OXNARD SENIORS PREPARE FOR
Oxnard— Regulars at the Wilson Senior Center in Oxnard were busy, Nov. 26, as the group of ladies were working together to get their float ready for the Annual Christmas Parade downtown Dec. 1.
T
HE group was busy cutting, painting, and listening to music as the day took on a holiday feel for everyone. Oxnard Senior Services Recreation Coordinator Deanna Marquez said many people work on the float every year and right after the parade is the tamale festival. “They’re painting, glittering, gluing all the projects we have,
whatever the theme is,” she said. “They also get to ride on the float and wave. Our commissioners are also a part of that and the ahead in the truck in front of us. The whole theme for the parade this year is “Merry and Bright,” and we are doing Santa’s sleigh this year and we have the reindeer, Santa’s elves, a Christmas tree, presents, a snowman and anything we can think of that is merry and bright.” Volunteer Jean Reed said there is a star made of coat hangers that took a lot of work. “I help out every year,” she said. “It’s hard work cutting everything out and doing all of this. We’ve been doing this for three weeks, and they always give us our stuff too late.” Marquez said the group is n Christmas, see page 2

CHRISTMAS PARADE
Oxnard— After considerable debate and public comments, the Oxnard City Council unanimously approved a 45-day temporary urgency ordinance moratorium on new gun locations in the city during its Nov. 27, meeting. The change will allow the council to examine the land use issues involved with permitting retail gun locations in the city but will not affect the current places selling guns. Police Chief Scott Whitney led the conversation and said the item became an issue last June when the department started receiving complaints about a possible gun store opening in the 800 block of West Wooley Road. He drove by the location with Assistant Chief Eric Sonstegard and saw a business tagged with graffiti that was 10 steps away from a soberliving facility, plus a liquor store, residential neighborhood, and an elementary school in the area. “We couldn’t come up with a worse location for a gun store,” he said. “We looked at the physical location of the building and based on that; we didn’t feel like it would be easy to provide physical security for the business.” Whitney said the department looked at the process for approving such a business and found the current city code is insufficient to deal with such an endeavor and it’s surprisingly easy to get a permit to sell guns in the City of Oxnard. “We think it’s insufficient,” he said. “When you compare it to alcohol sales, the last business that asked for an alcohol permit, I think there were 42 or 43 police conditions on it. The reason why you have conditions is you make that business safer.” He said the process right now has no community workshop or feedback, from the community or police department and there are no police department conditions other than a background check, no assessment by the planning manager, no presentation before the planning commission and no presentation before the city council. “At the police department, we think that’s insufficient,” he said. “There needs to be a better vetting process, and ultimately that’s what this comes down to.” Whitney said the Oxnard Police Department supports and defends the Constitution and legal gun owners buying handguns and guns in the city. “What we don’t support is the wrong gun store at the wrong location in the city,” he said. “From our perspective, that’s what this is all about.” Sonstegard said the physical location of the proposed “Discount Guns” location was 834 W. Wooley Road and the site had a website established and initially planned a Sept. 2018, grand opening. “I was made aware of this from feedback from the Bartolo Square North and Hobson Park East neighborhoods,” he said. “Individuals from those neighborhoods brought it to our attention and the attention of local elected officials.” He said the proposed location was in a C2pd zone and when he reached out to the owner the proposed Discount Guns location was not going to open. “I don’t know why that person did not follow through completely with their application process, but as we started to examine this, the city code did not offer any health, safety n Moratorium , see page 3

By Chris Frost chris@tricountysentry.com Oxnard— The Oxnard Police Department hosted a wellattended informative event at “The Collection at Riverpark” Nov. 27, as “Coffee with the Dispatchers” was a fun morning that served as a recruiting tool,
plus an opportunity to meet the people behind a 911 call. The department has hosted a series of events that drive home an important point that people who serve in law enforcement are just like everyone else. They do a job and protect the public. Santa and Mrs. Claus are joined by his elves and the Oxnard City Council at the dais Nov. 27.
Santa Claus visits the Oxnard City Council By Chris Frost chris@tricountysentry.com Oxnard— The ceremonial calendar during the Nov. 27, Oxnard City Council meeting was interrupted by jingle bells, as Mayor Tim Flynn told the kids of all ages in the audience that Santa Claus had flown in for a special visit and brought Mrs. Claus and some elves.
“Ho-ho-ho, Merry Christmas,” Claus exclaimed to the appreciative crowd. Flynn welcomed Santa on behalf of the city council. “I brought my helpers, and they are going to pass out candy canes to all the kids here today,” Santa said. “It’s chilly.” Flynn asked if he had an extra lining under his suit and Claus admitted that he is eating heartily. “We have some special events
coming up, and on Friday, Nov. 30, we have the tree lighting ceremony at 5:30 p.m. at Plaza Park,” Santa said. “I hope all you guys can make it, and on Dec. 1, we have our Oxnard Christmas Parade. I hope all of you can come down and see all the wonderful community members show their floats and you guys are there showing your support.” After the parade, Santa said Plaza Park would host the 11th
Annual Tamale Festival. “How many of you are excited for the Tamale Festival,” he asked. Flynn asked S anta how many tamales he could eat. “I’m going to say a dozen,” Santa exclaimed. “I want to remind the kids to look out for me. I am going to be touring the beautiful City of Oxnard from Dec. 17-22. Make sure you guys keep an eye out. I am going to be with the police and fire department.”

Oxnard Police arrest two Oxnard Police Officers made two separate arrests for possession of firearms and other charges on Friday evening, Nov. 23. The first arrest resulted when officers responded to a call of loud music at 11:20 p.m. in the 300 block of Brucker Road. Officers contacted Barraza, who claimed to be a relative of the homeowner. However, the homeowner later arrived and stated they did not know Barraza. Officers later located an unloaded 9mm firearm on Barraza; he was also in possession of loaded extended handgun magazine. Barraza was arrested for firearms violations, including carrying a concealed firearm and unlawful possession of a high capacity magazine. He was transported to Ventura County Jail. The second arrested resulted when officers contacted a subject passed out in a vehicle in the 1100 block of S. Ventura Road. under the gun for the parade and they work on the float every afternoon. Reed said it would be better if they have six months warning for the parade theme. “We have a time limit and have to be done by 4 p.m. every day,” she said. On Saturday morning, we will come at 7:30 a.m. and we have somebody who donates his tow truck every year, and we decorate it before 9 a.m. when we have to be at the parade route.” Marquez loves seeing all the seniors work together on a project. “It’s amazing to see all the ideas they come up with and the creativity that everyone brings to the table,” she said. Reed also loves participating. “George asked me if I wanted to be in the parade they have at night, and I said sure,” Reed said. Marquez said the seniors have an annual holiday parade at the Oxnard Performing Art Center on Dec. 13. Tickets are available at any of the three Senior centers for $15 and include lunch and entertainment. Date is December 13th 10:00am-2pm. The Oxnard Special Populations have their holiday party on Dec. 8. “The children meet here at the Wilson Senior Center, and we’ll use the decorations for the party,” she said. Assistant Director Ayde Almarez is in charge of drawing and painting the float designs, and everyone said the group would be lost without her. “I love doing the float, and they give us different themes to work on,” she said. “I wouldn’t be able to do this without the help of our senior volunteers.” She loves being at the center and hearing all the different stories each senior shares. “Drawing is like a therapy for me,” she said. “This group is creative. I spend the most time painting and cutting the cardboard.” For more information, call 805-385-8019.
Wes’ Angels off and running By Chris Frost chris@tricountysentry.com Ventura— Ventura County residents looking to share in the spirit and spread some cheer to people who otherwise will have a Christmas with no presents can take part in the premiere Wes’ Angels event, hosted by the ARC of Ventura County. As people look to do something good this holiday season, the ARC needs gifts and has people who can benefit from their charitable donation. Ventura County ARC Program Manager Alicia Gomez tells the Tri County Sentry the event is in its first year and was born during a team meeting about a specific individual and how the holidays were right around the corner. “The administrators of his care home said he had very few resources for the holidays and it’s a common thing for our population,” she said. “They have limited income and resources. Some folks live in group homes

where their basic needs are taken care of, but anything above and beyond is out of the question.” After that discussion, Gomez said the group realized that many more special needs consumers go without during the holidays.
“We said let’s do something and figure something out and get some gifts going for people,” she said. “I took that idea back to the ARC, Tri County did the same on their side, and the Epiphany Care Homes did that on their side, and we compiled

a list of individuals.” From there, Gomez sent an email blast out to her colleagues and asked if they have anyone they support who won’t have a Christmas this year. n Wes, see page 6

NEWS Local resident raises concerns about Ischia Drive pilaster Tom Petersen says seawall can fail. By Chris Frost chris@tricountysentry.com Oxnard-- Public comments during the Nov. 27 Oxnard City Council meeting had their share of controversy and concern about safety for the residents as Channel Islands Harbor resident Tom Petersen said his corner lot on Ischia Street has a pilaster (a column on a wall) that is breaking apart. The issue has gotten worse over the last two years, he told the council, and he submitted a letter to the city so that they would be aware of the situation. The Nov. 26, letter to the city said the cracks run the entire length of the pilaster and are getting worse and now you can see through the crack to the other side of the pilaster which has shifted about one-half inch from the pilaster itself. “I received a letter back from Hoon Hahn, and it says the city has inspected the corner piece of the seawall at (his address) and does not appear to have any structural damage,” he said. “Your inspector should be fired. That seawall is in pieces, it’s cracking, and it’s about to fall apart.” He pointed out that when corner pilasters on a seawall go, the whole seawall will fail. “This particular area was also part of a 2012 survey that was done by expensive consultants the city hired who I believe remain in that mode,” he said. “At that particular time, that pilaster was rated as a four on a scale of one to five of

imminent failure at that, and it’s gotten worse.” He said it’s not his pilaster. “It is because of the safety of my family if this thing fails in the middle of the night and the house goes into the water,” he said. “It is for our property and property values; the lot and house are expensive on a personal basis.”
He said the issue is larger than the pilaster. “We’re talking about six years this issue has been researched, surveyed and monitored and nothing has happened,” he said. “A non-decision is more dangerous than a wrong decision. Non-action is going to end up causing major failures in this harbor. Major failures are going
to reduce property values, reduce people’s interest in coming to the harbor and reduce business. That’s major tax flow into this harbor.” Mayor Tim Flynn told Petersen that city staff would meet with him about the problem and said he would follow up with a phone call. An email to Hahn seeking comment has not been returned.
which means if the use is listed, any other purpose that is not listed is prohibited. “In the C2 zone and the coastal serving commercial zone, the CVC subzone in the coastal zone there is more broadly worded zoning regulations that allow retail uses or sporting goods related uses,” he said. During public comments, Charles Henderson said he was against the moratorium, but after hearing the presentation, he changed his mind. “I think it’s the right thing to do,” he said. “The plan makes sense, and it doesn’t abrogate my rights as a citizen in respect to the constitution and the second amendment.” Bruce Boyer said he is a former candidate for sheriff and has been a video security alarm professional for three decades. “Chief, with all due respect, I’ve done security for a lot of gun stores,” he said. “Jewelry stores, cigarette stores, I’ve done it. I’ve done work for the L.A, County Sheriff ’s Department, the federal government and what you’re putting up is a picture of an empty storefront with graffiti on it committed by criminals on an empty storefront.” He pointed out that anyone who leases the building will make tenant improvements and nobody leases a building for a gun store to leave cardboard in the window or do they do it for the liquor store across the street. “By presenting this is what they are going to use, that is a falsity,” he said. “You don’t know what he is going to do for security. Who would think someone who opens a gun store doesn’t know how to protect his inventory.” Erica King has lived in Port Hueneme for the past 13 years and agreed with the chief. “There should be a 45-day moratorium,” she said. “I live right down the street from here and for those individuals who are here
from other cities or representing a different organization, I would like to say to them that they don’t live here. They are not the people who have to watch the police officers chase down people when they shouldn’t be here, to begin with.” Richard Hall said it’s not the first time a local jurisdiction has tried to limit a resident’s ability to purchase a firearm or ammunition under the guise of a zoning initiative, and it is typically the first step towards a permanent ban on the second amendment, despite the efforts of anti-gun activists. Please don’t destroy the constitution a piece at a time because of the bias of a few,” he said. “We, the many, are paying attention and we still vote.” Justin Young said he was on the team that helped with Discount Firearms and walked over to the location on Wooley and said it wasn’t going to fly. “I'm not going to open a gun store and have to fight to keep this thing alive,” he said. “Yes, they all thought I was going in to open a gun store and clean up the neighborhood, and that is not what I was trying to do.” City Manager Alex Nguyen said the item would go through the planning commission and he told the staff to bring it back within nine months. “Our typical turnaround for permits is between eight and 12 months,” Assistant City Manager Ashley Golden said. Fischer said if the moratorium last the full two years and nothing gets approved, the moratorium will expire. “This is to address public health safety and welfare impacts of new uses that come in under the existing regulations and the desire to come up with new regulations to prevent these issues raised,” he said. Councilman Oscar Madrigal said the item makes sense, but he wanted to know if the moratorium ends on
Jan 9, when the council discusses the issue again will it stop? Mayor Pro Tem Carmen Ramirez called it a common-sense measure and the residents who brought the item to the council have a right to be concerned. “We’re doing the right thing,” she said. Councilman Bryan MacDonald didn’t get a “warm and fuzzy feeling” when he first saw the item. “I am not real big on interfering with people’s constitutional rights and lawfully exercise those rights,” he said. “The constitution gives us certain rights, but they are not absolute rights.” He pointed out a comment about a halfway house located next to a liquor store, and he agrees. “A person who has a problem with alcohol probably should not be located next to a liquor store,” he said. “Unfortunately, that has been taken away from us by the State of California.” He told the crowd that he will support it now. “That doesn’t mean I will support this in January when it comes back for a further decision,” he said. “I’m going to expect to see some real progress from staff.” Councilman Bert Perello said he wasn’t happy with the presentation and the city doesn’t need to “stack” the presentation. “The city of Oxnard was told by the police department two years ago, there was a question about a liquor store, and the police department said they couldn’t regulate these things,” he said. Mayor Tim Flynn said if the measure had anything to do with limiting constitutional rights he would vote against the item. “I don’t believe it does and when the chief of police makes a recommendation to the council, I don’t know if I’ve ever seen a city council turn that down,” he said.
Moratorium continued from page 1
or performance standards or no location restriction locations, unlike a variety of other establishments in the city,” he said. “If you look at our city code, anywhere from alcohol outlets or adult bookstores, there are a variety of different establishments that we have a variety of restrictions on.” Sonstegard said burglaries in the gun establishments are rising and the department wants to put those businesses in the right place under the right conditions. City Attorney Stephen Fischer said the government planning and zoning code allows the city to adopt interim emergency ordinances when they intend to study particular land uses when there is an urgent issue at hand. “Initially, the moratorium would be in effect for 45 days, and by law, we would have to come back after 45 days and have a follow-up report,” he said. “We don’t believe that we would be able to bring anything to you for review at that point so that we would be asking for an extension. Part of that is due to the holiday season. We would have to work with the planning commission, as well, since we would be considering amendments to the zoning ordinance.” The ordinance and any extension, he said, would require a supermajority, four votes from the council and the extensions can only last for two years. “We are certainly hoping to bring something to the planning commission and the city council well before then,” he said. “Part of the aid we will have in doing this research is through compilations that the Bureau of Alcohol Tobacco and Firearms has posted and made available to the public through its website for not just state laws, but local ordinances by state. There is plenty of material out there.” The city currently has firearms sales in certain places in the zoning ordinance, Fischer said, and the city also has permissive zoning
Oxnard— As shoppers crowded the big box retailers on Black Friday, the astute buyer took advantage of Small Business Saturday celebrated across downtown Oxnard Nov. 24. The event, sponsored by American Express, celebrates the holiday season and encourages people to shop small and take advantage of the treats that are available from local merchants. One such place that most people won’t think to shop is the Oxnard Public Library, where the gift shop, operated by the friends of the library offer unique treasures for every family member and is a hidden treasure. “It’s very cool to be part of Small Business Saturday at the Oxnard Public Library,” Friends of the Library Volunteer Pam said. “There are no crowds; everybody is in a good mood, we’ve got jewelry, scarves and all the things you can get at a department store.” The store is filled with items supplied by vendors, she said, and the friends occasionally travel to Los Angeles to take advantage of small gift shop sales. “We get our toys for the children at a special place,” she said. “Everything is unique, and you are not going to find them in the stores.” Pam said jewelry and purses are always the most popular items at the shop. “People like earrings, sterling silver, watches, bracelets, and necklaces,” she said. “We have all kinds of things, whether it’s gold, silver, dress up or everyday things.” She loves the clientele that visits. “We’re laid-back, congenial and we don’t follow people around trying to push them into something,” she said. “The money we make, after we pay for our costs, goes directly to the library and that’s why I do this.” The friends' fund children and adult programs, she said, and teach English to non-English-patrons. “It funds anything the library needs, but mostly programs for the children,” Pam said. Clerk Dominic Novoa from Henson’s Music Center loves small business Saturday. “It’s a great way for the community to come together and see the businesses in their local area,” he said. “We have a lot of sheet music; we offer instruments for sale, instrument lessons and a lot of musical instrument repair. We have instructors working here in our store.” He said the store also offers plenty of customer service. “We pride ourselves on our customer service,” he said. Rose Luna, the daughter of the owner, takes care of the day-to-day business at Gordon’s Western Wear and loves what she does. "It’s not as crowded as the mall, but for our community, we are doing fine,” she said. “It’s a slow and steady pace.” Customers that come in start with a browse through the store, she said, where they discover things they haven’t seen for a while. “For the most part, people look at the traditional shirts, pants and the hats,” she said. “We do a lot of hat sales.” She enjoys when people come in attracted to the merchandise. “We offer them the best service we can,” she said.

OPED It Was a Gobble-Gobble Kind of Day Dr. James L Snyder I do not know about anybody else, but I truly enjoy Thanksgiving Day. It is not just because of the turkey that the Gracious Mistress of the Parsonage prepares so brilliantly, although, I cannot think of any other reason. Of course, there is the idea of family getting together. I enjoy that all the time. I like to hear the stories and get caught up with the latest happenings that have to do with my family. I remember years ago good old Uncle Bud was my favorite uncle. He could tell a story that was so unbelievable that you ended up believing him. Even today, I can remember some of the stories that he would tell and I could see now that he was exaggerating very well. I guess it’s in our family. So, it is wonderful to get together with family and get up-to-date with all the happenings in our family. However, when it comes to Thanksgiving, my focus is on the marvelous food. Everybody in the family is to bring their special dish to share with everybody else. Some are good at baking pies, some at doing vegetable dishes (although this year we were not allowed to use lettuce), some at casseroles and a host of other delicious delicacies. Here’s what I like about a good old-fashioned family gathering at Thanksgiving. No matter what the Gracious Mistress of the Parsonage says to me, I feel obligated to eat every dish brought in by a family member. After all, I surely do not want to embarrass anybody or shun them. And, the best thing about this is, I need to have seconds and thirds and sometimes even more. After all, I do not want to offend anybody in my family. I’m not sure, but I think everybody brought a pie. There were so many different pies on the table that I could not choose which one I wanted. Therefore, being the wonderful family person that I am, I took a slice of each. My reasoning is simple, if it is a Thanksgiving dinner and the food is brought by family there absolutely no calories attached to it. That’s my story, and I’m sticking to it!
Although everything else was rather delicious, I must say that the turkey was magnificent. And, as you might know, my wife prepared that turkey. She began the preparation for our Thanksgiving Day Turkey somewhere in August. There were some turkeys on sale and she scooped them up as much as possible. After
all, she wanted to make sure she had enough turkey for everyone. And, according to her, it is against family rules to leave the family dinner without taking leftovers with you. To prepare for this, the turkey had to be huge. That meant two and maybe even three turkeys to be prepared. It took her days to cook
the turkey. Since I have no cookery imagination, I am not sure how she cooked it or how long it took her to cook it. All I know is, the kitchen smelled delicious for several weeks. Please, do not let this get out. But she had one turkey that was done and she put it on the shelf to cool down a little bit before putting it in the freezer. I looked at it. I thought
it looked back at me. I looked at it again and I got to the point of nonresistance. After all, why should I fight with the turkey? Very carefully I sliced bits of turkey where I thought nobody would notice it and walked away munching on very delicious turkey. My problem was, the turkey was too delicious and I was too hungry. I went back several times and cut off just a little bit so nobody would notice. The nobody that I did not want to notice, of course, was my wife. I happen to be chewing on a bit of turkey when the wife came into the room and asked the question she always asks me, “What are you eating?” “Oh,” I said rather hesitatingly, “I’m just chewing on a little bit of meat I found in the refrigerator.” I thought that would solve the problem and for a while it looked like it did. I just got seated in my chair when she, looking at the turkey, said, “Did you get a piece of this turkey to eat?” When you’re found out, you're found out. And trust me, I was found out. Not all the lying in the world could get me out of this predicament that I was in. I thought I had come to the end. She had caught me with turkey in my mouth. I was sure I was in some deep trouble. Then she said something that totally surprised me. “How was that turkey? Was it any good?” I like to take advantage of situations so I said, “That was the best turkey I have ever tasted in my life.” With a smile, she turned and walked away. How I got away with that, I am going to have to ponder for quite a few days. As I pondered my situation, I thought of a verse in Proverbs. “A man hath joy by the answer of his mouth: and a word spoken in due season, how good is it!” (Proverbs 15:23). I do not often say the right thing, but when I do, what a joy it is. Rev. James L. Snyder is pastor of the Family of God Fellowship. He lives with the Gracious Mistress of the Parsonage in Ocala. OPED Shall We Say Grace? By Marian Wright Edelman When I was a child, my father kept an editorial cartoon pinned up in the vestibule of our church that made a deep impression on me I have never forgotten. It was a black and white drawing by the Pulitzer Prize-winning artist Herblock that was originally published in the Washington Post in October 1947. The picture shows well-dressed, happy White people sitting at a banquet table overflowing with place settings, goblets, and so much food the table cannot hold any more: a roast, gravy boats, bread and butter, covered dishes, heaping platters of sides. Hovering behind them and filling the rest of the image is a crowd of gaunt, wideeyed hungry children dressed in rags. There are too many of these skeletal figures to count; the starving masses go on and on into the distance. Back at the table, one of the dinner guests is speaking cheerfully to his smiling companions. The caption reads: “Shall we say grace?” Shall we say grace? In his very last book, Where Do We Go from Here: Chaos or Community? Dr. Martin Luther King, Jr. wrote: “There is nothing new about poverty. What is new, however, is that we now have the resources to get rid of it. Not too many years ago, Dr. Kirtley Mather, a Harvard geologist, wrote a book entitled Enough and to Spare. He set forth the basic theme that famine is wholly unnecessary in the modern world. Today, therefore, the question on the agenda must read: Why should there be hunger and privation in any land, in any city, at any table, when man has the resources and the scientific know-how to provide all mankind with the basic necessities of life?” But despite the decades that have passed and the unparalleled advances since then in scientific and technological capability and global resources and wealth, hunger and want are still rampant both at home and around the world.
Dr. King went on: “There is no deficit in human resources; the deficit is in human will… The welloff and the secure have too often become indifferent and oblivious to the poverty and deprivation in their midst. The poor in our countries have been shut out of our minds, and driven from the mainstream of our societies, because we have allowed them to become invisible. Ultimately a great nation is a compassionate nation. No individual or nation can be great if it does not have a concern for ‘the least of these.’” When Dr. King died fifty years ago calling for a Poor People’s Campaign, there were 25.4 million poor Americans, including 11 million poor children. Today there are 39.7
million people living in poverty in the United States, including 12.8 million poor children. The question of why we still allow poverty and hunger to exist—and the answer—remain the same: The deficit in human will and caring. Will we one day find the will to make our nation truly great? As we celebrate Thanksgiving many Americans will be indeed be blessed and deeply grateful to gather with family and friends around a table that looks like the one in the cartoon, with “enough and to spare.” But it is still a time for each of us to do what we can to see, remember and help the many millions who are still outside watching quietly—hungry and starving—with no place at America’s
There is nothing new about poverty. What is new, however, is that we now have the resources to get rid of it. Dr. Martin Luther King table of plenty. I end with a grace. God, we thank You for this food for the hands that planted it
for the hands that tended it for the hands that harvested it for the hands that prepared it for the hands that provided it and for the hands that served it. And we pray for those without enough food in Your world and in our land of plenty. Marian Wright Edelman Stepping Aside from CDF By Stacy M. Brown Marian Wright Edelman, a trailblazer, freedom fighter and champion of causes that affect the nation’s young, has announced that she’s stepping aside from the Children’s Defense Fund, an organization she founded 45 years ago. “Dear colleagues, supporters, partners and friends, after 45 years as President of the Children’s Defense Fund (CDF), I have decided to transition into a new role as President Emerita in the Office of the Founder,” Wright wrote in a letter posted on the organization’s website. “I will step away from CDF’s day-to-day responsibilities and will focus all my energies towards building a lasting movement for children to end child poverty and inequality through servant leadership development at key spiritual retreats and convenings at CDF’s Haley Farm and continue to provide a moral compass for CDF,” she said. Born on June 6, 1939, in Bennettsville, South Carolina, Edelman was the youngest of five children and credits her father with instilling in her an obligation to right wrongs. When African Americans in Bennettsville were not allowed to enter city parks, Arthur Wright, her father, built a park for African American children behind his church, according to her biography on The History Makers website. A graduate of Spelman College and Yale Law School, Edelman became the first African American female admitted to the Mississippi State Bar while working as director of the NAACP Legal Defense and Education Fund office in Jackson.
She also became nationally recognized as an advocate for Head Start, according to her biography. In 1968, Edelman moved to Washington, D.C., and subsequently became counsel to the Poor People’s Campaign that was organized by Dr. Martin Luther King, Jr. She founded the Washington Research Project (WRP), where she focused on lobbying Congress for child and family nutrition programs and expanding the Head Start program. In 1973, the Washington Research Project became the Children’s Defense Fund (CDF), the United States’ leading advocacy group for children. As president of the CDF, Edelman has worked to decrease teenage pregnancy, increase Medicaid coverage for poor children, and secure government funding for programs such as Head Start. Edelman also has served as the Director of the Center for Law and
Education at Harvard University and is the first African American female to have been on the board of directors of Yale University. She’s written many articles and books, including the autobiographical New York Times best-seller, “The Measure of Our Success: A Letter to My Children and Yours.” To get just a sense of what Edelman has meant to her countless admirers, one need only look at the tributes that have flooded social media before and since her announcement this week. Most of the tributes contained motivational thoughts shared by Edelman over the years. “Never work just for money or power, it won’t save your soul or help you sleep at night,” and “Education is a precondition to survival in America today,” were among the many Edelman quotes that various social media users posted in her
No matter who holds the reins of political power, CDF will move forward in our mission to Leave No Child Behind and ensure that every child has a Healthy Start, a Head Start, a Fair Start, a Safe Start and a Moral Start. Marian Wright Edelman honor. Other classic quotations by Edelman that social media users
posted included, “Don’t assume a door is closed; push on it. Do not assume if it was closed yesterday that it is closed today;” and “You’re not obligated to win. You’re obligated to keep trying to do the best you can every day.” The mission of CDF has never been more important than it is today during these perilous times for children and for the nation,” Edelman said this week. “Though we face unprecedented challenges and threats to the safety and wellbeing of America’s children, we refuse to go backwards. No matter who holds the reins of political power, CDF will move forward in our mission to Leave No Child Behind and ensure that every child has a Healthy Start, a Head Start, a Fair Start, a Safe Start and a Moral Start in life and successful passage into adulthood,” she said. Edelman said she’s proud of CDF’s groundbreaking work over the past 45 years and the significant progress the organization has made for millions of children and families. However, she said, there is still much work to be done. “I look forward to supporting the Board of Directors in the search for a new President to lead CDF into its next chapter; someone who is committed to taking on the challenges children face today and those that will emerge in the future,” Edelman said. “I am confident that CDF will not miss a beat during this transition and as the national search commences for a new CDF President. On December 31, 2018, CDF’s Chief of Staff, Max Lesko, will become National Executive Director overseeing CDF’s day-today operations and reporting to the Board of Directors.”

“I got back a list of about 37 names ARC-wide, Tri County came back with their numbers, and it turns out that we have close to 100 individuals we are thinking will benefit from this,” she said. “We know there are more, but we are trying to keep it manageable since it’s our first time and we are learning as we go.” She hopes the event will grow into an annual event. “Our idea is that we have a Dec. 19, deadline and around that day all of us will bring what we’ve got and take an inventory,” she said. “We
want everyone on the list we compiled to get something, but we hope to get more than something. We will have them open the gifts on Christmas.” She said the gift-giving would be person-to-person and the people who know the consumers will know the best way to distribute the gifts. “For some people, it may be a fun thing to present them (the gifts) at the day program, and for others, it may be really special to have at home and have something special under the tree to open.” The group is spreading the
word in any way possible. “We have an event on Facebook and people can say they're interested and start sharing it with everybody,” she said. “At this point, everything is needed.” Gomez said people want to make a difference for people with special needs and invite consumers to their homes for dinner. “We play it up on the day program side because we can,” she said. “We’ll all do something, and we’ll have a Christmas Feast at our day program. It’s something, and they appreciate it.”

said. “I was fortunate, I came in as a call taker and didn’t have to work the radio and then got hired as a dispatcher. So for me, I wasn’t thrust right into it and had to learn everything at once.” The rate of calls can vary, she said, and on certain days they can be slow at noon, and two hours later they can be busy. “It can be busy all day long,” she said. “We always ask about weapons; even if we are going to a domestic call, it adds pressure if there is a weapon seen.” The job is all on the job training, she said, and new dispatchers go to a two-week POST academy to learn about the position. “I’ve been doing it for 28 years,” she said. “Every day is different, and we know that everyone goes home safe at the end of the night is a great thing.” New Dispatcher Paul Carganilla started in January and is fast approaching his first anniversary. He heard about the position through his wife who is a police officer. “We both come from a background in entertainment, and we were looking at different career paths we can start upon,” he said. “My wife thought I would be a good police officer because of my skill set and personality. I did a sit-a-long once and thought it was a great career that would challenge me every day and make a difference in the community.” Carganilla said the department was looking for different ways to get immersed
in the community and reach out to people. “This is one way we thought we might be able to because who doesn’t stop by for coffee in the morning,” he said. People attending the event want to know about the hiring process, he said, and his big question when he got started was how to turn the day off after a day full of stressful phone calls. “It is, and while we are the voices on the other end of the line during people’s worst moments, we have a job to do, and we need to focus on and get done. When you focus like that it becomes more of a service and less of something you are personally connected to.” He said many times people will call from a cell phone and dispatchers need a location because they can’t help if they don’t know where you are. “There are special circumstances where we can trace a phone, but usually it takes too long,” he said. Manager Ron Dunn said the dispatchers do all the hard work and his job is to do the recruiting, hiring and review all the backgrounds of the applicants. “Our supervisors and communication training officers to all the hard work,” he said. “You have to take someone from the street and teach them what constitutes a type of crime, the codes we use, how to operate the telephone.” He said the department uses a “today I” approach to the job. “At the end of the day, as long as a supervisor or manager can say today, I made a difference, saved a life, or got someone help, that’s what keeps us all coming back,” he said. There is a nationwide shortage of dispatchers, he said, and the department is currently short nine dispatchers. “There are times where we only have two dispatchers working in the early morning hours when someone needs to go to the bathroom, or we have a major incident,” he said. “We currently need to build up our staff, that’s why we are recruiting.”

said dispatchers are the studs that make everything happen and he too worked the department as a rookie officer. “I had no idea how tough a job they had and said oh my gosh, I would never say anything bad about a dispatcher because it’s such a tough job,” he said. “So many calls come in from people who are experiencing the worst. People are frantic, and it’s their job to calm people down and get information. They have to manage the deployment of our resources, and we are never are going to have enough resources, so that means we are always going to have calls pending.” He pointed out that dispatchers keep their eyes on the screen, see what officers are available and prioritize the calls. “It’s a very tough job,” he said. “It’s a multitasking skill where you are on for 10 hours straight, and you either have it, or you don’t.” Whitney said he was staying away from the nitro coffee that morning. “I tell people don’t ever start with the nitro unless you want to become addicted to it,” he said. “It’s smooth, and once you go there, it’s hard to go back to the regular coffee.” Dispatcher Carolyn Cornejo loves coming out to meet Oxnard’s citizens in a relaxed, casual environment and if they call 911, they’ll be able to put a face to the voice on the phone. “Maybe somebody will be interested in the position,” she

Ventura Road, Port Hueneme, CA 93041 Project Location: 2597 Bolker Drive, in the City of Port Hueneme (Assessor Parcel Number (APN): 1890-020-655) Project Description: The project involves retrofitting the existing building on the project site and converting it into a commercial cannabis microbusiness facility. The cannabis facility would include space for indoor cannabis cultivation, distribution of cannabis products, and a retail dispensary. There would be no cannabis extraction or manufacturing operations conducted in the facility. The proposed project includes interior renovations, trenching for utility connection, and installation of a sixfoot tall wrought iron fence around the perimeter with a split face concrete block wall on the project site’s eastern frontage. The proposed project would provide approximately 30 onsite parking spaces. The proposed parking lot layout has designated spaces for a secure vehicle loading area, employee parking, and member parking. The proposed project would convert the first floor of the existing building into space for indoor cannabis cultivation and a retail dispensary. The second floor would have a dry room, a product processing room (for trimming, curing, packaging, and labeling cannabis products), and ancillary space (i.e. break room, office/security room, restroom, and lockers). Operation of the project would not involve any stationary equipment that would require Ventura County Air Pollution Control District permits. Proposed Finding: In accordance with the California Environmental Quality Act (CEQA) (Public Resource Code Section 21000 et seq.), and consistent with State CEQA Guidelines (California Code of Regulations) Section 15070, and following the completion of an Initial Study (IS), the City has determined that there is no substantial evidence that the proposed project would have a significant adverse effect on the environment, and that a mitigated negative declaration (MND) may be adopted. HEALTH L.A. County Expands Access 9 LA County to Health Care for Undocumented Immigrants Residents Sickened in Outbreak Linked to Romaine Lettuce By Staff Reports LOS ANGELES—The Los Angeles County Board of Supervisors voted to expand access to healthcare for residents who do not qualify under the Affordable Care Act, primarily undocumented immigrants. My Health LA is a partnership between the county and local community clinics and health centers aimed at providing health care for every county resident. Clinics provide primary care services like screenings, physicals, chronic disease management and prescription medications. The Department of Health Services offers specialty care and more acute services. More than 150,000 residents get services under the program for free or at low cost. Supervisor Hilda Solis praised the program as "one of the very few in the entire nation that exists that provides this kind of service." The terms of the partnership between the county and health care providers have been newly negotiated under contracts that Supervisor Sheila Kuehl said would allow My Health LA to enroll more residents, expand to more clinic sites over the next few months and guarantee more timely access to care. Under the new terms, patients must be able to get an appointment for routine care within 21 days. Some now wait up to three months
By Staff Reports LOS ANGELES—Nine of the 32 people across the country who were sickened by an E. coli infection linked to romaine lettuce are Los Angeles County residents, public health officials said Tuesday. The U.S. Centers for Disease Control and Prevention issued a food safety alert Tuesday warning people not to eat any romaine lettuce due to an E. coli outbreak. According to the CDC, 32 cases have been reported in 11 states, with 10 of the cases being in California. The Los Angeles County Department of Public Health reported Tuesday afternoon that of the 32 outbreak cases, nine are county residents. No details of the cases were released. The department "is working closely with CDC to investigate any possible connection between cases," according to the agency. No deaths have been reported. According to the CDC, U.S. illnesses were reported on dates ranging from Oct. 8 to Oct. 31, and 13 people had to be hospitalized. There have also been 18 cases of the same type of E. coli bacteria reported in Canada. Health officials said evidence from cases in both nations point to romaine lettuce as the likely source of the outbreak. Echoing recommendations of the CDC, Los Angeles County health
officials advised residents to throw away any romaine lettuce in their homes. "This includes all types or uses of romaine lettuce, such as whole heads of romaine, hearts of romaine and bags and boxes of precut lettuce and salad mixes that contain romaine, including baby romaine, spring mix and Caesar salad," according to county health officials. "If you do not know if the lettuce is romaine or whether a salad mix contains romaine, do not eat it and throw it away." Restaurants and stores were also advised to stop serving and selling romaine lettuce. According to public health
for a visit. Urgent primary care must be made available within 96 hours. Kuehl and Supervisor Kathryn Barger recommended that the county also look at expanding access to substance abuse treatment and mental health care for My Health LA patients. Free substance abuse treatment is available under the plan but is underutilized, so the supervisors directed staffers to explore why that's true. Options are limited for treating less severe, but prevalent mental health issues like depression and anxiety and the board also directed staffers to look at sources of funding to expand available treatment. "Many of the residually uninsured may be afraid to take advantage, to say that they even have such an issue, given what the federal government is doing looking at our undocumented folks," Kuehl said. "(And) if we're inadvertently creating barriers for members who want to access substance and treatment services, we need to understand how the barriers are being created." Management of St. John's Well Child & Family Center says it is the largest provider of health services to undocumented immigrants in the U.S. and serves more than 25,000 county residents in the My Health LA program.
officials, people infected with E. coli usually suffer from bloody diarrhea and stomach cramps about three to four days after consumption of tainted food. Most people recover within a week, but some illnesses can last longer and potentially result in kidney failure, health officials said.
Government Climate Report Warns of Worsening U.S. Disasters By Seth Borenstein WASHINGTON (AP)—As California's catastrophic wildfires recede and people rebuild after two hurricanes, a massive new federal report warns that these types of extreme weather disasters are worsening in the United States. The White House report quietly issued Friday also frequently contradicts President Donald Trump. The National Climate Assessment was written long before the deadly fires in California this month and before Hurricanes Florence and Michael raked the East Coast and Florida. It says warming-charged extremes “have already become more frequent, intense, widespread or of long duration.” The report notes the last few years have smashed U.S. records for damaging weather, costing nearly $400 billion since 2015. The recent Northern California wildfires can be attributed to climate change, but there was less of a connection to those in Southern California, said co-author William Hohenstein of the U.S. Department of Agriculture. “A warm, dry climate has increased the areas burned over the last 20 years,” he said at a press conference Friday. The report is mandated by law every few years and is based on more than 1,000 previous research studies. It details how global warming from the burning of coal, oil and gas is hurting each region of the United States and how it impacts different sectors of the economy, including energy and agriculture. “Climate change is transforming where and how we live and presents growing challenges to human health and quality of life, the economy, and the natural systems that support us,” the report says.
That includes worsening air pollution causing heart and lung problems, more diseases from insects, the potential for a jump in deaths duringáheat waves, and nastier allergies. “Annual losses in some economic sectors are projected to reach hundreds of billions of dollars by the end of the century—more than the current gross domestic product (GDP) of many U.S. states,” the report says. It'll be especially costly on the nation's coasts because of rising seas and severe storm surges, which will lower property values. And in some areas, such as parts of Alaska and Louisiana, coastal flooding will likely force people to relocate. “We are seeing the things we said would be happening, happen now in real life,” said another co-author Katharine Hayhoe of Texas Tech University. “As a climate scientist it is
almost surreal.” And Donald Wuebbles, a coauthor from University of Illinois climate scientist, said, “We're going to continue to see severe weather events get stronger and more intense.” What makes the report different from others is that it focuses on the United States, then goes more local and granular. “All climate change is local,” said Pennsylvania State University climate scientist Richard Alley, who wasn't part of the report but praised it. While scientists talk of average global temperatures, people feel extremes more, he said. “We live in our drought, our floods and our heat waves. That means we have to focus on us,” he said. The Lower 48 states have warmed 1.8 degrees (1 degree Celsius) since 1900 with 1.2 degrees in the last few decades, according to the report. By the end of the century, the U.S. will
Climate change is transforming where and how we live and presents growing challenges to human health and quality of life, the economy, and the natural systems that support us. National Climate Assessment be 3 to 12 degrees (1.6 to 6.6 degrees Celsius) hotter depending on how much greenhouse gases are released into the atmosphere, the report warns.
Outside scientists and officials from 13 federal agencies wrote the report, which was released on the afternoon following Thanksgiving. It was originally scheduled for December. The report often clashes with the president's past statements and tweets on the legitimacy of climate change science, how much of it is caused by humans, how cyclical it is and what's causing increases in recent wildfires. Trump tweeted this week about the cold weather hitting the East including: “Brutal and Extended Cold Blast could shatter ALL RECORDS—Whatever happened to Global Warming?” Friday's report seemed to anticipate such comments, saying: “Over shorter timescales and smaller geographic regions, the influence of natural variability can be larger than the influence of human activity ... Over climate timescales of multiple decades, however, global temperature continues to steadily increase.” Releasing the report on Black Friday “is a transparent attempt by the Trump Administration to bury this report and continue the campaign of not only denying but suppressing the best of climate science,” said study co-author Andrew Light, an international policy expert at the World Resources Institute. During a press conference Friday, officials behind the report repeatedly declined to answer questions about the timing of its release and why it contradicts public statements from Trump. Report director David Reidmiller said questions about the timing were “relevant,” but said what was in the report was more important. Trump, administration officials and elected Republicans frequently say they can't tell how much of climate change is caused by humans and how much is natural.

New Creed Film Slows Down Pace of Movie, Possibly Franchise By Dwight Brown This follow-up to the very popular boxing film Creed (worldwide gross $174M) throws a lot of left hooks, right jabs and uppercuts, but only a few connect and none land a knockout punch. Count on the mass appeal (young, old, urban, male and female) of Creed II to put viewers in seats. But, will they enjoy what they see? Yes, somewhat, if patience is one of their virtues. There’s a key difference between the first and the second chapters in this franchise. The exceptional director/writer Ryan Coogler (Fruitvale Station, Black Panther) left his imprint all over the first one: heavy emphasis on relationships, emotions, performances, pacing, style. The second one is directed by Steven Caple Jr., whose resume is filled with short film and TV credits. His interpretation of Cheo Hodari Coker’s (TV’s Southland and Luke Cage) script has a similar feel, but not as organic or fresh. Adonis Johnson (Michael B. Jordan) has finally become the Heavyweight Champion of the World. He’s got his significant other Bianca (Tessa Thompson), the singer/songwriter, by his side. The mentorship he received from his coach Rocky (Sylvester Stallone) is tight. Life is good on the outside, but something eats at him from within. It’s an insecurity that flares when a skeezy boxing promotor, Buddy Marcelle (Russell Hornsby, Fences), tempts Adonis into a fight with Viktor Drago (Florian Munteanu, a German-Romanian boxer/actor), the son of boxer Ivan Drago (Dolph Lundgren, Rocky IV), the man who beat Adonis’ dad Apollo Creed to death. The taunting that ensues gets into Adonis’ head, stirring up old thoughts he hoped he was over. With the press, Marcelle and the Dragos

baiting him, the young boxer has some far-reaching choices to make that could make or break his career and test his bond with family and friends. Audiences will wish that this fight film started with an explosion. It doesn’t. The footage rolls, the plot is disseminated and the mundane, everyday drama on view goes on for way too long. For a boxing movie, a lack of action is the kiss of death, and little of note arises until Act III. The languid pacing (editors: Dana E. Glauberman, Saira Haider and Paul Harb) will leave audiences tapping their toes collectively and waiting for an adrenaline injection. The boxing choreography is unoriginal— never electric. The Rocky-themed music blares loudly to no avail. The visuals (cinematographer Kramer Morgenthau, Game of Thrones) lack the splendor DP Maryse Alberti (The Wrestler) brought to Creed. The exception would be a dazzling entry in to the final brawl, when
For a boxing movie, a lack of action is the kiss of death, and little of note arises until Act III. a stunning lighting affect forms a triangle and the Creed team enters. Cocker’s script is competent and respectful of all the characters, some of which have been around for over 40 years. That said, nothing in his screenplay takes the individuals’ storylines to a new place that’s worth a trip. Adonis and Bianca’s partnership evolves. The Dragos’ father/son dynamics is of mild interest. Adonis’ conflicts with Rocky cause a bit of a stir. But none of it will make you cry, impose fear or instill anger. Of course, Rocky
still has his words of wisdom, “If you want to give pain, you have to take pain.” But nothing he says is truly profound. The best dialogue is reserved for the repartee between apprentice and crusty coach as they casually joke with each other like old friends. If this sequel has a savior, it’s the superb acting, which is so good it should be captured and taught in acting classes. Almost singlehandedly, Michael B. Jordan takes this film the distance. In gestures, attitude and a wide range of expressions, he makes Adonis far more complex than the film itself. His performance never blinks, even when the film flounders. He is always on the beat, firm, determined and authentic to the character. Jordan’s unflinching portrayal rubs off on every actor he encounters. Scenes with Tessa Thompson and Phylicia Rashad, who plays his adoptive mom Mary Anne Creed, feel intimate and warmly familial.
MGM
Stallone stumbles around the sets like an aged punch-drunk boxer. He’s convincing throughout, and his acting goes up a notch in his sequences with Jordan. Director Steven Caple Jr. doesn’t do anything wrong. Most of what’s on view, from the drama to the fights, is competent. It’s just not magical. That’s the intangible force that Ryan Coogler brings to every film he makes. Once you leave the theater after a Coogler movie, you feel touched by his genius, drawn into his values, artistry and dedication. After a Coogler movie you want to know what happened to the characters. You want more. The direction, script and technical credits for this followup do not have that staying power. Considering the history and popularity of the first Creed, which was also released around Thanksgiving, its successor should pull in a sizable crowd. After viewers see it, will they want more? We shall see.
BLACK SINGERS HAVE HISTORIC WEEK ON COUNTRY MUSIC CHARTS By Mesfin Fekadu NEW YORK (AP)—Jimmie Allen has made history as the first Black artist to have his debut single reach No. 1 on country radio, and it happened on the same week Kane Brown, who is lack and white, has the top country and pop album in the U.S. Allen said he cried when he got the news his song, “Best Shot,” hit the top spot on Billboard's country airplay chart, which tracks radio success. “First I screamed, like, ‘Thank, God. Finally! Finally, man.' Then after that I'm filled with gratitude and motivated to work even harder,” Allen said in an interview with The
Associated Press on Wednesday morning. “I realized just because you get here doesn't mean you get to stay here, so I just try to wake up and be thankful every day. I'm not going to lie, I broke down and cried for like 20 minutes when I found out my song went No. 1 because I think about everything I sacrificed.” Allen co-wrote “Best Shot” and it appears on his debut album, “Mercury Lane,” released last month. Brown's sophomore album,
“Experiment,” debuted at No. 1 on Billboard's 200 albums and country albums charts, respectively, this week. “It feels great to be able to be some sort of figure that younger kids that look like me can look up and say, ‘You know what, Jimmie did it so maybe I can do it, too,”' he said. “It really helps motivate someone else that might want to do it to see more people who look like them in whatever career field they're in.” The 32-year-old Allen— who moved from Delaware to Nashville at age 21—said he's happy to diversify contemporary country music while also paying tribute to other lack artists in the genre, from Charley Pride to Darius
Rucker. Pride and Brown have had No. 1 country radio hits, but not with their debut songs. Rucker's first country single did hit the No. 1 spot, but his official debut song was with Hootie & the Blowfish, thus making Allen's recent feat historic. “It feels great to be a part of something that I feel is bigger than me,” said Allen, who will open for Brown on tour next year. “I think it's about changing mindsets and removing limitations that we in society sometimes put on ourselves. To me, that's the bigger picture. That's what I am aiming for because I'm a person that don't believe in boxes. I hate boxes. I love the sound they make when I break out of them, but that's about it.”
Queen of Soul's Detroit Mansion Sells for $300,000 By Staff Reports DETROIT—A historic Detroit mansion owned by late singing legend Aretha Franklin has been sold. The Detroit News reports that, according to public records, the 5,600-square-foot (520-square-meter) brick home adjacent to the Detroit Golf Club fetched $300,000 in a sale last month. It was built in 1927. The newspaper reports Franklin bought the home in 1993, but nearly lost it in 2008 due to unpaid property taxes. Franklin estate personal representative Sabrina Garrett-Owens says “there are no other Detroit properties” that were owned by the Queen of Soul. Her 4,148-square-foot (385-squaremeter) Colonial-style house in suburban Detroit's Bloomfield Township still is listed for $800,000. Franklin died of pancreatic cancer in August in her Detroit riverfront apartment. She was 76.
