Oxnard-- The city council, Tuesday, September 7, voted to name Councilwoman Gabriela Basua as the League of California Cities Voting Delegate for 2021. City Manager Alex Nguyen said the appointment is a housekeeping item, but it is also necessary. “I certainly hope you approve designating Councilwoman Basua to be a voting delegate on behalf of the City of Oxnard at this year’s League of California Cities annual conference,” Nguyen said. “I believe she is the only one who is attending. Channel Islands-- The Concerts by the Sea Series had its 2021 grand finale, Saturday, September 4, as Operation 90s delivered a high-energy show full of audience interaction.

HE engaging band engulfed the crowd with hits from Metallica, Third Eye Blind, and a medley of boy bands and got the crowd moving with “The Humpty Dance, and Baby Got Back, plus many more. W i t h the 2021 concert season wrapping up at the harbor,
the crowd partied hard and left looking forward to 2022. Gabrielle Cartelli danced and sang through the entire show with her son, Zac, and she said her favorite ‘90s band is Ace of Base, and their hit, The Sign. “I love the New Kids on the Block, so I’m hoping they play Step by Step,” she said. “I want to see the Woodstock Band (Psychedelic Summer) come back next year; they are my favorite. I grew up in

Oxnard-- The city council approved the Infrastructure Use Fee (IUF) rate reduction and refund. The refund of IUF funds totaling $7,112,897 was paid by Oxnard utility customers
from January 1, 2020, through August 31, 2021, with Water customers receiving a credit totaling $3.208 million. Wastewater customers received a credit totaling $2.015 million, and Environmental Resources customers received a credit totaling $1.890 million. Judge Matthew Guasco
ruled that the Infrastructure Use Fee being transferred into the general fund was unlawful and violated “the California Constitution, particularly Proposition 218.” The utility rate reduction is a combined estimated total of $3.556 million (a 3.2 percent n Refund, see page 6

OW there is talk about another vaccine in the works to deal with the delta variant, which makes me wonder how long this is going to go on and how long this will continue. So here I sit, waiting to see if I am going to have a reaction to the second shot. I’ve been hearing horror stories about being knocked out of commission for up to 48 hours. I pressed the girl at the pharmacy today about how long it will take before I start feeling like horse manure, and she said about eight hours on average. So far, my right arm is a little numb, but I did take aspirin when I got home, so that may be helping mitigate any pain. NEWS Rent and utility relief is still available By Chris Frost Tri County Sentry Oxnard-- In his report to the City Council, Tuesday, September 7, City Manager Alex Nguyen said funding for rent and utility relief is still available.

We highly recommend that everyone who thinks they may be eligible or have a need, please call or go online, get the information, and find out if you are eligible, and for how much.” Nguyen said the state is currently in round seven of relief for small businesses. The new round is for people who were placed on the waitlist for funds previously. “That window of opportunity
started on August 3 and is open until Thursday, September 16,” he said. Round eight, which ended Wednesday, September 8, was for non-profit cultural institutions. “Next is another round for applicants, as well as waitlisted applicants from previous rounds, and that begins Thursday, September 9, and runs through Thursday, September 30,” he said. “All of that information is available at the California office for small businesses, careliefgrant.com.” The Covid-19 vaccination clinics continue, he said, and in Oxnard, two clinics are available because of the partners at the County Public Health Department. “One is at the North Oxnard Public Health Clinic at 2240 East Gonzales Road,” he said. “You can get vaccinations there Monday through Friday from 8:30 a.m. until 4:30 p.m., and they stay open until 6:30 p.m. Thursdays. They’re also open from 9 a.m. until 4:30 p.m. on Saturdays.” At the South Oxnard Public

Health Office, 2500 South C Street (in the tent), vaccinations are available from 8:30 a.m. until 4:30 p.m., Monday through Thursday. “They’re open late, until 6:30 p.m., on Fridays,” he said. “There is one testing site that continues, at the Performing Arts Center, 800 Hobson Way. They want you to enter off the Ninth Street Entrance, and their hours for testing are 8 a.m. until 8 p.m., Monday through
Thursday. If you are one of the folks who haven’t had the opportunity to be vaccinated, we encourage you as much as possible to get your vaccine at one of the two vaccine clinics. If you need a Covid-19 test, it is still available there, thanks to our partners at county public health.” Nguyen reminded the audience that Ventura County Public Health requires that everyone wear a mask in indoor public spaces. “The State Department of Public Health issued an order requiring proof of Covid-19 vaccination or a recent negative test if you need to enter an acute healthcare or a long-term care facility,” he said. “If you are looking to visit a friend or relative in one of these facilities, you will need to have proof of vaccination, or a negative Covid-19 test.” The county is currently holding two virtual redistricting meetings and has already held two. “They have three more coming up, from 6-8 p.m., Thursday, September 9, from 10 a.m. until
12 p.m., Saturday, September 11, and from 6-8 p.m., Monday, September 13, “ he said. You can get that information at ventura. org/redistricting. Oxnard-- The City Council approved the Edward Byrne Memorial Justice Assistance Grant (JAG), Tuesday, September 7.

HE approval authorizes City Manager Alex Nguyen to execute a Memorandum of Understanding with Ventura and the City of San Bonaventura that designates the City of Oxnard as the grant’s lead agency and fiscal agent. Police Department Finance Manager Delia Campbell presented the item to the council and said the grant is $107,007 and the primary provider of federal criminal justice funding are from state and local agencies. “The funds can be used in a variety of ways to improve and enhance law
purchase of equipment, supplies, training, personnel, or other contractual agreements,” she said. “There is no matching contribution that is required in order to apply for the grant. The JAG is a non-competitive formulabased grant that is developed by the federal government, using the data of the state’s three-year violent crime average as well as population.” Oxnard will receive 57 percent of the grant award. “The grant also allows us to charge a 10 percent administrative fee in order to cover our time in managing the grant as a whole,” she said. “With the city’s portion of $54,849, the department will use the funds to purchase ballistic equipment, as well as office equipment. Campbell noted that the unmanned aircraft the city submitted for is not eligible for grant funds. “We will be reviewing a list of other priorities

Councilman Bert Perello asked if removing the unmanned aircraft would change the item. “We are allowed to submit a budget modification with a different ask,” Campbell said. Councilman Gabe Teran said it sounds like it might be too early to know what the modification would be for the JAG. “We do have a couple of items on our list, depending on the dollar amount, just because the dollar amount is fixed,” Campbell said. “We’ll be looking at the other items that we need.” Chief Jason Benites said historically the department uses the money for training and equipment that makes it easier for the police department to do its job. “We keep it simple with our purchases,” he said. the legislature to pass legislation that provides for a fair and equitable distribution of the Bradley Burns one percent local sales tax from in-state online purchases, based on data where products are shipped. That rightfully takes into consideration the impacts that fulfillment centers have on host cities but also provides a fair share to California cities that do not or cannot have

items at the conference, Nguyen said, which includes calling upon the governor and legislature to provide
a fulfillment center within their jurisdiction.” Nguyen has mixed feelings about this because Amazon is opening a “major fulfillment center within the city limits.” “That’s a tough one for me to want to support,” he said. “There’s an amendment that the city manager’s section of the league is looking to make to this resolution, which argues more for local
control. To be blunt about it, two years ago, if we not had the massive Amazon facility, I would be all for this. Now, we have one that’s about to open, so I can’t be a cheerleader for this.” Councilman Bert Perello asked if Basua needs to follow the council’s direction on the items she votes on. “That would be appropriate,” City Attorney Stephen Fischer said. Perello made the motion to support Basua going to the League of California Cities annual conference and said she’ll have a good time while learning a lot. “But get locked into one table because they’ll pigeonhole you, and you won’t get to hear a lot of good ideas,” Perello said. “In my motion, I recommend that we do not endorse the sharing of the sales tax. I know this is selfish, but I represent Oxnard. I do recommend that we follow the motion on the railroad.” The item passed unanimously.

NEWS Large quantity of Fentanyl seized Oxnard-- In August, the Oxnard Police Department Drug Enforcement Unit (DEU) began an investigation related to Rudolfo Olmos being involved in the sales of Fentanyl in the City. During the investigation, DEU detectives learned that Olmos had an active warrant for narcotics-related offenses and further developed enough probable cause to obtain a search warrant for his residence.

ITH the assistance of the Oxnard Special Enforcement Unit (SEU), K9 Rocky, and the Colonia Neighborhood Policing Team (NPT), detectives located Olmos driving in the city of Oxnard. SEU
Officers and K9 Rocky conducted a traffic enforcement stop and arrested Olmos for his outstanding warrant. K9 Rocky searched the vehicle and located a large quantity of Fentanyl concealed in a void inside the vehicle. Additionally, K9 Rocky alerted to the vehicle’s dashboard, and officers located a concealed loaded semiautomatic firearm. SEU, K9 Rocky, NPT, and DEU detectives served a search warrant at Olmos’ residence. While at the residence, they discovered a large quantity of Fentanyl in Olmos’ bedroom along with tens of thousands of dollars in US Currency. In total, over six pounds of Fentanyl was seized during the investigation. Based on information from the Drug Enforcement Administration, the amount of Fentanyl seized calculated to over 1.5 million potential lethal doses. Rudolfo Olmos was arrested for felony firearms charges and felony

narcotics sales charges. He was booked into the Ventura County Jail with bail set at $250,000. The Oxnard Police Department is committed to identifying and disrupting the narcotics activity responsible for creating quality

reduction) for the period September 1, 2021, through June 30, 2022, and reflects the elimination of the IUF for this period. Water rates will be reduced by an estimated $1.604 million, wastewater rates by an estimated $1,008, and Environmental Resources rates by an estimated $944,842. During public comments, Douglas Partello said what the City of Oxnard did was illegal and unreasonable. “That’s not my words; that’s the words of the judge,” he said. “I’ve been an Oxnard resident for 35 years, and I paid my water bill every month faithfully. I have my bill, and it’s got my account number, my cycle route, it’s got my billing date, and it says current residents past due and due now. I pay my bills on time. I pay taxes on time. I’m a good citizen, and I don’t break the law.” He said Oxnard broke the law. “They took the total since 2014, $39.5 million, and illegally siphoned it into the general fund to make up for their overspending,” he said. “They overspent that money that should have never been there to begin with. Then they want to blame Aaron Starr, who brought it to light.
They vilify Mr. Starr, who’s been a champion for the people. He’s the reason why that money is going back to the utility fund. He’s the reason, not the goodness of Mr. Nguyen’s heart that he’s refunding $7 million to the taxpayers. If you really want to do the right thing, and not just move in the right direction, pay it all back with interest and penalties.” Aaron Starr said morality is doing the right thing, even when nobody is watching or forcing you to do what is right. “It’s about making people whole when you’ve wronged them,” he said. “Shortly after Judge Guasco determined the Infrastructure Use Fee was unlawful, I filed a refund claim on behalf of all the ratepayers. We all know the statute of limitations is one year, so the furthest we can go back is to January 2020.” Starr said he signed a tolling agreement to avoid having the action turn into a class-action lawsuit, hoping that the city would do the right thing and not have a class-action lawsuit. “In one respect, it’s smart to give back refunds from January 2020 because that will obviate the need for a class-action lawsuit,” Starr said. “It certainly wasn’t
because the city wanted to make things right. The city manager admits in his press release that the ruling on this matter was fair and reasonable. Okay, so we all agree with the judge that the IUF was illegal and unreasonable. But the city doesn’t seem determined to make things right. If they were, they wouldn’t have stopped at January 2020, which is the bare minimum. If they really believed in making it right, you would be refunding the additional $32 million that was charged to ratepayers from 20142019. That’s an average of over $800 per ratepayer. That’s a significant amount of money you’ve deprived people. You’ve wronged them. You have a moral obligation to make it right, not to say; this is what we can get away with.” City Manager Alex Nguyen said the City of Oxnard is in the process of taking several actions that it must do following the court ruling. “I did say, and I’ve said it on multiple occasions, that I found the judge’s ruling to be fair and reasonable,” he said. “The first thing the council had to act on, which we’ve done, is figure out the repayment schedule ordered by the judge, the $36.5 million
to be repaid to the utilities. I want to be clear about that. The judge’s order was to return the funds to the utilities.” He noted that the council is acting on the appropriate credit and rate reduction going forward. “Next, we will begin the process to conduct a new IUF Nexus study and return it to the judge for his review,” Nguyen said. “That is part of what the ruling included. It left us with the ability to do so, and I still believe that while this city implemented the IUF incorrectly, an IUF is possible, and the judge would not have offered for us to return with a new study if he did not agree.” At some point, he said the city would need to review all its rates based on services and operations. Nguyen said the city is not interested in vilifying Starr, but they disagree most of the time. “I think that’s normal in our open and democratic process,” he said. “What happened here has also been characterized that the city embezzled money. That’s not what happened here. The city made a mistake, and we collected the IUF in error. The money was not embezzled to do anything
nefarious. It went to public services. In the beginning, it not only went to streets and road maintenance; it went to public safety services. At a certain point, the city decided to discontinue collecting the public safety portion and continue to collect the street and maintenance portion. At the time, the city thought it was doing it correctly.” That turned out to be wrong, he said, and that is what the court ruled. “We are taking the steps necessary to correct our actions,” he said. “Cities make mistakes, and in the time that I’ve been here when we come across one, we are open and clear about it. We never cover anything up. I guarantee you they’ll be more mistakes in the future.” During council comments, Gabe Teran asked if the collected IUF was overspent, and that’s why the city can’t afford to pay it back, as required by the judge. Nguyen said he didn’t agree with Partello said the money was overspent, but he did agree that it was overcollected. “Those funds went for public services,” Nguyen said. “Fortunately, we are in a position with the threeyear repayment schedule
that the court granted us; we can repay the utilities the full $36.5 million.” Councilman Bert Perello noted that Oxnard was mismanaged for a long time. “When we have people talking about the bathrooms (at a park during public comments) and the response from the city manager,” he said. People were talking about the potholes. When it came to the attention of the council about how bad the sewer department had been allowed to get, then it came out that we were financially in hot water. We need to look backward and find out where that happened. It doesn’t cut the mustard in respect of taking responsibility for today. Tonight, at this council meeting, the people that are complaining, it would have been interesting to hear them make statements about when this stuff was first coming to light. I give Mr. Starr one heck of a lot of credit for him and his wife for the things they have done. The accusations that it was used to pad salaries, pad pensions, and used as a slush fund is wrong. This city was being held together with bubble gum and baling wire, and nobody wanted to face the music.”

After the show, guitarist Doc Rogers said engaging the crowd while performing is his goal. “Before I started with the 90s band, I decided that we need to treat everybody like it’s a house party, so they didn’t feel like there was some sort of wall between us,” he said. “I started treating everybody like I’d want to be treated. Like a human being hanging out.” “But people get up and
dance every single time,” Rogers said. “When they have fun, we have fun. Quite honestly, you read your audience, and you start to know who your audience is. We had the good fortune of being the last of the summer concert series. I didn’t get out to see any of the shows, but I saw a lot of videos. I have a lot of people who come out to see us normally who’ve been here as well, and I began to understand who the audience was. We are fortunate enough to have such a large repertoire, and we can cater it to a more heavy genre one way or another.” Doc said he knew the crowd would appreciate a strong mix of ‘90s music. “Versus the crowd that wants all the college rock or the crowd that wants the R&B and Hip Hop,” he said. “This one was really fun because we got to do a whole mix for them.” Rogers does between 120150 shows per year across
many musical enterprises, but he said he’s an insurance salesman during the weekdays. He noted that his musical impulses were something he could not ignore. “The first time I went to college, I knew exactly what I wanted to do, and that was focus on music,” he said. “My mom told me not to quit my day job when I was in the sixthgrade choir. I remember that vividly. Luckily, I had people in my corner who kept showing me the beauty of music.” The stories told through music, not the technicalities, lit his passion. “I absolutely fell in love with trying to be a proper storyteller,” he said. “That’s what goes into our performance more than anything else; the opportunity to take a look at each song and tell the story that goes along with that song in a live format.” Doc said in 1993; he wore an acid-washed jean jacket with a huge Guns n Roses
patch. “Bon Jovi, Def Leppard, Iron Maiden, Trixster, all of those sort of hard rock bands,” he said. “A good mixture of the songs we play now, that I didn’t play back then, I didn’t give any credence, or I made fun of because I was that immature high school teenage boy. It wasn’t until later on when I started taking music lessons in college and started to understand. Something my dad told me to take on was knowing what you like and liking what you know. I never gave myself the chance to know these songs as I do now. Once I did, I can find some value in all these songs.” He loves watching the crowd hit their groove during a show. “That’s the whole reason why we do this thing,” he said. “You’re not going to see much of a change if we’re playing to one person versus 100 people. It’s a huge difference when
you see the people lit with you. As long as they are on the journey with you, then you are more inspired to give the best performance you can.” He called the crowd “musically friendly.” “They wanted to celebrate life and get up and feel a good beat,” Rogers said. “I knew this crowd, and it didn’t matter what we played, as long as we played it well and as long as it had a groove they could dance to, they wanted to get on board the train. I have two young boys, ages 4 and 1. So my happiness is usually dictated by their happiness. If they are cranky and crabby and making everything terrible, I am not going to be in the best spot mentally. Likewise, if mealtime is me telling my oldest to take another bite until the last one, I’m pretty put out.
Ingredients 2 lbs chicken, breasts or thighs ½ cup mayonnaise ½ cup whole milk ¼ cup ranch seasoning 2 tbsp mustard 1 tbsp ketchup 1 tbsp soy sauce

Ranch chicken is not something that I would normally think to make. I know ranch is near and dear to so many people’s hearts- ranch dressing, ranch dip, ranch sunflower seeds, ranch chips. also located US Currency and further evidence of narcotics sales. Alex Jolly was arrested for felony firearms charges and felony narcotics sales charges. FILM REVIEW
By Bob Garver 1992’s “Candyman” was ostensibly a horror movie about an urban legend come to life. Characters who uttered the name “Candyman” five times while looking in the mirror would meet a swift, brutal end… unless Candyman had even more diabolical plans in mind. But the urban legend stuff was just the candy shell to a gooey center of racially-charged commentary on everything from gentrification to police brutality. The franchise had to take a break following two wonky late 90’s sequels, but it’s back in 2021, courtesy of writer/director Nia DaCosta and writers/ producers Jordan Peele and Win Rosenfeld. With those names involved, you know the race-related social commentary isn’t going anywhere.

NTHONY McCoy (Yahya AbdulManteen II) is an African-American artist who benefits a little too much from the people and world around him. He’s broke and doesn’t regularly work, but is supported by his gallery director wife Brianna (Teyonah Parris), and the couple as a unit benefits from the affordable housing rates of the gentrified Cabrini Green neighborhood in Chicago. Anthony will go on to benefit from a well-timed opening at Brianna’s next art show, as well as better-than-no-fame infamy born out of one of his pieces featuring prominently in a violent news story. After hearing about the Candyman legend from Brianna’s brother Troy (Nathan StewartJarrett), Anthony goes to the ghetto to learn more from weirdo laundromat owner William Burke (Colman Domingo). Burke tells the story not of familiar Candyman Daniel Robitalle, but of Sharman
importantly, is he Candyman’s next victim? Brianna conducts her own investigation with an additional question: is Anthony responsible for the murders? Here’s my question: how do the different Candymen (there are at least two more that I haven’t mentioned) decide which one will show up when Candyman is summoned? My guess: they draw Pixie Stix. “Candyman” was completed prior to the death of George Floyd, an event that makes the film more relevant than ever, but which leads to a mixed message in one department. “Say His Name” was a sentiment echoed by the Black Lives Matter movement so Floyd wouldn’t be forgotten. This film adopts that phrase as a tagline. But saying Candyman’s name is exactly what people shouldn’t do in this world, at least not five times, though it’s probably just better to avoid it altogether. I can’t help but notice the contradiction there. “Candyman” is creepier with its atmosphere and untrustworthy characters than it is with actual scares. Most of the kills are pretty standard for slasher fare, save for one standout completely devoid of jump scares. Certain scenes of body horror seem forced, with Anthony constantly picking at his new scars, possibly causing them to be worse than they are. Perhaps worst of all is that the various iterations of Candyman are often surrounded by CGI bees, which aren’t scary in the least. On the plus side, we get plenty of dizzying shots of Chicago skyscrapers, which serve to instill a fear of heights even when one is on the ground (and in a theater). Best of all, the film is bookended with well-crafted shadow puppets telling the most compelling stories I’ve ever seen shadow puppets tell. I wonder: between the shadow puppets and a handful of Milky Ways, which will cause me to lose more sleep at night? Grade: B
Fields (Michael Hargrove), whose backstory also involves candy, a hook hand, and death by a corrupt version of the law. Anthony throws together some so-so Candyman victim paintings that aren’t taken seriously by the industry’s higherups. These people are so unaffected
that they perform the Candyman ritual sarcastically. Predictably, they pay dearly. Anthony spends the rest of the film trying to answer questions about Candyman and his own, undeniable role in the Candyman legend. Why is Candyman
targeting his personal enemies? Why is he suddenly inspired to create much better art? Why is a simple bee sting on his hand causing his whole body to break out in burn scars? What has his mother (Vanessa E. Williams) been hiding from him? And most
