HOT summer greetings to all of my HBA friends: The coronavirus outbreak made a serious and immediate dent in Americans’ willingness to buy new homes and/or remodel their current houses. But, just yesterday during an NAHB meeting, a builder and I were chatting about the uptick we have seen related to “Aging-InPlace” remodeling. We both expressed how thankful we were to have the CAPS designation. We see more and more customers being drawn to stay in their homes for the long-term and begin remodeling for their aging parents; given the tragic Petri dish scenario that many nursing homes became for the virus this spring. The housing market experienced a dramatic (yet temporary) downturn after the Covid-19 panic that slammed much of the world economy to a full halt in March/ April. Buyers are coming back though, looking for new construction homes, or remodeling their existing homes, and that is helping lift stock prices, builder spirits, and giving a roaring start to the summer months of building. (As of this writing, Home Depot (HD) stock is up 15%, and Lowe’s (LOW) is up 10% for the year). Those are impressive numbers! Nationwide, construction of new houses rose 4.3% in May as the U.S. economy was reopening, helped again by ultra-low mortgage rates that drew more buyers and encouraged builders to build more spec homes. The Commerce Department announced last week that nationwide housing starts experienced their first increase since January with an annualized rate of 974k units. This is coming off a 5-year low in April when the annualized volume was only 934k units. If you follow MarketWatch, their housing economists are forecasting housing starts will rise to an annualized rate of 1.13 million units by the end of the year. That is great news. This was backed by nationwide building permits jumping last month 14.4 % to a whopping 1.22 million units as a forecasted annual rate.

Helping to stoke the fire in builder’s spirits is the dramatic surge in lending applications to buy a new home, as they rose for the 10th week in row, and hit an 11-year high! Plus, compare this also as mortgage applications were a remarkable 21 percent higher in mid-June this year than they were one year ago. This data is supplied from the Mortgage Bankers Association. That was all a long preamble to say “Saddle up your horses, we’ve got a trail to blaze,” as the remainder of 2020 is shaping up to be one of the busiest building seasons that builders have ever seen! As I drive around daily all over Tulsa and the suburbs, it astonishes me how many homes I witness being built at once. It doesn’t matter if I’m in Stone Canyon, Woodland Hills or Forest Ridge, (or a dozen+ other neighborhoods) ~ there is new home construction going on at a remarkable pace! And this is happening BEFORE our Parade of Homes which is scheduled this year for July 18th to July 26th (the ever-popular night-time Parade twilight tours are July 20th to July 23rd). Our Parade continues to be the greatest single showcase event of new homes in Tulsa. And EVERY. SINGLE. YEAR the parade results in a dramatic building spike by virtually every builder that has homes for sale in the parade. This year will be no different. We hope you come out to tour the builder homes, and to show your support. Special kudo’s to Cahn Wiggs for stepping up to chair the Parade of Homes for us this year. Thank You Cahn!

What a whirlwind 2020 has been! I can’t believe that August is upon us and there is still so much left to do this year. The Covid-19 pandemic has thrown the calendar out the window and challenged all of us on how to maintain some sort of normalcy, while protecting the health of our families, friends, and loved ones. After being on several virtual meetings and conference calls over the last four months, I now realize how passionate our members are for the Tulsa HBA and the value that our face-to-face time provides for your membership. Here are just a few things that we are planning for the last four months of the year, all while following safety protocols provided by the health experts. In September we will host our 2nd annual HBA Legacy Awards to honor those members that have been engaged with the Tulsa HBA for 42 years as well as honor the annual Frank Sanders and Don Herrington Award winners. This was a very special night in 2019 and we can’t wait to honor some of our outstanding members. We will also host our annual Economic Forecast with scheduled speaker, Dr. Robert Dietz, the Chief Economist for NAHB. This presentation is always valuable in how you plan your business for the next 6-12 months and I encourage you to attend. October will have the Home Remodeling Showcase and I am excited to see 10 projects on the tour this year. Our remodelers have been hard at work and this is their time to shine as they showcase some amazing work that has been completed over the last 12 months. We will also have our BUILDPAC golf tournament in October. What a great time of year it will be to play golf. If you feel nervous about gatherings inside a building, then this is the event for you; fresh Oklahoma air in October and enjoying a round of golf at Forest Ridge. In November we will have the Evening of Giving fundraiser for the HBA Charitable Foundation. This event will be the sole fundraiser for the HBA-CF in 2020 and the funds will help support the housing and workforce development programs of the Foundation. Although November might seem slower on the event side,

that is the month we will begin planning for all events for 2021. Our leadership team will be hard at work to make sure that 2021 (Covid-19 or not) will be the best year ever for the Tulsa HBA and its members. Finally, in December we will install our 2021 HBA Officers and celebrate the accomplishments of our members at the Installation Dinner and Holiday Party. This year that event will be combined with our Appetite for Construction, so please mark you calendars now for December 4th, and plan to attend for some great food, a few drinks, fabulous conversation, and a fantastic way to wrap up the year. I wish all of you the best and most success as we continue to navigate through a global pandemic. Please feel free to reach out to me if there is anything the Tulsa HBA can do to help you.

AREA HOUSING STARTS FOR JUNE JUMP NEARLY 50 PERCENT Area housing starts rose 47 percent over the same period a year ago, records from a local permit tracking service show. June’s figure was 325, up from 221 in 2019, according to Tulsa-based New Orders Weekly. For the year, housing starts have risen 14.2 percent, going from 1,480 to 1691 in 2020. Broken Arrow topped June starts with 106, followed by unincorporated Wagoner County (35), unincorporated Rogers County (29) and Collinsville (25). Broken Arrow also leads in home construction for the year with 397 permits, ahead of unincorporated Wagoner County (195), Tulsa (194) and unincorporated Rogers County (128).

SURPRISE VISIT AT THE HBA BY SPIRIT AWARD ARTIST - JIM FRANKLIN In late June this year, the HBA staff received a buzz at the front door from someone who wanted to come “see the giant eagle.” Unbeknownst to the staff at the time, the request came from Jim Franklin, the artist who was commissioned to design the eagle for the Spirit Award in 1988. Franklin, pictured below with his wife, was thrilled to see the eagle prominently displayed when entering the Association. “For those of you who didn’t attend the Installation Banquet, I don’t know how to describe the majestic eagle by artist Jim Franklin,” says Burr Kannady in the November 1988 edition of Home Building News, then known as the Association Reporter. The 1988 article continues to say that the Spirit Award Committee, then chaired by Kannady, “made sure they had a one-of-a-kind award for the

builder who embodies the spirit of ‘Do Business with a Member.’” The first recipient of the award was Rick Martin in 1989. “I really can’t believe it. I’m speechless,” says Martin in the September 1989 edition of Association Reporter. “I am holding the eagle statuette whose life-sized (600 pound) brother is now hovering over the BAMT lobby,” Martin says referring to the Builders Association of Metro Tulsa, now the HBA of Greater Tulsa.

HBA ADVOCACY MATTERS AT EVERY LEVEL OF GOVERNMENT The Home Builders Association of Greater Tulsa is the primary advocate for the residential construction industry in the Tulsa metropolitan area. Association advocacy takes place in the municipal, county, state, and federal levels, and is categorized as follows: Regulatory Advocacy includes working with regulatory staff for positive change. Examples of regulatory advocacy includes working with code officials and inspectors on code interpretation, or advocating for reasonable regulations with the various local, county, state, and federal agencies and bureaucracies (planning and zoning, EPA, etc.) Legislative Advocacy includes working with elected officials to change, defeat or adopt ordinances or laws that are favorable to the residential construction industry. It includes engaging elected officials who are responsible for writing or re-writing the law and lobbying those who cast the votes. Examples of legislative advocacy includes lobbying elected officials in federal or state capitols or with members of city councils or county commissions to adopt or modify codes, statutes, ordinances, or laws. Political Advocacy consists of effective advocacy in the electoral process to elect pro-housing, pro-business candidates to public office by campaign contributions, volunteer efforts, campaign management, and more. Specifically, the Association’s non-partisan political advocacy involves efforts to elect officials at the municipal, county, state, and federal levels who understand the importance of residential construction and remodeling to our economy and quality of life. Through its political action

committees, HBA PAC and NAHB’s BUILD-PAC, the HBA advocates and supports candidates for public office on the basis od how the candidate aligns with the priorities of the residential building industry. The HBA believes that political advocacy is chief among the forms of advocacy in which HBA engages. Legal Advocacy is when an unfavorable or abusive law or enforcement method must be challenged in court by a lawsuit. The Association’s legal advocacy is the last line of defense for the residential construction industry. In cases when all other forms of advocacy fail, regulations that are detrimental to the industry may be adopted or implemented over the objections of the best arguments of the HBA and subject to legal challenge. In such cases, the HBA may, along with other organizations or entities, file suit against the offending government body. Legal advocacy is extremely expensive and highly unpredictable. That is why the HBA engages in regulatory, legislative, and political advocacy. There are times, however, when legal action may be the only recourse. In those times, the HBA remains the chief advocate for its members and the residential construction industry. Heed the Call Now when many are working remotely and most communication is conducted electronically, it’s easy to overlook a CALL TO ACTION from NAHB, OkHAB, or HBA. This, however, is not the time to ignore a CALL TO ACTION. While staff advocates on members’ behalf, it is the HBA member who is the voting constituent at the federal, state, and local levels whose opinion is critically important. Elected officials are listening to what YOU have to say and are paying attention to your phone calls, emails, and letters about the issues affecting the housing industry today. Please answer the next CALL TO ACTION from NAHB, OkHBA, or HBA when they are delivered in your Inbox so that your business and our industry is not adversely impacted by bad decision-making.

Remodeling Industry Sees Optimism Despite COVID-19 NAHB Today released its Remodeling Market Index (RMI) for the second quarter of 2020, posting a reading of 73. This is the second quarter with a new RMI, redesigned to ease respondent burden and improve its ability to interpret and track industry trends. The new series is not seasonally adjusted, therefore index readings cannot be compared quarter to quarter.

In the second quarter, all components and subcomponents of the RMI were well above 50. The Current Conditions Index averaged 77, including: • large remodeling projects ($50,000 or more) yielding a reading of 70; • moderately-sized remodeling projects (at least $20,000 but less than $50,000) at 78; and • small remodeling projects (under $20,000) with a reading of 83. The Future Indicators Index averaged 70, including: • the rate at which leads and inquiries are coming in at 72; and • the backlog of remodeling jobs at 67. In an effort to track quarterly trends, the redesigned RMI survey asks remodelers to compare market conditions to three months earlier, using a “better,” “about the same,” or “worse” scale. This index posted a reading of 66, indicating that market conditions have improved substantially since the first quarter.

“Many remodelers are busy, even busier than prior to COVID-19. Home owners are calling for decks, patios, porches, and kitchen and bathroom jobs,” said NAHB Remodelers Chair Tom Ashley, Jr., CAPS, CGP, CGR, a remodeler from Denham Springs, La. “Their optimism for a stronger market is evident through their RMI responses.” The new RMI survey asks remodelers to rate five facets of the remodeling market as “good,” “fair” or “poor.” Each question is measured on a scale from 0 to 100, where an index number above 50 indicates that a higher share view conditions as good rather than poor. The overall RMI is calculated by averaging the results of two components: the Current Conditions Index and the Future Indicator Index, each of which uses a similar scale from 0 to 100. The Current Conditions Index examines the current market for large remodeling projects, moderately-sized projects and small projects. The Future Indicators Index looks at the current rate at which leads and inquiries are coming in and the current backlog of remodeling projects.

“An RMI of 73 indicates positive remodeler sentiment, and a change index of 66 indicates that business has picked up since the previous quarter as home owners focus on the importance of home for work and life amidst the pandemic,” said NAHB Chief Economist Robert Dietz. “However, rising material prices and ongoing skilled labor access represent ongoing supplyside challenges.”

Community Food Bank of Eastern Oklahoma’s Food for Kids program specifically addresses childhood hunger and ensures food-insecure children in our communities have a reliable resource for nutritious meals throughout the year.

Their mission is to enhance the health of northeast Oklahoma through food-based community revitalization.
