ou could feel the anticipation in the air as eager students from all the different schools in the Uintah School District gathered together to battle it out with color.

For $10 participants were given “Color Fest” packets containing every color in the rainbow. That $10 also got students pizza from 4 Brothers Pizza, refreshments from Soda Poppin, tattoos, rides on the Lapoint Corn maze train, a movie pass, the ability to zip down an inflatable slide provide by Kokopelli event center, face painting and numerous other activities including a high school dance that went from 9-11 p.m.

The event was put on by the Uintah Recreation District and their employees

with help from Uintah High School Student Council volunteers, who volunteered their time to run some of the stations and games and all the parents and students that participated.

The event brought a smile to almost everyone in attendance, especially Uintah County Recreation District employee, Shauna Hensley.

“This is the first year we are doing it—very first,” Hensley said. “It’s not very big, but I honestly think with some of the things Robin (O’Driscoll) brought back from a conference she went to out in Salt Lake, we will be able to make this really big.”

According to Hensley, she handed out 88 Color Fest packets, giving a good idea for the district of how many students took part in the inaugural event. “

Vernal City Council gives Steinaker Dam update Making some hay

he Vernal City Council received an update about the Steinaker Dam reconstruction project last week at their monthly meeting. Currently, the reservoir is drained after an extensive process, signaling the end of one phase of the project and the commencement of another. City Manager Quinn Bennion gave

the council a quick update about the project as it relates to the city’s commitment to the project near the end of the roughly hour-long September meeting.

Bennion noted to the council that 85 percent of the project cost will be covered by the Bureau of Reclamation (BOR) safety and damage program.

“The bad news is the local entities have to share the cost of the 15 percent,” Bennion said to the council.

Councilman Bert Clark pointed out that cost is also shared by water users as well.

Bennion added that the terms of the payment arrangements are non-negotiable, “The DOR, they set their rates, they made an agreement with the Conservancy District and the conservancy district will bill us when these come due.”

intah County Sheriff Vance Norton officially retired narcotics and patrol canine Jax from official duty with the Uintah County Sheriffs Office. Norton gave a presentation before the Uintah County Commissioners as part of the official retirement ceremony.

Norton said eight-year-old Jax was recently diagnosed with a medical condition affecting his hips, rendering any further patrol or narcotics training work dangerous to his health. He said it was strongly recommended Jax retire by his veterinarian and that he felt a personal responsibility to the dog and his handler to keep him from sustaining any work-related injuries.

Sergeant Dustin Cheshire of the Uintah County Sheriff’s Office and Jax have been together since Aug. of 2012 when they first met

in Denver, Indiana. Jax is a German Shephard from the Czech Republic and was just shy of two-years-old when the two first met.

Sergeant Cheshire spent six weeks in Indiana bonding and training with Jax. They

GRAMA request by UBMedia made on Aug. 28 to the Uintah County Clerk’s Office for the total revenue accumulated from the conference center from 2015-2018 year to date was released last week. The total revenue generated by the conference center from 2015-2018 year to date, including transient tax revenue generated from a tax on hotel guests, comes to a grand total of $330,716 over 45 months, or an average of $7,349 a month.

In 2015 the total revenue generated by the conference center was $16,567, or roughly $1,380 average income a month for the year.

In 2016 the revenue for the conference center jumped to $59,344 for the year, creating a mean average of $4,945 a month.

In 2017 the increase in total revenue climbed again Uintah Basin from the previous year to

$101,851, for a mean average of $8,478 a month for the year.

In 2018 to date the conference center has generated $69,954 in revenue for a mean average of $8,744 a month over eight months, continuing the trend of increased revenue.

For the 2019 budget, the county is predicting a total of $93,500 in revenue for the conference center, or a mean average of $7,791 a month.

Contrasting the average revenue of $7,349 a month over 45 months to the mean average of $52,065 a month for maintenance and staffing, the conference center is operating in the red on a monthly average of $44,716.

With the coming of September, like many of us, I am looking forward to cooler temperatures, and it also has me thinking of some of my favorite cold weather meals. My mom, who has been gone for several years now, has been on my mind of late. She was a great Southern lady who hailed from Texas. Among many other things, she was a wonderful cook. I recall how she used to like collecting recipes from the newspaper.

After she passed away, my sister and I went through her belongings and found several recipe clippings tucked into some of her favorite books.

One of the favorite meals we used to enjoy was one my mom called, “Corned Beef Casserole.” I never knew if this recipe was one of her newspaper finds or one of her own concoctions, but we loved it when she would make it on a cold fall or winter’s evening.

Imogene Teague’s Corned Beef Casserole Ingredients: 1 can corned beef, six potatoes (boiled and sliced), 1 onion (finely chopped), 6 boiled eggs (sliced), 1 family size Campbell’s Condensed Cream of Mushroom Soup, 1 carton of sour cream, 1 cup grated medium or sharp cheddar cheese, 6 slices of bacon cooked until crisp and crumbled, and salt and pepper to taste.

Blend together the condensed soup and sour cream.

In a large casserole dish, place a layer of sliced boiled potatoes on the bottom. Sprinkle the potatoes with salt and pepper to taste. Crumble a layer of corned beef over the potato layer (browned ground beef can also be substituted for the corned beef). Sprinkle a layer of diced onions, and top with sliced boiled eggs, followed by a layer of soup mixture. Keep layering the ingredients, salting and peppering the layers of potatoes, until the casserole dish is full.

Bake in a preheated oven until heated through for 1 hour at 350 degrees, until sauce is bubbly. Top with crumbled bacon bits and grated cheese and bake for about 10 more minutes, until cheese is melted.

Serve this hearty casserole with your favorite vegetable as a side dish. The younger generation of my family likes to make a “quickie” version with frozen hash browns and frozen pre-chopped onions.

Another serving tip, make sure the sliced boiled eggs are covered in sauce or they come out rubbery.

Mom used to make this family favorite for potlucks and church dinners whenever someone requested a scalloped potato dish. It was always a hit, with diners commenting it was the bestscalloped potato dish they’ve ever eaten.

City Financial Manager Mike Davis introduced Winn before the council.

Davis also presented before the council a request to consider the approval of a declaration of a Fire Department Van as surplus, which the council did approve the declaration.

Davis also presented before the council a request for approval of and acceptance of a donation and proposal from Downtown Auto Group for victim advocate vehicles, which the council ultimately did accept.

Davis and Cassidy Gledhill came up with bid document and approached local dealerships and informed them that they were looking for two vehicles for victim advocates and that they were open to any options dealerships could come up with.

“We would entertain any ideas,” Davis said. “We hit every dealership from here, clear to Naples.”

Downtown Auto Group provide both vehicles for $8,720.

DiD You KNoW? Taxpayers, a few things to note in the past 14 months.

1. Many concerned citizens and I have met with members of the Uintah School District both publicly and privately to attempt to understand and give feedback on the large capital expenditure fund balance the district is currently holding and yearly increasing through property tax collections.

2. I have published several “Did You Know?” articles trying to get the district to rethink their opinion on the benefits to the community by paying for district capital expenditures with cash collected years prior to when the facility/equipment was needed.

3. I have offered to bring in the best business advisors in Utah, at my expense, to consult with the district on the best way to optimize community funds. To date, the district has refused to accept any outside advice that could significantly benefit “we the taxpayers”.

At this point, I would like to take this opportunity to address the complexities related to large fund balances and the possible loss to “we the taxpayers” of Uintah County if our school district continues to collect funds it does not have an immediate need for.

Example: A house that cost $100,000 to build in 1990 would cost $300,000 to build in 2018. How can this be? Follow: • In a 28-year period, construction costs have gone up $200,000, or 200%— (This is due to construction inflation) • To arrive at the annual rate for construction inflation, divide 200% by 28 years. Answer = 7.143% each year for construction projects.

(To add additional info, I contacted some building contractors and they calculate that for 2018, the construction inflation rate exceeds 12%.)

So why is this important?

Consider:

• If the Capital Outlay fund balance is $30,000,000 (as an example), and the District invests for an average .35% annual return, (historically this is what has been happening) the income is $105,000 per year.

• If construction inflation is 7.143%--the buying power of $30,000,000 decreases approximately $2,142,900 every year, less the interest it can earn of $105,000 each year, or a net loss in “Annual Purchase Power” of $2,037,900.

• If there is a large surplus in the Capital Projects Fund, which currently there is, and it stays for just ten (10) years, which a large balance has. The erosion of buying power for “We the Taxpayer’s” money is easily a net loss of 60%--so using the $30,000,000 balance—in ten (10) years the same $30,000,000 can only buy approximately $12,000,000 worth of construction value, goods and services it could have purchased ten (10) years before.

• In addition, if the money is left with the taxpayer and invested in a retirement account,

For your information • In 2018 - Director Mark Caldwell, a Certified Public Accountant and retired businessman, knowing all the above facts, made a motion this year to drop the property taxes by $5,000,000. Director Resha Bartlet seconded the motion. As usual, Board Members Kevin Dickson, Kurt Case and Sarah Lamb refused the motion and instead voted us another tax increase for “We the People”. Vote of Three to Two for the increase.

• In 2017 – The same three directors, with limited money management experience, voted to raise our taxes $3,500,000. With a vote of Three to Two for the increase.

• In 2016 - Mark Caldwell, as Chairman of the Board, with a different set of directors, voted the collection of $3,500,000 down, a tax cut for “We the People”. They obviously understood the concepts above.

for example, with an estimated rate of return at 7.5% (estimate provided by the Uintah School District’s auditor in the 2017 audit), the $30,000,000 would increase in the taxpayers’ retirement accounts by $2,250,000 in just the first year and increase each year after adding the interest to the original investment and multiplying by 7.5%.

With the above facts being very documentable, why would three elected board members (elected by the people to handle tax payers’ money with responsibility) persist in taxing and collecting more and more funds for capital expenditures which have no immediate need?

A matter of Note: When “we the taxpayers” pay each year’s property tax assessment, its buying power is a dollar for a dollar. From that day forward, sitting in the capital projects fund for the school district it erodes (due to inflation) away from there as long as the balance of the fund continues to be managed as in the recent past. Conversely, as inflation persists, the property taxes on your property continue to increase each year, that seems to be double jeopardy.

Now for the most incredible information that “we the taxpayers” should know and understand: • If a capital project is needed in the district, they can bond for the money.

• School Districts have the greatest financing options and rates available to anyone.

• Inflation then becomes your friend. The longer the term of the note, the greater the friend it becomes as follows: 1. By contract, you set the amount owed for the term agreed to.

2. Also, the interest rate becomes fixed.

3. Refer to the inflation rate above and it works just in reverse; over the term of the note, the buying power of the money used for the payments becomes worth less and less, but the contract is for a certain amount of fixed dollars. Therefore, depending on the term of the contract, you can pay off this type of contract with dollars’ worth 50% or less, over the term of the contract, from what they were when the contract was executed.

Why would the Uintah County Board of Education keep even one extra unneeded dollar in the Capital Projects fund?

Another benefit: this type of financing arrangement matches the current needs of education to the people paying the property taxes. You’re not collecting property taxes in advance from people that aren’t going to be alive or living in Uintah County when the need arises for additional facilities like we are now. $30,000,000 given back to our community at this time would really help those struggling to just get by. That is an average of $3,000 per household.

“We the Taxpayers” now seem to only have one option left, if you don’t like the above facts vote in fiscally responsible board members on November 6th. Taxpayer money could go a lot further with board members who have or are willing to take the time to gain the knowledge needed for prudent management of “we the taxpayers’” property tax money
