ALL MARCH & RALLY STANDS FOR WHAT UNITES US By Chris Frost chris@tricountysentry.com Ventura-- Residents from all over gathered at Plaza Park in Ventura January 18, as the 4th Annual March & Rally encouraged people to engage the government and advocate for social justice.

HE event, hosted by Justice for All Ventura County, brought people together to rally for change and educate people during an election year. Justice for All Ventura County Secretary Miriam Mack said the event is a grassroots effort of people who felt after the 2016 election, people needed to come together and advocate for social justice issues. Important issues highlighted by the group include education, healthcare, and housing. The group planned a march in 2017, and Justice for All continues connecting people with organizations that share their values. "This year, the theme is Speak Up, Act, & Vote for What Unites Us," Mack said. "Our speakers reflect that. They're young and old, and people who have galvanized around different organizations and made a difference.” Groups advocated for include the homeless, victims of gun violence, climate change, and standing up for racial justice. "These are people who are exemplary and emblematic of what can be accomplished locally," she said. "We do not endorse candidates and legislation, but we do endorse

Oxnard--People who want to help the community and step in to fill a tremendous void gathered at the Oxnard Police Department, Jan. 27, as Blood Drive 2020 filled a critical need. A single donation from an individual can save up to three lives. A donation takes about eight minutes, and the donors were comfortable and at ease during the process. The event, hosted by Vitalant, formerly United Blood Services, was founded in 1943 and brings the best people together to save lives. The group brought their mobile unit with technicians ready. Nguyen negotiates an agreement to dismantle the Ormond Beach Power Plant By Chris Frost chris@tricountysentry.com Oxnard--City Manager Alex Nguyen has taken the initiative to improve the environment and aesthetics at Ormond Beach and reached an agreement with GenCo to dismantle the facility. In his report to the Oxnard City Council, Jan. 21, he thanked Assemblywoman Jacqui Irwin for her encouragement and City Attorney Stephen Fischer for creating the language in the agreement. In exchange for removing the city's objection to keeping the plant open for another couple of years,

GenCo will contribute $25 million to a fund that will dismantle the plant, plus remediate the soil and water in the area. Nguyen pointed out that many plants have been decommissioned and closed, but there is no requirement in place to dismantle them. He showed a photo of the plants and called them "Monuments to the 20th Century." The council set a goal in the past to reclaim Ormond Beach and return it to a natural state. The plant GenCo was scheduled to close at the end of the calendar year, he said, but the California Public Utilities Commission wanted to

extend its operation. Oxnard, along with "many other cities," opposed the extension. The public utilities commission decided they would need one more year. "Given their circumstances, especially with PG&E, there is no certainty that the state will have its reliability issues resolved in the next 12 to 24 months," Nguyen said. "It's possible that the state could again next year, order another extension." Nguyen cares about the oncethrough cooling technology issues, but he and the council also care about the community land and what's going to happen at Ormond Beach, once the plant closes.

"There's an opportunity here," he said. "We have negotiated with GenOn that if we can go to the state and support that it can stay open for a few more years that they, in exchange, would set aside up to $25 million in a trust fund at the Ventura County Community Foundation. The trust fund is essentially a lockbox intended only to be used to dismantle the plant and remediate the dirt underneath." HE council voted to put one ballot initiative, permit simplicity, on the ballot this Nov., but sued Starr over the other three. Starr, Percell, and their group "Moving Oxnard Forward" engaged in an extensive signature-gathering effort in 2019 and certified five ballot initiatives including:

• Road Repairs – Requires city hall to improve city streets and alleys over time as a condition for continued collection of "Measure O" sales tax. • Transparency – Makes the elected City Treasurer accountable for the city's financial functions; requires the online posting of city expenditures and their supporting documents; requires the finance department to hire a certified public accountant and publish monthly financial statements; and requires the publishing of performance measurements for city departments. • Open Meetings – Requires city council and other city legislative bodies to meet no earlier than 5:00 p.m. (with a few exceptions); requires training on the use of Robert's Rules to enable better-run meetings; requires advance videotaping of staff presentations to allow more time for public comments; and expands the right of the public to comment on agenda items and make use of video presentations. • Term Limits – The Mayor and the City Council to be limited to two

consecutive terms, requiring a twoyear break before becoming eligible to serve again. • Permit Simplicity – Implements a program that will enable the city to issue permits in a single day, making it easier for business owners to bring higher-paying jobs to Oxnard and

for homeowners to improve their homes. Similar programs have been successful in other cities. "The City Council may establish controls as long as they don't undermine the plenary authority of the director of finance," Branson said. "I had to look up what is plenary authority." Plenary authority, he said, is a wide-ranging power that is often construed and limitless. "To me, the goal of this is to give the elected treasurer plenary authority over finance and the treasury," Branson said. "As long as you don't impinge on that, you can do whatever you want." The city contracts with Price Paige for its internal auditor, and it has a whistleblower program also run by the company. "What this does is the person who is selecting the auditor is also the one the auditor will most likely be auditing," he said. "It's a recipe for corrupt practices. Not that anyone is corrupt now, but you like to have a separation of duties. You always

put people in a position where there is someone else who has some oversight over them. This takes that oversight away." The city attorney and treasurer should report any findings of malfeasance or criminal conduct. "Okay, this is one they should do," he said. "All city staff should do that. City Council, if you know something, you should report that. I'm not sure what this does or what this is trying to do, but this is something that should be done. Frankly, you're most likely to have financial malfeasance in the treasury or finance areas." Financial transparency is something the city wants to do, Branson said, but can't because of the current budget system they are replacing. "It's not that they can't do that," he said. "To do that would require additional city staff who would have to scan thousands of documents. Do you have the money? You just laid off 20-30 positions this past year. operate until 2023. "We would support their efforts to get the resource adequacy contracts through 2023," he said. "We (the city) would work with them to get those agreements and also obtain additional funding, public or private, for the trust fund for post-demolition work." The city will work with GenOn for post-demolition ownership and use of the land. "If the state approves this, GenOn will ultimately dismantle the plant, as well as remediate the soil and groundwater at their site," he said. The trust fund for GenOn will begin during the extension period, and they will make monthly deposits into the trust fund. "We want the money to come into the trust fund every month," Nguyen said. "If the state grants them the extension, what the city council is accepting tonight is an agreement between the City of Oxnard and GenOn for the outcome of that power plant. It's not relevant to what the state is considering, in regards to the reliability of the electricity grid."

The demolition and remediation will need to be completed by 2027. If GenOn can't get contracts in exchange for Oxnard advocating at the state level, GenOn will still dismantle the plant. If the state sustains many more wildfires that cripples the state power grid, he said the state might need the power plant to stay on longer. "That can happen, regardless of whether or not we have this agreement with GenOn," Nguyen said. "The end game is to reclaim the beach and have a beach where it is meaningful to have public access and have a functional beach for that part of the city in their backyard." The deal is not final, as that falls upon the state as the State Water Board and Public Utilities Commission make the final agreement. "Those agencies may or may not care what happens to the physical plant after the closure," he said. "I know this seems like it's moving fast, and I'm sorry that there hasn't been as much public outreach as we would have liked to, even though we have had initial public outreach to talk to stakeholders, but the timeline is not in our control.

We've been negotiating for the last month-and-a-half with GenOn, but we're stuck with the state water board's schedule." The deal's value diminishes, he said, if they miss the deadline. "If you think about this in the timeline of our public policy initiative, and our endgoal, this is a significant step to achieve that end-game," he said. "This is the next step." Nguyen reiterated the state doesn't have a penny set aside to dismantle the plant once it decommissions the GenOn Power Plant. "There has been no plan up until now, and not a penny in place up until now," he said. During public comments, Alicia Percell said she is happy the city is, at least, working with the GenOn, but the details worry her. She cited the Mandalay Bay Power Plant and said that because of the city's lack of willingness to work with the owners, they have a decaying plant and a problem with water quality in the harbor. "Let's call that improvement, but I can't be the only one who is uncomfortable with the details," she said. "When the

harbor was expanded to add the Seabridge neighborhood, the developer made a deposit for mitigation of some future costs. The deposit was made with the city. When the time to use the funds came, the city released them. In the meantime, those funds were subject to public scrutiny, at least." With the GenOn project, she said the funds would be deposited with a third-party non-profit, and Mayor Pro Tem Carmen Ramirez sits on that board. "It's a little strange," Percell said. "I don't know why the money won't be deposited with the city where it's subject to public oversight. That's how it was handled in previous situations. When you have options, why pick the one that even raises an eyebrow?" Ramirez interjected that she has not been on the community foundation board for "at least a year." During council comments, Councilman Bryan MacDonald said no matter where the money is placed, the money belongs to GenOn that will be set aside. He called it a "huge opportunity" for the city. "If they give the money to the city, in my mind, the city is on the hook for the demolition, and I don't think

that's where we should be," he said. "I think GenOn should be the one doing the demolition since it is their property." Ramirez thanked everyone that did what they could to preserve Ormond Beach for the community. "We have an opportunity to remove this," she said. "I go to Sacramento frequently, and when you travel from Burbank north along the coast, you see our beautiful islands, the coastline, the Santa Clara Valley, but you also see two power plants that say where Oxnard begins and ends. It's unfortunate. I want to thank, again, all the people who helped us and recognize the value of Ormond Beach to the community." Councilman Bert Perello said people will remember that the city was in trouble in the past with the auditors, over how it handled money. "I feel very comfortable having the money go outside the City of Oxnard," he said. "When it's here, it's too tempting to have things happen and spent. We have nothing to do with that money. It's not our money." He also appreciates the staff 's forward-thinking, and that is something new for the city during his term on the council. "We did not address

this with shutting down Mandalay," he said. "We were successful, but this is a big difference. The fact that my city manager shares the credit with an elected state official, and the city attorney, the only other person this council hires, is a credit to the staff that this council has working for them." Councilwoman Gabriela Basua also thanked the staff for moving the project forward. "It is not, probably, what everybody expected, but it is a step in the right direction," she said. "We don't know what's going to happen a few years down the road. At least we can say that there's money there to start something. It's going to be a long process, but I am happy with the progress we are making." Council Member Vianey Lopez said it's a huge opportunity. "It's much better than the alternative, which is do nothing," she said. Mayor Tim Flynn called it a major accomplishment. "Despite what was said about Mandalay, there are options that I know the city manager has been working on to remove that power plant," he said. "I am hopeful in the next decade that both of these plants are gone." The action passed unanimously.

TCS-- How much money can be saved at the county level through cost management and efficiency, so community outreach programs to benefit at-risk kids and people already addicted to drugs and homeless can be diverted? Your question highlights one of the major gaps within the County of Ventura. The precise amount being spent by various departments is not commonly shared with the public nor are we informed on how departments are working collaboratively or whether each is functioning lone wolf on this important issue because of the departmental silos or budget turfs that each wants to protect. In the 2018 FY, Ventura County cites saving $43 million with strong management efforts and conservative fiscal projections. Approximately $15 million of the savings came from the savings in expenditures with almost $4 million resulting from the County’s Lean Six Sigma program. These savings were placed into reserves, which can only be used for significant facility and program investments such as the homeless shelter development. It would make much more sense to have a central coordinating strategy and one which engages the public which would be far more efficient and effective because we could engage community-based organizations, churches and local leaders to work together and avoid duplicating efforts. I would call for this approach on day one following my election. The Lean Six Sigma program, adopted in 2008, is credited with saving $33 million in Ventura County government from 20082018. The approach involves analyzing each step directly involved to produce a product or service and eliminating extra steps. The reported savings takes into account employee time as well as money saved.

A few examples of reported savings: $7,000 from disconnecting airport phones that were either unneeded or belonged to another agency; $51,000 with an appointments system that reduced labor costs and rates for maintenance of county vehicles; almost $400,000 annually by implementing a new system to track employee leaves of absence. General Services designed a program to receive, scan and electronically route vendors’ bills for approval and payment. The program

switch saves about $80,000 annually, speeds up the process and relieves employees of tedious tasks that had to be done by hand. Agency employees use the system to process about 40,000 bills a year, including charges billed to General Services, county jails and the Public Health Department. This is almost half of the 100,000 invoices sent to all county government agencies. The County has also stated the final fiscal review of a bill for payment has dropped from five minutes to 30 seconds resulting in overtime costs decreasing 80 percent annually. The County can also work with community-based organizations, the wonderful non-profits that are already out here doing the job and need funding to do even more. This is where I would call for change --- put more money into the solutions. TCS--With the ridiculous cost of living here, can Ventura County offer a tax incentive program to attract new businesses in the area? Burum--Yes- we partnered with the State and Feds. The lack of jobs and a weak economic outlook is the greatest challenge facing Ventura County. California Lutheran University Center for Economic Research and Forecasting (CERF) predicts zero economic growth continuing through 2021 compared to the U.S. economic growth of 2.9% and California’s 3.5 percent growth (2018 data). Business investment must be encouraged in Ventura County through tax incentives, working capital, building space, workforce training, and streamlined government processes which enable their operations to get underway efficiently with less red-tape. This is particularly applicable to Oxnard, Port Hueneme, and Channel Islands Harbor where the lack of high-paying jobs has led to issues concerning affordable housing, homeless, street repair/residential parking, and high poverty rates with higher taxation. “There can and should be public-private partnerships explored where government red-tape is eliminated. Delays, barriers, endless permits, which cost developers and their customers money, can be streamlined and this is something I would favor reducing or in some cases eliminating altogether as long as safety is not compromised. And yes, where we can find savings that can be passed on to both non-profit and forprofit housing projects, why not? What I will not favor is taxing our residents to give sweetheart deals to developers. That I will not support.” Specifically, the county

should encourage strong economic growth policies and procedures by having the County Planning Staff revisit regulatory conservationrelated constraints in the county’s existing industrial and commercially zoned areas. Properties which have not been allocated for housing, farming, public use etc. should be identified as available for future build out and in-fill development. The county can foster economic growth by prioritizing investment in water supply, reducing the cost of housing, promoting/implementing business-friendly regulations/ permitting and encouraging development efficiency of commercial, industrial in-fill. A few programs I support include: 1. Opportunity Zones were created under the 2017 Tax Cuts and Jobs Act to stimulate economic development and job creation, by incentivizing long-term investments in lowincome neighborhoods. The fast-acting impact of Opportunity Zones is evident from the fact that we have already heard positive reports from city officials that anticipated investments in Opportunity Zones have helped preserve or attract economic development into their localities. Further, data from Zillow shows the negative growth rate of property sales prices in selected vulnerable communities, prior to the 2017 tax cuts, flipped to a positive growth rate of 20 percent following Opportunity Zones designation. But Opportunity Zones also deliver long-lasting solutions by structuring rewards to serve local communities for the long-term. Only investors who commit capital for five, seven, and ten years receive the tax law’s formidable financial benefits. That means new growth becomes consistent growth, and new jobs become steady jobs. 2. California Competes Tax Credit is a negotiated credit that offsets California state income or franchise tax. Designed to help businesses continue or expand their operations in California, the credit is available to companies of all sizes and across industries, with no boundary restrictions anywhere within California. Each fiscal year from 2018– 2019 through 2022–2023, the CCTC Committee has up to $180 million to award California businesses. Companies operating in California can realize significant tax savings while expanding their headcount and facilities. Throughout each stage of the process, from concept to construction to a

finished building, there are three specific tax strategies businesses in the state can leverage to reduce their tax burden including: the California Competes Tax Credit (CCTC), partial sales and use tax exemption, and cost segregation. TCS--With the governor offering all this money to the largest cities in California to benefit the homeless, what can the county do to tell Governor Newsome that his program is missing the boat, and cities like Oxnard are blowing up their budget to try and deal with the problem? Burum-- Ventura County leaders need to remind the Governor that funding allocated to deal with the homeless in California must be distributed based upon two factors, not solely size of the city. An equitable distribution formula should be based upon: (a) the concentration of the need, ie the local homeless population, and (b) the fiscal impact communities are suffering irrespective of size. This approach would ensure that cities like Oxnard receive funding proportionate to the budget costs the city has to sustain. Also, we can and should ask our local State Assembly and Senate lawmakers to advocate on behalf of Ventura County with the Governor. A statewide audit of homelessness spending in California has been requested and will be considered February 26, 2020. $2.7 billion (in the past two years) has been spent, with an additional $1 billion proposed in this year’s state budget- yet people are not getting the help/ services they need, and the problem continues to grow (16% surge in CA). We need to ensure taxpayers’ investments make a difference, and an understanding of what is and is not working. The October 2019 report from the Los Angeles City Controller found more than 1,000 new housing units for individuals and families experiencing homelessness could exceed $600,000 apiece. The April 2018 report from the State Auditor determined that the state lacked a statewide strategic plan for addressing homelessness, and recommended the development of measurable goals, objectives, and timeline. The Legislature has not enacted this key recommendation for ensuring accountability. More money will not solve this alone; we need real accountability and transparency. An independent audit will provide the data and recommendations to guarantee that this critical need is met. This story will continue on Feb. 7

OPED Column: NFL shamelessly commandeers Kaepernick's cause By Paul Newberry The images are haunting. Dramatic music, punctuated by the beeping sound of an open car door. The silhouette of former NFL star Anquan Boldin, wearing sunglasses and sitting at the wheel of his vehicle. “Yeah, I'll never forget that night,” Boldin says, before going on to recount how his cousin, Corey Jones, was gunned down by a plainclothes police officer while waiting by his disabled automobile on the side of a Florida exit ramp. It's a public-service announcement for the campaign “Inspire Change.” What makes the ad even more compelling is its conduit to the world. The NFL. Boldin's deeply personal story already aired during the NFC and AFC championship games. It's also been shared on the league's official Twitter site, along with the message: “Be the change.” On Feb. 2, it will apparently get the biggest bump of all—a prized commercial slot during the Super Bowl. Yep, the league has suddenly become a clarion in the quest for social justice, most strikingly tackling the issue of police brutality against AfricanAmericans. Hmm, wonder where they got that idea? With a razzledazzle of hypocrisy and zero amount of shame, the same guys who banished Colin Kaepernick from the league for kneeling during the national anthem to raise awareness about those very same issues have ruthlessly commandeered his cause. Only now, they've rid themselves of the outspoken quarterback who did nothing but stir up good trouble (to borrow the mantra of civil rights fighter John Lewis) to ensure these social ills are acknowledged in a sanitized

fashion that doesn't hurt their bottom line or stir the wrath of the president. The NFL's efforts, no matter how well-intentioned, are worthy of scorn and cynicism. With its over-the-top promotional campaign leading up to the Super Bowl, which includes all sorts of charitable projects as well as another emotional PSA recounting the senseless death of Botham Jean at the hands of a Dallas police officer, the league has acknowledged that Kaepernick's cause was just. “We are in this together,” the NFL tweeted in the video about Jean, who was killed in his own

apartment in 2018. Yet Kaepernick remains unemployed, having gone a full three seasons since he last took a snap and unlikely ever to play again in the NFL after he spurned a sham tryout organized by the league in November.

This is not to diminish the efforts of Boldin and other former and current NFL players, who seem genuinely concerned about issues such as police brutality, criminal justice reform and voter suppression. Boldin's pain is certainly real as he discusses what happened to his cousin on that awful night in 2015. “I was still playing with the 49ers,” he says in the PSA, “and my wife walks up after the game and told me that my cousin Corey had been killed.” Boldin goes on to say, “Corey broke down on the side of the road and a plainclothes police officer pulled up. OPED In appreciation: Kobe Bryant, a life defined by hard work By Tim Reynolds It was April 14, 2016. It was the first full day of Kobe Bryant’s new chapter as a retired NBA player. All he had done the night before was score a mind-boggling 60 points in his farewell game, not getting out of Staples Center until around midnight. His staff at Kobe, Inc. were certain they would beat their boss to the office that morning. They were wrong. He beat everyone there by two hours. “We have a lot of work to do,” Bryant told them. Even in retirement, Bryant found no substitute for hard work. Kobe Bean Bryant was many things: one of the greatest players in basketball history, a five-time NBA champion, Olympic gold medalist, a fluent speaker of multiple languages, a resident of the world, an Oscar winner, the self-described Black Mamba that started a s

a nickname and became his brand, someone so good he had two numbers retired by the Los Angeles Lakers. And he never stopped. Basketball was his obsession for 20 years in the NBA. Storytelling was the obsession for the rest of his life. Tears, as would be expected

once the news broke of Bryant’s death in a helicopter crash in Southern California on Sunday, flowed freely in the NBA world. LeBron James was inconsolable when he got the news, a day after passing Bryant for No. 3 on the all-time scoring list. Doc Rivers struggled when he tried to put feelings into words. Even from the normally beyond-stoic Kawhi Leonard had his eyes well up when he was talking about Bryant. But the pain was obv ious

elsewhere: Oregon women’s basketball star Sabrina Ionescu didn’t hide her anguish when she said she was dedicating the rest of her season to Bryant’s memory, soccer’s Neymar held up a “24” with his fingers after scoring a goal for Paris Saint-Germain, and marquees at the Super Bowl in Miami were lit up in the Lakers’ colors of purple and gold as a tribute. The elite ones, the ones like James and Leonard and Ionescu and Neymar, were all like Bryant. Driven. Obsessed with their craft. Those are the sort of people Bryant enjoyed most. He didn’t have much patience for anything else. Teammates were never immune from his criticism; not even Shaquille O’Neal, a fellow all-time NBA great, could avoid clashes with Bryant. O’Neal was half-a-foot taller and probably an easy 100 pounds heavier than Bryant. Didn’t matter. Bryant wanted to fight one day in practice, so they fought. His toughness was legendary; Bryant blew out his Achilles on a play in 2013 where he’d been fouled and made the two free throws knowing that his season would be over a few seconds later. It was against Golden State; the Lakers trailed at the time, and Bryant—who hyperextended a knee in that same game and played through it because the game was so important in the playoff race— swished both shots. “We were down two. Had to tie the game first,” Bryant said years later, when asked why he stayed in the game. His commitment was legendary; there was a game in 2011 in Miami where the Lakers lost by six, and Bryant was so displeased with how he played that he went back onto the court for 90 minutes of uninterrupted shooting that went on until after midnight. His teammates were on Miami Beach

for dinner. Bryant was working instead. “It’s my job,” Bryant said. His swagger was legendary; during the FIBA Americas tournament in 2007, Bryant was less-thanimpressed with how Brazil thought it had a chance to beat Team USA. So, he tasked himself with guarding Leandro Barbosa, who until that point had been the leading scorer in the tournament. With Bryant blanketing him—making it difficult for him to even dribble at times— Barbosa made one shot all night. The Americans won by 37. “Looking at a great white shark is one thing,” Bryant told teammates, “but jumping into the pool with one is another thing.” He played in Los Angeles, but he was a star everywhere. Everywhere. At the Basketball World Cup in China this past summer, Bryant was on the court for a game during the medal round. He said a few words in Mandarin and the fans in Beijing screamed in more delight than they had for the guy who had taken the floor just before Bryant, a fellow by name of Yao Ming. He was as driven in his storytelling life as he was in his playing days. Kobe, Inc. wasn’t just a cool name. It was his world. He wanted to inspire kids through books that combined the worlds of sports and fantasy. He was toying with the idea of taking his stories to Broadway. He won an Oscar for “Dear Basketball,” a short animated film in 2018 that had been converted from a poem that he penned when he decided it was time to retire from playing the game. He had a podcast for kids and families, not with him blathering on about whatever he wanted to talk about but with characters talking about how to be a good teammate. He had a franchise of shows called Detail, where he broke down the nuances of basketball and had other huge names from other sports do the same thing. He wasn’t kidding around when talking to his staff on April 14, 2016. Kobe Bryant still had a lot of work to do. He was just getting started. And now he’s gone. The tributes will continue, though eventually fade away. The legacy will be forever.

How would you spend $50M helping animals? By Marcia Mayeda Director, LAACC On January 10, 2020 California Governor Gavin Newsom released his proposed 2020-21 budget. To the wide acclaim of animal welfare advocates throughout the state, the budget includes a $50 million one-time grant for the University of California Davis Koret Shelter Medicine Program to develop a grant program for animal shelters. The program will include interactive group training for approximately 100 shelters, selected on a voluntary basis and prioritized by need; California and regional best practices summits; and an online resource library available to all shelters. Over a five-year period, this program will provide expertise, support, and assistance to help local communities achieve the state’s longstanding policy goal that no adoptable or treatable dog or cat is euthanized. This thrilling announcement shows how the concern for homeless animals has developed in public policy. It is so rewarding to see how public awareness of homeless animals has impacted animal sheltering in California. More and more people are making adoption their only choice when bringing a new pet into the family, bypassing the inhumane practices of puppy mills and backyard

breeders. Spay and neuter is now customary, at least for those who can afford it (more on that below). Microchipping pets has become commonplace, and we are able to return lost pets to their devastated families even years after the pets went missing. However, there is still much work to be done and Governor Newson’s proposal can be a game changer. I have been thinking about how this grant can be used

to help the most underserved areas in our state. Some areas, like the Central Valley, extreme Northern California, and the remote desert areas have limited services available to pet owners. However “deserts” of resources exist in even the most populous areas, such as Los Angeles County. A couple weeks ago I rode a l ong with officer Art Menchaca from our Carson/Gardena animal care center. We f i r s t

patrolled the Palos Verdes Peninsula, a wealthy and beautiful area of Los Angeles County. We had no calls for loose animals, dangerous dogs, areas

overpopulated with cats, or other common situations. Our only calls were for dead animals, mostly wildlife, that had been hit by cars. Later, we responded to a call for a dog attack on a smaller dog in Lennox, an underserved area of unincorporated Los Angeles County south of Los Angeles. The little dog suffered severe lacerations around her neck that were going to require extensive suturing. The attacking dog was a husky mix that lived across the street. It ran across the street and attacked the little dog on her own property. Three boys from her family were extremely shaken by what happened, and very concerned for her well-being. The husky owner’s yard and fencing were poorly maintained and could not contain the husky or another smaller male Blackdog she cared for. These dogs regularly ran loose. We learned that the Blackdog was the father of the victim dog, and the mother of the victim dog lived across the street with a neighbor. Another neighbor had a sibling of the little dog. So, just on one small street I saw how poverty and unavailability of services, even in a large city, made this one street unstable and created more unplanned animals. I am pleased to report that Officer Menchaca has been following up on this case. The little dog received the medical care she needed, the

husky’s fence was repaired, and the male Blackdog has been neutered. But I think this all could have been prevented if more resources had been available to the pet owners before this happened. That is why I am so excited about Governor Newsom’s proposed $50M to help animals. It won’t solve all the problems, but it is a great start. The most common reason people surrender pets to our care centers is because the animal has a medical condition they cannot afford to treat, or the pet owner has lost their housing. Stray animals are brought to our care centers for safety and care. Many of them arrive because their fencing is in disrepair or their owners allow them to run loose. How can we best help these most vulnerable of animals? Is it with mobile medical clinics to take services to underserved areas? Educating owners regarding pet care laws (Los Angeles County requires spay, neuter, and microchipping of all dogs and cats and prohibits animals from running at large)? Creating grassroots community groups to reach out to their neighbors and find creative solutions that best meet their needs? The future is exciting, and the possibilities are endless. How would you spend $50M to help California’s animals?

We have the March 3, one coming up next, and everyone is feeling the pressure." She was impressed by all the young people attending, especially all the young women at the rally. "I am so pleased to see

She felt most passionate about Planned Parenthood out of the 28 groups attending the rally and noted the human organ is in the crosshairs of the Republicans. "They want to regulate what happens with my body, or any woman's body," she said. "It's a human organism, and it's mine. They need to stay out of it." "We have a youth group, we also do HIV and AIDS prevention, all the pride festivals, and the AIDS Walk

I am glad that Ventura is doing this, especially outside the big cities like Los Angeles, and having all these people come out and show their support." Currently, the Diversity Collection fights for a lot of things in California. "We're fighting for better rules and regulations for conversion therapy in the country for adults and youth, as well," she said. "We're also fighting for exclusivity in school. We're doing a lot of training around the county for parents and teachers. That way, they're more familiar with language and gender expression, so people in schools can feel like they're heard and understood and bridge that gap between just having fundamental rights and giving people the idea that they can be empowered and included in the conversation." Stephenson said there is still a lot of discrimination around the LGBQ community, but it's getting better. "We're trying to create more visibility for transgender people in the county, state, and the country, as well," she said. "When you look at the horizons, Transgender awareness is something that hasn't gone through that understanding where people know the language, how to use the language, and understand what they're going through. We have a transgender day of remembrance every year to show how many people, especially transgender women of color, who are murdered or violated in the country."

NEWS Ramirez stands for economic growth, the environment and the people By Chris Frost chris@tricountysentry.com Oxnard-- The Tri County Sentry's examination of the Ventura County District Five Supervisor's Race kicks off with Oxnard Mayor Pro Tem Carmen Ramirez.

HE is a lawyer and ran a legal services office for 16 years. Ramirez has plenty of experience managing people and budgets, and some people she laid off still support her campaign for County Supervisor. She understands that the county must live within its own means, and she knows how vital more revenue is to the county. Behavioral Health Ramirez acknowledges that Ventura County needs more behavioral health services, and pointed out that cities do not provide that service. She feels the big issue is equitable services in the greater Oxnard area. "I know this first-hand because I am an active lawyer, and I have clients who are seeking disability benefits from social security," she said. "If a component of your illness is mental health, whether it is depression, schizophrenia, psychosis, or whatever your ailment, you have to prove that you have a doctor, an M.D., or Ph.D. documenting your symptoms, and your treatment. Without that, you can't win." That is part of the social security rules. "I have clients whose only recourse is county healthcare, or county mental health," Ramirez said. "They have MediCal, Affordable Care Act, or they go to Gold Coast, or they go to Clinicas. They don't have access to enough Ph.Ds or M.D.s for their treatment. These are people who need help with their behavioral health. I have clients

who are so depressed; they are suicidal. They're Spanish speakers, and they need a Spanish-speaking therapist and a doctor to review their case. Spanish speaking therapists are in demand." Ramirez has one client with severe mental and physical problems who also suffers from depression. "It's debilitating," she said. "It has taken her about six months to get a therapist. I talked to the therapist, who is going to help my client, but she told me there is no medical doctor or Ph.D. who can review my work or sign off on it. Whatever she does for her client and writes up, it's not going to be adequate." This is a county problem, and it's always our tax dollars, she said, and the money goes to the state, and they divide it up by population. "Not necessarily by need, but by population," she said. "The question is our community, the Spanish-speaking community, who do pay taxes, like everybody else, are they getting their fair share? I don't want to take it away from anybody else, but I want to make sure that our people, in this area, get their fair share to help everything the county is responsible for funding. The county has been working on it, but there is a gap, and we need to go further." With all that said, Ramirez is a fiscal conservative who doesn't advocate spending money they don't have. "I believe in living within our means," she said. "We have to be equitable with how we are distributing our resources." The Homeless Ramirez understands that Governor Gavin Newsome doesn't like the look of cities like Los Angeles that has a large homeless population. The proposed state budget has a large amount of money set aside to help the homeless. Still, according to Oxnard City Manager Alex Nguyen, that money will be divided up amongst the top 12 cities in the state. Oxnard is number 20. "The goal of any legislative body is to get their fair share of taxes," Ramirez said. "People don't always think of that returning money as taxes. They believe

that money is a grant, or sometimes a government handout, but it's our taxes. We should get a proportionate share of it. Los Angeles passed a measure to fund the homeless, which meant housing, she said, but that was two years ago. "They haven't been able to get much on the ground because of permitting and neighborhood objections to housing," she said. "I think it's the role of elected officials to go to Sacramento and request that the governor come here to speak to our legislators." That doesn't just involve the legislators, she said, but it also requires action from the residents. "They have to say that we want our government to fund these services," she said. "That's where groups like CAUSE get involved. The faith community needs to get involved and not just pray for a miracle. It needs funding, and that's leadership getting funding for that." She related her experiences with the City of Oxnard, which is where her expertise comes from, and pointed out that as a county supervisor, the effort will be on a grander scale. "You're one vote on a city council or a county board," she said. "You have to be able to work with people, who you may not always agree with, to move your project forward. When we were at the meeting (town hall) on homelessness, it's like I hope we don't have to keep learning this lesson. I've always advocated talking to the community first." Housing Looking ahead, Ramirez said that other cities in Ventura County could emulate what Oxnard is going to do to provide housing. "We're going to build housing," she said. "We're going to build it in the infill; we're going to build it in the corridor, and we're going to see housing come upon these empty spots soon." She wants to see all kinds of different housing. "I want to see three or four stories,"

she said. "The top, the penthouse, you can see the islands, and you can see the mountains. The bottom can be retail and mixed-use, like restaurants. I think the middle can be all kinds of housing for individuals and families, so there is a good mix." Building a coalition to get things done To build a consensus, Ramirez advocates listening to everyone's point of view and find points of agreement. "For example, climate change, some people say that humans didn't cause it," she said. "Okay, let's assume that is correct. But it's happening by a force of nature. We see the evidence. Why would someone object to doing something? A person may not believe in cause and effect, but they see what is happening. What can we do to mitigate it? We have to get to the facts of what's happening, and get beyond ideology and talk about the facts." Another example she cited is the concept that everyone needs to speak English. "Let's look at the facts," she said. "Who is working in our fields? They're immigrants, and up to 85 percent are undocumented. Sometimes, they don't speak Spanish; they speak Mixtec. Our growers need them, but we have other people saying that we want to get rid of all the undocumented people. They should go back to where they came from?" If that happened, Ramirez wants to know what happens next? "There will be nobody working, and farmers' crops will rot," she said. "They'll go belly-up, and nobody has any fruits and vegetables. When I'm sitting next to a person at a meeting in the last few years, that person started complaining about these undocumented people. I said, better not eat that salad. That was most certainly picked by an immigrant, who was most likely an undocumented person. Get to the facts. I have little patience for people who have these views. Whether it's the homeless, minorities, or people in these marginalized communities, that

is one of the most terrible things you see nationally." Tax Incentives to grow business Ramirez is well-prepared to attract new business, as she recently finished chairing the Economic Development Collaborative of Ventura County, which is a collaboration between publicly elected officials and large companies. The group's mission is to keep employers in Ventura County, retain employees and attract new businesses. "The people who are in business here, they want to stay here because of the great quality of life," she said. "Why is there a great quality of life? We have open space; we're not jammed up like San Fernando Valley." When you fly over Ventura County and see Burbank and San Fernando, she said you can tell where Ventura County starts. "It's green and has fields," she said. "You see houses, the ocean, the harbor, the mountains, the Channel Islands; it's gorgeous. People move here because they want the quality of life and the environment. The kids can't stay because of the housing costs, so they have to live with mom and dad forever." Ramirez said having a better supply of housing will bring in business. "I support SOAR (Save Open Space and Agricultural Resources), and I was responsible for getting it extended until 2050 on the ballot," she said. "Otherwise, it was going to be 2030. We would have been the only city with a 2030 limit. We would have been overdeveloped and out of sync with what the rest of the county was doing." She pointed out that some people want SOAR because they don't want anyone else to live in Ventura County. "That is unrealistic, economically," Ramirez said. "You have to have people coming, and you have to take care of the people who were born here. Just because you don't want sprawl, doesn't mean you can't have housing. We have infills; we have higher density and auxiliary units. You're going to see some good stuff here, and I'd like to see that in the rest of the county." This story will continue on Feb. 7.

city is working towards. When you talk about disclosing submitted bids, what you’re bidding for is already out there. Professional services, which are generally chosen based on qualifications and not price, if you're putting all the bids out there, it can lead to some confusion. You're not buying a widget; you're buying a professional service. You want the best person, group, or firm, whoever that is. Sometimes, that might cost a little more." The initiative requires the director of finance, the city treasurer, shall provide performance measurements about the department's core functions with no fewer one performance measurement based on cost, one based on quality, and one based on timeliness. "This initiative isn't what you want an elected member of the city to do," Branson said. "The city manager has responsibility for this, but the city manager will depend on input from the staff. You do have performance measures right now in your department by department." Measure O Initiative This initiative ties the half-cent sales tax collected by the city to the streets and alleys. The initiative is tied to the pavement condition index (PCI), and if the city doesn't achieve an 80 percent PCI. Measure O will terminate. The PCI measures the condition of streets and alleys. Higher numbers mean better streets. Currently, the city has 61 PCI. In 2018, the city scored 63 PCI. The number places the roads in fair condition. "This is a problem that every city, not just Oxnard, faces," he said. "Tying it to Measure O is an issue." Measure O passed by 65 percent

of the voters, he said, which makes it a general tax. If it was a special tax that requires two-thirds approval, it missed that level. If it got two-thirds approval, it would still be a general tax. "This was the purpose, to protect, maintain and enhance vital services, including police, fire, emergency response, increasing street paving pothole repair, traffic flow, and expanding youth services, and so on," he said. The city could try and meet the PCI levels, and it would need to dedicate 100 percent of the Measure O money to the roads. "Plus, you'd have to divert about $204 million from the general fund and the gas tax fund, if you can get that, to the roads, as well," Branson said. "It's everything that Measure O gives you, plus another $204 million to make that work. That makes Measure O a special tax for streets and alleys." The second option the city can choose is to say it can't meet the requirement and let Measure O terminate. That makes Measure O end six years early. "I would say this undermines the original intent of the voters and makes it a de facto special tax," Branson said. Measure O funds "53.5 staff positions, he said, as well as a variety of programs" that reach different areas in the city. If the city does nothing and Measure O ends, it would have to layoff $79 million of staff salary to make that happen. During public comments, Christopher Wiliams said the Measure O initiative would have catastrophic effects on the city. He understands the frustration that some residents have about road conditions.

"This initiative is not the solution, in my opinion," he said. "If you take the time to read what the initiative would do, you would realize that two things are going to happen. All the Measure O money would have to be deferred to fix our roads, or the city wouldn't be able to meet the requirements, and Measure O would no longer exist. What does that mean to public safety if Measure O is gone? To my understanding, Measure O funds 16 peace officer positions and helps support the police department computer-aided dispatch center. It pays down the cost of building Fire Station 8 and funds several firefighter positions." Philip Molina said we know that a certain mayor was elected and took trips on a private jet from a private developer doing business in Oxnard. He said the mayor visited the developer's private resort at no cost. "You remember him," he asked. "It's also possible for the council to hire a city manager and city attorney to flaunt the laws by approving a supplemental post-retirement that required council approval. Both of them claim that you gave him approval, and you didn't. While this report states, the staff was interviewed in putting the report together, the elected city treasurer was never interviewed or even asked by the consultant a single question. But in that report, I heard him say, I believe, I believe, I believe, that's not fact. That's personal opinion, that shouldn't be in the report." Ray Blattel said when you don't like something, you will spin it any way you can to make it smell. "Rather than un unbiased report, the theme of this report, to me, seems leading and influencing," he said. "Relative to the treasurer expansion initiative, regarding the statements

on page 7, from the findings and declarations from the initiatives, there is no one elected official explicitly accountable for the city finances. The response was that the six council members and the mayor do that now. The argument is if the city treasurer is elected and performs that function, we are stuck with that person for the election term. Isn't that the same situation we have now with the seven elected council members? These people aren't infallible either." Oxnard Chamber of Commerce Cheif Executive Officer Nancy Lindholm wishes that all the voters could have heard Mr. Branson's report. "It hits you in the face when you see the fiscal impact and some of the what if this happens," she said. " I find it absolutely amazing that one or two people can put this city between a rock and a hard place. One of those people has already been rejected by the voters twice. To be honest with you, the word extortion comes to mind." Permit Simplicity Community Development Director Jeff Lambert reported on the Permit Simplicity Initiative and reminded the council that he has 20 years of experience as a community development director. Lambert said his staff put the work into the research of the city's process and also looked at other cities, and how they processed these types of initiatives. "The focus of this report was less about how it would impact our world, and more about how this would impact our customers," he said. "We tried to focus on administrative impacts, and that includes safety impacts." According to the initiative, every project in the city would be eligible for

permit simplicity. Lambert called that an "unusually broad list" compared to other cities. Architects, civil engineers, landscape architects, soil engineers, fire professionals, and other licensed professionals who attend the class and testing from the city and pass would receive certification to self-certify. The City of Oxnard would need to put together the self-certification program. "It also has a structural peer review," Lambert said."Other cities have other kinds of peer reviews, and this one only has a structural peer review. Any application that requires a structural engineer, we would have the ability to review that portion of the application." Approximately 35 percent of the plans that go through a plan check has a structural engineering requirement. "It does require us to create a building board of appeals," he said. "The job of the board of appeals would be to appeal the decision of a building official." The city can revoke permits if it feels the permit got issued in error. "It also allows for field revisions based on voluntary changes by the contractor, or mandatory changes by the inspections we would do during the construction." Lambert said few cities use permit simplicity to compare with. The most well-known city is Phoenix, Arizona. Elk Grove and Sacramento County California are the next two examples, he said, but those programs had more limitations than proposed for Oxnard. The bedroom where they created magic was brought to life when they hit the stage and performed “When the Party’s Over,” which featured Finneas on keys and Eilish singing in a soft, pitch perfect tone. Nipsey Hussle and Kobe Bryant honored Los Angeles, where the show was

held, had a central theme at the show Sunday: hometown heroes Nipsey Hussle and Kobe Bryant, a global icon, were honored and celebrated at the show. The Grammys kicked off with a performance in honor of Bryant, who died hours before the awards along with his daughter and seven others. And later in the show Hussle’s collaborators and friends, including DJ Khaled, John Legend, Meek Mill, Kirk Franklin, Roddy Ricch and YG, gave an allstar tribute to the man who died last year. Hussle also posthumously won his first pair of Grammys on Sunday. Filmmaker Ava DuVernay introduced the performance, which featured band players, background dancers and Legend wearing traditional Ethiopian and Eritrean clothing in honor of Hussle’s African roots. Mill performed a new song called “Letter to Nipsey” while others joined together for “Higher,” which won best rap/sung performance. “This is for Nipsey Hussle. This is for hip-hop,” said DJ Khaled, who collaborated on the song with Legend and Hussle, whose family stood onstage. “We all love him. We all miss him. It’s terrible that we had to lose him so early,” Legend said. “We’ve seen some tragedy today and last year ... let’s hold each other tight.” The show—which took place at the Staples Center, Bryant’s old stomping ground—began with a touching, emotional and a cappella performance of “It’s So Hard to Say Goodbye to Yesterday” by host Alicia Keys and Boyz II Men. “Los Angeles, America and the world-wide world lost a hero,” Keys said, adding that the audience was “heartbroken in the house that Kobe Bryant built.” “Right now Kobe and his daughter Gianna ... are in our spirits, they’re in our hearts, they’re in prayers, they’re in this building,” she said. “Take a moment and hold them inside of you and share our strength and our support with their families.” Before the show officially honored Bryant, Lizzo performed the songs “Truth Hurts” and “Cuz I Love You,” saying at the top of the show: “Tonight is for Kobe.” Lizzo won three honors, including best pop solo performance for “Truth Hurts” and two R&B awards. “Hold on one second,” she said, catching her
