Ferrin and Klein added to the DDRC

Oxnard-- The city council, Tuesday, July 20, appointed members to serve on the city’s (DDRC) Downtown Design Review Committee. Deputy City Manager Shiri Klima told the group that the DDRC reviews applications for exterior changes to buildings and property in the central business district zone. The committee meets twice a month, serves for two years, and makes recommendations to the City of Oxnard Planning Division. “There are a few requirements; five members serve on the DDRC, and they do not need to be residents of the city,” she said. “At least one member needs to be a licensed architect, and at least one member needs to own a business or property in the central business district zone.” She said a current member satisfies the last requirement, n DDRC, see page 7

By Chris Frost Tri County Sentry Oxnard-- It was a spectacular safety Saturday at the Target Parking Structure, July 17, as members of the Oxnard Police Department’s traffic unit and Bicycle team gathered to hold its firstever bicycle rodeo.

IDS and adults came out and navigated the department’s obstacle course while learning important safety tips from the officers. The group learned that they need to share the roads while riding safely. The program is funded through the Officer’s Traffic Safety Program, a grant that funds bicycle safety. Sergeant Ricardo Vasquez led

the officers and said bicycle safety within the city is vital. “In addition, we’re also discussing pedestrian safety and the rules of the roadway,” he said. “We want to promote bicycle safety and bring awareness about some of the hazards within the City of Oxnard.” Vasquez said bicycles are considered a vehicle and they have to follow the rules of the road. “It’s just like a regular car,” he said. “More importantly, we’re trying to promote sharing the n Bicycle Rodeo, see page 4

Utility payment assistance available By Chris Frost Tri County Sentry Oxnard-- In his report to the city council Tuesday, July 20, City Manager Alex Nguyen said Covid-19 cases are inching up across the entire country. “Our county has announced it is a mask recommendation, whether you are vaccinated or not,” he said. The website, HousingIsKey. com, he said, is key for folks, tenants or landlords, who need rent relief. “But it’s also available for utility payment,” he said. “If you’re behind on rent, water, garbage, gas, or your electric

bill, all of your utilities, you can also apply. If you need to call, the phone number is 833-430-2122. Oxnard-- This past weekend for me was so much fun. Not because I was out there participating, but because the world is getting back to normal. People are participating in events and getting back to the business of being a real community and not a community of screen images on Zoom.

VER the weekend, I covered a bicycle rodeo hosted by the Oxnard Police Department, a roller-skating party hosted by Oxnard Recreation, and also an amazing 60s concert at Peninsula Park, hosted by Channel Islands Harbor. Since you don’t live in my world, I’ll tell you that community events are the hallmark of a good community newspaper. Yes, we cover city hall like no other newspaper, but this is a big city, and it is our responsibility to give the community all the things that cities offer in print. Let’s start with the bike rodeo. That was all about bike safety, cost the attendees nothing, and in the end, officers and kids were interacting with each other

and having a good time. Everyone walked away with knowledge and the mindset that the police are part of this community and want everyone to work together. brought motorcycles and positioned them on the course. “We’re representing a vehicle that’s parked on the side of the roadway,” Vaquez said. “We’re teaching bicyclists that they have to merge or go around the vehicle and then merge back to the right side of the roadway. We also have a little bump that represents an obstacle on the roadway that you may come across, like palms, branches, and trash on the roadway. We’re teaching them to safely maneuver that through power and looking where you want to go.” The course had several checkpoints and workstations, and as the kids approached the check stations, officers reinforced bicycle safety, the rules of the road, and bicycle proper bicycle inspections. “We’re talking about mechanics and safety

operating a bicycle,” he said. “That includes turning your head, looking where you want to go, and pedaling through your turns, so we’re going to have the kids to a figure eight.” From there, participants did an S-curve to see if they could safely manipulate a bicycle. “We’re going to have them do a serpentine and negotiate another intersection,” Vasquez said. “They’ll make sure it’s clear and then continue through the exit.” The department brought “Pedestrian Pete” to the event, an officer wearing a suit of

armor. “It’s a pedestrian dressed up as a vehicle, and it represents the fact that pedestrians don’t have armor,” Vasquez said. “We want to demonstrate a clear image that pedestrians don’t have armor.” Parents who invest in a bike for their children have many online options to make sure the bike is safe. “Bike Ventura offers a lot of really good information,” he said. “AAA is another good source for information on bicycle safety. Today we are going for the ABCs, air

in your tires, brakes on your tires, and your chain. We’re inspecting that as well today.” The department is also reviewing proper helmet safety, including proper fitting and sizing. “We’re making sure that kids properly know how to wear a helmet,” he said. “The height of the seat is important too. You have to make sure the bicycle is the correct size for the rider.” Parents should never buy a bicycle and watch the kid grow into the bike because they bought one too big.

“You want to make sure the cyclist is properly fitted for the bicycle,” he said. One important safety tip, he said, is maintaining one hand on the handlebars all the time. “Cycling is fun, and we are trying to promote bicycle safety,” he said. “That’s why we’re here. It’s a great form of exercise and a great way to get outdoors and enjoy our beautiful city.” Kids can still register their bikes with the police. for the complete story, visit tricountysentry.com

When the fact reached student number 30, that person repeated the fact to the class and guess what; it was wrong, inaccurate, and it was garbage. My point? If you’re getting your news from some chat stream of social media, you are uninformed,

irresponsible, and if you have any common sense, you’ll keep it to yourself and your fellow trolls. Anyway, let’s talk about the roller-skating party at the downtown Oxnard parking structure. It started slow, but before long, there were kids learning to rollerskate with their parent’s help, while the other track had experienced skaters having a great time. I’m sure some of the new skaters had bruised butts, considering the number of times they fell, but this was

a city event that probably wouldn’t have happened if Measure E didn’t pass. I’ve worked in so many cities where city hall did nothing for its residents, including fixing the roads, that you’d be appalled. The same thing is happening in the county, where the crowd of about 400 people enjoyed great classic rock from the 60s this past weekend instead of hanging out and spewing hate across their computers to their fellow trolls. That crowd, mostly older residents, danced, sang, got pictures with the band, and had a cool retro party. In case you missed all this stuff, you can find it in the pages of the Tri County Sentry. It’s required that youngsters 17 and younger wear a helmet; we’re encouraging adults to wear helmets as well because it is a safety issue.” The obstacle course was broken down into imaginary intersections and roadways. “We have stop signs, and we’re going to teach the children how to approach a stop sign and continue through safely and how to negotiate intersections and what to look for,” he said. “For example, if pedestrians and vehicles are approaching, yield, and follow what right of way you have as a bicyclist.” The department also

HE group decided it needs more discussion, saying requiring the support of three council members to move an item forward needs more thought. In reviewing the city’s efficiency and workforce productivity, Assistant City Manager Carmen Nichols said the staff requested that the council examines the policy and revisions before them. “Staff ’s balance of workload and prioritization involves their duties under the department work plan under the goals and objectives set by the city council, and their various regular duties as part of the operation,” she said. “Since agenda items can expend considerable resources, the city council is requested to consider that when the city council, or a city council member, requests an item to be placed on the agenda, it be done so by the support of two additional council members and a request of the public be done so by a total of three council member’s support.” Plainly put, she said the revisions to the policy outline a two-step process. “The process, in summary, would require the support of at least two other council members at a city council meeting,” she said. “If that request were agreed upon, then a brief introductory agenda report for the city council to consider would be brought at the following council meeting. The first step would be that a council member would request an item be placed on a future agenda, and that would require the support of two others. Then the second part of that would be that

At this meeting, then, it would provide an opportunity to comment on this item.” If the majority of the city council supports the item, she said the city manager would schedule the item for a council meeting, and the staff would put in the work, compile the information and research and make the presentation at a future city council meeting. “The policy does not conflict with policy 7.01 or the expectations of that,” Nichols said. “It would be for general plan amendments. Those are non-city-initiated requests, so that would still continue the provisions of policy 7.01. What the policy is requesting is that instead of one other council member supporting a city council member’s request for an item being placed on the agenda, it’s the support of two others. This is for productivity and efficiency of staff time.” During council questions, Kevin Kildee asked if the specific change was instead of getting an okay from

one council member to put something on an agenda, they’d be asking to get the okay from two council members. “That’s correct,” Nicols said. “The purpose of that is to ensure that we’re focusing our time on items the majority of the city council would like to explore further. Rather than not having the support of an item and having invested considerable staff time to prepare an item, having an additional two council members, not just the one, would show majority support to continue hearing that item.” Kildee said if that happens and the individual who brings an item forward gets two other votes, it does get agendized for a future council meeting. “Not necessarily the next council meeting, but at some point within the calendar year,” he said. Nichols said the first step is to have a council member request an item to be explored, and that requires two council members to support that item. “That would be placed on a future agenda, not necessarily the next meeting, but the next available

Nichols said an item could move to a subcommittee for further due diligence. “For example, so tonight Councilmember Kildee, if you requested an item to be on the agenda under this revised policy, you would need the support of two other councilmembers in order for this item to be discussed at a future meeting,” Nichols said. “In two weeks, the city council meets again, and you will have worked with me, and I would have worked

with you to provide a brief introduction about what this agenda item is all about. You would present it to the city council, and at that meeting, the city council may refer the item to the committee and by a majority, or the city council may say yes. By Connor Forbes So I know it is blazing hot out there and hot soup is that last thing from your mind at the moment. But hear me out, just clip this recipe out and save it for winter if it’s too hot to make now.

I

MADE it last week and it was exactly what I didn’t know I needed. But I don’t want to be too pushy here. When you are ready for it, here is an outstanding vegetable soup to warm your soul. This recipe will easily feed 8 adults. Ingredients - 26 carrots, peeled - 1.5 heads of garlic - 2 red bell peppers, deseeded - 1 ear of yellow corn - ½ yellow onion - 3-4 cups of chicken stock - 2 bay leaves - 2 sprigs of rosemary - 3 tablespoon of olive oil, spilt - 1 tablespoon of salt

Carrot Soup To Make Preheat oven to 450⁰. On two baking sheets lay out the carrots, garlic, bell pepper, corn, and onion. Cover evenly with 1 tablespoon of olive oil and salt. Bake for 1.5 hours, checking in at 1 hour. We want a good roast with lots of color. If the veggies look good to you at an hour pull them out. But the extra roast- as long as the veggies aren’t burning- will provide a much deeper and richer flavor. When veggies are done roasting blend them all together with the chicken stock. Transfer into a stock or soup pot, throw in the rosemary and bay leaves and simmer for 1-2 hours. You can skip this simmer and eat straight away, but the simmer will provide even deeper layers of flavors. Remove the bay leaves and rosemary sprigs. Serve with bleu cheese crumbles, sour cream, and I add a little chimichurri if I have it around. EAT! I hope you enjoyed this recipe. NEWS/LEGAL Riper accepts Long Beach position City Manager Alex Nguyen announced Monday, July 19 that Oxnard’s Chief Financial Officer Kevin Riper is headed to the City of Long Beach, Calif., to become their Director of Financial Management.

U R I N G his time in Oxnard, Riper helped revamp the Finance Department after several challenging years when the City had to address 158 audit findings that accumulated since 2014 and was also facing a multi-million-dollar

operating deficit in the General Fund. Today over 96 percent of the audit findings concerning the City’s internal controls, fi­nan­cial management, and accounting policies and procedures have been clea­ red, and the Finance team eliminated all 64 material weaknesses, which were the most serious of the audit findings. The Oxnard City Council also recently adopted the City’s first positive budget in nearly a decade thanks to the voters’ approval of Measure E and the support of budget staff. “Kevin was instrumental in

The ERP will overhaul outdated software systems from the 1980s, providing employees across all departments with modern financial software to increase efficiencies and minimize errors.

Riper’s success in Oxnard put him on the City of Long Beach’s radar, a top 50 city in the U.S. with a financial management department of 240 full-time employees. Project Name: City of Port Hueneme General Plan and Housing Element Update Project Location: City of Port Hueneme (citywide) in the County of Ventura Some sites within the City are listed on a registry prepared pursuant to California Government Code §65962.5. Project Description: The General Plan Update involves a comprehensive update of all elements of the existing Port Hueneme General Plan while the LCP Update involves a targeted update of that document aimed primarily at incorporating new requirements pertaining to sea level rise. All General Plan elements will be updated to reflect current conditions, requirements of Government Code Section 65302, and community preferences. Similar to the existing General Plan, the policy document containing an introduction; issue identification; goals, policies, and implementation actions; and a plan narrative describing the basis for and application of the policies. The General Plan contains the following elements: Air Quality; Circulation; Conservation, Open Space, and Environmental; Economic Development; Social Equity; Housing; Land Use; Noise; Public Safety and Facilities; Climate Action Plan (CAP) Element; and Local Coastal Program. Public Comment Period: The DEIR will be available for public comment for a 45-day review period as specified by the State CEQA Guidelines (Section 15105). The purpose of this comment period is to consider the content of the DEIR and the potential environmental impacts that may result from project implementation, not the positive or negative attributes of the project itself. Comments pertaining to the impact analysis, criteria and thresholds, mitigation measures, and alternatives presented in the DEIR will be considered by the City during preparation of the Fi-

nal Programmatic EIR (FEIR). The FEIR will include copies of comments and the City’s responses to comments pertaining to the environmental analysis provided in the DEIR. In addition, the Draft General Plan and Housing Element Update will be available for public review for 45 days concurrent with the DEIR per Government Code Section 65353. SchId:84023 AdId:28060 CustId:699 -----------Notice of Intent to Adopt A Mitigated Negative Declaration City of Port Hueneme Pursuant to the State of California Public Resources Code Section 21092, this is to advise you that the City of Port Hueneme has prepared an Initial Study of environmental impacts for the following project: Project Title: Bubbling Springs Park Renewal Project Project Description: The Bubbling Springs Park (the Park) Renewal Project is a part of the City’s effort to implement improved, expanded, beautified and safe park spaces and programming. This project will be part of the implementation of the newly adopted Parks Master Plan. This proposed project was developed through public outreach and is divided into two components; Bubbling Springs Park North and Bubbling Springs Park South. The approximately 19-acre project site is comprised of North Park and South Park. Existing uses of the North Park comprises four unlit softball/ baseball fields, concessions and restroom buildings, picnic tables, parking lots, and landscaping. Existing uses of the South Park comprises the City’s Community Center, Library, parking, and passive open space currently used for informal soccer and football youth games as well as an informal offleash dog park demarcated with temporary fencing installed by an interest group. The proposed project involves upgrades and improvements to the Park, including modernization and size changes to the baseball fields; installation of stadium night lighting; expansion of the sports plaza with covered seating; building expansion for concessions; construction of a new restroom building; access and fencing improvements; replacement of all playground equipment; installation of two multiuse youth soccer/football fields with lighting, seating, fencing and amenities; installation of a dog park; landscaping improvements; and, the addition of a walk-

ing circuit with fitness stations, barbecue/ picnic areas and structures. No improvements to the library, community center or associated existing facilities are proposed. The project excludes any improvements or changes to the Bubbling Springs Park Recreational Corridor adjacent to Bubbling Springs Creek. Project Location: 550 Park Avenue in Port Hueneme, California (Assessor’s Parcel Nos. 205-037-04, 207-01-01, 207-01-09, 207-081-01, 207-09-37, and 207-09-38). Environmental Determination: Based on the findings of the Initial Study, the City has determined that, with mitigation, this project would not result in significant environmental impacts. Mitigation measures for aesthetics (light spillover from the ball field lighting), construction emissions, potential bird nests, and cultural resources and tribal cultural resources will be required to reduce impacts to a less than significant level. Accordingly, the City intends to adopt a Mitigated Negative Declaration, pursuant to Section 21080(c) of the Public Resources Code. PSYCHEDELIC SUMMER BRINGS THE ‘60S TO PENINSULA PARK

By Chris Frost Tri County Sentry Channel Islands-- The Channel Islands Concerts by the Sea series continued in a far out way Saturday, July 17, as the Psychedelic Summer Band brought peace, love, and classic Rock ‘n Roll to Peninsula Park.

HE large crowd boarded their Magic Bus and followed the band back to the Woodstock era. The event attracted many older residents but also attracted young kids who danced the night away. Band members handed out flowers and brought the crowd back to the “Flower Power” era full of love. The band, lead vocalist Colette Lovejoy, Jerry Breiner on guitar, keyboards, and vocals, Chris Longo on bass and vocals, Brian Meegan on drums, percussion, and Brad Strickland playing guitar and delivering vocals knocked out a rock-solid set that had people crying for more at the end of the night. Dierdre Frank made the trip down and enjoyed the evening.

“I’m an old hippie, and these are great memories,” she said. “I like all the music.” “I’m here because friends of mine are playing here, and I live at the harbor,” Rob Gray said. “This is just a stone’s throw away, and it’s a free concert. It’s going to be killer. My favorite band is the Beatles.” He was undecided about dancing. “I may become compelled,” he said. “If the beat is compelling, what are you going to do. It’s

human nature.” He remains guarded about the Covid restrictions. “We may be looking at that again at some point,” he said. “Enjoy it while you can.” K a t h y Carey said her evening is all about the

music. “I’m getting out and enjoying the beautiful weather,” she said. “We’re from New England, and we’ve only been here for three years, so I’m enjoying everything about this.” Larry Simes wore his Twisted Natiton t-shirt and said, if you’re a citizen, you’re a member. He said he survived the 60s as a Navy sailor. “Getting back to society afterward was pretty exciting,” he said. “My favorite group back then was Steeley Dan. I had flowers on my VW, which enraged some of the officers.” He was unsure about dancing. “Anything can happen,” Simes said. Kris Rees came to the concert because her brother and sister-inlaw live at the harbor and come to Peninsula Park often. “I liked all the groovy clothes of the 70s,” she said. “I like the Beatles.” Rosemarie Okamoto said she loves music of all kinds. “I love concerts, and I like being by the water,” she said. “I loved a n y song b y Cre dence Clear water Revival.” She lived in San Pedro during the 60s, and later in the decade, she moved to Orange County. “It was the place to go,” she said. “I lived in Hawaii for many years, and now I’m in Port Hueneme.” She, too, was unsure about dancing. “I might, but

I’m kind of old,” she said. “I appreciate it when any city or entity puts on something for everybody.” Jim Lemke had his peace glasses on and said he’s a leftover from the 60s. “I used to play in rock bands during the 60s, and this is so cool to come back and see this stuff,” he said. Sandie Wolfe said her go-to music during the 1960s was Janis Joplin. “I’m hoping to hear some Janis Joplin today,” Wolfe said. Tanya Press, Beckie Covey, and Marlaina Recek were reunited for the event, and they were rocking out with Bubula, which he said was his Hawaiian name. “For me, it’s a lifetime event,” Press said. “I’ve been wanting to meet Recek for the longest time.” Bubula said his favorite 60’s song was In-A-Gadda-Da-Vida by Iron Butterfly. “I’m a big fan of everything,” he said. “This is my era. My best time in the 60s was surfing Sunset Beach.” Press said the song “Green-Eyed Lady” was one of their favorites. “Child of nature, friend of man,” she said. After the concert, Breiner said he and Lovejoy had been performing on and off since 1992. “I remember when the Beatles played on the Ed Sullivan Show, the Chrome got me interested in playing music,” he said. “It’s always been that way.” He said depending on the length of the set, they plan their music, and the group has to pick and choose what they want to do. “We have nine hours of music, and we can never play it, so we have to pick two hours each time we play,” he said. “We pick the ones people dance to, and after today’s set, we’re going to pull a few out for next Saturday when we play in Alta Dena. It all has to be pretty much dance stuff and things that people can sing along. It’s a cosmic tribal experience.” Covid shut the band down, and they didn’t rehearse again until this past March. “We always learned the songs by ourselves and got together to hone it,” he said. Breiner said he started playing music in public when he was a nineyear-old. “It’s part of me,” he said. “I saw the Chrome on the Ed Sullivan Show at age 10.” His parents supported his dreams. “They bought me a guitar, bless their hearts,” he said. “It took a while to get a real guitar, but I had a kind-of guitar for a while. I taught myself, and I taught myself piano. I’ve been a musician all my life.” He doesn’t have a favorite band from the ‘60s but said The Beatles are undeniable. “It all came from them,” he said.
