Holiday tree lighting in Oxnard is a special event By Chris Frost chris@tricountysentry.com Oxnard-- It was a rainy Friday night in Plaza Park, Dec. 6, but the city held its tree lighting ceremony and kicked off the holiday season in a festive way. The event drew a small crowd of onlookers, as the tree outdid the raindrops while the crowd cheered and celebrated the start of the holiday season. The event also featured a performance from NEMA, which braved the cold and rain while entertaining the crowd with three standout performances. Emcee Pablo Ortiz came down from Oregon for the celebration and said he loves Oxnard. "It was raining in Oregon, so I brought it with me," he said. "I brought you love and joy because it's time for Christmas. I retired and live in Grants Pass, Oregon, but it was important for me to be here at least one more time and celebrate Christmas with you." Ventura County Supervisor John Zaragoza told the crowd that rain and cold weather reminds him of when he was a child. "I was looking at the baby right there (he pointed to the crowd), and I remember when I used to come out to the park and go out to the Carnegie Building, and go back to back to Plaza Park to see the pagoda," he said. "That was not too many years ago; it was 20 years ago. Can you believe that?" He told the crowd that he represents district five, but he also serves 840,000 people across Ventura County. "It's an honor for me to be here and wish you a happy holiday," he said.

Oxnard-- It's a holiday tradition, rain or shine, as the City of Oxnard Christmas Parade brought out large crowds undeterred by less than perfect weather to ring in the season and wish everyone happy holidays.

HE parade featured 105 floats, marching bands, classic cars, and the star of the day, Santa Claus and his sled, accompanied by Mrs. Claus, who walked and waved to the crowd. Each entry put their best foot forward as they passed the judges station and gave it they're all for the crowd. Vendors got involved at Plaza Park, as n Christmas Parade, see page 6

Boerner moves the purchasing department forward By Chris Frost chris@tricountysentry.com Oxnard-- The Finance and Government heard great news during its Dec. 10 meeting, as the group learned about great strides being made in the city's purchasing department. The group also heard about the city's current work plan, which will move forward to the full city council. Before the presentation began, Deputy City Manager Shiri Klima told the committee the item began in early Oct., when they approved last year's work plan, plus a contract
amendment. "What remained is the upcoming year's plan, this fiscal year's plan," she said. "In that conversation, you had questions about purchasing, sole sourcing, and procurement cards." Purchasing Manager Lisa Boerner covered the council's signature authority, approved on July 19, 2018, along with the city's purchasing policy. She also talked about the standards and efficiencies with the Boilerplates, the code of conduct, and its purpose. The code of conduct is a form that evaluators and subject matter experts sign.

"It's created by Shiri Klima and me," Boerner said. "Its purpose is to put on notice to the evaluators and subject matter experts during the solicitation process of how to conduct oneself." Staff may not to talk to vendors and must safeguard the procurement process and mitigate any inappropriate behavior. Employees sign the code of conduct, she said, and it goes into the procurement file. Committee Chairman Tim Flynn reminded the group about the abuses that came out in the District Attorney (DA) and FBI (Federal Bureau of
Investigation) report that made the city restructure its procurement process. "The abuses that were noted in the DA report and the FBI investigation around the City of Oxnard did center around procurement," he said. "The curiosity around procurement proceeds and developing a work plan for future auditing in the City of Oxnard." Boerner added that the code of conduct started with the investigation. Sexually violent predator released in Oxnard Oxnard-- Pursuant to California Penal Code Section 290.45 and Megan’s Law, Oxnard Police Department Chief Scott Whitney is announcing that a Sexually Violent Predator (“SVP”) was released from a state facility to the City of Oxnard on December 3, 2019, with an electronic monitoring device. The purpose of this information is to allow the members of the public to protect themselves and their children from sex offenders. The law requires that we notify the public that it is illegal to use information obtained from this notification to commit a crime against a SVP or to engage in unlawful discrimination or harassment against a SVP. A person is authorized to use this information only to protect a person at risk. Anthony Francis Dacayana was convicted of rape by force or fear and rape with force and threat. Mr. Dacayana was found to be a SVP in a separate court proceeding and was released from Atascadero State Hospital on December 3, 2019. Mr. Dacayana has convictions in two separate rape incidents. In the past, his victims were female adults whom he befriended. In the first incident, Dacayana was convicted of rape by force or fear. In the second incident, he was convicted of rape with force and threat. He raped and robbed a blind 34-year‐old woman in her home, he gagged and tied her hands and unplugged the phone. Oxnard—The weather outside was cold and drizzly, but the tamales were hot as ever as the 12th Annual Oxnard Tamale Festival brought out great fun, long lines, and best of all, great food at Plaza Park. Vendors had the pots blazing and tamales cooking, while attendees purchased the great food that warmed up a cold and dreary day. A tamale is a traditional Mexican American food item made of masa or dough that is wrapped and steamed in a corn husk. Recreation Coordinator Julie Estrada said the festival attracted vendors from all over with plenty of different styles of tamales. "We have Cuban, Ecuadorian, and traditional Mexican tamales, what everyone is used to here," she said. "We're trying to kick off our holiday season." Estrada planned to stop her day and enjoy the tamales. "I usually am super busy and unable to, but I managed to cut some time out of my schedule, and I am going to try and hit up a few of the vendors," she said. Estrada loves spicy tamales. "I am not a big sweet tamale fan," she said. "My brother is, but not me. We have a few of our past winners here for the best tamale contest." One new attraction, she said, were members of senior services who planned to give the public tips on how to make great tamales. "They're going to tell us the best peppers to use, and other methods," she said. "We'll have something new over by the tamale judging booth at the end of Tamale Blvd." Lisa Horan likes both sweet and spicy tamales but said she doesn't want to breathe fire after trying one that's too hot. "The weather is better than last year, from what I understand," she said. "It was sunny last year, but very windy." She arrived early, at 5:30 a.m. and admitted to rocking the coffee.

"I watched the City Corps kids do an amazing job," she said. Athena Cervantes braved the cold weather to pick up the "delicious tamales" for her coworkers. "I want a sweet tamale with pineapple," she said. Michelle Gonzalez attended the event with her mother, Yolanda, but everyone was a little nervous about the hot tamales. "I'm going to take it home, but I don't know if I will have the courage to eat it," Yolanda said. "It's for mom, maybe, or maybe down the road, I will consider it." Xochitl Ortega from "Gourmet Tamales Me Gusta" said people in her tent cooked all night long to get ready for the festival. "It takes us a week to get ready for the festival," she said. "We have seven different kinds (of tamales), for the meat ones, we have beef and red sauce, chicken and red sauce, plus pork with red and green sauce. "For the non-meat, we have chili and cheese, sweet corn, sweet pineapple, and veggie." Ortega said the tamales are not too spicy, and they come with a side of salsa.
"Kids and adults can eat them," she said. "Everyone can enjoy them. We don't want anyone to run away to drink water." They are proud to be a former champion. "We've been doing this festival for 10 years and making tamales for 20 years," she said. "We put a lot of love into them." Tamales carry a special meaning at Christmas time. "It's a tradition for Christmas in most of the Latino American countries," she said. "They are elaborate to make, and people don't make them all year round. They only make them on special occasions, and Christmas is one of those. Back in the day, they only made them for special ceremonies." The group always plans on how they can top themselves each year. "We compete against ourselves," she said. "One week before the festival, we make tamales and have a tamale committee and decide which ones can compete." The weather didn't bother her. strategically positioned himself at the end of Tamale Blvd. so people would stop for dessert. "Everyone is going to go by, eat tamales, and say, you know what, I need something sweet now," he said. "The Bundt cakes are honestly one of the best Bundt cakes I've ever tried. They are moist and have an original cream cheese icing, made fresh every day in-house." He brought all the flavors, including white chocolate, red velvet, marble, pecan, lemon, chocolate, carrot, vanilla, and confetti. "I am biased; I love lemon”, Bergin said. He couldn't say which one is the most popular. "The red velvet is insane, and the chocolate chip sells a lot," he said. "The confetti one sells a lot, as well." One customer favorite was the pecan praline, which he said is made with a white base, plus a whole bunch of pecans. "We make Bundt cakes because of the play on the word Bundt," he said. "It's fun, easy to play with, and the Bundt cakes are moist, and it's a hard cake to get out as fast as you can."

solicitation. "We go through it, so we can encourage vendors to bid on projects in the future," she said. "We do want vendors to compete for solicitations." The 2018 ordinance the council approved outlined the signature authority for the council, which included $5,000 per vendor, per year for the city departments, without obtaining bids. "The buyer, purchasing agent, city attorney, public works director, city manager, or the mayor or the most senior member of the council," she said. "Anything over $200,000 goes to the council for approval." The signature authority covers public contract code 22032B, she said, and the city follows in line with the statute. "We're not abusing anything," she said. If the city has an immediate need, she said the mayor and city manager would co-sign on a contract or purchase order and then ratify the item with the council. "It was, for whatever reason, that we could not go out to bid, and we had to get something fixed rather quickly," she said. "We also have that in place." Since her arrival in 2017, Boerner said some processes were not standardized, so they standardized the Boiler Plates, including the solicitation and evaluation Boiler Plates.
"In addition to that, I wrote an evaluation guide for evaluators and subject matter experts to follow, so there was some kind of standard in place," she said. "You have that on your desk." Additionally, the purcha sing department started using cooperative agreements, which adds value to the city. The State of California uses cooperative agreements, she said, and they're beneficial. "They're advertised nationally," she said. "Normally, the evaluation members are different states, like the head of purchasing for each state department. They'll release a solicitation, and they'll be about seven states that get involved. They advertise nationally, and then they'll evaluate and award." The result is deep discounts, she said, along with government pricing, safeguards, and quality-based on the cooperatives. "They do the work, and all we have to do is utilize the contracts," she said. "It's a win-win for all government entities." The cooperative helps the city saves lots of money because they get discounted rates. Boerner came from Riverside County and went through an external audit, and one of the findings was that it did not track its sole sources. "I brought that tool with me
here to the city," she said. "As of Dec. 2017, we started tracking sole sources. I learned from the past that it's important that we track that information for transparency purposes." Additionally, she said the city does e-procurement for public purchases. "Every solicitation that runs through the purchasing department, and even public works, they use it as well, is posted on our website, public purchase, it's a third party, e-procurement website and is transparent," she said. "It advertises nationwide." The city uses NSS (Negotiated Sole Source) forms, and Oxnard had 95 sole sources in the half-year she tracked them after her arrival. "Sole sources are approved by the buyer, the purchasing manager, the city manager, or the mayor," Boerner said. "They are assigned a unique control number for each sole source, and we track those. This way, we're able to make sure that someone is not buying something and then waiting three days and then buying it again without going out to bid. We can track that and make sure there is competition or do a co-op or capturing it to make sure the spend is not excessive." The estimated total purchases in the fiscal year 2017-18 was a little over $52 million, she said, and sole sources sat at 3.9 percent.
"It's not bad," she said. "If you look at the fiscal year 20182019, there were 108 tracked sole sources for $7 million and some change, and our purchase order spend was just a little over $72 million. We're a little over 10 percent." In the fiscal year 2019-2020, so far, there are 44 tracked sole sources for slightly under $3 million and $42 million in purchase orders. Committee Member Bert Perello asked what percentage rate for single sources would be alarming, and Boerner said anything over 20 percent would be excessive. She is proud of her staff because of the procurement card process and said they wrote it as a team. "We have annual mandatory training of the procurement processes," she said. "We do annual mandatory refresh training, as well." If a city employee possesses a p-card, they have to go through the refresh training. "If you don't, I will suspend your card," she said. "We have online training now for the annual refresh training, which is great." Additionally, the purchasing department tightened its reconciliation process. "We have to pay our bank in a timely manner," she said. "Anyone who is a p-cardholder will tell you; I do this. If they don't turn their statement in
by the 10th of the month, their card gets suspended." She showed the committee a pie chart and said Oxnard spent over $60,000 yearly at Home Depot. The following year, she said the spend at Home Depot dropped to $45,000. "In the fiscal year 2019-2020, Home Depot is not at the top any longer," she said. "We were able to use a cooperative and get them on contract. There is little spent at Home Depot now." Flynn thanked her, and he said when she got started, she probably saw how many deficiencies the department had. "It appears that many of those have been corrected," he said. "That's reassuring." Perello asked why Amazon had $60,000 of purchases one year and dropped to zero the next year. "Amazon is massive," Boerner said. "Departments had set up their departmental accounts, and that's why you see it in two different places. Amazon is a co-op. There was a school district back east that went out to bid through a cooperative, and seven states participated. They awarded it to Amazon, and we piggybacked off that." Perello appreciates how she hides nothing. "If they don't return their information on the credit card, you suspend the card," he said.
"I want to compliment you. Mr. City Manager, that's a big deal. It shows the city is not fooling around." Flynn said no matter what policies are in place, they can always be sidestepped. "Somebody could still abuse the system," he said. "I am not talking about you and your staff. The District Attorney report had much to do with people in much higher positions engaged in that behavior." Thanks to Council Perello, Flynn said the city has a whistleblower process. Anything that happens, there is a mechanism to report the incident, and an independent auditor would look at the issue. City Treasurer Philip Molina rejected a Bank of America payable because all the invoices were not signed. "I think that shows how finance, the treasury, and purchasing were working together to make sure that these rules are enforced and maintained," he said. He is pleased about the whistleblower system, but he hopes it will become confidential. "I do understand that state and federal law establishes that, but as I mentioned earlier, there is a lot of repetition in our current ordinances that repeats federal and state language." NEWS Senior Holiday Luncheon & Boutique is a joyous celebration By Chris Frost chris@tricountysentry.com Port Hueneme-- The Orvene S. Carpenter Community Center was the place to be, Dec. 10, as the Senior Holiday Luncheon & Boutique was a rocking party that had everyone smiling from ear-to-ear. The event celebrates seniors in the community, who enjoyed a raucous raffle full of laughs, a super fun ugly Christmas Sweater Contest that the only male entrant won. There were plenty of live performances from Oxnard and Port Hueneme High School, topped off by a delicious lunch that everyone raved about and left full. The event, sponsored by the City of Port Hueneme, took on an uncanny sense of holiday fulfillment, as bright eyes, big smiles, and plenty of hugs accentuated the day. Sharon Kloeris from the Oceanview Pavilion hosted the event for the fourth year and was so happy that she couldn't contain herself. "I am absolutely elated," she said. "To bring all this happiness and pleasure to seniors in our community makes my heart full of love and enjoyment. I love doing this." Sharon owned the raffle and reached out to the community to get great prizes. "I secured all the raffle gifts and secured the entertainment from Hueneme High and Oxnard High." She also went out and got a sponsor to pay for the Oxnard Choir that graced the event with a fantastic performance. "J Wolf Catering catered this year and last year," she said. "They are phenomenal. What's nice about them is they give us turkey, ham and all the trimmings. They have the best pumpkin pie this side of the Mississippi." One of the special treats during the party was the "Candy Cane Girls" who all participate with "Sharon's

Sizzling Seniors" exercise class that meets at the same location each Monday, Wednesday, and Friday. "They decided to perform and added something to the enjoyment of the event," she said. "I'm the one who came up with the Ugly Christmas Sweater Contest. I thought it's always fun to do some new, to keep it alive and exciting." Robert Fitzgerald won the ugly sweater contest and was proud as a peacock. "My wife Lisa and I picked my sweater out together," she said. "I originally wanted the reindeer sweater, but they didn't have it in my size." Lisa is proud of her husband. "I am very proud," she said. "I'll make Robert a special dinner tonight." Laurie Jordan from the Candy Cane Girls loves to dance, and she thought it would be fun to put together a small troupe of women and perform at the Christmas luncheon. "I talked to a few people, and they said they would join me," she said. "We put this together, and here we are. It was a surprise." Debbie Gohlke noted that each performer had a candy cane necklace. "So we became the Candy Cane Girls," she said. "Laurie knows the routine, and she wanted to share this. It was her childhood dream that she learned as a young girl." Franz Schiffmann held the title

of Candy Cane Boy and said he planned a solo performance, but it is a surprise. "You'll have to see," he said. "We love our community, and this is a great way to celebrate." Oxnard High School Music Director Andre Spence led the Oxnard High School Voices, and the two groups met through Sharon's efforts. "She emailed us and was looking for performers," he said. "I let her know we had five groups, and she chose the Voices." Spence said the event is fantastic. "We love giving back to the community, and we love singing for the people who came before us," he said. He came up with the setlist before the show. "I buy the music, write the music, and do whatever I have to do to make them sound good," he said. "We were
nervous. Especially with our piano situation. We had to piece together one that worked." Jean Lansanjan was the only male member of The Voices and said there were two boys in the choir last year. "He was a senior and graduated," he said. "We didn't get any new freshmen. I ended up being the only one who wanted to stay." He loves getting school credit for singing, and he plans to keep singing in college. "I am going to go to community college," he said. "Then, I am going to go into the military." Port Hueneme Police Chief Andrew Salinas sang El Rey for the crowd and jokingly said he would confiscate all the phones after he finished. "It was a song we did for our lawenforcement lip-sync video a year ago," he said. "It got 100,000 views online."
They did the video to promote community engagement. "Here we are 18 months later, and they convinced me to sing part of it," he said. "That was my first live performance, let alone in front of 250 people." He loves the luncheon and said it's one of the most popular events in Port Hueneme. "We sold this out in a matter of days," he said. "We can't do enough for our senior citizens. It's great to see here celebrating the holidays." Community Services and Recreation Program Manager Anna Hanely was all smiles throughout the event. "This is the highlight of our year," she said. "This is the 27th time we've had this event, but I became involved with this through Sharon, and this is the next level." Sandy Engstrand decided to get up and dance. "It was all the kids," she said. "The band leader was asking, and I'm a bit gregarious." Robal O'Larte took time out from reading to her special needs kids to come and celebrate the holidays. "We just moved to Port Hueneme last year, and we found this to be a lot of fun," she said. "It's fun to see all our council members serving the elderly. People are walking through the door and smiling. I love it. The dinner is good. For those people who have difficulty walking, the volunteers come and serve them at the table." Port Hueneme Police Commander Robert Albertson made sure that everyone had plenty of mashed potatoes. "It's fun," he said. "I've been here for five years in a row and love helping everyone out." Oxnard City Councilwoman Gabriela Basua works for the City of Port Hueneme, and she came to be a volunteer. "We're going to be serving coffee, pie, whatever they need," she said. "Sharon's great and does a great event. Anna Hanley at the community center does a great job too."
Council has few reservations about the retail cannabis ordinance By Chris Frost chris@tricountysentry.com Oxnard-Oxnard—The conversation about the new ordinance that allows retail cannabis in Oxnard continues with public comments from Lonny Jarvis, who said that he saw the remarks from Gold Coast Church previously and wanted to reach out, as the head of Safe Port Cannabis in Port Hueneme. On first reading, Dec. 3, the Oxnard City Council amended the Oxnard City Code to create Regulations for Cannabis Retail Dispensaries. "Several meetings occurred, and we talked to them about what their concerns were, and we wanted to reaffirm to them about our commitment to having a safe dispensary and community and being good neighbors," he said. "We were going to have Pastor Lewis Deluca; he was the pastor who was here two weeks ago, but he could not make it tonight. He did want to speak, and I
feel they are reassured, but they do have some concerns." Nancy Lindholm from the Oxnard Chamber of Commerce said the chamber's leadership supports the staff 's recommendations. "We appreciate the 600-foot buffer and the sensitive uses, as defined," she said. "Also, the preservation of affordable housing sites is important. We appreciate the staff 's research on best practices and the city's go-slow approach they've taken through this entire process." Pat Brown asked that the council not permit cannabis sales in the Five Points intersection through the Third Street bridge. "I would prefer that it was not on Oxnard Boulevard," she said. "People will be walking in the intersections feeling good, and they will not be paying attention to the traffic." During council comments, Bryan MacDonald said he likes the city's approach with a special-use permit, and a general ordinance would not
work. "One size doesn't fit all," he said. "The nice thing about a special-use permit is we can tailor it to each applicant and their need for their specific site and make it work well." He is nervous about adding sensitive uses to the ordinance, and the state's sensitive uses are permissible. "There have been cities that have enacted ordinances that prohibit people from living in certain areas that are sensitive uses," he said. "When you draw it out on a map, there was nowhere the person could live. They are essentially telling someone through zoning ordinances that you don't qualify to live here. You have to live somewhere else." Councilman Oscar Madrigal said this ordinance started in Dec. 2016 and took a long time. "The sensitive use says public, private or charter schools, daycare centers, youth centers or public parks," he said. "At the end of this presentation, it comes down to the
effect this has on our community and the economics of this endeavor. Economically speaking, he said the city is playing a huge game of Monopoly. "Realistically speaking, it is going to be difficult for those two locallyowned businesses to come to fruition because the land is not going to be there," he said. "Prices are going to skyrocket for a property because it is a seller's market." Council Member Vianey Lopez thanked the staff for their work and going the extra mile to visit retail locations in Port Hueneme so they can learn about their operations. "I am glad to see this moving forward," she said. Lopez asked how many permits will be made available, and could there be more issued if there are good and viable businesses to add. Planning and Sustainability Manager Kathleen Mallory said there will be a phased rollout and will allow up to 16 dispensaries in the next 3-5
years. The city plans to start with eight. "We may make adjustments in how we work the ordinance depending on how it works in the community," Mallory said. Mayor Pro Tem Carmen Ramirez doesn't want to fiddle with the ordinance. "I respect the staff's work," she said. "Consider that we're going to pass something. This is something that we're going to see how it works out.": Councilwoman Gabriela Basua reaffirmed the 1 percent community benefit, and she wanted to know if the city council would have a say in where it goes. "Those would be program guidelines," Mallory said. "Those pieces will be brought to this group and will be made by the city council." Councilman Bert Perello asked Mallory what the radius of notification would be if the city wants to place a retail cannabis location in a neighborhood? Perello said he supports the ordinance. "We should go the whole enchilada, but I do think we can do better than 600 feet," he said. OPED The difference between a fool and being full Dr. James L. Snyder One thing truly amazes is how fast Thanksgiving goes. Here I am in the living room relaxing in my easy chair just one day after Thanksgiving. My ears are still ringing with all the chatter that went on around our Thanksgiving dinner table. It is so beautiful to get together with family to celebrate. As I was sitting in my chair, I noticed I was feeling rather stuffed. The Gracious Mistress of the Parsonage is an expert at stuffing turkeys. I am the turkey she stuffs the best. She never takes credit for it because all through the dinner, she asks me, "Don't you think you've had enough?" She has yet to understand that, especially at a Thanksgiving table, I don't "think." I am not there to think but to stuff myself with all of the deliciousness on the table. The week before Thanksgiving, I had a doctor’s appointment. I discussed an issue with my nurse, which was, “Is a pumpkin a vegetable?” We had a very lively discussion. She brought in another nurse, which made the debate even more energetic. In the end, we all came to the same conclusion; a pumpkin is a vegetable. If anybody should know this, it would be a nurse. So, on Thanksgiving, I had my prized vegetable, pumpkin pie, and stuffed myself with it. If this is what vegetables are like, I could eat vegetables all my life, along with carrot cake for dessert. The only problem, the Gracious Mistress of the Parsonage, does not agree with this. She has an entirely different point of view. As far as she is concerned, pumpkin is not a vegetable and especially pumpkin pie. I groaned a little bit and rubbed my stomach. Then she said, "Don't you think it's rather foolish to stuff yourself so much on Thanksgiving?" Thinking about this, I began to wonder if being full and being a fool is similar? So, not in such a thinking mode as I should be, I asked my wife. “What is the difference in being full and being a fool?” “Well,” she said rather thoughtfully,

“A fool does not know when he crosses the line to becoming full.” I had to think about that for a little while. Therefore, if I do not think I am full, then I am a fool and keep on eating. For the life of me, I cannot figure out how that can be a foolish thing to do. I asked my wife. “How can being full make you a fool?” “Just go and look in the mirror,” she replied. Being in such a full state that I was in, I did not have the energy to go to the bathroom and look in the mirror. From the kitchen area, I heard my wife say, "A fool never knows when to quit eating." I guess I've been a fool for most of my lifetime. My motto, especially around the Thanksgiving table, is, "Just one more piece." At the time, I did not realize that "one more piece" makes me cross the
line into being a very foolish person. Maybe that is just what life is all about. You don’t know that you’ve had enough until after you have eaten “one more piece.” My problem is, when do I stop? Is it that foolish to become full at a Thanksgiving dinner? After all, what is Thanksgiving dinner for if I do not leave the table full? I came by this legitimately. It goes back to my maternal grandmother. We would all gather at grandma's place for Thanksgiving dinner, and boy could she stir up a Thanksgiving dinner. She had on the table everything you could ever imagine eating for Thanksgiving. Some things on the table I did not recognize, but, being at grandma's table at Thanksgiving time, I ate it. After we were at the table for a while, people started to leave. Grandma always would say, "Please,
just one more bite before you go. There's plenty left." Of course, being at grandma's Thanksgiving table, she made the rules, and we abided by them out of deep respect. None of us had to be overly convinced to stay for just one more bite. We all left being as full as we possibly could be under her instructions. I do not think being full is the same as being a fool. In my calculations, not stuffing yourself at grandma’s Thanksgiving table would make you a fool. Who wants to be that kind of a fool? Remember, grandmas are never wrong! A real fool would be someone leaving grandma's Thanksgiving dinner without being full. Believe me, I am not that kind of fool. Between Thanksgiving and New Year's Day, it is my purpose to eat as much as I can to become as full as I
can be. After all, on New Year's Day, I am going to make a resolution not to eat so much at each meal. That is then, but now I indulge myself to such an extent that I am genuinely full. As I thought of this, I remembered what Solomon said. "He that walketh with wise men shall be wise: but a companion of fools shall be destroyed” (Proverbs 13:20). A wise man will walk to the table of the Lord and stuff himself with God’s goodness until he is full and overflowing. That sure is not being foolish. Dr. James L. OPED Books every American child needs to read By Marian Wright Edelman What’s on your shopping list for the children you love this very special season? I encourage parents, grandparents, aunts, uncles, and adults everywhere to give children the gift of books. The right book can spark a lifelong love of reading and open up a whole new world for a child or teenager that will last far longer than a toy. The Children’s Defense Fund (CDF) has a special list to share of books every Black child and, in fact, every child should read. We want to share wonderful books about all the children who make up our beautiful rainbow human species and hear from you about books that transformed your life as a child. The CDF Freedom Schools® program is built around a superb collection of diverse books that reflect a wide variety of cultures and experiences. For some children the Freedom Schools curriculum is the first time they’ve seen books with characters who look like them. For others the storylines draw them in, teach them about moments in history they may not have studied in school, and make them fall in love with reading in ways they’ve never experienced. Children of color and children born with a rich diversity of special characteristics and needs must be able to see themselves in the books they read and be exposed to a wide range of books reflective of the nation and world we all share. The reflection of the Black experience through books on the list below represents just one of many paths towards ensuring all children read books reflecting the full rainbow of our children’s faces, cultures, and needs, including the history that still shapes the present. To truly understand American politics, you need a translator By Bill Wilson To truly understand American politics, you need a translator. Recently we were given a rare inside glance at the true meaning of politics in America, not the sugar-coated day-dreams of the establishment old-guard or the spitting rage and indignation of the professional Left. Instead we got to see exactly how the whole thing works. It is not pretty but none of it should be a surprise. The facts are simple. After years of propaganda, threats and outright attempts at legal bribery from the federal government, the then Republican controlled General Assembly in Virginia enacted a massive expansion of the government socialist healthcare program known as Medicaid. More than 400,000 more people were to be included in a program that is literally breaking the backs of taxpayers at the national and state levels. The Medicaid expansion had been a key element of Obamacare, that reckless exercise in Sovietstyle central planning that has been an underlying factor in politics for a decade. The Republicans caved when offered a “deal” from Democrat Governor Ralph Northam. If the Republicans would just expand Medicaid by 400,000 people – eventually costing Virginia taxpayers billions of dollars – the Governor would ask the federal government for a waiver to require some portion of the new people to find or seek work.
Known as the work requirement, the Left and their lackeys in the media and the Democrat Party howl with pain anytime the issue of
asking someone who the taxpayers support to contribute anything. And they did again. But many more seasoned political observers
warned it was a ruse, the second they had the opportunity to break the deal and simply ignore the work requirement they would. And predictably, these observers were labeled every name under the sun. Don’t you know that “compromise” is the essence of our government? Why do you refuse to trust the Democrat regime, accept their word that a deal is a deal? “Obstructionists” screamed the corporate media propagandists. In the end, a handful of socalled “Republicans” voted with the Democrats to accept the

Governor Northam announced that Virginia would “take a pause” in efforts to require the work rule. And, on cue, the few Republicans who accept this nonsense expressed their “disappointment.” The pathetic little play had moved into the final act. Government expands, taxpayers get reamed, Republicans shake their heads and
pledge to “get them next time,” and the Democrats reap the benefits of the growing dependent class. Were this the only time we had seen this obscene theater we should shrug our shoulders and look to return to the fight to restore liberty in America. But it isn’t. This is but the most recent of a continual string of such defeats the stretch back many decades for the Virginia GOP. The quislings there still sit like vultures in a tree waiting for the next chance to swoop down and grab defeat from the jaws of victory. But recriminations aside, there is one big lesson here, a lesson that anyone concerned about the direction of our country must take to heart and practice every day. The lesson is simple translation: There is no dealing with the Left. Their word is no good. You cannot make a deal with someone who thinks lying and stealing are mere tactics, which the Marxists actually brag about. Ayn Rand captured the essence of this situation when she wrote, “Whenever evil wins, it is only by default: by the moral failure of those who evade the fact that there can be no compromise on basic principles.” Hopefully Governor Northam’s recent exercise in backstabbing will drive this message home. spectators received great information about products and services, but took a back seat when the parade started. Pablo Ortiz called the parade and was happy to be part of the day after flying down from Oregon. "I lived here for over 25 years, and we came here last night for the Christmas Tree lighting ceremony and to call the parade today," he said. "I am so delighted to do this again. I've been honored with this opportunity for many years. It's a pleasure to see all the people, and I love Oxnard." Debbie Avila was decked out in her holiday hat with her husband and was sorry she
didn't get the chance to march in the parade. "I am the senior regent at the Oxnard Moose Lodge, but we still have to be here," she said. "You've got to represent." She loves waiting for Santa to make his appearance at the parade. The weather didn't bother her at all. "I am a little bit behind on buying my presents," she said. "We have so much work at the Moose Lodge helping out the children, but we'll get it done." She wants all the homeless people to be warm this Chrismas. "We (the Moose lodge) feed the needy once a month," she said. "We come out to make over 200 bags for homeless shelters.
Then we donate to them." Robert Avila got a rocking chair for Christmas and said that's all his wants. "I want tamales for Christmas dinner," he said. "My record for eating tamales is 10." After the parade, he said they plan to go back to the Moose Lodge. "We're going to clean out the storage and get ready for our New Year's Party; we're having," he said. "We're serving prime rib dinner. The Moose Lodge is at 561 Oxnard Boulevard." Cathy Willott volunteers for the Bernie Sanders for president campaign and handed out flyers and information about the candidate to the crowd.

the parade. "She is with the gymnastics," she said. "I got all my presents bought last night. I like to give my kids and grandkids presents. I don't want any presents." She wants the Dallas Cowboys to win the Super Bowl, but she admitted that might be a tall order. "It's a bad order," she said. "When you're number one in the division, and you're 6-7, it's tough." Freddie Campos came to see his niece compete in the parade. He doesn't have an extensive Christmas list. "I want money," he said. Lupita and Marisol Hernandez enjoyed waving to Santa in the parade.
"I want a toy for Christmas," Lupita said. "I want an Elsa head." Marisol wanted a trip to Europe, but she's not picky about where she goes. Steven AuClair from the Greater Oxnard Organization of Democrats (GOOD) loves seeing all the different groups come together for the Christmas parade. "This is a great event," he said. "Even though this is old fashioned, this is a great community event in Oxnard." He said he's been good all year. "Hopefully, we'll win some elections because of that," he said. "I want people to show up, get engaged, and volunteer."

I care more about the food and family time." Deputy City Manager Shiri Klima said she's not looking for gifts either. "I want it to be one good, fun season," she said. "This is a fun time of year. I want dog bones for my dog." Robert O'Reilly wants peace on earth for Christmas. "I also want a new president," he said. "The number one thing I want is to have Carmen Ramirez win the race for County Supervisor in District Five." Michael AuClair wants people to wake up. "We are under the same sun and sky," he said. "I want people to get out and vote. Get involved, even if you don't agree with all things." He doesn't want an Xbox. "I don't play games," he laughed. Mayor Pro Tem Carmen Ramirez said the rain makes her hair curly. "I have my Christmas list made out," she said. "It's always in my head. I want my husband to take care of himself and eat healthier. HEALTH Cedars study identifies possible cause of Type 2 diabetes LOS ANGELES (CNS)—A liver condition long associated with Type 2 diabetes might actually cause the disease, and testing for it could provide an early warning for at-risk individuals, according to a Cedars-Sinai study. Type 2 diabetes is the most common form of diabetes, a condition that affects more than 30 million Americans. In Type 2 diabetes, chronic high blood sugar levels can lead to serious health problems, such as heart disease, stroke, vision loss and kidney disease. Although it is sometimes called adult-onset diabetes, the disease increasingly strikes children as well, and it disproportionately affects African Americans. The hormone insulin regulates blood sugar and enables cells to use it. Patients with Type 2 diabetes either cannot make use of insulin, or cannot produce enough of it. Despite decades of research, the disease's underlying causes remain unclear. The authors of the recent study, in the journal Diabetes, propose that a primary driver of Type 2 diabetes may be a condition known as reduced hepatic insulin clearance, in which the liver fails to eliminate excess insulin from the body. “Understanding the liver's role has wide potential to improve both diagnosis and treatment of Type 2 diabetes, especially for African Americans," said Richard Bergman, PhD, director of the Sports Spectacular Diabetes and Obesity Wellness and Research Center at Cedars-Sinai. corresponding author. Previous research by Bergman's team has shown that African Americans tend to have more trouble with hepatic insulin clearance. The scientific community has long regarded reduced hepatic insulin clearance to be a result of diabetes. But an analysis of recent and historic data from multiple studies suggests that the condition may be a primary driver of Type 2 diabetes, according
to Bergman, professor of Biomedical Sciences and Medicine and the Alfred Jay Firestein Chair in Diabetes Research. The liver plays an important role in regulating many systems in the human body. When a liver cannot adequately process and clear out excess insulin, the hormone floods the bloodstream and throws the body's chemistry out of balance. Bergman and his team propose that
this chain of events triggers Type 2 diabetes in patients who already have been made vulnerable by multiple genetic and lifestyle factors. The investigators cautioned that their hypothesis has not been proven. “We realize that the data presented are primarily associative and therefore do not prove causality," said Marilyn Ader, PhD, associate director of the diabetes and obesity center and associate professor of
Biomedical Sciences at Cedars-Sinai. She was co-investigator for the study. Bergman said he and colleagues plan to pursue further studies to help clarify whether reduced hepatic insulin degradation can lead to Type 2 diabetes, at least in some at-risk groups. “It seems clear that the roles of insulin clearance and the underlying mechanisms and genetics deserve increased attention," he said.
Flu cctivity widespread in California, more than a dozen have died SACRAMENTO—With flu reaching levels typically seen later in the season, including widespread influenza activity throughout California, the California Department of Public Health (CDPH) is reminding people …now is the time to get a flu shot. Since September 29, 2019, when the flu season started, there have been 16 influenza-coded deaths identified on death certificates. In addition, two influenza-associated deaths in children under the age of 18 have been reported to CDPH. Measures of influenza activity monitored by CDPH are showing flu season has started earlier in California than in recent years. Getting vaccinated is the best defense against the flu. It takes a couple of weeks after vaccination for the body to build immunity, so don’t delay getting a shot. “Flu activity is starting earlier than usual in California this season,” said Dr. Sonia Angell, State Public Health Officer and CDPH Director. “The flu shot protects you and those around you by making it less likely you’ll get sick if you’re exposed to the virus, and if you do get ill, you’ll tend to have fewer days of symptoms and they’ll be less severe.” Besides getting immunized, you can also take some other simple steps: • Stay away from people who are sick and stay home when you or your child are sick • Cover coughs or sneezes with your sleeve or disposable tissue. • Wash hands frequently and thoroughly with soap and warm water, or use an alcohol-based hand sanitizer. • Avoid touching your eyes, nose and mouth. CDPH recommends the
annual flu vaccination for everyone six months of age and older. While anyone can get the flu, pregnant women, adults 65 years of age and older, and people with chronic conditions such as heart disease, lung disease, diabetes and asthma are particularly at risk for flu-related complications. Children five years old and younger, especially those under two, and all children with longterm health conditions such as asthma, diabetes, and disorders of the brain or nervous system are at risk of serious complications if they get the flu. It is important that parents speak with their doctor as soon as possible if their child develops flu symptoms, particularly children with a higher risk for flu complications. Parents of any child with flu symptoms should make sure their child is wellhydrated and gets plenty of rest. “The flu isn’t merely a winter cold: it is a serious, and very contagious virus that can be deadly. The flu is p re v e nt a b l e ,
but a vaccination is needed every year to maintain the greatest protection,” said Dr. Angell. Across the U.S. and in California, we currently have an outbreak of acute lung disease associated with vaping. The early symptoms can be similar to those associated with influenza or other respiratory conditions. New details emerge on drug that may slow Alzheimer's decline By Marilynn Marchione SAN DIEGO (AP)—A company that claims to have the first drug to slow mental decline from Alzheimer's disease made its case to scientists Thursday, disclosing more results that may help explain why one study of the experimental medicine succeeded and another failed. Excitement and skepticism have surrounded aducanumab since its developers stopped studies earlier this year because it didn't seem to be working, then did a stunning about-face in October and said new results suggest it was effective, at a high dose. Thursday's presentation at an Alzheimer's conference in San Diego convinced some experts that it deserves serious consideration, but important questions remain, and it's not clear whether the drug can or should win U.S. Food and Drug Administration approval. Changes during the study and unusual analyses make the results hard to interpret, and the true size of the risks and benefits is unclear. “I don't see how you can conclude anything other than that another trial needs to be done,” said the Mayo Clinic's Dr. David Knopman. He is on an FDA panel
likely to review the drug but won't participate because he was involved in one of the studies. Laurie Ryan, a dementia scientist at the National Institute on Aging, agreed. The FDA ultimately will decide the drug's fate, but “we need more evidence” than what these studies provide, she said. Some doctors who consult for the drug's developers disagreed. Dr. Paul Aisen, a dementia specialist at the University of Southern California, said the results overall were “consistent and positive” for benefit at a high dose. “It represents a major advance for the field,” he said. Aducanumab aims to help the body clear harmful plaques, or protein clumps, from the brain. Cambridge, Massachusetts-based Biogen is developing it with a Japanese company, Eisai Co. Ltd. The stakes are high for approval or denial. More than 5 million people in the United States and millions more worldwide have Alzheimer's. Current drugs only temporarily ease symptoms and do not slow the loss of memory and thinking skills. But approving a drug that isn't truly effective could expose patients to financial and medical risks and give other drugmakers less incentive to develop better treatments.

Belafonte Recalls Horne's Activism as Solange Is Honored By Nekesa Mumbi Moody NEW YORK (AP)—Lena Horne was a fierce advocate for civil rights in her later years, but that part of her legacy is often pushed behind her glamorous image. Her good friend Harry Belafonte hopes that a new award in her honor will push that aspect of her life front and center. “She had a huge burden. She was Black, she was hugely popular, and she had to continually safeguard that environment of hers, the celebrity,” he said in a recent interview with The Associated Press. “Her outspokenness didn't come until later in life.” He added: “That last sparkle of life was the place where she felt most nourished. She found her voice, socially and politically, beyond the enormous notoriety she had as the most beautiful Black women in the universe, and one of the great singers.” The newly created Lena Horne Prize for Artists Creating Social Impact was announced last month. It was revealed Friday that Solange Knowles would be the first recipient of the prize to be awarded Feb. 28 in a ceremony at New York's Town Hall. Besides the honor, the singer and artist will receive $100,000, which she plans to donate to the Project Row Houses in Houston, an art nonprofit dedicated to uplifting and engaging the Black community through the exploration of its art, culture and history. In a statement, Knowles said she was beyond humbled” to receive the award and noted that at 12, she played Glinda the Good Witch in “The Wiz,” the very role Horne played in the 1978 film. “It was then that I learned about Lena's dedicated activism and fearless integrity as a woman and groundbreaking artist,” she said. “I am honored to be receiving an award that bears her name and continue her legacy of using the arts to inspire reflection and evoke change.” Horne, who died at 92 in 2010, was a

However, she still flourished through the decades and won a Tony among other accolades. Belafonte and Horne were close friends who also performed and recorded together. They also banded together due to the racism they endured. Belafonte recalled the difficulty they faced despite their immense fame in New York City, where some of the most exclusive buildings would not allow either one of them to live in the 1950s. Belafonte ended up shielding his identity and buying one of those buildings and gave Horne the penthouse. “I was very glad that I found the resources to do it,” he said. “I began to load it up with people who were quite prominent. ... like Sidney Poitier, like Lena Horne, like Danny Glover, who came much later.” Belafonte, well known for his civil rights activism throughout the years, says Horne became more politically involved the closer she got to like-minded entertainers like himself and Paul Robeson, and would become a big booster of civil rights organizations, particularly during the movement. “She was a huge contributor because she found the best way to use her strength and notoriety, (which) was to make sure she did things that stimulated attention and positive response,” he said. Belafonte wishes more entertainers of today would follow in her footsteps and decries those who are afraid to use their celebrity for activism. “That desire not to offend is all about money and it's all about popularity as an end in itself. What's the point in being popular if you can't popularize things that are worth knowing about?” he said. “There are a lot of great Black people all over the places. My deep regret is that political power has been somewhat blurred by people turning that power into a misuse of popularity.”
Gabrielle Union, NBC Meet Over 'America's Got Talent' Firing By Andrew Dalton LOS ANGELES (AP)— Gabrielle Union and NBC both said Wednesday that they have had a “productive” first conversation on her firing from “America's Got Talent” and her allegations that she was removed over her complaints about racism and other troubling onset behavior. “We had a lengthy 5-hour, and what I thought to be, productive meeting yesterday,” Union said on Twitter. “I was able to, again, express my unfiltered truth. I led with transparency and my desire and hope for real change.” NBC said in a statement that the “initial conversation was candid and productive. While there will be a further investigation to get a deeper understanding of the facts, we are working with Gabrielle to come to a positive resolution.” Union's attorney Bryan Freedman said Tuesday's meeting, which included representatives from Fremantle, the show's production company, was a good start. “We're waiting to see the next steps on whether NBC is going to make sure that there are real changes made to protect both the contestants and the talent,” Freedman said.
Union, an actress best known for her roles in films including “Bring It On” and “Bad Boys II,” was a judge
on the talent showcase but she and fellow judge Julianne Hough were not asked to return after their first
season. Variety subsequently reported that Union, who is Black, believed she was fired because she had asked NBC and the show's producers to address an environment that tolerated racist jokes and remarks, including what she said were multiple notes from producers saying she was wearing her hair “too Black” for the “America's Got Talent” audience. Union had also complained of other behavior, such as judgeproducer Simon Cowell's smoking on the indoor set, Variety reported. The Screen Actors GuildAmerican Federation of Television and Radio Artists, of which Union is a member, said Monday that it was also working with her to investigate her complaints. Without directly referring to NBC or the two companies that produce the show, Fremantle and Syco, Union has tweeted about her situation several times, acknowledging the support she's gotten and retweeting instructions on how to give a proper apology. Other prominent names on social media, including Union's husband, former NBA player Dwyane Wade, have called for answers on why she was fired.
