I love seeing young people take initiative, care and engage with their communities. Harriet Doig, who’s in grade 6, took it on herself to make our city cleaner and now, all who enjoy Charlesworth Park in Vermont South are reaping the benefits. With community at the heart of everything we do, this demonstrates our responsiveness to all community concerns and from all community members. Check out Harriet’s story on page 4.

We also had massive community engagement on the East Burwood Reserve Draft Masterplan – with more than 2300 survey responses. Please also get behind our Positive Ageing survey, to help shape Whitehorse to be an age friendly place to live. More details on page 5. Please continue to take care during winter. Free COVID-19 RATs are available from our Customer Service centres or at our Aqualink facilities.

Advocating for Whitehorse

Council continues to work closely with the Victorian Government on the delivery of the three major transport projects in Whitehorse. Issues such as vegetation, open space, convenient and safe transport options, and support for impacted residents and businesses are all significant issues and we continue to advocate for great community outcomes.

Suburban Rail Loop (SRL)

Works have commenced to establish the site compound at Burwood for the construction of SRL station near Deakin University. Sinnott Street Reserve in Burwood is now closed, however a fabulous new park and play space has been constructed at 37 Cumming Street and 36 Gillard Street, Burwood.

A work site has also been established in Box Hill to prepare for the new SRL Station, including the relocation of the tram terminus.

Mont Albert Road level crossing removal

The new Union Station is now operational. The old Mont Albert station building has been refurbished and relocated to the new plaza in Mont Albert Village.

North East Link

Community feedback on the first section of the Eastern Freeway scheduled to be designed and constructed between Station Street, Box Hill North and Burke Road, Balwyn North, is planned to be invited later in 2023. For further information about these projects, please visit Victoria’s Big Build website.

The Spring Festival will return to the Civic Centre Precinct in Nunawading, on the lawns surrounding The Round. The community participation options include: Performance on the main stage

A number of five-to-30-minute performance or demonstration spots are available for groups looking to showcase their talents at Spring Festival. All performances and demonstrations will be supported by a professional sound technician and stage manager.

Working for Whitehorse

Meet David Williams, one of Council’s Infrastructure Cleansing Officers. He’s been keeping Whitehorse clean for more than a decade and sometimes does the dirty tasks that many people wouldn’t enjoy.

“The work I do greatly impacts the aesthetics of the municipality as it involves removing illegally dumped rubbish, repairing damaged nature strips and picking up dead animals,” he said.

“It’s not the most glamorous of roles but residents are mostly very appreciative of the work we (the Cleansing team) undertake.

“We make a huge impact on the cleanliness and hygiene of the municipality to make it a more pleasant place for all to live, and enjoy the great outdoor areas we are well known for.”

David previously worked as a bricklayer and a graffiti removalist before he joined Council.

He said he was attracted to the diversity of work on offer, working a nine-day fortnight, and getting to work outdoors, which he has done for most of his career.

David also said he was “incredibly grateful to be surrounded by a great team of people” in Council’s Cleansing team.

“My workmates have become friends more than work colleagues, and they, along with my bosses make working here incredibly enjoyable,” he said.

Local youngster secures new bin at Charlesworth Park

A rubbish bin has been installed at Vermont South’s Charlesworth Park after a young resident contacted Council with concerns about litter piling up.

Grade 6 student Harriet Doig emailed Council’s City Services team asking for a bin as part of a project at her school, St Luke the Evangelist, in Blackburn South.

Harriet lives near the park and told officers that on one occasion, she took it upon herself to clean up rubbish with her brother and sister “because it got so bad.”

Council Officers visited the park on several occasions to monitor the situation. They then determined Harriet’s request was warranted given its proximity to nearby Livingstone Primary School and local shops.

A bin was then installed near the park’s playground in late June, much to Harriet’s delight.

“When we were coming here, there was a lot of rubbish on the picnic table and around the park,” she said. “It’s really good we’ve got a bin in this park now, and hopefully it will be a lot cleaner.”

Council’s Cleansing Coordinator, Mark Worsey congratulated Harriet on her initiative and for bringing the situation to his team’s attention.

“We communicated back to Harriet’s school and kept her informed,” Mark said. “Something my team does well is we take concerns from all members of the community seriously, including young people, and we endeavour to reply back and update them on the status of their request.”

Help us expand our Positive Ageing program

We’re expanding our Positive Ageing program and want your feedback to help us tailor the service to the needs of our community.

Our Positive Ageing program will ensure Council provides services and facilities developed with the priorities, interests and needs of older residents in mind. You can help by filling in a confidential survey with your opinions and suggestions for this service. The survey is primarily designed for residents aged 55+ years to tell us how we can help make our community a positive place to age. We also want to hear from those aged 45-54 years, whose insights and ideas could contribute to improving our services for when it’s their turn to use them. The survey is detailed and may take 20-40 minutes to complete. So, relax, make a cuppa and please help shape Whitehorse to be an 'age friendly’ place to live.

Feedback closes on 31 October.

To fill in our survey online please visit yoursay.whitehorse.vic.gov.au/ positive-ageing

We’re here to help

▪ We can help you complete the survey on the phone

Exploring a Rates Value Averaging Tool

Local Government Victoria has opened public consultation on the possibility of a Valuation Averaging Mechanism.

This follows a recommendation made in a 2020 report for the State Government to explore the merits of developing the tool to reduce the impact of large changes in valuations on rates.

Property valuations differ for each household and are undertaken annually by the Victorian Valuer-General. Valuations are used in part to calculate rates after a council has determined the amount of revenue it needs to raise through rates payments.

This process includes measuring a valuation against all rateable properties and determining a ‘rate in the dollar’. Councils then multiply your valuation against this ‘rate in the dollar’ to determine your individual rates payment.

Local Government Victoria will evaluate the public feedback received in the 'participate’ section of the consultation and present the findings to the Minister for Local Government, Melissa Horne MP, to consider later this year. You can have your say until August 31 by accessing the consultation at engage.vic.gov.au/local-government-rates-valuationaveraging-mechanism

East Burwood Reserve update

The East Burwood Reserve Draft Masterplan has become one of our most popular consultations in recent years, with more than 2000 responses received from the public.

The Draft Masterplan was available on Council’s Your Say page for community consultation from 22 May – 22 June, with an overwhelming 2342 survey responses.

More than 80 per cent of respondents indicated they are ‘happy’ or ‘very happy’ with the proposed Masterplan, commending it to be an aspirational and futuristic plan that will benefit all residents.

Among the most well-supported initiatives in the Masterplan were the Nunawading Basketball Stadium redevelopment, the athletics track upgrade, and the accessible and multi-age play and community space. About 10 per cent of respondents were ‘unhappy’, and 5 per cent were ‘neutral’. Residents expressed concerns with the proposed dog park and raised a petition to Council, which will be considered.

Council Officers are working to compile an engagement report including feedback from the recent consultation period which will inform a further review of the Draft Masterplan. The updated East Burwood Reserve Masterplan is scheduled to be presented to Council for consideration and endorsement in August and September.

Tree protection controls extended

The Minister for Planning, Sonya Kilkenny, has extended the expiry date of interim tree protection controls in Whitehorse through Amendment C247 to the Whitehorse Planning Scheme.

The interim controls have been in place since 2018 and were due to expire in late June 2023. However, this has now been extended to 23 June 2024 to allow the State Government to complete work to establish a consistent, state-wide approach to planning tools for tree protection.

More cars being added to GoGet Car Share in Box Hill

Following a fantastic response in its first nine months, Council is delighted to announce two more cars will be added to the GoGet Car Share service in Box Hill.

What is Car Share?

Car Share is a service where members can hire a car for as little as one hour. It’s ideal for people who only need occasional access to a car.

Box Hill Car Share Trial

The Box Hill Car Share trial began in September 2022, to run for 18 months. Council appointed GoGet Car Share as the operator and allocated three on-street parking spaces in Box Hill for its use. When the trial began, there were 135 businesses and 396 personal members in Whitehorse registered with GoGet Car Share.

As of May 2023, membership has grown by 65 per cent with 208 business and 669 personal members.

Three cars were provided for the trial named Tino, Rudd and Mohammed, and their usage ramped up very quickly.

In the first month, the cars were booked for an average of four hours per day, and there were 13 bookings. The cars are now booked for an average of 6.7 hours per day and each car has an average of 21 bookings per month.

The trial is already exceeding its usage target of four hours per day. Based on these figures, Council and GoGet have agreed to add another two cars to the fleet, making five cars available for members from this month.

Scott Grove Reserve in Burwood is now open

Last month the community came together to celebrate the opening of a brand-new park.

Scott Grove Reserve features a play space, fitness equipment, places to sit and relax, plus new trees and garden beds. This new park delivers much-needed public open space in the neighbourhood and provides a new outdoor area for local residents to enjoy.

Whitehorse Mayor Councillor Mark Lane was joined by fellow Councillors Tina Liu and Amanda McNeil, Chief Executive Officer Simon McMillian and Ashwood MP, Matt Fregon for the event. Council purchased the land for Scott Grove Reserve in 2019 in line with Council’s 2007 Open Space Strategy. The Strategy exists to develop local open spaces to benefit the community and the environment. The new park is now open to the community.

L Find out more at www.yoursay.whitehorse.vic.gov.au/ scottgrove

What are the benefits of Car Share?

Car Share has several advantages for the community, such as:

▪ Reducing cost of living pressures. Instead of owning a car (which includes the purchase price, registration, insurance, petrol etc), Car Share allows you to only pay for what you use.

▪ A Car Share vehicle has been shown to remove about nine privately owned vehicles from our roads. This frees up parking for others to use.

▪ Car Share members drive about 50 per cent less, reducing their carbon emissions and congestion. They also increase their amounts of walking, cycling and using public transport.

L Find out more about the trial at: www.whitehorse.vic.gov.au/car-share

FOOTPATHS

Council maintains 1175 kilometres of footpaths, and $5.0m was spent renewing them across Whitehorse in 2022/23. The $8.6m redevelopment of the Sportlink multipurpose facility in Vermont South was completed in March. This was partially funded by a $1.5m contribution from the Federal Government.

The redevelopment has converted the outdoor courts into a multi-use facility, with a new roof installed over them allowing play in all weather conditions. The upgrades allow for netball on all four courts and basketball on two of the courts, and other uses such as roller sports.

The Round

Expected completion: September 2023

Council’s $78m redevelopment of the former Whitehorse Centre is on track for project completion soon, with a grand opening of the new performing arts facility planned for mid-October. The Round will feature a 600+ seat auditorium, 200 seat studio theatre, creative rehearsal studios and an improved soundshell for outdoor events.

Morack Public Golf redevelopment

Expected completion: Late 2023/early 2024

The $12.1m Morack Public Golf redevelopment will soon boast new and rebuilt facilities to complement the existing 18-hole golf course. These will include a 28-bay driving range with cutting-edge Toptracer ball tracking technology, a rebuilt multipurpose pavilion and a brand new 18-hole mini golf course.

Council secures Vermont Recreation Reserve upgrade

Vermont Recreation Reserve will be revitalised after Council secured $750,000 from the State Government to progress a planned redevelopment.

Minister for Community Sport, Ros Spence MP and Glen Waverley MP, John Mullahy visited the reserve on 4 July to announce the funding to the delight of Council and tenants, Vermont Eagles Football Club and the Vermont Cricket Club.

The key features of the redevelopment include a lighting upgrade and a redevelopment of the reserve’s pavilion to allow for more female-friendly facilities. The reserve’s ground surface and surrounding infrastructure will also be upgraded.

In addition to the State Government funding, Council has committed $131,000 to design the upgraded pavilion and $1.38 million for ground surface renewal works in our 2023/24 Budget.

Nunawading Scouts

In June I attended the opening of the refurbished 1st Nunawading Scout Hall.

Building works included a new kitchen, building improvements and most importantly for neighbours they had acoustic panelling installed. The 1st Nunawading Scouts is growing quickly and the new facilities will enable the scouts to include cooking activities. They also have installed an impressive system for drying tents.

In response to active advocacy by both residents and Council, Telstra decided to not install a 5G small cell tower at a sensitive location in Blackburn. This is a great outcome for the residents. The power of the people should never be underestimated when they are organised and have credible arguments to put forward.

As part of NAIDOC week I attended the Mullum Mullum Indigenous Gathering Place (MMIGP) Family Day. There were activities for children and adults plus Indigenous dancers and a choir. Separately, Whitehorse Theatre presented “The Sunshine Club” with a cast including emerging and established First Nations artists which challenged the audience with thought provoking theatre and vibrant music.

Happy 60th anniversary to Whitehorse Arts Association. What a tremendous achievement and what a fabulous exhibition to mark the occasion.

Congratulations to Nunawading Swimming Club on another fantastic season in the water and what an afternoon in celebration at the Box Hill Town Hall.

As the winter sport season approaches its end, I hope all participants have enjoyed their competition and the friendships made. The new surface and drainage at Morton Park upper oval has certainly provided a great facility and stood up to the challenges of winter sport.

I recently was honoured to support the Nunawading Toy Library and help count in returned toys and to chat about the success of the library. It brought back some fond memories of when my kids where little and when we were involved in the Toy Library. Thank you Helen and the team.

About a month ago I caught up with Fire Rescue Victoria to discuss Whitehorse and the future relationship between us. We talked about the future developments around Box Hill and the importance of having the right appliances and the recent upgrade of the Box Hill Fire Station. The Round is looking great and will undoubtedly be one of the best performing arts centres in Melbourne. It is an exciting time for council to complete such a large project on time and on budget.

Consultation on the East Burwood Reserve Masterplan resulted in over 600 responses in the first round and 706 in the second round.

At a recent Council meeting, I tabled a petition signed by 136 residents objecting to the proposed fenced dog park in the SW corner of the site. Some of their perceived concerns being the park was located too close to their boundary fences resulting in an intrusion of privacy, especially for those working from home, noise and smell attracting an increase of flies during summer and the park posed a risk to the elderly and small children living in the area. They supported this section of the reserve to remain as passive open space.

I thanked the residents for their efforts in gathering the signatures as it is only through actions such as this that we are aware of their concerns and able to reflect the community voice. I also stressed that this is a draft plan, subject to change and that Council has not reached any decisions. The rezoning of the ARRB site from Transport Zone 4 to Residential Growth Zone 3 has been adopted by Council. This is a huge site in an ideal location close to transport and shops however, is currently a vacant eyesore due to vandalism which needs to be addressed. My concerns remain with the northern exit onto the busy Burwood Highway. Rather than spend millions upgrading the intersection, perhaps a courtesy ‘keep clear’ block at this location would help.

Until next time.

What are your hopes for your children?

Security? Happiness? A satisfying career? A sustainable and healthy future?

What if we told you this was all within reach simply through shopping locally?

By making a commitment to support local, we stimulate local economies, which cycle money back into the community. This ensures profits remain close to home.

Supporting local, independent traders makes it easier for those with young families to support them, and to raise children with a sense of belonging and purpose.

Through a broader lens, it is strong communities that support the happiness and health of our children.

Let’s keep backing our local businesses, because supporting local is everybody’s business.

Nominate your favourite local businesses now!

Have you discovered a fantastic new local business? Or do you know a business that has continued to provide excellent service?

Give them the recognition they deserve and nominate them for the 2023 Whitehorse Excellence in Business Awards through a simple online application form. Nominations close 23 August 2023.

These awards celebrate local businesses in our municipality and recognise the courage, commitment, dedication and drive it takes to run a business. Green Living Champion –James, Blackburn

Meet our latest Green Living Champion, James, who is doing his part to slash energy costs and his environmental impact after he created an all-electric home and switched to an electric vehicle.

James works as an energy economist by day, so he is naturally concerned about how much energy his family is using. He wanted to go all-electric when they began renovating their three-bedroom house, which was built in 1972.

“Every appliance you replace is at least 300 per cent more efficient than gas, so you use less than a third of the energy for the same task, and most likely you pay less for that energy,” he said. “You win and so does the environment.”

James says his family’s annual energy bill is only about a third of what it was, and it costs him only about $5-$6 to charge his electric car. Here are some of the energy-efficient devices and systems he uses.

Heating

Heat pump hydronic heating.

Hot water

Heat pump hot water.

Cooking

Induction cooktop. “As fast and flexible as gas, but my kids can cook with a tea towel next to their cooking pot without causing a fire.”

Rooftop solar

“6.6kW system, no battery, but monitoring means we can see production and house consumption. Currently, solar-battery systems make most sense when installed together.”

Energy efficiency

“Underfloor, ceiling, wall insulation in brick veneer building, double glazed windows, door and window gap seals. Our Nationwide House Energy Rating Scheme rating has increased from 1.5 to at least 7. The lights are all LEDs.”

▪ Research and plan for home electrification - reverse cycle airconditioning, hot water heat pump, induction stove top, and solar panels

▪ Buy GreenPower

▪ Take public transport

▪ Dust off your bike, find your helmet and try riding again

▪ Think twice before buying.

Firefighters recommend smoke alarms in bedrooms

Victoria's fire authorities are reminding Whitehorse residents of the importance of having working smoke alarms installed at their homes and businesses.

More than 70 per cent of deadly fires start in bedrooms and living areas, and only 17 per cent of Victorians have a smoke alarm in any bedroom.

Research shows a fire risk is greatest when people are sleeping due to the sense of smell being diminished.

“Smoke alarms are cheap and essential in the context of setting up a bedroom and are an inexpensive bedroom essential,” Eastern District Chief Fire Officer Mark Swiney said. “FRV firefighters attend too many preventable house fires that involve serious injury and fatalities. Having working smoke alarms is the best way to keep your family safe."

Have you got a home evacuation plan?

Wild weather events can strike when you least expect them.

You don’t have to live in country areas to be at risk of fire, storms or floods. In an emergency, you, your family, neighbours, friends and your business may not get immediate help from emergency services. And during an emergency, not everyone thinks clearly.

Preparing an emergency plan will help you know what to do if a fire, storm or flood happens at your home, or in your area.

How you can benefit from the Tree Assistance Fund

Residents can apply for grants of up to $1000 to help maintain significant trees on their properties through Council’s Tree Assistance Fund.

We have many beautiful trees in Whitehorse that have been recognised for their significance by Vegetation Protection Overlays.

They provide a habitat for birds and insects, shade for cooling and make our neighbourhoods great places to live. But as these trees get older, they can benefit from a little TLC.

As part of this emergency plan, you also should have a plan in place for times when you must evacuate.

Things to consider include:

▪ When you will leave, what to take including any medications, who you will tell and where you will go

▪ An emergency kit including first aid equipment, water and supplies

▪ Your pets and other animals on your property.

Agencies including the Country Fire Authority (CFA), Fire Rescue Victoria (FRV), the Victorian

This is why Council created the Tree Assistance Fund, to support owners caring for these trees and ensure they can be retained for the benefit of the whole community.

The resident group at 12 John Street, Blackburn South, successfully applied to the fund last year and received a grant to prune and maintain a Yellow Box tree at the front of their communal park.

“It’s a beautiful tree and to know it is one of significance is really nice,” resident Belinda Treseder said. “Tree works can be expensive so it was a real bonus (getting the grant).”

L Find out more about the fund and if you are eligible to apply by searching ‘ Tree Assistance Fund’ at Council’s website.

State Emergency Service (VICSES) and Australian Red Cross have put together guides to help you prepare your plan.
