Council debates ARP priorities By Chris Frost Tri County Sentry Oxnard-- The city council, Thursday, July 29, held its first discussion as a full-body about the American Rescue Plan funding and how to use the money wisely. City Manager Alex Nguyen opened the discussion and informed the council it had three public sessions on the funding during committee meetings in July. “The portion of it designed for local government recovery is all good news,” he said. “There is no way that we should consider any bad news here. They are all good choices before you. The only thing is because we have such a long list and such a variety of needs here, you can’t choose everything.” He advised the public when they review the list the council will choose from; they won’t need to make cuts. “The council will make the choices, and we are not making n ARP, see page 7

TTENDEES proved that you’re never too old to rock and roll and got down to hits from Pablo Cruise, the Classics IV, the Eagles, and, of course, Bon Jovi and Huey Lewis and the News, to name a few. The band, Rick Thornton, Tom Pugliese, John, and
Mark Faustino, and Michael Niva, came up to Ventura County from the South Bay and delivered a great set that got attendees up and grooving to the beat. The band announced to the crowd that it was their first gig after being laid off due to the Covid-19 lockdowns, n UNDRCVR, see page 12

Oxnard-- South Oxnard had a big day, Friday, July 30, as the proposed South Oxnard Aquatic Center at College Park kicked off with optimism, cheer, and the spirit of a transformational project getting started. The new proposed facility will give South Oxnard residents a swimming pool, a training pool, and various water
features that will expand the city’s swimming lessons, so the kids are safe in the water. State Senator Monique Limón provided the biggest gift to South Oxnard residents, a check from District 19 to the City of Oxnard for $5 million to get the project going. “Going into the budget cycle in the State of California, we weren’t quite sure n South Oxnard, see page 5

Artwalk & Craft Fair delights shoppers By Chris Frost skincare and makeovers to Tri County Sentry anybody who would like Port Hueneme-- The Oceanview Pavilion sprung back to life, Saturday, July 31, as the venue welcomed the return of its Artwalk & Craft Fair.

HE free event was held outside of the Pavilion and featured local artists, art, crafts, food trucks, and more, which drew lots of people and dogs having a good time. Linda Klein and the gang from Mary Kay were happy to be part of the event. “I’m here to support the community and offer free
one,” she said. “People are saying that now that they are not wearing masks as much, they need a whole makeover. They have old lipstick in their drawers, and they need everything.” She was holding a contest where people could guess how many products are in a jar. “If you can guess how many, you can wear a prize,” she said. Beverly Kelley and Jonnie Lisman from the Friends of the Port Hueneme Library were on hand selling used books. The group stands ready to help raise money for whatever the library needs. “We have children’s
books and mysteries,” Lisman said. “They are inexpensive, and we want to have this money go to the library, especially for the children’s programs.” Some of the events the money will fund will include entertainment programs for kids, like puppet shows. “They also have petting zoos and reading outside in the lobby,” Kelley said. “On Halloween, we have Horror in the Stacks.” Lisman added the teens get involved with community service programs at the library, and the adults enjoy the group’s reading clubs. “We’ve also got Chrome Books for the seniors to check out and use,” she said.
Lisman said she has always loved and supported the library. “I’ve probably been at this for 20 years,” she said. Julie and Jean Wiley brought their collection of customized hats and flip flops to the Artwalk. “We recently retired from the grocery industry due to Covid-19, and we’ve decided that we’re going to do fun outdoor events,” Julie said. “We use our Hearse (1991 Cadillac Hearse, named Lydia) to transport everything.” Julie said she embellishes all the hats and adds all the fun stuff. “I set everything up,” Jean said. “I’m operations. worked at the restaurant. He told me that I should apologize to her. I refused to apologize, called him an idiot racist, and I was fired in retaliation. I complained loudly and got hired at another fast-food chain the next morning that told me that if I find anybody giving away food to fire them. That company offered to rehire me a few months
later, and I said no. It would have never worked because I would have told my staff what happened. Here’s my point, disagree respectfully, and if Nguyen talks a good game and doesn’t follow through, hold his feet to the fire. It’s a long list. Try to remember that. Why are you hating the guy who is trying to fix the problem?

the problem. Anyway, the city has a plan, City Manager Alex Nguyen is working on that plan, and he told everyone that it would take three years. Okay, so I took it upon myself to go out and do a story about this and found a pair of crews working on the problems diligently. If I found a bunch of people sitting around doing nothing
all day, it would have been a much different story. The city also has a 311 Green Team fixing the problem, and if the haters actually read The Sentry, they’d know how much trash is being eliminated weekly. I’m sure at some point, Nguyen probably did something to ruffle a city resident or two, so that means these posts are some form of
bizarre retaliation because they didn’t get their way. It happens all the time. A long time ago, I ran a fastfood restaurant in Union, New Jersey, and I fired someone for giving away food. Two weeks later, my district supervisor told me that he was going to rehire the employee and mentioned to me it’s not right to fire one of the few white people who

Coffee with Gabe Teran delivers straight forward answers By Chris Frost Tri County Sentry Oxnard-- District Councilman Gabe Teran was out engaging the public on Saturday, July 31, as he answered questions at the Collection during his Coffee with a Council Member event. The public enjoyed treats provided by Teran and sought direct answers about things that concern residents.
“
The idea with this as we are coming out of Covid and trying to do a little more in-person stuff is to interact with folks and give them an opportunity to ask questions, voice their concerns and find out about what’s going on in their communities,” he said. He credits Officer Hernandez and the Oxnard Police Department for the idea. “This is an idea I lifted from them when they were doing their Coffee with a Cop event,” he said. “I’ve gone to a few of those, and they were great. It was simple; you show up, talk, grab some coffee, and I wanted to do something similar as a council member.”
Teran said he had a list from community members, which he said was not a surprise. “We have streets, homelessness, parks, information on vaccines and Covid,” he said. “There’s sales tax, and someone talked specifically about trees in a specific neighborhood.” Teran offered straight reasons about Oxnard’s involvement with the Pfizer bankruptcy case. “The City of Oxnard, along with cities and counties all over the country, all joined a class action against Pfizer for Oxycontin and the effect it had on the nation and getting dependent on it,” he said. As a new council member, Teran said his neighborhood council work served as a good training ground before he was selected to represent district two. “The work that we do as council members, even though I was well prepared, prior to getting appointed, I was already doing my videos, reading the council packets and all that stuff,” he said. “The thing that changed for me is I now have to read the things that don’t interest me.” He is pleased about all the support the community has for him, the council, and how the city is turning a corner. “We see what Measure E had the potential to do and being able to hold

everyone accountable,” he said. “The voters trusted the city enough to raise this tax. It’s on us as a council to fulfill that trust and follow through and do what the city said it was going to do.” He did spend time with a resident about what the city should do with the one-time American Rescue Plan (ARP) funding. “I am encouraging residents to please connect with the city, please write your council members, and please let us know what you think this ARP funding should be spent on,” he said. “This is one-time funding; it’s not going to happen again, and it’s an opportunity for us to make an investment in a number of small projects or a couple of big projects.
What do you think would serve the greater good with that funding? In August, the Federal Government is going to release their final guidelines and what that money can be spent on.” Teran said his wife stands behind him 100 percent. “She’s my biggest fan and supporter,” he said. “Because the council doesn’t meet in August, my wedding anniversary is in August; so I wished her a happy anniversary at our July 29 meeting.” Citizens for a Better Oxnard Founder Manuel Herrera stopped by and while he and Teran were talking everyone thought Teran would be a status quo council member and not change anything.
“He’s changing the perceptions, and that is key, Herrera said. “That’s why I created Citizens for a Better Oxnard. So people can be informed. There’s that wrong perception that for years and years, people have this perception of city hall. They don’t realize that they are human and citizens of Oxnard. How many times did we read the comments that said you guys are lining your pockets? I’m like, really? You guys think that happens?” He said Teran is a genuinely caring person. “He has all the best and right intentions,” Herrera said. “He wants to help the people of Oxnard, and it shows in what he does. Teran is always in touch with the public. Even before he ran, he made videos on certain issues pertaining to Oxnard because there is so much misinformation given out there. Teran explains things in simple English, and people appreciate that.” Herrera contemplated running for the seat until he discussed the idea with Teran and advised him to run for the council. “What district are you in,” Herrera asked Teran. “He told me he was in district two, and I said why don’t you run? I said, Gabe, you need to run. You would be perfect, and I will gladly step aside. I really think you are the best.”

what kind of budget cycle we were going to have in 2020,” she said. “Sometimes, some of the issues and demands that we’ve had, particularly in light of our health response for Covid and the economic impacts, have taken precedent.” With all that said, Limón said how the state looks at health is a “much broader” issue. “As someone who grew up in the 805, I know how many families have the beach close to them, who don’t go to the beach because they don’t know how to swim,” she said. “I’ve talked to many parents, especially in my school board days, that said I wish we could take our kids to the beach, but the kids don’t know how to swim, so it’s a danger rather than a health benefit. We’re all watching the Olympics and see some of these incredible swimmers. They started as swimmers because there were communities that invested in them and had pools available for them.” She pledged to make the South Oxnard Aquatic Center
happen. “I’m excited that in the middle of a very hard 18 months that we’ve had in this state, country, and the world with this pandemic, we can actually bring something to the community of South Oxnard,” she said District 6 Council Member Vianey Lopez was thrilled to see all the people who support South Oxnard. “As someone who has grown up in this area, as a little girl, I learned to swim at a pool in an apartment complex,” she said. “I was fortunate enough that when I attended Hueneme High School, I was on the swim and water polo teams. My time at the pool was primarily at the high school.” She is excited to be at the park celebrating South Oxnard. “We have heard from our community, and we understand the needs and wants of our city,” she said. “The entire city council has been prioritizing South Oxnard. Especially in our city priorities for the next five
years. Coming here today is the beginning of many celebrations of the investment that we will continue to make in South Oxnard. That is in part because of State Senator Monique Limón, for her being a champion for South Oxnard.” District Five Councilwoman Gabriela Basua echoed Lopez and noted the council’s priorities have been to invest in South Oxnard. “I grew up in this community, in La Colonia, and when I was 10, I ended up in Lemonwood,” she said. “I would walk from Lemonwood to Channel Islands, and as I as walked the bridge behind us, I would see this area here, and before, we had no soccer fields, we didn’t have the firehouse, and it was all dirt. Over the years, we have seen what the city has done, as far as bringing the soccer fields here, bringing in the playground, and bringing in an area where people can walk.” She said one council goal is to build an Aquatic Center in
South Oxnard. “As we stand here in College Park today, we can see the opportunities that exist in this area,” Basua said. “We see a vision for South Oxnard to bring an Aquatic Center here to our backyard, so we can have our children and seniors enjoy and learn how to swim. An Aquatic Center will serve as a transformational project for South Oxnard.” Mayor John Zaragoza thanked Limón for the generous $5 million check and acknowledged the kids who came out to kick off the project in their waders. “This is going to help us out,” he said. “We’re going to have our own swimming pool here for South Oxnard, a place for our kids to learn how to swim; this is an opportunity for them and the underserved community of Oxnard. When I was a little kid, we used to drive from Colonia to McGrath Park, and I almost drowned there. We’re doing this for the children of South Oxnard.” District Five Supervisor
Carmen Ramirez was thrilled to be part of the celebration and said they need to do everything they can for the children. “I want to congratulate our wonderful Senator Limón,” Ramirez said. “She is true to her promise to work for our city and people. Not just in Oxnard, but in the whole district.” She presented Limón with the Superstar Award from the Board of Supervisors for delivering for the residents of Oxnard. In comments after the presentation, Limón said the funds came from a budget allocation. “This is a very specific budget allocation that’s coming to us in the State of California that we were able to allocate for this specific project,” she said. “This was in our overall Senate bill that was voted on two weeks ago.” Betsy George said it’s great to see something happening in the community. “Everybody is out here supporting this,” she said.
Dierdre Frank is happy to see Larry and Shirley Godwin attending the announcement. “It was 40 years ago that they put the concept of an Aquatic Center in the lap of Oxnard, and it went nowhere,” she said. “I’m pleased they are finally able to see this, and I am glad to see that the powers that be are finally setting this as a priority in South Oxnard. It’s long needed.” Shirley Godwin said she’s been waiting for this announcement for at least 40 years. “We’ve lived in the South Oxnard neighborhood since 1966,” she said. “Our youngest is 49, and this was a space that we looked at; it was a lemon orchard, and we used to on the weekends with our kids ride our bikes through there. By Chris Frost Tri County Sentry Camarillo-- The City of Camarillo Library Board heard some good news, Wednesday, July 28, as the venue continues to move toward normalcy and expand its programming. The library reopened Tuesday, April 27, after being closed for over a year due to Covid-19 restrictions, with protections in place to protect people from the virus and ensure safety. Library Director Mandy Nasr said the big update is that the program, “One City, One Book,” is a nationwide community reading program that has been popular with patrons since 2012. “I’m very excited to announce that Camarillo Library will be participating in this program again,” she said. “The One City, One Book program will be an in-person event, at 1 p.m., Saturday, September 25 in our library community room. The year’s book selection is titled “The Rose Code,” which was written by best-selling author and southern California native Kate Quinn. We have plenty of copies for patrons of our library to check out and read from now until September 25. We hope you’ll join us at our author discussion at the library.” She is also ecstatic about the return of in-person programming in the community setting. “Earlier this month, we reinstated weekly preschool story times and crafts for kids, and we also offer creative and engaging programs for teens and adults,” she said. “We’ll continue to add more programming in the days to come. To reserve your spot for in-person programming, we ask that you visit our library website or stop at the library service desk, and we’ll be able to help you.” Board President Susan Santangelo said she has a copy of the book. “I’m going to Carpenteria next week, so it’s perfect timing,” she said. By Connor Forbes I’ve been making a concerted effort to cut down on my red meat consumption. I have high cholesterol so red meat is not really recommended. And cows are also a huge emitter of methane which is not good for the environment.

UT if there is one thing that I love, it is a good juicy hamburger. Since I have been cutting down on red meat, but I love burgers, I have been switching gears more frequently and making turkey burgers. I think I have dialed in on a turkey burger that is truly spectacular and a good crowd pleaser for anyone in the family to enjoy. Let’s get cooking! Makes 5-6 burgers. Ingredients • 1.5 pounds of ground turkey • 1 egg • 2 tablespoons of diced green onions • 2 tablespoons of diced
cilantro • ½ tablespoon salt To Make In a large mixing bowl, beat the egg with the cilantro, green onion, and salt. Add the ground turkey. Fold the turkey into the egg with a fork or spatula. Cook as you would a hamburger. These paddy’s hold up on the grill, charbroiler, and however else you want to cook them. For me that is on the grill with a good charbroil on both sides before finishing on indirect heat at 300⁰. Dress them with your favorite

Christina Zubko was ready for a great evening. “I’m a classic rock chick, and I am so sad that we don’t have more classic rock,” she said. “This is a great opportunity to be outdoors at the beach and enjoy the sun. It’s fantastic.” She has a big list of favorites from the 70s.
“I like the Doobie Brothers, Steely Dan, Stevie Nicks, Fleetwood Mac, and The Eagles; I like them a lot,” she said. “Steve Miller is good too. We’ll see if we get some of those songs.” Carol Sandoval came out with her family, including Former Harbor Director Mark Sandoval, who is getting ready to retire. “The 70s is my favorite era,”
she said. “I’m here because it’s Mark’s birthday tomorrow, and he’s leaving for Alabama. I’m here to say goodbye.” Mark said he’s moving to Alabama in two weeks, but he will miss the harbor. “This is a beautiful place,” he said. “I’ve only been here three years. Unfortunately, I would have liked to stay a little bit more, but it wasn’t in the cards. I’ll always remember these three years.” He proclaimed that he is his mother’s favorite kid and noted that his brothers and sisters were rolling into town. “This is my going away gig tonight,” he said. “We’re going to be here for two hours, and then we’re going to the Eagles Club.” Mark has a particular favorite band from the 70s. “I love Journey,” he said. “Back then, I was into hard rock like Black Sabbath and Deep Purple, but then I grew up, and now I’m a Journey fan.” For more information, visit theucband.com.
