By Chris Frost chris@tricountysentry.com Oxnard-- Members of the community gathered at Plaza Park, Jan 12, as Oxnard Together, a joint effort between Oxnard Police Chief Scott Whitney and local faith leaders worked together to create an inspiring day and motivate people to make the city a better place.

ARTICIPANTS handed out cards that offered avenues to help the homeless. Each faith group has offered their help and is committed to helping someone homeless or facing homelessness soon. The large crowd was promised a peaceful and inspiring event, and the team delivered on that promise in a big way. Before the event began, Rabbi Dov Muchnik from Chabad Oxnard said Oxnard Together is an exceptional event for the city. "Even though we are one city, there are so many different pockets of individuals that gather with their own kind," he said. "This an

event that shows we are all coming together, and we are concerned about those in need and less fortunate than we are, whether they are homeless or having a hard time putting food on the table." He felt touched by seeing all the humanity in people. "Chabad is not a homeless shelter, but we try to help people in any way we can," Muchnik said. "If somebody wants help, there is help available. They need to want help and be willing to go along with the program. We can't force anyone to want to get better, but if they want to get better, there are resources out there." Pastor Melissa Campbell-Langdell from All Saints' Episcopal Church loves sharing in the event and working together with different faith communities in the city. "Especially if we can help the homeless," she said. "That's important to us as a church. As a church, we provide food, and we try to provide some clothing and connect with other resources so they can get into housing or get other basic needs. We also help them figure out what their long term goals are, and I have helped pay for identification." n Oxnard Together, see page 6

By Chris Frost chris@tricountysentry.com Oxnard-Music, good food, camaraderie, and organization building highlighted the grand opening of the Bernie Sanders for President office in Oxnard on Jan. 9. The event brought out a massive crowd of well-wishers who came out to celebrate the opening, talk about politics, and get the campaign started on the right foot. Vermont Senator Bernie Sanders is the longest-serving independent member in

United States congressional history. He is running for president as a democrat. The evening started as training for volunteers and was not well-attended. If elected, Mark Hirschfeld said he wants Bernie Sanders to address the issue with the fossil fuel companies and move toward renewable energy. "Then, retrain all their employees to work without fossils," Hirschfeld said. "It's certainly not the CEOs of fossil fuel companies we have to be concerned with helping. CAP update shows marked improvement By Chris Frost chris@tricountysentry.com Oxnard-- The Finance and Governance Committee received an update on the Corrective Action Plan (CAP) under single audit findings, and heard some good news, Jan. 14. The audits were held from fiscal years 2015 through 2018. Assistant Chief Financial Officer Donna Ventura presented the item to the city council, and she introduced two new employees, Christine Williams, who has been with the city for 4.5 years as city controller

and Tanya Chang, who took over the controller position for Williams. Chang is a Certified Public Accountant who comes from the private sector. Ventura said the update goes back to the Fiscal Year 2014-2015 single audit conducted by Eadie & Payne that had 11 findings. "Each year, there have been additional audits that produced some additional findings that totaled 172," she said. "We developed a corrective action plan that started before I arrived, and we've been making slow progress on that corrective action

plan." Throughout the action plan, resource constraints and system issues have been an issue, she said, which slows the process down. The last city update came in April 2019, and the city will have another update in May after Eadie & Payne complete the 2019 single audit. There are six different categories, she said, including complete meaning, the finding is resolved, and the auditors tested the fix and deemed it resolved. To be tested means the city feels it has corrected the problem, but

the auditors still have to check the corrective action. "A lot of the findings relate to finding policies and procedures, so that means we are still in the draft phase of that and waiting to get those policies and procedures finalized," Ventura said. "In progress may or may not relate to having a new policy and procedure. We've started, but we haven't completed the implementation. Not started is obvious. NEWS Council approves SB998 water policy By Chris Frost chris@tricountysentry.com Oxnard-- The Oxnard City Council took a step to protect people renting homes in the city, Jan 7 and adopted its (Senate Bill) SB998 water services policy.

HE resolution provides a written policy on the discontinuation of water service, in compliance with SB998. Under State Law, SB998 requires an urban and community water system, defined as a public water system that supplies water to more than 200 service connections, to have a written policy on discontinuation of water service to certain types of residences for nonpayment available in prescribed languages. The bill would require the policy to include certain components, to be available on the system's Internet website, and be provided to customers in writing upon request. SB998 provides for enforcement of these provisions, including making a violation of these provisions punishable by a civil penalty issued by the board in an amount not to exceed $1,000 for each day in which the violation occurs. The finance and governance committee approved the item unanimously on Dec 10, 2019. Assistant City Treasurer Eden Alomeri presented the item to the council and said members of the city attorney and city manager's offices, along with the public works, finance, and city treasurer offices, designed the resolution. The City of Oxnard has over 40,000 service connections. SB998 amended the California Health and Safety Code and introduced new restrictions to discontinue water services. SB998 applies to all residential water services scheduled for disconnection. The bill also defines a residential customer, she said, which are people

living in a single-family home, or apartment buildings, and mobile home parks. "It also applies to people who will be terminated due to nonpayment," she said. "Because of SB998, we have to have a written policy in effect by Feb 1, 2020. The city code needs to be amended, she said, but those are not due by Feb 1, so the city staff will return with those changes at a later date. "The policy must have a plan for deferred or reduced payments or an alternative payment schedule," she said. "We can have both." The policy needs a formal mechanism so customers can appeal or contest the bill. There must also be a telephone number that customers can call and discuss other options rather than discontinuing service. "Our policy must be posted on the city's website," she said. According to SB998, residential customers must be delinquent by 60 days before the city can terminate their water service. The city will not be able to terminate service if the primary care provider certifies that discontinuing water will be life-threatening or pose a serious threat to the health and safety of the resident. "The customer must also demonstrate a financial inability to pay," Alomeri said. "If they are deemed financially unable to pay, and members of the household are receiving assistance from programs like Cal Works, Cal Fresh, SSI (Supplemental Security Income) or WIC (Women Infants and Children). Or the customer can demonstrate their annual income is 200 percent below the poverty level." A one-person household earning less than $24,890 is considered 200 percent below the poverty level. A two-person household that earns less than $33,800 annually is regarded as 200 percent below the poverty line. If the customer is willing to enter into an amortization agreement or alternative payment schedule, the customer can stop the termination

of service. "All of these three requirements must be met before we can stop the service," she said. If the customer does not comply with the payment plan, the city can still turn the water off. "If they are in a payment plan, if they fail to pay their current charges within 60 days, then we'll also be able to discontinue their services," Alomeri said. The bill also sets a cap on the amount of fees the city can charge. To restore service, the cost is limited to $50 during normal hours. "After hours, it is limited to $150," she said. "The current fee we charge, for disconnection, we charge $40, and for reconnection, we only charge $40. For reconnection after operational hours, we charge $145." The city also has notice requirements for its customers, and the city must provide seven days warning before turning off service. If someone is a property manager or landlord, they need 10 days advance notice. "Instead of having two different timeframes, the city will provide at least 10 days of notice to all," she said. "The city also has to make a good

faith effort to reach residents. We can use either written or telephone communication to notify them of a pending disconnection. The discontinuation notice should be left at the residence, should we be unable to reach out to them by written or telephone communication." There are cases where multiple properties are individually metered, Alomeri said, and mobile home and individual home renters must receive a written notice of discontinuation of service due to nonpayment by the landlord. "A qualifying resident of a multiple housing property should be given the opportunity to sign up as a customer if they are willing to take responsibility for the entire property," she said. "We should hold them accountable for the unpaid amount left by their landlord." Under SB998, the city must report the number of affected renters on the city's website, and the number of the annual discontinuation of services. "We also have to report that number to the State Water Resources Control Board," she said. After Feb 1, water bills will become due right away. Past due notices will be mailed on day 28. Door hangers will be delivered to the home on day 42, which gives them eight extra days. The penalty assessment for overdue bills will stay at 10 percent, and the door hanger fee will remain at $13. After the presentation, Councilman Bryan MacDonald said that if someone offers to take over the water bill, it doesn't rollover to another renter at the property and skirt the law. "I hope we are doing some due diligence to make sure we are playing some shell game where it goes to one person for three months, then it goes to another person for three months," he said. As a safeguard, Alameri said the city collects the resident's social security or driver's license number. "If there is a default, we can turn them into collections," she said.

Mayor Pro Tem Carmen Ramirez and legal aid attorney said getting the state involved is a good step. She has seen people lose their water because the landlord didn't pay the bill. She asked what a tenant can do if the landlord stops paying the water bill. "If the landlord is on the record as the account holder and did not pay on time and it gets terminated, we allow the renter to sign up and become the account holder," Alameri said. Councilman Bert Perello asked about water quality and if there are problems with trash service, and Alameri said water quality complaints get referred to the public works department. Trash services get referred to the environmental resources department. The water policy will meet any language need. "Will it include the city's hours," Perello asked. "Some people may take a day off on Friday to address this and take a day off from work to address this, and the city is closed every other Friday." Councilman Oscar Madrigal said the state politicians addressed the issue incorrectly. "It's still not enough to help out the poor," he said. "When I saw the 200 percent below the poverty rate, that's roughly a little under $13 an hour, as a full-time employee," he said. "I know how many families have to nickel and dime themselves to get by. Something small, like a sickness in the family, throws them back three to six months." Mayor Tim Flynn said the law helps people in extraordinary circumstances, and it remains to be seen if the law should go further. "Due to the leadership of mayor pro tem on this particular issue, not just water, there is a fund that attempts to subsidize some of those rates," Flynn said. "We all know that no matter what the subsidy is, there are going to be people who fall on hard times. I hope the city treasurer's office is able to work with these residents."

Hirschfeld said Sanders is concerned about affordable housing. "He has a national bill before the senate that will allocate money for affordable housing," he said. "Working with the homeless population is something Bernie has a serious concern. We need

to work with the homeless population and bring people together." Utilizing a housing-first plan, Hirschfeld said, is part of developing more affordable housing. "In Los Angeles, there is a huge movement that's gotten together to work on this," he said. "Bernie came to Northridge to give a talk on this. It was a town hall, and he is stressing affordable housing." Mark's wife, Elle Stockton,

said she is all in for Bernie. "When I heard that Bernie Sanders was going to run in April 2015, I knew that I was going to drop everything and volunteer for him," Stockton said. "I am going to keep at it until he wins the presidency of the United States. No matter what it takes to get him into the oval office." She is thrilled to be at the new headquarters. "He is number one in California, and he is doing

phenomenally in the nation," she said. "I believe that Bernie Sanders will win this election." Jon Huyuke said he is a Bernie guy. "Universal healthcare has to be the big thing," he said. "Back in 1988, I saw something on T.V., and it was a guy in Congress that said gay people needed human rights. I was looking at this guy in 1988 and thinking that he is saying the right things, but he is not going to get anywhere, politically. It was Bernie Sanders, and he has been doing the same thing for the past 40 years."

Kevin Ward had a great time at the Grand Opening. "After that fiasco in 2016, when we were down with the youth for the election, it's wonderful that we have another shot at the survival of the human species," he said. "I didn't mean to cut out all the other species. They're in trouble too." Danny Chulack is already working to make Sanders the next president. "There is already a texting team that is sending out messages," he said. "We are also phone banking, where we

send calls out, and we are going from door-to-door knocking on doors and connecting with voters. We also crowd canvas at any events that come up at Ventura College and Oxnard College." In 2020, Danny said that more people are on board with the rhetoric that Sanders started in 2016. "People understand that we need drastic action when it comes to climate change," he said. "Student loan debt is out of control, and our current healthcare system (Obamacare) is broken."

NEWS District 37 Candidate Forum informs residents about issues By Chris Frost chris@tricountysentry.com Oxnard-- The Democratic Action Center in downtown Oxnard was the place to be on Jan. 8, as the Greater Oxnard Organization of Democrats (GOOD) hosted a District 37 Candidate Forum.

LL the District 37 candidates received invitations as the GOOD Club came out in force, and invited friends to meet the candidates and inspire change in 2020. Club President Steven Auclair welcomed everyone and asked the attendees to make the questions precise and be respectful of their time. Each candidate received 10 minutes to speak and also took questions from the crowd. Ventura County Supervisor and Assembly Candidate Steve Bennett spoke first, and said 14 years ago his family took in a Mexican immigrant family, and they all fell in love with each other. "They're all still living with us," he said. "For me, it’s been very satisfying for me personally. As an elected official, it's been helpful for me to get a first-hand, up-close experience of what a low-income family of color struggles with as they try to make it in Ventura County." Additionally, the family had a fourth child 10 years ago, he said, and that child has special challenges that both families are trying to work with. "I played a key role in trying to help that young man," Bennett said. "Last spring, when it would have been the most advantageous time for somebody, like myself, to enter the assembly race, I was termed out on the board of supervisors. It was not a good time for me to have a conversation about me leaving on Monday and coming home on Thursday evening." As the summer segued into the fall, the party did not endorse a candidate, and he and his family started to have a conversation about Bennett entering the race. He entered the race on Dec. 11, which he said is not a reflection of the candidates in the field. "I have a lot of respect for those people," he said. "I've watched them at various forums. I respect the effort they're putting forth and the values they've expressed." He is happy the Democratic Party is becoming increasingly diverse,

and the government officials are becoming diverse. "At the same time, I feel like I have a lot to offer," he said. "I have a long track record of implementing Democratic Party values into the policies that I adopt and the decisions that I make." Bennett pointed out the farmworker resource program that he and Supervisor John Zaragoza implemented. "It's a brand new, cutting edge program that nobody else does in the state," Bennett said. "We have two people that speak three languages, Mixtec, Spanish, and English, and help farmworkers navigate the things they have to navigate in Ventura County." He also boasts a proven track record for getting hard things done and said when they were trying to stop Los Angeles urban sprawl from entering Ventura County 25-30 years ago, it was considered a hard project. "We were playing defense and fighting one project and trying to mobilize everybody for the next project, and SOAR (a non-profit grassroots group of citizens in Ventura County opposed to the urban sprawl in Southern California) was a creative and strategic change." The group pivoted from playing defense to offense. Bennett said a defensive position would have meant they would lose, and Ventura County would have ended up being like the San Fernando Valley. "We launched two big initiatives that changed the tables," he said. "Now, the developers have to come to us, and we only have to mobilize every 20 years to renew the SOAR initiatives. Both of those things took a tremendous amount of leadership and hard work and was particularly trying to mobilize over 1,000 volunteers." Approximately 50 percent of the

state's budget is devoted to education, and Bennett spent 20 years in the classroom working as a social studies teacher and counselor. "I was also an administrator, and I continued to teach two classes," he said. "I thought it was important to stay in the classroom. I think having the first-hand experience in education is valuable when you look at spending 50 percent of the state's budget in education." Bennett spent 19 years on the Ventura County Board of Supervisors, which opened his eyes to the social issues that Ventura County has. "Homelessness is a serious issue," he said. Throughout all his elections, he proudly stays independent from any special interests and remains a grassroots-funded campaign. "When you think about the interests in Sacramento, in particular, it's valuable to have someone who

can stay independent from special interests," he said. "My fundraising has gone good this time. Although I didn't start until Dec. 11, I think I am leading the field." State Assembly Candidate Jonathan Abboud grew up in Los Angeles, and his parents immigrated from Lebanon. His family moved into a workingclass neighborhood, and his family benefited from rent control, so his home was stable. Abboud lived right next to an oil field in Inglewood and close to the 10 freeway. "We also belonged to an underfunded school, Hamilton High School, in Los Angeles," he said. "My mom went there when she immigrated over here. It was crowded and underresourced, and she wanted me to have a better opportunity than she did." His mom transferred him to a high school in Culver City, which made him wonder why there are good and bad schools? "How does an imaginary line in the middle of the street define your future and my future," he said. "To me, that is wrong. I believe that we only prosper when everybody prospers." He maintains that California has the power to make it happen and noted the California economy is the fifth largest in the world. "We have a Democratic supermajority," he said. "There is no excuse not to do the basic things to make sure that every single person in this

state prospers." Six years ago, Abboud got elected to the Santa Barbara College Board of Trustees, and he arrived on the central coast in 2010 to attend UC Santa Barbara. "I was the student body president in 2014, and we had a hard year," he said. "We had a mass shooting, a riot, and horrific sexual assaults. I considered going to grad school and leaving the area. It was way too expensive, and there weren't any jobs." Instead of leaving, he stayed and organized his community to have self-governance. "We were able to work with our legislators and create the Island Vista Community Sevices District, where I now serve as the general manager," he said. "Every day, for the last 2.5 years, I've had the privilege of walking to work. It's great. Everyone should walk to work if they can." As a candidate, he said education is his background, and he is the only candidate who has current education policymaking experience because he sits on the board for SBCC for the last five years. "We want to make education a lifelong right," he said. "We want to have Universal Pre K so that every child can have that development. We want to take our state right now, the richest state in the country, and we fund our schools at the bottom of the country. That does not make any sense to me. We need to be back to number one like we were in the 1950s and 1960s." This story will continue on Jan.24.

The City of Oxnard apparently opposes the disclosure and publishing, for all taxpayers to see, the actual cumulative total cost of several recent Memoranda of Understandings (MOUs) with the City’s unions. It appears that perhaps the City does not want the public to know the exact cumulative total costs of these MOUs. The City will only disclose a value which they “call” total cumulative cost, even after repeated demonstrations that these values are

incorrect. The data released by the City understates the true costs of each MOU by millions of dollars – and in some cases, tens of millions. Why doesn’t the city correct this error? I don’t consider this transparency in Government relative to financial reporting – it is definitely misleading and deceitful and perhaps even fraudulent. decided it is no longer required." Since the last report, she said the city reduced the number of findings from 87 to 57. Ventura focuses on material weaknesses, which means control is either n o n - e x i s t a nt and nonfunctioning in a way that p r e v e nt s material errors from occurring in the city's financials. "We've made a lot of progress, and there are still 23 material weaknesses left to be resolved," she said. "What that means is

the auditors, because we have material weak­nesses, they need to perform more audit procedures. They may need to do more testing than they normally would to be sure there aren't any material errors in the financials." The city has 22 significant deficiencies remaining. "Non-compliance are particularly related to grant requirements and best practices," she said. "Some of the findings are repeated yearafter-year, there are 22 repeated findings, so what we are interested in understanding are how many unique findings there are. Of that 170, there are 148 that are unique. There are 57 of those that are still unresolved." The city has resolved 12 material weaknesses and 17 material deficiencies. "I want to to give credit where credit is due, and 21 of the findings were related to IT (Information

Technology) general controls," she said. "They have made some good progress, and 11 of those have already been resolved. They are close on the remaining 10." Additionally, the city has implemented procedures for daily cash and improved the accuracy and documentation of the city's journal entries. "There has been a lot of improvements in the purchasing practices and debt reconciliation," she said. "We've made some important improvements." Additionally, Ventura said training is an ongoing mission, and the group remains dedicated to raising competencies. "We keep people abreast of ongoing changes in accounting principals, so we've been sending a lot of staff to GFOA (Governmental Finance Officers Association) and the California Society of Municipal Finance Officers," she said. "Those are the two main organizations we can get training through." OPED To one it’s Monday to another it’s Wednesday

Time goes so fast at times that I do not always remember what day it is. I get so busy trying to get my work done that I forget if it’s Monday or Friday. It is a good thing I am getting older because I have a built-in excuse for forgetting what day it is. Recently, the Gracious Mistress of the Parsonage and I spent some time in St. Augustine for some vacation days. We don’t often get to have vacation days, but when we do, we try to enjoy it. Just down a few blocks from our motel is a place we love dinning. It’s called the Village Inn. What I like about this restaurant is that on Wednesdays they always have free pie with anything you order even if it’s just coffee. Free is always a good thing with me. I know that nothing is free, but sometimes it is. Anybody who knows me knows that I do not take many things seriously. I enjoyed being around people who are very seriously minded because I can get away with a lot of jokes with them. Some things are to be serious, but those are rather few in my book. Even at my age, I love to have fun. It was a Monday on our vacation that we went down to have lunch at the Village Inn. Someone once asked me what my favorite pie was, and I gave them an answer that my uncle always gave, "The one I'm eating at the time." And this restaurant has very delicious pies. It was Monday, however, and the pies were free only on a Wednesday. That did not stop me from trying, though. The restaurant host escorted us to our table, and we sat down. Then the waitress came to take our order. It was then that I had a thought giggling at the top of my head. That is always a dangerous situation. I decided to go with it. "Ma'am," I said as seriously as I possibly could, "I am a Yahooist, and according to our religion, your Monday is our Wednesday." I am sure she never heard of a

Yahooist because I never heard of one either. She looked rather strangely at me, and I continued, "Does that mean I can have the Wednesday free pie today?" Looking at me for a few moments, she then broke out in laughter. I guess she knew I was joking. “A Yahooist, you say.” Then she took our order and went to the kitchen. I heard some laughter coming

from the kitchen area when she went back, and every waitress that walked by our table looked at me and said, "Yahoo." One thing I strive for each day is making somebody smile if not laugh. There are so many sad people in this world that I am trying to get them from being so sad. I have found that it does not take very much to get some people to laugh.

Then the manager came to our table and said, “So, you’re a Yahooist. How could I join that religion?” Knowing that he was just having a little fun with me, I responded very seriously, "To join you must say 'Yahoo' three times in a row and then bring me a free piece of pie." I do not let anything get past me if I can avoid it. The manager laughed rather heartily and then walked back

to the kitchen. Maybe I should think a little more seriously about creating a Yahooist group of people. We sure could make a lot of people smile and laugh that otherwise would not do any of that. Then our waitress came back with our meal and greeted both of us by saying, "Yahoo." Then my wife and I shouted "Yahoo" back, and all of the customers around our table started to laugh and say, "Yahoo." As my wife and I were eating our lunch, I thought that I had accomplished my purpose for the day. I love making people laugh and smile. That is what I call a good day. I know I can’t make everybody smile or laugh, but I can make some people and those of the people I focus on. As customers departed and passed our table, they all smiled and said, “Yahoo.” I cannot remember when I had a better day. As we were finishing our meal, the waitress brought our ticket to the table. She commented by saying, “It sure was nice to meet a real Yahooist. I hope you come back again.” Then, as she left, she chirped, "Yahoo." “You sure made an impression with her,” my wife commented. As I looked at the ticket, I noticed that the pie we ordered was not on our ticket. For some reason, she forgot to include it on our ticket. OPED Our children are leading us—hallelujah! By Marian Wright Edelman In December Time magazine named then-16-year-old climate change activist Greta Thunberg their 2019 Person of the Year—the youngest person ever honored. Time noted that this brave, determined teenager represents a new wave of young people who refuse to accept the world adults have created for them: “Her global climate strike is the largest and most international of all the youth movements, but it’s hardly the only one: teenagers in the U.S. are organizing against gun violence and flocking to progressive candidates; students in Hong Kong are battling for democratic representation; and young people from South America to Europe are agitating for remaking the global economy. Thunberg is not aligned with these disparate protests, but her insistent presence has come to represent the fury of youth worldwide . . . She is a reminder that the people in charge now will not be in charge forever, and that the young people who are inheriting dysfunctional governments, broken economies and an increasingly unlivable planet know just how much the adults have failed them.” Time adds: “Leaders respond to pressure, pressure is created by movements, movements are built by thousands of people changing their minds. And sometimes, the best way to change a mind is to see the world through the eyes of a child.” When we look at our nation and world through our children’s eyes and hearts we are able to see how much urgently needs action. I am so proud of Greta Thunberg, the young people leading the March for Our Lives protests, and all of the children and youths who are standing up to fight for the future they want and deserve that we adults have failed to create. Courageous children like young Ruby Bridges, the Little Rock Nine,

and the Clinton 12 were the frontline soldiers of school desegregation efforts in America. The brave children of Birmingham stood up to police dogs and fire hoses. They embody the Children’s Defense Fund’s belief that children are never too young to make a difference in themselves, their families, communities, nation, and world. Greta Thunberg’s example is especially powerful because she also has reminded children and adults across the world how one person can make a difference: as one child sitting alone outside Sweden’s Parliament holding a homemade sign, Greta sparked a movement that has galvanized millions worldwide. The fact that the President of the United States is taking time out of his day to tweet bullying remarks about her is sickening and shameful but underscores how much power and attention this single passionate teenage girl demanding we save our planet commands.

As remarkable as our children and youths are and as much hope as they bring for the future, children should never have to take matters into their own hands and act because they see adults not acting. I am so grateful to see all of the brave and brilliant young leaders right now but let’s not sit back and wait to follow them. Adults should be stepping up themselves in every arena to do what they know is right. Greta Thunberg said at her September speech at the United Nations Climate Action Summit: “This is all wrong. I shouldn’t be up here. I should be back in school on the other side of the ocean. Yet you all come to us young people for hope. How dare you! You have stolen my dreams and my childhood with your empty words.” She added: “You say you hear us and that you understand the urgency. But no matter how sad and angry I am, I do not want to believe that. Because if you really

understood the situation and still kept on failing to act, then you would be evil. And that I refuse to believe.” How will we answer Greta and the young people speaking out against gun violence and poverty and indefensible economic inequality? At the beginning of a new decade and on the eve of a new election year with possibilities of new beginnings, I hope adults will struggle to see the world through our children’s eyes and act with urgency to pass on the better nation and world children need. Experts predicted trade recession in 2016 if Trump won, instead the opposite happened By Robert Romano Remember Smoot-Hawley. That was the rallying cry of #NeverTrump all throughout 2016, that if elected, President Donald Trump would levy tariffs and the world would fall into recession, or maybe even another Great Depression. Because the SmootHawley tariffs were the cause of the Great Depression, or so the thinking goes. I’d say it was the strong dollar that made a bad recession worse in the 1930s, but that’s another argument. The question is what impact Trump’s tariffs had on the real economy versus the expectations of the punditry in 2016. A Moody’s Analytics prediction by Mark Zandi in 2016, prepared for the Washington Post, predicted that as many as 4 million jobs would be lost and the U.S. economy would either flatline or go into recession if President Trump levied tariffs against China and Mexico. Zandi called tariffs a disaster, saying, “This is a pretty ugly scenario, one that I think any rational person would want to avoid.” It turns out that, quite rationally, Americans voted in their economic self-interests in favor of the Trump trade agenda in 2016, and Trump won the election. Now, hindsight is always 20-20. Moody’s mapped out a trade war with both Mexico and Canada, but Trump never levied additional tariffs against Mexico, although he briefly threatened to do so. However, he did levy them against China on $350 billion of goods.

But the outcomes were not as expected. Instead of losing 4 million jobs, in the establishment survey published by the Bureau of Labor Statistics, the U.S. economy produced 6.6 million jobs since Jan. 2017 when President Trump was sworn in. Moody’s said we would only have 139 million jobs in 2019. Instead we had 152 million. They

were only off by 13 million. Unemployment is at a 50-year low of 3.5 percent. As for the Gross Domestic Product (GDP), it has stayed very much in the positive, with mid-2 percent growth levels similar to Moody’s baseline it used in 2016, with no recession in sight. So, by every measure, the economy is great. And in 2020, seeing is believing.

And rather than provoking too much trade retaliation, Trump’s tariffs and tariff threats respectively have resulted in new trade agreements with China as well as with Canada and Mexico. The pressure worked. It turns out getting tough on trade ended up promoting freer trade, and the immediate negative impacts of tariffs projected by the experts were just wrong. China did

retaliate, but it had no measurable impacts on U.S. jobs markets or growth prospects, and so Beijing was brought to the table. And with the modest tariffs now in place, the U.S. trade in goods deficit with China fell 12.8 percent in the first nine months of 2019, or $38.5 billion, compared to 2018, according to the latest data from the U.S. Census Bureau. Meaning, Trump was right all along. It is China and other trade partners that have more to lose by failing to make a deal with the U.S. Developing economies want to export, meaning we have something they want in the way of markets. Being a net importer, the U.S. has always had more leverage in trade relations. We were just not using it to our advantage in the trade negotiations. Until Trump came along. Now agreements are being reoriented to serve U.S. interests with a measurable net benefit to the U.S. economy. And the American people, as they get prepared to vote in 2020, can see it in their finances. They were warned that the economy would be a catastrophe if the Trump trade agenda were implemented. It would be the worst recession since the Great Depression. Millions of jobs would be lost. Instead, Trump won, his trade agenda was implemented and the economy is booming. "There are a lot of different issues in the city, and homelessness is going to be our first objective." Pastor Jaime Garcia said Oxnard Together is an awesome event. "They said something that hits our heart," he said. "We can all help by doing what we can. We can't change the world, but we can change a little portion of the world." City Manager Alex Nguyen thanked the crowd for coming to the event, and

he was pleased to see so many faces. "It's a serious day today, and it is encouraging and inspiring to see this crowd," he said. "One of the things we will be focusing on today is a discussion about the homeless crisis." Nguyen remains passionate about helping the homeless and is focused on addressing the challenge. "I am also angry about the situation," he said. "It is heartbreaking and unspeakable in this nation and state that we have this crisis. I am mostly frustrated by the State of California." He acknowledged Chief

Scott Whitney who has the wisdom and heart to organize the event. "I am grateful to have his leadership and the way he conducts this department so that we can take care of law enforcement with some compassion," Nguyen said. "It takes a great leader to bring people together outside the realm of traditional police enforcement." Joan Lucas spoke to the crowd, and she was at one point living on the streets. "It was terrible," she said. "I had searched for housing in every county from here to the Mexican border, and no one wanted an old lady in her 80s. I do work, I wrote a youngsters book, and it will be on Amazon next week." She outlived her family, friends, and money. Muchnik blessed the crowd and called it a beautiful day. "A Rabbi, a priest and a Muslim Cleric walk into a bar," he said as the crowd laughed. "The bartender looked up and said: what is this? A joke?" He thanked Whitney and applauds him for getting all the faith leaders together for such an important event. "We are blessed to live in this wonderful city, this beautiful state, and this beautiful country. God bless

America." He asked why God created an unbalanced world and said it didn't seem fair. "King David writes in Psalms, let the world sit before God," Muchnik said. "In the Jewish tradition, called the Midrash, King David was complaining to God, and he said: Why did you create inequality in the world?" David wanted a world where all were equal. "God replied with the second half of that verse in Psalms," Muchnik said. "If everyone had all their needs, how would kindness fit into the world? You either put a checkmark that something is done because we've reduced the number of complaints from 87 to 57. That means 30 of them have been resolved over a 20-month period. There has got to be something that we can show the public when we come in and go holy crap, that's the scorecard?" Flynn asked Ventura to talk about the Enterprise Resource Planning (ERP) system and the major attributes that will pierce through the whole chart. Ventura said that many of the city processes are paperbased. The process is slow because they have to wait for the paper to compile the data. "Data gets input incorrectly, and we have to find it and correct it," she said. "What modern systems allow is more validation of the data upfront. If we take, for example, timesheets, somebody else enters their timesheet in the system, and we find out that this particular person is not authorized to charge time to this particular project. Then, we have to go back and fix it." Deputy City Manager Shiri Klima said Ventura and Riper are too modest. "They've had an incredible turnover," she said. "The story they are not telling you is there has been a lot of turnover, and they've filled a lot of positions with excellent new folks. We're very, very excited, and proud of them because of all of their growth. In that process, they've managed to do all this."

HEALTH As wildfires get worse, smoke spreads, stokes health worries By Matthew Brown PARADISE (AP)—First came the flames, a raging firestorm propelled by 50 mph (80 kph) wind gusts that incinerated Kelsey Norton's house and killed 85 people in her community.

HEN came the smoke— not just from the forest but also from some 14,000 houses and their contents that burned, generating a thick plume that enshrouded portions of Northern California for weeks and left Norton gasping. And since the fire, more than a year now, it has been sickness: repeated respiratory infections that sap Norton's strength, interfere with her work and leave the 30-year-old cardiac care nurse worried about future health problems. “I don't want to have cancer in my 50s because I inhaled smoke in my 30s,” she said. The immediate toll of lives and property lost when a fire tore through the Sierra Nevada foothills town of Paradise, California in November 2018 is well documented. Still unknown is the long-term impact of the intense smoke exposure suffered by the tragedy's survivors and the hundreds of thousands of people living in communities downwind of the blaze. Increasingly intense wildfires are scorching forests from across the Western U.S. to Australia and stoking concern among residents and health professionals about long-term health impacts from smoke exposure. The issue has far-reaching implications as climate change

turns some regions of the globe drier and more prone to fires that send up smoke plumes that can travel thousands of miles and affect millions of people. The unprecedented fires burning across Australia offer the most recent example as they blanket major cities with dangerous air pollution. Smoke from those fires, which started burning in September, by this week had spread across more than 7.7 million square miles (20 million square kilometers) and drifted across the Pacific Ocean to reach South America, according to the United Nation's meteorological agency and the Copernicus Atmosphere Monitoring Service. The fires have torched more than

2,000 houses and killed at least 26 people. Authorities ordered new evacuations in New South Wales and the neighboring state of Victoria as rising temperatures and erratic winds on Friday threatened to fan dozens of blazes still burning out of control. Both states issued hazardous air quality warnings for affected areas and said people with health problems should consider relocating until the smoke clears. Compounding the danger, experts and firefighters say, is the proliferation of construction materials and household items made from petroleum-based plastics, ranging from plumbing pipes to exterior siding. Newsom proposes health care for older illegal immigrants By Adam Beam and Don Thompson SACRAMENTO (AP)— California Gavin Newsom's budget proposal announced Friday for the next fiscal year includes health care for 27,000 older low-income immigrants who are in the country illegally. The immigrants would have to be Medicaid-eligible to get the money under his proposed budget that has a $5.6 billion surplus and includes $21 billion in reserves for an inevitable economic downturn. California last year became the first state to offer full health benefits to low-income adults 25 and younger living in the country illegally. Lawmakers had pushed the Democratic governor to offer benefits to people 65 and older living in the country illegally. Newsom's proposal continues to California at odds with the federal government's immigration policies. California Gov. Gavin Newsom will announce his state spending plan on Friday, flush with a multibillion surplus that state lawmakers expect he will use to give full health benefits to more low-income adults living in the country illegally. The deep-blue state of nearly 40 million people has about 3 million people left who don't have health insurance. About 30% of those are living in the country illegally, according to the California Health Care Foundation. Democratic leaders have been aiming to get the uninsured population down to zero, one piece at a time. In 2016, California offered full health benefits to children 18 and younger regardless of immigration status. Last year, California became the first state to offer full health benefits to low-income adults 25 and younger living in the country illegally. They

also began taxing people who refused to buy health insurance, using the money to help pay health insurance premiums for middleincome families. This year, lawmakers are aiming to offer benefits to people 65 and older living in the country illegally. Democratic state Sen. Maria Elena Durazo said Newsom promised her he would include the health care proposal for seniors in this year's budget. “We don't have any reason to think it won't be in there,” she said. “We can't solve the health care crisis if we don't include t hem as part of the many Californians who are uninsured.” The plan, if included in the budget, would continue to put California at odds with the federal government's immigration policies. It would also likely influence the Democratic presidential nomination. California voters will vote on a Democratic presidential nominee in March. It cost the state about $98 million to cover full health benefits for lowincome adults ages 25 and younger living in the country illegally. State officials about 90,000 people will get coverage.

The proposal for seniors would cover fewer people, about 25,000, but would cost more: About $100 million for a full year, according to estimates of similar proposals last year. That's because health care for older people is generally more expensive. Low-income adults living in the country illegally are already eligible for government-funded health benefits. But the benefits are “limited scope,” in that they only cover things like pregnancies, emergencies and breast and cervical cancer treatment. About 950,000 adults living in the U.S. illegally already receive these benefits in California as of July 2018. Newsom's budget introduction is the first step in approving a spending plan for California. In May, Newsom will revise his plan once state officials have a better estimate of how much money the state will collect in taxes this year. State lawmakers have until June 15 to vote on the budget proposal and send it to the governor for his approval. Lawmakers forfeit their pay if they miss the deadline. Newsom already provided details on key areas of his budget in recent days, outlining steps to curb homelessness, wildfires and the cost of prescription drugs.

An estimated 20,000 premature deaths now occur annually in the U.S. due to chronic wildfire smoke exposure. That's expected to double by the end of the century, according to scientists funded by NASA, as tens of millions of people get exposed to massive “smoke waves” emanating from blazes in Western states. But while those forecasts help illustrate the profound impacts of a warming climate, they can't predict which fires will prove deadly and

which individuals will develop lung ailments or other illnesses. One of relatively few long-term studies on the issue is under way at the California National Primate Research Center. Fifty rhesus monkeys living in outdoor pens year-round were exposed to a prolonged period of wildfire smoke as infants in 2008. They've developed lungs 20% smaller than another group of monkeys born a year later, researchers found. “It's the closest animal model to replicate what happens with kids,” said Lisa Miller, the center's associate director of research. The difference first showed up when the animals were adolescents, and has continued as they've matured. It's impossible for the untrained eye to distinguish the smoke-exposed monkeys from hundreds of others that share their pens, but Miller's team next plans to investigate how the decreased lung function affects activity levels of the monkeys. As the animals age, any diseases they develop and how they die would give clues into the fate of humans heavily exposed to smoke. Studies of wildland firefighters also give insights into the risks of smoke inhalation. They've shown significantly higher rates of lung cancer and death from heart disease, said Michael Kleinman, who researches the health effects of air pollution and is a professor of environmental toxicology at the University of California, Irvine. California could be 1st state to sell own prescription drugs By Adam Beam SACRAMENTO (AP)—California could become the first state to make its own prescription drugs under a proposal announced Thursday by Gov. Gavin Newsom, who says it would “take the power out of the hands of greedy pharmaceutical companies.” The Democratic governor wants the nation's most populous state to contract with generic drug companies to make medications on its behalf so it could sell them to its nearly 40 million residents. The goal is to lower prices by increasing competition in the generic drug market, Newsom said. His proposal also would create a single market for drug pricing in California, with companies having to bid to sell their medicine at a uniform price. One expert said that piece would have the bigger impact. “Other countries control or negotiate the price of drugs, and if there is one state that could do it, it's California, which is the size of a country,” said Larry Levitt, executive vice president of health policy for the Kaiser Family Foundation. “A drug company could walk away from Rhode Island. It's much harder to walk away from California.” Lawmakers would have to approve the proposal before they could become law. A legislative leader in charge of reviewing the plan gave a tentative endorsement Thursday. “If Costco can have a Kirkland brand, why can't California have our own generic brand?” said Democratic Assemblyman Joaquin Arambula, an emergency room doctor from Fresno who chairs the House Budget Subcommittee on Health and Human Services. “I really do think there is quite a bit of merit in having us produce the medications.” Officials from the two industry associations that represent name brand and generic drugmakers have not responded to requests for comment. The drug plan is part of Newsom's budget proposal, which he must present to lawmakers by Friday. The state could have as much as a $7 billion surplus this year, according to the nonpartisan Legislative Analyst's Office. Newsom's office did not say how much the drug proposal would cost, prompting criticism from some Republican lawmakers who said the state should not compete with private companies.

Netflix leads all nominees for NAACP Image Awards By Jonathan Landrum, Jr. LOS ANGELES (AP)—Netflix will make its presence felt at next month's 51st NAACP Image Awards.

HE streaming giant emerged with a leading 42 nominations, including for Ava DuVernay's limited series “Whey They See Us” and the Eddie Murphy-led film “Dolemite is My Name.” Thirty of Netflix's nominations came in television categories and the rest were for its film releases. “When They See Us” was a fourpart series chronicling the true story of five Black and Latino teenagers from Harlem who were coerced into confessing to a rape they didn't commit in 1989. The story follows their plight over a 25-year span until their eventual exoneration. The nominees were announced by Marsai Martin, Tichina Arnold, Erica Campbell and Trevor Jackson. The 15-year-old Martin scored four nominations for her role in the ABC television series “black-ish” and the film “Little,” which made her the youngest executive producer ever. Lizzo continues her breakthrough dominance with six nominations through her musical success including her major-label debut, “Cuz I Love You.” The

singer-rapper will compete for entertainer of year against Regina King, Billy Porter, Angela Bassett and Tyler Perry. Arnold shouted “We love you girl” after announcing Martin in two categories. She then gave loud cheer after revealing that King is up for entertainer of the year, saying “Yeah, I'm biased.” “Dolemite is My Name” will compete for best motion picture along with “Harriet,” “Just Mercy” “Queen & Slim” and “Us.” Alfre Woodard, Cynthia Erivo, Jodie Turner-Smith, Lupita Nyong'o and Naomie Harris will vie for the best film actress honor. Murphy will compete against Michael B. Jordan, Chadwick Boseman, Winston Duke and Daniel Kaluuya. Murphy starred in his passion project as Rudy Ray Moore in “Dolemite is My Name.” The film followed Moore's famous character of Dolemite, known for being a shoot-from-hip talking, kung fufighting pimp, along with his standup act and the grassroots success of his 1975 Blaxploitation classic “Dolemite.” Jordan Peele's “Us” and “Queen & Us” helped Universal Picture earn the most nominations in the film categories with 15. The awards honoring entertainers and writers of color will be held Feb. 22 in Pasadena, California. The show will be televised for the first time on BET.

SANTA MONICA (AP)—Neil Peart, the renowned drummer and lyricist from the influential Canadian band Rush, has died. He was 67. His representative, Elliot Mintz, said in a statement Friday that Peart died at his home Tuesday in Santa Monica, California. The band posted a message on Twitter also confirming the news. “It is with broken hearts and the deepest sadness that we must share the terrible news that on Tuesday our friend, soul brother and band mate over 45 years, Neil, has lost his incredibly brave three-and-a-half-year battle with brain cancer,” the band wrote. “Rest in peace brother.” Peart placed fourth on Rolling Stone's list of 100 Greatest Drummers of All Time, just behind Ginger Baker, Keith Moon and John Bonham. Peart's jaw-dropping percussion skills, though, were matched by his wondrous skill with lyrics as Rush composed song after thought-provoking song that deftly explored the human condition or conjured up mysterious realms beyond the humdrum life of the band's heyday in the 1970s, ‘80s and '90s. Peart was precise, deliberate and skilled behind his sprawling drum kit, but his innovative lyrics helped set Rush apart from other prog rock bands. Rush was a power trio that rock had never quite seen before, with the searing guitar work of Alex Lifeson, the bass, keyboards and vocals of Geddy Lee and the fantastical drumming of Peart, who was no mere backing member of the rhythm section but rather an indispensable leg of the unusual tripod. The band still finds airplay today with anthems like “The Spirit of Radio” and “Tom Sawyer”—perhaps its best-known song—and “Subdivisions,” with its searing assessment of early '80s life in cookie-cutter housing tracts: “Be cool or be cast out.” The band was inducted into the Rock & Roll Hall of Fame in 2013, and honored for combining “the signature traits of progressive rock with a proto typical heavy-metal sound.” “We've always said it's not something that meant a lot to us, but we knew our fans cared so much to be validated like that—that their favorite band like their favorite sports team should be celebrated

as champions,” Peart told The Associated Press at the time. “We always knew that was the case and certainly to see it blossom after this is a testament to the truth of that.” Peart was born on Sept. 12, 1952 in Ontario. Music became an outlet for the self-described introvert who remained a quiet, under-the-radar star his entire career. “I was very academic until I discovered drums,” he explained in a 2017 interview with Classic Rock. “Then I was a monomaniac about drumming. I was physically awkward. My ankles were weak, so I couldn't play any sports. I couldn't skate and I couldn't play hockey, which in Canada is like football is in the U.K. And that makes you a pariah as a boy.” When Rush formed in 1968, its original lineup included Lifeson, bassist Jeff Jones and drummer John Rutsey. After a few weeks, Lee replaced Jones, and in 1974, Peart replaced Rutsey weeks before Rush's first U.S. tour. Rush's first album with Peart—by then the band's principal songwriter—was 1975's platinum-seller “Fly by Night.” They released another album that same year, “Caress of Steel,” which reached gold status. In 1976 the band marked a major breakthrough with the album “2112,” which sold three million units in the U.S. The first side of the album tells the tale of a dystopian world where creativity, individualism and music itself are outlawed—Peart was a reader of Ayn

Rand—only to have things unravel when someone discovers an abandoned guitar. It was an extraordinary effort and fans responded in droves. Lee described working with Peart's lyrics during a 2018 interview with The Guardian: “Being an interpreter for Neil has been a singular pleasure of mine and a really difficult job at the same time, because I'm not always on the same page as him. As we grew as a band, I became trusted by him to be his sounding board and his editor, and if I couldn't get into a thing, he would leave it alone. That's the beauty of a relationship that lasts.” Rush's most successful album was 1981's “Moving Pictures,” which sold four million copies. The album featured “Tom Sawyer” and “YYZ”—a track that served as a showcase for Peart during live shows and secured Rush its first-ever Grammy nomination; the band would earn seven nominations over time. 1990's “Chronicles” was a double platinum success; 11 of the band's albums were certified platinum and 10 albums reached gold status. Peart was also an author and published six books. At one point in the 1990s, he took jazz drumming instruction, explaining to Classic Rock: “After 40, 45 years of playing, I wanted to push myself and open up this whole new frontier. I've been able to do that as a lyricist and as a prose writer, and now as a drummer. You have to challenge your own limitations and your own expectations of yourself.”
