Thousand Oaks receives theater update By Chris Frost Tri County Sentry Thousand Oaks-- The city council, Tuesday, July 6, received a six-month update from the Thousand Oaks Alliance for the Arts programming and operations. Chairman David Mead presented the item to the council and said that in January, the board interviewed new members and welcomed two new members. “TOArts has been growing, and we expanded programs and taken on new programs over the course of this pandemic,” he said. “As part of that, Nikki Richardson, the development director, her duties have grown beyond development to include arts education, administration of our DEI (diversity, n Thousand Oaks, see page 4

By Chris Frost Tri County Sentry Channel Islands-- It was a red, white, and blue celebration down at Channel Islands Harbor, Sunday, July 4, as the Fourth of July Family Parade brought out a massive crowd of celebrants ready to have a great day.
AMILIES came decked out in their patriotic gear, drove specially decorated golf carts, and the kids and dogs attended en masse, ready to participate in all the fun. The event was canceled in 2020 because of Covid-19 but roared back to life in a big way. In addition to the parade

Oxnard-- I love the Fourth of July, I’ll be honest. The weather is warm, the flags are flying, there is lots of outdoor type food, and families gather and celebrate.

O, if you are wondering, instead of my broken-down old man face this week, I posted the J-Train’s dinner. In other words, hot dogs covered with sauteed onions, chili, and cheese. I was planning a second course of triple beef bacon cheeseburgers, but needless to say, the J-Train started using a series of four-letter adjectives to describe my issues with cooking too much. Of course, snapping a picture of her eating all this stuff didn’t make things much easier on me. She asked why I only had one hotdog, but unlike her, my pancreas doesn’t work, so when I overindulge, that means I need two or three insulin shots, and I feel like garbage for at least 36 hours. If you have that happen to you a few dozen times, you eventually learn. So, the J-Train and I are empty-nesters, which means our kids live their lives scattered across the country. Travis, my big guy, well, he just celebrated

his 38th birthday this week, and he just started school to reach his ultimate goal of being a paramedic. Like I’ve said before, he was born with dyslexia, and even though it takes him twice as much to get to where he’s going, he never gives up. HE Oxnard C o mm u n i t y K-9 Foundation offered assistance to the City of Oxnard and the police department to address the recent fiscal challenges of replacing police vehicles. The non-profit organization secured a grant for the “expressed purpose of purchasing a vehicle for use by the Oxnard Police Department’s K-9 Unit and the Special Enforcement Unit.” Lucy Cartegena spoke out against the donation of the BearCat, and she said at this
another militarized vehicle for the City of Oxnard. “Oxnard already has, I believe, two; if not, we have one,” she said. “You remember, Mayor Zaragoza, the County of Ventura returned militarized items from the state because it set a bad example for the sheriff ’s department. The City of Oxnard needs to follow suit or keep showing the exemplary example that we are, in the city, working towards community growth. The problem with having a Bearcat is that it makes it insensitive to the community. They are needed and used because we do have them. Talking about transparency on how much they cost to maintain and man them. It’s not something that we are against equipping the police with; it’s something that is not needed at this time.” Erik Fruth said it’s reprehensible that the BearCat was added as a consent item.

exercise. I don’t mind. So, the J-Train and I just keep rolling along. We went to the Channel Islands Harbor Family Fourth of July Parade, and she had a great time. The J-Train spent her morning talking to everyone, petting dogs, and telling the kids how great they looked and how cool their patriotic bicycles looked. So, here’s the great part about the Fourth of July weekend. Everyone is truly happy. Amazingly enough, that even bled over into my company email. Too many times, I get hate emails from people who complain about others who work for the city, but today, I got a positive email about what a great country the United States is, and that person is correct. People should feel good right now; the City of Oxnard has a positive budget, there is a working plan to help people become employed, fix the streets and alleys, and everyone, with some minor disagreements, of course, seems to be on the same page.
I was on a road that is being fixed on Saturday. Imagine that; a portion of the road is getting fixed. Except, this has been in progress for a while, but the city was a little short on cash up until recently. There are dissidents out there who try to spin their version of hate, but in case you haven’t been reading, I have asked elected officials if they realize that people
will be watching closely, now that the city has its tax, and they sure do. If things don’t change, then vote the elected officials out of office. Ask questions? Sure, that’s what your job is. If you don’t get something, ask. If you don’t think the City of Oxnard isn’t transparent, I can give you a list of cities that go out of their way to keep people in the dark. Don’t be fools.

It’s a vehicle to get people out of areas where they might be exposed to hazardous
conditions. The department has had a vehicle like this for the last 16-20 years. I had one person comment that this must be a hidden item. It’s been sitting in the police department parking lot for years.” Councilman Bert Perello said a public speaker mentioned a lady that was killed by the police department. “He didn’t tell you that she came after the cop with butcher knives,” he said. “That’s a big deal, and the police officer had no other option. It happened in my neighborhood, the South Bank neighborhood.” Perello said another question came up about receiving the vehicle and what will be the quid pro quo. “People are asking the question if other police departments have these things,” he said. “If memory serves me right, at least two times automatic assaultstyle weapons have been used in the south end of Oxnard. Two of them have been recovered, and others, I don’t know if they’ve been recovered.” Chief Jason Benites said one of the speakers called it

This vehicle is a replacement for a 15-yearold vehicle that we acquired in 2005. This is something that we needed to have, and the police department did not solicit this. What happened was one of our officers had a great deal of initiative and realized that we need to replace this piece of equipment. A grant through a private foundation received the money, and here we are. It’s a good opportunity for the city to save money. This is not a tank and does not have weapons.” The council approved the item.

NEWS Chief Hamilton deployed to Surfside, Fla. for Behavioral Health support to First Responders Oxnard–- The International Association of Firefighters (IAFF) requested Oxnard’s Fire Chief Alexander Hamilton to lead a team of peers from around the country to deploy to Surfside, Fla. They will provide peer and behavioral health support to the search and rescue teams who have been working around the clock since the devastating building collapse.
“
IT is an incredible honor to support the fire responders who are working 24/7 in response to this tragedy,” said Chief Hamilton. “Our goal is to ensure these dedicated professionals have the tools they need to process their experiences working on such a large-scale incident. We know how important behavioral health support is to our own personnel. Oxnard Fire Department benefited from the same mutual aid when we lost Capt. Scott Carroll, so on some level, this is an opportunity to pay that forward.” Chief Hamilton is recognized as a national leader in the field of behavioral health services for the fire community.
Since 2013, Hamilton has worked with the Oxnard Fire Department and IAFF committees to create programs that support the mental health and well-being of first responders. These programs ensure that fire personnel develop the coping skills for the many stressors associated with fire service careers. The IAFF provided funding for Chief Hamilton to lead two peer support team members from the Oxnard Fire Department, including OFD’s clinician and a peer support member, as well as peers from Boston, New York, Phoenix, and Texas, to aid behavioral health support to the first responders in Florida. This is Chief Hamilton’s
third deployment providing behavioral health assistance in the wake of a tragedy. In 2019 he was deployed by the IAFF following the mass shooting in El Paso, Texas, and Albuquerque, N.M., following the suicide of a firefighter. Due to the large-scale recovery efforts underway in Florida, Hamilton and his team are the IAFF’s third group to provide peer support resources to first responders. Following Hamilton’s weeklong deployment, a fourth IAFF team will deploy to support the behavioral health of first responders. Rescue workers continue to endure the emotional toll of the mission, where 32 bodies have been recovered, and 113 persons remain unaccounted for.

understanding of diversity, equity, and inclusion to all allow the TOArts Board to operate from the same starting point as we seek to identify action items and goals to incorporate into our strategic plan this year,” he said. “We have our first session coming up, July 7.” He said the TOArts Board received and accepted the annual audit report prepared by its independent external auditors for the fiscal year 20192020. The report reflected all of the TOArts financial activities from July 1, 2019, until June 1, 2020. The board is currently working with staff to finalize an operating budget for the fiscal year 2021-2022 and will be discussing this item at its next meeting.” He said the budget is expected to reflect ongoing investment in arts education programs while taking a strategic approach to presenting programs at the Bank of America Performing Arts Center. “We’re grateful for the support of numerous businesses and individuals who provided financial and in-kind contributions to the TOArts
programs and activities,” he said. “Our programs this year would not have been possible if not for the support of the Conejo Recreation and Park District, the City of Thousand Oaks, the Lakes at Thousand Oaks, Arsis Golf, Los Robles Greens, and many other businesses, foundations, and individuals who support our work.” The group annually hosts its gratitude reception, and this year, they did it virtually. “We do it to honor our donors and supporters,” he said. “It was well attended; they had different experiences in breakout rooms, there was music trivia, recorded performances by grant recipients, and a virtual backstage tour of the Fred Kavli Theater. Also, in February, TOArts is proud to participate in the celebration of the sector event, presented the Center for Non-Profit Leadership at Cal Lutheran University.” In June, he said Richarson moderated the second annual panel discussion of the State of the Performing Arts in the Conejo Valley. “They were representatives
of the performing arts organizations discussing how they managed the last year and how they are focusing their efforts moving forward,” Mead said. He said the group takes a lot of pride in arts education, and in 2021, they expanded that education to students in Conejo Valey and the greater area. “Through our new Access Arts program, we joined in partnership with the Conejo Schools Foundation to provide funding and support of the initiative of the Conejo Valley Unified School District,” he said. “This funding provided weekly virtual arts education programs provided in Conejo for all CVUSD school students.” Mead also spoke about virtual field trips, presented by National Geographic, which provided live speakers virtually for students. “With remote learning for all students and the theater being closed for the last year, they couldn’t come here to do their annual field trips and see shows,” he said. “However, we were able to contract with
creative partners to provide these virtual field trips organized by our associate director. These field trips were accessible for specific durations of time through our website, which made them available to students in Conejo Valley, Ventura County, and beyond. Our virtual field trips were routinely accessed by 500-700 students.” The group presented nine performances through its National Geographic live series, including the TOArts Road Show Drive-in Concert at the Lake and the TOArts Scene Performances performed at Los Robles Greens. “The intention for the outdoor events was to provide fun quality creative content in a safe environment while rebuilding the confidence in gathering together again,” he said. “Although the pop-up arts and music festivals were produced by the city, TOArts, was proud to be the sponsor of Las Cafeteras, June 25. The event was well-attended, and the performance was spectacular.” He said the 2021-2022 Workplan includes continuing

ITY Manager Alex Nguyen presented the video and told the audience that the appropriation is for local governments. The bill calls for public health response support, public sector revenue loss, water and sewer infrastructure, the negative economic impacts of the pandemic, premium pay
“The guidelines for the public infrastructure projects focus on water, sewer, and broadband,” he said. “For these sorts of major capital projects, the cost may be incurred or encumbered by the end of 2024, and the projects must be completed by the end of 2026. The timeline for funding other programs needs to be expanded to cover costs incurred by the end of 2024.” He said the federal government, with regards to public infrastructure contracts, stipulates that recipients utilize strong labor standards, including project labor agreements and community benefits agreements, that offer wages at or above the prevailing
“There are also a few specific labor restrictions, which includes restrictions from utilizing these funds for debt service, legal settlements or judgments, or as deposits to pension funds, rainy day funds, or other financial reserves,” he said. “It also talks about investing in qualified census tracts, and there’s a federal definition for that, which we will outline in our staff reports in July. The qualified census tracts in Oxnard cover almost half the city.” In addition to the various rules outlined by the federal treasury, he said this is money the city was not expecting. “Every dollar of this $59 million was unexpected,” he said. “As such, it is an additive

They
picked up 59 refrigerators, 197 mattresses and also helped clean up 17 different homeless encampments. Our staff is proud to perform this work, but it would be a lot easier if members of the public did not dump illegally. There are resources available to legally dispose of your unwanted items. We can help you plan, schedule, and get things like mattresses and refrigerators taken care of properly.” The city will hold its 2021 redistricting public hearing, Thursday, July 29, at city hall. “In 2020, we conducted the US Census count; that’s something that happens every decade,” he said. “It occurred alongside the pandemic, so it was challenging.” The council chamber’s construction has been delayed until August and September, so the council and committee meetings will remain remote through September. “We expect to be back in here in October,” Nguyen said.

At the Babies r Us building off Rose Avenue, that clinic is open from 11 a.m. until 6:30 p.m. Tuesday through Friday, and it’s open from 9 a.m. until 4:30 p.m. on Saturdays.” At the South Oxnard Health Center at 2500 South C Street, he said that clinic will continue its hours, 10:30 a.m. until 4:30 p.m., Monday through Friday. “The one at Oxnard College is open from 9 a.m. until 5:30 p.m., Saturday, Sunday, and Monday,” he said. “Then from 12:00 p.m. until 7:30 p.m. Thursday and Friday. Oxnard College is not open on Tuesdays and Wednesdays.” Nguyen said the city is trying to help Oxnard residents be among the first people to apply for work at

and desires across the city, it’s not that much money,” he said. “We should not utilize these funds to start any program that will require ongoing funding, which we will not have again from this source.” Nguyen asked the council if they want to place a large sum of money behind one or two major projects or spread the money across the list of important needs the city has. “The staff will be recommending the latter, rather than the former, in terms of one or two large investments,” he said. We state that because balancing out all the needs across this community and there are so many needs. We should
receive community input, and the council makes its choices, we should focus on making investments in items that, in addition to aiding in our local government’s recovery from the year-plus pandemic, but also items that add to future improvements and growth.” The decisions on the city’s final list of items will come in August, and the item will be discussed at committee meetings on July 13. The full council will discuss the item on July 29, and the US Department of the Treasury will release its final rules in August. The council will make its decisions this fall and begin making investment decisions.

Vegetables By Connor Forbes Summer is the time for fun in the sun and grilling. I was just going to say summer is the time for grilling but that felt a little too stilted even though that’s the part I really get jazzed about! Fun in the sun is fantastic, don’t get me wrong. But you really just can’t beat the act of grilling food. The heat, the smell, the lick of fire. It’s all so glorious.

ERE is an equally glorious (and very straightforward) recipe to grill almost any vegetable. In this batch of veggies I grilled bell peppers, corn, onions, broccoli and even mushrooms. Yes, even mushrooms. You haven’t eaten right until you have some grilled mushrooms. I have also grilled beets, brussels sprouts, bok choy, pineapple, peaches, asparagus, and I’m sure there are fruits and veggies I’m missing. Treat the fruits the same way you would the vegetables in this recipe for great results.
Ingredients • Bell Pepper, quartered • Corn, whole • Mushrooms, whole • Onion, sliced or whole • Broccoli, single florets or steaks • Cooking Oil • Pinch salt • Pinch pepper To Cook Preheat grill to medium high heat. In a bowl or large food safe container mix the vegetables together with the oil (I prefer olive oil though any cooking oil will work). Place vegetable on direct heat. Harbor Director Mark Sandoval said the parade is outstanding. “I’m so happy, and everybody is so happy to get back to normal,” he said. “I brought my bike, so I can move around faster.” He came ready in full red, white and blue attire. “I got this my first year here,” he said. “I went out and needed some red, white, and blue for the boat parade. I had just gone through a fire, so I had no clothes.” Sandoval plans to retire soon, but he doesn’t plan to party down. “My doctor said to drink a lot of water and get my exercise,” he said. “I want to get involved in doing some civic good. I haven’t had a lot of time to do that stuff.” Leslie Rehak came dressed in great Fourth of July gear and was ready to go in her motorized cruising cooler. “I decided to go out and get a brand new outfit,” she said about picking her Fourth of July gear. “You smile every time you get on that thing (the Cruising Cooler), and it’s always a parade on that thing. It makes its annual appearance
every year, and it’s the only time I ride the cooler. I decorated it last night, and we’re ready for today. We missed it last year.” Katie Murphy was ready to ride her skateboard in the parade and said she always wears something Patriotic each year. “I wanted to go with stars and stripes,” she said. “I’m going to the beach later, so I have my bikini on already. I’ve been coming out here with my aunt since I was in the fourth grade, and every year, I try to wear something Patriotic.” She also brought a portable stereo. “We’re going to be blasting Party in the USA, Born in the USA, Bruce Springsteen Miley Cyrus, the true Patriotic classics,” she said. Murphy said her parents were on a nearby balcony cheering. “My parents embarrass themselves dancing constantly,” she said. “I’m sure they’ll be doing that as we ride by playing music. It’s a teenager’s job to be embarrassed, so I carry that responsibility.” Carla and Mark Cowan had their cart decorated and
brought her dog, Maya. “We enjoy this, and it was sorely missed last year,” Carla said. Mark said he’s been modifying his Patriotic golf cart for years. “It took me 90 minutes to get the cart ready, but I’ve done it before,” he said. “I’m constantly adding things, and we’re always looking.” “We decorate it a little bit early, so we can enjoy it for a week or two beforehand,” Carla added. “We’re excited to be part of this community, and there is always something fun going on around here. The Fourth of July kicks off the summer for everybody.” The 187th Color Guard was ready to roll and was proud to celebrate the Fourth of July. “We’re made up of exparatroopers,” Eddie Leighton said. “It’s been a long trip, but we’re still around.” Eppie Mendez noted that the group was Vietnam veterans. “We are the 101st Airborne Divison, the 173rd Airborne Brigade,” he said. “I was in peacetime position up in Alaska.” His brother Eddie served with the 8th Infantry Division in Germany. “We’ve done this parade for the last 12 years,” he said. Carol Rhonemus traveled with her grandson Wyatt and dogs Leici and Mimi, who rode in a basket out
front. “We just moved here, this is great, and this is our first time,” Carol said. “The dogs learned to ride right away.” Wyatt was having a great time and loved hanging with his grandmother. “This is good,” he said. “I like the ribs during the barbeque.” Lorraine and 16-year-old Olivia Lewis were excited to participate in the parade, and Olivia came dressed up in her best Patriotic outfit. “I want to stand up for my country,” Olivia said. “I love the USA, and I wanted to be festive
today. My mom bought this (outfit) for me, and the glasses. I love anything that blings.” Lorraine came to celebrate liberty and living in the best country in the world. “We’re from Santa Clarita, and we’re staying with our gracious friends at their beach house for the weekend,” she said. “They are (planning a barbeque), and we are joining them. We’re having a whole bunch of food.” Chase Unruh loves the event. “We’re celebrating America,” he said. “On the Fourth of July, we want to stand up and remember that people died for our freedoms, and remember that this is the best country in the world. We’re going to celebrate loud and proud with a lot of barbeque. It’s an American tradition to barbeque on the fourth. We’re happy to be out here and having a good time. People aren’t as scared anymore, and they are finally coming out of their shells, celebrating and enjoying our time as Americans.”

celebrating the Fourth of July with a few landside events. “The first one is the Fourth of July Family Parade, and the whole Ventura County community is invited to come down to Channel Islands Harbor, dress up in their favorite red, white and blue gear and take a walk down Harbor Boulevard,” he said. “At the end of our parade route is our normal Sunday Farmers’ Market. They’re expanding it a little bit more for the Fourth of July. After that, at about 2 p.m., we’re going to have an electric boat parade. That’s mainly for the boating community here at the harbor and for the people who drive electric boats.” He’s happy to be back at the parade and noted that 2020 “was a little dark.” “Although there were a lot of people here, there weren’t any organized activities,” he said. “It’s great to get back. Our first real event at the harbor was the Father’s Day Car Show, and the people who attended were saying it was just as well attended as a regular Fourth of July event. People are really itching to get out and enjoy the outdoors.”

HE event had lots of music, great barbeque, apple pie, and contests for best bike and best tattoo. General Manager Austin Pecoraro said his family just bought the dealership. “My father Paul is the owner, and we just purchased this store in April,” Austin said. “We own Simi Valley Harley-Davidson and Tri County Powersports as well, so this is the new edition.” Austin said his family and the company are very Patriotic. “It’s been a long year and a half going through Covid and everything else, so we figured this is a great opportunity to bring the community in and celebrate our freedoms,” he said. He noted the dealership had a full slate of fun for the attendees. “We have an American Muscle Car and Truck Show and goody bags for the first 25 participants,” he said. “What originally started out as a patriotic bike show has developed into a bike show.” He loves seeing everybody together in the same place for the first time in a long time. “Especially right now,” he said. “It’s good to see our regular customers, some new customers, especially with the car show, some people who may have never been to a Harley dealership before. It’s the community aspect that is fun for me.” People who stop by and want to check out the Harley dealership for the first time will be pleased. “They’re going to find a whole group of helpful, smart, friendly, and passionate individuals ready to sell
