RENT CONTROL AND TENANT PROTECTION STUDIED By Chris Frost Tri County Sentry Oxnard-The Community Services, Public Safety, Housing, and Development Committee, Tuesday, September 14, held a study session about rent control and tenant protection strategies. The Central Coast Alliance United for A Sustainable Economy (CAUSE) presented a need for rent control in Oxnard in 2020, and their concerns centered around affordability. They noted that the initial rent was too high, the yearly increases were unaffordable, and the wages did not keep up with the rent increases. n Rent Control, see page 5

HE event, sponsored by Trendi Eats, featured tons of vendors, lots of great food, kid attractions, music, dancing, and lots of fellowships. Attendees donned their masks, observed social distancing when they could, and had a wonderful time. Jackie Sanchez, a committee member on

the Walk to End Alzheimer’s for West Ventura County, teamed up with Wheelhouse Cannabis Dispensary and Delivery Ventura County to spread the word about the upcoming Walk to End Alzheimer’s. “It’s September 25, two Saturdays from now at The Collection in Oxnard,” she said. “We are pushing and reminding people that this is a great opportunity to get out and get involved in the community again because we’ve been shut down for so long. We’re thrilled that we’re going to be able to host it again this year. We’re putting special guidelines in place to make sure there is social distancing and allowing time for the walk to complete. We’re taking the necessary

precautions, but we’re excited to be out in the community again, and the community has shown the support back. It’s been amazing, and they’ve been really supportive of our fundraising efforts.” n 805, see page 4

ELL, I can, and I did the last weekend. It started at 5:30 a.m. the other day when the alarm went off, and the J-Train needed to get up for work. Incidentally, I didn’t need to get up, and I just finished 24 hours of writing a couple of hours earlier. As I laid there taking a second to gather myself, the J-Train decided that the best way to get me to hit the snooze button was to give me a back-handed nut shot, laugh a lot, and say sorry while she’s laughing. (Note to self,) move the alarm clock to her side of the bed. Okay, now I’m up, whether I like it or not, so I decided a nice warm shower was the best way to move forward. I turn on the shower, and suddenly, there is all this hissing and screeching. (Note to self,) before turning on the shower, check and make sure Ziggy hasn’t established an encampment in the bathtub. I never got in the shower, well, (note to self) speak to the J-Train about securing the hundreds of dollars’ worth of hair products that Ziggy knocked all over the floor while escaping the bathroom. I went downstairs and checked my email, and noted that

She said the group has a goal of $100,000, and they are pushing hard down the homestretch. “I got involved with the Walk to End Alzheimer’s because of my work; I am a financial advisor with Edward Jones,” she said. “We’ve spent a lot of time with our clients’ planning and trying to get everything in line. When something like Alzheimer’s hits, it is catastrophic. No amount of planning can prepare you for the emotional toll it takes. Year after year, we meet with our clients and build really personal relationships. To see the amount of clients that we see affected by this disease is incredible. We’re a corporate sponsor.” She said the group spreads awareness about Alzheimer’s. “I went into this thinking I was doing this for my clients, and it turns out there is a lot of shame associated with this,” she said. “It’s like that weird uncle who’s forgetting things, and they tend to hide it for some reason. As a result, by getting involved and sharing with my family, it turns out that I have two relatives whose families were shy and afraid to share their stories. It’s about erasing that bad stigma, sharing information, and trying to get a cure, and

spreading awareness.” People who want to get involved with the Walk to End Alzheimer’s can visit the Alzheimer’s site on the web. “It’s a simple Google search, act.alz.org,” Jackie said. “Find our walk, the West Ventura County Walk. You can sign up for your own team or promote one that’s already out there.” Skunkmasters Store Manager Jason Ruiz brought his team to the event, and the group was promoting its “Cannabis Cares” initiative. “We send out a bunch of different $15 Uber cards to different bars in the local area,” he said. “What we would like and what we would expect is that people who see their friends who are too intoxicated tell the bartender. The friends tell the bartender so they can get a safe ride home,” he said. This way, we can get them off the road drinking and driving so we can get people home safe.” He said the group is offering promotional items and online ordering at the tent. “The way that we’re doing the pickups is through our store, so you place an order with us, and we have a promotion in the store,” he said. “If you order at the 805 Food Festival, if people would like, they can order with us and pick it up at the store. There’s

no consumption on-site, so there is nothing sketchy going on.” If someone has a dog that suffers from seizures, he said Skunkmasters has what they need. “For pets, we have different types of CBD Oil and kibble bits,” he said. “Those are going to help reduce behavioral issues or stress issues they may be experiencing. The kibble bits I find are more beneficial because I find that it’s easier to feed your dog a piece of kibble than it is to put oil in their food.” The group also had the raw garden display, which he said is a type of concentrate at the store. “They come in two forms, vape cartridges and raw handle concentrates,” he said. “People smoke those out of a water pipe, and they can plug them

into a battery and smoke them through a vape cartridge.” People looking for a cannabis dealer, Ruiz said, will find that Skunkmasters is a complete location. “We offer a wide variety of things,” he said. “We have cannabis, cartridges, and not just a small selection. Business Owner Mina was enjoying her night. “It’s a kids boutique, and we also have kids toys,” she said. “My daughters love these toys. She has ADHD (Attention Deficit Hyperactivity Disorder), and all these toys are for special kids, and it keeps them busy.”

She said it’s hard to find cute clothes for kids. “At the store, it’s the same dinosaurs and princesses, so then I figure I would have stuff to sell that I like, and I would like my kids to wear, and other parents would like their kids to wear. Stuff that’s fashionable.” Mina consults with her daughter about items for sale. “Especially with the toys,” she said. “I’ll be like, not these, and she’ll say these will sell. It usually sells out, so she’s right about that.” She loves the event. “I’m from Camarillo, and it’s nice to see our locals supporting each other,” she said. “The toy section is my daughter’s money, and it goes to her college account.” Cravings by Peaches offered people a little taste of the

Philippines. “I’m Peaches Aguirre, and I started Cravings by Peaches because I missed the food back home in the Philippines,” she said. “This is what happens when you’re in quarantine, and you want something you’re missing from home. I started flavors of cookies based on flavors that I miss from back in the Philippines.” Her chocolate mango cookie, she said, makes her homesick. “One thing that I miss from the Philippines are the mangoes,” she said. “They are the sweetest mangoes. As we were watching, the second plane flew into other tower. We tried to contact family, but all of the phone lines were a mess.” Councilwoman Vianey Lopez “I woke up like any other day. I was a freshman at Hueneme High School. I got up to get ready for school, but the difference that day was the attention my family

had on the TV that morning. My older sister was the first one to see and drew our attention to it. School started at about 8:05 a.m.; I had French Class first period, and I remember walking into class, and our teacher had the TV on with news coverage of the attacks. I don’t think I fully understood the impact of what had happened that morning until I saw my

teacher unable to remove her eyes and attention from the TV. In a French accent, she kept repeating, ‘this is terrible, this is so bad.’ Eventually, she forced herself to turn off the TV, trying to move on with the day, and as she turned it off, she told us something along the lines of ‘this will change so many things, you will always remember this day.’ In the days that followed, I kept watching the Spanish news at home following the coverage; it was all we could talk about, hearing the stories of those who perished, especially immigrants and families in search of their loved ones. I can’t remember what day exactly, but perhaps a week later, there was a day of remembrance, and I purposely wore blue jeans, a red shirt, and a white sweater (I have a picture somewhere in a box that I took with a classmate because we both dressed the same).

NEWS Unsolved homicide reward increases to $25,000 By Chris Frost Tri County Sentry Oxnard-- The Community Services, Public Safety, and Housing Committee, Tuesday, September 14, approved raising the reward for unsolved homicide cases from $10,000 to $25,000.

HE Oxnard Police Department previously offered a $10,000 reward for information leading to the identification, apprehension, and conviction of homicide case suspects. As of September 14, the police department has not paid any reward money for information on unsolved homicides.

Commander Sharon Giles presented the item to the committee and said as of July 1, the department increased the reward money to $25,000. “The purpose of this was to motivate witnesses from our community to come forward in order to bring justice for the victims of violent crime,” she said. “What allows us to do this is

a variety of issues. They need enforcement.” He believes there is a significant affordable housing gap in Oxnard because residents don’t make enough money to afford to live in the city. “The median income cannot afford the prevailing rent, let alone the cost of median home prices,” he said. “The conditions lead to a variety of other issues, such as overcrowding and substandard housing, but the factors are created by many contributing issues, including income, housing prices, total housing units available, owner event versus rental rates, the vacancy rates, and much more.” He said the 2008 Oxnard poverty rate was 13.8 percent and the national average is 12.3 percent. “This tells us that we need affordable housing,” Ramirez said. “Income is also significant. Despite the need for further affordable housing, we should consider the general population. In Oxnard, there

are just over 98,000 workers with a household income of $72,843. This is below the state median income of $80,440 and the Ventura County median income of $92,236. In some cases, the median income in Oxnard is substantially lower than its neighboring cities, such as $109,000 in Thousand Oaks. The census bureau uses a set of money income thresholds that vary by family size. The prices in Oxnard include the price of housing, such as rent, and continue to increase in Oxnard at an extension expansional rate significantly, and it becomes unaffordable. The region saw an increased percentage of the housing cost between 1996 and 2006, while the family income decreased in the median income.” He said in Oxnard, the cost of housing increased by 42 percent in a six-year period from $323,000 in 2013 to $454,000 in 2019. The median income growth was only 19.8 percent. This story will continue on September 24.

I’ve previously written about how expensive things have become at the grocery store, which is eating into my budget. Okay, with that said, a snack is important to my blood sugar. So, I stopped buying the little bags of snacks and bought the big bag because they are cheaper. So here is the plan, and I shared this with the J-Train. I took out a cereal bowl, grabbed a handful of chips, and put them

into the bowl. Anyway, I went to the cabinet, and the chips were gone. I found the empty bag sitting on the J-Train’s computer keyboard; oh well, (notes to self) buy more chips and find a good place to hide them. I’ll consult with Daisy on this. So, the final note to self happened at the 805 Market at the harbor. It was a great, but crowded, event and while we were squeezed together like sardines, the J-Train stopped me from asking people to observe 6 feet of distance between each other. I got my shots, so I’m safe.

Housing Director Emilio Ramirez presented the item to the committee and said there is unsafe, unhealthy housing in Oxnard, and landlords are harassing tenants. “There are difficulties when trying to find housing, including financial and discrimination,” he said. “Tenants don’t know where to send their complaints or what their rights are. They would like to make the complaints anonymously. They have a strong focus on rent control as an immediate relief for the housing crisis.” CAUSE organized two community meetings and listening sessions in 2021, which gave the affected people a forum to express their opinions on rent control. “That includes a variety of different issues; including overcrowding, rent gouging and increases, illegal evictions and substandard housing,” Ramirez said. “I participated as a listener in those listening sessions and heard that a significant part of their concerns are already illegal for

to any person.” She said the section of the code does not require a conviction before distributing the reward, but since the reward is discretionary, the police department added the additional requirement of a conviction before the $25,000 award is distributed. Giles said if the police department needs the funding this fiscal year, it can be absorbed by the Oxnard Police Department’s general fund budget. Moving forward into the fiscal year 2022-2023 and beyond, the police department will include $25,000 for the annual rewards program in its annual budget request. “To be eligible for the $25,000, an individual must provide investigators with information that leads to the identification, apprehension, and conviction of a suspect

in a homicide case,” she said. “The money will be paid upon the conviction of the suspect. This process will be handled by the Investigative Services Bureau Commander.” Giles said all unsolved cases in the City of Oxnard can be viewed through the Oxnard Police Department Cold Case Website, www. sites.google.com/oxnardpd. org/opdcoldcase/home. “On this website, we supply a master list of all unsolved cases dating back to the 1960s,” she said. “It also provides information on some featured unsolved homicides cases, and it goes a little more in-depth as to what the case is about who the victim is. It also provides information on solved homicide cases, so the cold cases we’ve solved over the years.” The item passed unanimously.

Creamy Shrimp

My wife has all the best ideas. And this meal was no exception. She had a meal in her mind and she brought home the groceries to make it happen.

S

O all I had to do is whip it together and make her happy. And boy did it. And my kids too. I didn’t hear a single word out of their mouths the entire time they were eating this pasta! So without further ado, here is the ultimate family pleasing meal. So let’s get into it. Feeds 4. Ingredients 2 lbs shrimps 1 head garlic, diced 1 white onion, chopped 16 oz frozen peas 16 oz fettucine 16 oz heavy cream 5 oz white wine 4 oz goat cheese ½ lemon juiced

To Make Boil water and cook the fettucine. While the pasta is cooking, marinade the shrimp quickly with

lemon juice, salt, and paprika. In a pan cook the shrimp. Take the shrimp out once they are cooked and set aside. In the same pan add the onions. Cook until lightly browned and add the garlic. Stir and cook for an additional minute until the garlic is aromatic. Add the white wine. Simmer the wine down until there is about a ¼ left. Add in the heavy cream, stir. Add the goat cheese and peas. Mix until smooth. Strain the pasta and add to the pan and mix until the pasta is evenly coated. Place the shrimp on top of the pasta and sauce. Serve and EAT! SUPERVISORS APPROVE ORDINANCE REVISION By Chris Frost Tri County Sentry Ventura-- The Board of Supervisors, Tuesday, September 14, approved the first reading of proposed ordinance revisions from the Ventura County Board of Animal Services. (VCAS) Director Jackie Rose said the code had not been updated since 2009 as a full review. She noted that she came to the Supervisors about a year ago to do an amendment for veterinary reporting. “We’ve decided to do a complete review,” she said. “We’ve gone line by line through the code, have done a full review, and offered revisions. The primary reason for doing this is to update the current animal welfare and enforcement terminology. The information in here was quite dated. We also want to streamline the process and make our processes for the community a little more userfriendly and meaningful.” She said there are several nonsubstantive changes and corrections, including amending the terminology for Pound and Poundmaster, expand the terminology from Sheriff to

Peace Officer, format and consolidate the sections, a reference to the issuance of Administrative Citations for non-compliance, clarify the hearing process for the revocation of a Breeding Permit, revise the age requirement for persons to request isolation of biting animals, an update for other various code definitions, and a temporary permit for the inspection and approval of kennel permits. “The code has referenced Pound and Pound Master, and it actually referenced sheriff only, and it didn’t include other law enforcement departments,” she said, citing an example. “We changed Pound to Pound Master and Sherriff to Peace officer.” In the current code, the language for spay and neuter violations, which was a new addition from four years ago, can be written better for the team and the community. “Now it says current penalties up to $25 per day,” she said. “That can become ridiculously expensive for some. What we want to do is align the fee to align with all our other fees for our violations. We’re moving that to a line with the $100, $200,

and $500 citations that we use for all other penalties within the code.” Rose said the second one was a requirement for a breeding permit. “When the spay-neuter component was added to the code, it allows someone to have an exemption from the spay-neuter requirement by paying an annual fee of $100,” she said. “Looking back in hindsight, we realized that created a loophole for folks to be able to continue backyard breeding by paying an additional $100 a year. That was not the intent of the spayneuter requirement. It was the ability to allow for exceptions for those people who have purebred dogs that are recognized by some type of breeding association and to be able to continue breeding those

animals. That revision cleans up that language a little bit and adds that they must be registered and in good standing with a breeding registry.” She said they want to secure the confidentiality of the adopting parties and their contact information. “It’s just one more way to try and protect those folks who are adopting,” she said. “Section four is just adding in language that provides Prima Facia evidence for rabies vaccine non-compliance. They need to provide a valid rabies vaccination upon reasonable request. That was not there, and we thought that was important information to be added.” She proposed enhancing the barking nuisance component and distinguishing it from dog aggression. “Under the current code, we are lumping all types of nuisances into one category,” she said. “That includes barking all the way up to highly aggressive dog aggression. We want to separate all those out and really indicate nuisances would be something like barking. Dog aggression would fall under another section by adding a vicious and

potentially dangerous dog section to our code. By doing that, as we are cleaning up the barking nuisance piece, one of the things that we’ve heard from people in the community is that the current code requires two residents who must file a complaint on a specific barking incident; for us to move forward.” She said the problem with that is that there are occasions that are based on the physical layout of someone’s home and the topography of the street they live on if there isn’t another complainant and only a single complainant. “What’s happened is that single complainant has been barred from bringing forth this concern to us,” she said. “We are asking that this change be made in the event there is not another complainant that can be reasonably identified, that the first complaint can bring that to us.” Under the barking nuisance, as it is currently written, she said there are no criteria to help Ventura County Animal Services help the community understand what a barking nuisance is. for the complete story, visit tricountysentry.com

NEWS WHERE YOU WHEN THE WTC FELL?

So, where were you the day the World Trade Center fell? It had a little different effect on me than most others. On September 11, 2001, I lived in Piscataway, New Jersey, and the J-Train and I had a house full of teenagers, dogs, and cats. The kids were in school, the J-Train and I were at work, and we were all just living our lives when the day started. When the first tower was hit, I was working in the kitchen at a restaurant in Tinton Falls, New Jersey, and at the time, I was inventorying produce, so I could order supplies. A manager trainee came into the kitchen and said, “Chris, you need to see this at the bar. I let out half a chuckle when she said that, and I thought, great; what over-celebrated buffoon will I need to ask to leave the restaurant? I went out to the bar, looked at the television, and saw the first tower burning, and needless to say, I stopped smiling. Guests, staff and our local suppliers stopped their day and watched. When the second tower fell, the journalist on the air, I think it was Peter Jennings, said, “the World Trade Center is no more.” From there, the debate started about whether to close and go home. After a ton of discussion, the owner of the chain called and said, today is about your family; go home. As I was driving up the Garden State Parkway, my phone started ringing a lot. When I got home, I heard those messages and found out about the Pentagon and Shanksville, Pa. The J-Train left work, and she picked up the kids from school, except for Travis, who drove to school. He was only home for a little bit, and he came to me and said, Dad, our fire company has been called to stage as a backup crew in Jersey City. That concerned me that he would end up in downtown New York City on some crew. That never happened. I experienced a full range of emotions while watching the television. At first, I was sad about the loss of life. In the mid-1990s, I managed a bakery chain in New York City, and one of those places I worked at was as a relief manager at the World Trade Center. I had friends who worked there, and I was worried about them. If that wasn’t bad enough, I heard from my engineer who ran my audio board on my radio show, Frost and Company that I hosted with the J-Train. He informed me that my broadcast engineer who made sure the signal was okay across my network, worked at Channel 13 located in the WTC, and had perished in the crash. He was in the office working on September 11. That made me wonder who else would have died, and well, I had sponsors who worked at the twin towers, and they didn’t make it. My mood shifted from sad to outraged. The J-Train watched and cried, and I told her that the people who did this would regret their actions. When President George W Bush announced that he struck back, I stood up and shouted, good, don’t screw with the United States. Well, here we are 20 years later, and I am still outraged and still miss my friends and clients that I lost. It affected me then and now. Especially now, after President Biden gave away Afghanistan to the same group that harbored Osama Bin Laden without making this conditional. If Trump were still in office, this would have never happened, not if they want to live.

VENTURA STREET PAINTING FESTIVAL BEAUTIFIES THE HARBOR By Chris Frost Tri County Sentry Ventura-- After being shuttered in 2020 due to Covid-19, the Ventura Art and Street Painting Festival, Saturday and Sunday, September 11 and 12, was a creative collaboration that added unique beauty to the sidewalks surrounding Ventura Harbor.

RTISTS came armed with chalk, and slowly but surely, the sidewalks surrounding the shops at the Harbor became something beautiful. Artist Jason Ingalsby is part of the Chalk Mafia and created what he called a mental health picture. He’s been creating chalk art for six years. “It’s about getting out of masks and healing,” he said. “It’s health, getting rid of the masks outside and smelling the fresh air. We have two days, so we’ll be working on our pictures Saturday and Sunday. Everyone does a great job.” Mom Rosemarie IngalsbyBeltran helped Jason. “I’m bringing the stuff and watching it when he goes on his break,” she said. “He takes a private art class with 10 people who are autistic, and he learned there. He also learned to do some blending with a couple of chalk artists here.” She said Jason keeps busy at different events. “Two weeks ago, we did the Autism event,” she said. “Then we’ll do the Simi Valley event. Wherever the events are, but this is our favorite one.”

She said the Ventura Chalk Festival helps Jason a lot. “Everyone is like a family here,” Rosemarie said. Juan Beltran said he and Rosemarie give Jason a lot of support. “He’s been learning from all the artists,” Juan said. “We give him his space, and all I do is fix the canvas. I let him do his thing, and all the other artists help him. We give him suggestions.” Jason Ingalsby is on Instagram. Larry Diaz was creating Snow White’s Evil Queen and spent some time visiting with his friend Jason. “She’s my favorite,” Diaz said. “On concrete, it’s my first time, but I practice. “She’s been my favorite queen since I was a little boy. This is my 10th year here, so I wanted to pay tribute to her.” He, too, is a member of the Chalk Mafia. “However, I only get to come once a year,” he said. “I like to visit my friend Jason because he does amazing art too. His colors are so vibrant.”

Larry calls chalk art his labor of life. “I’ve been an artist my whole life,” he said. “I only do portraits in black and white, so I do this event annually in color. I’m color blind. I can’t see blues, purples, and my reds are off, so if I mess up, it’s only once a year.” Christopher Minsal, otherwise known as Yokie 121, said he and his daughter have always been fascinated with lizards. “I’m painting her lizard Popo,” he said. “It’s an alligator lizard, but I really like color, and alligator lizards are more tans, browns, and naturals. I thought I’d lighten it up with a little bit of blues and yellows and not make it abstract, but not make it a normal colored alligator lizard.” He said it was his second chalk festival, but he does do a lot of street murals. “I’ve done large buildings and many things throughout the Antelope Valley,” he said. “Especially in my kids’ schools that are 100 feet long walls that are eight feet tall. If you

have the ability to spend a lot of time there, you can be there for months if your brain allows it. When I do something like this, I am a little more free flow. I can probably have this done by the end of the day, but I will probably stretch it out into tomorrow and have a little fun with it. I’ll probably change two or three things. I’m a physical hands-on artist.” He brought a lot of chalk. “This is just the fun chalk,” Minsal said. “I’ll use a tempera base, which is like chalk paint, that saves you a little bit of money in real chalk. It washes right off.” He said his daughter has been supplying feedback. “Popo only has three legs, and he is missing his front left leg,” she told him. “Popo in the art world has four legs.” You can find Yokie 121 on Instagram or at Christopher Minsal on Facebook. Veronica Haynoski was creating an Angel with a glowing sunflower in her hand while her Dad was working on a creation close by. “I had to think about it, and it was my Mom’s idea to do something original,” she said. “I have never done anything original. It’s always been somebody else’s work. Sunflowers make me happy.” She started with a base coat and then drew an outline of the character she wanted. “The original piece that I did was like an outline,” she said. “I did a different pose this time. We’ll see how it goes from there. I’ve been drawing most of my life, but this is my sixth year doing the Ventura Chalk Festival. I usually do markers, I love my pen and paper, but my Dad introduced me to chalk art.”
