Oxnard Gem and Mineral Show celebrates 50 years at the PACC By Chris Frost chris@tricountysentry.com Oxnard-- It was a celebration 50 years in the making, as the Oxnard Gem and Mineral Show put its best foot forward, Nov. 23 and 24 for its golden anniversary. Attendees marveled at great pieces of art, handcrafted and made from scratch in many cases. The event also featured a raffle and auction throughout the day as people bid on their favorite items or won them outright. President Stephanie Hagiwara is thrilled to celebrate 50 years at the Oxnard Performing Arts and Convention Center. "We are a sponsor of the Performing Arts Center, and our commitment to hold meetings and shows here helped get it built," she said. "Our president at the time, Emil Pfieler, was the master of ceremonies when they cut the ribbon. We're thrilled to celebrate our 50th show in a place that has such meaning for the community." The gem this year is gold, and the group votes on the mineral. "We narrow it down to three, and we vote for the top three," she said. "Gold is a no brainer." The PACC is going through a transition, and she, like everyone else, is devastated. "We worked hard to have three buildings, not

Consent agenda item draws the ire of Alicia Percell By Chris Frost chris@tricountysentry.com Oxnard-- The fur flew again during the Nov. 19 Oxnard City Council meeting, as the body approved a resolution revising the council's policy and procedural manual during the consent agenda portion of the meeting. Consent agenda items are not usually contentious, but this one drew the ire of Alicia Percell who took exception to the change. Percell from Moving Oxnard Forward spoke on the subject, and she said it's not clear which rules
can be amended by the city council. She spoke about the topic while the Finance and Governance Committee was still formulating the changes. "There are some things that are imposed by state law, and you can't do anything about them," she said. "Some things are a city ordinance, and some things you can change by amending this document." She thought the committee members liked the idea when she presented it to the committee members, but it didn't get addressed with annotations. Percell told the council that it would make it easier for the council

and the public to understand the document, and it would make future updates easier for the staff. "Every annotation says we need to check where this came from," she said. "The most significant change in this document is that it changes the council's meeting rules from Roberts’ Rules of Order to Rosenberg's Rules of Order." Percell called it a significant change. She reminded the council that she is a Registered Parliamentarian and called Roberts’ Rules of Order a comprehensive set of meeting rules that requires "great care" when it comes to balancing majority versus
minority rights because they come into conflict at times. "Roberts’ Rules is the most widely used and well-developed parliamentary and procedural manual," she said. "It's used by small clubs. That's what it is designed for, small groups of people attempting to conduct meetings fairly." Conversely, she said Rosenberg's Rules of Order is six pages long, simple, and easy to learn. NEWS Oxnard Police Department receives ABC Grant Oxnard-- The Oxnard Police Department was selected to receive grant funding from the Department of Alcoholic Beverage Control. The Oxnard Police Department was awarded $20,000 to assist in ABC regulation programs in the City of Oxnard.

alcohol-licensed businesses are complying with applicable laws and regulations. This grant will fund several types of operations, including; “Minor Decoy” operations, “Shoulder

Minor decoy programs have been used by local law enforcement in California since 1987 and have proven to be effective in deterring the sale of alcohol to minors. These operations ensure that alcohol retail businesses are verifying the age of customers through valid forms of identification
and are not selling alcohol to individuals who are under 21-years of age. In the last five years alone, local law enforcement officers have visited roughly 4,000-6,000 establishments per year in decoy operations. The Decoy Shoulder Tap Program is an enforcement program that ABC and local law enforcement agencies use to detect and deter “shoulder tap” activity. During the program, a minor decoy, under the direct supervision
of law enforcement officers, solicits adults outside ABC licensed stores to buy the minor decoy alcohol. This project is part of the Department of Alcoholic Beverage Control’s Minor Decoy / Shoulder Tap Grant Project funded by California’s Office of Traffic Safety through the National Highway Traffic Safety Administration. Oxnard Police Department focuses on Opioid abuse OXNARD, California – Over 70,000 people in the United States will die this year as a result of overdosing on opioids. Opioids include everything from heroin and fentanyl oxycodone (OxyContin), hydrocodone (Vicodin), codeine, and morphine. Overdose deaths have risen fivefold since 1999. The Oxnard Police Department has been focusing on addressing this crisis and saving the lives of our residents. Officers respond to the consequences of drug misuse every day. They see the toll this crisis is taking first-hand, and have taken a critical role in helping reduce opioidrelated deaths in our community. “First and foremost, we are committed to saving lives in our community any way we can,” said Police Chief Scott Whitney, “in this case, we want to save lives by encouraging the safe disposal of opioids and through first-responder administration of Naloxone.” The Police Department has created a close working partnership with Ventura County Behavioral Health to address this issue. Together, these departments have
created a video to bring awareness to the “Overdose Prevention Program” offered through Ventura County Behavioral Health to inform the community of the life-saving efforts and prevention strategies. Officers are now issued Naloxone kits to help save lives and combat the opioid epidemic. The administration of Naloxone provides vital time until EMS arrives to care for the victim. In the past year in Ventura County, 237 lives have been saved by Naloxone. The Oxnard Police Department’s recent efforts also include providing
education on potential prescription drug misuse and highlighting safe and effective ways for the general public to dispose of prescription medication. To combat addiction and misuse of opioids, it is of the utmost importance to dispose of any unused or unwanted prescription medications. The Oxnard Police Department, Ventura County Behavioral Health, and City of Oxnard Senior Services have partnered to provide quarterly “Drug Take Back” events at the senior facilities in the city. Additionally, a pharmaceutical drop-off bin was installed in the lobby of the police station (251 S C St., Oxnard CA 93030). We also now accept pet medications and syringes. Police Chief Scott Whitney actively participates in a countywide drug overdose prevention workgroup. This workgroup consists of physicians, public health employees, hospitals, and law enforcement, and the focus is on finding strategies to address the countywide opioid problem better. guidance on what to do when they happen. "This change constitutes a power grab by the mayor (Tim Flynn) who has been pushing this change for a long time," Percell said. "Under Roberts’, you have mutual rules established by disinterested parties. Under Rosenberg's, it lets the mayor decide. Whoever runs the meeting, you decide. You're more subject to the arbitrary
and capricious whims of the mayor, and everybody on the council has their political agenda, including him." If the council approves the item, she said the rights of a council member if they are in the minority on an issue will be relinquished. "If you want to put yourself in that position and grant favors to those on his side and shut down the opposition as he sees fit, you
can vote for this," she said. "Many times, I've offered free training to the council. Then you would know how to process and amendment if you are inclined to keep Roberts’ set of rules." Flynn commented on the item and said the remark that people who change to Rosenberg's Rules of Order do it for their benefit is not true. "We have a viable committee system here,
probably for the first time in the history of the city, and only one of the five fully standing is chaired by myself," he said. "The other committees are chaired by other members of the city council." The Institute of Local Government and the California League of Cities promotes Rosenberg's Rules of Order, he said, as a simpler parliamentary procedure to expedite and get through meetings. "There are good honest debates that you can have about the two rules, but to
assign personal motives to either one is fallacious and hideous," he said. City Attorney Stephen Fischer addressed the point raised about the power of the presiding officer (chairman) and said page seven of Rosenberg's Rules of Order provides for an appeal if the chair makes a ruling that a member of the body disagrees with. "If the motion is seconded and after a debate, if it passes by a simple majority vote, the ruling of the chair is deemed reversed," he said. "If the presiding officer of a
meeting is doing things that others perceive as improper regarding the business of the legislative body, there is a mechanism in Rosenberg's Rules of Order to address that, and it is a simple mechanism." He also addressed the length of Rosenberg's Rules of Order, which is six pages long if you leave out the table of contents. "The Roberts’ Rules of Order on my shelf weighs in at over 650 pages, not counting various tables and introductions, tables of content and indexes." The consent agenda carried unanimously.

NEWS Addressing employment gaps is a challenge ahead of society Oxnard-- The conversation with Michigan Mobility Institute Executive Director Jessica Robinson, Co-Founder of the Detroit Mobility Lab, continues with a 6x gap in employment as mobility moves into the future.

OBINSON kicked off the Oxnard Speaker Series in grand style Nov. 13 and talked about the changing transportation landscape as it moves forward. She said even if the public bends the curve and closes 2 or 3x of the 6x curve, everybody needs to work on the employment challenge together. "At the Michigan Mobility Institute, we are focused on the development of people for these jobs," she said. "We're doing that by bringing the industry closer to education than we've seen in a while. If you think about engineering, we didn't have electrical engineers before we had electrical systems, and we didn't have aerospace engineers until we tried to fly. We are at the dawn of a new kind of engineer, a mobility engineer. That's someone who has a technical background but also understands the context of how these services will be deployed in the environment they operate." The mobility institute focuses on
two areas, she said, the creation of a new center for enhanced mobility, in a partnership with a college in Detroit. "We're working with an engineering school to revamp the curriculum and offer these new degrees," she said. "Everything from mobility itself to connected autonomous systems. We'll be launching a master of robotics program in the fall of 2020." The group needs a new approach, Robinson said, and they've brought together some of the leading industry companies into an employer collaborative. "They're joining and partnering together to solve the talent gap in the industry," she said. "It's okay that these are suppliers that are used to working together. The other pieces have competitors sitting in the room together, saying here is what we need." She hopes that partners from around the world will be interested in bringing world-class education to communities. She showed the crowd an image of services coming to communities in the next few years. Autonomous shuttles, ridesharing, same-day delivery, and smarter parking so that you can pay with your phone, is coming. "There is potentially drive-thru ordering so you can pay for your order differently when there is no driver at the wheel," she said. "We

think of this urbanist utopia and where mobility is going to take us." She showed the crowd the same slide and asked them to look at it differently. "The people here (in the picture) are not just consumers and users of these new goods; they are the ones with these jobs," she said. "On the public side, you might have policy experts that learn to use data

differently and doing urban planning to plan for these autonomous vehicles." She saw safety drivers in the autonomous vehicles until they learned how to operate on the roads. "We are going to see a change in insurance, and that will mean there is probably going to be a new kind of insurance broker," she said. "There will be sensor technicians that will
make sure a vehicle that goes through mud and has something splashed on it; it is clean and ready to go." She grew up in a town that had a milkman, and she wonders if that service can start again? She wonders what will happen when kids get in an autonomous vehicle, and she sees the day where there will probably still be someone in the vehicle. "Whose managing this bigger freight that's moving around these inner communities," she asked. She spoke about Calvin, who is a Chinese American in San Francisco and owns his family's repair shop and has been a mechanic his whole life. "I met Calvin when I was looking to park our shared vehicles in neighborhoods,” Robinson said. "What we found out is that Calvin had one of the most desirable locations in San Francisco because it was on a busy street and well suited for public transit." She said the location was being underutilized. Calvin wasn't ready to give up, and they decided that Robinson would lease the parking spaces, and they both got what they needed. "The next generation, his children, will not be working," she said. "His role will change from a mechanic to a landlord and eventually to a happy retiree." Huge community outreach planned for Saviers Road Navigation Center By Chris Frost chris@tricountysentry.com Oxnard-- The conversation about the new permanent site for the Oxnard Navigation Center continues with Ventura County helping the city find a viable location for the center. The Oxnard City Council approved the lease for the Oxnard Navigation Center at 1258 Saviers Road Nov. 19, by a 5-2 vote. The location will have 110 beds and serve as a yearround 24-hour shelter with shower and laundry facilities. Additionally, the navigation center will have meal and pet services, housing navigation, and case management services for Oxnard's homeless population. "The county did reaffirm their pledge for a financial contribution and doubled down and assigned some of their staff to our staff to help us find a viable site," Oxnard Housing Director Emilio Ramirez said. He met with the city's information technology department and got a mapping tool to help them find a viable site. Ramirez started with a map of Oxnard, and they began to think about where they wanted a navigation center and why the site mattered. Ramirez looked at 22
different sites throughout Oxnard, and one thing they needed was a site that could offer services to shelter residents. "We know that a high percentage of shelter residents are employed and homeless," he said. "We needed to provide a place where they would be able to go to work, and that meant having the navigation center near a bus stop." They also needed a place near a medical clinic, and they mapped those places along with mental health centers and homeless service centers. "We were after a place that would be approximate to these things at the same time," he said. "In addition, we wanted to make sure it was going to be permissible by the city. We mapped all the zones that would be eligible. Ramirez also wanted to make sure they would be able to compete for funding. In the future, the city wants a place that can support permanent supportive housing. "We wanted to score a site using the tax-creditallocation-committee formula for the allocation of funds," he said. The site needed to score 15 for amenity allocation, he said, and the Saviers Road site does. "We went through a thoughtful process and not just find a place that is
available," he said. "First, we wanted to identify a map and ask the county about real property units. We wanted to find a site that meets all these conditions." Most of the property owners did not want a shelter at their location. "We were competing with a private activity that had more money, cannabis users, and they were able to offer a better deal," he said. The search identified the Saviers Road site to be eligible with a special-use permit issued by the planning commission. "The site on Saviers scores 15 points using the tax credit allocation formula, which is the maximum amount of points a site can score," he said. "It makes it competitive for future funding if we ever want to move to a permanent supportive housing structure. We think that we might in the future." The new site includes public transit, two clinics, a new behavioral health wellness center, the Salvation Army, a Human Services Agency, and an outpatient clinic, plus more within a one-mile radius of the navigation center. "That's why the site was chosen," he said. "Not because it was convenient, because it worked in that regard." The site is considerably
more significant than the current location, and it allows for indoor showers that are currently outside. Adjacent to the site is a business manufacturing park, mini storage, and a UPS shipping yard. The Saviers location has a variety of retail functions, he said, which includes two liquor stores across the street. "Liquor stores exist all over the city, as well," Ramirez said. "Commercial uses mostly surround the site, but there is a residential community approximate to the location," he added. "The Saviers site is more proximate to needed services and amenities than the K Street site. Including a pharmacy, grocery, and bus stop." Mercy House, the future operator, toured the site with Ramirez, and they feel it can be operated safely. The Navigation Center is zoned C2, and the city staff feels they can accomplish a special-use permit. "The site is located in the Cal Gisler neighborhood, and we have started a community engagement process," he said. "That process started at the regular homeless commission meeting on Nov. 4." The new site is in district 6. Ramirez said the proposed lease includes a Dec. 1, 2019 start date and will have a five-

year term with two additional five-year options. "The base rent will be $1.25 per square foot, which works out to just under $22,000 a month," he said. "The rent will be fixed without rent increases for the first 24 months. Then rent will increase at 3 percent per year from then on. The initial amount due will be $52,975, which includes the security deposit plus the first month's rent taxes, and insurance." The lease offers the city the first right of refusal to acquire the site if they can get together enough funding. "The city will pay maintenance taxes and insurance in a triple net structure lease, and all the tenant improvements and the cost of operation," he said. The city is looking to employ a design consultant
to get a cost for the client improvements. The staff estimate sits at $1.5 million. "The annual estimate for operating costs is about $2 million," he said. "The proposed lease allows the city to terminate before Oct. 2020, but rent will continue to be due until Feb. 2021. The lease includes a three-month contingency period in which the city can terminate the lease for any reason. All payments made until that date will be reimbursed to the city." Rent will be abated during the contingency period. "Staff will undertake a community engagement process during that contingency period regarding the proposed site and its use," he said. "Staff will also complete due diligence on the site for structural soundness, and there are provisions in the lease on whether or not the landlord or tenant will pay for the structural soundness." Moving forward, Ramirez said there would be presentations to all the neighborhood groups in the area. OPED From one turkey to another Dr. James L. Snyder As a child, my favorite holiday was Christmas, second only to my birthday. These holidays were important because of the gifts I received. Oh, did I look forward to those holidays and all the presents I was going to delight in. And delight, I certainly did to the extreme. Then slowly things changed. I got married and we began having children. It was then I discovered Christmas was different. I was the one paying for all the Christmas presents, not to mention the tree and the ornaments. I never realized how much Christmas cost. The older the kids got, the more expensive it was. By the time Christmas is over, I am officially broke. My New Year's resolution is usually, "I'm never going to do that again." I keep it until Thanksgiving, which throws me off my game. I soon discovered a holiday I could delight in. That holiday was Thanksgiving. At Thanksgiving, there are no presents to buy, so my checkbook remained closed for that holiday. Of course, I did get the bill for the turkey we were having but that usually came in August. Outside of that, I could enjoy Thanksgiving without it costing me an arm and a leg. Also, this is the only holiday where I can neglect my diet and get away with it. I can set around the table with family and friends and eat to my “stomach’s” content. Believe me; it takes an awful lot to get to that point of contentment. I will not say that I abuse the opportunity, although I do, I just will not admit to it. I love saying, “Can I have another piece of pumpkin pie?” The stare the Gracious Mistress of the Parsonage throws in my direction is priceless. I usually throw a smile back at her. Then I hear somebody say, “Of course you can. Let me have your plate.” The smile on my face at that time stays with me for days, because nothing my wife can do with so many witnesses. This is not to say I do not get in trouble at Thanksgiving time. I do not know a holiday in which I do not get in trouble. For many years, Thanksgiving
has been free from trouble. Thanksgiving trouble was inserted this year to my deep regret. A couple of days before our Thanksgiving dinner I was sitting in my easy chair. The Gracious Mistress of the Parsonage was out in the kitchen putting together the Thanksgiving dinner. I was not paying attention; I was watching something on TV. I then heard a strange word from the kitchen. “Could you come and help put the turkey in the oven?” What took me as strange is the fact that I never have been allowed to do any kind of work in the kitchen. Believe me, there is a story behind that. An invitation to come to the kitchen to do some work took me off my guard. But just for a second. As I got up from my chair, a crazy thought began dancing in my head. I began to chuckle to myself. I quietly
asked myself, “Will it work?” You do not know something is going to work until you do that something. I thought I could catch my wife off her guard. I asked her to repeat herself and she said, “Can you put the turkey in the oven?” I thought I heard her correctly and this was confirmation. “I sure can.” Walking into the kitchen, the oven door was open, I walked over to my wife acting like I was going to pick her up and put her in the oven. It was all I could do to keep from laughing at this point. As I got near, I could hear her say, “Touch me and the wrong turkey’s going into the oven.” For a while, I could not stop laughing and finally, she started laughing. I was able to stop long enough to
put the "real turkey" in the oven. She said something weird, “I’m not going to thank you because you’ve already gotten enough thanks.” I left the kitchen and headed for my chair and I heard her softly say, “I better not read this in your column next week.” Pretending that I did not hear comes rather naturally to me. As I evaluated that last statement, I concluded that she did not say I could not write about it in my column. She just said that she better not read it in my column. So, I think I’m on good ground. So, from one turkey to another, Thanksgiving is a time to be thankful for the good things. It is a time to laugh at situations that any other time of the year would not be laughable. Sitting at the Thanksgiving dinner table with all the family and friends
around us I was smiling. Then I looked at the Gracious Mistress of the Parsonage. She looked back with “one of those stares” shook her head and mouthed “no.” This turkey knows when not to gobble. Peter understood this when he wrote, “For he that will love life, and see good days, let him refrain his tongue from evil, and his lips that they speak no guile” (1 Peter 3:10). NEWS DUI/Driver’s License Checkpoint Planned for Friday night The Oxnard Police Department will be conducting a DUI/Driver’s License Checkpoint on Friday, November 22, 2019, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m. DUI checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests. Officers will be looking for signs of alcohol and/or drug impairment, with officers
checking drivers for proper licensing. The Oxnard Police Department reminds drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs,
particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI. In 2017, 1,120 people were killed in alcohol-involved crashes on California roads. Last year, the Oxnard Police Department investigated
208 DUI collisions which claimed four lives and resulted in another 112 injuries. DUI can expect the impact of a DUI arrest to be upwards of $13,500. This includes fines, fees, DUI classes, license suspension and other expenses not to mention possible jail time. Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
During public comments, Richard Tucker said he lives in the Cal Gisler neighborhood and said no one in the neighborhood heard about the navigation center. "The first home on Ash Street is 100 feet from the site," he said. "There are two elementary
schools, Elm and Harrington. Elm is right down the street. Two blocks away, you have Haydock Junior High School." He feels the housing department wants a default site. "We understand that there's been a lot of work put into it, and we understand the amenities
that are needed, but we are concerned about the impact it has on our neighborhood with such high density and the vagrancy and traffic going through our neighborhood." Ventura Safe and Clean Program Manager Meredith Hart complimented the city
staff and said she's worked closely with Mark, Karl, and Emilio over the last year. "Assisting homeless individuals in each of our cities with sheltering and navigation centers will do a significant amount of reducing the homeless on our streets," she
said. "Ventura is hopeful that we will continue to move forward simultaneously in these efforts. The Ventura Shelter is slated to open on Jan. 9, 2020. We are having a grand opening. I will send you a personal invitation." City Manager Alex Nguyen said he is aware of all the concerns expressed during public comments and concerns the council hears daily. "They pertain to the kinds of activities that occur, not by all homeless people, but by some, and in some instances many," he said. "The concerns pertain to homeless people forced to live outdoors. There is no way when we get people inside to a professionally managed shelter where they're provided proper care; there is no way that is worse than having them continue to be forced to live outside. I guarantee you in a well-run shelter; it is 1,000 percent better than it is outdoors." He reminded everyone that it is not a flavor of the month issue; it is a full-blown public health crisis. "Mercy House is a worldclass operator, and we are fortunate, along with our neighbors in Ventura, to have them here," he said. He told the body that the city needs a site for a homeless shelter, and anyone can point anywhere on the map, and Nguyen could give them 10 reasons why it wouldn't work. "This is a key component," he said. "I hate to tell you this, but this is the easy part. After this comes housing first." Mark Alvarado from Homeless Services said the city is currently issuing Section 8 Vouchers to people who run the gamut of homelessness. He is in charge of getting people into homes where they accept Section 8 Vouchers. "Today, I came across an advertisement that accepted a Section 8 Voucher," he said. "The property manager asked me to tell him a little more about the client, and I told him my client is in a shelter and fleeing domestic violence, has a child and is homeless." The property manager told Alvarado that they don't rent to homeless people. "Technically, she's not homeless, she's in a shelter," he said. "She's in transition, she works full time, has a car, a child, and she needs to find a place to live." The property manager told him again that he doesn't house the homeless. "I told him he was being unfair, and he said are you lecturing me," he said. "I stopped the conversation there." Nguyen said everyone wants the city to do something about the homeless, but no one wants them in their neighborhood. "That's the reality we have to get past," he said.

CrossFit training is a healthy lifestyle that involves highintensity movement in a variety of ways, including calisthenics and strength conditioning exercises. During the event, attendees enjoyed a lively cornhole tournament and spike ball on teams that had everyone doing what they do best, staying fit, and pushing each other to be active. General Manager Kolby Krystofic came up with the idea of FriendsGiving and said he wanted everyone to come out, enjoy some food and have a beautiful day. group also utilizes its gym as a dropoff point for Toys for Tots, and the group has toys for kids
age 1 to age 15. "Toys for Tots works with the Oxnard Police Department to give presents to kids in need," he said. "CrossFit Oxnard brought some chickens, some waters, and everybody else brought their own side dish and desserts. We're all enjoying FriendsGiving." CrossFit Oxnard is a community-oriented space where like-minded people gather to exercise and eat well. "Eat real foods, mostly plants and not too much," he said. "I brought quinoa salad today because it is an easy recipe to bring." He refers to CrossFit as general physical preparedness training.
"It's training to be able to do other things, like play sports, go mountain biking or rock climbing," he said. "We use our training to be able to do that." Kolby played college water polo, and after that, he wanted to stay healthy. "I started working out by myself at the gym, and I didn't enjoy it," he said. "I had a friend who told me that I would like CrossFit. It's been like team sports for adults. It's cool." After a large meal, he planned to limit his activity to the games at the park. "No more workouts for the rest of the day," he laughed. Wes Marroquin enjoyed mashed potatoes, quinoa,

macaroni and cheese, a roll, and a couple of dessert items. He and Kolby found each other on their fitness quest, but Kolby pushes him more than he pushes him. He was excited about throwing down in a game of cornhole. "I wouldn't consider myself an expert, but I can definitely hold my own," he said. "I like spending time with friends and having a good time." Occasionally, Wes said you might find him at a fast-food restaurant enjoying something decadent, but mostly he sticks to a healthy diet and lifestyle. People who want to get started with CrossFit, he said, should just do it. "There is no better time than now," he said. "It's scalable, so no matter what your fitness level is, this is something for you to do. It's all about building yourself up."
Liz Krystofic started CrossFit training in 2016, and at first, she could only do the basics. "I wasn't good at weightlifting and all the gymnastics, but I have always always been a runner and a swimmer, so I had that going for me," she said. "Now, I am still not good at weightlifting, but I am way better at a lot of things that I was not good at when I started." Getting started is simple, she said, and it can be sitting in a chair and choosing to stand up. She also would pick things off the ground. "It doesn't have to be heavy, but take something from your chest over your head," she said. "It can be two pounds, but the basics can be wherever you're at when you start." When she got on board with CrossFit, she added the whole life challenge to her diet. Included in Liz's diet today
are plant-based foods, nuts, and seeds, fruits and vegetables, and not a lot of sugar or refined foods. "That made the biggest difference," she said. "You can work out as much as you can, but if you don't eat right, you won't see the results that you want all the time. Everything starts with changing your diet and finding something that works for your body. It still allows you to have events like this and eat the brownies and cookies, but it's all about portions and moderation." It took her a little while to get with the program. "Tortilla chips were a big one for me," she said. "Sweets were always hard, but I took it in six-week chunks. I tried not to eat horribly for six weeks, then the next six weeks, you'd give yourself a little break." CrossFit Oxnard is located at 300 Paseo Mercado.
"People who come to our show can become a junior paleontologist ranger when they fill out the activity booklet," she said. "We are able to give more space for education." Hagiwara started at a gem and mineral show and decided she needed a hobby. "Through the City of Oxnard, we offer classes in rock polishing and silversmithing, which is silver and wire wrapping," she said. "You know how it is. You start with one little thing, and my involvement grew. I thought cut, and polished rocks only came in a jewelry store." Currently, her favorite is gemstones. "I can go out into the fields, find my rocks, come back to the shop, polish them, and set them in jewelry," she said. It's cool." Lorraine Frost from Valley Prospectors was teaching people how to pan for gold. "Valley Prospectors is a non-profit organization, and we teach our members how to prospect for gold," she said. "We also do metal detecting and rock counting. We're everything outdoors, so the gold here was found on many of the claims that the club owns." She said members find the gold and the prospectors buy from them. "We salt some bags so that we can show you the method we use for panning," Frost said. "We use an easy method which is easy to learn and basically, you're going to take the pan, and shake it sideto-side. Then, you are are going to stop, tip it, and dip it." Gold has a high specific gravity, she said, and it will go to
the bottom of the pan when it's in water. When you tip it and dip it, she said all the light sands come out of the pan, and the gold stays in the bottom of the pan. She taught attendees the difference between real gold and pyrite, otherwise known as fool’s gold. "With pyrite, it needs the sunshine to be sparkly," she said. "Gold will be gold color, whether there is sunshine or shade. Brad Smith said jewelers use casting to develop a shape quickly with minimum labor content. "Most jewelry is fabricated from components," he said. "In this case, you would start with a model that you would carve yourself, or if you want to copy a model, there is a casting process for that. I am showing the sand casting method to make copies for jewelry use quickly and easily. I use a kit available from DIY castings in Tuscon. I have three or four of these kits that I use to teach casting in my classes. He can always tell when his wife likes a piece he creates when she wears it. "I've made a few duds that have not gone over well, but that's okay," he said. Nancy Raven-Smith writes mysteries and said a good location for the story is vital. "Our family wrote a memoir called "The Reluctant Farmer of Whimsey Hill," she said. "We knew we would write it when we left our farm in Virginia." The book is a collection of family stories that everyone contributed to, and about Brad's adjustment from robots, he designed to animals. Brad discovered quickly that robots and animals don't behave the same way. "The animals won," Nancy said. Phoebe and Robbie Scott are in the Ventura Pebble Club and came to Oxnard with their mother for the show. "We're having a good time," Grandma said. "I'll probably get some little things for them. Robbie costs the most. I started bringing Robbie to the Ventura Fairgrounds mineral show last year." Robbie had some seashells and said he's having a good time. "Mr. Knapton is making me pretend fossils," Robbie said. "I want to be a geologist and archeologist when I grow up."

Groups like the Oxnard Ballroom Dancers recently held their last event because they couldn't find another venue that would fit. They were talking about ideas and were talking about having a dedicated place for birthday parties. "That's why they built the community center," she said. "To have celebrations as small as a birthday party, or as large at The Nutcracker in the auditorium. They don't want to book any events after Jan. 1, because they want the new operator coming in to make those decisions. The city council is working as fast as they can to find an operator, and supposedly they're going to vote on Dec. 12." The Gem and Mineral Society wants to continue holding their shows, so if needed, they'll look for another venue. The dealer and kids' rooms swapped for 2019, she said, because they're using low wattage LED bulbs. "We had enough power in here to be confident that no one's power would be lost," Hagiwara said. "We're able to give our dealers more space, which allows our dealers to bring wonderful things." The group also hosts the Boys and Girls Scouts, as they are a National Park Partner.

HEALTH Artificial intelligence spreads into medicine to guide care or help patients By Tom Murphy The next time you get sick, your care may involve a form of the technology people use to navigate road trips or pick the right vacuum cleaner online.

R T I F I C I A L intelligence is spreading into health care, often as software or a computer program capable of learning from large amounts of data and making predictions to guide care or help patients. It already detects an eye disease tied to diabetes and does other behind-the-scenes work like helping doctors interpret MRI scans and other imaging tests for some forms of cancer. Now, parts of the health system are starting to use it directly with patients. During some clinic and telemedicine appointments, AIpowered software asks patients initial questions about their symptoms that physicians or nurses normally pose. And an AI program featuring a talking image of the Greek philosopher Aristotle is starting to help University of Southern California students cope with stress. Researchers say this push into medicine is at an early stage, but they expect the technology to grow by helping people stay healthy, assisting doctors with tasks and doing more behind-the-scenes work. They also think patients will get used to AI in their care just like they've gotten accustomed to using the technology when they travel or shop. But they say there are limits. Even the most advanced software has yet to master important parts of care like a doctor's ability to feel compassion or use common sense. “Our mission isn't to replace human beings where only human beings can do the job,” said University of Southern California research professor Albert Rizzo. Rizzo and his team have been working on a program that uses AI and a virtual reality character named “Ellie” that was originally designed to determine whether veterans returning from a deployment might need therapy. Ellie appears on computer monitors and leads a person through initial questions. Ellie makes eye contact, nods and uses hand gestures like a human therapist. It even pauses
if the person gives a short answer, to push them to say more. “After the first or second question, you kind of forget that it's a robot,” said Cheyenne Quilter, a West Point cadet helping to test the program. Ellie does not diagnose or treat. Instead, human therapists used recordings of its sessions to help determine what the patient might need. “This is not AI trying to be your therapist,” said another researcher, Gale Lucas. “This is AI trying to predict who is most likely to be suffering.” The team that developed Ellie also has put together a newer AI-based program to help students manage stress and stay healthy. Ask Ari is making its debut at USC this semester to give students easy access to advice on dealing with loneliness, getting better sleep or handling other complications that crop up in college life. Ari does not replace a therapist, but its designers say it will connect students through their phones or laptops to reliable help whenever they need it USC senior Jason Lewis didn't think the program would have much for him when he helped test it because he wasn't seeking counseling. But he found that Ari covered many topics he could relate to, including information on how social media affects people. “Everybody thinks they are alone in their thoughts and problems,” he said. “Ari definitely counters that isolation.” Aside from addressing mental health needs, artificial intelligence also is at work in more common forms of medicine. The tech company AdviNOW Medical and 98point6, which provides treatment through secure text messaging, both use artificial intelligence to question patients at the beginning of an appointment. AdviNOW CEO James Bates said their AI program decides what questions to ask and what information it needs. It passes that information and a suggested diagnosis to a physician who then treats the patient remotely through telemedicine. The company currently uses the technology in a handful of Safeway and Albertsons grocery store clinics in Arizona and Idaho. But it expects to expand to about 1,000 clinics by the end of next year. Eventually, the company wants to have AI diagnose and treat some
minor illnesses, Bates said Researchers say much of AI's potential for medicine lies in what it can do behind the scenes by examining large amounts of data or images to spot problems or predict how a disease will develop, sometimes quicker than a doctor. Future uses might include programs like one that hospitals currently use to tell doctors which patients are more likely to get sepsis, said Darren Dworkin, chief information officer at California's Cedars-Sinai medical center. Those
warnings can help doctors prevent the deadly illness or treat it quickly. “It's basically that little tap on the shoulder that we all want to get of, ‘Hey, perhaps you should look over here,”' Dworkin said. Dr. Eric Topol predicts in his book “Deep Medicine” that artificial intelligence will change medicine, in part by freeing doctors to spend more time with patients. But he also notes that the technology will not take over care. Even the most advanced program cannot replicate empathy, Topol said.
Patients stick to their treatment and prescriptions more and do better if they know their doctor is pulling for them. Artificial intelligence also can't process everything a doctor considers when deciding on treatment, noted Harvard Medical School's Dr. Isaac Kohane. That might include a patient's tolerance for pain or the desire to live a few more months to attend a child's wedding or graduation. “Good doctors are the ones who understand us and our goals as human beings,” he said.
Covered California’s new subsidies program provides relief for middle-income Californians SACRAMENTO—Open enrollment for 2020 is underway, and more Californians than ever before are eligible for financial help for their health insurance. The reason is a new state subsidy program. It will help lower the cost of coverage for almost 1 million people, including for some middleincome Californians for the first time since the Patient Protection and Affordable Care Act became law in 2014. “California is making coverage more affordable for low-income families, and we are making history by becoming the first state in the nation to provide financial help to middle-income people like smallbusinesses owners, early retirees and the self-employed,” Executive Director Peter V. Lee said. “Whether you never thought you could get financial help, or you have checked before, you need to check again because there is new money available that may dramatically reduce the cost of your coverage.” So far during open enrollment,
eligible low-income consumers who qualified for a subsidy are receiving an average of $19 per month per household on top of any federal assistance they receive, while eligible middle-income Californians who have received a state subsidy are getting an average of $526 per month, per household. For someone like Don from San Jose, who worked in the tech industry for years before retiring early to pursue his passion in history and literature, the state subsidy program is a much-needed financial lifeline. Since his decision to retire, Don has been paying over
$33,000 a year for a COBRA Blue Shield PPO Silver plan for himself and his wife. In 2020, they will be
receiving $1,282 a month through the state subsidy program. They will pay a net premium of $1,900 per month. “I feel a weight has come off our financial shoulders, and I have more freedom to pursue my new passion,” Don said. “I'd like to give heartfelt thanks to Gov. Newsom and the state of California for making this possible. I applaud all the resulting help, relief and new opp or tunit ies that will be given to other Californians.” Another big change for 2020 is the restoration of the individual mandate here in California. People who do not get covered could face a penalty
administered by the Franchise Tax Board when they file their 2020 taxes in the spring of 2021. A family of four would pay at least a $2,000 penalty, and potentially more, for not having health insurance throughout 2020. These two new state initiatives, the state subsidy program and the restoration of the individual mandate, are key elements in Covered California’s record-low 0.8 percent rate increase for the upcoming year. Consumers will need to sign up by Dec. 15 in order to have their coverage begin on Jan. 1, 2020. Winfrey, Coates among speakers at tribute to Toni Morrison
NEW YORK (AP)—In offering tribute to Toni Morrison, speakers from Oprah Winfrey to Fran Lebowitz on Thursday each shared a very different, but equally special portrait of the late Nobel laureate, who died in August at 88. Angela Davis remembered a dear friend who as a Random House editor helped launch her writing career and would jot down notes for what became the classic “Song of Solomon” as she cooked eggs for her family. Lebowitz marveled at Morrison's seemingly photographic memory of the bad reviews she had received. Poet Kevin Young once went to the movies (“The Five Heartbeats”) with her and otherwise proudly sat at her feet. Winfrey spoke of Morrison's majestic, sometimes intimidating presence, and of the complexity of her work, novels such as “Beloved” for which a single reading was not enough. She also acknowledged that her heroine, so down to earth on some occasions, was well aware that she really was Toni Morrison. “She told me once, ‘I've always known I was gallant,”' Winfrey confided to thousands gathered at sundown at Manhattan's historic
Cathedral of St. John the Divine, where more than 30 years earlier Morrison had been among those saying goodbye to James Baldwin. “Who says that? Who even goes there?” With its massive rose window and nave ceiling reaching more than 100 feet, the cathedral was suitably grand for an author who may well endure as the essential American literary voice of her time, one who universalized the stories of Black Americans and raised American prose to poetic heights. Attendees were young and old, of diverse genders and races, members of the publishing world and longtime fans. They filled the front seats, and the back seats. Some sat quietly through
the roughly 100-minute ceremony, others murmured, affirmed and cheered out loud. Speakers stood in the cathedral's pulpit and hailed the spirit of Morrison. Jesmyn Ward, a two-time National Book Award winner, outlined the long history of how Blacks had been robbed and usurped and called Morrison a kind of prophet who found a wandering people “in the desert of the self” and saved them, deeming them “worthy to be heard.” Author Edwidge Danticat, fondly speaking of Morrison's smoking a cigarette at the Louvre in Paris, noted her identities as a mother, grandmother, sister, editor and teacher, and now, in her passing, an ancestor. Ta-Nehisi Coates, not even born when Morrison published her debut novel “The Bluest Eye,” acknowledged his jealousy that some got to know her so well. Morrison's impact on him was through her printed words. He spoke of being startled by the landmark “Black Book,” a scrapbook of Black American life that his father kept in the family's bookstore in the 1970s. He praised the economy and poetry of her language, her sense of humor and the wisdom of what he called “grown folks literature.” Coates, 44, best known for his prize-
winning meditation on race and police violence “Between the World and Me,” called Morrison a challenge for other writers, the “queen of them all.” One of her messages was, he said, “Black is beautiful, but it ain't always pretty.” Words on Thursday were interspersed with music, from the dreamlike saxophone solo of David Murray to singer-pianist Andy Bey's reflective take on “Someone to Watch Over Me.” But the deepest music was in the words of Morrison, in a passage from “Song of Solomon”—selected by Winfrey—about the power and possibility of land. “'You see?' the farm said to them. ‘See? See what you can do? Never mind you can't tell one letter from another, never mind you born a slave, never mind you lose your name, never mind your daddy dead, never mind nothing. Here, this here, is what a man can do if he puts his mind to it and his back into it,” Winfrey read, her voice rising into a fierce chant. “Grab it! Grab this land! Apple delays 'The Banker' theatrical release amid review By Anthony McCartney LOS ANGELES (AP)— Apple on Friday delayed the theatrical release of its first original film, “The Banker” amid misconduct allegations against one of the film's coproducers. A person familiar with the plans who was not authorized to discuss them publicly confirmed Friday that the film's Dec. 6 release was being delayed. The delay comes days after Apple canceled the film's premiere at the AFI Film Festival in Los Angeles, citing unspecified concerns about the movie and saying it needed time to review them. The Hollywood Reporter published a story that said the premiere was canceled after two relatives of Bernard Garrett Jr., who is a co-producer on the film, accused him of molesting them when they were girls. Attempts to reach Garrett Jr. at several phone numbers listed to him were unsuccessful Friday. The film is based on the life of Garrett's father, Bernard, who in the 1950s and ‘60s recruited a white man to pose as the face of his expansive real estate and banking business. Bernard Garrett, who is played by Anthony Mackie in the film, was convicted of misusing bank funds in 1968. “The Banker” also stars Samuel L. Jackson, Nia Long and Nicholas Holt. “We purchased ‘The Banker' earlier this year as we were moved by the film's entertaining and educational story about social change and financial literacy,” Apple said in a statement Wednesday. “Last week some concerns surrounding the film were brought to our attention. We, along with the filmmakers, need some time to look into these matters and determine the best next steps.” The film had been slated to appear on the new Apple TV Plus streaming service after its theatrical release, but no details on those plans have been released.
