Councillors demand a citywide hardship fund

BY OUR CIVIC ROUNDSMAN THE RETURN TO EASTWOOD campaign is off the books and the money allocated to it will go into a hardship fund for Eastwood businesses.

Councillors voted last Tuesday night to re-direct the $50,000 promotional campaign fund to the now half million dollar relief fund for Eastwood businesses suffering losses due to the impact of the virus.

A proposed motion to extend the Eastwood Hardship Fund to the entire City of Ryde was supported by Clr Dr Peter Kim, Clr Roy Maggio and Liberal councillors but was knocked back by Mayor Jerome Laxale for procedural reasons because the Eastwood fund had already been passed by a resolution of council and a subsequent rescission motion on the issue had been defeated.

A new motion to create a city wide hardship fund is expected to be put to next month’s council meeting.

Councillor Sarkis Yedelian OAM (Lib) stressed the urgency of a citywide fund and argued that the consequences of pushing forward with an “Eastwood Only” hardship fund is lost on the Mayor.

“You are not the Mayor for Eastwood only, you are the Mayor for the whole city, if our ratepayers can’t pay their rates what will happen to you then?”

Councillor Jordan Lane (Lib) questioned why Labor councillors Bernard Purcell and Edwina Clifton weren’t supporting “their wards in Meadowbank” by advocating for a citywide hardship fund but Clr Clifton said she would be, citing a doomsday scenario.

“I would support a motion for the whole of Ryde to be covered by a hardship fund and could somebody please bring forward a fresh motion to

do it and get this money out to the people,” she said.

“This is not a joke anymore and it could really be our last motion as a council.”

Liberal Clr Trenton Brown spoke in favour of redirecting the Return To Eastwood campaign fund money to hardship fund.

“A return to Eastwood campaign is not what the state government has in mind with social isolation and when returning to Eastwood now is not such a brilliant idea.”

Applications for the Eastwood Hardship Fund open this week after more than 160 submissions were received during the recent public consultation period.

In response to a state government order for cafes, bars and restaurants to close their dining services, councillors resolved to waive fees for outdoor dining for at least next six months.

Council staff have also been empowered to consider all hardship applications for rent deferrals from café and restaurant owners operating from council owned premises.

Another option before the council is to freeze a proposed 2.6 per cent rate rise at a cost of around one million dollars in losses to the council.

To assist ratepayers in the short term, the Council will fast-track a process for rate payment financial hardship applications.

The Council’s Direc-

tor of Corporate Services Steve Kludass told the council meeting that rates are imposed on councils by the state government and cannot be written off entirely.

Despite criticism, Mayor Laxale stressed the City of Ryde is the first council in Sydney to offer a cash to bankruptcy threatened businesses in the wake of the virus.

“Given the magnitude of this crisis, we have made the decision to act quickly and decisively to provide appropriate support to the local economy,” he said.

“This is likely to be the biggest economic challenge they will ever face, and it is clear that our community want Council to support them where possible.

“Council staff will get the ball rolling on the Hardship Fund so that we can get these funds directly to local businesses as soon as possible.”

The Council will also waive cancellation fees for swim schools and swimming carnivals that were due to be held at the Ryde Aquatic Leisure Centre between January and March this year.

Mayor Laxale said the Council will continually try and identify ways to support the community.

“These are tough times for everyone, but I can assure you that Council will do everything in its power to provide support throughout the duration of this health and economic crisis.”

Letters to the Editor Virus slowdown successful but the LETTERS Welcome depressed patient died in poverty Dear Sir, In their frantic attempts to delay the spread of the Wuhan virus, governments are sowing the seeds of economic depression and currency destruction, which will blight Australian lives for a generation.

They are adding financial stress to the medical stress.

The ordinary flu virus kills many people every winter despite vaccines. And both viruses are more lethal for the old and the sick.

We do not close the whole country every flu season but this year’s crisis is being exploited by scare mongers, centralists and globalists whose slogan is “never let a decent crisis go to waste”.

Whole industries are being destroyed before our eyes airlines, shipping, the whole tourism and entertainment industry, sport, small business, pubs and clubs and most investment and retirement funds.

All sacrificed because governments fear that a sharp spike in illnesses will expose inadequacies in the government-managed hospital/health/welfare bureaucracy.

Next they will exploit this economic crisis to promote digital currency, kill cash and get their sticky fingers on our superannuation assets.

Already the green globalists are celebrating as industry emissions fall and political power moves towards central governments and global organisations.

Bike path before road widening

Dear Sir, I write in response to Gerry Manderson’s letter “Road widening a first priority” published in the TWT March 25 2020.

This politically motivated attack on Mayor Jerome Laxale and Labor aligned councillors is so typical of the conservative side in that it omits key facts and as a result is misleading.

As they say never let the facts get in the way of a good smear campaign. Just ask Federal Minister Angus Taylor.

The funding for the $10 million project will be partly funded by the City of Ryde and dependent on continued grant funding from Transport NSW (State Government).

The project will be constructed in sections along the route and will be spread over several financial years with completion of the path expected to take three years.

The planning and development of the project was undertaken with all relevant stakeholders including local residents. (Source City of Ryde).

Anyone that regularly uses Pittwater Road will know that simply widening it would not be a straightforward task.

For a start the majority of the eastern side of Pittwater is adjacent to Lane Cove National Park and construction works are not permitted in the National Park.

It is a snaking narrow road (in places) and the physical constraints caused by residential development and natural geography would prevent any significant widening.

Mr Manderson may also not be aware that the eastern side of Pittwater Road commencing opposite Field of Mars Reserve right up to Victoria Road is in the Hunters Hill municipality, not Ryde.

Nevertheless upgrades and improvements have been carried out over time and it has

And immediate and permanent repeal of all green barriers to new business and jobs.

We need Australians building new dams, railways, roads, real power stations, factories, farms, forests and mines, not sitting sadly at home fearing ration coupons and being drip-fed on some piddling new allowance.

It represents a worthwhile investment in a community asset and should be applauded not ridiculed.

Letter to PM on energy crisis

Dear Sir, I enclose copy of a letter I have just sent to Prime Minister Scott Morrison regarding our energy crisis.

Dear Prime Minister If our energy power generation system were not such a critical element in Australian’s daily lives, our emerging energy crises might indeed be laughable, but it is.

Virtually everything that drives our economy and maintains our standard of living is totally dependent upon reliable, affordable and dispatchable energy.

It’s an Essential Service that’s sadly been allowed to pass from being owned by the ‘State’ (we the People), now sold into private hands, dedicated unsurprisingly to making a profit nowadays for shareholders with, it seems, little consideration given toward minimum performance standards ie Quality Of Service (QOS) requirements.

Energy costs have risen exponentially, blackouts are becoming more common place challenging the reliability of supply and there’s little sign of any of the long promised end user price reductions coming to pass.

electricity General Usage costs have increased as recently as from January 20, 2020 by some 8 percent, far in excess of the CPI. In those circumstances Prime Minister, seems it’s about time a new Energy Policy be developed.

One that clearly defines QOS standards and wholesale prices that are fair to all concerned in company with necessary incentives to encourage industry participants to reinvest in the industry.

Otherwise our energy supply will soon collapse into a very unpleasant, smelly heap of the ‘proverbial’.

In the absence of substantial reinvestment in new and/or major power station equipment upgrades, the imminent demise of NSW’s ageing Liddell power station (currently scheduled to close I understand in 2023) will almost certainly herald in the forerunner of extensive, regular blackouts around much of the Australian eastern seaboard.

To preclude such an eventuality, here’s some recommended, simple legislative steps for you and your parliamentary colleagues to contemplate at your earliest convenience.

Firstly, let industry decide which mix of technology bests suits their individual Business Plans (IMHO we should be technology neutral) based upon a simple, clearly defined Energy Policy.

Not hard.

Secondly, in the absence of empirical evidence proving the case against CO2 (it’s just an unproven UN IPCC hypothesis based upon speculative computer models) Australia should: 1. Withdraw from the Paris Climate Accord at the earliest opportunity.

2. Terminate all Federal subsidies for the ‘Unreliables’ of Wind and Solar technologies. No favourites!

A level playing field for ALL energy generators.

3. Introduce 100 percent Quality of Service (QOS) standard for all energy suppliers (force majeure accepted – eg; unforeseen natural disasters such as earthquakes, floods and bushfires, but NOT the lack of normal resources like coal, gas, wind or sunshine) to ensure reliability of supply for an essential service.

4. Clearly define and impose substantial financial penalties upon energy suppliers who fail to meet prescribed minimum QOS (Quality of Service) standards ie; they must perform, or perish!

5. Revisit wholesale pricing to ensure incentives for reinvestment in whatever technology power generators elect to employ to meet minimum QOS performance standards that are fair, common and transparent to all.

6. Remove the ban on nuclear to enable industry to make their own choice/decisions as to the merits, or otherwise, of using nuclear technology in their power generation mix.

7. Repeal the Governments Direct-Action Plan and related Safeguard Mechanism Legislation that’s indirectly driving up Australia’s energy costs.

If these policies are unattractive to the power generation industry, tough… just renationalise it!

Adopt these policies and Australia would not need the plethora of Government bureaucracies that currently burden the industry.

Just one (eg; the AEMO

or the Energy Consumers Australia?), to ensure QOS standards are met, an adequate ROI is provided and substantial penalties are imposed for any failure to perform.

Australia would then have a future (as we once did) as a world-class, low cost energy producer. Essential for all Australians and if we’re to compete globally.

And there would NOT be any adverse impact upon the world’s climate!

Blame for spread of coronavirus

Dear Sir, I do agree with Tony Ikonomou when he states that the Chinese government is largely to blame for the spread of the virus.

It is their total disregard for the rights of other people and those of helpless animals that makes me angry.

Even the humblest of creatures has a right to live otherwise they would not be on the planet, some, long before us.

They eat anything that moves and have made a filthy slum of these once beautiful pristine suburbs.

They don’t seem to give a damn about any of us.

Dear Sir, I have had my attention drawn to this week’s front page (March 18), and I think it strikes just the wrong note.

Although not currently living in Australia, I have to keep up with COVID-19 news in north-west Sydney, because my father is in one of the BaptistCare facilities near Dorothy Henderson.

Deaths, as you must know, are continuing, as are infections.

So it’s irresponsible to suggest that people go about their lives as usual things are beyond that point.

They are even beyond it here in New Zealand, where there have been fewer cases per head of population, and no deaths to date.

Benefit of Chinese herbal medicine

Dear Sir, On Covid-19 is Ryde Councillor Simon Zhou seriously helping Eastwood groups to “educate people about how to protect yourself by using Chinese herbal medicine” (TWT 25/3/20)?

Unless that Chinese herbal medicine results in social distancing (such as sudden illness forcing extended bed rest) or the wearing of personal protective equipment (PPE –gloves, masks etc.) then I would not want to be near anyone who believes Chinese herbal medicine would protect them from Covid-19.

And on that, why are we seeing so many masks and so few gloves around Ryde?

If Clr Zhou wants to be helpful perhaps he could educate Ryde residents not to send much needed items, such as hand sanitiser and pharmaceuticals overseas.

We saw this with baby formulae in the past, which stripped supermarket shelves, and now we seem to have a Covid-19 version.

Events that are part of our fabric of life have been cancelled our routines have been turned upside down and things that we do each day and each week are no longer accessible. Our bodies and minds are in a state of shock and disbelief, asking “is this a dream I will wake up from?”

Each day we hold our breath as we receive updates on how the ‘curve’ is developing and how many more deaths have taken place. Our political and business leaders update us on policies and measures, which are not found in any play book, intended to cushion the economic fallout that ensues in responding to this health crisis; each decision taking a heavy toll on our society, leaving people bound and helpless. *** SOCIETY IS, in a sense, experiencing its 40 days in the desert and carrying its cross simultaneously. Our Lenten journey has a common thread that transcends our usual Lenten action of fasting, almsgiving and prayer. There is, if you will, a collective suffering which is unifying us regardless of faith, nationality, status or wealth.

In last Sunday’s Gospel we are presented with Jesus raising Lazarus from the dead. Mary and Martha send a message to Jesus that his close friend and their brother is very ill and about to die. He needs to come quickly to help save him.

One of the striking features in this story was that Jesus did not rush out upon hearing this news, but rather waited a couple

By the time he arrived Lazarus had died.

Needless to say Martha was pretty annoyed that he had not arrived sooner.

Just imagine what was going through Martha’s mind as she waited for Jesus all the while seeing her brother deteriorate further then dying before he arrived.

The anguish she felt was displayed in the first thing she said to him when he arrived “if you had been here, my brother would not have died.”

Is this not, if we are honest, a question we have asked ourselves these past few days; ‘God where are you we need you here’.

To her credit, Martha finds the strength to draw on her gift of faith that helped her move from a place of frustration to one of hope, highlighted by the very next thing she said to Jesus “I know, even now, whatever you ask of God, he will grant you.” *** NOW JESUS had to face the reality of the situation.

He asked with a deep sigh from the heart “where have you put him?” and on the way to the tomb he weeps.

There is a deep sense of loss, his good mate had died.

If we look closely there is a pattern here.

Like Martha he allows his emotions space to be known, accepting this new reality, then and only then does he move to the next phase, namely to work with the gifts he had been given so that people can believe he is the Son of God. He does not skip the process but rather enters it.

Following his prayer to the Father, Lazarus comes out once Jesus calls his name,

he is unbound and set free and people believed in him.

I often wonder why Jesus did not leave straight away, but when I stop and think about it he was with Lazarus all along. He was working through the hands and feet that tended to Lazarus whilst he was sick, gave him a warm towel, made him feel comfortable, wrapped him up in cloth and prayed with him in his final minutes, carried him to the tomb and prepared the place of rest. *** DURING THIS this time we too can see him ever present working through those on the front line, helping the sick, stacking shelves, trying to find ways to juggle work and children at home just to name a few.

So whilst it is important to acknowledge our current feelings of loss, frustration, fear, anger sadness or whatever else we may be experiencing, as people who have all been created in the image and likeness of God who have Christ within us, we too have been given gifts to help us move to a place of hope, where there will be a time when we will be called by name and asked to come out of our tomb and be set free.

Perhaps like Lazarus we will see things in a new light. That is the heart of the Resurrection; herein sits the Good News.

Council meetings

Council meetings are an important part of our organisation’s commitment to open and transparent governance.

Ordinary meetings of the Council are usually held on the second and fourth Mondays of each month in the Council Chamber at Hunters Hill Town Hall.

However, given State and Federal mandated restrictions, closures and social distancing requirements, we will be holding virtual meetings to allow Council to continue to function and make decisions on behalf of our community, while helping to reduce the risk of spreading COVID-19.

We will be taking additional measures in the coming months to hold Council meetings remotely, using audio visual links.

Emeritus Mayor Richard Quinn urges residents to respond to Pope Francis’ haunting and lone address

Thousands of Christians across The Weekly Times territory watched an extraordinary and haunting coronavirus address by Pope Francis on Friday as he stood alone under darkened skies on the steps of a deserted St Peter’s Basilica.

Hunters Hill Emeritus Mayor Richard Quinn, pictured right, was among the many Catholics who watched the Pope’s address and he stressed his desire for people to respond to the papal message by showing care and kindness to isolated neighbours.

“It was quite an extraordinary address from Pope Francis and quite courageous because he would certainly fall into the vulnerable category himself, all the more so with impact of the virus on the City of Rome,” Emeritus Mayor Quinn said.

“I wholeheartedly welcome the Pope’s appeal that we should reach out to one another and help one another, especially in Hunters Hill which has a significant community of aged and frail people.

“Even small gestures, like leaving a letter in a neighbour’s letterbox offering help means so much and helps break down social isolation.”

(8hm s/c) The Emeritus Mayor recently stood against Lane Cove MP Anthony Roberts in the local state election campaign and Mr Quinn mentioned that Mr Roberts phoned him (where he works at St Joey’s Catholic College) during the first weeks of the virus outbreak.

“Mr Roberts phoned me offering to help supply hand sanitisers for our students and that kind offer is very much appreciated,” he said.

peared frail as he gave his address in St Peter’s Square alongside the 15th Century Miraculous Crucifix of San Marcelo, which had been paraded through the streets of Rome during the Black Death and is believed to have eventually helped save the eternal city.

With thousands of people dying in Rome and other Italian cities, the Holy Father spoke about “weeks of darkness” as storm clouds gathered over his head and a heavy mist descended on the darkened Basilica Square.

“For weeks now it has been evening and thick darkness has gathered over our squares, our streets and our cities; it has taken over our lives, filling everything with a deafening silence and a distressing void, that stops everything as it

passes by,” the Pope said.

“We feel it in the air, we notice in people’s gestures, their glances give them away.

“We find ourselves afraid and lost.”

There have been reports from Italy and Spain of hundreds of isolated elderly people and those with pre-existing respiratory conditions dying alone and without care.

“One of the things that hurts us and our families most when we hear it said is: Do you not care about me?,” the Pope said.

“It is a phrase that wounds and unleashes storms in our hearts and it would have shaken Jesus too, because he, more than anyone, cares about us.”

The Pope said the virus exposed the vulnerability

of people who thought themselves safe.

“The storm exposes our vulnerability and uncovers those false and superfluous certainties around which we have constructed our daily schedules, our projects, our habits and priorities,” he said.

“In this storm, the façade of those stereotypes with which we camouflaged our egos, always worrying about our image, has fallen away, uncovering once more that blessed common belonging, of which we cannot be deprived: our belonging as brothers and sisters.”

He ended his address with a blessing.

“From this colonnade that embraces Rome and the whole world, may God’s blessing come down upon you as a consoling embrace.”

The lonely figure of Pope Francis appears as a small white dot in the emptiness of The Vatican on Friday, as Italians obey a government order not to leave their homes.

As Parish Priest of the Ryde Gladesville Catholic Community, I wanted to share with you a reflection I’ve made over the last few days, thinking of this fairly unusual Easter we have ahead of us. My inspiration came from reflecting on the message of St. John’s Gospel, on the day of the Resurrection, that first Easter Sunday: 20:19 In the evening of that same day, the first day of the week, the doors were closed in the room where the disciples were, out of fear ... Jesus came and stood among them. He said to them, ‘Peace be with you,’ 20:20 and, after saying this, he showed them his hands and his side. The disciples were filled with joy at seeing the Lord, 20:21 and he said to them again, ‘Peace be with you. ‘As the Father sent me, so am I sending you.’

20:22 After saying this he breathed on them and said: Receive the Holy Spirit Like with those first followers of Jesus when, after the silence and devastation of his cruel suffering and humiliating death on the Cross, I think we, as a nation, are also feeling a little shell shocked, stunned, maybe even bewildered at how quickly the situation around us is deteriorating, by the day and by the hour.

Perhaps the knee-jerk reaction for many of us is to ‘bunker down’, principally look after Number One, or those of one’s own little circles of family and friends.

In this kind of environment, it is easy for ‘the doors of our hearts’ to also be closed, as a result of whatever fears or anxieties we might be facing right now...

And we have more than our fair share of difficulties to grapple with at this present time: healthwise, financially, socially ... threats to job security, looming mortgage repayments, social isolation and the like.

But Jesus entered inside those ‘closed doors’ on

the day of his Resurrection from the Dead, and stood among them, boldly telling them, ‘Peace be with you!’

He then ‘showed them his hands and his feet’, meaning the marks, the gouges left behind from the nails that had pinned him to the wood of the Cross on Calvary.

In a way, those same ‘doors’ are closing once again, and many within our midst are going through their own kind of ‘mini Calvaries.’

But Jesus had compassion on that motley bunch of misfits he called ‘his apostles’, and his Mother was at their side to hold them steady, even as the anxiety, fear and confusion increased.

He entered into that closed and frightened environment to let them know that he is risen, alive and kicking. And that he cares.

The Son of God - then and now - has no intention of staying inside our shuttered Churches. God wants you to know that there is a light at the ‘end of this tunnel’.

Jesus actually calls himself ‘the light of the world’.

He tells us, quite audaciously, that ‘a city built on a hilltop cannot be hidden.’

Yes, our West Ryde Easter Parade and festivities have had to be called off this year. Our Easter Liturgies and other public events will probably be cancelled as well.

That is common sense. We have to protect ourselves and contain the spread of the coronavirus. And, yes, we will have to remain ‘indoors’ as much as possible, for our own safety and that of everyone else.

From Page 6 But that doesn’t mean the ‘outreaching’ Spirit of Easter, which Jesus breathed on them that day, need be lost amid the current apprehension and gloom.

Our love for each other, our capacity to forego our own advantage for the benefit of others and for the common good, and our willingness to sacrifice for the wellbeing of our fellow citizens ... dare I say, our ‘Australian spirit’ ... has not been snuffed out, no matter how often shopping aisles or product racks be left empty.

At a time in which anxiety, confusion, and scenes of panic are becoming more and more widespread, it is now that we need to know that Jesus is with us still, the ever present Resurrected One has not abandoned us.

He says to you today, just as on that first Easter Sunday: ‘Peace be with you!’ And, we are told that the effect on them was that, ‘the disciples were filled with joy on seeing the Lord.’

This is the message that we Catholic Christians and other denominations wish to give our people of the City of Ryde at this time: that though our Churches and places of worship be closed for the time being, our hearts and hands are wide open!

For Jesus not only put peace into their anguished hearts that day, he also told them he was ‘sending them out’, out through those closed doors and barred entrances, out into

Soon we will all enter into Holy Week, the greatest week in the Christian calendar.

We will hear of Jesus Christ at his worst physically and then at his radiant best as the risen Lord on Easter Sunday.

the streets, homes and human recesses of that city, to wherever the forgotten, lonely, sick, frail and vulnerable might be found.

Though most of us are prevented from physically leaving our homes, there are still ways and means of ‘going out’ to others, of being of service to one another.

And he gave them the Holy Spirit of God’s fearless, unstoppable love, to help them not just overcome their natural fears, but to be able to give of themselves and even give their lives for the well-being of their fellow citizens.

Many of our first responders, health care professionals, police, clergy and carers may be called upon in the coming weeks and months to do just that; to go beyond the line of duty and respond to the needs of the sick, the desperate and the dying.

In a way, they will be anticipating and actualising the loving surrender of Jesus on Holy Thursday, his self sacrifice on the Cross of Good Friday, and the utter silence of the world without him on Holy Saturday.

This ‘Triduum’, these three days of Easter, are a necessary forerunner to the utter joy of his Resurrection from the Dead on Easter Sunday.

With good reason, then, we call these the ‘Pascal Mysteries’ of our Christian faith, the essence of Easter as we Christians know it.

We may well be living through our own kinds of ‘Calvary’ over the next few months, but that doesn’t mean we need live through it without hope.

We can let the selfless sacrifice of the God-made-man, Jesus Christ, be a real ‘light in the darkness’, to guide us through these very challenging times ahead, and bring out the very best in us.

For our part, we’ve made a decision that, since we are prevented by public health and safety guidelines from opening the doors of our Churches to our people, who may need Christ now more than ever, we will at least be keeping the lights on all night long at Saint Charles Borromeo Ryde and Our Lady Queen of Peace Gladesville, for as long as this coronavirus crisis lasts.

We want you to know that Jesus has not forgotten you, and that the Church is still ‘open for business’ even if the doors be closed. ‘Christ is our Light’ is the great message of Easter Sunday.

In the same way that some schools have brought forward their Easter holidays, let us bring to the fore our own Easter convictions, and go out of our way to help our people weather the approaching ‘calvary’ of this coronavirus pandemic.

We pray that all of us will remember the poor, the needy and the vulnerable, over and above our own personal comfort and ‘survival instincts’.

May the Good Lord (and his Mother) bless you all, take care of you and help you stay as safe as your generous hearts and intrepid sprits allow.

Councillor survives ejection vote during Civic Centre debate

A councillor survived a vote to have him ejected from last Tuesday night’s Ryde City Council meeting during an unruly debate about heritage listing the Ryde Civic Centre.

Mayor Jerome Laxale’s motion for Clr Dr Peter Kim to be ejected from the meeting was provoked by Clr Kim’s refusal to withdraw a remark he made about Clr Edwina Clifton, despite the Mayor’s repeated requests to him.

During the debate Clr Kim said he couldn’t remember Clr Clifton’s name and made a remark about her identifying herself as a barrister.

An offended Councillor Clifton hit back with a comment about Clr Kim calling himself a doctor and the Mayor stepped in to ask Clr Kim and Clr Clifton to withdraw their remarks.

Councillor Clifton withdrew her remark but Clr Kim asked the Mayor to explain to him why he should withdraw his remark and the Mayor said he ruled it was “disorderly and offensive” – which Dr Kim did not accept.

Councillor Kim then put a Motion of Dissent against the Mayor’s request for him to withdraw the remark or be ejected – which was lost on the casting vote of the Mayor – only for Dr Kim to survive the subsequent ejection motion vote put by the Mayor.

In support of the ejection motion were Mayor Laxale, Clr Clifton, Clr Gordon, Clr Purcell and Clr Pedersen and against the motion were Clr Kim, Clr Brown, Clr Lane, Clr Moujalli, Clr Zhou and Clr Yedelian OAM. Councillor Maggio was absent from the vote.

The vote on the motion to heritage list the Civic Centre – put by Clr Kim and Clr Maggio - was lost by eight votes to four.

In favour of the motion were Clr Kim, Clr Maggio, Clr Brown and Clr Lane and against the motion were Mayor Laxale, Clr Clifton, Clr Gordon, Clr Moujalli, Clr Pedersen, Clr Purcell, Clr Zhou and Clr Yedelian OAM. Councillor Yedelian OAM abstained from voting and his vote was recorded against the motion.

The Director Planning and Environment Liz Coad had earlier advised councillors that a heritage study on the Civic Centre was done in 2012 and found that the building did not warrant heritage listing.

Name calling Councillors the floor.

Mayor Laxale repeatedly warned councillors - from all sides of politics – their behaviour was not acceptable.

“We don’t have people who speak through the chair, we don’t have councillors who respect one another and this standard has to lift,” he said.

The debate about heritage listing the Civic Centre revealed that the Council is currently paying two million dollars in rent per year at the Binary Centre in North Ryde while the Civic Centre remains empty.

Costs questioned

A staff estimate that it would cost “thirty seven to forty million” dollars to renovate the multistorey Civic Centre was put to the meeting but Dr Kim does not accept this estimate, which he claimed is inflated.

The Council’s Director of Corporate Services Steve Kludass told the meeting that even if the Civic Centre was renovated, it would not meet the requirements of a council staff list (330 permanent, full time) that is growing in size to meet the needs of a growing population.

“It is not a question of can you fit them in today, it is a question of the next forty years,” he said.

“This (proposed renovation) would absolutely not bring us up to standards and the new vision is a lot grander than it (the current building) could ever provide for.”

The New Heart of Ryde proposal for a new Civic Centre is estimated to cost more than $100 million - with a loan expected to finance around half of the money – but has the backing of 85 per cent of surveyed ratepayers.

The Civic Centre has a recent and chequered history and the New Heart of Ryde proposal

is significantly different from the failed vision of former Mayor Bill Pickering because it will be 100 per cent community owned and will not have residential apartments in it.

Given the Civic Centre’s recent controversy and the current coronavirus conditions, Liberal Clr Sarkis Yedelian asked why the issue is being debated at all.

“Many elections were fought on this and why are we even discussing this issue when the country is in turmoil,” he said.

“We even have reports that this building has cancer in it and I’m sorry, I will not vote to decide on this issue tonight.”

Councillor Kim was even called “a hypocrite” by Clr Clifton for wanting to heritage list the building because she claimed he was against last year’s Council proposal to heritage list beautiful and historic homes in the City of Ryde under threat of demolition from property developers.

In response, he stressed that he supports the right of owners alone to heritage list and the City of Ryde owns the Civic Centre.

“I was having a chat with The Weekly Times owner John Booth and found out the concept for the Civic Centre had been developed since the 1950s and it the past 68 years is has been through a lot of history,” he said.

“The last 68 years of Ryde is there and it gives us a sense of identity and everyone in Ryde knows where it is.”

He said there wasn’t another building in Ryde which has a history that has been so well documented.

“We know just about everything about this building.”

On being put to the Meeting, Councillor Yedelian OAM abstained from voting and accordingly his vote was recorded Against the Motion. The voting on the Motion was four (4) For and eight (8) Against. The Motion was LOST.

Under the changes, no parking enforcement will be undertaken by Council in time-limited parking zones.

The City of Ryde has announced a raft of financial assistance measures to assist members of the community to cope with the challenges posed by the coronavirus (COVID-19) outbreak.

Council rangers will continue to take appropriate action where vehicles are parked over driveways or where they pose a public safety risk.

The establishment of a $500,000 Eastwood Small Business Hardship Fund Program which will provide support grants of up to $2,000 for eligible businesses in Eastwood that are experiencing economic hardship

Eastwood Small Business Hardship Fund APPLICATIONS NOW OPEN Council has established a Small Business Hardship Fund to support businesses located in Eastwood Town Centre.

The fund is in response to the downturn in trade many businesses in Eastwood have experienced since concerns were first raised in January 2020 about the alleged risks posed by the novel coronavirus.

Under the endorsed Council resolution, Eastwood businesses with annual turnover of less than $2 million can apply for grants of up to $2,000 via the fund to help them cope with a reduction in customers.

Raffaele and Vincenzo, the co-owners and brains behind Fermenti Pizzeria, arrived on our shores from Italy eight years ago to pursue their dream of owning their own restaurant.

“Like everyone else, we have had to get creative to pull through this tough time. We have been overwhelmed by the huge love and support the local community has shown us and we can’t begin to describe how thankful we are,” said Vincenzo.

With the current restrictions in place, Fermenti can no longer provide a dine-in experience, but instead, Raffaele and Vincenzo are now offering a kerbside pick-up service.

“We understand the need for everyone to limit contact and with grocery shopping becoming difficult, we have created a special menu of select fresh handmade pasta and pizza that will be delivered to a pick-up point at the corner of Pearson Lane and Wharf Road.

There will be no need for customers to leave their car,” said Raffaele.

“We are also introducing restaurant quality Italian produce – packaged dry pasta, pasta sauce, pizza sauce, pesto, flour etc, perfect for those wanting to cook at home so people can avoid the crowds at the big supermarkets and not have to worry about empty shelves,” Raffaele.

It is clear these passionate chefs will not let the coronavirus steal their dream away and will do everything in their power to keep afloat with the help from their local community.

“I first came here for a holiday but quickly fell in love with this country and the people,” said Raf-

faele. Similarly, Vincenzo had dreamt of moving to Australia where he could enjoy the nature and the deep love of food of Australians.

Raffaele and Vincenzo met at Da Mario in Rosebery as the head chef and head pizza chef respectively. Vincenzo was quickly recognised as one of the best pizza chefs in Sydney with Da Mario earning many awards and plaudits each year.

They had a dream of owning their own restaurant and found the perfect opportunity in Gladesville to share their love of wood fire pizza and home made pasta.

“My signature dish is my handmade gnocchi with lamb ragu – it’s a must try and our customers love it,” said Raffaele.

The name Fermenti was born from Vincenzo’s relentless quest to perfect his pizza dough.

Vincenzo uses organic sourdough and a special method of pre-fermentation which gives the dough a much more complex flavour with a light and fluffy texture and it makes it easier to digest. It is also low GI. “We know that we can get through this tough period together and we will work hard to support our community,” said Vincenzo.

“We hope that everything goes back to normal as soon as possible and can’t wait to have our wonderful customers dining in with us and enjoying our food.

“Council recognises that this is a difficult and stressful time for everyone, particularly those who have lost work or had to close their businesses as a result of new restrictions in place,” Lord Mayor Cr Bob Dwyer said.

“With this in mind, we have a range of measures in place to help reduce the financial strain on our community during this unprecedented period of hardship.

“Council is looking at implementing further measures as the situation evolves.”

City of Parramatta’s support measures include a rates hardship policy and support for restaurants and cafes.

Residents and businesses who are having difficulty paying their rates can apply for financial relief under the Rates Hardship Policy.

Eligible ratepayers can then enter into payment arrangements with Council.

The Council’s next quarterly rates notice will be issued in April 2020 and is due by the end of May. No interest will accrue on late payments for ratepayers entering into new payment plans.

“Council will inject money more quickly into the economy by paying suppliers for good and services within seven days, rather than the usual 30 days.”

Where cafes and restaurants are providing takeaway meal services in response to new restrictions on social gatherings, Council will work with operators to ensure the safety of patrons.

City of Parramatta workers trial the new ashfelt.

IN OTHER NEWS, the City of Parramatta Council is trialling two innovative sustainable road solutions in Epping and Ermington aimed at reducing waste materials and combatting heat.

In the first of these trials, Chelmsford Avenue in Epping and Honor Street in Ermington were resurfaced with ‘Reconophalt’ which is an asphalt product incorporating recycled soft plastics from plastic bags and packaging, waste glass and waste toner from used printer cartridges.

“Single-use plastics and other materials are a growing problem for our environment,” Lord Mayor Bob Dwyer said.

“Finding new ways to recycle and reuse materials means we can reduce the amount of waste that ultimately enters landfill.”

“By taking tonnes of plastic and glass from local recycling plants and using it to create roads, we are able to turn trash into treasured infrastructure.”

According to the manufacturer of Reconophalt, Downer, the equivalent of approximately 500,000 plastic bags, 165,000 glass bottles, and 12,500 toner cartridges is diverted from landfill for every 1km of a twolane road.

Downer’s General Manager of Pavements, Stuart Billing, said the new technique is good for the environment.

“Together with the City of Parramatta, we are creating new avenues to recycle and repurpose waste materials into new streams of use and reducing the community’s reliance upon increasingly scarce virgin materials.”

The project has been partially funded through the NSW Department of Planning, Industry and Environment’s ‘Waste Less, Recycle More’ initiative, which has been funded by the waste levy.

The second trial, which is being conducted in partnership with Blacktown and Campbelltown councils and Western Sydney University, will examine how lighter coloured roads can help reduce the amount of heat being absorbed and retained by roads on hot days.

TWT CLUB 6 RYDE SPORTS FOUNDATION SPORTS STAR OF THE YEAR AWARD

Our last two Grand Finalists Honours for gymnasts Alex & Anna NATIONAL Acrobatic Gymnastics champions Alexandra McWhirter and Anna Trin-Din and NSW touch football whiz Jordan Kelly are the final monthly winners in the 2019-2020 TWT Club Six/Ryde Sports Foundation Sports Star of the Year Award.

Gladesville RSL Gymnastics sensations McWhiter and Trin-Din will represent Australia in the Acrobatics World Age Group championships in Geneva during May while the skilful Kelly has stamped her mark with the NSW Scorpions female representative touch football team.

The trio will receive $1000 awards for their outstanding achievements and be recognised at this year’s Ryde Sports Foundation 40th Anniversary Gala Sports Star of the Year Dinner to be held at Ryde Eastwood Leagues Club at a date to be confirmed.

Alex and Anna were previously partnered with another gymnast in a trio.

But since partnering up back in 2018 the dynamic duo have proved incredibly successful - with the pair winning all competitions entered in Australia last year including the NSW Senior State Championships plus the Australian Gymnastics Championships when they qualified for the National Squad.

Alexandra - who has been a member of Gladesville RSL Gymnastics Club for nine years and Anna (four years) - also competed at the Flanders International Acro Cup in Brussels, Belgium in April 2019 and qualified for the finals in their division in a very competitive field - finishing fifth at their first international competition.

Following another outstanding performance at the selection trials in Melbourne during February, the pair have been selected in the Australian team that will compete at the Acrobatics World Age Group competition to be held in Geneva in May.

The Foundation intends to keep locating and recognising our local talented athletes by announcing monthly winners in THE WEEKLY TIMES until a time when we can once again have our Presentation nights.

And Touch Football ace Jordan JORDAN KELLY of North Ryde has the touch football world at her feet at the age of 17. The Ryde Eastwood Hawks junior product is fast developing into one of the brightest link/wing prospects on the women’s representative scene.

A NSW Scorpions squad member last season, the talented Kelly turned in smart performances for both the Ryde Eastwood and Balmain Tigers at both Junior and Senior State Cup level.

Since taking up the game as a spring heeled 8 year old, Jordan has proved a mainstay for the Hawks - representing the Association in ten consecutive Junior State Cup Carnivals.

Identified as a link player with enormous potential by Hawks stalwart and top Australian coach Barry Gibson, young Jordan received a huge thrill when named Ryde Eastwood’s Female Club Captain in 2020.

Gibson believes she has the leadership qualities to inspire team mates and the ability to go a long way.

“Jordan is one of the best young prospects to emerge from our junior ranks and a wonderful ambassador for our Association,” says Ryde Eastwood Hawks Touch Football president Andrew Goggin.

“She is a loyal player who has given the Hawks tremendous service and is a true leader both on and off the field,” he said.

“All our juniors look up to her and she has shown a maturity that far belies her years.”

For the past two seasons Jordan has gained valuable experience competing in the Vawdon Cup Open Age competition against older opponents as well as the Senior State Cup. “It has really helped my game and boosted my confidence, lining up against the best female touch footballers in the State where you learn so much,” revealed Jordan.

While a student at Marist Sisters Woolwich, Jordan represented NSW Combined Catholic Colleges before forcing her way into the NSW Scorpions squad.

Currently studying for a Bachelor of Business in Sports Management degree at university, Jordan dreams of donning the green and gold colours of Australia one day at a Touch Football World Cup. She hails from good sporting stock - her father David was a talented Balmain junior representative rugby league and touch footballer before carving out a fine administrative career with the Tigers Football Club, Sydney Cricket Club and now NRL while her mother Melinda is the niece of former Balmain centre and Parramatta, NSW and Kangaroos forward John Muggleton.

TWT CLUB 6 SPORTS STARS

National Acrobatic Gymnastics champions Alexandra McWhirter and Anna Trin-Din and NSW touch football whiz Jordan Kelly are the final monthly winners in the 20192020 TWT Club Six Ryde Sports Foundation Sports Star of the Year Award.

Grand Final awards night was scheduled for Friday May 1 at Ryde-Eastwood Leagues Club but that is now on hold because of the coronavirus crisis. SEE PAGE 19.

Tigers fans were hoping to see our latest addition to the Tigers ranks hooker Harry Grant in action this week but the dreaded coronavirus scourge has put that on hold for how long we can only guess.

Harry was anxious to get out of the Mexican purple into the famed black-n-gold to display his skills in Tigertown under the skilled eye of Tigers supercoach Michael “Madge” Maguire.

This whole virus mess is a real classic problem and especially upsetting as we were looking forward to a premiership winning year for the Tigers.

They always say look

Maybe its just that it’s given anyone who hasn’t got set with the Ma-in-Law’s Funeral Fund on the Tigers yet

to win grand final honours and a motsa the chance to do so.

Whatever the time and reason we look forward at least to our next home game at beautiful down town Leichhardt Oval HQ. See ya there.
