Court overturns ballot initiatives Oxnard-- The Ventura County Superior Court issued a statement of intended decision on Tuesday, June 22, invalidating Aaron Starr’s Measures M and N. In the intended decision, the Honorable Judge Henry Walsh rules against Mr. Starr and his use of ballot initiatives to change administrative processes and legislative decision-making within the City of Oxnard. “I think this court ruling is eye-opening for our community,” said City Manager Alex Nguyen. “Perhaps more people now realize Mr. Starr funds ballot initiatives which fool voters into supporting his personal agendas that actually harm the greater public good.” The Court ruled that Measure M, the ballot measure that dictated n Court, see page 5

TS mission is to promote advocacy, education, mental and physical health for the LGBTQ (Lesbian, Gay, Bisexual, Transgender, and Queer) community and those affected by HIV and AIDS in Ventura County. The group marched in memory of its fallen QTBIPOC siblings. The Plaza Park event featured live performances, vendors, Covid-19 vaccines, and HIV testing on-site. The group shouted the names of Sylvia Rivera, Lucy Hale, Marcia P Johnson, and Letisha King in remembrance and assorted chants. Diversity Collective President Genevieve

Flores-Haro said the group first held the march in the summer of 2020 during the social justice movements that expressed Black Lives Matter. “As you’ve seen in the year since then, with George Floyd, there was a verdict, sentencing, and still the system is working against us,” she said. “We still have a lot of work to do in terms of honoring and naming that Black Lives do Matter, and honoring and naming that our LGBTQ community matters. Every year, we see that black and brown trans-women are murdered at higher and higher rates; even though we have marriage equality and certain protections here in California,

the voters are not met. Alicia Percell from Moving Oxnard Forward promises an appeal of the decision if it becomes final. Nguyen said it’s nice to use the word Democracy, but you should mean it, and it should be used properly. “Ballot initiatives absolutely have a place in our process,

but they have to be utilized properly, and they also need to be legal,” he said. “This idea that ballot initiatives are perfect is ridiculous. The public always doesn’t get it right. WHAT’S WRONG WITH THIS PLACE? By Chris Frost Tri County Sentry Oxnard-- Look, I know that I am cut from a different cloth, but what’s wrong with businesses in this area, for God’s sake?

ET me explain. One of my tail lights went out a couple of weeks ago on my car, so I went to my usual repair shop to get it fixed. The technician pulled me into the service bay, and he showed me a loose wire. He also told me that his shop doesn’t fix things like that. I asked him where I should go, and he told me to call the dealer. Okay, so I called the dealer, spoke to the service department, and explained the problem. First, they told me that I had to leave the car for a couple of days, so I asked why such a simple repair would require a couple of days. He gave one of those idiotic answers that doesn’t address the question, and then he had the nerve to tell me that the issue is electrical, and he had to hook my car up to a complete diagnostic electrical examination. Okay, with that type of logic, I should go in for a full body MRI the next time I have a headache. In case you forgot, I had a wire come loose. I asked

him a direct question, which evidently is some kind of sin around here, and I said; you need to affix the wire to the little hole it fell out of; can you accommodate me? NEWS New businesses highlight State of the City address By Chris Frost chamber about the Amazon Tri County Sentry Fulfillment Center, which is Oxnard-- Mayor John Zaragoza’s State of the City address continues with restoring Oxnard’s infrastructure and maintaining its natural resources.

E said the city recognizes the importance of infrastructure to residents and the business community. The goal is to restore the proper street paving, the proper maintenance of parkways and medians, fix the tree trimming cycle and clean up the gateways to the city. “Ensure adequate water supplies, especially right now with this major drought,” he said. “Repair our alleys that need a tremendous amount of work and also repair the seawalls at the harbor.” Zaragoza highlighted public safety, as the city council committed to maintaining the 911 emergency response times, fire protection services, restoring the neighborhood police program, exploring the possibility of increasing the paramedic squads, and creating a modern disaster preparedness program. “Prepare the city for response and recovery from earthquakes, floods, and other disasters,” he said. “Public safety priorities also include a modest incremental implementation of security cameras through datadriven by the Oxnard Police Department. Also, a modest, incremental implementation of a lifeguard program.” He also updated the

expected to open in fall 2021. “This project will provide a significant boost to our economy and develop 450 acres at the Sakioka Farms Business Park,” he said. “The new Amazon Fulfillment Center will occupy 75 of those acres. The Amazon project is expected to bring in 1,500 jobs with healthcare benefits. The city is also working in partnership with Amazon to coordinate hiring opportunities for our residents. Starting in mid-July, recruitment will begin in Oxnard for a spectrum of jobs offerings from staff membership to management.” Zaragoza said major businesses expressed interest in the Sakioka Farms Business Park, and construction is underway for an Arctic Cold Storage Facility. “I’m pleased to report that the 575,000 square foot warehouse is another business that is under construction at the business park, and the expected opening day is in spring 2022,” he said. “In addition, the City of Oxnard received an application for the development of four additional buildings, totaling 778,720 square feet on four proposed lots within the Sakioka Farm Business Park. The proposed development will occupy 40 of those acres and builds upon the strong economic development prospects of the business park that we hope will continue.” Zaragoza gave the audience business updates throughout Oxnard, including 16 cannabis retailers being invited to

secure a permit. “To date, 13 of those retailers have applied for the permit,” he said. “With the arrival of cannabis operations, the city council approved one allocating cannabis operator’s donation to fund the community and benefit programs within the city supporting youth and recreation services, as well as the funding of approximately $2.8 million, over the course of several years from cannabis operators one-time donations for improvement to a community center in Colonia. This is in addition to local tax revenues that’ll be generated by local cannabis

businesses.” In 2021, he said the city would commence neighborhood outreach and a visioning plan for the Saviors Road corridor to create site-based residential and economic development. “Part of the revitalization effort will be the councilapproved priority of building a Zocalo in South Oxnard,” he said. “A Zocalo is a public gathering place for the community, where community members can come together, meet, dine, shop, and enjoy entertainment. It’s an opportunity to create a thriving public space in

South Oxnard. That’s going to be great.” In May, the city council and the Ventura County Board of Supervisors unanimously approved a cooperation agreement for major improvements at Channel Islands Harbor. “We’ve finally built a bridge for cooperation,” Zaragoza said. “To me, this is a real hands across the Channel Islands Harbor agreement. Together, we can make improvements that’s going to benefit the residents of Oxnard and the residents of the County of Ventura. This agreement commits the city and county to work together to address the maintenance of public parks in the harbor, replace and repair public parking lots, restrooms, and streets within the harbor, with city funding repairing specific facilities that directly benefit our residents.” Despite the pandemic, the City of Oxnard launched its employee pipeline in 2020 through a strong partnership between the city, Oxnard Chamber of Commerce, and Oxnard College. “We were able to provide the needed training and education for Oxnard residents to work at Oxnard businesses,” he said. “We currently have our inaugural class enrolled at Oxnard College, and we’ll offer more opportunities for class at Oxnard College starting August 23.” The city also has more residential housing coming to Oxnard, and currently, 886 residential units are under construction. “There are another 2,192 residential units in the permitting stages, and

got yelled at, but I moved on. This seems like an invitation for a debate in today’s day and age with no direct answers, with the end goal being to empty my wallet. All I want to do is fix a loose wire. I’ve lived and worked in some tough areas

where I had to deal with a thug mentality. But when I have to deal with it when I need to get a loose wire in my car fixed, I get pissed off. Here’s the issue in a nutshell. If everyone tells these people to sh** in their hat and punch it, the business

climate would change, and I could praise a business instead of likening them to a timeshare company. I’m not giving into these third-rate thieves. I will keep looking and take my money out of Oxnard and hopefully do better. There

we expect that to be under construction in the next couple of years,” Zaragoza said. “This is an important opportunity to provide more housing, and it will address the need for more residential properties. It will also help stimulate our economy and development in Oxnard.” He also highlighted Naval Base Ventura County, which he said has a large impact on the local economy. “It’s one of the largest employers in the county,” he said. “Naval Base Ventura County supports 12,000 employees, and nearly 40 percent of those people live in Oxnard. The Air National Guard employs another 1,000 personnel. I have been a member of RDP 21, which is the Regional Defense Plan for the 21st Century, which includes elected officials from the County Board of Supervisors, council members from cities, mayors, and community members. We’ve made annual trips to Washington D. C., and I have been traveling to D.C. to lobby our central policymakers and promote Naval Base Ventura County as a regional contributor to our local economy.” Zaragoza said this is an exciting time for the City of Oxnard. “While many cities have been impacted by Covid-19, the trust the voters have placed in the city by passing Measure E allow us the opportunity to restore, improve, and add much-needed programs and services for our residents of Oxnard,” he said. “We’re looking forward to the first year of our restoration budget and creating positive changes throughout the city.”

there is a lot of work that needs to be done in the broader movement.” She said people who want to get involved and do something about social justice; a good first step is getting involved with local groups. “Since 2020, each of the cities in Ventura County has their own little pride committees that are popping up,” she said. “There are cityspecific pride events, and get connected to that. You can also get connected to us at the Diversity Collective because we serve the entire Ventura County. Come to an event, check us out, see who we are, and see if this is something you want to be a part of.” Flores-Haro said Covid-19 affected the Diversity Collective, just like everyone else. “Our fundraising model is based on our events, and because of Covid, everything went virtual,” she said. “We took a hit there, but we kept our doors open. We shifted to virtual work and office hours, but we still kept our monthly HIV testing and different programs. We’re trying to keep doing the work because it’s still needed, pandemic or not.” The group is also part of the county’s effort to help people get vaccinated. “We held a Pride clinic last week, and we keep encouraging people to get the vaccine,” she said. “We were giving out Johnson

and Pfizer vaccines. We had a raffle, and we gave out prizes.” Sheba applauded the crowd for standing up for their rights and not being afraid. “I remember last year being nervous; I was scared,” Sheba said. “I’ve lost my cousin in this city. I lost a best friend recently to drug abuse. When it comes to losing people over senseless acts of terrorism or any abuse, it hurts because there is nothing you can do to bring them back. What we can do today is march in their honor and live for them.”

Adrian Castellon is part of the planning committee and rehearsed chants with the crowd before the march. “I’m also Queer and non-Binary,” he said. “This event is important because Oxnard has been relatively homophobic mainly because of the tradition and the community that’s here. It’s also somewhat progressive. We’re trying to push acceptance, no tolerance— this time, its acceptance of our community and acknowledge that everything is intersectional, including Black Lives. There are queer and trans black lives here that we always want to uplift

Mr. Starr’s attorney, Fredric Woocher, commented to the media on that case, which concerned voter control of spending priorities, as did Measure N. “I’m pleased with the court’s intended decision,” said City Attorney Stephen Fischer. “It is unfortunate, however, that the City has been forced to expend so much time and resources on these matters over the past year-and-a-half that could have been used to address issues of concern to our residents, rather than Mr. Starr’s obsession with Robert’s Rules of Order and ending Measure O funding for programs that benefit the community.”

The Brown Act addresses matters of statewide concern and is beyond the power of the voters to change. According to the intended decision, Mr. Starr’s ballot initiative created an “impermissible administrative interference with the workings of the Council, and the Court finds that it is invalid for that reason.” Measure N was also deemed invalid as the Court ruled that the method that Mr. Starr used to fund street repairs was illegal. According to the Court, “an initiative cannot ...direct how

At the same time, that also reinforces the idea that we need a prison. There

are a lot of folks that are in prison with weed charges, marijuana charges, and they’re there longer than him. It is very unfair.” He believes more justice can be served. “Something like pension being given to the family of George Floyd,” Castellon said. “Obviously, George Floyd is not going to come back anymore. The best thing that can happen right now is the family, the community. He (Chauvin) needs to lose everything just like George Floyd lost everything.”

HE project, owned by Arevon Asset Management, was completed in only nine months and suffered no instances of Covid-19 at the site. The project is 100 megawatt/400 megawatt-hour featuring 142 Megapacks. Arevon Vice President of Governmental Affairs and Marketing Katherine Gensler welcomed the crowd and said she’s thrilled to see all the people who came out to celebrate the project. “A year ago, this site was bare, and today, we’re celebrating flicking the switch on one of the largest battery energy storage projects in the United States,” she said. “We’re here to applaud the innovation and the partnership that is driving the energy transition.” She said the site is inspiring, including the history of how it came into existence. “The size of the Saticoy

they’re definitely inspiring,” she said. “This zero-emission plant helps reduce grid outages and delivers peak power during peak times without harmful air, water, or noise pollution. The inspiration extends beyond the physical site. Within the City of Oxnard, whose resilience and determination made this project possible.” Ventura County Supervisor Carmen Ramirez was one of the people who advocated the project and quoted Nelson Mandela, who said, “it always seems impossible until it’s done.” “Oxnard has the distinction of being a community of hardworking, many immigrant families, who haven’t had the advantages of other communities but rose up and said we want something better for our future and our children,” she said. “Against many odds, we have this fantastic modern facility which is going to help us do our part to combat climate change.” She noted that nothing could have been done without the efforts of the farmworkers, day laborers, and environmentalists who cared about clean air, water, and good jobs. “We want something better for our community,” she said. “A few years ago, it was proposed that we have one more power plant on our Oxnard coast. We have the whitest beaches, and we want to protect them.”

Oxnard Mayor John Zaragoza thanked Ramirez for saying everything he planned to say and promised to be quick. “This is the largest electric storage facility that provides significant electric resilience to the County of Ventura, which is important,” he said. “It’s my understanding that this is a 100 megawatt-hour battery. I don’t know much about this technology, but it sounds big.” He told the attendees that the project would provide electricity for 80,000 residents and businesses in Ventura County. “That’s probably threequarters of the city of Oxnard,” he said. “One of the things I like is there are no air emissions here in Ventura County. It’s my understanding that it will generate millions of dollars in tax revenue for the County of Ventura and the City of Oxnard. It’s my honor to be here for the ribbon-cutting.” Capital Dynamics Senior Manager John Breckenridge,

the head of energy infrastructure, said his group provided the funding so Arevon could construct the storage system.

“We spend most of our time trying to figure out how to get these things built, how to finance them, and when you see this thing operating like this, it makes no noise or emissions,” he said. “I’m overwhelmed, and it’s inspiring for all of us who have worked on this to see it operating. It’s a nice cool day today, but I don’t know it is that way every single day of the year. Last week, we had hot weather, and this facility had enough power to power the City of Oxnard for four hours. It can power all of Ventura County for 30 minutes. That may not sound

like a lot, but if you think about what happened last summer, it wasn’t a problem at noon for the power grid in Southern California. At noon, you have all the solar operating, and you have lots of power. From 5-7 p.m., that’s when the power grid is stressed, this not only solved this problem but the excess solar energy in the middle of the day, which is wasted, is used to charge this system. It’s the perfect solution for the problems that exist in places like this. We are so pleased and thankful for the community here that got behind this.” He said the new system would provide power security for the city. “The people in the Northwest are suffering from the same thing that happened in California last summer,” he said. “Unfortunately, I think that is going to become more common, and I think this is the solution. Breakfast is certainly a glaring whole in the recipes I share with you. And its 100% because I am biased. I do NOT like breakfast. I said it. It’s out there. And I have likely offended 95% of you.

don’t know what it is. Maybe it’s because until recently in my life I haven’t been a morning person. In fact I used to just sleep right past morning and go straight to the afternoon. But, now that I have a family and a couple of kids those days are long gone and I begrudgingly eat breakfast, most days.. sometimes. Turns out breakfast isn’t so bad now that I’m willing to open myself up to it.

Here is a breakfast I have been making myself a lot recently. And I have to say it is a great first meal of the day. Without further ado, lets make a Sausage, Egg, and Cream Cheese Bagel. Makes one bagel. Ingredients • 1 bagel • 1 sausage paddy • 1 egg • cream cheese To Make Preheat a medium sized frying pan on medium high heat. Cook the sausage paddy*. In the same pan, fry an egg, either in the grease from the sausage or in a little oil. Toast a bagel of your choosing. I love sesame. My wife loves chocolate chip. Both work. Spread cream cheese on both side of the bagel. Place the sausage and egg inside the bagel and EAT! *I prefer sausage that comes in a tube over sausage that is pre-sliced. There is less processing involved to stuff it in a tube than to slice individual sausage paddies.

How does that make sense?” Nguyen said the public comments about the city not caring about public policy are wrong. “Everyone here does care about public policy,” he said. “We just don’t expect that everything is perfect. The quality of what your public policy is going forward and how you are going to make improvements matter. This idea that if you don’t like it, destroy it, is not how Democracy works. There are other systems like that around the world. There’s plenty of it throughout history and today.” Cal OSHA did update their guidelines, he said, and they do not require masks outdoors

except during potential outbreaks. “That’s regardless of vaccination status,” he said. “Workers should be trained for outdoor use of face coverings,” he said. “Fully vaccinated people do not need to wear a mask indoors. Employers must document vaccination status. There are some settings that a mask is required regardless of vaccination status. connects these kids to a career path,” he said. “Some of them do it for the experience to build their resume, but there are kids interested in law enforcement as a potential career.” Austin Miller from Menifee was busting a move to the music and having a great time. “I’m just a spectator, but I appreciate cars of all kinds, and I love this event,” he said. “My favorite car is a Mercedes 300 Gullwing. It’s good to be out here and sharing good times with all the people.” Youngster Lucille Alaniz was traveling with her dog, Bowie and her parents. “I own George Lopez’s Chingon Bakery, and I brought food to the explorers,” Hugo Alaniz said. “I’m supporting the explorers and the City of Port Hueneme. Seeing this reminds me of a union, a brotherhood of all different races

minutes away from our house, and this is all for a good cause.” Officer Henry Montelongo loves being part of the event and supporting the explorers. “We’re a non-profit organization, so our program survives by donations and fundraisers,” he said. “This is one of the many fundraisers that we plan on doing this year. Covid-19, last year, took away a lot of the major fundraisers that we do, like the Strawberry Festival, the Banana Festival, and the Chili Cookoff, and last year we lost about $22,000 that our explorers would have earned to support the program. Right now, our program is at 38 explorers, and with each one of those explorers, there are costs for uniforms, registration fees to the Boys Scouts of America, insurance, training, and competition, and all that costs money. We have to switch off, but I have them both right now.” She’s excited to be part of the event. “He surprised me and said he was bringing burritos to the police explorers, and I didn’t think anything of it,’ she said. “He came home and said, we’re going to the car show, and I said yea!!” Kelli likes all the hot rods. “Those are looking kind of cool,” she said. “I haven’t chosen one yet. To be honest, nobody is wearing masks, and it makes me feel at home again. We’re on the beach, we’re five

like this offsets costs, so we can do more stuff for the kids.” He said the kids all had jobs to help with, and they were gladly onboard. “They had to park the cars,” Montelongo said. “We gave them each a task, so some of them were in charge of registration and check-in, and others were in charge of guiding the cars to where they are. In the end, they had to go out with someone and judge all the cars.” He loves being back amongst the people. “This is phenomenal,” he said. “This past 1.5 years has been hard on the kids. They enjoy the program, and they love coming out to events. When we told them we were planning a car show, it’s like life was coming back to them, and they are excited. By Chris Frost Tri County Sentry Port Hueneme-- The Hueneme Beach Car Show roared back to life, Sunday, June 27, and did so with the pure joy of people being free from Covid-19 restrictions.

HE event, benefitting the Port Hueneme Police Explorer Program, was full of music, laughter, food trucks vendors, crowds of people, and of course, lots of cars. Police Chief Andrew Salinas and Mayor Steven Gama are both excited to welcome back the car show. “To see the attendance and the amount of people here, you wouldn’t know that we just went through a global pandemic,” Salinas said. “It’s great to have everybody back outdoors and supporting our police explorer program.” Gama loves how the event supports the Police Explorer program. “That’s a big-time mission for the City of Port Hueneme,” he

said. “Connect the youth of our community to a positive, lifechanging, career-oriented mindset. “We couldn’t be happier with the turnout.” Salinas interjected the event featured over 250 cars. “This is a great lead-in event for our Hueneme Beach Festival, which is back, August 28-29, and we’re expecting a crowd twice as big as this one,” he said. He loved the orange motorcycle on display at the event. “That’s probably going to be one of the winners,” he said. “What makes this car show so unique is

that we have so many different types of cars; we decided not just to have roadsters, muscle cars, or classic cars. There are cars here for everyone to enjoy. That’s why we have such a big crowd here today.” Gama loves the trophies. “They are handmade, wooden, and beautiful,” he said. “I like the surf van, but I am a little biased. It’s like the van from Scooby Do. It’s cool. That’s my passion, surfing.” Gama said the money raised keeps the explorers engaged. “They do a lot of training, and it
