Women for Trump rally and photoshoot celebrates freedom

By Chris Frost chris@tricountysentry.com Ventura-- The Women for Trump made a show of force at Ventura Harbor, Oct. 23, as the large group gathered for a photoshoot and rally as the election draws near.

HE event, hosted by The Patriots of Ventura County, Ventura City Council District Seven Candidate Heather May Elinger, and Betsy Ross, brought women together who share in President Trump’s America. Attendees also got pink Women for Trump bracelets along with handheld Women for Trump flags. Attendees networked, shared information about The Patriots of Ventura County and inspired each other as they campaign in hostile territory. Gina Bacon attended the event because she supports the Patriots of Ventura County’s administrator. “We’re in the finest hour of ourselves and our citizens,” she said. “We’ll become the forefathers of our people and our fathers when we’re free. Freedom is on the line. We are at a pivoting point on what this is going to be.

The Ballot Measures Forum concludes with Measure N, which author Aaron Starr says ensures the city’s obligation to maintain Oxnard’s streets. Oxnard-- -Measure M would require the City of Oxnard to meet specific maintenance standards for city streets and

alleys. If these standards are not met, Measure O, a .5 percent sales tax increase which was passed by 65 percent of voters in 2008, would be terminated. However, if the standards are met, Measure O would be extended by a period of five years. At the time of its passage, voters were told that Measure n Measure N, see page 6

I have a few questions By Chris Frost chris@tricountysentry.com

Oxnard-- Okay, so we’re almost at election day, and I need to weigh in on the Oxnard mayoral race.

’VE spent a lot of time diligently reporting on the forum like no other. People who read the Tri County Sentry know who said what in word-by-word detail. That’s the difference between us and the other publications. With that said, let me take a few minutes to ask the candidates a few questions that got missed. We’ll see if the candidates will have the courage to answer the questions. As always, my email is at the top of this editorial. Let’s start with Candidate John Zaragoza. You tried to bypass the Fair Political Practices Commission rules to get a discounted ad in the Sentry. Our publisher explained the rules to you, then you waited two weeks and asked our account representative the same question. Why did you do that, and if elected, will you use the same tactics and break the rules to run the city government? What system of accountability will you put in place to, if elected, make the public confident

DEAR BIG TOBACCO, WE ARE DYING. But you already know that. Smoking kills more African Americans than AIDS, drug and alcohol abuse, car crashes, and murder combined. And 70% of us who smoke use menthol cigarettes. That’s no coincidence. You’ve spent decades pushing menthols into Black communities with cheap prices and slick advertising. And the worst part is, you think you can keep getting away with it. You come after our brothers, sisters, parents, and friends. Now, we’re coming after you. As mayor, Frank plans education for the next generation and business incentives By Chris Frost chris@tricountysentry.com Oxnard-- The conversation with Oxnard Mayoral Candidate Deidre Frank continues with

F

RANK is running a positive and forwardlooking campaign. She doesn’t want to see the city move backward to the day of back-door deals and cronyism, leading to corruption and sleazy politics in the late 1990s and early 2000s. Frank said there are too many ideas that didn’t work, like the parking back in the early 2000s, like the structure built to accommodate the movie theater. The construction cost $6 million. “I was there,” she said. “I was thinking that you are taking a prime parcel in what you want to be downtown, and you don’t put it anywhere near where people are going.” Another idea back then she didn’t like was the parking meters with a two-hour limit. “You’d go to the Fifth Street Steakhouse or Casa Escobar, then go to a movie, and your parking meter expired,” she said. “You’d be having dinner, and you would have to say, excuse me, have to go feed the meter. It wasn’t even the modern meters where you put your credit card in, get a ticket, and add time from your phone to the meter. They were oldfashioned put in the coin and then turned the dial. It was dumb.” Jobs and Education Frank understands how necessary job training is for people entering the workplace. When she opened her law office in 1983, and she needed a legal secretary. She experienced successes and plans to use them as mayor. “I didn’t put an ad in the paper,” she said. “We didn’t have Craig’s

List back then, and we barely had computers.” Instead, she called Sawyer College, which was on Oxnard Blvd, where there is currently a thrift store. “They turned out so many legal secretaries,” she said. “They turned out accounting techs. With this kind of education, Larus is now trying to get the same thing going. They’re here for money reasons and are getting grants for job displacement money vouchers. I am familiar with that in my work. When you get injured and can’t go back to work, you get retrained. I am familiar with all the types of training programs. They get a voucher as part of their worker’s compensation settlement if they’re not eligible to go back to their previous job.” She said there was nothing available at the professional level. “My secretaries are making great money,” she said. “When I do take retirement, I have to contribute to them. They have health insurance and all the family-leave time they need. That’s the way I roll.” As an employer, she is flexible, and she advocates accomodating people in the workplace. “I found this temp who just had a baby six weeks ago,” she said. “I said, you can pump right here. We have a refrigerator and everything you need right here. Go in the office, shut the door and put up a sign that says privacy, please. I have a little sign on my door that says privacy, please. Amazon has rekindled getting things going again at Oxnard

and city money being spent on expensive trips during your time on the council. At the time, the city manager also improperly borrowed $10,000 from the city without the council’s knowledge. Were you unaware of these shenanigans? Please explain how that happened? If you didn’t know about this, how does this make you qualified to be mayor? Will you keep your head in the sand again? You also made a lot of promises, things that you stand for, but you never explained how

College. We have a real friend in Jacqui Irwin, who is getting all the funding for Channel Islands and STEM.” She also said there is a good program producing people to meet the wastewater facility’s needs at Oxnard Collge. “We don’t have enough talent for people at the wastewater plant,” she said. “We need water engineers, and you have to train them. This is where it starts. It starts in school. When I was a kid, the only attorney I knew was my mother’s divorce attorney. We grew up with Hell’s Angels on our street.” Her only examples were the lawyers on tv. “I was in love with Perry Mason,” Frank said. “He did good things for people, and he was my hero.” Her mother never discouraged her. She had an issue when she was practicing law in Los Angeles over

a program c a l l e d volunteers in parole. It was a VIP program. “You could sign up for this, and they would partner you up with a kid who was in custody at the juvenile facility in Camarillo,” she said. “This was interesting to me because I was young, close in age to many of the kids, and I thought that I could be of benefit to them. They wrote Frank and said they didn’t have any eligible young women. “I said that’s okay,” she said. “You can put me with a guy. They didn’t allow that, so I raised so much hell. They ended up pairing her with a young man, and they became good friends. “He became a punk rock n roll star,” she said. “I came to Oxnard, joined the bar association, and I’m invited to go to career days the schools have.” She especially enjoyed going to middle school. “I would go and talk about being a lawyer,” she said. “I told them you have to study hard and know how to read. You also have to know the language because a comma makes a big difference. “ At that point, Frank became a mentor to kids. “I would bring my law books, and the kids loved this,” she said. “I would tell them that all the laws are

written in these books.” From there, she launched Lawyers in the Classroom. “Every spring break, I had the director of the Ventura County Bar Association send out a letter to all the schools with a form that I created that said the first week in May is law day,” she said. “We celebrated the constitution, and lawyers went to speak in the classrooms.” She grew Lawyers in the Classroom throughout Ventura County. “This enthralled the kids,” she said. As mayor, Frank will make this a goal. “You have outreach,” she said. “You have the Ventura College of Law. This isn’t about cranking out lawyers. This is about bringing a school in. Do we need to give UCLA or Pepperdine a call?” Frank said she would use Bud Smith’s blueprint that gave Oxnard the Financial Plaza and Fisherman’s Wharf to create new business opportunities in Oxnard. “He was the developer,” Frank said. “When he built Fisherman’s Wharf, he wanted a place for breakfast. When Fisherman’s Wharf needed tenants, he thought it would be nice to have a shop to sell little knick-knacks from the harbor, so he gave them free rent.” She cited Jim Arrea, who opened a restaurant. “He got that for $1 a year,” she said. “It’s super successful. I think he got the Toppers Pizza lease from the county for $1 a year. He had to renovate the building. The plumbing was really bad, so he had to rip everything out and reconstruct it for $1 a year.” She said the key is to give business incentives. Give them something,” she said. you’d get it done. Please answer that question. Go ahead. Let’s change the focus to Richard Linares. During the forum, you said that Aaron Starr’s star is shining brightly. Please tell the readers how many meetings you had with Starr and how he influenced you? What specific programs will you introduce to help the homeless and attract new businesses? If you look at the city council packets, there is a lot of information pushed out. Are you reading all this? I hope

you are keeping track of this. If you are elected, that would be a lot of reading to do quickly. Do you think that Mayor Tim Flynn treats the job like an emcee? Is that where his Safe Homes Safe Families concept came from? Okay, let’s ask Deirdre Frank some questions. In full disclosure, I don’t have as many questions for Frank. She signed an agreement to advertise her candidacy, and with every deal, the Tri County Sentry always does a featured interview. Part

one ran last week, and part two is in this paper. All three candidates were offered this deal. We’re fair, and the policy is the policy. With that said, we missed a couple of topics. How are you going to form a coalition to move Oxnard forward? With Aaron Starr, how do you propose the city keep the residents informed so any new ballot initiatives get traction? I await your reply, and I am not going away. I’m here for the people.

you answer the question, if your answer is yes, please explain what your problem is with Mr. Nguyen. I also heard that you’d approached Nguyen about the city hiring your aides. Is that true? If it is, explain how you can justify this while people are being laid off? Finally, you were on the Oxnard City Council when there were serious concerns about how the government ran. I did research, since I wasn’t here, and found out that there were gifts given to contractors

Women for Trump continued from page 1

That’s why we’re here, and we are going to have to do this every day.” Shellie Balsz is busy collecting signatures to recall Governor Gavin Newsom, but she wanted to show her support at the event. “I love that President Trump keeps his promises, and I think he’s doing a fantastic job for our country,” she said. “We need people in office who are not politicians. They want Trump out because he’s getting all their corruption out in the open.” Balsz called Joe Biden a weak man. “He’s had 47 years of doing nothing, and I think he is corrupt, and he lies,” she said. “He’s way too old and doesn’t have the stamina to do what we need for our country.” She thinks even less of Kamala Harris. “I think she’s a slut,” Balsz said. “I don’t like that she portrays

herself as black, which she is not.” Bacon organized the Trump Boat Parade at Channel Islands Harbor, and she plans more. “The top priority is the recall, and we have a deadline and numbers to meet,” she said. “I did a survey with all my patrons, and they do want another Boat Parade. This time it will be at this (Ventura) harbor. She feels that Newsom has taken advantage of Californians. “He has passed over 44 executive orders and changed over 400 laws without the legislators or voters,” she said. “That’s unconstitutional. He’s trying to take away our religious liberties. People are oblivious to some of the things he is doing, and it is so sad.” May told the crowd that she never expected to run for Ventura City Council. Once she decided, she got all the necessary signatures in less than 48 hours. “When we started seeing what our city council was up to when they decided to tie our police in with Black Lives Matter and call our police basically racists and remove a statue that’s been in front of our city hall since 1935 because a bunch of outsiders showed up and didn’t like it anymore,” she said. “It was all of these things, including the Covid-19 lockdowns right now. My campaign

headquarters is located at BSF Fitness. They are being fined $3,000 a day by the city and the county for having the audacity to stay open for the mental health and well being of their clients.” She pointed out that the Centers for Disease Control is reporting that 40 percent of the adult American male population is suffering from drug and substance abuse plus depression related to the Covid-19 lockdown. She pointed out that Governor Newsom feels that if Uncle Joe needs to use the bathroom on Thanksgiving, someone has to clean and sanitize the bathroom. “This is what the governor has in mind for us,” May said. “Go wash the bathroom after Uncle Joe has some turkey. Good luck with that. How about we recall Governor Newsom. We have over 600,000 people who have already signed the recall. We need 1.5 million people to sign the recall to get him

out of office. This is not funny, and we are done laughing. It’s not funny that we are being marginalized and discriminated against because we don’t want to wear masks in public. It should be a choice. We’ve already learned that it’s less than one percent of the population being affected. They are asking 100 percent of us to stay home with their parents and not go to school.” State Assembly District 37 candidate Charles Cole supports May and is running to change the one-party rule in the State of California. “There are no checks and balances here,” he said. “I stand for limited government, reducing waste from our government, and protecting our freedoms following the Constitution.” When elected, Cole said there is a lot of work to do. “We need to repeal all the terrible bills put in over the past 20 years and so no to new taxes,” he said. “We should try to lower taxes in general for our businesses and population. We also need to get all the Marxist indoctrinations out of our schools.” He’s enjoyed his candidacy. “It’s a lot of fun to go out and meet with people,” he said. “It’s good to try new things, and this is one of the best things I’ve done.”

TRI-COUNTY SENTRY, FRIDAY, OCTOBER 30, 2020

Measure N continued from page 1

O was expected to generate $200 million in revenues for the city over its 20-year lifespan. According to the City of Oxnard, revenues from the tax were to be used “to provide enhanced levels of vital city service including police, fire and emergency response, increase street paving and sidewalk / pothole repair to improve traffic flow, expand youth recreation, after-school and antigang prevention programs, acquire property for parks/open space preservation, upgrade storm water drains, improve senior services, increase building code compliance and other general City services.” The revenue from the measure is currently being used by the city for fire and police expenses, recreation services, as well as street maintenance. Because the revenue collected goes into the city’s general fund, it’s designated as a general tax. Measure N, however, would direct all the monies strictly to street maintenance, essentially changing it from a general tax to a specific tax. In 2008, Moving Oxnard Forward Chief Aaron Starr, said city hall “sweet-talked” voters into a ½ percent sales tax increase. In return, the city promised to protect, maintain, and enhance vital city services. Included on the list were street paving, sidewalk and pothole repair. Starr said it’s a fundamental concept. “If you don’t do your job, your employer will stop paying you,” he said. “We think that the same standard should apply to the city.” “It’s a great deal, right,” Starr asked. “Here’s the reality. Our streets are worse than they were in 2008. There is an objective measure of street quality, called the Pavement Condition Index (PCI), which is a numerical score between 0 and 100.” A brand-new street would be 100, he said, while a zero score would be gravel. “In the past, according to a 2017 staff report from city hall, they said the ideal pavement condition index would be between 75-80,” he said. “You’re at a critical PCI index if you are between 70 and 55.” Since 2008, he said streets and alleys are getting worse. “That’s a bad thing,” he said. “In the same staff report, they talked about what it would cost to maintain the same Pavement Condition Index. Back in 2017, they said we needed to spend $12.3 million each year to maintain the existing streets in the bad condition they are in.” Starr said the streets never recovered, and the city has struggled to keep the streets at the current bad levels. “In 2016, there was another staff report, where they discussed how much it would cost to maintain a street at a relatively high quality,”

he said. “You can spend $1 now, or later on, you can spend $8 if you wait long enough. It’s on a slope, and it’s getting more and more expensive the longer you wait. If you maintain a street, you’re going to spend $2.85 per square foot for the lifecycle of the street and have an average pavement condition index of 79. If you do the bare minimum as far as maintenance goes, and you let the streets decay, you’re going to get bad streets, and you’re going to spend $4.54 per square foot to have an average pavement condition index of 68, which is better than what we have now. You get cheaper streets in the long run if you maintain them.” Right now, the city claims that it costs more money to maintain the roads at a 75-80 PCI range. “Now, they say a PCI goal of 70 is fine,” Starr said. “Before, they said that was critical. They can’t afford to pay for the streets, even if they have the extra sales tax. Even though they promised to pay for it before.” Starr said, in reality, cities that don’t have a separate sales tax maintain their roads better than Oxnard. He displayed a 2018 staff report from Camarillo, where their PCI report is 78. “The reality is you pay now, or you pay more later,” he said. “We can’t afford not to pay for the streets. Measure N requires that you improve the Pavement Condition Index over time or Measure O sunsets. If you achieve the higher rates, then the city council can extend Measure O for five-year increments.” “It doesn’t save you money to never change the oil in your car, and it doesn’t save you money to refuse to fix the city streets,” he continued. “If you maintain a Pavement Condition Index of 80, you have the lowest overall cost. That will free up more money in the budget for other services that we desperately need. Don’t cheat yourself by having bad streets, and having no money and then nothing left to pay for other services. We need to do the right thing and fix our streets.” Manuel Herrera said it had been stated that meeting the PCI by the dates imposed would be mathematically impossible. He told Starr that it would take $17 million each year to reach a 65 PCI score by 2022. “Measure O brings in only $16-17 million a year, maybe less now, due to Covid-19,” he said. “Based on those estimates, isn’t it mathematically impossible to reach a 65 PCI?” Starr told Herrera that just because the city told you a number, that doesn’t mean that it’s true. “The city has a long track record of giving the public false data when it serves their political purposes,” he

said. “The city acts like they have the option of spending nothing on street maintenance.” Another study conducted in 2020 said that regardless of what happens with Measure N, the city will need to increase funding for roads for the next 12 years. “if you don’t spend any money on streets at all, the PCI drops from 60 to 46,” he said. “In eight short years, the alleys drop from 31 to 18. It’s not like you have the option of spending no money at all. I think the city is going to have to get better at spending money. Lots of cities don’t have a Measure O. They spend money out of their general fund to keep their roads up. Some of the worst roads in this county are right here in Oxnard. It’s because of poor care. They want to spend the money elsewhere. Many of the city employees don’t have to live with the roads because they don’t live here in Oxnard.” Herrera acknowledged that $17 million was incorrect, but he also wanted to know what the real cost is to the city? “The city likes to tell you figures to manipulate you,” Starr said. “What’s more important is what did they say in the past when there wasn’t a political fight? Their past slides show that if you don’t spend the money, you will spend more in the long run. It’s not like you have the option of not fixing your streets. We’re at 63 right now. The first step is to get to 65. They said they need $12.3 million to stay even. If you spend a few million more to get to 65, that’s not bad. At least you get better streets.” Starr did not give Herrera an actual dollar total. “You mentioned Camarillo, but to be fair, Camarillo brings in more money because they are a newer city,” Herrera said. Starr interjected that City Manager Alex Nguyen likes to talk about how old Oxnard is, compared to other cities. “If you go back to 1970, our city was one-third the size we are now,” he said. “We’ve tripled in size since 1970. The other cities, Camarillo and Thousand Oaks have quadrupled in size. Streets don’t last more than 20-25 years. This whole idea that we have an old city is a red herring. Unless you want to compare with a city that is less than 25 years old, and if you have a city that’s less than 25 years old, I would grant the city manager the argument. That’s not what we have here. We have streets that decay more frequently than every 25 years. My own street, where I live, was built in 2004. Williams Street is just horrible. That’s not 25 years old. You have a bunch of streets not being repaired, and that’s not acceptable.”

Herrera asked how the city can catch up on its PCI, and Starr said you have to rededicate sources elsewhere. He cited a conversation that he held with the man in charge of the road repairs in Port Hueneme. “Port Hueneme has a similar situation to us,” Starr said. “If you drive on Channel Islands Blvd, in the Port Hueneme part, it’s well maintained. I asked him how they do that, and he described the process they go through to be on top of their streets and make sure they’re well maintained. The City of Oxnard doesn’t do that. They don’t care, and because they don’t care, they get the money whether they perform the service or not. We need to make sure that if they are going to get the money, they need to provide the service. Just like you with your job.” Starr did not outline the Port Hueneme system. Yolanda Solario said Measure O funds a. lot of important general services. She asked Starr why the money should be dedicated only to alleys and roads, cutting the funding for other services? Starr answered her question with a question right back at her. “How much of Camarillo’s Measure O should go toward streets,” he asked. “How much of Thousand Oaks Measure O should go towards the streets? How much of 200 plus cities in California give up their Measure O money for streets? The answer is zero because they don’t have a Measure O. Yet somehow, they’re maintaining their streets better. Measure O is just money going into the general fund. It is no different than any other tax. What is the city business license or the property tax? At the end of the day, it all goes into the general fund. It is a bookkeeping entry to make you think Measure O is a separate thing. It’s not. There are creative ways to fix the streets that don’t require as much money from the city coffers.” Some streets are in industrial areas, he said, and those businesses would love to take control of those streets and take care of them “because the city is so horrible at it.” Starr suggested applying to the state for grants to fix the roads. “The city council urged us to vote for the gasoline tax increase, or not to repeal it, and obviously, it’s not coming here,” he said. Solario asked Starr what his plan would be if his initiative passes, Measure O sunsets, and the city has to cut funds for general services? “Remember, other cities are managed better than ours,” Starr said. He cited the public safety expenses in other parts of the

county. On average, cities like Port Hueneme, Camarillo, Thousand Oaks, and Simi Valley spends approximately $276 per person, per capita on public safety. “They keep their cities relatively safe,” he said. “I don’t have the answer yet, but somebody needs to ask the question, why does it take $110 million on public safety, $525 per capita, when other cities, on average, are spending about half that? If we were able to spend the equivalent to other cities, we’d have a lot of money saved for other purposes. I am not impressed with a manager that says I need more money. I want a manager that knows how to spend the money better, so I can get more bang for the buck. Where I work, we always figure out how to get more from less. That’s why we’re productive and one of the more successful companies around.” Herrera asked Starr what happens with Measure N passes; then, the city does not meet the standards, and Measure O goes away. Then Measure E fails, which would be extra revenue for the city. “If there is no money from measures O and E, what are we going to do,” he asked. Starr said this is why voters need to pass measures F, L, and M, Starrs other ballot initiatives. “Measure F is going to bring in more revenue to the city because you are going to bring in more businesses to city hall,” he said. “When you employ more people, there is less demand for services. There is more revenue from the city business taxes, the enhanced property taxes, and the increased sales taxes. We are a poor city because we chase away business. Other cities have captured opportunities that we have failed to capture. Years ago, we had the opportunity to put an outlet mall here, and we lost that battle. Camarillo got it. Camarillo gets a lot of money because they are not chasing away the business. As long as city hall chases away businesses, we are going to struggle.” Since this meeting occurred, the city signed an agreement to bring an Amazon fulfillment Center to Sakioka Farms, along with 1,500 new jobs. Herrera noted that the city sales tax increase, if it passes, would mean an additional $40 million to the city, and Measure O brings in approximately $17 million each year. “You said if your measures pass, there is new money,” he said.”Are you saying that if your measure pass, we’re going to make that much money back?” Starr said, over time, Oxnard will figure out ways to make money back. Port recognizes “Essential Volunteers” at the 40th food distribution Port of Hueneme-Essential Volunteer Recognition, October 24, 2020 – The Port of Hueneme’s “Committed to Community” Drive hosted its 40th food distribution with a “Feeding the Frontline” volunteer appreciation touch. Commemorative plaques were distributed to volunteers who have supported this food and resource drive since the pandemic began in April of this year.

IT is important that we recognize our true community heroes, from the dockworkers, farmworkers, and truck drivers who keep our shelves stocked, our staff, and most definitely our volunteers. They are answering a weekly call to bring much-needed relief to our community, and the Port is grateful that the volunteers have been there as partners from the very beginning,” said Jess Ramirez, President of the Oxnard Harbor District Commission.

ducked questions about White Supremacy charges against Heather May., May is a Libertarian who is running for the Ventura City Council in District Seven. The incident occurred outside of Ventura City Hall when the Patriot Rally caravan, which supports reelecting Donald Trump, drove past people celebrating Indigenous People’s Day in front of Ventura City Hall, who celebrated with a prayer. During the Oct 19 Ventura City Council meeting, several callers identified May. They demanded that May withdraw from the race because of her association with The Patriots of Ventura County. The callers referred to them as a group of White Supremacists holding a rally. LaVere opened the meeting and read a document approved by the council that condemned racism and said that Black Lives Matter. The Tri County Sentry emailed LaVere and asked him if he knew the public comments were coming or if his opening was coincidental. The email also asked him if he contacted May to get her side of the story and collect all the facts before the council meeting. It also asked him to comment on whether or not the indigenous people had interfered with the Freedom Rally, a peaceful show of support for President Donald Trump. At press time, LaVere chose to ignore the email. A YouTube video documented the incident. In the video, the Indigenous people were taking photos in front of where the Father Junipero Serra statue used to stand. The Ventura City Council voted to have the statue removed. As the Freedom Rally passed by, the indigenous people rushed the cars and impeded traffic flow,

claiming the drivers couldn’t do anything because they were in a crosswalk. Protestors raised their fists in the air and shouted, “go back to Europe.” The drivers who could drove around the Indigenous protest and continued on their way. Others were stuck and could not back up. They slowly tried to inch past the protestors who pushed against the cars. The protestors screamed assault, and that is currently under investigation by the Ventura Police Department. At press time, no charges have been filed. Robin Redwater asked that Heather May be disqualified from the Ventura County District Seven race during public comments because she is part of the Patriot Caravan, and she tries to intimidate, threaten and doxx indigenous people. “She publically advertises her running on the group’s Facebook page,” she said. “Last week, the city council questioned why we didn’t file a report against the caravan we encountered during our indigenous photo shoot. Within the last week, Detective Morales, the detective assigned to this case, said I am not a victim because I was not hit by a car. The only reason why I was not hit by a car was because an indigenous man jumped in front of me to protect me. Being harassed and publically threatened apparently is not enough to be a victim. Detective Morales told us today that we, the indigenous people, said that Ventura County and the Ventura Police Department are racist. We said nothing of the sorts. Even if we did, it should not dictate whether he investigates this case fairly. He (Morales) also laughed at me when I was describing my traditional Chumash regalia. This

Our entire goal with our people is to provide exceptional service with our core values; excellence, professionalism, respect, and integrity, is completely unacceptable.” She feels their voices are being silenced because of the Freedom Caravan’s status in law enforcement. One of its members is married to a Ventura Police Department officer. “We are not protected, and we are in fear of our safety,” she said. Suki, who did not give her last name, called the Freedom Rally a “White Supremacist Caravan.” “The creator of the Patriots of Ventura County is married to a police officer,” she said. Another demented individual, who goes by the name of Heather May, is currently running for the city council. Heather May publically promotes the caravan, has close ties with them, and even asks them to fly her banner on their cars to promote herself and receive donations. I demand this person be disqualified for this type of behavior. Especially since you just released this statement.” Suki went on to say that members of the Freedom Caravan circled ballot boxes and intimidated voters. May said she had no idea what they are talking about. Ventura County Assistant Police Chief David Dickey said the department’s goal is to protect the people. “Our entire goal with our people is to provide exceptional service with our core values; excellence, professionalism,

respect, and integrity,” he said. “We are committed to the city and community and providing law enforcement and police services to the community, with absolute due regard to all racial, cultural, and other differences of those who we serve. We provide policing and enforce the law equally, fairly, and objectively as possible. We do that without any discrimination towards any individual group.” Dickey can’t offer comments about any ongoing investigation about drivers assaulting anyone with their car. According to the CALIFORNIA VEHICLE CODE, 21950, “no pedestrian may suddenly leave a curb or other place of safety and walk or run into the path of a vehicle that is so close as to constitute an immediate hazard. No pedestrian may unnecessarily stop or delay traffic while in a marked or unmarked crosswalk”. May said when the indigenous group said the caravan descended on them, it didn’t happen. “Two groups showed up at the same time, and they didn’t know about each other,” she said. “They both have different perceptions of what was happening. The indigenous people, I do believe, that these people believe we showed up to antagonize them. They jumped in front of cars, they were kicking and hitting cars and saying all kinds of incendiary things. I had first-hand accounts told to me.” One guy, who she didn’t name, the indigenous people tried to doxx him, posted his personal information, and called to get him fired. “He’s a Native American and a Mexican American,” May said. “Does that sound like a white supremacist to you? That sounds like the opposite.”

May refers to every person as people. “I don’t check your ethnicity when I talk to you,” she said. “It’s fascinating to know about people, but that’s not how I roll.” May said the incident involved about 50 cars. “The first eight or nine cars got through, but they blocked the cars, and that escalated the situation,” she said. “They complained that people circled them. That’s not what happened. They started going around and getting out of the way, so they weren’t assaulted, which is what was happening. Cars were being kicked; mirrors were being pushed in; they were reaching into cars. We have video footage of one person stealing a flag off a truck. If you have people surrounding you and kicking your car, what are you going to do? The people in the caravan were getting the hell out of the way.” When LaVere read the letter condemning racism, May feels that he was talking about her. “He defamed me, and he marginalized me and my group,” she said. “How dare you make this broad stroke about people you don’t know? We have so many Latinos in this group, and we have Native Americans who are waving their flags. Who are you to say that we are racist? What is unifying about denouncing a bunch of people you don’t know? If you want unity, get the feedback from both sides.” After she gets elected, May said that wouldn’t happen anymore. “We’re going to hear everyone’s versions and get to the bottom of the issues,” she said. “There is going to be common sense and matter-of-fact solutions.”. People who would like Mayor LaVere to answer the Tri County Sentry’s questions can email him at mlavere@cityofventura.ca.gov.

SENIORS 805 What happens to Medicare if Obamacare/ ACA is overturned?

Dear Savvy Senior, Will my Medicare benefits be affected if Obamacare is overturned by the Supreme Court? Concerned Beneficiary Dear Concerned, Unfortunately, yes. If the Affordable Care Act (ACA)— also known as Obamacare—gets repealed by the Supreme Court next year, it will weaken Medicare and increase costs for beneficiaries. Here’s what you should know. Currently, about 60 million people are covered under Medicare, the federal health insurance program for people 65 and

older and people of all ages with disabilities. Even though the main aim of the ACA was to overhaul the health insurance markets, most people don’t realize that the law also touches virtually every part of Medicare. Without the ACA, Medicare beneficiaries will have to pay more for preventive care services, which are now free; they’ll have to pay more toward their prescription drugs; their premiums and deductibles will rise faster; and Medicare will face insolvency much sooner because of lost funding and cost cutting measures. With the help of Kiplinger’s Retirement Report,

here is a more detailed breakdown of what happens to Medicare if the court invalidates the law. Preventive care services will no longer be free: Thanks to the ACA, there’s no copayment or deductible for potentially life-saving screenings for cancer, diabetes, cardiovascular disease and other illnesses. Flu shots and annual wellness visits are also free. Before the ACA, beneficiaries had to pay 20 percent of the cost for most preventive care services, after their deductible was met. The doughnut hole will return: Since 2011 the ACA has been steadily closing the prescription drug coverage gap, also known as the doughnut hole, in Medicare Part D by requiring drug manufacturers and insurers to pick up more of the cost. The hole was finally closed this year with seniors paying 25 percent of the cost for both generic and brand-name medications

and manufacturers picking up 70 percent of the tab, while insurers kick in the remaining 5 percent. Before the ACA, seniors paid 100 percent of Part D prescription drug expenses while in the doughnut hole. Medicare premiums and deductibles will rise faster: The ACA also curbed Medicare payments to providers to help keep Medicare Part A deductibles and copayments in check. Similarly, Part B premiums and deductibles are much lower than projected before the ACA became law. From 2011 to 2020, Part B premiums increased 23 percent. From 2000 to 2009—the nine years before the law’s passage— Part B premiums rose almost five times faster, increasing 112 percent over that period. Medicare Advantage plans will be more expensive: The ACA requires Medicare Advantage plans to spend 85 percent of premium

dollars on health care, not profits or overhead. The plans also can’t charge more than traditional Medicare for chemotherapy, renal dialysis, skilled nursing care and other specialized services. Those restrictions dramatically lowered costs for Medicare Advantage plan enrollees. Since the ACA became law in 2010, the average Medicare Advantage premium has decreased by 43 percent while enrollment has increased 117 percent. Insolvency accelerates: The ACA extended the solvency of the program’s trust fund by eight years to 2026, mostly by finding new sources of revenue and slowing the growth of payments to all providers. The Congressional Budget Office estimates that reversing those changes would cost the program $700 billion over 10 years, which would make Medicare almost immediate insolvent.

Arlo Guthrie, citing health, says he’s retired from touring By John Rogers LOS ANGELES (AP)—You can get anything you want at Alice’s Restaurant. But it appears we’ve seen Arlo Guthrie tell us that in person for the last time. In lengthy posts on his Facebook page and website, the 73-yearold folksinger announced Friday he is retiring from performance immediately. He’s canceled numerous shows he had planned around the country for the next year and said he won’t be booking

any more. “It’s been a great 50-plus years of being a working entertainer, but I reached the difficult decision that touring and stage shows are no longer possible,” he said in the statement titled “Gone Fishing.” Guthrie did not respond to email and phone messages asking to elaborate but indicated in his statement that health issues played a major role. He said he’d suffered two strokes in recent years, including a serious one that hospitalized him for several days last year.

The son of folk music legend Woody Guthrie rose to overnight fame in 1967 with the release of “Alice’s Restaurant Massacree,” a hilarious 18-minute talking blues ballad about how his Thanksgiving Day 1965 arrest for littering kept him out of the Army during the Vietnam War. As he finger-picked a maddeningly memorable tune over and over on his acoustic guitar, Guthrie related how he’d mocked the local police chief who arrested him, appeared before a blind judge who

couldn’t see the photos submitted as evidence against him and berated his draft board for concluding he “wasn’t moral enough to join the Army and burn women and kids’ houses and villages after being a litterbug.” He’s gone on to record more than 30 albums, write several children’s books and occasionally appear in television shows and films, including playing himself in the 1969 movie “Alice’s Restaurant.” “A folk singer’s shelf life may n Arlo Guthrie, see page 9

SENIORS 805 Vote, Vote, Vote By Marian Wright Edelman FOUNDER AND PRESIDENT EMERITA “The first fact that we need to understand is that America has a longer history of disenfranchisement than it does of enfranchisement. What do I mean by that? At the time of the American Revolution when America was finding its footing, more than twothirds of the people who resided in the colonies couldn’t vote. You had to be white, you had to be male, you had to have property, and you had to be privileged. This history of America is a history of political exclusion . . . It was because people were trying to control power from the very beginning.” –Dr. Hasan Kwame Jeffries, speaking at a Children’s Defense Fund Freedom Schools® training When I moved to Mississippi in 1964 to head the NAACP Legal Defense and Educational Fund office there, Black people in that state were denied their constitutional right to vote by procedural barriers, economic reprisal, and violent intimidation. The mere process of registering to vote was daunting for Black Mississippians. They had to find transportation to travel to the county courthouse, which could be many miles away. There they would be required to take a written “literacy test” and

“interpret,” to the satisfaction of a White circuit clerk, the meaning of an arcane section of the Mississippi Constitution. This was an easy way to deny the franchise to even welleducated Black professionals who were routinely declared “illiterate” and thus determined ineligible to vote. Those who tried to register commonly had their names published in the local newspaper which would often result in their immediate dismissal by their White employers. This kind of discrimination pervaded the South and was extremely effective. Some places like Holmes County, Mississippi, only had 20 Black registered voters in 1965 despite their majority population status. To reinforce this systematic disenfranchisement night riding Ku Klux Klansmen shot into Black people’s homes, bombed Black businesses, and committed other acts of violence. Terror groups didn’t hesitate to commit murder. Among those who made the ultimate sacrifice to secure

the right to vote were Mississippi NAACP leader Medgar Evers and Freedom Summer voter registration volunteers James Chaney, Andrew Goodman, and Michael Schwerner. Although the sacrifices of the Civil Rights Movement are still fresh wounds for all of us who lived through them for some Americans they may seem like ancient history. But as the voter suppression and intimidation tactics happening right now are proving, there has never been a safe time in America to drop vigilance about attempts to shut people out of the vote, the lifeblood of democracy. When historian Hasan Kwame Jeffries spoke at a CDF Freedom Schools training event several years ago he warned college-age young leaders that throughout America’s long history of disenfranchisement the same old threats have reorganized under different policies and new names. Today’s methods are at their most precise: “Before . . . the goal was to take the vote away from all African Americans. But

if you understand how electoral politics works, particularly at the federal level but even at the local level, you understand that you no longer need to take the vote away from everybody . . . All you have to do is take out a couple thousand. That’s what voter suppression is about, and that’s what we’re dealing with today . . . Just make it hard enough for [a few] not to be able to go down on Election Day to vote, and you can carry the day. And they propose this legislation in state after state after state under the guise of democracy. It’s the most undemocratic thing that you could do.” We are watching this happen now. When powerful forces chisel away at the ability to vote for some Americans they threaten the American promise for all Americans. No American should be complicit in allowing this to happen. It should have been little surprise that some desperate leaders and states would continue to make it as difficult as possible for citizens to safely cast their votes

even during the ongoing pandemic. As Frederick Douglass warned us in 1857, “Power concedes nothing without a demand. It never did and it never will.” He taught us that even when it is wrapped up in new euphemisms and better etiquette we must always be on guard for “the same old snake.” If that snake is rearing its vicious head in your own community right now, don’t give up! If you have not already cast your vote, vote. Use your power as one citizen. Don’t let anyone take it away from you. Urge and help others in your family, neighborhood, and congregation to do the same. Go to CDF’s Voter Resources Hub to make sure you know what ID or documentation (if any) your state requires and where your polling location is for early voting or for voting on Election Day, because they may have changed since the last election. Prepare for long lines if needed. If you witness voter suppression, call the Election Protection Hotline at 866-OURVOTE (866-687-8683) and make sure your friends and family know to do the same. Let’s mount an urgent and systematic fight against the latest attempts at disenfranchisement and counter every single effort at voter suppression and intimidation with our own redoubled commitments to record breaking voter turnout. Our democracy and our children’s futures depend on it.

Massacree” for audiences over the years, had planned to perform it at next year’s shows. He had played it at New York’s Carnegie Hall in 2019 at what he’d previously announced would be the last of his 50 Thanksgiving weekend shows at that venerated music hall.

But the day before, ironically on Thanksgiving, he suffered the second and more severe of his strokes. Two days later he was in the hospital and later underwent several days of physical rehabilitation. By the next year, he was back on his feet and back on tour when

the coronavirus pandemic struck. He estimated Friday he’d recovered about 80 percent of his health by then, but following months of idleness from the road, he decided it was time to stop. In July he released a new song, Stephen Foster’s “Hard Times Come

Again No More,” and indicated Friday that his retiring from the stage doesn’t mean he’ll go away completely. “In fact, I hope to be a thorn in the side of a new administration pretty soon,” he said in a veiled reference to President Donald Trump.

Salsa Verde By Connor Forbes Salsa was a very intimidating dish for me to make until I decided to give it a try. And when I did, I wondered why I was so nervous to make salsa in the first place. I think I just hold in such a revered place in my hierarchy of food. Chips and salsa are my number 1 food to eat. If I were on a desert island and I was only allowed to eat one thing for the rest of my life, it would be chips and salsa.

Cal-Gisler Neighborhood cleans up Lathrop Park By Chris Frost chris@tricountysentry.com Oxnard-- Cal Gisler residents converged on Lathrop park, Oct 24, as volunteers cleaned up the area and made it look great.

T

HE park was plagued with graffiti and had plenty of litter, but it was only a bad memory by the end of the day. Local candidates got into the act, as they too made sure the park was clean. The worst area was the Pirate Playground, which was practically covered in graffiti. Joe from the parks department provided some graffiti removal supplies, and volunteers put it to good use. Organizer and Neighborhood Council Chair Elizabeth Garcia said they received complaints via NextDoor.com that said the park needed cleaning. “There was graffiti, and the park sadly needed to be cleaned,” she said. “That’s what we’re here to focus on. We’re coming together to clean the playground and pick up the trash.” She spoke to city representatives and her neighbors about the project, and the group chose a date where everyone was available. “I love cleaning our park,” Garcia said. “This is our neighborhood, and this is our park. Here, there is trash and graffiti. There are a few beer bottles, but nothing that can’t be recycled. We’re asking the city to close our trash cans. They come and recycle, but they leave them open, and the birds come in. Our things are easily fixable, and we are going to keep on this.” If someone finds drug paraphernalia, volunteers were instructed to leave it alone. “We have our gloves, trash grabbers, and masks,” she said. “Everybody is keeping as safe as possible.” Garcia said there are already plans to keep the park looking good. Because of Covid-19, the group hasn’t had any neighbor-

hood council meetings. “We see the park gets a lot of use, so my Vice Chair, Richard Tucker and I, will come and watch,” Garcia said. “We noticed there is a camera up here that we never noticed before, and we noticed the same people. We are going to do this every other month and have our own maintenance come in and keep the area clean. Now that we have what we need, that’s what we’re going to focus on.” Oxnard City Council District Six City Council candidate Carolina Gallardo-Magana said it’s important to get involved in the neighborhoods, and she wanted to help. “This is the first clean, and I wanted to be part of this, even though I have the food distribution at Southwinds Park today,” she said. She was putting a rake to good use at the park. “It fills my heart with happiness that it’s going to be clean for the kids when they come and play and families walk,” she said. “That is a good feeling to know that the park is safe, and there are no needles on the ground.” Getting involved has changed her campaign. “As we move to the end of the campaign, I would love being involved with more neighborhoods besides Southwinds,” she said. “Right now, I am taking care of my area, which is the Southwinds neighborhood. Once I get elected, I want to take care of the whole

district six.” Besides the food distribution twice a month at Southwinds Park, they also have a project called Pocket Park at Cuesto Del Mar. “Then we have art classes, dance classes, and things for the youth that will prevent them from getting into gangs,” she said. “This is in collaboration with the Oxnard Housing Authority.” George Garcia spent his morning removing graffiti. “This playground is full of graffiti, so I am removing it little by little and step by step,” he said. “I’m trying to remove as much as I can. It looks like it’s been here for a while.” He grew up in the Cal Gisler neighborhood and learned respect. “We were taught not to destroy our playgrounds and where we played,” he said. “We have to keep it clean as much as we can for our kids.” He was working the graffiti removal, which comes in an aerosol can, and he likes the stuff. “It works great,” he said. “I think (the city) allows two cans per household. You have to be careful around certain material, but it’s wonderful.” He jokingly said he drew the short straw when it came to cleaning up the graffiti.

“It’s in an open area, so it doesn’t smell too bad,” he said. “You spray it on, and it wipes right off.” He and Elizabeth planned to go out to eat after the cleanup. “We’ll order some pizza,” he said. City Employee Luly Lopez said Oxnard is her home, and she wants to give back to the city. “They say it takes a village, and I am here to do my part,” she said. “I had been talking to Elizabeth during the week, and she told me that she was going to have this park beautification, and I told her I would be here. I brought gloves, a rake, and a bag.” She does not live in the Cal Gisler neighborhood, but that didn’t stop her. “It doesn’t matter where you live,” she said. “If we all contribute, whether it’s in the north or south end, we’re beautifying our city and taking it back. It’s impossible for the city to be everywhere, so I think, as residents, we need to be the eyes and ears. If you see something, report it, or

HEALTH Health experts question Pence campaigning as essential work By Marilynn Marchione Health policy specialists questioned White House officials’ claim that federal rules on essential workers allow Vice President Mike Pence to continue to campaign and not quarantine himself after being exposed to the coronavirus.

C

AMPAIGNING is not an official duty that might fall under the guidelines meant to ensure that police, first responders and key transportation and food workers can still perform jobs that cannot be done remotely, the health experts said. A Pence aide said Sunday that the vice president would continue to work and travel, including for campaigning, after his chief of staff and some other close contacts tested positive. Pence tested negative on Sunday and decided to keep traveling after consulting White House medical personnel, his aides said. Pence’s chief of staff, Marc Short, was among those who tested positive. President Donald Trump, said early Sunday that Short was quarantining. That usually means isolating oneself for 14 days after exposure

in case an infection is developing, to prevent spreading the virus to others. Pence was holding a rally Sunday in North Carolina, another one in Minnesota on Monday and three events in North Carolina and South Carolina on Tuesday. The most recent numbers show COVID-19 cases are rising in 75% of the country. On Sunday, National Security Advisor Robert O’Brien told reporters that Pence “is following

all the rules” from federal health officials. He called Pence “an essential worker” and said, “essential workers going out and campaigning and voting are about as essential as things we can do as Americans.” However, the guidelines on essential workers from the U.S. Centers for Disease Control and Prevention are aimed at folks like police, first responders and key transportation and food workers. The Department of Homeland Security spells out 16 categories

of critical infrastructure workers, including those at military bases, nuclear power sites, courthouses and public works facilities like dams and water plants. “I don’t see campaigning on the list,” said Dr. Joshua Sharfstein, vice dean for public health practice at Johns Hopkins University and former Maryland state health department chief. “Anything that does not have to be done in person and anything not related to his job as vice president would not be

considered essential.” Dr. Thomas Tsai, a health policy specialist at Harvard University, agreed. Helping to maintain the function of the executive branch of government could be considered critical work, but “we’ve always historically separated campaigning from official duties,” he said. Pence also serves as president of the Senate, a largely ceremonial role outlined in the Constitution but one that stands to come into focus Monday. The Senate was expected to vote Monday evening to confirm Trump’s Supreme Court nominee Amy Coney Barrett. Pence’s vote is unlikely to be needed to break a tie, but his presence was expected for the vote. If Pence’s official work as vice president was considered essential, the CDC guidelines say he should be closely monitored for COVID-19 symptoms, stay at least 6 feet from others and wear a mask “at all times while in the workplace.” Lawrence Gostin, a public health expert at Georgetown University school of law, said Pence’s intention to continue campaigning flouts the spirit of the CDC guidelines. Sharfstein said Pence “could be putting people at risk” because he’s at high risk of becoming infected. “He should quarantine in order to protect other people,” Sharfstein said.

Art exhibit in Chadwick Boseman’s hometown honors legacy By Sarah Blake Morgan CHARLOTTE, N.C. (AP)— There’s a hole in Anderson, South Carolina. It opened suddenly in August when Chadwick Boseman, one of the city’s favorite sons and an international star for his role as the Black Panther, died after a quiet battle with cancer at just 43 years old. Two months later, that void is slowly being stitched together by local artists who picked up their brushes to honor Boseman with a new outdoor art exhibit in downtown Anderson, a city of about 28,000 people. Local artist Troleum Dawson started painting his take on Boseman’s image just hours after the news broke of his passing. His depiction is one of nearly 20 on display in the project sponsored by the city.

“The feeling behind it, words can’t even explain, even the way we bring it all together in different styles, it was just something everyone had to see,” Dawson told The Associated Press. Boseman rose to Hollywood stardom after taking on such iconic roles as Jackie Robinson, who integrated baseball, and the Black Panther. The Marvel superhero movie became one of the top-grossing films in history and he inspired millions with his character’s signature “Wakanda forever!” salute. The accomplished actor never spoke publicly about his battle with colon cancer. He was diagnosed with stage 3 cancer in 2016 and continued working while privately battling “countless surgeries and chemotherapy,” his family said in a statement. Boseman’s resolve was awe-

inspiring to Dawson. “He’s showing us that no matter what you’re going through, whatever you’re fighting through, if you love what you love, don’t ever give up on your dream,” Dawson told the AP. The exhibit, which opened to the public Thursday, features nearly twenty local South Carolina artists. The pieces lining the walls of the

Wren Pavilion offer different takes on Boseman’s life, from his teenage years to his iconic superhero role. Local artist Joey Withinarts, who is a colon cancer survivor himself, says the project has brought the community closer. “It shows all the different faces that he had and the smiles,” he said. Many of the paintings show Boseman dressed as T’Challa, the

king of Wakanda. Others capture his red-carpet smile, while one portrait depicts a young Boseman playing basketball at T.L. Hanna High School in Anderson. That piece was given to the mayor and will be displayed at Boseman’s alma mater. Exhibit organizer Herman Keith Jr. sees Boseman’s life as a message to young kids living in small towns like Anderson and beyond. “The impact that he had on the world coming from the same place that we come from, under some of the same situations and conditions that we come from, and to see that he was able to affect the world the way that he did, it was very encouraging,” Keith said. The artwork is being displayed on digital prints adhered to the walls of the pavilion. The city hopes to keep the exhibit open for at least a year.

Nguyen calls Amazon a great fix for Oxnard By Chris Frost chris@tricountysentry.com Oxnard-- The story about the Amazon Fulfillment Center facility coming to Oxnard continues with City Manager Alex Nguyen saying that all the new jobs in the area are a great reason why the fulfillment center is such an excellent fit for Oxnard. In Sept, Oxnard reported a 9.1 percent unemployment rate. Nguyen introduced the project during the Oct 20 meeting. “Under normal circumstances, where we are as a community also means that we need these kinds of jobs,” he said. “Of the 132,00 people in our workforce over age 25, over 27,000 of them have less than a ninth-grade education. About 8,300 have education above ninth grade but are without high school diplomas. That’s a little over six percent of that population. We have about 40,000 people or 30 percent of the population that have a high school degree or equivalency. We have 21,000 of the population who have some college education, but no degree, 8,700 of those people have an associate’s degree, and 19,000 of the 132,000 have a bachelor’s degree.” Nguyen said 5.4 percent of the 132,000 people have graduate degrees. “We have so many people that don’t have higher education,” he said. “This kind of facility provides a good building block for people who don’t have those degrees. They can get good, solid work here, have solid benefits, and can really help their families.” Nguyen said the fulfillment center will have a variety of jobs, n Amazon, see page 18

How much taxpayer money is being spent pushing Measure E? Oxnard voters have received from City Hall no less than three separate mailers provided for “informational purposes,” often duplicating information already found in the County’s Voter Information Guide. In reality, each mailer is promotional propaganda for Measure E – a measure proposed by City leadership and approved by the Oxnard City Council to double the city’s sales tax from 1.5% to 3%. In these mailers, information about Measure E is provided in large

font and bold print, often on its own separate page. Other information is provided in a “oh, by the way” method, barely mentioning other candidates or measures in Oxnard. This is just a sneaky attempt to use taxpayer funds to sway Oxnard voters on Measure E. If money is that tight, why spend more money to duplicate information already provided to the voting public? NEWS Amazon continued from page 13

and he said the Amazon job would have been terrific for his mother. “She certainly would have done better with this kind of a job,” he said. “I have a lot of respect for our workingclass community and the benefits this job offers to many of our working-class families.” Step one is making sure the community is prepared to apply for these jobs and do recruitment, so Oxnard workers get the first applications into Amazon. “Remember, this is a private company, and we can’t tell them who to hire,” he said. “However, during the process of this project, I’ve had multiple negotiations with Amazon. The one most important to me is to give us the advanced timeframe to recruit Oxnard residents. We are going to need this partnership with the Chamber of Commerce and Oxnard College to make this happen. We will be working to do that in the spring. We will have another formal presentation to the council in the spring. We’ve been working with the chamber of commerce and the college to create the Oxnard employee pipeline to serve this purpose specifically. In the spring, we are going to pursue an effort to do recruitment in our neighborhoods. Specifically, I look forward to working

with council members Madrigal, Lopez, Basua, and even Councilmember MacDonald. Based on the pandemic, we may need to do some large outdoor recruitment, like job fairs. We may not be able to do this indoors.” Nguyen said the preparation effort would do more than prepare the community for Amazon’s arrival. “In the City of Oxnard, there are over 60,000 jobs available,” he said. “One of the most important things and the reason why we launched the Oxnard Employee Pipeline is to help retain great employers that we already have. This is not a one-off in regards to Amazon. This is going to pay off in spades, going into the future. That are lots of jobs, and not only in agriculture. There is construction, manufacturing, wholesale, retail, transportation, information technology, finance, professional work, education, leisure, and even the public sector. There are 60,000 jobs available in the City of Oxnard, and we want those employers to be able to employ our residents, rather than having to look outside of Oxnard. That is a benefit for everyone in so many ways.” Nguyen also paid a special thanks to the Oxnard Planning Commissioners, including Chair Deidre Frank, Vice-Chair Robert Sanchez, and

commissioners Jeremy Meyer, Orlando Dozier, Jim Fuhring, and Daniel Chavez Jr. “They are all volunteers, and they had to digest hundreds, if not thousands of pages of documentation to get through this project and the planning commission to make their recommendation to the city council. The volunteers at the Planning Commission did a lot of the heavy lifting to deliver this project.” During public comments, Kam Spencer applauded the city’s great work to bring the fulfillment center to Oxnard. “With the potential to create over 1,000 new jobs, these new jobs come at a time when we need economic recovery in the city,” he said. “This type of development is sure to help our community recover faster than other regions and bring stable employment opportunities to our residents. Development increases our connectivity, reduces transportation costs or supply chain, and brings secure job opportunities for our residents. It’s a win-win-win. It generates over 15,000 jobs and over 1,000 direct jobs for our Oxnard residents. The port knows how important job creation is in improving the everyday lives and the future of our local community. Congratulations on a job well done.”

pick it up. We’re all contributing in a small little way to the beautification of our city.” Tucker has resided in the Cal Gisler neighborhood for 38 years, and he is a sixth-generation Ventura County native son. “I understand the pandemic and the budget issues,” he said. “My issue is that whatever they’re doing is schizophrenic. There’s no plan, and they can’t get caught up. They’re not able to finish anything. We were also told that certain things would get done, and they weren’t. It’s disappointing.” For more information about the Cal Gisler Neighborhood Council, or to get involved, call Elizabeth at 805-200-1588, or email her at elizabethdeal@live.com. “It fills my heart with happiness that it’s going to be clean for the kids when they come and play and families walk,” she said. “That is a good feeling to know that the park is safe, and there are no needles on the ground.” Getting involved has changed her campaign. “As we move to the end

of the campaign, I would love being involved with more neighborhoods besides Southwinds,” she said. “Right now, I am taking care of my area, which is the Southwinds neighborhood. Once I get elected, I want to take care of the whole district six.” Besides the food distribution twice a month at Southwinds Park, they also have a project called Pocket Park at Cuesto Del Mar.

I brought gloves, a rake, and a bag.” She does not live in the

Cal Gisler neighborhood, but that didn’t stop her. “It doesn’t matter where you live,” she said. “If we all contribute, whether it’s in the north or south end, we’re beautifying our city and taking it back. It’s impossible for the city to be everywhere, so I think, as residents, we need to be the eyes and ears. If you see something, report it, or pick it up. One driver arrested at the Oxnard DUI Checkpoint Oxnard-– On Oct 23, 587, responsible drivers were screened while driving through a DUI checkpoint, and no drivers were arrested for DUI. The checkpoint was held at Wooley Road and South A Street from 8 p.m. to 2 a.m. Officers cited 30 drivers for operating a vehicle unlicensed or with a suspended/revoked license, and one driver was arrested for a misdemeanor warrant. Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests but to promote public safety by deterring drivers from driving impaired. As businesses continue to reopen, including bars and restaurants, impaired driving remains a top traffic safety concern. Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

MOVIE REVIEW

“Fatima” By Bob Garver

local priest (Joaquim de Almeida, inexplicably given top billing for a barelysignificant role) thinks that the lie is an insult to God. The Mayor frets that the town becoming a spiritual haven will hurt its respectability. Almost every adult in power wants Lucia to retract her story, but she knows what she saw. And so do we, and I think that’s a big problem with this movie. We see the apparition speaking to the children, so the credibility of their story is skewed in their favor. We don’t have the same reasonable doubts, which have to be overcome by faith, as the other adults in this movie. The fact that the apparition can only be seen by the children is a major plot point, so why shouldn’t we be taken on the same journey as everyone else? That’s my big problem with “Fatima,” others include stiff acting by the children and everybody speaking English instead of Portuguese, often unnaturally. I also found it unnecessary to have a framing device where a skeptical American author (Harvey Keitel) interviews an adult Lucia (Sonia Braga), which seems to serve only as an excuse to advertise two well-known actors in the cast. At the same time, I can appreciate the efforts in recreating WWI-era Portugal, and it’s hard not to be inspired by the faithovercomes-all aspects of the story. This is one of the better movies to go straight to On Demand in recent months, though I wish we were doing better overall.

Like “The Secret: Dare to Dream” from a few weeks ago, “Fatima” has been sitting at the top of my cable system’s New Releases section for what seems like months now. Like “The Secret: Dare to Dream,” “Fatima” tells of a spiritual journey, though it’s a much more recognizable form of spirituality than the vague power of positive thinking at the center of “The Secret.” Eerily like “The Secret: Dare to Dream,” “Fatima” features an onscreen quote from Albert Einstein: “There are two ways to live your life. One is as though nothing is a miracle. The other is as though everything is a miracle.” Unlike “The Secret: Dare to Dream,” “Fatima” seems like an earnest filmmaking endeavor and not a hokey attempt to revive fledgling book sales.

T

HE film tells the story of Lucia (Stephanie Gil), a 10-year-old girl living in Fatima, Portugal in 1917. As with the rest of Europe, this is a dark era for Fatima. Sons, husbands, and fathers are off fighting in World War I, and the mayor (Goran Visnjic) is forced to read off long monthly lists of soldiers killed or missing in action. Famine and disease are overtaking the population and prayers are going unanswered. This is not a good choice if you’re looking for a “fun” movie. One day, Lucia and her cousins Francisco (Jorge Lamelas) and Jacinta (Alejandra Howard) are playing in a field when they see an apparition of the

Grade: C Virgin Mary (Joana Ribeiro). This is no dubious burn on a piece of toast, this is a full-on live-action deity, complete with white robes and a heavenly glow. She tells the children to come back to the same spot every month for the next six months, and she will appear to them, and only them, again and again. Word gets out about the children and

their visions, and soon followers are showing up from far and wide to be the first to hear Mary’s words as soon as she relays them to the children. But not every character believes that the Virgin Mary is actually appearing. Lucia’s mother (Lucia Moniz), for example, dismisses the account as a wild story from an overactive imagination. The

“Fatima” is available On Demand through streaming services and likely through your local cable provider. The film is rated PG-13 for some strong violence and disturbing images. Its running time is 113 minutes. Contact Bob Garver at rrg251@ nyu.edu.

NEWS Lopez promotes partnerships to move Oxnard forward By Chris Frost chris@tricountysentry.com Oxnard-- The conversation with Oxnard City Council District Six Candidate Vianey Lopez continues with Lopez talking about getting the homeless a little more help when they need the aid.

S

HE avocates street outreach that puts those people who can help in direct contact with those who need help through a referral service. “Some of them might take a little more work,” she said. “I think that’s been the issue on Ormond Beach. The teams have gone in to break up the encampments, and some people are more receptive to receiving services than others. It’s valuable to have people out there proactively engaging and working on that referral service.” As she looks back at her last two years on the city council and the upcoming term, she learned that

the process takes time. “There are a few things that we can do looking at the housing situation,” she said. Amazon is coming to the city, and she’s not sure the housing in the pipeline will meet the need. “The increase in housing units has been a work in progress,” she said. “We have the updated regional housing numbers, and we’re looking at another 8,000 units that need to be built in the next 10 years. Housing is always in the pipeline.” She wants to make sure that local residents get Amazon jobs. “I think it’s important to connect residents, especially South Oxnard residents, to these jobs that come with Amazon,” she said. “It doesn’t make sense to bring in a company that provides jobs, and then they go to everyone else. We have about 9,000 unemployed people who can take advantage of these positions.” Lopez advocates a partnership with Oxnard College that Amazon will open. “This is an opportunity to

Council Member Vianey Lopez

partner more with Oxnard College and create that pipeline,” she said. “It’s not just for students who are graduating from high school. It’s for our general population of adults in the city who did not have the opportunity to get a high school diploma or a GED or have any other specialized training. We can look at the jobs that are here and determine what do those jobs require. How can we provide that

through Oxnard College for our residents too?” Until the world reaches a safer place with Covid-19, she feels that Oxnard will continue to feel the effects of disrupted progress. One example is the apartments slated for development at the old social security building, which has been shelved. “People have lost jobs, and we need to focus on the health and safety of our city employees,” Lopez said. “It’s being worked on, but the health and safety of residents come first. The priority is to get through this. It’s delaying things.” Over the last two years, she is proud of the community partnerships she, and the entire city council, has made. “That’s how we create stronger community programs and move anything forward,” she said. “That is done in every space possible when it comes to housing, economic development, youth services, and seniors. With every space we work on, we’ll move forward and be

stronger with those partnerships. That’s the best thing I have learned in the past two years; how to create those partnerships and move forward with those collaborative groups.” When elected, she hopes to work with her opponents to keep South Oxnard Moving Forward. “I’ve had some contact with Carolina Gallardo-Magana, and she is doing great work as the Southwinds Neighborhood Council Chair,” Lopez said.”She’s doing great work in Southwinds and doing what the neighborhood needs, but there is always room for improvement. I want to continue working with her and support what she is doing.” Vianey advises everyone to stay engaged. “Follow the news and stay engaged beyond this election,” she said. “When we hear complaints about how the government is running, it didn’t happen overnight.” For more information, visit vianeyforoxnard.com.
