Opposition accepts budget conditionally BETTIE GILIOMEE
These are among the conditions the DA are setting in order for them to support the proposed tariff hikes in the Nelson Mandela Metropolitan Municipality’s Draft Budget. The budget has to be approved before June 30 as the hikes will come into effect on July 1. According to the draft budget that has been tabled, residents will have to pay municipal increases of double the inflation rate from July. The proposed increases include 13% for sanitation, property rates and refuse removal, while electricity will increase by 11.03% (see page 2 for the full story on the new electricity tarifff structure). According to Leon De Villiers, caucus leader of the DA in the metro, they as the official opposition have no option but to accept the proposed increases as “the metro’s finances are in such a sorry state”. “But we are only willing to accept it conditionally. The municipality is

One of the first conditions set by the DA is that the metro should address the theft of over R47 million in electricity (R7.8 million per month) over a six-month period from July 1 to December 31 last year. “This huge loss was discovered in February already and to date nothing has been done to address this. They expect rate-payers to pay more for electricity but are not doing anything to curb the huge losses,” said De Villiers. Another condition the DA has set is that non-essential spending, such as the sponsorship of soccer teams, sporting events and festivals, must be eliminated. “How will the metro be able to explain to Walmer residents that they have only budgeted R500 000 for the eradication of the bucket system while they pay a team such as Maritzburg United, which is sixth from the bottom of the log, R750 000 per game that is played at the Nelson Mandela Bay stadium,” said De Villiers. According to De Villiers, the metro has committed R30 million to host the Afcon Cup. Another condition is the removal of political appointments and the replacement of non-core and non-productive employees. “We need more critical

Opreggeteelde honde is ‘voorspelbaar volgens ras’ HEILIE COMBRINCK “Enige opreggeteelde hond is redelik voorspelbaar volgens sy ras, maar die oomblik wat hy gekruis is kan sy gedrag nie meer volgens sy ras voorspel word nie.” Dit is die woorde van Helgaardt Mostert van Uitenhage, wat reeds die afgelope 25 jaar met honde teel waarvan die laaste 8 jaar slegs met boerboele. “Daar lê ‘n geweldige groot verantwoordelikheid by hondetelers om te help met die opvoeding en persepsies van mense teenoor honde en in my geval spesifiek boerboele. “Voornemende kopers van enige hond moet baie seker maak dat hy die hond by ‘n geregistreerde teler koop. So ‘n koper moet ook seker maak van die etiek wat hierdie teler volg en ook daarop aandring om die ‘ouers’ van die hondjie te sien. Wat jy daar sien gaan jy kry,” het Mostert gesê. Boerboele was die afgelope week weer in die kollig na ’n gru-aanval op ‘n Uitenhage vrou, Heila Greeff, waarna sy haar regterarm verloor het. Greeff het in Sir Thomas Muir-rylaan op die dorp gestap toe die hond haar aangeval het. “Volgens die fotos en beskrywing van die betrokke hond, kan ek jou sê dat hy nooit ons ras-standaard sou gehaal het nie. Dit is oog-
lopend dat hierdie hond van twyfelagtige oorsprong is,” het Mostert gesê. Hy sê ook dat die oorsprong van probleemhonde in die algemeen dikwels die gevolg is van eienaars wat die hond nie reg dissiplineer, leer sosialieer of voldoende aandag gee nie. “Dan moet ‘n mens ook onthou ’n hond het ’n baie lang geheue. As hy vantevore een of ander frustrasie of negatiewe ervaring geregistreer het sal die hond dit onthou.” Mostert is reeds ’n geruime tyd bedrywig met bewusmakingspraatjies by skole. Hy en sy boerboele is ook ’n bekende gesig by die Kirkwood Wildsfees waar die boerboelvereniging jaarliks hulle honde skou. “Dit is my passie dat kinders moet weet hoe om met ‘n hond te werk en wat om te vermy en wat om te doen indien ‘n hond hulle sou wou byt. Dit is verstommend hoe min mense oor honde en hulle gedrag weet,” het Mostert gesê. Volgens Mostert moet ’n mens die volgende in gedagte hou indien jou pad met ‘n onbekende hond kruis: •Moet nie oogkontak maak met ‘n aggressiewe hond nie •Moenie oophande in die lug gooi nie, vir ‘n hond is dit ‘n teken van aggressie •Vermy enige skielike bewegings •Moenie weghardloop nie
Scholars arrested for rape Four scholars are in police detention for the alleged sexual assault of a 31 year old Kamesh woman. It is alleged that last Saturday at about 00:05 the victim was walking in Cembu Street, Kamesh when the four teenagers approached her. They asked the woman for money and when she gave them six rands they overpowered her and dragged her to the back of a house. “They each sexually assaulted the woman and
then the teenagers (aged 17 and 18 yrs) took her to an empty house where they further sexually abused her,” said police spokesperson Lt. Col. Priscilla Naidu. All four suspects were arrested on Sunday. They were charged with rape, kidnapping and assault and appeared in Uitenhage Magistrate Court on Monday. The case has been remanded to Wednesday, 13 June (yesterday) for a bail application.

High increase for big domestic electricity consumers BETTIE GILIOMEE THE Nelson Mandela Bay Metro Municipality will from next month implement the IBT (Inclining Block Tariffs) system in charging their domestic users for electricity. This will result in people who use more electricity paying more for a kWh-unit of electricity. According to municipal spokesperson, Kupido Baron, the IBT will be implemented for domestic electricity consumers with both conventional and pre-payment meters as from 1

According to Baron, only 10% of domestic consumers in the Metro are consuming on average more than 660 kWh. “It will be more beneficial for consumers to purchase their monthly consumption instead of buying bulk electricity at a higher tariff,” said Baron.

broken and an axe found nearby. The shop was already on fire. The entire shop and its contents were completely destroyed. The estimated damage and losses are R700 000. Police are investigating a case of housebreaking and arson. No arrests have been made.
Armed robbery suspects arrested Four suspects allegedly involved in an armed robbery at a business premises in Durban Street on Saturday afternoon were arrested within 24 hours by Uitenhage police detectives and members from Crime Intelligence. According to police information, the Billabong store was robbed by four men at about 13:10. “One of the suspects pointed a firearm at the employees and ordered them to lie on the floor. A fight ensued between one of the suspects and an employee and the employee managed to arrest the man,” said police spokesperson Lt.Col. Priscilla Naidu. Four cell phones, clothing, a lap top and a cash register were taken. Uitenhage detectives received information about the possible whereabouts of the other suspects and early on Sunday morning all suspects were behind bars. “Two cellphones were recovered at a cellular shop where they were already sold. The lap top was recovered at a tavern in KwaNobuhle, waiting for a potential buyer. The cash till was found on a roof top at a house in KwaNobuhle. The firearm a silver Lorcin 9mm pistol was found in a dust bin in Kwanobuhle,” said Lt. Col. Priscilla Naidu. All four suspects appeared in court on Tuesday for Armed Robbery. The Station Commander of Uitenhage, Brig. Leonie Bentley has assured that “Police are doing everything to root out criminality and we urge communities to support police in the fight against crime. We commend those police officials who have committed themselves to the dedicated safety of our citizens by effecting such speedy arrests.”

The Despatch Eco Hub in Khayamnandi is a pilot project from the Uitenhage Despatch Development Initiative (UDDI) in conjunction with the Department of Economic Development and Environmental Affairs & Tourism and it basically consists of a recycling component, tyre vegetable garden section, compost production and an indigenous tree nursery. “It’s a pilot project and if it can be self-sustainable it will be to the benefit of the community and the environment alike and more eco hubs might be established in other areas,” said Milisa Piko, Acting Marketing Manager of the UDDI. “Through this project we need to change the mindsets of the immediate residents to take pride in this eco hub and the environment. Also not to dump anywhere, but rather bring items that can be recycled here. It can eventually contibute in the beautifying of the area.”

New hope in town for drug addicts If you are a drug addict wishing to change your life for the better - there is help in Uitenhage from people who care and know what addiction is about. FAD (Families Against Drugs) consists of caring people who deal with drug abuse on a daily basis. Not only do they guide addicts, but also assist family members or friends in how to deal with an addicted person. FAD says: “If your life is out of control as a result of drugs ask for help, you will eventually be in a lot worse trouble if you don’t ask for help.” According to a former addict
speaking at one of the FAD meetings “Once an addict it will always be part of you. No matter if you have been clean for 50 years or 5 days. A relapse is just an armlength away. Therefore a support system is of utmost importance to a person wishing to stop using drugs. A person should also from within oneself decide to change and not to please parents or somebody else, because that’s fooling oneself.” The drug industry is very much alive in Uitenhage and Despatch. Most parents whose children are drug dependent are unaware of it although they sense behavioural changes. Some of the signs of possi-
ble drug abusing include: red eyes, trembling of hands, hostile behaviour, lack of communication with family, dishonesty, avoiding eye contact, change of friends or becoming loners, theft, endless cold symptoms (sore throat, coughing, sniffing) and lack of motivation. Quorum at home owner’s meetings This week the Property Poser panel helps a reader whose Home Owners’ Association (HOA) makes unilateral decisions affecting residents without achieving a quorum at meetings. Although the required number of members are never present, the reader says the HOA continues to make changes to the rules of her complex. A HOA is usually found in so-called cluster housing, says Charlotte Vermaak from Chas Everitt in Nelson Mandela Bay. “This is when a development is erected on a piece of land with a shared but privatelyowned open space for amenities and the like.” Each owner obtains a separate title deed for his or her piece of land and there is a joint right of use of the infrastructure and common facilities. “The constitution sets out the guidelines for the management, operation and maintenance
of the common property, which usually includes landscaping, recreation facilities, private streets and driveways, outdoor lighting, communal structures and fences.” Vermaak says the constitution also sets out the way in which any part thereof may be amended, usually at a special general meeting or at the annual general meeting. Members of the committee are elected at a general meeting of the owners and decisions are taken by means of resolutions at ensuing general meetings, says Vermaak. Therefore the solution seems to lie in making changes to the current committee if it is felt that the complex is not being run properly, says Rian du Toit from DTS Attorneys in the metro.
