said. “They have buckets, and they are going around and picking up trash. They put up all the chairs and set up the tables. There are a lot of chairs out there.” Robles said she had other kids working the table and advertising the Sea Cadets to anyone between 10-18 years old. “The Sea Cadets are amazing, and you’re going to want to do this,” Petty Officer Caden Hall said. “You learn leadership, how to be disciplined, and most importantly, you learn teamwork. If you don’t have teamwork, you don’t have discipline, and any of the stuff we teach is going to be so difficult in life.” He said the group does

anything a new recruit would want, which includes scuba diving, culinary, medical, and aviation training. “There are so many different things you can do,” he said. “I’ve been doing this for seven years, and it feels so good to be out here doing this again. It feels like I belong again.” E2 Faith Olaleye created a poster that was on display. “It was actually from a picture for Memorial Day,” she said. “It’s pointing to a mountain at the top of Point Magu to place flags for the people who are Sea Cadets, joined the armed forces, and died and the POWs and those who are MIA.” Jonnie Lisman said the group was just getting started for the day, and things are going well. “We have good kids,” she said. “They’re used to taking

orders, and if we don’t tell them, they’ll stand around and say, what do I do? They need a system to go out and do it themselves. We put it in to them to take control. If you see something, take the initiative and do it.” Amelia, Darla, Cecilia, and Feliciano Cruz wanted to get out and hit the festival. “We came to see our local community get together and enjoy everybody’s company,” Amelia said. “We came to look at the sand sculptures and just walk around really quick. We’re heading out now.” Linda Klein from Mary Kay brought some new trainees to the festival. “These are girls who don’t even live here,” she said. “We have all our facials on Zoom, and we send out free samples. They (the trainees) can have leads, people who would like a free skincare session, from anywhere.” She is impressed by how

much the event has grown. “It’s the biggest it has ever been,” she said. “We’re getting huge crowds, even though it’s still early, and it’s going to get more and more crowded all day.” Tracy Lovett is a new consultant and loves Mary Kay. “You need to learn how to greet people, be friendly, and believe in your products,” she said. “It sells itself. I call Linda my grandmother at Mary Kay because she has a pink Cadillac. When I saw her, I decided that I have to do this. I listen to her, we have meetings together, and we learn, have ideas, and tell each other what works.” Fragrant Fran Haynes said Klein is the best mentor ever. “She’s already had the bloody knees herself,” Haynes said. “She never teaches what she hasn’t experienced, so we can have confidence and faith in what she is doing.” Port Hueneme Police

Chaplain Merrick Carter said people are wandering up to their booth and thanking the police for their service. “They love my hat,” he said. “They’re asking about the dunking and who we’re going to dunk in the machine. The chief gets dunked tomorrow, and one of our explorers is going today, but we are waiting for the water.” He’s loves being back out among the people and away from the Covid-19 restrictions. “Everybody is happy to be out and having a joyous time,” he said. Explorer Ben Negrete said he got dunked last year, and he decided to do it again. “It’s fun, but it was cold last time because there was a lot of shade,” he said. “I wore a wet suit this time, but there is no water, so I am just sweating this time.” He loves getting the opportunity to work at the festival. “You don’t know how things work behind the scenes,” he said. “I haven’t seen this many people together in a while.” Oxnard DRAGG Volunteer Giselle Bice said the group wants to support and give back to the City of Port Hueneme. DRAGG teaches auto mechanics to youth, and they leave with a life skill. “They’ve been wonderful and so involved, led by the chief,” she said. “When the chief asked us to be here, we came and made sure we brought two cars to showcase

our program.” She drove the big truck on display to the event but said she was okay with that. “I’m involved in DRAGG because I believe in support programs that help kids out,” she said. “DRAGG does. They have clear outcomes, the graduates come back and they have a strong alumni program. I see the job placements, and there are opportunities for these kids. If a kid isn’t into activities and athletics, it’s an opportunity for them to shine.” She hasn’t seen any other program that does the work that DRAGG does. Students who think they can hang out elsewhere should give DRAGG a try. “You can come and hang out at the shop,” she said. “On top of that, you can probably get connected, get a job, and probably have good references and letters of recommendation.” The group is building a car, but she couldn’t say what type it was. “With the car program, Ford solicits applications,” Bice said. The program, she said, is open to everybody. “Even more so, talking about equity,” she said. “We need to get as many diverse students as we can, which includes girls and help them get in there. It’s not necessarily about changing the car or changing the oil; there are so many other elements like business marketing, advertising, and having a good business acumen when the kids get out.”

MAN SHOT IN OXNARD Oxnard-- On Saturday, August 28, at 7:24 p.m., officers were dispatched to a shooting victim in the north alley of the 500-block of Cuesta Del Mar.

PON arrival, officers located a male victim in his late 30’s suffering from non-life-threatening gunshot wounds to his lower body. The

victim was taken to a local hospital and is currently listed in stable condition. Anyone with information regarding this case or other criminal activity is encouraged

like Colorado Springs,” the officer said. “The city is not quite 5 million people, as it’s capital city, and how it survives with that large of a population is almost baffling to me. I look around, and there is no industry to speak of; there’s no water that you see for the most part, so there are very few fields and things growing.” The officer noted the houses and said many are made out of mud, adobestyle, and packed together. “It’s kind of like Washington D.C. and the surrounding areas if you put all those people together into a much small compact center and then took away the water, sewer, and trash system,” the officer said.  While in Kabul, the officer got an eye infection, which the doctor said was not surprising. “There’s more fecal matter there in the dry air and defecation in the streets than probably anywhere else in the world,” the officer said. “When you get up, you don’t necessarily want to take a deep breath to cleanse your lungs to start off your day.”  The officer said the United States did not set up bases, like in the United States, but established compounds. Life on the ground “Where we went in and established an area, we tried to go in and put in things,” the officer said. “We would come in and bring water, water manufacturing things, and water from various sources.” The compound was two miles from the Kabul Airport owned by a Russian businessman. Guarding the compound were Gurkha mercenaries (Nepalese Soldiers). “It’s the same place that many of the pilots that came in and out of the airport would stay,” the officer said.  The group learned that Afghanistan is not a country in the way most people would imagine a

country. “Our mindsets are imprinted by the things around us and the things that we know, in Mexico, Canada, and the European countries,” the officer said. “In Afghanistan, even still today does not identify itself as a country. The people there identify themselves as part of their tribe and not like American Indian Tribes or East African Tribes. It’s actually a family. There is a direct heritage to a single person in this tribal structure.” That is how land in the country was owned, and when the communists came to the country, the land was taken from the Elder, who had title to the land, and tried to give it to all the people in the tribe.  “They didn’t really want the land because they had a working system before that,” the officer said. “All the taxes went up to the head guy, and he paid for all those kinds of things. Everybody else gave the Elder their just dues. All of those cultural things have an impact on how to go into a country and what you expect would happen in the time you are there.” The transformation of the woman’s role in society was changing, which made the officer feel hopeful about the future of Afghan society. “The culture among the men was so strong and so arrogant in many ways, I would say, a true patriarchy handed down with all of these customs,” the officer said. “I really began to feel like, as women became educated, they would have a tremendous transforming influence on the culture. Where I was at in the compound, I could look over the wall and see a school for elementary-aged kids. All of that is pretty much stopped right now. From some of the things I’ve seen, some of the people who were educated, it puts them at risk for their life.”

The officer would travel from site to site with a group of special forces and noted there were not enough roads to do what they needed to do. If the officer was killed, the person who did it would receive $400,000. If the base was being attacked, the officer would cover the outside of the bed with a bulletproof vest and have a weapon close. The group learned that the area was not always secure, as before the officer’s arrival, a Colonel and two people from the Navy were killed. “When you think about your own home, and whether or not you’d like 20,000 to 30,000 young men with weapons sitting outside your house and doing things, while our military tries to do the right thing,” the officer said. “Our military consists of the young men and women from our country. Some of them join the military for good reasons; some join for bad reasons, some of them came from gang lifestyle, some of them came out of a lack of morals, and the situations you are put in combat are difficult. Some people do bad things, and it’s very easy to turn people against you in the middle of the night when helicopters come in, and one person is dragged out of the house. Most of the time, it was the right house for the right reasons, but it wasn’t always.” The officer worked in a top-secret secure facility built under a building with satellite dishes, and they burned everything that came in outside the window. “If you brought in a computer, used it, and it broke, it was burned,” the officer said. “My specialty in the military was space operations, but very close to that is information operations and cyber security, and psychological operations. When I went

over there, I took a team that was spread out all over the country and bringing those types of capabilities to our armed forces and allies that were there. We were doing all kinds of things in the compound, and I was directly involved with all of that.” The officer said they would produce television shows with role models that the Afghan people could look up to, specifically a show about a female Afghani police officer. “Kind of like a cop show,” the officer said. “She was an actor, a real person, and probably a target. I expect that she’s dead.” Withdrawl Regarding the US Troop withdrawal, the officer said

it’s not possible to take 10 people out an hour, and at the end, the last 10 people get on a plane and leave. “You have to have a bunch of security, and all at once, pull yourself out,” the officer said. “As they were giving options on how to do this, your biggest amount of people are at the airbase at Bagram. The reason why we built Bagram was because it was away from the capital, about 30 miles, and we built a perimeter around the airbase because we’d get nickeled and dimed from mortars. We put the perimeter around Bagram five miles from the runways so it would be relatively unaffected by what is going on outside the perimeter.” The officer said closing

the airbase mean that a large amount of people no longer needed to be in Afghanistan.  “One night, in the middle of the night, all the Americans left,” the officer said. “We didn’t tell the Afghanis that we were leaving, but I’m sure they figured it out pretty quickly. The other airbase was protected by these big perimeters, so when they left, it is difficult to go back in.” That meant the United States had lost the country. “We had to send the 82nd airborne in to try and get people out,” the officer said. “The option to go pick up Americans with the stuff they have is not really there.” for the complete story, visit tricountysentry.com

Toast French Onion

By Connor Forbes I had a hankering for French onion soup the other day, but I didn’t have time to do the whole soup from scratch. (Although I spent about an hour and a half caramelizing the onions so….) I thought about it and decided that my favorite parts of French onion soup are the onions, cheese and bread.

HE broth is wonderful soaked in the bread but it wasn’t an option so I told myself, “Who needs it?” So French Onion Toast was born. And boy am I glad for it. Let’s explore this wonder! Ingredients 1 white, yellow, or brown onion 2 slices of provolone

1 slice of toast (chefs choice) 2 tbsp butter 2 tabsp olive oil To Cook Slice the onion into thin halfmoons. To achieve this, slice the onion from top to bottom, turn on its side, and slice all the way through every 1/8 inch or so. On low heat melt butter and add olive oil. Add onion and cook for about an hour and a half stirring occasionally. Take onions off pan. Place provolone slices directly on the pan and fry until the cheese starts bubbling. The bottom will be burnt and the top will be ooey gooey. Toast bread and place on top side of cheese. The cheese will stick to the bread. Pull out of pan and cover the top with caramelized onions. have no issues where I live; it’s nice, on a quiet street, and my landlord is always accommodating. Anyway, I asked the J-Train to look around just to see if we could find a place with a room I could use as an office. Right now, I do my writing in the living room, and when the J-Train is home, she likes to watch all her shows that I generally don’t enjoy and make noise.

Well, guess what? There is basically nothing, and since we have a house full of animals, that negates the one or two really expensive choices out there. We could take one of these choices, but like I’ve said before, doing this would mean no more saving money, making car payments, or eating. During the month, I ran into a council member, and I asked about the

new housing units being planned and found out that those plans were placed in file 13 because of Covid-19. Anyway, if the council will take some feedback if they can figure out how to get those plans back on the drawing board and reengage those developers, that would be helpful. This is not for me anymore, but if the J-Train and I, a two-income hardworking pair of worker-bees who

can’t find a place, there are probably plenty of others who are in the same boat. I know this isn’t a quick fix, but it needs to be near the top of the list. In the meantime, life continues as usual for me, like yelling at Ziggy when he knocks over and breaks a 100-year-old lamp that my grandmother owned. The other fun part of my life is explaining to the J-Train why we don’t need

eight different flavors of coffee creamers and the equivalent of a Good Humor truck in the freezer or why five different types of flavored coffee make no sense when she puts flavored creamer in the coffee. The J-Train tells me that it’s challenging to be married to me. I understand that. I could say more, but I have to clean the house, write, and plan dinner.

Channel Islands-- The Concerts by the Sea series got a special treat, Saturday, August 28, as Sean Higgins and lOan gOat delivered a huge amount of classic hits and original songs to the crowd.

I G G I N S reached into her bag of tricks and rocked classic songs like Highway to Hell, Mustang Sally, Proud Mary, and Def Leppard’s Pour Some Sugar on Me, which got everybody up and partying. Elaina Conroy made the most of the event and spent the evening dancing. “It’s always a blast when Sean Wiggins is playing,” she said. “She’s the best. Sean plays anything you request, she has her original stuff, and she is amazing.”

Cat said there wasn’t too much sun at the show, but that didn’t matter to her. “We’ve got great music and great people,” she said. “We’re hanging out and dancing. That’s why I am here. I support our live musicians.” Her favorite song of the evening was Whiskey and Ducktape. “It has a catchy beat, and it is one of her originals,” she said. “It is one of her most popular songs for sure.” Cat is a Concerts by the Sea veteran.

“It’s been a couple of years, but Sean has played here before,” Cat said. “I’m having a great time.” Larry McClelland attends the Concerts by the Sea regularly, and he noted that since he is retired, he likes to go out and do things and do whatever he wants, especially when it comes to the song Mustang Sally. “I got up for that one, he said. “I like Johnny Cash songs, but I don’t know if they’ll play one.” Stephanie Carran was all about the dancing, especially

to Mustang Sally, her favorite. “That was so worthwhile and the one after that, too,” she said. “This band plays what the crowd wants, but the band last week played much more contemporary rock.” Veteran concert goer Sherry Kopack said she likes to slip and slide when she dances. “I like all Sean’s songs, and I don’t have a favorite because I am not that narrow-minded,” she said. With the concert series winding down, she feels bad. “There’s only one weekend to go,” she said. “I wish it could go on. I think it’s great that they have this here every summer.” After the show, Higgins said playing the songs from each era, the ‘60’s, the ‘70s, ‘80s, and ‘90s, was an easy choice. “I try to pick the songs I like that I want to sing,” she said. “They just happen to be from various eras. We don’t pigeonhole into one style because I like all kinds of music.” The band is based in Los Angeles, and she travels to Ventura County a lot. “I started playing at Cold Spring Tavern 20 years ago, and from there, it has trickled down from Santa Barbara to Ventura and Oxnard,” she said. “I’ve created a following and a reason to

be up here, and I love it. Now, I don’t play much in North Hollywood; I play here.” She never puts together a setlist when she performs. “I have a whole bunch of songs written down, then I start winging it based on the requests that I get,” she said. “I make up setlists, and the band always laughs at me because I never follow them.” Sean knows the songs that get a large audience response. “I know songs that work, and if I need to rev it up, I do,” she said. One of her original songs, “Whiskey and Ducktape,” drew a huge response, and she said it was about a breakup. “I was being silly and wanted

to write a country tune,” she said. “Whiskey and Ducktape will help you put it back together again.” The secret ingredient to writing a song, she said, is an inspiration. “It’s something humorous or something that pisses me off,” Sean said. “I mostly don’t write love songs because I am happy and in love, although I have written a bunch of love songs recently. If I’m really pissed off, that inspires me.” She learned how to play the guitar while she was in a band because the guitar player wasn’t good. “I was just fronting,” she said. “He kept stopping playing and tuning (his guitar) while we were playing; I figured I better learn how to play the guitar. I was probably 25.” She feels blessed about her musical journey. “I’m getting more songs into film and television right now, which helps to keep me out of a day job,” she said. The band name, “lOan gOat,” was born while the band traveled up and down the 101 Freeway. “We didn’t have a name, and we saw this goat all by itself,” she said. “We bonded with it and said look at this lone goat.
