Professor Chie-Peng Chen used to be the General Landscape Consultant of Taoyuan Government. With strong emotion concerns for Taoyuan, Professor Chen has led the research teams to proceed the field investigation for many years.

During these periods, he’s always paid a visit of every piece of familiar land to explore not only the story of human and culture, industry of landscape, but also to provide the design with caring vision.

著 全 球 武 漢 肺 炎 疫 情 的 蔓 延 與 起 伏，期 間 歷 經 無 數 次 的 線 上 討 論、課 程 調 整、時 程 變 更 與 執 行 方

式 調 整，在 2021 年 8 月 21 日 這 天，為 期 三 週 共 20 天，

投 注 相 當 人 力、物 力 與 時 間 的 台馬 雙 城 國 際 工作 坊 (2021

USR International Design Workshop)，正 式 畫 下 完 美 句 點。肩 負 此 次 國 際 設 計 交 流 工 作 坊 統 籌 任 務 的 我，也 終 於 得 以暫 時 鬆 一 口 氣，任 務 圓 滿 完 成 的 當 下，竟 有 股 強 烈

的 不 真 實 感，心 情 更 是 錯 綜 複 雜 的。過 去 十 年 期 間，參 與 過 的 設 計 營 與 實 構 築 工 作 坊 不 在 少 數，也 曾 擔 任 過 多 次

活 動 總 召 集 人，此 次 國 際 工 作 坊 的 執 行 經 驗 與 心 得，其 勞 心 勞 力 程 度，完 全 不 輸 當 年 在 故 鄉 嘉 義 所 舉 辦 的 三 屆 共 30 天 的「 嘉 鄉 築 藝 CLAP 1.0~3.0」實 構 築 工作 坊，雖

然 執 行 方 式 不 盡 相 同，但 都 是 難 以 忘 懷 的 寶 貴 經 驗 與 美 好 回 憶，這 是 肯 定 的。

今 年 暑 假，將 近 50 位 老 師 及 學 生，有 機 會 專 注 於 兩 國、

兩 流 域 沿 線 周 邊 城 鄉 環 境 的 研 究 與 規 劃 設 計，更 結 合 兩

地 居 民 的 意 見 參 與，共 同 尋 求 一 個 更 理 想 的 都 市 與 城 鄉 規 劃 模 式。希 望 透 過 建 立 生 態 優 先 與 環 境 永 續 發 展 原 則

的 規 劃 方 式，挑 戰 以 往 不 合 時 宜 的 舊 思 維，積 極 建 立一

系 列 經 審 慎 思考且符 合 生 態 環 保、氣 候 優 先、低 碳 節 能、 文化 永 續、交 通 友 善、尊 重 在 地 生 活、打 造 優 美 地 景、成 就 當 代 美 學 的 永 續 城 鄉 發 展 策 略。我 們 一 致 相 信，工 作 坊 的 結 束，其 實 也 宣 示了 新 形 態 城 鄉 規 劃 理 念 的 開 始。

2021 年 夏 天 的 台馬 國 際 設 計工作 坊，從 寒 假 後 開 始 策 劃， 直 到 暑 假 的 尾 聲 正 式 結 束，歷 經 約 半 年 時 間。除 了 連 續

20 天 的 身 心 耐 力 大 考 驗 外，中 英 文 並 陳 且 幾 乎 是 全 線 上 的 教 學 與 討 論 模 式，是 個 人 難 得 的 寶 貴 經 驗，雖 然 身 心 8

是 疲 累 的，但 收 穫 卻 也 是 相 對 可 觀 的，相 信 對 於 此 次 參

不 確 定 感，工 作 與 休 息 時 間 的 模 糊 化，反 而 讓 整 個 過 程

過 去 十 年，有 機 會 在 中原 認 識 許 多 來自 馬 來 西 亞 的 學 生，

際 大 隔 離，國 與 國 之 間 的 交 流 若 要 持 續，依 賴 網 絡 與 科

成 了比 預 期 更 豐 碩 的 成 果 與 分享 廣 度，一 個 意 外 的 收 穫。 每 一 個 成 功 的 活 動，都 是 團 隊 合 作 的 成 果，除了感 謝、還 是 感 謝。在 此 由 衷 感 謝 期 間 全 力 投 入 的 台 馬 兩 地 CYCU

經 過 這 段 期 間 的 緊 密 互 動，相 信 讓 彼 此 關 係 更 加 緊 密， 大 家 齊 心 協 力，疫 情 的 蔓 延 絕 對 無 法 阻 止 我 們。危 機 即 轉 機，這 一 次 的 國 際 工 作 坊 經 驗，讓 我 們 得 以 探 索 國 際 交 流 的 另 一 種 可 能 性，也 為 不 久 之 後 的 面 對 面 合 作 打 下

中原大學設計學院 USR 計畫團隊 為 強 化 大專 院 校 與 區 域 連 接 合 作，實 踐 大 學 社 會 責 任，培 育 對 在 地 發 展 能 創 造 價 值 的 大 學

生，教 育 部自 10 6 年 啟 動「大 學 社 會 責 任 實 踐 計 畫 」。引 導 學 校 師 生 組 成 計 畫 與 執 行 團 隊， 在 區 域 發 展 上 扮 演 關 鍵 的 地 方 智 庫 角 色，主 動 發 掘 在 地 需 求、解 決 問 題，透 過 在 地 優 勢 分

工 合 作，協 助 區 域 整 合，帶 動 中 小 企 業 及 社 區 文 化 的 創 新 發 展。藉 由 學 習 的 過 程，也 讓 大

學 生 感 受 到「 被 社 區 需 要 」，凝 聚 對 區 域 發 展 的 認 同。本 計 畫 由 中 央 部 會、地 方 政 府、產 業 聚 落 及 協 會、社 區 團 體、大 專 院 校 共 同 合 作，創 造 符 合 在 地 城 鄉、產 業 及 文 化 發 展 的 創 新 價 值。中 原 大 學 設 計 學 院 U S R 團 隊 延 續 上 一 期「 啟 動 霄 裡 文化 綠 廊 」計 畫，結 合 建 築 系、

室 設 系、商 設 系、景 觀 系、環 工 系 以 及 應 華 系 等 實 作 課 程，並 跨 校 與 健 行 科大、南 亞 技 術 學 院、萬 能 科大 等 學 校 合 作。

To improve the cooperation between the colleges and area connection, and practice the University society responsibility, to train the University students that can create the value of local development.

MOE has started “University social Responsibility project” since 2017. Guiding the teachers and students to constitute the subject and execute team. It plays an important local role in regional development, find the local requirements and deal with the problems. It assists the regional integration and motivates the innovation and development of SME and institutional culture by the local advantage collaboration.By the learning process, can also make university students have the feeling of needed by the community, agglomerate the identification to regional integration. This plan will need cooperation with central government, regional government, industrial clusters,association, community groups and colleges. To create the value that conform the local urban and rural,industry and cultural development.

CYCU USR team continues the last project “Activate Cultural Green Corridors of Xiaoli”, and connect what they learn in the departments of Architecture, Interior Design, Commercial Design, Landscape, Environmental Engineering and Applied Chinese & Graduate institute, and also cross school to cooperate with Chien Hsin University of science and technology, Nanya Institute of Technology, Vanung University and so on.

U C S I 大 學 建 築 學 院，進 行 一 系 列 的 合 作 交 流 課 程，推 展「從 霄 裡 鏈 接 桃 園 兩 圳 文化 綠 廊 之 永 續 經 營 計 畫 」工作。

嘉 義 朴 子 人， 英 國 雪 菲 爾 大 學 建 築 博 士（ PhD, School of Architecture, University of Sheffield）。曾 旅 居 英 國 與 歐 洲 多 年，專 攻 綠 建 築 設 計 與 永 續 發

展，現 任 中原 大 學 建 築 系 專 任 副 教 授、永 續 設 計 與 環 境 美 學 研 究 室 (Archivision Studio) 主 持人、社 會 設 計 學 程 主任。

Dr.Tung-Shen Hsie was Born in Potzu City, rural County of Chiayi. He graduated from School of Architecture, University of Sheffield, UK and obtained his PhD degree there.

He used to live and study in the UK and Europe for several years, specializing in green architecture design and sustainable development. He is currently a full-time Associate Professor in the Department of Architecture, Chung Yuan Christian University, as well as the director of the Archivision Studio, and dean of Undergraduate Program in Social Design.

Prof. Hsie used to serve as a government consultant in Chiayi County and as the director of a community participatory design project named CLAP 1.0~3.0 in his hometown of Chiayi County for more than three years. Afterward, he contributed as cohost of Community Environment Design and Construction Project of Taoyuan City for another three years. Prof. Hsie is now currently serves as the co-host of the USR Project Team of the College of Design, Chung Yuan Christian University, and the co-host of the Hsinchu County Landscape Consultant Team at the same time. Regarding his position as professor, the courses that offered by him in CYCU including: Architectural Design Studio, Fundamentals of Architecture, Thesis of Architecture Design, Fundamentals of Green Architecture, European Sustainable Design, Photography, Participatory Design, Ethics of Design, etc.

Prof. Hsie is known as the lover of travel, architecture, design, photography and art, and has continued to concern to the issues of sustainable design and environmental aesthetics. His enthusiasm in travel has always enrich the experience of architecture observations and photography and do contribute to his publications for those professional journals such as "Architectural Dialogue", "Artist Magazine" and "Art Collection + Design" and other professional magazines. Furthermore, there are more than ten books that related with architecture and design were written by Prof. Hsie and are listed above, please refer to the content of Chinese instruction. 今 年 的 國 際 工 作 坊 無 可 避 免 在 疫 情 下 展 開，兩 校 的 師 生 透 過 網 路 貼 圖 平 台 進

行 設 計 交 流，三 個 星 期 24 小 時 開 放 視 訊 會 議 討 論，針 對 台 灣 桃 園 南 崁 溪 及 茄

苳 溪 流 域，以 及 馬 來 西 亞 雪 蘭 莪 州 冷 岳 河 流 域 進 行 密 集 研 究，包 括 文 獻 資 料 收 集、河 邊 資 源 盤 查，與 熟 悉 地 域 課 題 的 學 者 及 社 區 代 表 視 訊 訪 談，以 理 解 各 種 現 況 議 題，參 考 水 敏 感 都 市 設 計 案 例，提 出 整 體 性 地 景 與 建 築 設 計 概 念，以 供 社 區 居民 乃 至 於 都 市 設 計 相 關 人 員 參 考。

在 冷 岳 河 基 地 方 面，由 於 行 動 限 制，學 員 及 老 師 們 無 法 進 行 實 地 堪 察，只 能 透

過 收 集 論 文 及 研 究 報 告、新 聞 報 導 等 文 獻，比 對 谷 歌 衛 星 圖 及 街 景，利 用 貼 圖 平 台 將 所 有 訊 息 拼 貼 起 來，以 便 讓 所 有 成 員 能 夠 同 步 建 立 相 對 比 較 完 整 的 基 地 概 念。

自 2004 年 起，聯 合 國 教 科文 組 織 推 動 國 際 水 文 計 畫，針 對 全 世界 共 91 條 河 川

進 行 長 期 監 測 研 究，冷 岳 河 是 其 中 一 條 重 點 研 究 河 川。17 年 來 由 馬 來 西 亞 國 民 大 學 主 導 大 量 學 術 研 究，尤 其 針 對 河 水 氾 濫、水 污 染、土 地 管 理 等 等，這 些

研 究 計 畫 供 給 相 關 政 府 單 位，包 括 水 利 署（Jabatan Pengairan dan Saliran， JPS）及 各 縣 市 政 府 等 等 做 為 規 劃 參 考。由 於冷 岳 河 主 河 流 長 約 75 公 里，流 經

8 個 不 同 的 行 政 區，在 應 對 水 域 各 項 問 題 以 及 規 劃 的 協 調 工作 有 其 困 難 度。此

外，水 利 署 受 限 於 權 責 範 圍，僅 僅 在 於 處 理 水 利 相 關 事 務，對 河 周 邊 土 地 的 開

發 也 沒 有 話 語 權，因 此 可 以 說 到 目 前 為 止，尚 未 有一 個 全 面 性 及 前 瞻 性 的 管 理 或 發 展 策 略。

在 這 工作 坊 最 主 要 的 目 標 就 是 針 對 冷 岳 河 域 的 現 況 及 未 來 進 行 檢 查 以 及 重 新 想 像，藉 由 兩 校 學 生 及 老 師 們 的 密 集 討 論，在 建 立 完 整 的 基 地 概 念 之 後，提 出

初 步 設 計 想 法。工作 坊 的 成 果，提 出 冷 岳 河 在 2050 年 的 想 像，以 河 流 做 為 都 市 發 展 的 最 主 要 元 素，包 括 用 水、排 水，以 及 水 岸 多 樣 生 態，提 出 水 岸 活 化 及 系 列 公 共 空 間 串 聯，最 終 讓 冷 岳 河 可以 轉 變 成 為自 然 與 人 文 平 衡 發 展 的 軸 線。

講 座 中 提 到，世 界人 口 迅 速 增 長，開 發 面 積 也 越 發 擴 張，而 使 水 源 等 自 然 環 境 造 成 破 壞 與 污 染，但 部 分人 們 只 顧 著 遮 醜。大 馬 冷 岳 河 的 發 展 規 劃，應 沿 河 岸 都 市 景 觀、生 態、建 築 形 態，以 及 收 集 河 川 的 環 境 議 題 如 水 患、河 道 污 染、土 地

使 用 問 題 等 等，透 過 資 料 統 整，引 發 冷 岳 河 居 民 的 關 注，進 而 推 動 參 與 式 規 劃

設 計，將 民 眾 及 學 界 的 建 議 向 政 府 提 出 改 善 建 議。期 望 如 張 副 院 長 所 說，以 更 宏 觀 的 觀 念 來 看 待 我 們 專 業 即 將 要 做 的 事，來 談 一 個 整 體 的 環 境 概 念。

雖 然 疫 情 持 續 延 燒，改 變 了大 學 的 教 學 和 學 習 模 式，特 別 是 建 築 科 系，我 們 仍 然 成 功 聯 合 馬 來 西 亞 和 台 灣 的 大 學 舉 辦 了為 期 3 週 的 跨 國 在 線 建 築 工 作 坊，

著 重 於 探 討 將 河 流 視 為 生 命 之 源，以 及 如 何 與 河 流 可 持 續 的 共 存。無 論 是 來自 建 築 系、室 內 設 計 系 還 是 景 觀 系，兩 校 的 學 生 不 計 背 景 互 相 合 作。證 明 這 三 個 不 同 學 科之 間 的 界 限 是 環 環 相 扣 的。在 建 築 設 計 學 習，特 別 是 在 密 集 的 設 計工

作 坊 中，基 地 考 察 是 所 有 學 生 和 導 師 掌 握 基 地 實 際 情 況 並 進 行 調 查 和 研 究 的 常 規 活 動。跨 系 的 學 生 們 需 要 通 過 基 地 考 察 對 場 地 有 更 深 入 的 了解，但 是 本 次

工 作 坊 馬 來 西 亞 基 地 並 不允 許 實 地 考 察。學 生 只 能 單 靠 互 聯 網 收 集 資 料 和 谷 歌 地 球 自 行 線 上 探 索 基 地。由 於 我 本 身不太了解 基 地 的 周 邊 環 境，工作 坊 的 首

週 對 我 來 說 也 實 在 是 困 難 重 重。我 們 通 過 反 複 的 試 錯 法 來 考 察 延 伸 35 公 里 的

基 地，將 用 純 理 論 提 案 來 試 驗 基 地 協 同 作 用。兩 所 大 學 教 授 一 系 列 的 講 座 輔 助 學 生了解 河 流 設 計 的 方 式，並 列 出了一 些 當 前 河 流 保 護 的 重 要 議 程。為了 讓 學 生 有 頭 緒，我 們 對 現 有 建 築 師 的 設 計 理 念 和 案 例 進 行 了一 些 研 究。這 些 研 究 為 我 們 在 工作 坊 第 二 週 的 後 續 工作 奠 定 了 基 礎。

國 際 設 計工 作 坊 總 是 在 幾 週 內 完 成 一 些 提 案，這 些 純 理 論 提 案 應 當 具 有 推 測

性，同 時 啟 發 了 其他 人 繼 續 研 究 並 希 望 以 某 種 方 式 實 現 它。由 於 這 兩 個 國 家 擁 有 不 同 的 現 有 框 架，因 此 為台馬 的 兩 個 基 地 各 兩 個 團 隊 增 添 了提 案 的 深 度。工 作 坊 期 間一系列 教 授 們 參與的的 評 圖 也有助 於 學生從 另個 角度審 視 他 們 的 提 案。學 生 不 眠 不 休 地 合 作 作 業 與 教 授 們 的 講 座 和 評 圖 使 本 次 國 際 工 作 坊 成 功 圓 滿 結 束，線 上 學 習與 教 學方 式也 取 得 新 的 進 展。

事 上 」，在 都 市 中 將 每 個 小 部 分 去 做 連 結 也 相 當 重 要；且 更 應 把 空 間 與 在 地 景 觀 串 連 以 提 供 更 佳 的 都 市 體 驗，而 非 去 破 壞 原 有 的 空 間，如 農 地。

It is full of surprises and thankfulness through the workshop process! Started from this April when I agreed to joint this international workshop, I was full of pressures in all kinds of preparations. Because all the things are new to me including the students, teaching way, the issues, the community organization, the co-teaching, and the influences of COVID-19.

A dense teaching and learning for three weeks is very big challenge to everybody's continuing attentions. From seeing students' working together to accomplish every assignment, teachers' cooperation, each speaker's passion for the environment, lots of feedback from community members and so on, these are my learning too! We gather a lot of very precious experiences and friendships; this summer is fruitfulness. I would like to give my deep thanks to God and all the parterners.

當日邀 請 李 彥 頤 老 師 來 分享 城 市 微 氣 候 規 劃，講 述「 微 氣 候 」之 於「生 態 基 盤 」 的 影 響，也 舉 例 各 種 發 生 於 城 市 中 的 微 氣 候，如 熱 島 效 應、冷 島 效 應、風 雨 與 城 市 的 關 係 等，讓 學 生 們 對 兩 者之 間 的 概 念，有 更 深 的 理 解。

而 在 做 都 市 計 畫 前，應 須 具 備 遠 瞻 性，貼 合 當 地 氣 候 去 設 計，使 其 在 面 對 各 種

地 理 背 景 ———

冷岳河是 馬來半島西岸 其中一 條 重 要 經 濟河

道，位 於 吉 隆 坡 市 南 方，流 經 二 州 一 中 央 直 轄 區，包 括 森 美 蘭 州、雪 蘭

莪 州 以 及 聯 邦 直 轄 區 布 城（Putrajaya）。在 流 域 區 段可分為 五個 行 政 區 （ 縣 ），包 括 烏 魯 冷 岳、瓜 拉 冷 岳、雪 邦、布 城 及 芙 蓉。冷 岳 河 從 Hulu Langat 地 區 的 Mount Nuang 流 動。河 道 總 長 約 200 公 里，流 域 範 圍 約 2,350 平方公 里，由 雪 蘭 莪 內 陸 流 向 馬 六 甲 海 峽。

歷 史 背 景 ———

該 地 名 的 由 來，有 非 常 多 種 的 說 法。相 傳 河 域 第 一 代 原 住 民 是 米 南

佳 保 族，在 地 的 米 南 人 因 河 域 上 游 某 些 段 落 的 水 溫 偏 高，將 地 方 取 名 米 南 語「Air Hangat」，

而 當 中 的「Hangat」有 溫 暖 的 意 思，後 來 被 稱 為 Sungai Langat ，譯 稱 冷 岳 河。另 一 種 說 法 是， 該 地 區 有一 種 特 殊 的 魚 類 Selangat 魚，故 在 地 漁 夫 把 這 條 河 稱 作 Sungai Langat.

社 區 特 色 ———

冷 岳 河 上 游 有 水 壩，流 經 主 要 市 鎮 包 含 萬 宜，加 影，雪 邦，龍 溪，烏

魯 冷 岳，蕉 賴，汝 来， 萬 津，布 城 和 士 毛 月，當 中 包 含 民 間 自 營 烏 魯 冷 岳 社 區 文 物 館，關 心

河 域 的 人 文 建 設 及相 關 文化 維 繫。冷 岳 河 域 人 口 大 約 為 一百 五十萬 左 右，各 族 比 例 以 馬 來 人 居 首 58%，華人 23%，印 度 人 11%，其他 民 族 8%。

危 急 狀 況 ———

由 於冷 岳 河 域 橫 跨 五 個 行 政 區，缺 乏 集 中 和 妥 善 的 管 理 策 略，導 致

河 流 遭 遇 嚴 重 污 染 問 題。因 為 工 業 管 理 區 分 管 控 不 佳，經 常 性 地引 發 河 水 污 染，甚 至 影 響 雪 蘭 莪 州 自 來 水 的 供 應，水 利 公 司 為 此 被 迫 暫 停 水 供 應 好 幾 天 來 進 行 河 流 清 理 的 工 作，給 雪 州 居 民 帶 來 不 少 困 擾。此 外，由 於 土 地 價 格 高 昂，為了 爭 取 更 多 的 土 地 面 積，把 河 流 截 彎 取

直 是 常 有 的 工 程，也 讓 冷 岳 河 氾 濫 的 情 況 屢 屢 發 生。在 季 候 風 交 替 期，豪 雨 導 致 冷 岳 河 水位 暴 漲，閃 電 水 災 就 會 殃 及 毗 鄰 的 民 宅 和 商 業 區，讓 居民 苦 不 堪 言。

2004 年，冷 岳 河 流 域 被 指 定 為 聯 合 國 國 際 水 文 計 畫 下 的 91 處 水 文 範 圍 之 一。該 計 畫 促 成 跨 國 界及 跨 領 域 的 合 作，以 針 對 冷 岳 河 的 周 邊 土 地 行 政 管

理 提 出 水 資 源 綜 合 管 理 方 針，使 這 些 土 地 可 朝 向 永 續 城 鄉 發 展 及 減 少 災 害 為目 標。

這 項 計 畫 由 位 於冷 岳 河 旁 的 馬 來 西 亞 國 民 大 學 負 責 執 行，多 年 來 產 生 相 當

豐 富 的 研 究 成 果，並 且 與 政 府 相 關 機 構 配 合。由 於 近 年 來 土 地 開 發 的 速 度

非 常 快 速，以 致 計 畫 趕 不上 變 化，如 雪 蘭 莪 境 內 水 供 問 題、水 污 染 問 題 以 及 大 面 積 開 發 所 造 成 排 水 負 荷 問 題 等 等，日益 嚴 重。

In 2004, the Sungai Langat Basin was designated as one of 91 hydrological areas in the world under the United Nations International Hydrological Program.

The plan promotes cross-border and cross-field cooperation, and proposes Integrated Water Resources Management for the administrative management of the surrounding land of the Langat River, so that these lands can be developed towards sustainable development and disaster reduction.

This project is carried out by the National University of Malaysia, which is located by the Sungai Langat. It has produced quite a wealth of research results over the years and cooperated with relevant government agencies. However, due to the rapid pace of land development in recent years, the plan always fall behind changes, such as water supply issues in Selangor, water pollution issues, and drainage load issues caused by large-scale development, etc., has been a growing problem.

在 此 國 際 設 計工 作 坊 中，使 用 衛 星 圖、網 路 資 料 等 綜 合 訊 息，針 對 冷 岳 河 的 土 地 使 用、社 區 人 文 活 動、災 害 記 錄 等 等，導 出 幾 個 主 要 的 都 市 設 計 議

題，再 輔 於 社 區 居 民 線 上 訪 問 及 新 聞 搜 集 等，從 歷 史 及 生 活 經 驗 中，理 解

一 般 民 眾 對 環 境 的 認 知。最 後 將 針 對 各 種 議 題 提 出 可 行 性 設 計 手 法，以 提 出 更 細 緻 且 完 善 的 都 市 設 計 規 劃 及 執 行 策 略。

In this international Design Workshop, major urban design issues will be derive through comprehensive information such as satellite images and internet data focusing on Langat river basin’s land use function, community cultural activities, and disaster history. Through online interviews with community residents and news collection, we are able to comprehend the general public’s perception of the environment from historical and life experience aspect. Finally, feasibility design techniques will be used for various urban issues to proposed more detailed and complete urban design planning and implementation strategies.

計 畫 範 圍 位 於 南 崁 境 內、桃 園 台 地 東 陲，東 側

與 林 口台 地 相 接，南 側 緊 臨 桃 園 區 都 市 計 畫 區，北 以 坑子 溪，西 以 灌 溉

溝 渠 為 界，面 積 為 3,282.93 公 頃，涵 蓋 桃 園 區、蘆 竹 區 及 龜 山 區 等 地， 為 首 都 生 活 圈 年 輕 世 代 的 熱 門 定 居 地 之一。南 崁 交 通 四 通 八 達，國 道

一 號、二 號、台 四 線、捷 運 綠 線、機 場 捷 運 線、高 鐵 皆 在 此 匯 集，也 是 近 年 來 桃 園 地 區 重 要 的 年 輕 族 群、新 移 民 居 住 地 與 房 地 產 開 發 重 點 區

域。高 速 開 發 的 光 鮮 亮 麗 與 經 濟 榮 景，也 帶 來 難 以 負 荷 的 環 境 壓 力 與

破 壞。此 區 域 內 有 桃 園 台 地 得 天 獨 厚 的 大 小 埤 塘、河 川、水 圳 流 貫，讓

這 裡 同 時 擁 有 城 市 的 舒 適 便 利 性 以 及 鄉 鎮、農 村 聚 落 的 悠 閒 生 活 步 調。

歷 史 背 景 ———

南 崁，昔 日 桃 園 平 原 的 總 稱，境 內 南 崁 溪 與 茄

苳 溪 流 經，為 大 桃 園 地 區 漢 人 最 早 開 發 之 區 域，歷 史 悠 久 的 地 名三 百多 年 來 未 曾 改 變。相 傳 為 平 埔 族 龜 崙 族 南 崁 社 所 在 地，更 有 此 一 說，鄭 成 功 軍 隊 抵 台 時 曾 在 南 崁 港 停 泊，由 海 上 眺 望 該 港 地 形 為 一 斷 崖（ 閩 南 語

稱 崖 為 崁 ），而 位 於 斷 崖 之 南 的 區 域 因 而 得 名。清 朝 時 期 以市 定 古 蹟 五 福 宮 ( 西 元 1661 年 至 今 ) 為 核 心 所 形 成 的 南 崁 五 大 庄 祭 祀 圈 ( 頂 莊、 下 莊、廟 口、蘆 竹 厝、坑子 )，構 成 一 個 緊 密 相 連 的 聚 落 生 活 圈。

如 綠 捷 農 地 守 護 聯 盟、江 湖 開 放 工作 室 等。此 區 域 內 尚 有一 群人 選 擇 以 傳 統 的 價 值 與 步 調 生 活 著，但 因 為 此 區 塊 的 便 利 性 與 未 來 發 展 性，加

上有 限 的 土 地 資 源、居 高 不 下 的 房 地 產 價 格，讓 這 個 原本 擁 有 美 好 農 村

聚 落 溫 度 的 歷 史 場 域，面 臨 了 迫 切 的 轉 型 與 開 發 壓 力，社 區 型 態 也 逐 漸 轉 成 都 市 型 態 的 疏 離 關 係。

具 的 文化 資 產 也 即 將 遭 到 破 壞，像 是 古 厝「 懷 德 居 」正 面 臨 著 遭 蠻 橫 拆

除 的 命 運。此 外，違 章 農 地 工 廠 林 立，南 崁 工 業 區 位 於 基 地 北 側，其 工 業 汙 染 也 讓 當 地 居民 飽 受 困 擾、威 脅 健 康。如 果 要 兼 顧 開 發 與 保 存，要 如 何 執 行 才 是 最 佳 方 案 ? 住 宅 需 求、土 地 需 求、市 場 機 制、工作 機 會、

享 的 方 式，讓 師 生 能 藉 由 設 計 營系 列 課 程 相 互 交 流 合 作，運 用 彼 此 獨 特 的 視 角， 踏 查 雙 方 共 同 之 設 計 規 劃 場 域。桃 園 捷 運 綠 線 所 經 之 都 市 計 畫 區 域，若 按 現 行 都 市 計 畫 方 案，除了農 地 即 將 消 失 之 外，未 來 水 域 周 邊 之 土 地 將 做 為 住 宅 及 商 業 用 途。

This international design workshop is to break through the restriction of being unable to go abroad due to the epidemic. 橫 無 理 的，更 無 法 讓 居民 對 於 所 生 活 的 土 地 產 生 認 同 感。桃 園 的 珍 貴 地 景 如

埤 塘、古 厝 等 寶 貴 文化 資 產 也 將 迅 速 消 逝，符 合 聯 合 國 SDGs 目 標 的 移 居 城 市 願 景

將 難 以 實 現。目前 有 部 分 在 地 青 農 及 地 主 集 結 共 識 之 後，已 向 桃 園 市 都 發 局 提 出 陳

情，希 望 能 有 更 符 合 永 續 發 展 原 則 的 都 市 景 觀 與 更 符 合 生 態 及 人 文 觀 點 的 田 園 景 觀，而 相 關 單 位 也 允 諾 給 予 一 年 的 時 間，透 過 學 術 界、實 務 界 與 在 地 民 眾 的 共 同 參 與，提 出 更 周 全 的 都 市 設 計 規 劃 建 議 與 執 行 策 略。

Urban planning that lacks of ecological, historical, cultural and urban aesthetic considerations is difficult to sustainability operate, and it is also impossible to allow residents to have a sense od identity with the land they live in. Taoyuan’s precious landscapes, such as the pond and ancient houses, and other valuable cultural assets, will also quickly disappear. The vision of moving to cities that meets the goals of the United Nations SDGs will be hard to achieve. At present, some young farmers and landlords on the ground have already submitted their petitions to the Taoyuan City Metropolitan Development Bureau after reaching a consensus, hoping to have an urban landscape that is more in line with the principles of sustainable development and an idyllic landscape that is more with ecological and humanistic views. Relevant units also promised to give one year time, through the joint participation of academia, practice and local people, to put forward more comprehensive urban design planning recommendations and implementation strategies.

在 幾 十 年 來，冷 岳 河 一直 被 困 在 我 們 人 類 的 手 中。“ 河 水 到 此 為 止，我 家 應 該 背 對 著 它。好 醜！”一 個 男 人 邊 把 垃 圾 倒 進 水 裡 邊 說。隨 著 時 間 的

推 移，建 築 物 與 河 流 貼 近，導 致 河 流 試 圖 通 過 引 發 洪 水、疾 病 產 生 的 臭

味 來 掙 脫。它 缺 少 維 生 素 與 木 質 部 混 合 的 動 植 物 群。它 缺 少 關 心它 的 人 來 治 癒 它 的 傷 口。因 此，我 們 的 概 念 是 沿 著 河 流 創 建 一 個 網 絡，那 裡 會 有人 類、野 生 動 物 和 河 流 活 動 的“ 結 ”，將 它 們 相 互 連 接 起 來，因 為 我 們

相 信 要 修 復 河 流，必 須 通 過 共 享 來 修 復 我 們 與 河 流 彼 此 之 間 的 關 係，以 及 河 流 與 維 生 素、植 物 群 和 動 物 群 之 間 的 關 係。

Design Consept For decades The Langat River has long been trapped, bound within the hands of us humans. "This is where the river stops, my house should face its back towards it. Its Hideous!" says a man as he dumps his trash into the water. Over time, buildings shrug shoulders with the river which then causes the river to try to break free by causing floods, stinky odour from its sickness. It's missing its vitamins, the flora and fauna which intermingles with its xylem. Its missing caring people to heal its wounds. Therefore, our concept is to create a network along a river, where there would be "knots" of human, wildlife and river activities to connect them to each other and among themselves, as we believe that to repair the river, we must first repair our relationship to it, to each other and to the vitamins of which the river needs, the flora and fauna through SHARING. 56

在 冷 岳 河 的 下 游，我 們 意 識 到 文化 匱 乏 以 及 規 劃 混 亂 的 城 鎮 發 展 與 河 流

生 態 意 識 的 問 題。探 討 地 標 性 的 建 築 結 構 體 , 並 增 加 口 袋 公 園 和 河 邊 步 道，促 進 居 民 和 河 流 的 互 動，在 不 打 擾 地 面 活 動 與 應 對 未 来 淹 水 的 危 機

處 理 去 設 計 空 中 住 宅，並 提 高 人 們 對 人 工 種 植 園 造 成 的 環 境 污 染 及 社 會 議 題 的 關 注。

Design Consept Lower Langat river tackles with the issue of cultural destitution and the neglection of the river due to changes times. Some issues such as in KLD are due to change in vocation, and some like in Banting are due to the overreaching of the Palm Oil artificial plantations.

Hence, we have applied the concepts of follies as sense of spaces, elevated residentials to solve the residential demand and flooding issues, and to create heightened awareness of the social and environmental downfalls of artificial plantation.

本 組 設 計 基 地 位 於 南 崁 溪 與 茄 苳 溪 交 會 處，該 區 域 生 態 資 源 豐 富，但 同

時 也 是 南 崁 工 業 區 所 在。我 們 提 供 綠 帶 與 藍 帶 的 設 計 概 念，連 接 本 區 的 綠 地、水 域、古 厝，形 成 一 個 生 態 廊 道，綠 化 帶 可 因 應 生 態 保 護、緩 衝 區

及 海 綿 城 市 的 發 展 策 略，也可以 同 時 作 為 環 境 教 育 與 觀 光 休 閒 的 活 動 場 域。根 據 交 通 導 向 發 展 ( T O D ) 計 畫，鼓 勵 發 展 自 行 車 道，引 導 使 用 者 沿

著單 車 路 線 的 埤 塘 與古厝 等自然 人 文 景 觀，有 助 於 加 強 人 與 環 境 的 關 係， 達 成 生 態 永 續 的 城 市。

Design Consept The design site of this project is located around the intersection of Nan Kan River and Qie Dong River in Nan Kan Industrial Area. the site is rich in ecological resources that should be valued.The main design approach is the GREEN BELT and BLUE BELT concept, which is connecting the huge green area, water body and ancient houses, forming a recreational network for the local people and as a strategy to attract tourism. The green belt also functions as a buffer and an ecological preservationand ,while a sponge city strategy.there are plenty of permaculture around the site, providing a natural teaching resource for the elementary schools. According to the Transit-Oriented Development (TOD) plan, non-motorised transportation is encouraged. Bicycle lanes are the main circulation which lead the users along the ponds and also the ancient houses.

This can help to enhance the relationship between humanity and the nature.To achieve the purpose of ecological sustainable city.

本 組 試 圖 在 現 場 促 進 城 市 發 展 和 生 態 之 間 的 平 衡。從 城 市 規 劃 的 規 模、

建 築 方 案，到 環 境 保 育 項 目 的 提 議，以 及 整 體 的 互 動 方 式。整 個 規 劃 基 地 大 致 可 分 為 三 部 分：北 面 的 生 態 文 化 保 護 區、中 心 的 城 市 集 中 開 發 區

和 南 面 的 休 閒 農 業 園 區。每 個 部 分 都 因 應 城 市 發 展 的 各 種 轉 變，而 與 自 然、人 文、農 業 之 間 產 生 密 切 關 聯。因 此，城 市 肌 理 是 在 這 一 規 範 中 形 成 的，透 過 建 築 類 型 學 的 概 念，將 基 地 的 可 持 續 發 展 框 架 聯 繫 起 來。

Design Consept Project Resurgence attempts to facilitate the balance between urbanization and ecology on site. Interventive yet interactive ways of proposing items from the scale of urban planning, architectural programmes up to detailed preserved ecologies. The entire desinated site can generally be categorized into three portions: Ecological-Cultural Preserved Area at north, Centralized City Development at centre, and Recreational Agricultural Park at south. Each portion co-relates with one another through various transitions of urban frame that intersects along with cultural aspects and existing agriculture. Hence, urban fabric is formed in this norm with its significance of building typology that bonds the sustainable development framework of the site.

the landscape from a bigger perspective. I have never done urban planning before, let alone with consideration of the vital areas. I haven’t met a Taiwanese person before so it was really nice to see their perspective of the island of Taiwan, and I really am thankful for collaborating with the best team. I’m glad I learn more Chinese, specifically the Taiwanese Slang which uses Traditional Characters when typing. It was very interesting. I think that I was really impressed with the Zoom

Group A Translate feature which features a real translator in real time so until now I’m amazed at how we can communicate with other countries despite the language barrier, and it made me think it’s quite possible to hold international seminars or workshops with other countries that speak a different language. If there is a next time I hope I’m able to learn and open my mind more because there is so much more to learn, so many rivers to clean, so many problems that have not been solved because no one really cares about them.

I hope that we are able to utilise this knowledge from the workshop and give back to the people what they really deserve, a cleaner environment and higher quality of life.

對 於 一 個 青 澀 缺 乏 經 驗 的 建 築 系 學 生 來 說，能 夠 參 與 這 次 的 工 作 坊 是 我 大 學 生 涯 以 來 最 大 的 收 穫。在 一 開 始 得 知 我 們 必 須 在 短 短 的三個 星 期 內 擬 定一 個 城 市 和 景 觀 設

計 計 畫 時，我 的 第 一反 應 是 覺 得 不 可 思 議 且 毫 無 頭 緒 的。 因 為 沒 有 這 方 面 的 經 驗，大 多 數 成 員 在 開 始 接 觸 時 也 都 慌 了 腳 步。但 幸 運 的 是，在 集 強 老 師 和 Lynna 的 帶 領 下，

我 們 漸 漸 有 了 方 向，也 從 一 開 始 的 低 氣 壓 氛 圍 中 慢 慢 轉 換 成 享 受 設 計 的 整 個 過 程。我 想，當 你 沉 浸 在 過 程 而 不

是 像 機 器 人一 般 一 味 的 完 成 每 一 件 被 交 代 的 任 務 時，這 就 是 學 習 的 寶 貴 之 處。

在 每 一 次 與 張 老 師 的 會 議 中，我 都 能 從 他 的 每 一 句 話 裡 學 習 到 非 常 可 貴 的 知 識，甚 至 到 現 在 都 感 到 欽 佩。不 僅

僅 是 對 於 基 地 的 設 計 看 法，張 老 師 分 享 的 是 更 深 層 的 個 人 設 計 理 念，豐 富 的 經 驗，和 正 面 的 人 生 態 度，這 是 我 們 在 沉 悶 的 課 堂 上 永 遠 都 學 習 不 到 的。

當 然，在 這 次 的 工 作 坊 中 收 獲 的 還 有 一 群 有 趣 和 團 結 的 隊 友 們。能 夠 在 完 全 沒 接 觸 也 不 認 識 對 方 的 情 況 下，隔

們 的 熱 情 與 友 善，使 不 善 於 表 達 的 我 們 不 會 感 受 到 氣 氛 的 冷 卻，也 很 謝 謝 大 家 能 夠 這 麼 努 力 地 一 起 完 成 這 次 的

工 作 坊。最 深 刻 的 印 象 應 該 是：在 幾 乎 每 天 長 時 間 的 進 行 會 議 之下，當 某 天 晚 上 沒 有 開 會 時 而 有 的 那 種 不 熟 悉

感，甚 至 是 一 種 好 久不 見 的 感 覺。希 望 能 夠 親 自 到 不 同

國 家 的 基 地 實 地 探 勘，並 且 能 夠 真 正 面 對 面 的 與 另 一 個 國 家 的 朋 友 對 談。

著 屏 幕 一 起 完 成 一 個 項 目，甚 至 彼 此 交 流 和 溝 通，是 我 不 管 在 任 何 時 候 想 起 都 會 覺 得 特 別 美 好 的 一 件 事 情。

能 有 現 在 的 成 果，是 每 一 個 成 員 用 小 小 的 力 量 一 起 共 同 拼 湊 出 來 的。就 像 拼 圖 一 樣，這 個 工作 坊 少了 誰 就 會不 完 整，大 家 都 是 最 棒 的！

Being in this workshop and having Mr Teoh and Lynna as our mentors, I have gained a lot of new knowledge and techniques on how to design an urban setting and of something more complex and much larger scale than my previous semesters which only allowed me to design single buildings. This did not only teach me how urban layouts can affect the quality of life in the area, but also how it could generate a new way of living or a new culture in a city or town. The series of lectures by the other lecturers that were held were also very informative.

From those I have learnt the many things to consider when designing a river especially the ecological aspects for both local contexts and international contexts.

Besides that, being selected as one of the leaders of the group has taught me how to be more disciplined, organised and responsible as well as how to manage international friends who speak another language. To my Taiwanese friends, I am really sorry for pronouncing your names wrongly, but I admire your abilities to still bear with my mandarin. Also, thank you for being so supportive and still put in effort in trying to communicate with us even though there is a language barrier!

To end this, I have really enjoyed this workshop although our

schedules were very packed. However, in future workshops, I hope that there will be better planning and scheduling in place to lighten the burden of group leaders as well as group members.

As an Architecture student who has always been doing remote studying, I rely very much on google or other online resources when doing my design projects in school. However, although this time the site is even further from my hometown, I can still sense the magical genius loci and the beauty of natural resources on Nan Kan Industrial Area.

Last but not least, huge shout out to the professors and lecturers that contributed to the workshop. The continuous assistance and interesting lectures opened my eyes in both technical and emotional ways. I will definitely go through the academic materials again and hope to absorb more knowledge for future purpose.

The 3 weeks in the workshop is a new and once in a life time experience for me. At first, I was hesitant to join the workshop, but I try to convince myself and brave myself to step out of my comfort zone. The biggest challenges we faced here is the language barrier, the limitation of us, students from UCSI University, that can't visit the site in person, and also the fact that most of us are new to urban planning. I'm Shamikh Hassan Jaleel (Maldives) from UCSI UNIVERSITY, B-Arch year 2 who participated in this workshop. This 3-week workshop was a quite insightful and a mind opening experience. We architecture students are not that knowledgeable when it comes to urban planning yet.

Therefore, this experience enables us to see an glimpse of urban planning and how the planning process works. In this workshop I realised how important doing research and case studies are and the importance of finding reliable sources.

English and Chinese were able to provide a lot of translations so that our work and discussions were able to be carried out very smoothly without too much problems. Even during presentations, we were able to present for each other using both l anguages w hi le provi di ng descripti on texts in both languages.

If there is another chance for me to join a workshop like this, I would not hesitate because all outcomes of this workshop will probably only be positive and it’s a good opportunity to increase my knowledge and experience.

In addition to this, this workshop allowed us to open our horizon towards doing site analysis. We were working along with landscape architecture students in this workshop, and this helped us realise we also have to consider the living species surrounding the site and how to achieve a balance with urbanization and ecology.

What really impressed me the most in this workshop is that, we were able to produce a large amount of work progress in just a short time. This 3 weeks pushed us students to produce quality work in a short period of time. This was quite unprecedented.

The biggest challenge for me in this workshop was the language barrier since I don’t understand mandarin. However, I was able to overcome it with the help of my teammates.

In conclusion, if I were to get another chance to continue with this workshop or participate in a workshop similar I would be thrilled to enroll.

Throughout these 3 weeks working with everyone from CYCU and UCSI in this workshop, the thing I have gained the most is the experience and exposure. As someone that has never been to Taiwan, I have been able to gain quite an understanding of Taoyuan through many days of site analysis and discussions, I think I almost know the place like the back of my hand . Besides that, as an architecture student, this workshop has been really eye opening and I have learnt a lot more about landscaping and urban planning. I learnt that almost everything affects the site and its residents while staying connected to one another.

Other than that, what impressed me the most is how we worked together to overcome the language barrier and everything worked well and ended with success. Despite having international students and people that is not fluent

Despite the limitations of experiencing the site, I think the research and data information given by the USR is very sufficient and aid us a lot in understand-ing the site. To add on, the community architecture experience is an impactful drive for our design experience, through interactive and constructive feed-back from the residents, comparison of urban planning with the original pro-posal etc. In my opinion,

The biggest gain from participating in the workshop would be the experience and knowledge I gained. Leaning master planning of a foreign land is defi-nitely a big challenge for me but throughout the workshop, the lecturers and fellow Taiwan comrades helped us a lot to familiarize ourselves with the given site. At the end of the workshop, we’ve managed to pull out the tasks and the result was quite promising. Kudos to team D! Can’t wait to visit Taiwan in the future! We may have work hard for the very result, but I think what’s truly memorable would be the process. Despite we’re from different country, surprisingly there were quite a number of common topics we can discuss on and zero awkwardness! I’ll miss the sleepless nights where I get to hear my fellow Taiwan singing, yawning and

I got impressed the most is during the opening speech in zoom, the function of live translation in between English and mandarin. I personally know and understand both English and Mandarin, but live translate in between both languages, that’s another level. Another moment is during in group sharing sessions, lessening and looking at all the idea that have been presented out by the CYCU student is interesting.

Most of them are kinda a senior to us and some of them are not architect student but yet we still menage to communi-cate can understand each other, I lean alot from them, their way of seeing, and creating idea is very interesting and learnable.

I hope I can be part of the participant in the workshop next time. I really want to learn more, the workshop give somewhat of a leaning perspective from dif-ferent angle to see a design or a site. Also if there is a next time meeting you guys, I would love to be there.

Special thanks to the lectures for giving me this opportunity to exchange and study with Taiwan. I have learned a lot of knowledge that I can’t learn in archi-tecture. Every speech has allowed me to add a lot of knowledge. I learned how to arrange transportation routes and urban planning. On the other hand, not only to demolish the old homes in site and redistribution of land, the urban plan we designed is to retain more of the original, and we also hope that the plan we designed can be implemented on the base. Not only that, it was the first time that I experienced such close communication with the client, and I also under-stood what they wanted. In the end, our design was also liked by them. In this workshop, I not only gained a lot of knowledge, but also gained a group of friends from Taiwan.

習、各 司 其 職，一 起 熬 夜 趕 版 面 的 時 候，也 交 流 了 許 多 關 於 兩 國 的 民 情。總 而 言 之，很 高 興 能 認 識 各 位 組 員，跟 你 們 相 處 很 愉 快，我 覺 得 應 該 是 晚 上 大 家 一 起 討 論 設 計、 編 排 版 面 的 時 候，大 家 的 m e m e 圖 庫 都 超 豐 富 多 樣，甘 拜 下風。

若 有 下 次 的 話，非 常 想 過 去 馬 來 西 亞 當 地，或 是 大 馬 同 學 能 來 台 灣 這，畢 竟 線 上 交 流 與 面 對 面 討 論 的 感 受 還 是 相 當 不 同 的，只 可 惜 最 近 疫 情 實 在 太 嚴 重，無 法 讓 雙 方 都 體 驗 到 對 方 的 風 土 民 情。

I understand that everyone comes from a different academic department, and many of them have not been exposed to this kind of large-scale design like our Malaysian students. For example, Ting Yu, she is a student of interior design. Although she has not been exposed to these large-scale designs, she helped me a lot in this workshop and was very happy to make this friend. The learning at-mosphere in our group is very good, and sometimes we make jokes. I hope I can meet each other when I have a chance. I also hope that I can save contacts.

We often put a lot of funny stickers on miro. As long as one person starts to put it, many people will start to play it. We stayed up all night to complete a good layout.

I hope to go to the Nankan site in Taiwan for site investigation, to have a deeper understanding of the local environment and culture, and to have face-to-face exchanges with client. I hope to go to Taiwan to chat with the group members and complete better works together. I hope I can eat Taiwanese delicacies.

從 剛 跟 吉 隆 坡 的 同 學 老 師 見 面 時，心 裡 既 期 待 又 有 點 害

怕 因 為 知 道 自己 的 英 文 能 力 很 差，怕 聽 不 懂 看 不 懂 其 他 人 在 說 什 麼，但 同 時 期 待 著 自己 也 能 因 這 次 機 會 可 以 知

道 兩 邊 不 同 學 校 的 知 識，果 真 在 第 一 天 演 講 時 我 真 的 完 全 聽 不 懂 只 聽 得 懂 片面 的 單 字，但 到 現 在 參 加 了 工 作 坊

敢 嘗 試 用 英 語 說 設 計，敢 在 大 家 面 前 報 告，不 然 其 實 在 還 沒 準 備 完 全 的 當 下 自己 會 口 吃 以 及 很 多 贅 詞，當 然 還

有 跟 吉 隆 坡 的 同 學 有 一 番 的 交 流 與 學 習，知 道 彼 此 不 同

環 境 上 所 看 待 的 事 情 也 有 所 不 同，得 到 了非 常 多 的 收 穫， 到 後 面 彼 此 變 成 了 朋 友，也 跟 互 相 說 有 機 會 一 定 去 彼 此 的 國 家 看 看，到 時 候 再 由 互 相 招 待！每 個 禮 拜 有 不 同 老 師 精 彩 的 演 講，其 內 容 都 跟 我 們 息 息 相 關，也 更 讓 我 們

知 道 在 處 理 這 個 規 劃 設 計 時 該 如 何 下 手。 中原 大 學室內設計系

前 兩 個 禮 拜，安 排 了 密 集 的 演 講，每 場 演 講 都 珍 貴 且 難

得，不 管 是 新 型 態 的 生 態 城 市、都 市 計 畫 的 相 關 過 程 亦

或 是 微 氣 候 等 等，都 是 在 我 原 本 科 系 接 觸 不太 到 的 新 領 域，也 許 對 別 人 來 說 相 當 基 本，但 對 我 來 說 卻 是 一 種 新 的 衝 擊。

本 次 的 活 動 讓 我 受 益 良 多，不 管 在 知 識 面 或 是 兩 國 同 學

的 交 流 方 面，同 時 也 透 過 基 地 踏 查 與 分 析，讓 我 得 知 桃 116

在 不 到 一 個 月的日子 裡，第 一 次 碰 到 大 尺 度 的 規 劃 設 計， 起 初 不 知 道 尺 度 的 感 受，實 際 施 作 時 才 深 深 感 受 到 原 來 一 個 規 劃 案 後 面 有 那 麼 多 的 事 情，也 讓 我 更 知 道 我 們 的 科 系 是 針 對 於 人 文 環 境 為 重，如 何 以 我 們 細 膩 的 思 維 跟

雙 眼 去 看 待 事 情，知 道 說 並 不 是 就 這 樣 暴 力 的 不 顧 周 遭

人 們 的 聲 音，也 知 道 了 說 當 家 園 備 受 迫 害 時，真 心 想 挺

出 說 話 的 人 們 是 真 的 會 站 出 來 說，即 便 這 場 戰 爭 可 能 會 很 久，但 真 的 希 望 我 們 所 做 的 這 些 事 情 真 的 能 被 施 作 者 看 到，這 也 是 當 地 居民 所 期 望 的 吧。

大 三 的 設 計 課 更 有 信 心，期 待 未 來 設 計 題 目 的 挑 戰。很

榮 幸 這 次 能 與 馬 來 西 亞 建 築 系 同 學 們 有合 作，互 相 學 習、 成長，合 作 時 相 當 愉 快 也 很 順 利，過 程 中了解 到 很 多 大 馬 的 特 色 與 知 識，也 認 知 到 一 些 不 同 國 家、科 系 的 差 異，希

望 未 來 有 機 會 能 夠 實 際 交 流，謝 謝 你 們！！印 象 最 深 刻 的 莫 過 於 大 家 在 M i r o 討 論 設 計 到 深 夜，雖 然 無 法 看 到 對

方，但 團 隊 在 同 一 個 版 上 作 業 十 分 有 趣，偶 而 可 以 貼 梗 圖、畫 畫、留 言，也 能 馬 上 回 應 版 面 上 的 問 題，是 一 個 新

奇 的 體 驗。我 希 望 期 程 可 以 更 鮮 明，時 數、獎 勵 金 等 等

的 回 饋 可以標 註 明 確，讓 我 們 更 能 掌 握自己 的 時 間 分 配， 也 不會 因 為 臨 時 的 變 動 措 手 不 及，可以專 心 在 作 業 上。

田野調查

歷 時 三 週 的 工 作 坊，田 野 調 查 的 時 間 是 遠 遠 不 足 的，為了 加 速 讓 學 生 進 入 場 域，同 時 迎 戰 疫 情 的 影 響，事 前 準 備 工 作 非

常 重 要，自 年 初 一月開 始，計 畫 主 持人 就 已 先 深 入場 域，為 聯 盟 中 的 核 心 夥 伴 們 進 行 願 景 規 劃 的 人 才 培 育 工作 坊，緊 接 著 U S R 計 畫 團 隊 多 次 社 區 拜 訪、現 況 踏 查、繪 製 相 關 圖 資 等，累 積 了七 個 月 的 籌 備，八 月 展 開 工作 坊 後，結 束 後 仍 持 續 對 地 方 資 源 盤 點 與 回 饋 整 合 的 關 懷 工作。

城 市中的農 地，綠 色 生 活 的 想 像 在 車 水 馬 龍 繁 華 的 中正 藝 文 特 區 旁，緊 鄰 著 一 大 片的 開 闊 農 地， 捷 運 綠 線 的 規 劃 伴 隨 周 邊 開 發，這 片綠 地 將 畫 成 方 格 被 水 泥 建

築 覆 蓋。有 一 群 人 為了 守 護 城 市 中 的 農 地 而 努 力，我 們 總 是 認 為 開 發 與 自 然 彷 若 總 是 站 在 對 立 面，現 今 大 多 的 開 發 規 劃 方 案

多 不 顧 慮 在 地 價 值。農 地 不 僅 是 糧 食 作 物 的 產 出，更 與 在 地 的 生 活 緊 密 融 合，開 闊 的 田 野、潺 潺 的 水 圳 與 田 間 的 土 地 公 廟， 這 些 都 是 代 表 著 一 種 生 活 文化。

永 續 城 市發展 與 社會 責任 實 踐 價 值 為了 突 破 因 為 疫 情 無 法 出 國 交 流 的 限 制，讓 中 原 大 學 與 吉 隆 坡

U C S I 大 學 的 師 生 得 以 透 過 U S R 計 畫，以 國 際 共 學 共 享 的 方 式， 紀 錄 踏 查 雙 方 共 同 場 域 的 城 市 規 劃，讓 師 生 們 藉 由 設 計 課 程 相 互 交 流 合 作，運 用 彼 此 獨 特 的 視 角，進 而 促 成 師 生 對 永 續 城 市 發 展 與 社 會 責 任 實 踐 價 值 的 體 認。

雙 城 國 際 設 計工 作 坊，透 過 兩 國 師 生 的 交 流，分 別 完 成 兩 個

場 域 的 願 景 建 議。桃 園 場 域 透 過 多 場 次 線 上 和 實 體 的 社 區

座 談，彙 整 各 區 域 的 居 民 建 議，與 綠 捷 農 地 守 護 聯 盟，共 同 檢 視 市 府 提 出 的 都 市 規 劃，試 圖 找 出 雙 贏 共 好 的 建 議 方 案。

大 馬 冷 岳 河 流 域 受 疫 情 影 響 限 制 行 動，因 此 全 面 以 線 上 進

行，透 過 與 當 地 居 民 及 新 紀 元 大 學 學 院 高 佩 瑤 老 師 進 行 訪 談，同 時 邀 請 萬 宜 區 國 會 議 員 王 建 民 博 士 暢 談 踏 查 冷 岳 河 的

經 驗，將 學 生 的 設 計 成 果 分 享 给 王 議 員，針 對 沿 河 議 題 提 出 更 細 緻 且 完 善 的 設 計 規 劃 及 執 行 策 略。

將 近 一 個 月的 緊 密 交 流 相 互合 作，兩 國 學 生 們 發 揮 設 計 創 意 和 對 環 境 的 關 懷，共 同 完 成 線 上 與 實 體 的 成 果 發 表 會，當 天

現 場 不只 有 熱 烈 討 論 的 居 民 們，市 府 交 通 局 王 旭 斌 副 局 長、 樸 門 永 續 設 計 學 會 林 雅 容 理 事 長、馬 來 西 亞 州 議 員 許 來 賢、 雪 蘭 莪 旅 遊 局 旅 遊 發 展 經 理 蔡 依 霖 也 都 出 席，共 同 為 此 計 畫 提 供 意 見 與 勉 勵，提 供 當 地 的 問 題 與 解 決 經 驗。

如 計 畫 主 持 人 陳 其 澎 教 授 所 說，長 長 的 路 我 們 慢 慢 地 走，工

作 坊 的 結 束 則 是 在 地 居 民 的 開 始，U S R 後 續 將 與 綠 捷 農 地

守 護 聯 盟 一 起，促 進 全 區 公 民，對 開 發 方 向 的 理 解 與 再 詮 釋， 希 望 能 夠 將 都 市 周 邊 農 地、文 化 地 景 保 留 下 來，真 正 達 成 永 續 城 市 的 理 想 家 園。
