Christmas tree & Menorah lighting is a blessing By Chris Frost chris@tricountysentry.com Oxnard--The holiday spirit rang true on the Oxnard Police Department front lawn, Dec. 23, as the department had an interfaith tree and Menorah lighting ceremony that drew a small, but appreciative, crowd. The event had much significance, as members of all faiths gathered to celebrate and commemorate the holy season. The department had cookies and hot chocolate for the attendees who joined in prayer. Police Chief Scott Whitney Scott Whitney welcomed the crowd and said Rabbi Dov Muchnik prayed that it would stop raining, and it did. "I wish he would have prayed for a little bit of warm weather also," he said. "Any time we get people of different beliefs together, it makes us stronger as a community. In our business of public safety, it makes it a safer community, as well." Rabbi Dov Muchnik said the Jewish faith is in the middle of celebrating Chanukah, and on Dec. 24 and 25, Christians will have Christmas. "This is a time when many people are celebrating," he said. "It has lots of different meanings for different people." He gave everyone the history behind the Menorah and said the story of Chanukah took place over 2,100 years ago in Jerusalem, the same place it still occurs. "At the time, the Jewish people were trying to worship their God and freely practice their religion," he said. "Unfortunately, the Jewish people, throughout the years, were given a hard time for them wanting to do what they felt was right and bring more goodness, kindness, and Godliness to the world." Because of their efforts, the Jewish people were banished from their land and kicked out of the Temple in Jerusalem, the ancient Temple, and the Temple Mount. "The ancient Greeks, the Syrian Greeks, came and defiled it," Muchnik said. "They didn't like their way of life. They wanted the Jewish people to be like them. They took the alter and desecrated it. They did various things to show that they don't respect others."

Tempers flare at the Oxnard Navigation Center Town Hall By Chris Frost chris@tricountysentry.com Oxnard-- The first public outreach about the planned Oxnard Navigation Center, Dec. 18 brought a goodsized crown that expressed frustration about placing the center in the Five Points neighborhood. Residents lined up and told Mercy House Executive Director Larry Haynes and Oxnard Housing Director Emilio Ramirez about the challenges involved with living and working in the area.
The Oxnard Navigation Center will have 110 beds and serve as a year-round 24hour shelter with shower and laundry facilities. Additionally, the navigation center will have meal and pet services, housing navigation, and case management services for Oxnard's homeless population at 1258 Saviers Road. Ramirez told the crowd that he planned for the attendees to spend 15 minutes at each station and hear from the architect, police department, and Mercy House. The group wanted to hear all the
questions, so they changed the agenda so every attendee would listen to every question and answer. Gabe Tehran asked the first question, and he said the clients at the K Street shelter come come-and-go as they please. "Being on Saviers Road, is there any traffic plan to keep their safety in mind when they are coming-and-going on the sidewalk, which is only a six to eight-foot barrier between them and the arterial roads in the city," he asked. Haynes told Tehran that the shelter would run a little
different and will use a shuttle system. "We won't have people walking in-and-out, as is currently the model," Haynes said. "Our shuttles will do morning dropoffs and take people to appointments and interviews, then have pickup points in different parts of the city to bring them back." Haynes said there would be outreach workers in a half-mile perimeter from their facility to make sure the clients aren't doing things they shouldn't. n Tempers flare, see page 2

Juvenile seriously injured in auto collision Oxnard-- On Dec. 19, 2019, at about 4:16 p.m., officers responded to a collision involving a vehicle and a juvenile pedestrian near the intersection of C Street and Coach C Lane. Upon arrival, officers found an 11-year-old child suffering from a head injury. The child was transported by ambulance to the Ventura County Medical Center and later airlifted to Children’s Hospital Los Angeles, in critical but stable condition. Based upon a preliminary investigation, it appears the driver of a pick-up truck made a left turn, from westbound Coach C Lane to southbound C Street, and collided with the victim in the roadway. An investigation is continuing. Anyone with information regarding this collision is encouraged to contact the Oxnard Police Department at 805385-7600.

Tehran told Haynes that people leave the K Street shelter and loiter at places like the Oxnard Police Athletic League and the Oxnard School District offices for their friends so they can hang out. "The dynamic you described will not be the experience at this new shelter," Haynes said. "There is a lot happening on K Street that doesn't translate onto this specific issue. I appreciate your concerns, but because of these policies we have in place, it's not going to be the common experience. We will also have security on staff, so there will be additional eyes and ears in terms of what's going on." Mercy House doesn't want to be a magnet, he said, which is their number one concern. "There won't be anything going on, or any service, for anyone who is not staying there," he said. "This is not a soup kitchen or a handout. There is nothing available for anyone to walk up and address. When you put all this together, what you find is a fairly benign or nonexistent impact in the area." Richard Tucker said the people involved in the shelter are saying it is a "90 percent done deal, and they already have their marching orders." That comment set him back. "This is coming from staff people and people who are involved with this thing," he said. "Proposed is a bad word
to use for this location. It's not a proposed facility. The decision has already been made. All we're trying to do is appease people, at this point." The meeting had light attendance, he said, because there were a lot of Christmas programs going on in the neighborhood. "This is a residential area," he said. "There are 1,758 homes, 100 businesses that are directly involved where this building is. That's not counting the neighborhood directly across the street." Ramirez said the deal is not done yet on the Saviers Road location. "We still maintain the ability not to go forward, and it will not cost us any money," he said. "We're not paying rent right now; we did pay a security deposit, and if we walk away, that will be reimbursed. We have until Feb. 29." Commission on homelessness chair Peggy Rivera said the conversation is not about whether on not the city needs a homeless shelter, because they need a shelter. "We need two shelters," she said, "There are 110 beds, but there are 600 or 700 people who are homeless on our streets on any given night. We are in a crisis. We've had this problem for years. We have not been able to find a solution." She is concerned about the way the city processed the
Navigation Center. "At our Nov. 4, commission meeting, Emilio Ramirez, our director, brought to our attention that from June 2018, until June of 2019, they dismantled the shelter site committee," Rivera said. "That was never brought to our attention. We didn't know. It wasn't until an employee, who had started working for the City of Oxnard with Emilio (Ramirez) she found this location within two months. If she found it in two months, what could she have done in six months?" Rivera said the Saviers Road site is not good. "It's going to bring more density to the area, and it is going to cause more problems," she said. "Our police department is already stretched thin." Marisela said she was attending her first meeting about the issue and wanted to know if the clients are going to be recovering alcoholics, addicts, or do they have problems? "I have been under the understanding that to go into these facilies, they are not dealing with drugs or alcoholism," she said. Mayne said the navigation center is going to be a mixed bag of people who have addiction issues, mental health issues, and people who are homeless because of financial problems. "They lost a job or didn't have medical insurance," he said.
"They've bounced around for a while and found themselves on the street. It's a wide range of reasons." Any provider who tells you they have the single answer, he said, is telling you something. "Every single person is different," he said. "Please understand the purpose of a navigation center. The purpose of a navigation center is to get someone into housing. We will not end homelessness. We will not adequately address homelessness if our only response is shelter." The navigation center will provide a reprieve and save lives, he said, and that is not inconsequential, but at the end of the day, it is about housing. "Every person who is there, we need to create a housing strategy for them,": he said. "That answer is going to be based upon data, not ideology. Not because I think they're lazy. Some people will have resources, and they are going to require a response that we would call diversion. They may have friends or family. Someone who can put them up and help them get into housing." Mayne said permanent supportive housing is something they offer and love to do. "There are folks who have multiple disabilities, are chronically homeless, and the notion that we are going to get them jobs and be self-sufficient is not only wrong, it's cruel," he said. "That's a person who needs permanent supportive housing." He called the navigation center a low barrier shelter.
"Contrary to what you might think, our data indicates after years and years of providing permanent supportive housing, the neediest people, our retention rate, is about 94 percent," he said. "Housing works for almost everyone. We have do ask ourselves, how do we get them into housing?" People have a better chance of finding permanent housing if they come from a navigation center, he said, instead of coming from the streets. "We do take people off the streets who have addiction issues, who struggle with it and will relapse," he said. "We know we can work with them and get them housing placements. That's why." Marisela said there is a mental health issue, in her opinion. "There are no resources," she said. "I have a daughter who is out there. There are no resources, and then she doesn't want them. Then you have the ones who don't want the help. Instead of spending this money on renovating this building, why don't you invest that money into mental health and getting more social workers? We have one mental health facility, and they get tired of waiting around because they have issues, and get tired of waiting around because they don't want to wait there
forever." Mayor Pro Tem Carmen Ramirez tried to comment, but Marisela snapped at her. "No, listen," Marisela said. "I voted for you, so you wait. You can't speak. You guys went behind our backs, and you did this. This is the way politics work. Shove it down our throats. I don't want these homeless people here. I don't want them in the street. It hurts me." She doesn't like the location for the navigation center. "You have two liquor stores right across the street," she said. "There are homeless people in Five Points stomping on cars and banging on the windows. Do you think I am going to call OPD? They have better things to do." Ramirez agreed with her and supported safe sleep areas where people can be outside. "With behavioral health, you're right about the lack of services," she said. "That is a county-controlled program. The cities are not geared up to do social work and behavioral work. That's a county function. Maybe we can talk about changing that. But I think that Mr. Hayne's program does include social work. That money comes from the county." This story will continue on Jan. 3.

NEWS Council learns about Oxnard Redevelopment and Revitalization By Chris Frost chris@tricountysentry.com Oxnard-- The Oxnard City Council got a sneak peek at the future of downtown Dec. 17, as the city revealed plans that include mixeduse development, along with new buildings and a walkable corridor that attracts investors and customers.

HE report ruffled some feathers during public comments, which drew some terse remarks from the council and the city. New City America President Marco Li Mandre presented the potential future of Oxnard to the council and said San Diego Mayor Kevin Faulkner, an Oxnard resident, has seen a lot of the great work of New City come to life. New City America created Little Italy in downtown San Diego which is now a vibrant hub full of activity. Li Mandre said his company formed 85 development districts through the United States. He said today's downtowns are what they were in the 60s and 70s. His favorite sign he encountered while creating districts was in Mass. where Li Mandre found a business called "Fish and Optician." "There is a sign with a lobster with glasses on," he said. "I did not make this up. This is the way that some people try to promote businesses. Some things are just in disarray." Lincoln Road in South Beach Florida is a good example of wisely closing down a street, he said, and in 1958 the planner said he designed Lincoln Road for people because cars never bought anything. "He's absolutely right," Li Mandre said. "I think our downtowns have become far more walkable. Little Italy was historically the tuna capital of the world, he said, and it went through a lot of changes. It was based on Our Lady of the Rosary Catholic Church, which was, and still is, the
spiritual center of Little Italy. "A lot of old industrial buildings were kept for their historical signifaicance," he said. "They became market-rate condos in 2003." One block away from the commercial district had a lot of parking lots and old commercial buildings, and that became 81 condos in three years. "An Italian immigrant bought all the commercial condos about six years ago," he said. "He's his own tenant and landlord." The old parole office, one block from the core of Little Italy, became a mixed-use development. He mentioned that market-rate condos are great, but he wants to see more affordable housing in Little Italy. "We have 6,000 people who work in little Italy," he said. "We want them to live in Little Italy too." The real test of the neighborhood are women and children, he said, and they flock to Little Italy. "They feel it's a safe neighborhood," Li Mnadri said. "It's got safe public spaces and is very well landscaped. It was nothing like this 20 years ago." The neighborhood went through a lot of change over 20 years and became an open and inviting public space. Little Italy has many tables and chairs that are not tied to a restaurant. "Anybody can use them," he said. "We do simple things like fill wheel barrels with flowers in the spring. We also built a dog park. We have 2,000 dog licenses in Little Italy. When I first started, we had a handful of dogs. Now, we have so many dogs; we had to work with the unified school district to do that. We have parking in Little Italy, and we generate about $1 million a year in parking meter revenue. Kevin Faulkner was key in getting this legislation through, a local enabling ordinance to allow us to keep 45 percent of that. We also underwrote a valet program." "In Oxnard Li Mandri loves all the beautiful buildings. He read the 1967 redevelopment plan and said the city vacated a street and then un-vacate it years later, which is not uncommon. "There was a lot of money, design

and thought put into this," he said. "It looks like what it probably would have looked like 100 years ago before you had hard-paved streets. There was a lot of work out into A Street. You still have great architecture here, and it's extremely walkable." City Manager Alex Nguyen added that the city enhanced the core safe and clean priorities, and it needs to work with the ODMD (Oxnard Downtown Management District) to grow it into a broader community benefit district. "We're in the process to attract top-tier development projects and, ultimately, to leverage city-owned property," he said. "There's been many efforts in past decades to revitalize downtown." In the 1980s, '90s and early 2000s, he said there was a proposal for an Oxnard downtown complex on 8th street. "Right now, the timing is good, and we're picking up momentum," he said. Little Italy is about the same size as downtown Oxnard, he said, and some of the before pictures resonate with Nguyen. "Some of those buildings in the before pictures look like they are in our downtown," he said. "We brought him (LiMandre) onboard for his expertise
to carry downtown to fruition. If we put our head down and do the hard work, we can get there." During public comments, Ray Blattel told the council not to ignore the Oxnard Boulevard corridor from five points through First Street. "That corridor is the gateway to the city from the south," he said. "If I lived elsewhere and was driving north on PCH (Pacific Coast Highway) and drove through Oxnard on the boulevard, I don't think I'd stop except for red lights. I won't say the view along this corridor is ugly, but I would say that it is uninviting. In my opinion, it says keep on driving and lock your doors." Jeff Burum called the plan a home run, and he can't wait to see the development happen. "This is going to solve a lot of the problems we heard about tonight like the housing problem," he said, "We're going to be able to solve some of that. We need jobs. We're going to be able to solve some of that." He would like to see New City American look into the Channel Islands Harbor situation, as well. "We can do the same thing," he said. "The only people missing from this conversation are the farmers. What are they doing to house their people? You heard from them earlier. We need to bring the farmers in and see what they can do for their employees." Aaron Starr said everyone favors revitalization and improving downtown, but a property-based improvement district with an assessment isn't going to help. "The big problem we have here is that you can't get a building built here in this town," he said. "It's impossible to have private folks come in, invest their money, and get their plans to come out quickly. Until you fix that, nothing else is going to matter. We need to simplify the permit process. Hopefully, this Nov., we'll adopt permit simplicity, and it will help us revitalize downtown and the rest of the city." Starr's comments drew a quick response from Nguyen. "Mr. Starr may be talking about the
Council okays rule 20A credit sale By Chris Frost chris@tricountysentry.com Oxnard--The general fund reserve will receive a shot in the arm, as the Oxnard City Council approved the sale of rule 20A credits to the City of Laguna Beach, Dec. 17. The transfer means an additional $2,181,182.85 for the city that will go into the general fund reserve. Before the presentation, City Manager Alex Nguyen told the council they committed to this during the 2019-2020 budget cycle. "I am pleased that Mr. (Adam) Smith worked on this and is here tonight," he said. Smith, from the city manager's office, presented the item to the council and said it creates an MOU with the City of Laguna Beach to sell the city's unallocated credit balance. Rule 20A started in 1967 between the California Public Utilities Commission (CPUC) and other
public utilities in the state. "The way it works is Southern California Edison allocates these funds to communities to convert overhead electrical lines to underground facilities," he said. "They are not actual dollars; they are credits and are given to municipalities to cover the utility provider's project cost." When the projects get underway, he said they're financed by utility rent money, the credits, and local funding. "What we mean by local funding is any time there is a project in a city if there is an impacted light pole or a traffic signal, there are city costs associated with any project," he said. "Rule 20 credits cannot be used, so any project done in the city, the city would have to pay for that project or a fraction of any of the impacted facilities." The city receives 280,000 rule 20 credits each year, Smith said, for the
old city hall, but we are going to build these damn buildings," he said. "We're going to do it without permit stupidity." During council comments, Mayor Pro Tem Carmen Ramirez said she's gone to Little Italy many times, and it looks like Italy. "It looks like neighborhoods in the wonderful cities of Italy," she said. "It is so inviting. The city does not build housing; we need private investors to come in and do it. The first project we have going, Miss Brown, (Pat Brown), we will kick it to the top." Councilman Bryan MacDonald thanked Nguyen for the presentation but said he's never been to Italy, so he doesn't know if Little Italy in San Diego looks the same. "Don't tell my wife I said that, because I don't want to take her there," he joked. "I think it's great. It's time to get things going downtown. We've been down this road I don't know how many times in the past years, but I think it's time to see something come to fruition." Council Member Vianey Lopez appreciates all the forward-thinking, and she was wondering when they'll get an update on what the process will look like. Nguyen said the council would have an update in the early spring. Mayor Tim Flynn understands all the frustration expressed but said if Nguyen says the buildings will be built, he believes him. "Right now, the city is in negotiations for a building to be built, right where the Social Security building is today," he said. "The permit process has absolutely nothing to do with whether or not the building will be built." He noted that some of the comments about not being able to build downtown have not come from the permit process, it comes from not having a city manager exercise the leadership to bring investors into the mix. "It's about capital, and it's about investment," he said. "That's the bottom line, and now we have somebody (Nguyen) who is doing that."

by offering to help those in need. They share their gifts and talents while bringing positivity to their friends, family, and their community. A Hooper Hero never gives up on themselves or others and doesn't have to be strong in the beginning, but finds strength by being grateful and giving. Hooper said she and the kids created 25 Hooper Hero characters at the Boys and Girls Club, which is the foundation of her program. "When everybody said I had to be somebody to create a character and have a book, I didn't know what to do, so I came to the Boys and Girls Club," she said. "It was on my heart to come here, and they welcomed me with open arms. I've been here for two years, and we teach healthy habits and hooping." From those beginnings, came the dawn of Hooper's Heroes. "We support our community," she said. "We support each other and find our passion for what we're good at doing. We encourage that." "Each story was written by my niece, Nicole Wales Vandervest. She is the co-creator of Hattie; she last 10 years. "Including this year's allocation, we've accumulated 3.9 million," he said. "These projects are extremely costly. According to the CPUC, it cost between $400-600 per foot to underground electrical lines. That equals out to $2.1 to $3.2 million per mile." The city has no plans to underground, overhead electrical lines, and there are no known plans, currently. "High cost with any project is definitely an impediment to any potential project," he said. Due to recent wildfires caused by electrical distribution lines, he said the CPUC is looking at reallocating unused credits to people who might need it more. "They just got an audit delivered to them on the PG&E rule 20A program that looked at reallocating unused credits to other communities to mitigate this high fire threat,"
he said. "Although the audit only looked at PG&E and we're on Southern California Edison, it's a change on the horizon that we want to be aware of, going forward." Laguna Beach has been buying credits for a while, he said, and recently paid .55 cents on the dollar to the City of Rancho Palos Verdes. "That's what we are selling our rule 20A credits for," he said. During Council comments, Mayor Pro Tem Carmen Ramirez said it is a good idea to get ahead of losing the credits. Councilman Bert Perello looks at these credits like water credits. "They may be real, but they may not be real," he said. "Is .55 cents the best deal we can get?" Smith said .55 cents is the ceiling for selling the credits, but other cities are buying them up. "Laguna Beach is actively buying them up," he said. "When we noticed that, we reached out to them."

OPED Is this a Christmas present or what? Dr. James L. Snyder One great blessing of Christmas is presents. Of course, at my age, I am not too interested in what I am getting but rather what I am giving. I cannot think of one thing I really would want. I got everything I need even though some of it may be old and outdated. As long as it works, I'm happy with that. Therefore, it is not what I am receiving that is important to me. I love to see the smile on the grandchildren's face as they open up a present. I am just as delighted as they are opening their gifts because I did not buy it. I paid for it, but it is the job of the Gracious Mistress of the Parsonage to do all of the shopping, gift buying, wrapping, and everything that goes with it. If it were up to me, nothing would really get done, which would be sad. As I say, I am not looking for much for Christmas this year, just to enjoy the family and celebration. Then something happened this past week that changed that attitude of mine. In the mailbox this week, I received a letter from the state traffic department. I was a little nervous opening it because I've never received such a letter before. Why were they sending me a letter? What kind of trouble am I in? When I opened it, I noticed it was a traffic violation notice. Upon further notice, I saw it was not for me. Can you guess who this traffic violation was for? Two guesses, and it's not me. I'm not too much into dancing, but I must admit, I did a little happy dance as I read this letter.
Accordingly, my wife had a traffic violation, and a camera recorded it. Looking at the picture, it did not look any t h i ng like my wife. The whole picture was blacked out so you could not see anything. Oh well, it did have her name on it, what more do I need?
I have ever had, “You have a traffic violation ticket.” There are times in life to celebrate, and, as far as I was
concerned, this was one of those times. I do not very often if ever, get one over on the Gracious Mistress of the Parsonage. This was the first time, and I did not quite
Walking into the house, I was cheerfully whistling and maybe some dancing. “What are you so happy about?” Looking at my wife, I said, "I'm sorry. What did you say?" I heard her, but I wanted to hear her repeat it. “You heard me. What are you so happy about?” I was going to ask her to repeat it, but I thought otherwise. Handing her the letter, I said with the biggest grin on my face
know how to handle myself. How much happiness is too much happiness? “This cannot be my ticket,” she said with a very disgusting growl. “I think it is. It has your name and your license plate number on it. Who else’s is it?” She went outside to her van and checked the license plate number. It was not the right number. “It is not the right license plate number, so it cannot be mine." At this point, my happiness peaked. I was not expecting something like this. I was expecting a traffic violation. The total was $2.35. It did not seem like much, but there it was. I would be able to enjoy this
moment for the rest of my life. Oh, how sweet life can be, especially at Christmas. She handed the letter back to me and said, “Look, this violation was last week in Miami. I was not in Miami last week. This cannot be right.” My happiness was on a downward spiral. I looked the letter over several times only to discover she was right. She is always right, and here was new proof. I advised her to take it over to the sheriff department and see what they think. It was not long before she came back and into the house happily whistling but no dancing. “What are you so happy about?” She looked at me with a smile and a Merry Christmas twinkle in her eye and said, “The sheriff department told me this was a fraud. It is not my ticket. They advised me to destroy it and forget about it.” Looking at me smiling, she said, "Aren't you happy for me?" All I could do was look back, smile, and say, "Yes, dear." Of all the tickets I have received, I could enjoy one for my wife. It was not a very serious issue, but I could have gotten a lot of mileage from this. Now it is gone. Just when you think you got something, it turns out to be nothing. I am glad that the ticket was a fraud. I was thinking of what the apostle Paul said. "Be careful for nothing; but in every thing by prayer and supplication with thanksgiving let your requests be made known unto God” (Philippians 4:6). It is that time of the year when we think about all the things to be thankful. I am not sure how many blessings I have because some of the more important ones are ones I do not see. The greatest gift this Holy Season By Marian Wright Edelman FOUNDER AND PRESIDENT EMERITA This is a holy season for multiple faiths and with our celebrations many of us spend time, money, and energy searching for perfect presents rather than reflecting on what our faith requires of us. It’s wonderful to share special times and gifts with family and friends but too many of us get overwhelmed by shopping for material things for loved ones. I hope parents, grandparents, and all of us will pause and ensure we give our young and each other more important gifts of time, attention, and family rituals—ourselves—that all children need. So many of us are passing onto our children an affliction with “affluenza,” the poverty of having too much that equals too little. Children need adults to show them that the greatest gifts are what they give to others in caring, sharing,
and service and not just material things. Many families volunteer in multiple ways, sharing and collecting food, clothing, and toys for others and making sure to express our true values—especially caring for our neighbors who have been left behind in our nation. Don’t be afraid to take children to serve meals to the homeless or to engage in discussions at family gatherings about those left out in the cold. Teach them Dr. Martin Luther King, Jr.’s reminder that “Everybody can be great, because everybody can serve. You don’t have to have a college degree to serve. You don’t have to make your subject and your verb agree to serve. You don’t have to know about Plato and Aristotle to serve. You don’t have to know Einstein’s theory of relativity to serve. You don’t have to know the second theory of thermodynamics in physics to serve. You only need a heart full of grace, a
soul generated by love.” Each of us can also do our part to renew our congregations’ and communities’ commitment to service and justice. As those of us who are Christian celebrate a poor, homeless child threatened by Herod’s violence against innocent first born boys let us commit to standing up and caring for the millions of poor, homeless, hungry children living in our violent and materially rich but spiritually poor nation today. The poor baby in a manger gets lost like so many poor babies all over America needing food, shelter, safety, education and hope for the future. During this holy season, let’s commit to acting on God’s call through the prophet Zechariah “to see that justice is done, to show kindness and mercy to one another, not to oppress widows, orphans, foreigners, who live among you or anyone else in need” by serving and caring and joining together to work for a better nation and world.
That is the greatest gift we could hope to pass on. Lord, it is Christmas and Herod is searching for and destroying our children, pillaging their houses, corrupting their minds, poisoning their views, killing and imprisoning the sons, orphaning the daughters, widowing the mothers. Herod’s soldiers are everywhere, in government at all levels, on Wall Street, in religious houses, schoolhouses, courthouses and moviehouses. Please lead us and our children to safety. ** God, we confess that ours is still a world in which Herod seems to rule: The powerful are revered, The visions of the wise are ignored, The poor are afflicted,
And the innocent are killed. You show us that salvation comes in the vulnerability of a child, yet we hunger for the “security” of weapons and walls. You teach us that freedom comes in loving service, yet we trample on others in our efforts to be “free.” Forgive us, God, when we look to the palace instead of the stable, when we heed politicians more than prophets. Curt Flood passed over for Hall of Fame while Marvin Miller is voted in By Bill Fletcher, Jr. When it was announced on December 8th that the late Marvin Miller, the first executive director of the Major League Baseball Players Association (MLBPA), had finally been inducted into the Baseball Hall of Fame I let out a yell of glee! Finally, an individual who did so much for baseball and knocked down so many walls has been recognized. Transforming an organization—the MLBPA—that was barely functioning into one of the most important labor unions in the USA was no small feat. And opening the door to free agency, which he and his leadership team mastered through brilliant strategy, fundamentally changed baseball. What was missing in all the excitement was the recognition of the first ‘soldier’ out of the foxhole who, in an act of great courage and sacrifice, laid the foundation for the victory that Miller was able to bring about. Of course, I am referencing the late Curt Flood. Curt Flood, an African American outfielder for the St. Louis Cardinals, was faced with a
forced trade to the Philadelphia Phillies. This was in the late 1960s when baseball players were de facto owned by their teams (due to the “reserve clause”). Flood refused the trade and went to Marvin Miller seeking support. Miller and other leaders of the MLBPA asked Flood some tough questions, including whether he was truly ready for the risks associated with taking such
a stand. Flood convinced Miller, as well as player leaders such as Roberto Clemente (Pittsburgh Pirates), that he was ready. And he then received their full support. Flood fought a multi-year court battle, ultimately ending in the Supreme Court, trying to end the reserve clause and institute free agency (the ability of a player, after a specific period of time, to offer
his services to the highest bidder). He was ultimately defeated in one of the strangest US Supreme Court decisions ever recorded. Flood was exiled from baseball; went into a tailspin; but, with the help of his second wife, actress Judy Pace and other key friends, was able to reestablish his life. He passed away in 1997. Flood’s case, though going
down in defeat, shook up the baseball world and discredited the reserve clause system. It laid the foundation for the strategy employed by Miller a few years later to crack the system and introduce free agency. It is as a result of the courage of Flood and the strategy of Miller that Major League players were able to gain the incredible salary improvements seen over the last four decades. I have, for quite a long time, felt that both Miller and Flood should have been admitted to the Baseball Hall of Fame. Both of them, in different and related ways, changed baseball as an industry. Miller’s induction was a great victory, hands down. Flood, however, was the first soldier out of the foxhole; a Rosa Parks-like figure in baseball who knew that though the odds were stacked against him, he was prepared to stand firm. came up with the name. We knew it was something." Vandervest wanted to write children's stories, and Hopper's passion was hula hooping. "We blended those passions together and came up with Hattie Hooper's Heroes," she said. Hooper worked with "Messy Melanie," who joined Jean six years ago. "The kids can build their character," she said. "What they do is take the first letter of their first name, and then you pick a positive word or something positive." Melanie said she always has a messy bedroom, and it stuck.
"It's just cute," Hooper said. "She was the one who wrote a story for Hattie. She inspires these kids to this day, even though this is six years later, her stories are still inspiring kids. We don't know where we are going from here. This is the beginning of our journey." Jean said the heart of Hattie lives within her. "When I found my passion, it made me so happy and healthy," she said. "I found out when I shared it with others; it made them happy. That's what I am encouraging others to do." Hooper spent 26 years behind a desk, and she decided that was enough. "I promised myself that I
would not live a life where I didn't like what I did," she said. Messy Melanie is an alumnus, she said, and she came back to celebrate all the kids. She couldn't describe the feeling when her alumnus come back. "My heart is full," she said. Looking ahead, Jean plans to continue following her passion and heart. "We'll see where it leads us," she said. Messy Melanie Dunkin attended the event and said that Jean wanted to create a story for her. "Since the time I started thinking about a name, I thought of Messy because I kept

things behind the TV when I cleaned my room," she said. "I would hide things to make my room look nice and clean." Mom Stephanie Dunkin loves working with Hooper. I brought Messy Melanie to support her and take videos and pictures." Melanie said any youngster could be a Hooper Hero. "Be yourself, be creative, and be kind," Melanie said. Artist Karen Kuchar drew all the pictures and got a warm ovation from the crowd. The kids drew pictures of Karen as a show of thanks. "I am the illustrator of their characters," she said. "Each
week, when Jean gets her new recruits, she sends me pictures of them, and I do a little caricature of them. They all join her website, and they all enter her Hooperhood." Karen and Jean met when Karen worked at Walgreens. "She was doing her Hooper Hooping thing," Karen said. "I always liked hula hooping, so I went over there, and we hit it off right away. We always kept in touch through Facebook, and then I retired, I was a commercial artist, and I said I would like to share my talent. Jean said she had something you can do if you'd like to help, and it would be wonderful." Karen loves seeing the kids smile. "I love seeing how excited they all are," she said. "It feels
good to know they are happy. They get their little stickers, and they put them on their notebooks. It makes them feel good about themselves." Husband Duane Kuchar was all smiles watching Karen showoff her hula-hooping skills with all the kids. "You don't know how proud I am of her," he said. "I am proud of everything she does. Mark Young came with his granddaughter Karlee Lyghts, and she was going to town with her hula hoop. "I had no idea she was that good," he said. Muchnik sang a blessing in Hebrew and translated it for everyone. "Blessed are you Lord God, king of the universe who has sanctified us with His commandments and commanded us to kindle the Chanukah light," he said. From there, he segued into the second blessing and said: "Bless to you Lord and God, King of the universe, who performed miracles for our forefathers in those days at this time." Pastor Green, along with his son Eli, lit the Christmas tree, and he said families had lost many of the components of the Christmas tree. "The Jewish faith is the basis the Christian faith is built upon," he said. "Just like they shine a light in the darkness, we also have the Christmas tree filled with lights. When Christians came along, they adopted a lot of practices from Germania and Christianized
them. They would put lights out during the winter, and a lot of people were dying from starvation." Christians changed the symbolism of the lights, so they stand for all the good in the world. "All the happy memories we have," he said. "We have the star at the top, that symbolizes the wise men looking for the baby Jesus and went to Jerusalem to pay their respects. The Christmas tree is green. We use an evergreen to symbolize the love of God is eternal." He closed in prayer and said: "Father, God, you ask us to be the light of the world, and you take your life into every home and situation that we come across," he said. "We give you thanks for the many blessings you have given us, and we ask that you continue to bless us." After the ceremony, Sergeant Jeff McGreevey said it's great having the community with them at the police station. "We have a lot of different faiths under this roof, so to invite our brothers and sisters who are from different faiths to be here and have the community be here is cool," he said. "We've never done this before.' Lighting the Menorah, he said, is an honor. "We're a small group, and it's nice to be recognized," he said. "The Rabbi has been great. He's doing a great job of leveraging relationships with the police department and the community." District Four Supervisor Candidate Kim Marra Stephenson said the ceremony was beautiful. "It's so beautiful and calm right now," she said. "I love the traditions of all the people in our community." Ira Richman said the ceremony is a miracle. "It's a wonderful miraculous miracle at that time where we need more miracles," he said. "I am having a wonderful Chanukah." Muchnik said many powerful messages need to be spread in the world. Tomorrow, we will hope for another miracle." The Jewish people won the war, he said, but the Menorah continued to burn the next day, and the next day. "It burned for eight days, even though it was only enough for one day," he said. "Finally, on the eighth day, they had enough oil to continue the daily ritual." He said the lesson is that we always need to add light. "We commemorate that for almost 2,200 years," he

OM Perez, chairman of the Democratic National Committee, Los Angeles Mayor Eric Garcetti, Assemblywoman Wendy Carrillo, D-Los Angeles, and California health care stakeholders focused their discussion on what they see as threats on the federal level targeting health care for immigrants, particularly those in the country illegally. The meeting was organized by Democrats to hone in on federal policies and plans that would expand health care services for Latinos. Garcetti said the purpose of the meeting was to find ways to save lives. "We've got people who, in the extreme, are dying, whether it's from cancer because they are scared about going to a clinic, whether it's people on the streets of Los Angeles or whether it's just people who don't have access because they don't see themselves in the health care system," Garcetti told City News Service during the gathering at The California Endowment. The mayor said it's imperative to
have more Latinos in the health care field to create a more diverse network of medical professionals. Health care representatives at the meeting said California has fewer Latino doctors than it did in the 1980s. Perez said when health care providers employ a wider diversity of people, patients with different backgrounds are more likely to access services and they can inspire more diverse young people to seek careers in medicine. "The absence of sufficient health care professions with workforce diversity was one of the primary causes of racial and ethnic disparity in health care," Perez said. "Health care providers of color are more likely to serve communities of color. That is a fact." The mayor said he was encouraged by the meeting, thanks to longterm solutions proposed by medical professionals in hopes of getting more Latino children into the medical education system. President Donald Trump issued an executive order in October that he said would protect Medicare coverage, although critics have said it could have unintended consequences that could raise patients' cost for health care. Trump insisted, however, that his action would be a boon for American health care. Health system pays $575 million to settle anti-trust lawsuit By Don Thompson SACRAMENTO (AP)—One of Northern California's largest health systems will pay $575 million to settle claims that it used anti-competitive practices to bump up costs for patients, the state's attorney general said Friday, though that falls short of damages sought in a related private lawsuit that could have exceeded $1 billion. California Attorney General Xavier Becerra had sought an injunction to stop the alleged antitrust practices by Sutter Health, but no monetary damages. The settlement imposes a new courtapproved monitor on the health system for 10 years to ensure it is not using anti-competitive practices with insurance companies to increase patients' costs. Becerra called it “one of the largest actions against anti-competitive conduct in the health care marketplace across the country, with unprecedented levels of injunctive relief to restore competition in the market.” It is larger than recent similar settlements with other providers in North Carolina and Washington state, his office said. The settlement immediately set off a debate between hospitals and consumer advocates over whether it will limit or increase health care costs. About 1,400 self-funded employers separately obtained the
$575 million in damages from Sutter and will have claims paid through an independent administrator, minus attorneys fees. It's not clear if consumers will get a share of the settlement, Becerra said, but he said patients should benefit from increased competition. Under previous market conditions a typical inpatient procedure might cost $90,000 more in Northern California than in the southern part of the state, he said citing a university study. The state had said Sutter was largely to blame. The Sacramento-based nonprofit did not admit wrongdoing and denied the allegations, arguing that there is plenty of competition and that insurance companies were the ones boosting costs. “There were no claims that Sutter's contracting practices with insurance companies affected patient care or quality,” Sutter Health Senior Vice President and General Counsel Flo Di Benedetto said in a statement hailing the agreement. Sutter and Becerra announced in October that they had settled the class-action lawsuit just in time to avoid a trial. But they did not provide details until Friday, after it was submitted to a San Francisco Superior Court judge for approval. The suit was first filed by employers and unions in 2014, but Becerra filed a similar lawsuit last year after a sixyear investigation. It bars Sutter from blocking
insurance companies from using incentives to direct patients to cheaper health care providers, a practice that critics said made it harder for patients to use Sutter's lower-priced competitors. And it prohibits what Becerra called Sutter's “all or nothing” approach with insurance companies, which required insurers to include all the company's hospitals in their provider networks even if it didn't make financial sense. American Hospital Association general counsel Melinda Hatton said commercial health insurance companies will benefit most because it will let them “cherry-pick” hospitals and eliminate incentives for them to work with hospitals to provide lower cost care. She predicted it will increase health care costs, warning that patients in rural or vulnerable communities could be harmed most by the settlement. Anthony Wright, executive director of the health care consumer advocacy coalition Health Access California, countered that Sutter's pricing is one reason that patients in Northern California typically pay $3,000 more in health insurance premiums than in Southern California. Wright was hopeful the settlement would set a national precedent and reignite stalled proposals in Congress and California to limit “surprise medical bills” for out of network procedures.

Emergency rooms and poison control centers have gotten many cases of young children who accidentally ate marijuana edibles and required hospital admission due to the severity of their symptoms.” Dr. Vohra says parents or party hosts should consume and store edibles responsibly, similar to alcoholic beverages. Marriage Story (****)—Writer/ director Noah Baumbach captures the angst of thirtysomethings (Adam Driver, Scarlett Johansson) going through what should have been a friendly D-I-V-O-R-C-E that turns into a war of threats,
betrayals and raw emotions. As primal in ways as Who’s Afraid of Virginia Woolf? Full of life at its worst and people struggling to take their next steps. Queen & Slim (****) – Easily the most talked about Black movie of the year. Director Melina Matsoukas (HBO’s Insecure) and screenwriter Lena Waithe (TV’s Master of None) weave a very modern crime tale and a poignant love story together. Hints of social relevance are threaded in. Lovers on the run are played by Daniel Kaluuya and Jodie Turner-Smith. So thoughtful. So cool. So romantic. Uncut Gems (****)—A gregarious, Jewish NYC jeweler (Adam Sandler)
is deep in debt to thugs. His schemes dig him into a deeper hole. Gritty, sewer-level urban drama written and directed by the very talented brothers Benny and Josh Safdie. Sandler deserves an Oscar nom. Kevin Garnett, Idina Menzel, Julia Fox and LaKeith Stanfield round out a powerhouse cast. Jordan and Foxx shine in urgent drama 'Just Mercy'

Marc Anthony's luxury yacht goes up in flames in Miami MIAMI (AP)—A luxury yacht owned by singer Marc Anthony partially sank in Biscayne Bay after it was engulfed by a massive fire that took 45 firefighters nearly two hours to extinguish. No one was injured. The 120-foot (36.5-meter) boat was docked off Miami's MacArthur Causeway at the Island Gardens Marina when it caught fire Wednesday night, fire officials said. Island Gardens Marina spokeswoman Nataly Tovar confirmed the boat belonged to the famous salsa artist. Two crew members were on board at the time of the fire, but they were able to get off safely and were not injured, the Miami fire department said in a news release. Their identities were not released. The Miami and Miami-Dade fire departments worked to contain the fire. They used fireboats to douse the flames. The boat was partially underwater, but no other boats were damaged, the Miami Herald quoted Miami Fire Rescue Capt. Ignatius Carroll as saying. Flames could be seen from downtown Miami late Wednesday. It wasn't clear what caused the blaze.
There's usually one film that tops lists whenever powerful legal thrillers are debated—“To Kill a Mockingbird,” set in the 1930s. Now comes a film showing how little has changed since then, based on a murder in the same Alabama town where Harper Lee wrote her masterpiece. “Just Mercy “ is the real story of civil rights attorney Bryan Stevenson and his fight to keep an innocent Black man from being executed. It is urgent, searing and powerful, led by a first-rate cast. Though it portrays events more than 25 years ago, it is very much a film of 2019. Michael B. Jordan portrays Stevenson, who founded the Equal Justice Initiative, a legal organization that has successfully challenged the death row convictions of more than 130 inmates. Earlier this year, he was the subject of HBO's film “True Justice: Bryan Stevenson's Fight for Equality.” Stevenson has been a dogged fighter for justice, someone Archbishop Desmond Tutu once called “America's Mandela.” When Starbucks was faced with a racially charged uproar over the arrest of two Black men at one of its stores in Philadelphia, it turned to Stevenson for advice. The film follows one of his first cases, that of Walter McMillian, a Black pulpwood worker sentenced to death for the 1986 fatal shooting of an 18-year-old white woman. Stevenson was able to prove that a key witness had lied and prosecutors withheld important evidence. McMillian is played by Jamie Foxx and it is his best work in years, raw, soulful and honest. Tim Blake Nelson, as the key witness, also turns in a stunning performance, as does Rob Morgan playing a death row inmate. Brie Larson
as Stevenson's assistant is unflashy and strong. Jordan is the calm, quiet anchor of the film, his kind eyes radiating pathos. In a pivotal scene, Foxx's character asks Stevenson why a Harvard-trained attorney has come down to the South and risked violence to do this legal work. “I know what it's like to be the shadows,” Stevenson responds. “That's why I'm doing this.” Destin Daniel Cretton directed the film from a screenplay he co-wrote with Andrew Lanham, based on Stevenson's bestselling 2014 memoir. Stevenson is also an executive producer, and that ensures he's illuminated in the best light. So if there's one weakness in the film, it's that it sometimes veers into hagiography. The naturalism of the cinematography and acting sometimes clashes with dialogue that seems overly polished. “I just want to help people,” Jordan says at one point. “I just have to figure
out how.” In another scene, Foxx declares to his attorney: “I got my truth back. You gave that to me.” The film at times follows other great courtroom dramas that build to a emotional conclusion such as “My Cousin Vinny” and “A Few Good Men” but “Just Mercy” has larger and deeper social issues constantly swirling, including criminal justice reform, the death penalty and racial profiling. If ever there was an example of how film can slide from entertainment to advocacy, this is it. With the exception of Larson and a young corrections officer, no white characters come across as anything but venal and Alabama is portrayed as a place where African Americans are “guilty the moment you're born.” While it ends on a happy note, you cry for all those generations of people railroaded into a cell. “Just Mercy” is not always an easy film to watch, but it is necessary.
