By Chris Frost Tri County Sentry Thousand Oaks--The city council, Tuesday, June 22, discussed the homeless issues in the city and a future new temporary shelter. The city council made the homelessness problem a top priority in 2018, formed an ad hoc committee, and spent a significant amount of time learning the landscape of homelessness by meeting with organizations, business owners, law enforcement, and the faith community. The city serves as the convenor between county agencies and residents, businesses, nonprofit organizations, faith-based organizations, and law enforcement to respond to the problem. Assistant City Manager Ingrid Hardy presented the item to the council, and she said it’s nice to

HE event featured between 150-200 cars, a silent auction, a 50/50 raffle, live music, and

lots more. On this day, the dads were the focus, as old-fashioned rock ‘n roll blared throughout the day, along with food that says dad. People happily lined up for the treats. The stars of the day were the cars, as classics lined the grass and parking lot. Attendees had a blast looking, asking questions about the autos, and in a few instances, had the chance to buy a classic. Duece and Roxie Wiley brought along their 1991 Cadillac Hearse, named Lydia, to the show. “A lot of people don’t get a chance to look inside a Hearse while their eyes are still open, so we like to let them get a little chance at it,” Duece said. “It’s a fun car because it’s a luxury car that was turned into something else. That’s why we bring the information to let people see how it started out and what it ended up as.” The couple managed through Covid-19 and put a sign in the vehicle that told people to mask it or casket. “It was a little wake-up call that this thing is serious here,” Duece said. n Father’s Day, see page 5

Oxnard--In his first state of the city address to the Chamber of Commerce, Thursday, June 17, Mayor John Zaragoza said a year of Covid-19 has had quite an impact on the City of Oxnard.

“Oxnard, like the rest of the world, was severely impacted by the pandemic,” he said. “Locally, unemployment reached as high as 14 percent in Oxnard. It has come down slowly to 7.4 percent in our city. Currently, the unemployment rate in Ventura County is 6.2 percent. That’s the

lowest it’s been in 2021. Oxnard is the largest and most densely populated city in Ventura County and has experienced the greatest number of Covid cases. To date, more than 32,000 residents have tested positive for Covid.” He honored the memory of n Zaragoza, see page 12

Oxnard-- So, I am sitting around having my personal Father’s Day moment, and I can’t do that without thinking about my father, Ward Ryder Frost Junior. I’ll be the first one to tell you that I didn’t have a Father Knows Best relationship with my father. I am someone who is somewhat creative, and anyone who’s met me or read these silly writings knows that I suffer from chronic one-liners disease, and the butt of the one-liners since 1999 is the J-Train. On the other hand, Good Ole Pop was born at age 21, with an unfiltered Chesterfield cigarette in one hand and a gin martini in the other. Straight up serious. I don’t have a ton of childhood memories about my father; he worked in Manhattan, and when he got home, on the 6:36 train coming from Penn Station, he was ready to sit, watch Adam 12, or Emergency, and mellow out in his chair. He loved animals, however, and he would bring home lost dogs and put ads in the paper looking for

the owner. I’d get in trouble a lot, and he’d deliver the punishment. He and Good Ole Ma would talk about us kids, and he would always call me “the different one” that was not like him. My father could do many things, n Frosted, see page 6

Finance and Governance terminates social security replacement plan By Chris Frost to human resources. “We’ve had to coordinate Tri County Sentry Oxnard-- The Finance and Governance Committee, Tuesday, June 22, approved the termination of the Oxnard City Corps social security replacement plan.

TS approval cancels the frozen plan, first established January 1, 1992, and is a 457(b) retirement plan for City Corps employees. The plan was a concern first discussed during a 2015 organizational assessment. The Finance and Governance first looked at the issue, April 9, 2019. Human Resources Manager Mike More presented the item to the committee and said there has been issues resolving the matter because of turnover in the payroll department and moving payroll from finance

The frozen plan provides tax-deferred benefits to eligible City Corps Employees and stopped being utilized, December 31, 2011. “Beginning in 2012 and ending in 2014, City Corps employees were covered under social security for that time,” he said. “From the beginning of January 2015 until the present, City Corps employees are now covered under a replacement 457(b) plan that is with Voya Financial.” Since 2011, no employees earned any new benefits; or added new participants, which means the city can terminate the frozen plan and disperse the benefits to the city corps employees. “There are three categories of employees under this plan,

and we put them into three groups,” he said. “Group one is entitled to refunds of their contributions made to the frozen plan for the period of 1992 until 2011; since they are purse-covered employees, they would receive refunds of their contributions they made to the plan along with interest.” More said, group two can get refunds of their contributions made to the plan between 2012 and 2015 while they were covered by the social

security system. “Group three is entitled to benefits under the plan during the period of 1992 until 2011,” he said. “There would be city corps employees that were covered under the frozen plan.” The total dollar amount owed to the three groups is, as of June 30, 2021, is $571,156. “That consists of members of the three groups, which is a little over 860 employees,” he said. “Group one will receive a taxable distribution of $96,212.

More said the city’s attorney recommended that option. “I believe it’s a refund of their contribution since they were covered under

CalPERS for that time period,” he said. “They were later determined that they would be covered under CalPERS., so it’s a taxable return of the contributions they made.” Mayor John Zaragoza asked if the city had a list of employees who are eligible for the refund. “Mr. Mayor, we do have a list of all those eligible employees,” More said. “What we’re doing is having to track down a number of these employees since we don’t have current mailing addresses for them. Since we have the social security numbers and date of birth for the vast majority of the employees, we can track them down.” Zaragoza said people in groups two and three could take that money coming from the city and roll it over to an IRA, so they don’t have to pay taxes right now. “We leave that up to them, so they will have that option,” More said. The motion passed.

As a local convenor, the city works with multiple agencies and organizations in addressing homelessness, and there are some gaps in our response system.” The ad hoc committee wanted to align the city’s approach with the county’s regional approach. They developed education and outreach materials, funding for non-profit organizations like CDBG, and the social services endowment fund. “We continue to focus our efforts on maintaining public spaces and facilities to the highest standards possible,” Hardy said. “We also encourage the inclusion of affordable housing units in residential projects. We’ve taken the necessary

administrative actions to strengthen our response to homelessness, and we’ve worked diligently and in partnership with law enforcement.” The city council approved an MOU (Memorandum of Understanding) with Ventura County, which called for a joint commitment to address homelessness like participating in the coordinated entry system. “We developed a crisis response system which includes emergency housing resources and also the pursuit of permanent housing units,” she said. “Local resources and information have been centralized at the city’s site. We’ve conducted outreach campaigns, such as Don’t Give Change, Help Create It, to discourage residents from giving to panhandlers and instead give to organizations providing services.” The ad hoc committee hosted a symposium that helped build an understanding of home­ lessness and the challenges the city faces. for the complete story, visit tricountysentry.com

There are many individuals with serious mental illnesses outside your county, and having a facility here will allow them to come back to their home community.” The county is working on

Non-general fund projects in process include Ojai Valley, Thousand Oaks, and Santa Paula fire stations, the Fire Training Facility at Camarillo Airport, the Saticoy Regional Golf Course Clubhouse project, the VCMC helipad and Fainer Wing remodel, and also the Filmore Library improvements and meeting room construction. They want to get it right, and there are a lot of moving parts.” The county proposes $3.2 million over three years for energy to state agencies

and schools for zeroemission vehicles and related investments and rebates. “For hospitals, there is a recommendation that seems to be moving forward positively for an additional $300 million for public hospitals,” Powers said. “It seems to be primarily related to pandemic response, and VCMC in Santa Paula will get a share of that.” Kay Mann from the CEO’s office discussed capital projects and said some of the accomplishments in 2021 was the completion of the Ronald McDonald Room at VCMC, which cost $1.2 million, two Firehawk Helicopters, including their inspection and Up-Fitting for $10.8 million, and the Potrero Road, Bike Lane Construction, phases 1 and 2 for $2.5 million. “We also have a number of general fund projects which are in process,” she said. “The Family Justice Center property acquisition is coming to your board later this month,” she said. “Work is continuing at the health

like run business meetings and keep his staff moving forward. But, one thing my father couldn’t do is tell a joke. My father was having a meeting at the house one day, and he turned to me and said, get me a Budweiser; I went to the kitchen, got his beer, and ran into the den yelling, “here’s your beer, Archie,” in my best Edith Bunker voice. Embarrassing Pop was a BAD idea. We had some dad-son moments. For example, my mother decided that we didn’t have a great relationship, and after a big debate, he proposed that we take in a Mets game at Shea Stadium. As we were driving, he pulled over suddenly and

picked up a hitchhiker. After the guy got out of the car, Pop turned to me and said, “this is between us, so don’t tell your mother. She’ll be pissed.” We had a lot of disagreements, starting with my college major. Good Ole Pop was hoping I’d major in business administration, and I chose mass media communications. At my graduation dinner, he called my degree a waste of money, and since I ended up back in the fast-food industry as a manager, he stood by that statement. However, we did have a couple of moments, with the most notable one coming when I was an intern at CBS Sports in Denver. I was

covering an event by his office, and he offered to pick me up so I didn’t have to take the bus from downtown. I introduced him to one of my bosses, Bob Cullinan, who spoke highly of my work ethic to my father. He met a few athletes, and Pop suggested stopping at a bar. Then, it happened. It was happy hour, and the drinks were two for one. We had a few rounds, talked, found our way home, and Good Ole Ma was pissed because dinner was cold. My mother made a few cracks that she wasn’t interested in two martini drinkers in the house. We were in trouble, and Pop told me not to worry and told Good Ole Ma it was his fault.

When I got sick with Diabetes, Pop drove me to my doctor’s appointments. On the way home, he told me I could handle the situation. So, I trolled along, the Goofus restaurant manager that flushed his education down the toilet, then I turned 49, changed my life, and got a job in radio. While I was in school and re-educating myself, I was offered an internship at a movie production company that made adult features for late-night cable. I visited my father that day, I visited him a lot after Good Ole Ma passed away, and I told him about the opportunity. I told him I was going to turn it down because the J-Train wouldn’t

be thrilled with me working on a set making late-night cable adult features. My father told me to lie to the J-Train and bring him to work with me, so he could volunteer. I ended up interning at a radio station and did off-beat funny features. He would call me an ass****, but he told me that he could never do what I do. Pop’s version of a joke; why did the chicken go to the other side of the road? Because he decided to cross. After the strokes, he would ask me to help him tell time and making coffee. At best, we had a checkered past, but he was my Pop, and it was my job to do what I could when he needed it. He had a flaw; however,

all his smoking created plaque in his arteries, and that caused all his strokes. He needed surgery to repair an aneurism in his aorta, and the day before his surgery, I called him, and he told me that he was frightened. He never said that to me before. I told him he needed the surgery, and I promised to visit him when he got through the issue. He called me a good guy, apologized for hitting me too much when I was a kid and said I am a good father. He died a couple of days after the surgery. Not exactly a Father Knows Best life, but he’s my Pop, my flawed Pop, but hey, I’m imperfect too. Happy Father’s Day, Pop.

People love seeing the hearse on the road. “When we’re at a four-way stop, people wave us through and are kind about that,” Duece said. “We either get respect or the horn, one way or the other.” Roxie said with the Covid-19 situation; they

needed to hold things back a little bit with improving Lydia. “People didn’t need to see a hearse because things were so crazy,” she said. “It’s really great now that people can look at it and enjoy it. We took a year off.” The duo did help a child hold a birthday party in the

hearse. “We did a car cruise, and it had a big sign that said happy birthday,” Roxie said. “That was fun.” Last Halloween, the couple got dressed up and drove around Ventura. “We waved at people, and that was our Halloween,” she said. “It was fun. We work in a grocery store and have been on leave since March 2020. Now we’re going to retire, do car shows and raise our puppy, Lilly Monster. Duece always said when we retire, we could raise a puppy, so I called her on it.” Pete Smith brought his 1927 Ford T outfitted with a skull and crossbones on the front grill. “It was my divorce gift,” he said. “A friend told me that when I got divorced, I had to buy myself a gift, and he happened to have the perfect thing sitting in his garage. There was a pile of it here and

there, and that was 20 years ago. It’s all Ford parts and running gear. I grew up in Ford country in Great Britain.” When he registered the vehicle, he thought a little bit of rust would make it more fun. “It kept going from there,” he said. “Once you put one on, you can’t stop. This car is popular with 7-8-year-old kids, and they’re all over it having their pictures taken by their dads.” He restored the vehicle and raised his kids. “I had custody,” he said. “They’d go to bed, and I’d putter around for a couple of hours and have a little man time,” he said. “It went slowly because I didn’t have any money. It’s a no-budget car.” Trevor Smith accompanied his father to the show and helped with some of the welding work. “I helped to get the transmission back in a few times,” he said. “I even had to

help change the transmission on it. The worst case is that if the transmission gives him grief, I’ll pull the thing out and rebuild it. I don’t trust the shop. I had them rebuild it once, and they screwed me over.” Pete loves the end of the lockdown. “It’s nice to be out and not have to wear a mask,” he said. “It’s been a long time coming.” Officer Henry Montelongo with the Port Hueneme Police Department loves bringing the DRAGG Program to the car show. “It’s a good program that helps out a lot of kids, and it opens a lot of doors for them too,” he said. “Ours is still in the beginning stages, but we hope to get it to the level that Oxnard has, as well.” Kids get lots of experience working on cars when they enter the program, as well as good life lessons.

By Chris Frost Tri County Sentry Port Hueneme-International Surf Day was celebrated in grand style at the Port Hueneme Pier, Saturday, June 19, as the event combined surf therapy, environmental justice, social justice, and activism in Ventura County.

HE event featured a Drum Circle led by Cameron Tummel and a Yoga Session with Jessica Conway. Participants bought raffle tickets in exchange for lightly used wetsuits/life jackets to Pure Stoke and SUGA. Ventura County Surfriders Foundation Chair Laura Oergel said the group founded international Surf Day 13 years ago to celebrate what they protect and enjoy year-round, the coast. “We have wonderful booths here today,” she said. “Many of our local environmental and social justice non-profits are here representing. Real Guppy Outdoors and the Ventura Audobon Society are here, and they’ve worked with endangered plover at Hueneme Beach and Ormond Beach. We’ve got Coastal Keepers, the MERITO Foundation, and New Gen Juneteeth.” She noted that Pure Stoke is a surf therapy non-profit organization helping children. “They’re in the water right now,” she said. “Kids that are underserved and probably not 100 percent represented that probably can’t afford to surf are

out there. We have volunteer surfers that ride tandem with the kids, and our Surfrider booth is in the parking lot.” She is thrilled to partake of the event, which she called the first in-person event they’ve had since Covid-19 hit. “It’s an opportunity to get us all together again,” she said. “I’m an overtly organized event planner, so I took this on to bring people together. It’s exciting.” She loves seeing the kids get introduced to the water. “That’s 100 percent what it’s about,” Oergel said. “To give them this day, where they wouldn’t normally have this opportunity, some of them are special needs, to have a professional surfer who’s trained to ride tandem with them is a gift. Zora Wolter is the founder of Pure Stoke, and she’s out there on the sand giving the kids a great day.” She laughed when asked if she planned on surfing the waves. “No,” she said. “I’m one of the only Surfrider volunteers who doesn’t surf, but I protect our environment.” MERITO Foundation Founder and Executive

Director Rocio LozanoKnowlton said her group is a multicultural organization for resource issues threatening oceans. “We’ve worked since 2006 all the way from Santa Maria, north to Santa Barbara County to Malibu,” she said. “Our mission is to protect the coast and ocean, and we do it by empowering youth to live sustainably through ocean climate and environmental education.” Her group leads the kids through experiences in nature conservation, like restoring habitats and giving them hands-on research collecting scientific data. “We’ve taken over 30,000 students over the last 10 years to the coast, beaches, rivers, watersheds, and the Channel Islands,” Lozano-Knowlton said. “Before we take them out, we train the teachers how to teach our curriculum, which meets all the standards we have to teach the children. Our context is our coast, islands, rivers.” She said the teachers learn the curriculum for free; then they get the kids out to do science. “We sponsor the busses, and the instruction and curriculum are bi-lingual,” she said. “We work with any school, but school districts can hire us, of course. The grants are for Title One Schools. We find money to give services for free to those who need it.” Once in the classroom, she said rule one is to teach the scientific concepts.

“When we take them in the field, they put them in practice,” she said. “What they do is explore, observe, collect data; they make sense of the data and draw a conclusion. Deanna was at the edge of the water cheering for her daughter Jacque, who was getting expert surfing instruction from the people from Pure Stoke. “This is our first event back, and it has been wonderful,” she said. “We’ve been doing this for a couple of years, and the first time she was out there, she scared to death. souls lost due to Covid and said 1,025 people in Ventura County lost their lives during the pandemic since March 2020. “However, there’s a bright light at the end of this tunnel,” Zaragoza said. “Today, approximately 67.1 percent of people age 12 and above have received their first dose of the Covid vaccine.” The federal government delivered economic support, he said, and the city of Oxnard expects to receive $59.5 million in onetime funding through the American Rescue Plan. “It provides funding to support public health responses, replaces public sector revenue losses, invests in water and sewer infrastructure, addresses negative economic impacts, and provides minimum pay for essential workers,” he said. “It also invests in broadband infrastructure for the unserved and underserved communities.” Zaragoza said the Biden administration proposed a sweeping investment in public infrastructure through the American Job Plan, which focuses on fixing highways, rebuilding bridges, upgrading ports, airports, and transit systems, and delivering clean drinking water and a renewed power grid. “It will provide highspeed broadband to all Americans,” he said. “They are currently in discussion and surrounded by potentially $1-2 trillion by Congress. We look forward to receiving more details as the plan moves forward in the legislative process.” The economic aid and investment provided by the federal government, he said, will help Oxnard build back a stronger economic base after a year of hardships the city endured during the pandemic. As the global pandemic surged, Zaragoza said Oxnard continued to provide essential services to residents and businesses. “Through the entire pandemic, trash was picked up every day,

water was delivered, wastewater was processed, and public services continued uninterrupted and homeless services continued,” he said. “Thanks to the dedicated work of city employees, many city employees took on new responsibilities during Covid.” He said that included recreation and library staff, which pivoted in their daily job responsibilities and assisted with weekly food share distribution. “They served more than 362,000 individuals throughout the pandemic,” he said. “Our Oxnard Fire Department and Recreation staff also supported Covid-19 responses by providing antibody testing, staffing pop-up Covid-19 testing sites, and vaccine support throughout Oxnard.” Oxnard Senior Services served over 66,000 meals, he said, to the seniors throughout the pandemic. “Ventura County Area Agency on Aging also delivered 4.5 million meals to seniors through March 2020,” he said. “As mayor, I’m extremely proud of our employees and their dedication to serving the Oxnard community throughout a challenging year, as we continue to receive support from the County of Ventura.” Currently, Zaragoza said Oxnard voters approved Measure E in 2020 to help support the community through the recovery of the global pandemic and restore Oxnard’s fiscal sustainability. “This is a necessary step toward restoring services and programs the community wants and deserves,” he said. “Funding for Measure E, which is expected to bring in about $51.9 million a year in revenue for the city’s general fund, will support services, maintain 911 responses, protect public safety, address homelessness, keep public areas safe and clean, and aid Oxnard’s long term financial stability.” for the complete story, visit tricountysentry.com
