Greetings
from the Editor Kia ora koutou Spring appears to have sprung! Daffodils, blossoms and cute baby animals frolicking about in paddocks across the District certainly help bring a smile to the face in these topsy turvy times. We are most fortunate, in this period of lock-downs, queues and sign-in sheets, to be able to switch off amongst green pastures, mountains, rivers, walking and cycling trails, abundant estuaries and a stunning coastline! For some, the counting of blessings has been a challenge of late. Job losses and anxieties related to an uncertain future can be overwhelming. A week or so ago, the Council’s Community Team hosted a Social Recovery Forum aimed at clarifying key issues for local residents, presenting what’s already happening and planning strategies to fill the gaps. The response was great, with 60 people attending, from schools, sporting codes, social and health service providers, business sector, community groups, central and local government organisations. Our community is in good hands! In terms of supporting the affected, we’ve worked with various partners to ensure that food-banks are well stocked to meet
any increased demand following the removal of wage subsidies. We’ve also worked with Work and Income to plan a series of employment workshops, aimed at educating, empowering and supporting those affected by COVID-related job loss, to know it’s not their fault, realign or adjust their direction, access the financial support they need and take care of themselves. Lately I have been thinking about my grandparents’ generation. What strong characters they were! They survived two World Wars, Spanish flu, the polio epidemic and the Great Depression. At the time their challenges must have seemed insurmountable; but they made it, with their catch cry ‘onward and upward!’ There were probably many tears and supports that we will never know about, but they made it – and this generation will too, with the right support, encouragement and empowerment! My name is Martin Pugh, and I am the newly appointed TimeBank Waimakariri coordinator, taking over the fantastic work of the incumbent, Lee Lawerence. I live in Rangiora and was born and raised locally. TimeBanking for me began as an opportunity to get involved in my community, meet people, and learn new skills. This role is an opportunity for me to involve myself in the operational aspects of TimeBanking, which has an incredible way of bringing people together and supporting community involvement, education, and engagement. My awesome colleague Jennifer and I feel we are on a bit of a roll with the TimeBank community at the moment and we are really enjoying running events and connecting with members to learn new skills and interact! Our focus is to grow the TimeBank and in turn, grow our connections in the Waimakariri community. Hello all, I’m Jennifer Penwell, I’ve been a Coordinator of TimeBank Waimakariri since April this year. I’m very excited to be working alongside Coordinator Martin Pugh (and the Committee) to help grow, nurture, and connect even more of the Waimakariri community of generous and talented people. I joined TimeBank about a year ago after hearing about it from my daughter Juanita who is also a member. I think it’s a brilliant concept and wondered why I hadn’t heard about it before! I feel fortunate to have TimeBank Waimakariri as one of my contracts for my business Office Support 4 U based in Ohoka. I help business owners who are ready to let go of their minor but important admin tasks so they can thrive professionally, personally, and financially. I am what is commonly referred to as a Virtual Assistant (VA). I’m enjoying connecting with other like-minded people in our community in order to build a stronger and more resilient community of caring and sharing individuals. TimeBank Waimakariri have some very exciting events and workshops planned with this in mind.

This workshop will show you how to get your garden started, from sowing seeds, to pricking out and planting seedlings and what to look out for when starting your own garden or growing in pots. U3A North Canterbury U3A North Canterbury continues to offer a programme of stimulating monthly lectures for retired people at the Baptist Church in Rangiora. These take place on the morning of the last Tuesday of the month. The club also has six special interest groups which generally meet monthly with some meeting weekly. These cover art appreciation, books, current events, cycling, epicureans, the environment, genealogy, history, poetry and writing. Short courses on a variety of topics also occur. SeniorNet North Canterbury SeniorNet North Canterbury continues to help answer members’ queries about modern technology, particularly computers, laptops and tablets and extending to smart phones. 7 Rangiora Stroke Club The community support we received during the Big Splash fund-raiser in 2019 has enabled us to hold additional sessions, with additional therapists, so that we now meet on each of the four Tuesdays in the month. Meetings are at the Knox Centre, on the corner of King & High Streets between 11am and 2pm. We have speech & communication sessions on the 1st & 3rd Tuesdays, and physiotherapy on the 1st, 2nd & 3rd Tuesdays - these are run by professional therapists. While these are designed for stroke folk, we are happy to invite locals who feel they could be of benefit to come along at no cost. On each 4th Tuesday we have an outing. The club started in 1985, and is dedicated to the support of anyone who has survived a stroke, their family and carers, whether or not the survivor attends the club. We provide friendship, a pleasant social atmosphere, rehabilitation and enjoyable outings. We are so grateful for the support we get from our local community - thank you Rangiora!! Waimakariri Access Group Education Raising Awareness On Tuesday 8 September. 11am at the Kaiapoi Working Men’s Club. What it is like to negotiate our spaces and places in a wheelchair or with limited/no vision etc. The Waimakariri Access Group was established in 2001 by a group of people concerned about the needs of those with accessibility issues. Today the Access Group’s primary aim is to promote access to public spaces and facilities; and have a barrier-free, inclusive environment for all people in the communities that make up our District. 8 Red Cross Visitor Care Manaaki Manuhiri Like many of you, the New Zealand Red Cross has been increasingly concerned about the wellbeing of visitors to Aotearoa who have been affected by COVID-19. They wanted to do something to help, so were delighted to work alongside the Department of Internal Affairs (DIA) to deliver ‘Visitor Care Manaaki Manuhiri’.

How we care for visitors says a lot about New Zealanders, and in these difficult times we must look after both our own and the people visiting our country. Many of the visitors Red Cross has met so far are in difficult circumstances, with no options to go home and no options to support themselves in New Zealand. We feel for those who have been separated from loved ones and who are deeply worried about what the future holds.

Visitor Care Manaaki Manuhiri is a shortterm intervention. It will not solve many of the problems our visitors are facing but it will provide some relief to ensure basic needs such as rent, electricity, food and clothing can be met.

10 Age Friendly Update Kia ora Koutou Have you had a blood test recently at the new Rangiora location 77b High Street? Have you had problems parking? Members of the Age-friendly Advisory Group are hearing this from the groups they represent. They asked me to write to the Southern Community Laboratories (SCL) and send a copy to our Mayor Dan Gordon and MP Matt Doocey. Mayor Dan set up a meeting and recently I met with him and other relevant people. The premises are better than the previous ones: they are not shared with other services, there are more treatment rooms, more staff and wait times are shorter. Parking can be difficult for some people, particularly those who cannot walk any distance and the manager of SCL will look into this. Something I didn’t know is that blood tests can be done at home at the request of the referrer, usually the GP. This is good news for our District. I attended the Council Recovery Hui last month with representatives from groups in the District. Some brilliant work happened during the Level 4 Lockdown with people helping each other and shopping for the elderly to name a couple. Some of this is still happening. A video about people in a care home in America brought tears to my eyes. People there were not only well cared for, they were participating in care for each other. We saw them baking for the residents and for other groups. I found this very powerful and I’m wondering how we could make this happen here. We older people value our independence and want to participate. I’ve talked with a friend who, like me, enjoys writing memoir stories.
Everyone has a story, yet not everyone wants to write them down which is a shame. Our family love the stories my husband and I write. Not only do they tell the family about us, they are a social history of our times. One of the headings in the Age-friendly Plan is about Social Connection and I see this fitting in there. If we could find a way to get people telling their stories, maybe for others to write or record, so much more could also happen. Friendships would be made, loneliness could disappear, help could be available when needed etc. I’ve also heard of older people becoming surrogate grandparents for families who do not have any living nearby. I love the thought of all this. It certainly fits with the Waimakariri Age-friendly Plan - He Hoa Ahakoa Tau to “make Waimakariri an even better place for older people to live”. North Canterbury Events to Celebrate 30 years of Daffodil Day At the current lockdown status, most activities for Daffodil Day in North Canterbury are still scheduled to go ahead. Daffodil Day Counter Boxes have been distributed across North Canterbury, we appreciate everyone’s support for Daffodil Day’s 30 Year Anniversary. Paint the Town Yellow – super excited that we now have three North Canterbury towns involved: Rangiora, Kaiapoi and Hanmer Springs. Look out for the ‘dressed up’ shop windows of the businesses involved. There are trophies for the best window display winner as judged by our celebrity judges in each participating town. Thank you to all the businesses that are participating in ‘Painting Your Town Yellow’. Collection Days on Friday 28 August and Saturday 29 August will proceed at many designated sites throughout North Canterbury. These collections are organised by our fantastic volunteer
groups in Rangiora, Oxford, Kaiapoi, Amberley, Hurunui, Cheviot and Kaikoura. Any contribution you can make is greatly appreciated. $24 Campaign – Due to the current COVID-19 lockdown status the Cancer Society will not be running its annual Daffodil Day street appeal this year in Auckland. This is the first time in 30 years that the much-loved street appeal will not take place in Auckland. Instead there is an online campaign asking for $24 to help pay for a driver to take a cancer patient to and from treatment https://www. daffodilday.org.nz/donate/?amount=24 Fresh Flowers – Local businesses support the Cancer Society by purchasing fresh bunches of daffodils; these will be delivered the week of 24 August throughout North Canterbury. In Rangiora we are extremely fortunate to have the support of a local car fraternity, organised by Tim Palmer from the Vintage Car Club. We will be travelling around in two Fiat Bambinas and two Model T’s so please keep an eye out for us!

Beau the Bear is Daffodil Day’s 30th year anniversary bear. This will be the last year that the Cancer Society has its bears so don’t miss out on purchasing one of these special super cute bears. The ANZ Bingo Night has unfortunately been postponed until Wednesday 14th October due to the current COVID-19 status. ANZ is the Cancer Society’s principal sponsor. We will keep you informed of this event closer to the time.
Movie Night Fundraiser Sunday 9 August at the Rangiora Town Hall – WHAT A SUCCESS! The event was a huge success with 100 tickets sold and raising just over $2,100. Held at the Cancer Society, Old Court House, 143 Percival Street, Rangiora. Oxford Coffee & Support Group for patients and carers, meets 10am on the 3rd Wednesday of the month at Café 51, Oxford. Rangiora Walking and Coffee group meets weekly on a Tuesday at 9.30am for a walk (be at the Jewellery Counter, The Warehouse) and 10.30am for Coffee at Artisan. Art & Craft Group – for patients and carers. This is now being offered on the 3rd Tuesday of the month, 10am to 12pm. Next session is on Tuesday 15 September. NDA Community Activator The Neighbours Day Aotearoa (NDA) team are seeking a number of Community Activators to work alongside us from October 2020 to April 2021, with the goal of the communities they activate participating in the NDA 2021 campaign. For more information about NDA, visit the website: www.neighboursday.org.nz/ The role of Community Activator is a new role that the campaign is piloting for the NDA 2021 campaign, 20-30 March, 2021. Their role as Community Activator is to work at a grassroots level with those in the community to support neighbourhoods to join in on the celebration! It’s not just about celebrating of course - NDA has real, tangible and meaningful impact for the community. From sharing contact details, small acts of kindness or a neighbourhood hangi - NDA is about building more resilient communities. The core skills we are looking for in a Community Activator are:
• A belief that all people in a neighbourhood have something to offer, no matter their age, where they come from or their beliefs • Motivated to get out of bed each day by the idea of community building • Interested in working to uphold Te Tiriti o Waitangi through everything they do • Able to take/record and share pictures/video on their phone, and attend Zoom meetings The tasks of a NDA Community Activator are: • Promoting NDA through your local networks, community noticeboards, local paper, etc
• A desire to build people up to do things for themselves
• Getting buy-in to the NDA campaign from local community organisations, businesses and more
• An enthusiasm to tell the stories of neighbours connecting, and the good things that happen when they do
• Organising workshops with the NDA team, giving people the skills to host events as part of NDA
14 • Supporting event hosts to get the resources they need to put on their event - a venue, sponsored sausages from a local business, craft supplies for activities, etc • Ensuring all event hosts register their event on the NDA website • Capture stories of people participating in NDA - either a short quote or story, pictures of an event in action, etc for sharing on the NDA social media • Letting the NDA team know what you need to make all this happen in your community! We expect the Community Activator role to take approximately 5 hours per week on average. However this is likely to be less initially and slightly more in March 2021. As a Community Activator, you’ll get a training package covering community-led development and group dynamics with Cissy Rock. Ongoing supervision and mentoring for the six months is provided as well. As a Community Activator, we’ll be asking you to commit to attending this training and participating in the regular supervision and mentoring. We think it’s a pretty exciting opportunity to share and learn what is happening in different parts of Aotearoa. Amberley to Parliament 27 July - 6 August With support of the Mayor of Hurunui Marie Black and Labour MP Poto Williams we left the Charles Upham Memorial in Amberley 27 July and made our way via horseback to Parliament. We would also like to thank the Mayor of Waimakariri Dan Gordon and National MP Matt Doocey for being there. After nine days we arrived at Parliament where we were met by several MP’s, Poto and Matt were there and also Jan Logie who holds the Family and Sexual Violence portfolios. We wanted all politicians to sign a pledge to have a cross party strategic plan to make Aotearoa-NZ human predator free by 2050. The response has been great and we just have to wait now and see what happens after the Elections. We won’t be going away, our children are important, we must end child abuse and domestic violence. This will take the whole country.
15 September Update from the team at Tūhaitara Coastal Park A huge thank you from the team at Tūhaitara Coastal Park to all the volunteers who came along to our recent planting days. We had a fantastic morning planting the hill on the edge of Te Kohanga Wetlands in Pegasus Town on 14 August and look forward to the remaining planting days this year. We hope you can join us for some of our upcoming projects! In August we also celebrated Conservation Week which is an annual event that encourages people of all ages to connect with nature around them. This year the event was held from 15 to 23 August and the theme was “See Nature Through New Eyes”. We were pleased to travel to local libraries in the district with a few special guests- a tank containing Kowaro or Canterbury Mudfish!
These native fish are adept at surviving during times of drought, but unfortunately their numbers are declining due to threats including habitat loss and degradation. Showing these fish in real life gives us the opportunity to educate people about these issues and think about possible solutions. Thank you to everyone who attended our Kowaro sessions and got involved with other great Conservation Week activities.
Do you want to learn more about the species that live around you and help to create useful data for scientists? This month Christina Stet, who is the ecology ranger at Tūhaitara Coastal Park, is encouraging everyone to have a go at using a website and app called iNaturalist. This is a great place to identify species, learn more about them, and help scientists to understand when and where organisms occur. 16 We’re looking for community researchers to help audit streets for falls risk We’re interested in how the quality of the street environment is related to outdoor falls. We’d like you to help us audit different street environments to identify aspects of the street that might cause a fall or fear of falling. We’d like to invite you to attend a workshop where we’ll work together to audit streets using an online tool – no experience required. There will be around 5 participants and 2-3 researchers in each session. Each session will last around three hours.

17 Waimakariri Bus Services Review Changes A lot has happened since our last email update about the Waimakariri service review changes in December last year. I hope you have been able to settle back into some normality following the challenges of COVID-19. You may recall that in our last update we said we planned to implement the route changes confirmed during last year’s consultation in April-May. However, the COVID-19 situation meant that we needed to keep the current routes that everyone was familiar with in place for longer. Thank you for your patience as we worked through this. From Monday 28 September, the confirmed route changes will be implemented. As a reminder, these changes include: • Blue Line: The Blue Line will travel via Williams Street and Lineside Road. In Rangiora, the route will now use West Belt and Kinsgbury Avenue to access King Street rather than Enverton Drive. The Blue Line will continue to use the existing terminus on Ashley Street in Rangiora. The service will continue to operate at its current frequencies. • 95 Pegasus – City: This service will travel via Silverstream to Pegasus, operating half-hourly at peak times on weekdays and hourly at all other times. The route includes one trip on weekday mornings and afternoons, diverting to Kaiapoi High School so students can continue to access the school. There will be one trip in the morning from Waikuku, and two back in the afternoon/evening.
• 97 Rangiora – Pegasus: This new service will travel hourly between 7.30am-6.30pm on weekdays, 8.30am-6.30pm on Saturdays and 9.30am-6.30pm on Sundays. See more information: www.haveyoursay.ecan.govt.nz/ What next? We are continuing our planning for implementing these changes, finalising the updated timetables and maps. These will be shared with you a couple of weeks prior to the changes coming into effect. What about the new, direct commuter services? Along with Waimakariri District Council, we are continuing planning and preparation for these new services and the opening of the new Park & Ride locations. The start date is dependent on the opening of the Christchurch Northern Corridor, scheduled for late 2020. We will send another update once a start date for the new services has been confirmed. 18 Connected Govt MSD is coordinating a new service to help New Zealanders connect to the wide range of supports and advice available through government agencies to help workers and businesses deal with the impact of COVID-19 and the threat, or the reality, of job loss. Connected.govt.nz is an all-ofgovernment website that allows employers, job seekers and people seeking information about training to find out more about what’s available and provides links to agency websites for more detailed information. The website links to a vast range of government services for job seekers, employers and people interested in training or retraining, including: • Further education and training options, including apprenticeship support • Job vacancies from a wide range of sectors and targeted campaigns • Careers advice and advice on how to get a job • Advice on starting up a new business • Wage subsidies and other COVID-19 economic and business support measures • Government funded programmes Agencies are working together to make sure the website has up-to-date links and information about the services you might need. The Connected website is supported by a Connected phone line (0800 264 737) and physical Connected locations operating in 35 of MSD’s employment-

Community Driver Mentor Programme CDMP How to Apply
One of the main reasons many inexperienced drivers are having accidents on our roads is they do not have enough hours supervised driving experience. This means they are more likely to make poor decisions - especially when it comes to risky
situations. One way to help fix this is by increasing their driving hours on the road.
The Community Driver Mentor Programme matches up learner drivers with full licensed volunteer mentors to coach and learn safe driving practices and the skills for the driver to pass the restricted test.

23 Readers to get broad selection from Annual Rotary book sale The 35th Rangiora Rotary book fair at the Rangiora Borough School on the first weekend in October is only a month away and the big push for donated books is on. Organiser Bruce Walker says there has been a generous supply of books and collection bins are available at New World Rangiora and the Rangiora Z Service Station. “The Rotary Book Fair is a mammoth undertaking and our community really gets in behind the project to make it a great success,” says Bruce.
Their daughter Lorraine Brydon was a helper from the beginning and is still involved in assisting with sorting books for Rotary. Rangiora Rotary President Craig Sargison says funds raised in the book sale go to supporting community projects. Donations of books are coming in from all over Rangiora and North Canterbury. “There is a wide selection of books including New Zealand titles which are always in demand,” he says. The first book fair was held in the Rangiora Conway Book Shop by Harold and Mary Conway.

The Office for Seniors’ Community Connects fund supports communities to become Age-friendly. The fund targets projects to promote the inclusion and contribution of older people in community life, and support their community to prepare for an ageing population.
You can apply for funding to either: • start development of an Age-friendly Communities Plan, or • implement an Age-friendly Community project. Grants have a value up to $15,000 (the fund has an annual budget of $100,000). All funded activities funded must be completed within 12 months. Office for Seniors Director, Diane Turner, said the grants are available to help communities prepare for an ageing population. “We know that New Zealand’s population is ageing, and we want to see older people being valued and given opportunities to contribute to and participate in their communities as they age,” she says. Applications for the current funding round close on 9 October 2020.

Applications open for Tū Manawa Active Aotearoa Applications are now open for Sport NZ’s new $68 million fund – Tū Manawa Active Aotearoa – for community-based programmes and projects helping tamariki and rangatahi at most risk of missing out or being less active. $1.49 million of the fund will be available in Canterbury West Coast region over the next twelve months, to be managed and distributed on Sport NZ’s behalf by Sport Canterbury. Programmes or projects may be new or already operating, and funding will be provided for up to 12 months. Applications for the fund open today Monday 24 August. If you are affiliated to a regional sports body/ organisation we require a letter supporting your application from the regional sports body/ organisation. Who is it for Funding is available to a wide range of groups and organisations who are planning to or already deliver a programme or project to help children and young people get active. We know from research that there are some groups who are more at risk of missing out or being less active, including those living with a disability, in higher deprivation communities and girls and young women. Programmes or projects that reach these groups will be prioritised for funding. What can be funded Tū Manawa is an activation fund to help cover programme or service delivery costs.
