Residents voice concerns UD REPORTER
T
he first of the public participation meetings held by the Nelson Mandela Bay Municipality to present to the communities the Integrated Development Plan (IDP), the Budget and the 2010/11 annual report and the 2011/12 mid-term report kicked off with a packed Babs Madlakane Hall in KwaNobuhle on Monday. According to Roland Williams, municipal spokesperson, the public participation meetings will give all communities the opportunity to engage with the municipality on its performance and provide comment and input towards the 2012/2013 IDP and budget. Hundreds of residents attended and participated in the meeting that was marked by progressive engagement between the political leadership and the residents. Nelson Mandela Bay Executive Mayor, Cllr Zanoxolo Wayile, addressed the community and shared with them some of the Municipality’s successes, as well as the challenges. “Although we have made strides in addressing issues of service delivery, we are worried about the poor coordination of planning within the institu-
tion. Our goal is to complete the IDP process by May so that we can implement,” said Wayile. Wayile said the municipality was in the process of turning the corner, but a contribution by the community towards the IDP process is crucial to achieving the desired outcomes. Residents also voiced their concerns ranging from service delivery, unemployment, customer care problems to ageing infrastructure. Siphiwo Mangena from Ward 47 suggested that the Municipality consider having a sub-Council for Uitenhage and Despatch. Neliswa Nkosana from Ward 46 complained about the municipal libraries, and said many of them are not functioning properly. Nkosana also asked the political leadership to focus on the electricity cuts and the deduction for the impoverished. Danisile January from Ward 43 wants more opportunities from the municipality to assist the communities to acquire skills such as bricklaying and plumbing. “If we have these skills, we can be employed by the municipality to assist with service delivery backlogs in our communities,” he said. All questions and comments made at the meeting were responded to and recorded by the political leadership and officials.

‘n Buurman en -vrou op Despatch is al vir jare in ‘n twis betrokke omdat die buurvrou se jakarandaboomblare en -blommetjies in die buurman se swembad val en gevolglik die filters verstop. Die buurman, mnr. Attie Barnard, het aangebied om op sy eie onkoste die boom af te saag, te verwyder en ‘n duursame en unieke inheemse boom vir haar aan te plant. Die buurvrou, mev. Erasmus, weier en hou
vol, “dit is my boom, ek gaan dit nie afsaag nie. Ek het geen beheer oor die wind nie.” Volgens Barnard het dit hom oor die jare al duisende rande uit die sak gejaag om die swembadfilter skoon te hou en filtersand te vervang. Hy sê ook dat hy nie in onvrede wil leef oor ‘n boom nie. “Vir my geld die beginsel dat as enigiets van jou skade aan ‘n ander aanrig, dan is ‘n mens verantwoordelik vir daardie skade,” het Barnard gesê. Volgens wet mag Barnard in dié geval slegs die takke wat oorhang in sy erf afsny gelyk met die grensheining of -muur en dit oorgooi in die buurvrou se erf. Die raadslid op die dorp, Francois Greyling, het as arbiter probeer om ‘n oplossing te kry, maar die partye kon nie tot ‘n skikking kom nie.

Die oppervlakte van die tehuis wat in die dispuut is, is sowat 1 000m² en bestaan uit sewe kamers, ‘n eetlokaal en ‘n addisionele woonstel met vyf kamers. Volgens die ordonnansie moet dié tehuis toegerus wees met brandblussers, ‘n brandslang en rookverklikkers. “Brandblussers het ons, maar ek het verskeie kwotasies vir ‘n brandslang en rookverklikkers gekry en almal is meer as R100 000.” Volgens mev. Rudman kan sy dit

dorp en verskaf werk aan mense in ons area. Indien hierdie plekke hulle deure moet sluit omdat hulle nie aan die brandbeveiligingsregulasies voldoen nie, jaag dit werkloosheid op en gaan ons met nog meer vure sit om te blus,” het Greyling gesê. Volgens hom lewer Mattie’s Tehuis ‘n diens aan die gemeenskap wat nie gevul sal kan word indien die tehuis se deure gesluit word nie.
“In die lig van baie brande wat al in die verlede by sulke fasiliteite uitgebreek het, is ons ten gunste van die nuwe strenger beleid en voldoen aan die vereistes,” het mev. Louise Langner, ACVV Aandmymering bestuursvoorsitter gesê. “Ons het ‘n eie spesiale beleid waarvolgens ons handel en is gefokus op veiligheid. Ons het ‘n veiligheidskomitee in plek en personeel sowel as die inwoners moet gereeld aan brandoefeninge deelneem.” Die nuwe vleuel is toegerus met branddeure, -slange, -blussers, -komberse, rookverklikkers en ‘n ontsnappingsroete.

The residents of Lake Farm Centre have been working hard to ensure that there are more than enough medals for all the participants for this year’s Bukani Print adidas Lake Farm Charity
“Most of the adults who reside at the centre are mentally and often physically challenged but they don’t hesitate to help and have been moulding, painting and sewing ribbons to two thousand medals in anticipation for the event,” said Media Liaison Carol-Anne Cash. The Lake Farm Charity Run will take place at the Centre in Lakeside Rd and caters for the entire family by offering a 25km run starting at 07:00, 10km walk/run at 07:15

Die hart van Uitenhage se motorindustrie het in 1947 begin klop toe SAMAD (South African Motor Assemblers and Distributors) se eerste fondasies op die dorp begin grou is. Dié maatskappy was bestem vir sukses en het gegroei tot die reus wat Volkswagen Suid-Afrika vandag op die kontinent is. Twee messelaars Dougie Martin (84) en Abduragiem Lukie (78), wat eiehandig verantwoordelik was vir die bou van die eerste SAMAD-geboue, is nog perdfris en het onlangs vir die eerste keer na 65 jaar weer hulle handewerk gaan besigtig. Syd Simon was destyds die voorman tydens die bouwerk en het later jare ‘n bekende bouinspekteur geword. “Ons het die eerste stene van die SAMAD-gebou gelê. Daardie tyd is van ‘n messelaar verwag om 1 000 stene per dag te kon neerlê anders was jy jou werk kwyt. Ek het so 1 200 stene op ‘n dag neergelê,” het Dougie Martin gesê. Volgens Abduragiem Lukie, was dit ‘n hele lorrievrag vol stene. “In daardie jare was daar 3 ton lorries en hulle het 1 000 stene per slag vervoer. So tussen ons twee het ons die lorries besig gehou.” Martin en Lukie was daarna ook betrokke by die bouwerk van verskeie ander prominente geboue soos onder andere die Uitenhage Provinsiale Hospitaal se sesde vloer. Hulle het ook die eerste sewe huise agter die hospitaal gebou vir Dorbyl se immigrantwerkers in die 1960’s. Die
tweemanskap het ook vir verskeie jare in Durban gewerk. Martin het in 1974 die reuse taak vir die Uitenhage Museums aangepak om Cuyler Manor buite die dorp se restourasiewerk aan te pak. “Die opdrag was om die huis te restoureer tot sy oorspronklike vorm soos dit 150 jaar gelede gelyk het. Dit was nou ‘n interessante projek wat ek saam met Coats Fowles aangepak het,” het Martin gesê. .SAMAD het in 1946 sowat 20 hektaar industriële grond langs die Swartkopsrivier aangekoop vir R2 500. Die eerste Studebaker trokke het in 1948 van die produksielyn afgery. Later is Austins, Volvo’s en selfs Jeeps daar gemonteer. VWSA het in 1951 SAMAD oorgeneem en die eerste Suid-Afrikaans vervaardigde VW Beetle het daardie jaar vanaf die produksielyn gebrul.

Motor te wen met John Walton alumni HEILIE COMBRINCK ‘n Splinternuwe Chevrolet Aveo wag om gewen te word in ‘n kompetisie wat deur John Walton Senior Sekondêre Skool se alumni aangebied word. Dit vorm deel van die alumni se doel om fondse in te samel ter opheffing van hulle Alma Mater. Dié oud-leerders van die skool kom van 26 tot 29 April bymekaar vir hulle jaarlikse alumni fondsinsamelingsnaweek. Volgens Herbert de Vos is die alumni verlede jaar gestig met die doel om oud-leerders en onderwysers te mobiliseer om ‘n bydrae te maak in die opheffing van die skool. “Die eerste projek was verlede jaar geloods met die opening van ‘n rekenaarsentrum by die skool. Die mees onlangse bydrae van die alumni het meegebring dat ‘n eerste groep behoeftige studente deur oud-leerders aangeneem is om onder andere bystand te lewer met die finansiering van skoolfooie en ander behoeftes,” het De Vos gesê. Dit word ook voorsien dat die alumni vanjaar sy eerste toekenning sal maak uit ‘n beursfonds. Die naweek se verrigtinge skop op Donderdag,
26 April af met ‘n “goue oues” dans in die Langa-saal. Die volgende dag word ‘n algemene jaarvergadering gehou met sportwedstryde tussen oud-leerders in die middag. Die sport duur voort op Saterdag, 28 April en daar sal ook ‘n pretloop wees. Alle oud-sportmanne en -vroue word aangemoedig om hulle fiksheid op te skerp vir die naweek. Die hoogtepunt van die naweek is ’n glansdinee op die 28ste April in die Uitenhage Stadsaal. Kaartjies vir die geleendheid beloop R150 per persoon en sluit in ‘n driegang maaltyd. ’n Gholfdag word op Sondag, 29 April deur die alumni by die plaaslike gholfklub aangebied met ‘n gospelkonsert die aand in die Allanridge gemeenskapsaal. Message from an Addo lion A visitor to the Addo Elephant National Park snapped some incredible photos of a lion with an environmental message during a recent visit to the park. Janine Snyman, a local Addo resident, was driving through the national park when she noticed a young male lion lying in a grass patch close to the road. Stopping to view the lion, they watched the young male get up and pick up an empty beer bottle that was lying in the grass in his mouth. The lion then sauntered over to a stone signpost, jumped on top of the signpost and lay down while watching another young male lion approach. The lion later dropped the beer bottle and walked off in the company of the second lion. “This is a powerful message to visitors to

our national park to take care that they do not litter,” said the Park’s Conservation Manager, John Adendorff. Adendorff said that the situation could have been much worse if the lion had broken the beer bottle and cut his mouth, depriving him of a means of feeding. Adendorff also mentioned that some visitors disregarded Park rules by getting out of their vehicles inside the game area. SPeople who wished to assist by reporting this bad behaviour could phone the manager on duty on 0082 471 0267 or the Park’s reception on 0042 2338619. Tourism indaba held in Jeffreys The launch of the first ever Eastern Cape Tourism Indaba, organised by The Kouga Companion and Fountains Mall Shopping Mall in Jeffreys Bay will be held on the 27th March. The six day event will give tourism product holders the opportunity to network and showcase their product, services or establishment along with tour operators, tour guides, local and international travel agencies as well as tourism agencies world wide. The event will offer all participants the opportunity to attend short tourism related seminars, as well as talks regarding the path ahead and importance for tourism within the private sector. “Tourism product holders of the Eastern Cape simply can’t keep up with the huge financial outlays of attending larger national indabas” said event organizer Marj Heyman, who was the face behind Kouga tourism for many years. Heyman and her associate Henk Liebenberg are the driving forces behind the Kouga Companion DVD marketing drive. This extensive private marketing campaign has to date seen a staggering 12 000 tourism DVD’s being distributed free of charge worldwide and is as Liebenberg describes “A perfect example of what a small group of dedicated people can achieve despite lack of funding and other minor obstacles”. The Eastern Cape Tourism Indaba will serve as a launch pad for the all new “Kouga My Kouga” documentary which was produced by local filmmakers Ultimate Cut Film Studio. The documentary contains breathtaking footage of the Kouga region along with close-up high definition footage of the indigenous fauna and flora. In light of the 2012 Eastern Cape Tourism Indaba African Red Productions will be hosting a fundraising gala dinner at the newly opened 7th Sense Restaurant on the evening of 26th March. All businesses are invited to participate as the funds raised will be used to upgrade and maintain tourism attractions within the Kouga Region. A
S a mother of two who lives in the city I often struggle to understand why anyone who has a family larger than 2 would want to have a bakkie. Ironically, there could be nothing more impractical than this practical vehicle when you have two kids to
cart around – with the eldest at that age where it would be undignified to sit in the back, and the youngest so little she might just fly off as one pulled away. And that was just the problem I was facing having to test drive the brand spanking new Chev Utility, which not only sports a brand-new look but also the bowtie emblem of Chev on what used to be the popular Corsa bakkie. So to make sure that I had both sides of the story and could see the merit in owning a bakkie, I spoke to two (very proud) bakkie owners about why they think driving one is a clever move. My colleague Lowella, who owns the older sister, the Corsa bakkie,
reckons her love of her labrador, Cleo, necessitates a bakkie. Now she can transport her dog wherever she goes without being worried about her vehicle being chewed up on the inside. “A bakkie is nice and compact while still having enough space and comfort. But it has to have a canopy - that’s not an option,” she said. Another colleague, also a Corsa bakkie owner, Erika, has recently bought a house and since she and her fiance already have a passenger vehicle and are renovating their house, the bakkie is ideal for them to cart all their building materials around. So this gave me an indication as to from what angle to look at the bakkie. And if there is one aspect of the Chev Utility 1.8 Sport that stood out for me, it is the host of luxury-type comfort features on offer that one would normally expect in a family sedan, not to mention the four cupholders, for its two occupants. So form meets function – one can drive in comfort and style, while carting everything from the dog to bricks, tiles and sanitaryware around.
Exterior The Chev Utility is locally assembled at General Motors Struandale plant in Port Elizabeth, and its styling is the biggest change since chang-

ing to the Chev brand. From my chatting to long-time Corsa bakkie owners, it seems the majority are not too impressed with the modern lines of the Chev Utility. I, on the other hand, actually quite like it. It’s bold, fresh and stands out from the crowd. Especially the red number with black accents that I test drove. The rear reminds one of the Lumina Ute with its bumper mouldings. The built-in sidestep has been retained.
Interior The cabin is surprisingly spacious. As the test vehicle was not equipped with a canopy, I was wondering how I was going to cart my grocery shopping around, but was surprised how much I could fit in behind the two seats. The two separate seats fold down at the pull of a tab. The dashboard is simple and uncluttered and the instrument panel with odomoter and trip info, easy on the eye. Despite the four cupholders already mentioned, there are also plenty of clever storage compartments.

Ride Apart from being a little bit noisier than a car, it rides just like a car. It is zippy and responds quickly to commands and offers a very comfortable ride in town and at speed on the highway. The handling is slightly bumpy as one would expect from an unloaded load carrier, but even on my normal route marked by speed bumps it was not too bouncy. The gear change and clutch are easy on the arm and calf. In short, the Chev Utility can be described as a workhorse and definitely not a donkey, has function with form, and it should be quite high up on bakkie enthusiasts’ shopping lists. .

The Scott Ayton Memorial Race through the Hopewell Conservation Estate starts at 08:00. There will be a 15km fun race starting at 08:15 which is on a gravel road, suita ble for novice riders with little technical moun tain biking experience. For the more experi enced mountain bikers, a 40km challenge will start at 08:00 which includes gravel road and jeep track and has a little more climbing and downhills.
