Committee approves discontinuing license and fee subsidy for credit, debit, and electronic payments By Chris Frost Tri County Sentry Oxnard-- The Finance and Governance Committee, Tuesday, July 13, voted to discontinue its subsidy for convenience fee costs associated with credit and cards and electronic payments for certain city services. The approval of transaction fees for its consumers is estimated to cost the city approximately $500,000 each year. TTENDEES came dressed in bodacious vintage 80s clothing, and the huge crowd spent the evening dancing to songs from artists like, The Cure, Frankie Goes to Hollywood, Duran Duran, and the group closed with The Beastie Boys, You Gotta Fight, for Your Right, to Party. Janice Melone said being at the concert is exciting. “It’s nice to be able to go out, see the people, and have beautiful events like this,” she said. “The weather is gorgeous in California. I’m from New York, so I’m used to the snow. I appreciate the sunshine.” She came dressed in her best 80s wear and admitted that she misses going to concerts back east. “I used to go to concerts at the Meadowlands with my daughter all the time,” she said. “I got this shirt and decided that I was going to wear it because it looks kind of, ‘80s springy and colorful.” n 80s Invasion, see page 7

of ideas, and each committee will discuss the funding. The full council will discuss the money as a group at the end of July. City Manager Alex Nguyen said he believes the process and discussions will be positive, and there will be challenges about what to invest in versus all the

HEN I get tired, I go home for a little me time with the J-Train and have some married time. Sometimes we have to help each other, you know. When the J-Train told me she was going to grow stuff for salads in the yard, I offered to help. The first thing I did was stop her from planting an empty bottle of ranch dressing in the yard. It’s widely acknowledged that she has a brown thumb. It’s true; she kills plants, flowers, grass, vegetables, hopes, dreams, good moods, and more. So my official day off started Thursday night, and I thought it would be nice if she and I watched a movie together and talked. The J-Train often complains that we never sit around and talk because I am always working, so I thought this would be something she

then adopt a resolution to establish fees for the convenience fees associated with certain city services and fees. Eden Alomeri, assistant city treasurer and building and licensing director, made the presentation to the committee and said in 2003; the city council approved the use of credit cards to pay for city services. The staff estimated the cost at $17,800 for every $1 million in credit card transactions. The city accepts credit cards for utility payments, business taxes, short-term rentals, building permits, fire inspections, recreation class fees, parking citations, false alarm citations, and parking meters. The city accepts eChecks for utility payments over the phone. “In actuality, the city has subsidized customers’ use of payment cards and eChecks,” she said. “In 2018, the city subsidized $492,617.64. In 2019, $534,832.30, and in 2020, $520,565.20.” Although credit, debit, and eChecks offer convenience for the customer, she said the city paid fees for transactions to the gateway, merchant, and credit card companies like Visa and Mastercard or the eCheck processor. “Each of which performs a function to complete a transaction and enables the city to collect payments,” she said.

Alomeri showed the committee a list of charges that Visa Mastercard, Telecheck, and Elavon charges and said there are more charges on the list but not shown. “There are some services which the city is already charging a fee for using credit cards, so the city is not currently subsidizing those usages,” she said. “In the past, departments implemented different programs using various vendors and software to address their needs, and this fee varies. In some cases, they are just using a different credit card processor. In other cases, the processor is selected by the vendor that offers the larger program. The variety is great.” She said some programs charge a flat fee while others charge a percentage. In community development, short-term rentals use Stripe, and they charge $2.95 plus .30 cents per transaction. “The police department’s admin citation uses the Pheonix Group that charges $3.95 or 3.25 percent per transaction,” Alomeri said. “Due to contractual obligations, the city cannot change the rate that is currently being used by their service providers. The city will continue to use the rate that was set in the contract with the various service providers. As each of these contracts come due, the staff will evaluate the value and viability of switching over to the vendor used for

utility billing.” She said; eventually, the city may be able to implement the credit card processing fee to all departments accepting credit, debit cards, and eChecks across the city’s payment locations. “There are instances where the city is subsidizing the fee, and staff recommends continuing that subsidy, at least temporarily,” she said. “The programs don’t allow us to pass along the credit card processing fee to the customer, so if we are intent on doing so, we will have to opt-out of those programs.” The big question to the council, she said, is whether the city should continue to subsidize the use of credit cards where the convenience fee has not already been passed on to users and where is it possible to pass along fees to users. “If not, the various companies charging the fee have asked the city what transaction fee it should charge,” she said. “Staff is targeting the percentage that recovers as much as possible of the actual subsidy without inadvertently charging extra. To arrive at the proposed rate to charge as a transaction fee,

staff performed an analysis of the fees paid in the past three years.” In relation to the amount collected, using only the regular, no discount rate, the city paid over the past three years for credit card transactions over the counter, 2 percent, and electronic check payments over the phone, 2.7 percent. “The rate of 2.35 percent is on the low end of the range when compared with some other agencies that charge transaction fees,” she said. “An analysis shows that the average cost to the city is 2.35 percent.” In comparison, she said the City of Thousand Oaks charges 2.65 percent for charges over $500 and $2.75 for charges below $500. “The City of Ventura charges 3 percent for inperson payments, $3.95 for online payments, and $4.25 for payments over the phone,” Alomeri said. “Ventura County charges 2.15 percent.” If the full council adopts the fees, she said the implementation period would take place over a few months. The city will go through its testing phase with Paymentus, the gateway, complete the

test in the fall, and update the council when the program takes effect. Committee Member Gabe Teran asked if customers know that fees due to the city paid with a credit card, the city absorbs that cost and pays the gateway company. “There are many programs in the city, and some are already passing them on to the customer,” Alomeri said. “There are some that are not, and the reason for that is because different departments had a contract at the initiation of their programs with different vendors. There are vendors that allow us to pass the fees, and there are vendors that do not allow us to do that.” Teren asked what the average ratepayer pays for their utility bill, and he also asked if developers would be affected. “A single-family home on average would pay about $150$180 per month for their utility bill,” Alomeri said. “So, $150 times 2.35 percent would have a $3.53 fee. This will also cover the developers, the business owners who pay taxes.” Committee Member Gabriela Basua asked how the city will determine the

convenience fee and, once they set the rate if the city will still have a subsidy. “Our proposed rate of 2.35 percent will be across the board,” Alomeri said. “The 2.35 percent may need to be increased at a future date because this is the average of the past three years. Based on our study, every year, the costs go up.” Basua asked Alomeri to define the term electronic check. “An electronic check is used when a customer calls our interactive voice response system, a phone number where they can pay their utility bills, and they can use either a credit card or a check,” Alomeri said. Alomeri noted the city has many ways to pay bills. “For utility bills, they can send us a check by mail, and that is no charge to them,” she said. “They can come in person, put it in our dropbox, and the easiest way is by autopay. They can enroll in an autopay system, and the city will automatically draft from their account for their monthly bill. That is free.” for the complete story, visit tricountysentry.com

I asked the J-Train how many pairs of white underpants she owned and if it’s a hard-and-fast rule about the color of the underpants. It seems to me that someone could be wearing any pair of underpants with a short skirt and still be able to dance

around like Mary Catherine. Well, the J-Train got up, told me she was going to bed, and I was alone, except for Daisy, Buddy, and Ziggy. I wandered upstairs and offered to keep talking, and I ended up back on the couch downstairs after more swearing. I ask questions; that’s my thing. I don’t consider it aggressive, so I guess we are different. The J-Train had an issue with her social security card, and for some

reason, when she changed her last name to Frost and got her card reissued, they got her birthday wrong. When she called about the error, they sent her a boatload of paperwork to fill out and get notarized. She called them back and asked the representative why she has to fill out a ton of paperwork because they made a mistake, and this person refused to answer the question. The J-Train let it go. I decided this was a great opportunity to talk again. My first question was why she wouldn’t press a question about a mistake the government made with her social security card, especially one that makes her older but at home with me; she fights like it’s WrestleMania, and she becomes the Ultimate Warrior fighting in a cage match? Okay, so she gets sick of talking to me. I get it; in fact, sometimes, when I am talking to myself, I’ll look in the mirror and say, don’t you ever shut up? I’m going back to work tomorrow, and that makes the J-Train happy.

NEWS Housing First program launches in Oxnard By Chris Frost homelessness, improve and Tri County Sentry expand street outreach and Oxnard-- The Community Services, Public Safety, Housing & Development Committee, Tuesday, July 13, had its first discussion about the Housing First program in the city.

ITY Manager Alex Nguyen has championed the Housing First program since his early days in city hall and, after a Covid-19 delay, has arrived at the committee level. Homeless Assistance Program Coordinator Jessica Petrillo presented the item to the committee and said at the 2020 point in time count in Oxnard, there were 567 homeless people counted in the city, and 379 were unsheltered. “A 2021 point-in-time count took place, but due to limitations from the Covid-19 pandemic, only a sheltered count took place,” she said. “The causes of homelessness are complex, with overlying factors; poverty, lack of affordable housing, unemployment, fleeing violence, and discharge from institutions. Our local data show us, in Oxnard, nearly one-third of homeless individuals indicate they have chronic health conditions, and over onequarter have experienced chronic homelessness.” She pointed out that point-in-time counts are a one-day snapshot and likely underestimate the amount of homeless people. On September 18, 2018, the Oxnard City Council adopted a five-year homeless plan, which has five areas to reduce and prevent homelessness in the city. The plan includes targeting vagrancy and negative behavior, establishing and developing a year-round 24hour homeless shelter and navigation center, resources, and funding to coordinate a quality controlled entry and exit system out of

community partnerships, and develop and build housing programs serving the homeless. “The scope of the mission of the city’s homeless efforts have expanded greatly in the past few years,” Petrillo said. “Some examples include the opening of a year-round 24-hour, 110-bed homeless shelter and navigation center in 2019, the introduction of a street outreach team, coordination with backpack medicine, and county homeless services. The Oxnard Housing Authority administered housing set aside vouchers and other vouchers for homeless individuals. They mitigated encampment cleanups, added capacity by working with the county to convert a motel into a non-congregate shelter and supportive housing, and took steps to address the Covid-19 pandemic. “Housing First is a low barrier approach to ending homelessness, and it centers on quickly moving people from homelessness into housing and then providing additional support and services as needed,” she said. “Housing First does not mean housing only, but it recognizes that people are better able to move forward with their lives if they first have housing. We know that Housing First can rapidly end homelessness. Increasing housing stability is cost-effective by reducing costs of other publically funded systems.” She said the five key principles of Housing First include immediate access to housing with no readiness requirements, selfdetermination, a recovery orientation, individualized client support, and social and community integration. “In order to reduce and eventually eliminate homelessness, communities must adopt a Housing First approach,” she said. “Addressing homelessness at the municipal level is in line with current trends on housing and homelessness at a state level. “One example of this is Assembly bill 816,

The Oxnard Navigation Center has been approved by the city council. which, if passed, would require cities to identify gaps and resources needed to tackle homelessness and submit a detailed plan on how they plan to reduce homelessness by 90 percent over the next decade.” The staff proposes that the city develop a 10-year housing first plan, including data and profiles on the homeless population in Oxnard, recommendations on how to meet those goals over the next 10 years, funding strategies, the creation and development of affordable housing, with community consultation throughout the process. During council comments, Oscar Madrigal said the presentation was great, and the key focus is on homelessness and how to help people who are currently homeless. “Are there any measures or help for people who are close to being homeless,” he asked. “A lot of the presentation was getting the people who are homeless back into homes, but over the next 5-10 years, will we see more people, unfortunately, dealing with the homeless issue. Sadly, this is not going to be the end of it. There is a large group of people who may experience difficult times ahead. Is there anything in the works in the future that may help alleviate that rise in the future?” Housing Director Emilio Ramirez said Housing First is a response to homelessness. “It is not necessarily a preventative measure; it is

definitely something that is responsive to homelessness, especially chronic, unsheltered homelessness,” he said. “There are other efforts afoot regarding prevention,

including the housing authority’s vouchers and rapid rehousing. I’m happy to present a prevention program at a future committee meeting, but Housing First

is not intended to combat prevention. It is technically for unsheltered chronically homeless.” Ramirez said the housing first plan is at its beginning stages and will take the better part of a year. “We started with the Homeless Commission, and you’re the second public venue where we are presenting this,” he said. “We are going to undertake a 6-8 month community Charette process and identify what the homeless Housing First is and come back to the council in the future for the adoption of the plan. We are going to come back to this committee at least two more times to draft that plan and identify how we implement it.” The committee received and filed the presentation, and they look forward to future presentations.

By Connor Forbes Summer is in full swing and nothing is quite as refreshing as a delicious salad. But salads can be pretty boring. And nothing is more boring than a boring salad. So let’s be sure to steer clear of those boring salads. Thankfully my sister was always quite the salad maker extraordinaire growing up so I borrowed some of her magic for this salad.

OU know how I like to make recipes around here. Simple flavors make extraordinary dishes. And in that vein we are going to keep it simple for this salad as well. Ingredients • 3 cups of spring mix • 2 cups of arugula • 10-15 strawberries, quartered • 4 oz goat cheese, crumbled • 3 mini sweet peppers, sliced or diced (for crunch) • Vinaigrette, on the side

To Make In a large bowl mix the spring mix and arugula together. Sprinkle the sweet peppers, and strawberries all over the salad. Crumble the goat cheese over the salad. Serve with a vinaigrette dressing (i.e.

She was looking forward to hearing her favorite song from the 80s. “It’s called I’m Alive, by Love and Rockets,” she said. “It’s obscure, but I really love it.” Arlene Raisner said she liked the music in the 80s, but she couldn’t pick one favorite. “It’s great to be outdoors, and it’s a beautiful day,” she said. “We came from Camarillo to get away from the heat, and there is a cool breeze by the ocean.” When asked if she misses wearing her mask, Raisner laughed. “I’m happy to be out here to say yea, freedom,” she said. “I’m a laughter wellness teacher, so we did a wellness class today. Laughter helps relieve stress and oxygenation for your body. Especially with this Covid stuff with people

locked down, it gives you a sense of freedom, happiness, and it releases endorphins.” Teresa Baehner was wearing a t-shirt that said, Beautiful Disaster. “I am a beautiful disaster,” she said. “I’m on a meetup group for single people in Ventura County from ages 30-60, and we’re going to be meeting here today. I have family visiting from Nashville, so I drafted them out here.” She made sure to wear her love glasses to the concert. “You can’t see the hate with your love glasses on,” she said. “I absolutely don’t miss my mask at all. We should burn our masks like they burned their bras in the 1960s.” Leo, “the street dog,” came out ready to party. “He’s ecstatic,” Amy Scott said. “My favorite band in

the 1980s was Van Halen. I love Jackson Browne. He was awesome too.” Jen D was ready to enjoy some music. “I think this is wonderful, and I am glad they are doing things at the park,” she said. Mary Alaniz came up to visit from San Antonio and was ready to rock. “We grew up together and were roommates in the 1980s,” she said. I wouldn’t miss this for the world. I come every year to visit my friend, Tanya, and the weather, and the ocean, is great.” Former roommate Tanya Nunez said the duo came ready to rock n roll, and she was ready to enjoy her favorites from the 1980s. “It would have to be The Gap Band or the B52s,” she said.

Harbor Public Information Officer Jed Chernabaeff said they are ecstatic to resume the Concerts by the Sea series. “There are hundreds of people here early,” he said. “I’m sure in the next 30 minutes, it’s going to be wild.” He likes all the 80s music. “It was a fun era,” he said. “A lot of the people out here grew up in the 1980s and have great memories, including myself. You don’t have to be a kid from the 80s to enjoy the 80s. You’re going to have a good time.” Tanya Shepley danced and celebrated being free from the pandemic lockdown. “I’m so happy right now to be out amongst the public,” she said. “During this time, I turned 60 years old, so this has been an amazing celebration to be able to get out and start moving again. Everyone

should be used for one-time expenditures.” Nguyen asked the council if they’d like to spend the money on one or two large investments or should they distribute the money on the city’s many needs. “I recommend that we do the latter because we have so many needs across this community,” he said. “As we are making the choices, we should look towards making investments that not only aids in the local government’s recovery from the pandemic, but also has the ability to provide improvements and growth in the future.” The bill supports public health response, replaces public sector revenue losses, invests in sewer and water infrastructure, addresses the negative economic impacts from the pandemic, provides premium pay for essential

Everybody wore a mask, and it was perfect.” He was selling hand-cut recycled surfboards. “They are recycled into art,” he said. “We run the largest surfboard recycling center in the country. We’re based in San Diego, and it takes a million years for these to break down. They can last forever in somebody’s home. HE festival featured artists and craftsmen displaying original work for purchase in all mediums of fine art and craft. Attendees shopped and picked from paintings, photography, sculptures in metal, clay, wood, glass, jewelry, pottery, mixed media, fiber art, and more. Christine Madrid from Unique

Designs was back for her first show in 15 weeks, and she offered many classic toys and said her items change all the time. “Most of what I have are one of a kind,” she said. “Whatever pops up in my room of horrors shows up here. I added the beginning of Barbie, and I did a lot of Disney that sold early this morning. The Pie-eyed wooden

Mickeys did really well. I like to do a lot of Disney, but I like a lot of other things too.” When Covid-19 struck, she ended up being stuck and home and unhappy. “I hated it,” she said. “I hated not being able to see and talk to people. It was something that I never thought I’d see in my lifetime.” She got her vaccine and is back in action. “I don’t know why people are waiting,” she said. Jim and Laura Rajner from Jimmy Romo’s Coastal Creations had custom carved surfboard designs, and Jim said they’ve done well during

The West Coast Artists started in 1983, and Mills said it’s her first show, because of Covid-19, since March 2020.“This is our only show until November, and that will be in the Palm Springs area,” she said. “West Coast Artists has a non-profit arm as well, the WCArts Foundation, which donates proceeds to non-profit organizations in the area.” The group has 40 different artists that use photography and art in all different mediums. “What the artists have to do is

submit an application along with images of their work,” she said. “It has to be their own original work, nothing commercial or manufactured, and the artists are required to be here and represent their own work.” The group also selects fine crafts and ceramics. “I was 28 years old, and I was going to participate in an art show,” she said about how she got her start. “It was done so poorly and done so expensively; I decided at 28 years old that I could do better.” She is thrilled to be back at shows with people. “Everybody is so happy to be out here,” she said. “I feel like we’re outside, we’ve all mostly been vaccinated, and we all social distancing anyway because we’re outside, so I think it’s all good.” For infor­ ma­tion, visit westcoastartists. com. Peter Eller from Santa Barbara brought his kaleidoscopes to the show and had a lot of walk-up traffic. “I use the best mirror you can get and set it up in an unusual triangle image, so it creates more triangles of color in your image,” he said. “I use a variety of stained glass on the outside, so it’s a total variety of images all the time.” He comes to his creations through some trial and error. “Sometimes I go, what if I tried this,” he said. “It might look better that way. If it works, I’ll continue doing it.” James and Merzedez bought a picture of bongos because it shows an instrument where a person can make music from their hands, and James loves hand instruments. “It shows music,” James said. “Art is like the library and the bank. We went to the beach, but we looked this up on the internet; I love art, and we love cultural stones. Every time we come to places like this, we learn something. This is like a learning experience.” James does not miss his mask. “I never liked it,” he said.
