President’s Report
By HBA President Matt Emmons2023 is here! Can you believe it? Time flies when you’re having fun. I’m so honored to be your president and I look forward to an amazing year. Once again, we have some great leadership in place so that we can move in a positive direction and grow our membership and benefits throughout our organization.
We have set some very obtainable goals for this year and have already made headway in moving towards those goals. Continue the ambassador program to garner new members. Trim the fat on events by combining events and having inter-council involvement. Continue with Hispanic community outreach. And finally branding our HBA – within our industry and externally – leaders.
My HBA journey began with the Remodelers Council. I wanted to learn and grow to be one of the best in the business and I knew that’s where I had to start. I quickly found my groove with the Remodelers Council and jumped on the leadership ladder. I wasn’t sure I was fit for the role, but I do know that you can’t grow without challenges. As I mentioned in my installation speech, my father was my professional development mentor and he told me a long time ago that if I got involved in as many professional aspects of the best organization that suits your business, you’ll always have success – to always be learning and growing.
In addition to all our events this year, I’m also looking forward to being an advocate for our industry not only here in Tulsa but also at the state and national level. If the last year was any indication of what’s to come, our industry will continue to be affected greatly by what’s happening in Oklahoma City and Washington, D.C. We need strong leadership to be vocal and present and I’m excited to continue carrying that torch that was lit and carried by my predecessors.

Our association is one that assists our members in growing their businesses while having fun. Let’s really create a buzz this year by checking in at events and tagging each other and the HBA with posts all year long showing all of Green Country why they should be members. We kicked off January with an amazing show of talent from our members at the General Membership Mixer HBA’s Got Talent and we’ll continue that excitement on into February at the Valentine’s GMM and beyond with a great line up of events that include some co-council educational events. This year’s Home and Garden Show is looking to be fantastic. Our volunteers have come out strong and we have grown to include more space and vendors.
Again, I am very proud and extremely honored to serve as your president this year. I can’t wait to see all the amazing things we’ll do together!

With the negotiating power of more than 100,000 members, these discounts can help your business and personal life. The most common discount that is used is the Lowes Pro discount.
If you sign up for the Lowes Pro line of credit, you will not only save the standard 5% off your purchase, but you can reduce your overall monthly purchases by 2% on the billing cycle. All members are eligible for this savings program, so don’t shy away if you are not a builder or remodeler. There are multiple discounts available for your business operations that include UPS, Heartland Payment Systems, and T Mobile. More discounts are available to you with your membership in the Oklahoma Home Builders Association. Our builders, remodelers, and subcontractors have access to an insurance program that provides a solid liability policy at reduced
OKHBA also has a rebate program for our contractors that does not require you to purchase items from a specific location but instead by product. The reporting is done quarterly through the HBA Rebate Program and several of our members are saving more than $500 per quarter. These rebates can be on top of whatever program you are already participating in. Finally, a health insurance plan is available for all our members. To qualify, you must be an HBA Member and have at least one eligible employee that is not your spouse. The Tulsa HBA staff joined this plan last March and saved more than $9,000 with slightly improved benefits for our employees. This plan is managed through Hub International as well for more information.
The final layer of discounts and advantages comes from the Tulsa HBA. You will receive an approximate 20% discount on a Home and Garden Show booth with your membership. This is a great way to showcase your business and the products it delivers at a reduced rate. We also offer a health and wellness plan through CareATC. This plan is available to any employee of a member company for only $85 per month and covers not only the employee, but each of their dependents. Lindsay Perkins inducted into the Oklahoma Housing Hall of Fame
The Oklahoma Home Builders Association gathered at the Omni Hotel in downtown Oklahoma City on Friday, January 6, 2023, to celebrate and induct Lindsay Perkins of Lindsay Development, LLC into the Oklahoma Housing Hall of Fame. The Oklahoma Home Builders Association’s Board of Directors voted in 2015 to begin an Oklahoma Housing Hall of Fame. Perkins was the only one named to this momentous list for 2022.
Perkins has developed in Tulsa, Jenks, Bixby, Verdigris, Broken Arrow, Sand Springs, Berryhill and Pawnee. He is responsible for over 3500 home sites throughout the greater Tulsa area. Perkins served as President of the HBA of Greater Tulsa and was Builder of the Year in 1995, the President of the Oklahoma State Home Builders Association in 2000, and the state’s Builder of the Year in 2000. He also established the Lindsay Perkins Education Scholarship for the Oklahoma State University Construction Management Technology program.

Brandon L. Jackson named Oklahoma Builder of the Year.
As part of the celebrations on January 6, 2023, in Oklahoma City, Brandon L. Jackson of Tara Custom Homes, Inc. was awarded Builder of the Year by the Oklahoma Home Builders Association. He has faithfully served as their 2022 president and continues to serve as the past president in 2023. His passions include being a servant leader and contributing to the new economic development opportunities within the city of Tulsa. Brandon is a 1988 graduate of Booker T. Washington High School and a 1993 graduate of Oklahoma State University with a BS in Engineering Technology with an emphasis in Construction Management and Fire Protection & Safety Engineering. He received the Lindsay Perkins Scholarship to pay for his OSU degree to kickstart his career as a premier Oklahoma Home Builder.

Feds Offering States $1.2 Billion to Adopt More Stringent Energy Codes
The Biden Administration has launched several federal initiatives to reduce greenhouse gas emissions and improve the energy efficiency of buildings, with two specifically designed to encourage state and local governments to update their building energy codes.
Embedded in two recent pieces of massive legislation was some $1.2 billion in incentives specifically for states to update their energy codes for new homes. Newer versions of energy codes add costs to housing production that are not paid back in efficiency gains, further exacerbating the housing affordability crisis.
The $1.2 trillion Infrastructure Investment and Jobs Act signed in November 2021 provides $225 million ($45 million per year for fiscal years 2022-2026) for the Department of Energy’s Resilient and Efficient Codes Implementation (RECI) program. Under the RECI program, states can receive grants to update to more recent model energy codes. The money can be spent on conducting studies, training, implementation and a host of other purposes.
The more recent Inflation Reduction Act sets aside nearly $1 billion for states and local governments to adopt the most recent energy codes, which as of now are the 2021 International Energy Conservation Codes (IECC). These grants are expected to be awarded through the fiscal year 2029.
Both grant programs allow state governments to partner with local jurisdictions and other stakeholders, including HBAs and home builders, in the application process.
The first deadline for the infrastructure act money is Jan. 31, 2023, for the submission of concept papers. Full

The specific DOE Guidelines for the Inflation Reduction Act grants are still in development.
The most important distinction between the two programs is the restrictive nature of updates under an IRA grant. States must move to at least the 2021 IECC to be eligible. Infrastructure (RECI) money, meanwhile, can be used to update to a more recent version. So, if a state is currently using the 2009 IECC, they may qualify for funding to adopt the 2015 edition.
NAHB members should continue to tell their local and state officials that updating to any newer energy code will result in higher construction costs and higher home prices. And most of the additional requirements do not pay for themselves over time. But if a state still wants to take advantage of the grant programs, one is far better than the other.
Because of the flexibility in the RECI program, NAHB is encouraging states to apply for infrastructure bill grants over Inflation Reduction Act grants and hopes that members will do the same. Even if a state misses the deadline in the first year, there will be more opportunities each year to apply.
NAHB staff is working very carefully to provide resources to members as we navigate the next few years of energy code changes. There have already been two webinars on the IRA and this grant program will be discussed further at the 2023 International Builders’ Show in Las Vegas.

Celebrating 80 years of the Tulsa Home Builders Association and the installation of Matt Emmons as 2023 president, members and guests gathered on December 2, 2023, at the Mayo Hotel for a black-tie affair. Leaders and staff pulled together memorabilia from the past 80 years, highlighting over 70 years of the Home & Garden Show and how the Parade of Homes has grown from one home to over 100 homes. Eighty years of relationships, both friendships and partnerships, are what this association is built upon.

Kevin Canfield, Tulsa WorldMayor G.T. Bynum on Thursday announced a major shakeup in how the city plans, designs and builds street projects and other capital improvements.
The reorganization of multiple departments — and the addition of several new ones — is intended to create a development process that starts with citizen input and ends with the projects they envisioned.
“This will establish a far more collaborative and linear approach to the way that we build Tulsa, and it will all start with the citizens’ hopes for the city that they want to build,” Bynum said during a press conference at City Hall.
In 2011, then-Mayor Dewey Bartlett disbanded the Public Works Department and created three new ones: Streets and Stormwater, Engineering Services, and Water and Sewer.
In the current fiscal year, those departments account for at least one third of the city’s $945 million budget.
The reorganization calls for reestablishing the Public Works Department, creating a new Department of City Experience, and maintaining a slightly modified Water and Sewer Department.
“Unfortunately, all of this (work) has been siloed over time, and we just haven’t had the level of collaboration or the citizens and design involvement on the front end that I think we need to do quality work,” Bynum said.
Under the reorganization, which takes effect when the new fiscal year starts July 1, Streets and Stormwater employees will become part of the Public Works Department, and Engineering Services employees will move to one of the new departments, depending on the type of work they do.
For example, engineers who work on streets and stormwater projects will be in the Public Works Department, and engineers who work on water and sewer systems will be in the Water and Sewer Department.
The Department of City Experience will be made up of six divisions. They include four departments that already exist at the city — Animal Welfare, Neighborhood Inspections, The Mayor’s Office of Resilience and Equity, and the Tulsa Planning Office — and two new ones, Community Development and City Design Studio.
Bynum said he began thinking about reorganizing the city’s development processes when he asked himself where he had settled for less and where he should press his team to do a better job.
“What I found was, after eight years on the council and one term as mayor, I was falling into the trap of thinking: ‘You know what? Street projects — that is just the way that they are in Tulsa.’ And that should not be just the way they are,” Bynum said.
“When a street project is completed, the people who use it should be delighted with the end result, because they played a part in it and it reflects their aspirations for our city.”
Bynum said the city’s work on Riverside Drive near the Gathering Place should be a model for how all city projects are done “because people were engaged on the front end and you had great designers and community engagement on the front end to build something that the citizens wanted.”
He stressed that Thursday’s announcement was not a response to last week’s call by the Association of Oklahoma General Contractors for member businesses not to bid on city street projects because of late payments, tight construction schedules and other concerns the organization has
about how the city manages its projects.
“This is something, you know, we have been working on for a year,” Bynum said.
The realignment will not result in a loss of any jobs but instead will increase the number of city employees, Bynum said. But Engineering Services Director Paul Zachary, Streets and Stormwater Director Terry Ball and Water and Sewer Director Eric Lee will have to apply if they want to manage one of the three new departments.
As will James Wagner, because the Department of City Experience is essentially a rebranded version of the city's Working In Neighborhoods Department, which Wagner leads.
