Oxnard Employee Pipeline to change futures for residents and companies By Chris Frost chris@tricountysentry.com Oxnard-- The City of Oxnard is gearing up for great success and plans to bring a generation of well-qualified students to the workforce via The Oxnard Employee Pipeline. The Pipeline is a joint effort between the city, the Oxnard Chamber of Commerce, and Oxnard College who are working together to benefit everyone. The program offers financial aid help to pay for the program.

There are no prerequisites to join the pipeline. Graduates will take a step toward a better future with the skills they need and are guaranteed an interview with Oxnard companies that offer great pay and health benefits. Councilmember Vianey Lopez spoke passionately about the pipeline and said it would start with three courses offered by Oxnard College. “The idea is that those people participating will take the three nPipeline, see page 9

OR example, it’s a Sunday night, and you’re sitting around doing nothing until you get an email from your landlord. She’s refinancing the house, and she needs to stop by for a visit with an appraiser. That means we are going to have some company, and we are nowhere near ready. I’ll be the first one to tell you that I am not the cleanest person in the world, but compared to the J-Train, I am Mr. Clean. When I was a child, my mother would push me to clean my room and hang up my clothes, and I would fight back and test her limits. After a while, she gave up and took over the chore. That sent me the wrong message. I surveyed the house, and it was a wreck. The J-Train was unconcerned about the issue, although she wasn’t happy, and she went about her day. The J-Train had to be reminded that if the appraisal doesn’t go well and my landlord doesn’t get a new

mortgage, we’ll have a problem. So, step one was to work outside and trim the decorative vines growing in the front yard that we everywhere. MacDonald and Zaragoza will serve and be the alternate on the Gold Coast Transit District. MacDonald and Basua will serve on the Las Cortes

Visitors Bureau will welcome MacDonald and Perello to the board. The Oxnard Plain/ RiverPark Reclamation and Recharge, Joint Powers Authority, will have Perello and Basua serving and Lopez being the alternate. Lopez and Zaragoza will be on the Regional Defense Partnership for the 21st Century, while Perello and Madrigal will serve and be the alternate on the Ventura Council of Governments. The Ventura County, Animal Regulation Commission, will have Zaragoza and Madrigal as a member and alternate, while the Ventura County Regional Energy Alliance will add Basua and Lopez as a member and alternate. Finally, MacDonald will serve on the Ventura County Transportation Commission. The council approved the appointments unanimously.

AYOR John Zaragoza appointed council members to the boards. The entire council appointed two of its members to the Oxnard Airport Authority along with an alternate member. Council members looked at the list and expressed preferences, and City Manager Alex Nguyen read the list of boards that council members serve on. Included on the list were the Association of Water Agencies for Ventura County, the Beach Erosion Authority for Control of Operation and Nourishment, which needs a primary and alternate member, the Clean Power Alliance Board of Directors, which needs one primary and two alternate members, two primary members for the Cultural Arts Committee, one member for the Economic Development

into the kitchen and attacked the vines with scissors. About an hour later, she had some of the vines done, but she managed to break the scissors. Okay, I decided the progress she was making was poor at best, so I went to the hardware store to get industrial strength pruning shears. This brings me to my first Chris is a Goofus moment. While teaming up to get chores done is a good thing, if you hold the vines while the J-Train cuts them, it is a bad idea to let out a bloodcurdling scream and yell, my finger, oh my God, my finger!! Take it from me; you’ll get in trouble. The flipside to this task is the cleanup, of course, which meant six full and heavy trash bags and a full garbage can. When I finally finished, I came inside and found the J-Train doing her hair, which brings me to my next big Goofus moment. Do not ask the J-Train why she won’t let her hair be gray. One bonus

tip, do not point out your gray beard and say I’ve earned every gray hair. For context, review any editorial I’ve ever written about Travis and Colin Frost, otherwise known as The Sergeant, or any reference to my first wife. If you haven’t already guessed, cleaning up did not go well, which brings me to

my next point. If the J-Train does not put something away, do not put it away for her. Never place shoes all over the floor under the bed, and don’t put away any hair products or things to hold back hair. This brings me to a point about something I don’t understand. How is it perfectly fine to kiss me, but if I borrow her comb, it

is completely disgusting? I was putting them away, and my hair was in my eyes. The long and short of it all was simple, the appraisal went well, the house was clean, the J-Train cleaned a little, and I cleaned like a madman. My advice, hire a cleaning service. That way, you won’t be as tired and sore.

Lewis Avalos arrested for firearm possession. Oxnard-- On Jan 23, at approximately 10:40 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a suspected traffic infraction at Victoria Ave. and Fifth St.

Due to Avalos’ prior conviction for assault with a deadly weapon, he is prohibited from possessing firearms or ammunition. Avalos was arrested for several firearmsrelated violations. SENIORS 805 Hodgepodge systems, confusion mar California vaccine rollout By Janie Har and Amy Taxin SAN FRANCISCO (AP)—More than five weeks into its vaccination program, California doesn’t have nearly the supply to meet demand and there’s growing angst among residents over the difficulty to even get in line for a shot. Social media is awash with people seeking or giving tips on how to maneuver the system. State officials are frustrated the federal government hasn’t provided more doses. Local officials are upset Gov. Gavin Newsom last week suddenly added the 4 million residents between ages 65 and 74 to what was supposed to be a shorter list of people first in line for shots, including health care workers and those in nursing care facilities. Adding to the confusion is a hodgepodge of systems and differing requirements in the state’s 58 counties. For example, Los Angeles and Orange counties authorized mass vaccination sites like Dodger Stadium and Disneyland to give shots to those over 65, while San Francisco is relying largely on hospital systems to vaccinate only patients 75 and up. Some counties are vaccinating first responders, grocery clerks and farm workers, while others are finishing up health care workers before moving to other groups. The variety of approaches

invariably means, for example, envious seniors in one part of the state are left wondering when it’s their turn as they see video of others getting shots. Those include 73-year-old former Gov. Arnold Schwarzenegger, who touted his inoculation at Dodger Stadium this week with a famous line from his Terminator films: “Come with me if you want to live.” Another senior citizen, Oakland resident Sam Burd, had a frustrating week trying to get shots for himself and his wife. He had noticed long lines snaking outside the nonprofit Asian Health Services and ran into a neighbor on Wednesday who said she had received vaccine there. He asked for the link to make an appointment and was directed to a state website where he said he filled out three pages of information only to learn no appointments were available. So he walked to the center Thursday and and left a message with a volunteer saying he wanted to know how to sign up for an appointment. When he didn’t hear anything, he went back Friday, only to find the site shut down. He’s already registered with Alameda County to be notified when an appointment opens and has been calling Kaiser Permanente regularly. “I haven’t got any response back,” he said. “I’m 76, my wife is 76. We want to get

shots.” In Orange County, Jeremy Horwitz signed up for a vaccine using the county’s app, figuring he wouldn’t hear back right away. But this week the 45-year-old got an email saying he was eligible so he filled out an extensive questionnaire, made an appointment and went to Disneyland—only to wait in line for 45 minutes Thursday before being told he didn’t qualify. “I provided my age correctly. I figured if they were contacting me, they were contacting me with knowledge I could be qualified under one of the other situations,” he said. The frustration is bound to increase as people, expecting a major ramp-up, encounter a system tasked with not only giving people first-time shots but bringing

back thousands already vaccinated for their required second doses of the Moderna and Pfizer vaccines. “Undoubtedly there is not enough vaccine to meet demand and that is the reality statewide, nationwide and worldwide, and we’re doing what we can to distribute the vaccine equitably,” said Darrel Ng, vaccine spokesman for the state Department of Public Health. San Francisco public health officials fretted they would run out of vaccine this week and have to cancel appointments after receiving a lower-than-expected supply. That was avoided after the state authorized use of a batch of Moderna vaccine that had been pulled after triggering allergic reactions to a small number of people in San Diego County.

“One of the themes of the vaccine rollout in California is a mismatch of expectation and not good expectation setting,” said Dr. Peter ChinHong, an infectious disease specialist at the University of California, San Francisco. “Saying over 65 for the state as a recommendation was a hope without a lot of heft in that recommendation or knowledge of capacity. It made a lot more people disgruntled, angry, upset because you can live in one county and be 66 and get it. But in the other county you can be 66 and you have to wait,” he said. About 4 million doses have been shipped to the state, with nearly 1.8 million doses administered, according to the state’s vaccine tracker. State epidemiologist Dr. Erica Pan said California is receiving between 400,000

doses and 500,000 doses a week and at that pace just the 65-and-over population won’t be fully vaccinated until June. Los Angeles County has a quarter of the state’s nearly 40 million people. Its chief science officer, Dr. Paul Simon, said the county needs to more than triple the 150,000 doses it’s receiving to reach 75% of the adult population, or 6 million people, by mid-summer. The inability to get scarce vaccines for parents and grandparents has desperate people asking for help on on social media. The frustration has spared no one, including elected officials. State Sen. Connie Leyva, a Democrat in San Bernardino County, has logged on every day to the county website to schedule appointments for her parents, both 74. But no matter the time of day or night, there are none. There’s a mass vaccination site at the LA County Fairplex just 10 minutes away from her parents’ home, but they’re not LA County residents so they can’t go there. Finally, she called a local pharmacy and was told that her parents could get on a wait list for vaccines not claimed that day. “The cautionary tale is you can’t make something widely available when there really is no system in place and there possibly isn’t enough vaccine to go around,” she said.

HEALTH U.S. virus numbers drop, but race against new strains heats up (AP)—Coronavirus deaths and cases per day in the U.S. dropped markedly over the past couple of weeks but are still running at alarmingly high levels, and the effort to snuff out COVID-19 is becoming an ever more urgent race between the vaccine and the mutating virus.

HE government’s top infectious-disease expert, Dr. Anthony Fauci, said the improvement in numbers around the country appears to be the result of “natural peaking and then plateauing” after a holiday surge, rather than an effect of the rollout of vaccines that began in mid-December. Deaths are running at an average of just under 3,100 a day, down from more than 3,350 less than two weeks ago. New cases are averaging about 170,000 a day after peaking at almost 250,000 on

Jan. 11. The number of COVID-19 patients in the hospital in the U.S. has fallen to about 110,000 from a high of 132,000 on Jan. 7. States that have been hot spots in recent weeks such as California and Arizona have shown similar improvements during the same period. On Monday, California lifted regional stay-at-home orders in favor of county-by-county restrictions and ended a 10 p.m. curfew. Elsewhere, Minnesota school districts have begun bringing elementary students back for inperson learning. Chicago’s school system, the nation’s third-largest district, had hoped to bring teachers back Monday to prepare for students to return next month, but the teachers union has refused. “I don’t think the dynamics of what we’re seeing now with the plateauing is significantly influenced yet—it will be soon—but yet by the vaccine. I just think it’s the natural course of plateauing,” Fauci told NBC’s “Today.” Fauci also warned that the U.S.

shouldn’t let its guard down as variants that are more contagious take hold. The virus has killed over 419,000 Americans and caused more than 25 million confirmed infections in the United States. And health experts have warned that the British variant will probably become the dominant source of infection in the U.S. by March. It

has been reported in over 20 states. “We don’t want to get complacent and think, ‘Oh, things are going in the right direction, we can pull back a bit,’” Fauci said. He said scientists are already preparing to upgrade COVID-19 vaccines to address the mutated versions that erupted in Britain and

South Africa. Fauci said there is “a very slight, modest diminution” of the effectiveness of COVID-19 vaccines against those variants, but “there’s enough cushion with the vaccines that we have that we still consider them to be effective” against both. British authorities have said there is evidence that the variant circulating there may be more deadly than the original. Fauci called the South African variant even “more ominous,” noting that test tube studies suggest monoclonal antibodies do not work as well as a treatment against it. Moderna, the maker of one of the two vaccines being used in the U.S., announced on Monday that it is beginning to test a possible booster dose against the South African version. Moderna CEO Stephane Bancel said the move was out of “an abundance of caution” after preliminary lab tests suggested its shot produced a weaker immune response to that variant.

California’s ban on indoor worship upheld by appeals court A three-judge panel ruled against South Bay United Pentecostal Church of Chula Vista over public health orders that restrict religious services from being held inside while virus case rates and hospitalizations remain high. While the panel agreed the San Diego-area church is suffering “irreparable harm,’’ the judges believed California’s rules to curb the spread of the virus did not violate First Amendment rights, the Bee reported. The judges said the ban on

indoor service is directly tied to the state’s effects to curb the spread of COVID-19, which has killed 36,000 Californians and infected more than 3 million. What would be an ideal candidate applying for a job at a warehouse in Oxnard need to know?” There are various companies offering jobs, she said, and it’s based on that, plus the conversations that have already taken place. “Companies here expressed concern that they don’t see the applicants they really want,” she said. “That’s what helped to build this.” The first phase of the pipeline is taking the courses; once finished, the student gets a certificate outlining their training. “Our city staff will work with that person to

help them spruce up their resume,” she said. “That will be part of the courses. What is a resume, and how do you present yourself when you apply for a job?” City staff will also help students with practice interviews and offer feedback. Much of this program was born through the need for the city to grow homemade talent rather than having them leave Oxnard. “We can’t forget that we have a working-class population in Oxnard,” she said. The program is also open to members of the homeless community who want to take a step in the right direction. “This is open to anyone, as long as you’re an 18-year-old Oxnard resident,” she said. “We want to serve and meet the needs of our residents. We’re trying to get the word out about this program in many ways. We’re talking about this on the radio; we’re putting out social media ads and flyers through the city housing sites. In the end, it’s word-of-mouth that will trickle down to people who don’t have access to social media.” The classes will be

virtual because of Covid-19 limitations. “It will be held via Zoom,” she said. “One of the other questions I’ve heard is I don’t have a device. How am I going to connect? There is assistance available through Oxnard College, where students can acquire a rental device through the college. We’re trying to make this accessible and limit barriers for anyone interested and committed to participating in the program.” From here, Lopez said many building blocks keep students learning and growing. “Last week, when this launched virtually, we’ve already started hearing from some people in the community who said we want to help contribute to this program,” she said. “They said hey, we have a company, and we would love to hire people and consider them for our openings. There is so much more potential for this program to grow further. The relationships between the instructor and student will help people taking this step.” Students will experience a lot of communication in the program.

“We’ll see a different need level for students who come through this program,” she said. “It’s exciting to be a student.” As students enter the program, there will be different amounts of family involvement. “Some people might already have that communication level amongst their family, be fully involved and have that support,” Lopez said. “Others might be going after this alone.” Vianey hopes every family gets behind each student and supports their desire for a better future. “I can see from looking at my family, we do things together and share information,” she said. “I hope families are out there who say I’ve signed up for this program, and we should sign up together. The buddy system always helps.” Lopez got involved with the program two years ago when the city held a job fair at Oxnard College. “When staff did the outreach and tried to get the companies to participate, it kept coming up that they couldn’t find people to hire locally,” she said. “That

Questions have not been answered. Following my mother’s death, I made numerous calls to people that should have had

When I was there for my mom’s death, her body was outside on the driveway in the parking lot. There was nobody that I could reach. I was going to the office, and when I called the main number, nobody was answering. They

wouldn’t answer questions for me. There is a lack of effort to return calls about serious issues about case management from Mercy House directors.” She accused the facility of being below health code standards. “I was told there was going to be on-site medical staff 24 hours and day, and that’s not occurring,” she said. “There is a devastating list of potential health and safety violations. If Project Roomkey were properly overseen by those on payroll, the death of my mom wouldn’t have happened.” Lucy Cartegena echoed Larios’ sentiments and wanted to know how the city would address the issue. “It hasn’t been brought up at the Homeless

Commission, which is the checks and balances at the city,” Cartegena said. “We’re still pending a Homeless Commission meeting. I’m concerned that the city is not taking homeless issues seriously, which we haven’t for a long time. It keeps building, but we are not building our community. Our rooms are not going to take care of the issues. My real concern is that we have a city manager who keeps talking about “Whack a Mole,” and he is doing the same thing. What are we looking at, and why are we talking about this? That should be more concerning. We want to talk about homelessness, but we’re not talking about solutions.” City Manager Alex Nguyen called the homeless issue serious, but he was disappointed about how it

was being raised. “Last year, across the county, I believe, we had 76 members of the homeless community pass away,” he said. “I believe 30 of those people were in the City of Oxnard, and seven of them happened to be at the Vagabond. The same people would have died somewhere outdoors and very terrible conditions, locations, and situations. Our effort with the Vagabond is to bring as many people as possible indoors, especially during this pandemic. We’re trying to prevent outbreaks in homeless encampments. We do it with extremely low barriers, simply because we want to get people indoors to a more humane situation where it’s possible to attempt to provide services. Some of them, unfortunately, have passed away. If not for the

Vagabond project, this would have happened outside, like the other 30 folks.” He called Cartegena’s allegation that the city doesn’t take the homeless crisis seriously “outrageous.” “We’ve taken it more seriously in the past few years than we ever have,” he said. “Frankly, these callers are some of the people who oppose any location we recommend to the council to provide homeless housing. You can’t have it both ways. We are working hard to get people who are homeless off the streets and out of the riverbed and beach areas into some form of protective, safe, warm housing. We are making serious progress. We can’t do it all at once, but we’re making actual progress, unlike we did in prior years in the city. We take it very seriously.”

“THE WAR WITH GRANDPA” By Bob Garver

the comedic possibilities of the wily veterans, but they let me down tremendously. With Walken, for example, I was so excited to hear that he was in this movie that I immediately broke into my requisite bad Walken impression. Then I saw the movie and noticed that Walken himself was doing an even worse impression. Cheech brings nothing to the table, and Seymore is involved in one of the dumbest twist endings of the year. The blatantly obvious one from lousy horror movie “You Should Have Left” is still worse, but I didn’t even realize this was supposed to be a twist until it was treated like one. “The War with Grandpa” triggered some sort of chemical reaction in my brain. Watching this unfunny, unintelligent, oftentimes unnatural movie, I wanted to cry. Not because of the six dollars I spent on the rental fee or even the torturous nature of the movie’s humor, but because this was eating up 95 minutes of my valuable time. It’s a good thing I merely saw this movie at home, because schlepping to a theater in New Jersey from my home in NYC takes about an hour both ways, so at least I was able to roughly halve the time wasted. I’m temped to name this movie as the worst of 2020, but I saw even hackier stuff On Demand, so this movie will just have to settle for being the worst that got a major theatrical release.

Even though “The War with Grandpa” won a weekend at the box office last October, knocking “Tenet” out of the top spot after a fiveweek run, the timing just never worked out for me to see the film in theaters. I actually felt bad about it, like I was missing out on the opportunity to review something relevant. I was indeed missing out on the opportunity to see a film that was scraping together just enough money to warrant a review, but I was not missing out on a movie worth reviewing.

HE film stars Robert DeNiro as Ed, a senior citizen gradually falling behind in the modern world. After an incident involving one of those automatic checkout machines that infuriate everyone regardless of age, he’s pressured into moving in with his daughter Sally (Uma Thurman) and her family. Sally, her husband Arthur (Rob Riggle), their teenage daughter Mia (Laura Marano), and Christmas-obsessed youngest daughter Jenny (Poppy Gagnon) all know the new arrangement will be an adjustment, but it’s preteen son Peter (Oakes Fegley) who’s most unhappy. Ed will be moving into his bedroom, meaning that he’ll have to move up to the attic. I’ve heard other critics say that the attic in this movie doesn’t look too bad and Peter should quit whining, but it has vermin problems that I doubt Child Protective Services would let slide. Peter “declares war” on Ed, promising to make his life miserable until he… decides to

move out, I guess, even though he doesn’t exactly “want” to be there in the first place. A prank war ensues. Peter replaces Ed’s shaving cream with sealant. Ed sabotages Peter’s school report. Peter puts a snake in Ed’s bed. Ed destroys Peter’s elaborate virtual castle. In an effort to settle the rivalry once and for all, the

two agree to face each other in a four-on-four winner-take-all (whatever that means) dodgeball game at a trampoline park. Why dodgeball? Why teams of four? Because this movie really wanted to film a scene at a dodgeball park and for no other reason. The game ends in a draw, and since there’s no way for two people

to settle a dispute other than trampoline dodgeball, the feud seems destined to go on forever. Or at least until Jenny’s birthday party next week. Ed’s circle of friends, and dodgeball team, include Jerry (Christopher Walken), Danny (Cheech Marin), and Diane (Jane Seymore). I was intrigued by
