Oxnard-- It was a morning of fun, exercise, and teamwork at the Oxnard PAL (Police Athletic League) Feb. 8, as Colonia defeated St. Anthony's in youth basketball 10-5.

N reality, both teams walked away as winners because they had the opportunity to get out, play some basketball, learn some teamwork, and build some great friendships. Volunteer coaches prowled the sidelines, offered some valuable direction, praised the excellent play, and consoled the children who struggled. Included in the event was a standing room only crowd of parents cheering on their sons and daughters. The parents live by the credo that engaged families mean happy and successful children. Recreation Leader III Vivian Sandoval staffed the scorers' table and said the games and practices happen during the week and on
Saturday and is a lot of fun. "Especially watching the little kids," she said. "There are boys and girls. I like watching the excitement on their faces. They get to learn sportsmanship." The kids learn about the fundamentals of basketball, and she does, as well. "All the parents get involved," Sandoval said. "We have volunteer coaches, and all the parents get involved 100 percent. It's great to watch them come out and support the kids." Amanda Fagan brought her son Johnny and said the kids are having a great time and learning how to play basketball. "It's a school team, so they encourage each other through their class," she said. "They like to run around and use up their energy, and they never get tired at this age. This is their first season, so they've been playing for a few months. It's a short season." Eric Gonzales said his son Eric Emiliano loves playing.

fight back against the CRC By Chris Frost chris@tricountysentry.com Oxnard-- It was a mobilized effort by the Greater Oxnard Organization of Democrats (GOOD Club), Feb. 9, as the team took to the streets and spread the word about their candidates. According to the club, the California Resources Corporation (CRC) has formed
a PAC (Political Action Committee) and contributed $825,000 to a committee to stop Carmen Ramirez and Kim Marra Stephenson, from winning their Ventura County Supervisors races in districts 3 and 5. Additionally, there are push polls taking place that offer information about Ramirez, and Stephenson asked in a survey form that both candidates vehemently deny. n Democrats, see page 6
City holds first navigation center community town hall By Chris Frost chris@tricountysentry.com Oxnard-- The City of Oxnard hosted its first community outreach meeting for the new proposed Oxnard Navigation Center at the Oxnard Public Library, Feb. 11, as attendees heard about the new proposed location at 241 West Second Street. The previous location at Saviers Road in the Five Points neighborhood brought a huge negative outcry from residents. The city terminated that deal and decided to move towards a more complete location that would offer more services. The site is the former location of the Oxnard Code Enforcement
Building and has not been occupied for about 10 years. The current plan is to take that building down, which is a city-owned building, acquire another location on the site and build a full-service larger site. The property will be six stories tall and have 14,500 feet of navigation services and shelter space. The current site has 10,000 square feet of navigation and shelter space. The site will include 12,500 feet for office and support services for navigation, counseling, mental health, and substance abuse services. The new shelter will include 12,500 square feet of recuperativecare beds; on top of the 110 beds, they will reproduce from the K Street

location. A recuperative care bed is a place someone can go to recover from a hospital stay. On top of that, the new center will include 54 permanent
supportive housing units. This new center will allow a person to go from the street to a home. The proposed Navigation Center will take the place of the current
site at Second and K Street, which is outdated, has no shower or laundry facility indoors and relies on trailers next to the former Armory location. This location has 110 beds, navigation services, a meal program, and pet accommodations. Mercy House operates the site under contract with the City of Oxnard. The current site must move because it intrudes on the Oxnard Airport runway protection zone. A center where there is an assembly of people is not permitted. Since the airport is under county authority, the center can lose its county funding if it chooses to remain at the current location. Without county funding, the center n Navigation, see page 2

can't exist. City of Oxnard Housing Director Emilio Ramirez hosted the outreach meeting and thanked the attendees for helping the city build the best navigation center it can. Ramirez started his presentation by explaining why they call it a navigation center instead of a homeless shelter. A navigation center has the intent of providing a level of stability for a person and navigating the person through a myriad of processes that accomplishes that stability. A homeless shelter provides a place to sleep overnight. "A place to sleep is offered, but that is not the intent of it," he said. "The intent of it is to navigate through a system that will accomplish stability. Whether it is housing, we call that housing navigation, or employment, and we call that employment navigation." At the current and new navigation center, once it is built, there will be services offered at the navigation center. "There will be counselors at the place, and they literally meet with the client," he said. "They'll go over the needs of the client. It's not based on what I think they need. It's based on what they need. Then they help them navigate through whatever the process is going to be to accomplish that. It may be rental assistance or Section 8 vouchers. I run the housing authority, and I can admit to you that it's a bureaucracy they have to go through." For the city to receive funding to operate a navigation center, Ramirez said if they don't offer navigation services, they won't fund it. "We need to offer a complete service and program, versus simply a place to stay," he said. Ramirez showed the attendees a draft of the new location and can change based on feedback from residents. Ramirez said the impacted area would not have any impact in the area, and in this case, will improve issues people may experience. Council declares February as Black History Month By Chris Frost chris@tricountysentry.com Oxnard--The Oxnard City Council took a few minutes out of its Feb. 4, agenda to celebrate Black History Month in the city.

AYOR Tim Flynn called up representatives of the Ventura County Martin Luther King Jr. Committee, along with others, to accept the award, and he praised the
group. He told the council attendees about their effort and hard work and reminded the crowd they are volunteers and give up their time to make events like the Martin Luther King Jr. Day events in Oxnard so successful. Chairwoman Larita Montgomery said it's wonderful to be in the council chambers and accept the proclamation. "We, the Martin Luther King Committee of Ventura County just had a wonderful celebration, and we
thank the city for all your support, as well," she said. Flynn read the recipients’ names, and each one received a warm ovation. "Black History Month gives Americans an opportunity to learn more about the contributions of African-Americans to our community, and our nation," he read from the proclamation. "We celebrate African-Americans for their cultural, political-economic, and historical contributions to our country. African-Americans have persevered, despite facing daunting
challenges and indignities as a result of widespread racial prejudice and institutional discrimination. AfricanAmericans are recognized for their courage, tenacity, and contributions to our country as skilled workers, esteemed professionals, lawyers, pilots, inventors, educators, public officials, orators, publishers, physicians, athletes, small business owners, bankers, librarians, and much more, to help create the status and wealth of the United States." The crowd gave the group a rousing ovation.
INCO hosts Measure B discussion Oxnard-- The INCO (Inter Neighborhood Council) welcomed Oxnard City Manager Alex Nguyen to its meeting Feb. 5, as the group hosted a candidate forum, followed by a presentation on Measure B, the Oxnard Accountability and Ethics Act which is on the upcoming ballot. Before the meeting, Moving Oxnard Forward Leaders Aaron Starr and Alicia Percell had pamphlets outlining their issues with Measure B. The duo got approval for their ballot initiatives, and they are currently in litigation with the city over them, with the exception of permit simplicity, which implements a program that will enable the city to issue permits in a single day, making it easier for business owners to bring higher-paying jobs to Oxnard and for homeowners to improve their homes. Similar programs have been successful in other cities. The term limits initiative was adopted by the council but can be negated if Measure B passes. Measure B, passed by the Oxnard City Council on Oct. 15, prohibits elected officials and planning commissioners from accepting gifts from lobbyists or city contractors and imposes, for the first time in Oxnard, contribution limits to the
Mayor, City Council and other candidates running for an elected office. It provides transparency by posting all high-value City contracts and monthly financial reports on the city's website for public review. It establishes a three-term limit for the City Council and Mayor and changes the Mayor's term from two to four years, to be consistent with the City Council. City Manager outlined Measure B and gave the crowd some insight from the city manager's perspective about why it is essential. After he applied for the city manager's position 18 months ago, Nguyen started to research the city, like any other candidate, and said lots of information was available, which was good news, but much of it was bad. He brought a compilation of investigations and audit findings to the forum, and those started in 2010 and went on for five years. He pointed out that the problems did not materialize during the assessments and investigations; the issues had been going on for years. They were legacy and organizational problems, he said, along with ethical leadership and management problems. "Part of the process the city has been undergoing since then has been struggling year-after-

year to make improvements," he said. "This represents one more step towards fixing these legacy problems." Prohibit elected officials from accepting gifts from lobbyists and contractors Nguyen said this part of Measure B makes it clear what Oxnard's ethical standards are if someone wants to do business in the city. "It prevents the situation where anyone is beholden to someone else because they gave them gifts or big donations," he said. "It specifically prevents people from seeking contracts or gaining favors through gifts."
He cited some examples from the District Attorney's Office and said close relationships existed between several city officials and private individuals conducting multimillion-dollar transactions with the city. "There were several instances of international travel by officials aboard one company's private aircraft," he said. "Companies affiliated with the private individuals made significant profits from transactions with the city." To be fair, he said there was no evidence the officials had any direct financial interest in the questioned transaction. "The evidence does not establish criminal conflicts of interest related to the multi-million-dollar transactions examined," he said. "What that means is although there were these relationships, there was no individual direct personal financial gain. It became obvious through this investigation that accepting gifts from companies doing business with the city was fairly common among city officials." Included in the list of gifts meant golf, fancy meals, private flights to Cabo, Napa, and more fancy meals. "There were Los Angeles Lakers games, including a limo drive," Nguyen said. "More meals, more golf, Dodgers games, Broadway shows, and another Dodgers game. n Measure B, see page 11

TEPHENSON has taken to the streets and is listening to the voters. The one thing she hears is that the people of Ventura County want quality of life and a supervisor who understands the day-to-day issues and advocates for her constituents. Along the way, she's experienced a bump in the road, as the California Resources Corporation (CRC) has allocated $825,000 into a fund dedicated to stopping Stephenson and District Five Candidate Carmen Ramirez. Stephenson takes the effort by the CRC as a compliment that they'll spend money to fund the opposition against her. "These are people with a lot of money who can run polls, and they are threatened by my campaign," she said. "As a result, they have quintupled down on Kelly Long this time. They gave her $158,000 in the last election, and she voted in their direction. They see I'm running a strong campaign, and they've put the $825,000 together," Homelessness Stephenson feels that homeless people need a combination of services to combat the problem. "With my opponent, it says on her postcard that homelessness is my number one issue," she said about Long. "We need mental health or addiction treatments." Stephenson doesn't understand why it has to be either-or when it comes to the solution. "That's actually a problem at the county," she said.

"Behavioral health and mental health are separate, and people can't get both. We need to combine not only mental health and addiction services but also needle services, transition services, job training, and prevent people from going into homelessness and not just treat them afterward." She called it two different ways of looking at the same problem. "My opponent is an ‘ignore things and wait until they get into a crisis’ type of person and then deal with them," Stephenson said about Kelly Long." Stephenson said a big problem is there aren't enough social workers to meet the demand. "We need to get people there, and this is one part of the problem," she said. She supports Oxnard City Manager Alex Nguyen and his effort to get money from the state to address the homeless crisis. She would support an effort by the supervisors to draft a letter to Governor Gavin Newsome to distribute the money in the budget past the top 13 cities in Calif. "If he's interested, let's work together and make that case," Stephenson said about
Nguyen. "All the local state representatives have endorsed me, as well as Fiona Ma, and she has monies to address the affordable housing issue. If we can get more affordable housing, fewer people will fall into homelessness." The kids and education Breaking the cycle of drugs, gangs, and ultimately homelessness, she said, begins at the elementary school level. "When I was working at the high school, we made sure that as many kids as possible were involved with something outside the classroom," she said. "I specifically asked at assemblies how many of you are doing something other than going to class all day? Whether it was drama, music, sports, some club, or social service, I think that's important." This type of engagement
expands a youngster's horizon and breaks the cycle started in the home if it's less than perfect. "It allows you to see things that you wouldn't see within your inner circle," she said. "Right now, at the high school program at Oxnard College that I'm teaching at, it's a small program, so we don't have music unless they take a class at the college. I've had them do research and think about the problems they've seen in the community and what they can do to change that." The end result, she said, is that all 70 kids are doing community projects. "There was a disabled woman in Hueneme, who had hip surgery, and she hadn't walked her dogs for a few weeks," she said. "She has three dogs, and I have kids who put together a calendar, and they are helping her. I
have kids giving respite care once a month for special needs families. They'll run their errands and play with their kids." Currently, Stephenson is working with the University of California in Berkeley to use a net to measure pesticides in the air. "We're looking for a home near a field that we can measure the pesticides in the air and send the data back to Berkeley," she said. "The kids contacted the UFW Corporation, and they want to help them with their social media campaign. There are all different ranges of projects that get them out and thinking about the community." As a county supervisor, Stephenson said she'll continue advocating for the kids and make a difference. "I am well aware of the issues, and I can bring that to the table," she said. "The fact that we don't have enough responders and enough crisis intervention when we need it. If we have a student who is suicidal or in a serious crisis, we don't have places for them to go." Housing and business attraction Stephenson said businesses want to relocate to Ventura County, but give up that hope because of the housing shortage, which means employees have nowhere to live. "We have to address the housing issue first," she said. "That is jobs, and it's a lot of work for our trades to build that housing. It's a moot point to incentivize businesses to come here if there is nowhere to go."
One solution, she said, is to put in the permitting that a portion of any new development has an affordable housing element, and incentivize that part. The housing crisis continues, she said, and everyone is talking about the problem. "People have to come together," she said. "The best project I've seen is a nonprofit developer called People Self Help Housing. They've developed a couple of dozen communities up and down the central coast that are affordable housing. They just built one in Ventura, and one of them is for chronically homeless, specifically." Another People Self Help Housing development will get built in Filmore, she said, where the developer bought a block and planned to build an attractive housing unit at the location. "They included community input along the way, and I was at some of the meetings," she said. "Inside, it will be a park space, and it's a nice building on the outside. The nice thing about this developer is they don't build and then leave; they build it and stay." "They have formulas that say they can take six of the homeless people in Filmore," she continued. "They have formulas on who qualifies and how they get to stay there. Then they provide, as the community part, counseling, tutoring, and fitness centers. Things to help people get on their feet and get int their own places. The fact they are nonprofit, and they stay, that's what I'd like to see." This story will continue on Feb. 21.
Letter to the editor Dear editor: Imagine if City Hall hosted a voter forum and invited only one side to the debate. You'd think something so corrupt could never happen … … but we’re talking about Oxnard City Hall. On Wednesday, February 5 the InterNeighborhood Council Organization (INCO) –– an organization chartered by the Oxnard City Council –– hosted what was advertised on printed flyers as an “Oxnard Voters’ Forum.” The FIRST PART of the evening’s forum was for candidates running for Ventura County Supervisor. Six candidates attended, and all of them were given
equal time to speak. Kudos to the moderator and everyone who participated! We can offer few accolades, however, for the SECOND PART of the evening, which was for Measure B. For this portion, the rules were changed. Opponents were NOT offered equal time to present their side of the issue. Instead, Oxnard City Manager Alex Nguyen got to present an inflammatory multi-slide PowerPoint presentation in support of Measure B. On this uneven playing field, Measure B opponents were only allowed a two-minute public comment after the City Manager's presentation … and then the City Manager would always be offered the last word. But even under these unfair rules, opponents used their two minutes to deliver powerful points.
• Alex Nguyen, thinking he was making a case in favor of Measure B, read out loud from a 2012 Ventura County District Attorney’s report. You know, the one that mentioned how some Oxnard city staff received and failed to report various gifts. • However, a keen observer asked Alex Nguyen why Measure B only prohibits gifts to elected officials, but not to the City Manager and staff –– those who actually make most of City Hall's spending decisions. Nguyen became defensive, claiming such a prohibition was unnecessary because they are "professional staff " –– not elected officials. As if he and his staff are somehow immune to corruption. (The City Manager is empowered to award no-bid contracts –– for as much as $200,000 each –– at his sole discretion.)
• The City Manager called out “one candidate” from a recent election for how much money he spent –– mostly his own money, by the way –– but conveniently left out that the total was spent over a span of six years on 14 different ballot measures and campaigns. • Alex Nguyen’s feathers were clearly ruffled when we revealed that Nguyen himself had already spent hundreds of thousands of taxpayer dollars for political polling, consultants and city-wide glossy mailers promoting the passage of Measure B … more than any candidate has ever spent on a single campaign in Oxnard. SENIORS Patients stuck with bills after insurers don’t pay as promised By Lauren Weber WASHINTON DC—The more than $34,000 in medical bills that contributed to Darla and Andy Markley’s bankruptcy and loss of their home in Beloit, Wisconsin, grew out of what felt like a broken promise.

ARLA Markley, 53, said her insurer had sent her a letter preapproving her to have a battery of tests at the Mayo Clinic in neighboring Minnesota after she came down with transverse myelitis, a rare, paralyzing illness that had kept her hospitalized for over a month. But after the tests found she also had beriberi, a vitamin deficiency, Anthem Blue Cross and Blue Shield judged that the tests weren’t needed after all and refused to pay—although Markley said she and Mayo had gotten approval. While Darla learned to walk again, the Markleys tried to pay off the bills. Even after Mayo wrote off some of what they owed, her disability and Social Security checks barely covered her insurance premiums. By 2014, five years after her initial hospitalization, they had no choice but to declare bankruptcy. Anthem Blue Cross and Blue Shield spokesperson Leslie Porras said company “records do not indicate that Ms. Markley had tests authorized that were later denied.” Markley said she never would have
had the tests done if she had known insurance was not going to pay for them. “I feel for anyone that finds themselves in that predicament,” said Markley, a nurse who was pursuing her Ph.D. in education. “You can go
from an upstanding middle-class American citizen to completely under the eight ball.” The billing quagmire into which the Markleys fell is often called “retrospective denial” and is
generating attention and anger from patients and providers, as insurers require preapproval—sometimes called “prior authorization”—for a widening array of procedures, drugs and tests. While prior authorization was traditionally required only for expensive, elective or new procedures, such as a hip replacement or bypass surgery, some insurers now require it for even the renewal of some prescription drugs. Those preapprovals are frequently time-limited. While doctors and hospitals chafe at the administrative burden, insurers contend the review is necessary to ferret out waste in a system whose costs are exploding and to ensure physicians are prescribing useful treatments. But patients face an even bigger problem: When insurers revoke their decision to pay after the service is completed, patients are legally on the hook for the bill. Prior authorizations may now include a line or two saying something like: “This is not a guarantee of payment.” This loophole allows insurers to change their minds after the fact—citing treatments as medically unnecessary upon further review, blaming how billing departments charged for the work or claiming the procedure was performed too long after approval was granted. In other cases, a patient will be told that no prior authorization is needed for a certain intervention, only to hear afterward that the insurer wanted one in this particular case.

Oftentimes, approval conversations happen primarily between the insurer and the provider—leaving the patient further in the dark when the bill appears. The American Medical Association drafted model legislation to combat the problem for lawmakers to introduce, but the measure has not been widely picked up. Martha Gaines, director of the Center for Patient Partnerships at the University of Wisconsin Law School, co-authored an article in the Journal of the American Medical Association on the issue and sees firsthand the time and money patients lose fighting such retrospective denials—for coverage they thought they had. “How broken can you get?” she asked. “How much more laid bare can it be that our health care insurance system is not about health, nor caring, but just for profit?”
Robert Conrad, star of TV’s ‘The Wild, Wild West,’ dies at 84 LOS ANGELES (AP)— Robert Conrad, the rugged, contentious actor who starred in the hugely popular 1960s television series “Hawaiian Eye” and “The Wild, Wild West,” died Saturday. He was 84. The actor died of heart failure in Malibu, California, family spokesperson Jeff Ballard said. A small private service is planned for March 1, which would have been his 85th birthday. “He lived a wonderfully long life and while the family is saddened by his passing, he will live forever in their hearts,” Ballard said. With his good looks and strong physique, Conrad was a rising young actor when he was chosen for the lead in “Hawaiian Eye.” He became an overnight star after the show debuted in 1959. Conrad played Tom Lopaka,

a daring private investigator whose partner was Tracy Steele, played by Anthony Eisley. They operated out of a fancy office overlooking the pool at a popular Waikiki hotel. The two private eyes alternated on simple investigations with help from the island's colorful characters, including a singer named Cricket Blake (Connie Stevens) and a ukulele-strumming taxi driver named Kazuo (Poncie Ponce). After five seasons with the show, Conrad went on to embrace the television craze of the time, period Westerns, but with a decidedly different twist. In “The Wild, Wild West,” which debuted in 1965, he was James T. West, a James Bondlike agent who used innovative tactics and futuristic gadgets (futuristic for the 1800s
anyway) to battle bizarre villains. He was ably assisted by Ross Martin's Artemus Gordon, a master of disguise. The show aired until 1970. The series “Baa Baa Black Sheep” followed in 1976 and was roughly based on an autobiography by Marine Corps ace and Medal of Honor recipient Gregory “Pappy” Boyington, who wrote of the raucous fliers he commanded during World War II. Conrad played Pappy Boyington, so nicknamed because he often rescued his pilots from severe punishment. Bringing his customary intensity to the role, he even learned to fly. The CBS series was enjoyed by male viewers but not so much by women and it was dropped after its first season. It was revived in December 1977 as “Black Sheep Squadron,” after the network's new shows

failed to find audiences. It continued on for another season. Conrad, meanwhile, interspersed his long, successful TV career with numerous roles in films. After a couple of small parts, his TV fame elevated him to stardom, starting in 1966 with “Young Dillinger,” in which he played Pretty Boy Floyd. Other films included “Murph the Surf,” “The Bandits” (which he also directed), “The Lady in Red” (this time as John Dillinger) and “Wrong Is Right.” At the same time, he found plenty of time for arguments. Throughout Hollywood, Conrad had a reputation as a tough customer and was sued more than a half-dozen times as a result of fist fights. Playing himself in a 1999 episode of the TV series “Just Shoot Me,” he lampooned his threatening, tough-guy persona. He was also featured in 1970s commercials for Eveready Batteries, with a battery on his shoulder, a menacing stare and a popular catchphrase, “I dare you to knock this off.” “I'm only about 5-feet-8 and only weigh 165 pounds as of this morning, so I'm not the world's meanest guy,” he told an interviewer in 2008. “If you treat me nicely, I'll treat you nicer,” he added. “If you're rude to me, put your headgear on. Here it comes.” His daughter Nancy Conrad, who appeared in some of his pictures, explained it this way: “Dad is a hard worker. If people drag their feet, he gets impatient. He starts ranting and raving. It takes a while to patiently take him aside and show him why things might not be going well.” He frequently employed his offspring in his movies and TV shows. An example was the 1988 television series “High Mountain Rangers,” which
Conrad had proposed, bankrolled with his own money and directed. He hired sons Shane and Christian as co-stars, daughter Joan as producer and daughter Nancy as caterer. His first wife handled financial matters. The show, about a group of law enforcement officers, was filmed in the High Sierra mountain range near Lake Tahoe. Conrad's later film credits included 1996's “Jingle All The Way” with Arnold Schwarzenegger and 2002's “Dead Above Ground.” He was born Konrad Robert Falkowski in Chicago on March 1, 1935. His greatgrandfather had emigrated from Germany, and his grandfather founded several meat shops in Chicago called
Hartman's. Conrad moved from one school to another, and at 15 he left his parents' house for a place known only to his girlfriend and his greatgrandmother who sometimes fed him. A football player in school, Conrad's first job was loading trucks. Then at 18 he was hired to drive milk wagons. He tried boxing and nightclub singing for a time before drifting into acting and eventually moving to Hollywood, where he found work as a stuntman. In lieu of flowers, Conrad's family is requesting donations to the Wounded Warrior Project and The Marine Corps Scholarship Foundation Conrad is survived by eight children and 18 grandchildren.

"It's their first time playing, and they're having a ball," he said. "It's awesome to see him play." Dad laughed and said he doesn't offer any pointers. "That's why he has his coach," he said. "I stay out of that." Ester Gonzales is proud watching her son play. "This is his first season," she said. "Dad has him play soccer, and I wanted him to play basketball and make home more well-rounded. The PAL is a great place to figure that out. He plays on the PAL soccer team. I played here when I was a little too." Claudia Martinez said her son Julian was playing and having fun.
"I tell him to have fun and do his best," she said. "He's really enjoying this." Oxnard Assistant City Attorney Jason Zaragoza had a nephew warming up, and he was ready to watch some basketball. "I sit on the PAL Board, and I am the vice president," he said. "My nephew plays for PAL, so I try to come out as much as possible. This is my second game of the season." He's a busy new dad as his son was born on Dec. 16. "I have a two-year-old daughter, so I am trying to catch sleep," he said. "We've got a boy and a girl, so we're done." He plans to get his kids involved with the PAL at a young
age and noted that parents engaged with their kids means happier kids as they mature. "In my experiences with the recreation program, the kids are playing in the games, and they are looking in the audience that's there are parents to support them," he said. "That alone gives them the opportunity to push and do better. But also, the involvement in day-to-day activities, like homework and schoolwork, the more engaged the parents are, the more likely it is that the child will succeed." After the game, Johhny Fagan was overwhelmed by all the excitement, and although he didn't know why, he loved playing with his team.

Carmen Ramirez for Supervisor Campaign Manager Robert O'Riley said the issues are too important, and the people of Ventura County can't be bought. O'Riley said it's not too late to get involved. "As people may or may not know, there's a push poll out right now against Carmen Ramirez," O'Riley said. "People are calling and making false statements and giving out a lot of misinformation about Carmen Ramirez, her record, and the success of the city under her watch. We can't combat that with money. We have to fight that with people on the ground, and going door-to-door, getting the truth out there about Carmen and her record." O'Riley is looking for people to come down to the GOOD Club on Saturday and Sunday and canvass, starting at 10 a.m. to help. People who think they can't help because they don't understand the issues need not worry. "Someone is always here in this office," O'Riley said. "We can help you understand the issues. We have literature to give you and your friends. We can answer any questions that you have. You can call the GOOD Club, and we'll call you back." If you don't want to canvass, O'Riley said there are many other things to do to help the
effort. "If you can write, you're qualified," he said. "If you don't like your handwriting, we need people to put postage on postcards. There are lots of things to do, and there are always bagels, muffins, and coffee." Student Jose Pool canvassed for eight hours and knocked on approximately 90 doors to spread the word. "There are a lot of people who don't want to be bothered and don't care who they are voting for," he said. "They don't want to be informed." Pool is a Cal State Channel Islands student, and he's taking a campaign and election class because it interests him. "We get to volunteer," he said. "It's so cool to see the process behind everything. Climate change and the environment is the biggest issue for me this year." Ventura resident William Barclay moved to Ventura about a year ago, and he wants to save the open spaces and protect the environment. "We are concerned about additional fracking and oil drilling in Ventura County," he said. "Fossil fuels are a deadend in terms of economic development and a sustainable environment. We read the questionnaires that Carmen Ramirez and Kim Marra Stephenson filled out and decided that these were the candidates we would back for
county supervisor. "We're in district one, but those two candidates need our support." Barclay likes Ramirez's background as a lawyer and her work helping people who can't afford to pay legal expenses along with Stephenson's history as an educator. "When you talk to them, it's clear they have a commitment to a better life in Ventura County," Barclay said. "That's what we want too." If someone receives a push poll talking about the other candidates, Barclay advises everyone to check their facts against reality. "Don't believe the first thing you see in a social media ad, or hear on the phone," he said. "It's all too easy to create these false narratives by taking a few things out of context. Sometimes, they create stuff out of thin air and make stuff up as they go along. If there are people from the fossil fuel industry spending $825,000 on this election, there are going to be people doing this kind of stuff." Peg Strobel canvassed with Barclay and has been working on Stephenson's campaign but decided to step up for Ramirez, as well. "While we don't live in those districts, they are important to the county," Strobel said. "We got involved when it seemed like races are critical. If she encounters a Republican, her first question when she engages them is what about the future and pollution. "I will ask them about the old wells that haven't been used for years but aren't capped," she said. "Then, the company ends up going out of business, and the taxpayers end up paying for the remediation." She advises voters to think about the consequences down the line. "The oil industry is a declining industry," she said. "That means they are going to be fighting harder, and they need to be stopped. The good news is that none of these elected officials or top city officials are still with us." On the day after one of the council members returned from a trip to Mexico, he said
that person voted to approve the Sturgis Road Building from Foxborough Park Incorporated, a Huberman affiliated company, which was a multi-million-dollar
purchase. "That's why this matters to the city manager's profession," he said. "It's difficult enough to do my job in the most transparent way possible. But
if people are allowed to give these kinds of gifts, there's not a lot that I can do when this stuff is happening behind my back and around me." Measure B does not impact any resident's ability to contact an elected official, and residents can still express their opinions. "What this means is you can't take them to a Broadway show," he said. "As much as anyone may think that's okay." Contribution limits for candidates running for elected office Nguyen said the limits remove the risk and perception that elected officials are beholden to their donors. The State of California recently published that cities without campaign contribution limits; those candidates sometimes raise more than 40 percent of their total campaign funds from a single contributor. "Think about that," he said. "That happens across the state. In recent years, there have been examples of $50,000, $100,000, and one case of a $244,000 contribution to candidates for local office from donors with business before that local government. Such massive campaign contributions create a serious risk of actual or perceived risk of corruption. That's based out of language in the state legislature's AB571." He pointed out that Measure B doesn't restrict anyone's first amendment rights, but the city wants to set
contribution limits. "You can still make contributions to the candidate of your choice that you believe in," he said. "This is only about contribution limits. Everyone is still allowed to have independent expenditures for political communications, whether by individuals, corporations, non-profit corporations, labor unions, other associations, or loans to yourself, as long if you are a candidate." Posting specific city contacts and financial reports on its website The city is working to correct past problems with new financial reporting, Nguyen said, and the new interactive website will go beyond the state financial reporting requirements. "Measure B, importantly to me, locks in this requirement," he said. "I refer back to these investigations and these audit findings. The first major audit revealed over 100 findings about our financial management issues. These are legacy problems that were here for a long time. They permeate into the organizational culture, and it takes time to fix these things." In this instance, he said the administrative policies were not enough. "If the voters vote this in, it cannot be undone by the next city manager or the next city council majority," he said. "This is the best practice for a high functioning city." This part of Measure B does not limit any of the financial reporting by the city, Nguyen said, but compliments the state requirements, and the city's recently passed Sunshine Ordinance. Term limits This part of Measure B sets term limits at three, instead of two terms, and he said it allows the council members to gain experience and run for Mayor. Nguyen said what it doesn't do is protect incumbents. "Ultimately, it's up to the voters whether to decide if you want to limit your elected officials to two or three terms in office," he said. "By the way, not every elected person survives even one term in office. There are often times when the voters will vote that person out." Summing up, he said Measure B does not give the city any additional powers, but it does provide the voters with the option to expand its ethics and protections, transparency, and fiscal accountability. "It increases transparency by requiring additional opportunities for the public to monitor and review government spending and decision-making," he said. It updates term limits to three four-year terms and prohibits councilmembers and commissioners from accepting gifts from lobbyists or city contractors, which prevents special interest influence in decision making." Measure B imposes campaign contribution limits for elected officials for the first time in Oxnard. Campaign Contribution examples Nguyen cited one example of a candidate who received money from outside of Oxnard in interesting amounts. This candidate received over $1,000 from Louisiana, over $8,000 from Austin Texas, $200 from Kansas City Mo. In Calif, the same candidate received $12,000 and $6,500 from Woodland, $1,000 each from Brisbane, Camarillo, and Ojai, $5,000 from Woodland
Hills, $9,900 and $5,000 from Corona and more. "This is a lot of campaign money not from Oxnard used to influence city hall," he said. "These things, I believe, matter. When you think about the campaign donations over the last several years, this was almost $120,000 ($118,050), and 32 percent of that was donations higher than $750. That represents over $100,000 of those contributions." Additionally, the candidate examined loaned himself over $300,000, Nguyen said, which is a lot of money from outside of Oxnard. During public comments, Daniel Chavez Jr. said he received a flyer outlining the problems with Measure B, and the flyer said that limiting campaign contributions to a candidate is unconstitutional. "The problems I have with this is, back in 2016, I thought it was wrong for a local race in the 19th largest city in Calif., to be having candidates spend upwards of $80,000," he said. "It's ridiculous for a local race." He reviewed the term limit part of Measure B and said the flyer claims that it weakens term limits. "Many of our elected officials from our state legislators, to our governor, to our county supervisors have a total of 12 years to serve," Chavez said. "I would prefer Measure B to be worked a little bit different where you have a combination of Mayor and council that would be your 12 years. Then, you would have to sit out a term, as opposed to saying 12 years as the Mayor and 12 years on the city council. There are already real terms limits in place. Unfortunately, there are not real term limits in place." Alicia Percell said the term limits part of Measure B is an incumbent protection scheme in several ways. Because of time limits, she suggested that everyone view noonmeasureb. com for all the details. "Much of it (Measure B) creates the illusion of real reform without any real substance under it," she said. "Restating what the existing municipal code is and putting it into the municipal code does not increase transparency. A large portion of it is blatantly unconstitutional. It violates at least three U.S. Supreme Court rulings. The courts are not going to look kindly on that." Percell made a public records act request to find out how much the city spent on Measure B, so far, and said the city approved two no-bid contracts to hire a company to do a survey of public opinions and find out what "pretty buzz words" the public wants to hear. "Then, they hired a marketing firm "The Right Language" to help sell Measure B," she said. "Voters in this room have probably already received two glossy mailers at taxpayer expense to campaign for Measure B. I don't yet know the cost of these. My question for the city manager is, how much of our taxpayer money do you plan to spend on this Measure?" Nguyen said he would spend as little as necessary on Measure B. "I believe that when you look at all the problems the city had, the legacy problems, it's important that we invest in correcting these problems," he said. "It makes no sense to me when people continually talk about how problematic the city is and continually fight efforts to correct it. The contracts that Miss Percell was eluding to; they were under my authority to do, and it's under my authority to sole source."

LYNN is running against Oxnard Mayor Pro Tem Carmen Ramirez, Independent Jeff Burum, Oxnard School District Trustee Veronica Robles-Solis and Port of Hueneme Commissioner Jess Ramirez. Flynn pulled no punches when he spoke about the CRC money, which candidates Ramirez and District Three Candidate Kim Marra Stephenson allege is being used to foil their efforts. Flynn said the CRC is like many other organizations in Ventura County and has a special interest group and has an independent expenditure committee. "No special interest group and independent expenditure committee can try to influence the candidate," he said. "If a candidate tries to coordinate with an independent expenditure committee, they can be fined or jailed for it. Anytime any special interest weighs in on a race in a big way financially, it's going to cause people to question their motives and what they are trying to do." Flynn said his environmental record is consistent with some of the same people being targeted. "These independent expenditure committees choose candidates on what they think is their best interests," Flynn said. "I've always staked out usually moderate or pragmatic positions on many issues, and in some cases, I don't. In most
cases, I do. That's probably what's motivating them to select certain people in this race." He wants to stay focused on the issues but said the issue with money from the CRC needs to be addressed. "Oil is a vital part of our economy; it's a vital part of Ventura County's economy," he said. "I'm an advocate for a transition plan here in the county towards the direction of alternative energy. That's part of the city plan and part of the county plan. I've heard about people calling for maybe the phasing out of oil and natural gas production in Ventura County." If they phase out oil and natural gas production, he said the county must be sure they're not displacing workers. "I have a brother-in-law who was in the industry (oil) for about 35 years," he said. "My job (his brother in law said) is to keep the lights on until we figure it out. It is our job to figure it out. What is that transition?" Helping the homeless Flynn thinks that Ventura County does a good job working with cities to help with the homeless crisis. "The county is distributing money and partnering with cities to provide shelters," he said. "The real problem isn't whether the county government is doing a good job, or not; it's the State of California and how it is distributing the money. There is a need that is five, six, or seven times what the local communities can provide." If the city does build the new Oxnard Navigation Center, he said it would only house about one-seventh of the total homeless population in Oxnard. "We don't have a way to transition people out of a shelter that is fast," he said. "Only a couple of people a month are being transitioned into permanent housing." Ventura County has a greater need for financial support at the state
Tim Flynn level, he said, and the funding should be proportionate to the population or the magnitude of the problem a city faces. "If you take the total amount of money available and then the amount of homeless and divide it, based on these annual homeless counts, you should get money based on the problem you're facing," he said. "I don't think that any city has the capacity to deal with this. It's obvious in Los Angeles, even though they passed a special parcel tax to deal with this issue." The logistics of the problem, he said, make it "literally impossible" to do something. "I think this governor will face the greatest challenge of any governor in the country," he said. "He needs to go back to Washington D.C., meet with this president and say the problem that I face and the people I'm serving face is so much greater than the resources and logistical support that I have as a governor, that I need federal help." One location he suggested is Camp Roberts on the 101 freeway,

which prepared millions of men to go overseas during World War ll. "Even though it's not up and ready for that kind of operation, that can be the kind of facility that people can and should be taken to give mental health intervention, drug, and alcohol intervention. For those people who are veterans, they can receive proper counselling and support until permanent housing can be formed. That's what I advocate. It's not going to be asking for money. Even if this city got all the money it needed, sure, they can build tents on city-owned land and begin to bring people into these shelters. Logistically it's overwhelming, and I think it's going to take a federal and state response to meet the needs of the community." The need for people who can provide services for the homeless population is severe, he said, and the county needs social workers and mental health professionals. "There are so many highly qualified people who can provide these services," he said. "Rather than redirect resources away from this or
that, every government is stretched thin to be able to do this. I have people come up to me all the time when I'm going door-to-door, and many of them are social workers and are involved in mental health work. They say they want to help, and they want to be able to volunteer. Here in Oxnard, we have one of the most restrictive risk-management policies because we're afraid that someone is going to get injured, and then turn around and sue the city." Flynn said there are two homeless categories, chronic and non-chronic. "I think faith-based communities are especially well-equipped to help the non-chronically homeless," he said. "The chronically homeless, which falls into the mental health, drug and alcohol addiction or people with disabilities, those are areas that no one volunteer organization is able to help." Housing One reality Flynn wants to remind people of is that the price of living in a coastal community is double from the cost of living in an inland area. "I don't believe that supply can ever keep up with the demand for housing in coastal communities," he said. "There's a finite amount of space, and we're looking right now to take over the Social Security building, take that down, and then start building up with apartments that are going to be six and seven stories high. I'm a strong advocate of that because we have restrictive boundaries around the city. If we are looking to attract an employer to Ventura County or Oxnard, in particular, we have Sakioka Farms, which has been a main focus of mine. He advocates building housing around a corporate headquarters if they can attract a company to a location like Del Norte, which has 300-400 acres. "Not all parts of the county have that space available," he said. This story will continue on Feb. 21.
