One constant in our municipality is change. What are now bustling roads and transport networks were once orchards and farms, where artists would come in the late 1800s for an idyllic weekend of camping and painting. While we still enjoy beautiful green spaces, creeks and parks in our municipality, it’s clear Whitehorse is getting busier.

I’d like to acknowledge that a number of our residents and businesses have been and are continuing to live with disruption. The Victorian Government’s Level Crossing Removal Project at Mont Albert and Surrey Hills

Level Crossing Removal Project –Disruption Update

On Friday 17 February, the Level Crossing Removal Project (LXRP) began their threemonth ‘Big Dig’, which is the final stage of works to remove the level crossings at Union Road, Surrey Hills and Mont Albert Road, Mont Albert.

Union Road and Mont Albert Road will be closed at the level crossing until early May as crews work to remove the crossings and build the new Union Station.

During this period, a local shuttle bus service will connect locals on both sides of the rail corridor and to the shopping precincts. It will also connect to rail replacement bus services.

has seen the closure of the Belgrave and Lilydale train lines until late May. Removing level crossings has many benefits, from safety of road and train users, train frequency, to traffic flow impacts for everyone including emergency services vehicles. Thank you for your patience as the state government undertakes these works. Within Whitehorse, we will see other Big Build projects in our patch in coming years, including the Suburban Rail Loop in Box Hill and Burwood and the North East Link. We continue to advocate for as many improvements as possible, and for the impacts to be mitigated wherever possible.

There will be many disruptions to public transport during this time. Visit www.ptv.vic.gov.au to plan your trip around these disruptions:

▪ Trains travelling towards Lilydale and Belgrave will not stop at Surrey Hills Station

▪ Buses will replace trains on sections of the Belgrave and Lilydale line

▪ Mont Albert station and Surrey Hills station will permanently close

Visit the link below for further information on disruptions, or text UMA to 0459 067 028 to receive disruption information via SMS.

Play all year round at the new and improved Sportlink!

The Sportlink redevelopment project is complete! Construction wrapped up in late February, and the revamped site will be ready for use this month.

The $8.6 million redevelopment was jointly funded by Whitehorse City Council and the Commonwealth Government’s Community Development Grants program, from which Council received $1.5 million.

One of the highlights of this project is the new roof that has been constructed over the outdoor courts and spectator seating, transforming the space into an all-weather venue (see image). The outdoor courts have also been upgraded with an acrylic surface, providing better traction, as well as new and improved lighting.

“Sportlink is used and loved by the community and many sporting groups. These upgrades will allow for extended hours of play and will enhance the experience for both players and spectators,” said Terrara Ward Councillor Raylene Carr.

“The renewed courts can accommodate a wide range of sports and activities from basketball, netball, skating and even roller sports.”

Smarter Living

Join Whitehorse and Manningham City Councils in the Smarter Living events between now and November.

Other key elements of the redevelopment include:

▪ Landscaping works

▪ Improved drainage

▪ Environmentally sustainable design elements, including 300 solar panels on the stadium roof and rainwater harvesting

▪ Upgraded emergency management infrastructure inside the facility

▪ Sealing of the gravel car park next to Livingstone Primary School

The redevelopment of Sportlink supports Council’s Recreation Strategy 2015-2024 and Whitehorse Health and Wellbeing Plan 2021-2025.

Try out the new outdoor courts with some friends or your sporting group by making a booking on the Sportlink website, or by calling (03) 9847 7111. You can also book out the indoor courts and multi-purpose rooms.

Construction of the new pavilion at Heatherdale Reserve is complete!

This project involved demolishing the previous pavilion, which had reached the end of its useful life and no longer met the needs of tenant clubs, Heatherdale Cricket Club and Heathmont Jets Junior Football Club.

The renewed pavilion has the following features:

▪ A multi-purpose room

▪ A kitchen

▪ Multiple change rooms

▪ More amenities

The new space has a number of Environmentally Sustainable Design features, such as double glazed external windows, a rainwater harvesting tank for toilet flushing and recycled bricks.

“This highly anticipated pavilion will be a huge benefit to tenant clubs but the wider community. We hope that the clubrooms will be used by community groups, who can utilise the expandable multi-purpose social area week days during school times,” said Deputy Mayor Prue Cutts, who represents Simpson Ward.

“We’re also excited that the new amenities will cater for greater female participation in sport, and are a significant improvement on what was there previously.” This approximately $5.1 million project was jointly funded by Council ($2.9 million), the Commonwealth Government ($2 million) and Sport and Recreation Victoria ($200,000).

Council is seeking feedback on the name of the new pavilion. Have your say at the link below. Feedback closes on 12 March.

Working for Whitehorse

Wednesday 8 March is International Women’s Day (IWD). At Whitehorse, we’re passionate about gender equity and fortunate to have women represented across all levels of our organisation.

Jackie Perkins is a Gym Instructor turned Infrastructure Cleansing Officer.

Jackie has been employed at Whitehorse for more than 15 years. A keen athlete who competed in the Olympics as a long-distance runner, she fit in easily among the fitness junkies at Aqualink, making a career as a Gym Instructor. That was until 2020, when COVID hit…

“During COVID, I was redeployed to infrastructure cleansing and I just loved the freedom of it, as well as being outside,” said Jackie.

“After lockdown, I went back to my job as Gym Instructor for a while, but ended up moving back to Infrastructure Cleansing and have been working there ever since.”

Celebrating women’s contributions to art and history

A typical day at work for Jackie begins at Box Hill Town Hall, where she picks up the Glutton (think a big vacuum designed for street sweeping) and traverses the streets of Box Hill, cleaning up any mess in sight. While out and about, she also gets rid of any pesky weeds and reports large amounts of dumped rubbish.

“Something residents may not realise is just how much rubbish we actually collect,” said Jackie.

“If somewhere looks particularly clean, that’s probably because one of us were there earlier that day to clean it!”

Jackie loves the autonomy her role provides, as well as the opportunity to be outside all day. While weather extremes can sometimes make the days a bit more difficult, Jackie enthusiastically takes it all in her stride.

“I love exercise, so it’s great to be on my feet all day, walking around our beautiful municipality.”

In honour of IWD, Council is excited to be hosting two incredible, female-centred exhibitions at Strathdon House and Box Hill Community Arts Centre.

Elizabeth and Mary: Orchard Wives. Extraordinary Women.

Elizabeth Fankhauser and Mary Matheson were born over a decade apart and never met. Yet they share a historic bond as wives, mothers, teachers and, between the 1890s and 1960s, as successive owners of the property now known as Strathdon House and Orchard in Forest Hill. This property has been newly restored and now operates workshops, classes, festivals and exhibitions.

To celebrate International Women’s Day and Women’s History Month, we’re holding a new exhibition of photographs, records and stories, curated by our heritage volunteers. These incredible historical documents highlight the lives and work of these two extraordinary women. Step inside the original cottage that Elizabeth established, and Mary later expanded, to see how their separate contributions helped shape what is the last surviving orchard property in the City of Whitehorse.

Launch event: Wednesday 8 March, 5pm to 7pm; exhibition openThursday & Friday 10.00am-4.00pm, Saturday & Sunday 10.00am-3.00pm

Location: Strathdon House & Orchard Precinct, 449-465 Springvale Road, Forest Hill

Mish Graham: In Any Still Moment

Join us to celebrate this joyful exhibition on the evening of International Women’s Day, where you can meet the artist and learn about her process as she introduces this collection. Mish’s work is heavily intuitive, denoting themes of nature with authentic expression, vibrant colours and unapologetic mark-making. She aims to offer an invitation of consistent hope and an expansive space for you to experience authenticity and joy.

“Everything I love comes down to communication and creativity. Every piece is personal; the greatest gift is when it speaks to others.”

Launch event: Wednesday 8 March 7pm-9pm; Auslan interpreted; exhibition open Monday 27 February – Sunday 12 March

Location: Box Hill Community Arts Centre, 470 Station St, Box Hill

Council partnership supporting affordable home ownership in Whitehorse

As rental and mortgage costs continue to rise, Council recognises the importance of affordable housing and supporting our community of diverse backgrounds and incomes.

One way Council can assist in increasing the supply of affordable housing is by facilitating contributions from private sector developers through planning negotiations. In 2021, Council received a $1.5 million affordable housing contribution from a local developer. As a result of receiving the funds, Council entered into an agreement with National Affordable Housing Victoria to implement ‘BuyAssist’ in Whitehorse, which is the organisation’s innovative affordable home ownership program.

BuyAssist applies these funds as a shared equity contribution, supporting ten households in buying their own home in the municipality without requiring a deposit. The equity contribution comprises up to 30 per cent of the cost of the home, meaning households only need to borrow up to 70 per cent from a BuyAssist bank lender. There is no interest charged on the equity contribution and the household is solely named on the title, meaning they can enjoy all the benefits of homeownership. If the household eventually decides to sell their home or refinance their mortgage, they are required to repay the equity contribution, meaning that BuyAssist can repurpose those funds to help another Whitehorse household achieve homeownership.

Through this Council-facilitated program, BuyAssist has already supported one new homeowner in securing their first home in Box Hill late last year. Your household could be next; visit buyassistaustralia.com.au or call 1300 652 177 to find out if your household is eligible. BuyAssist currently has access to apartments in four new developments in Whitehorse.

Council undertakes several roles to help increase the supply of affordable housing and we are currently working through community feedback on our Draft Affordable Housing Policy. We will continue to facilitate contributions from developers, as well as advocate to the state government to increase the number of social housing opportunities across Whitehorse and work with community housing organisations to facilitate quality new supply.

Join a playgroup today

National Playgroup Week is from 23 March to 30 March. This is great time to learn more about playgroup by engaging with the fun and interactive activities these spaces offer.

Playgroups give families and children the opportunity to meet other people going through similar experiences, which can ease the isolation that comes from caring for young children. It’s also a great way to connect with your local community and find valuable health and support services near you.

Play provides children with opportunities to learn, experience, investigate and interact while creating meaning from the world around them. There’s a playgroup for everyone, and everyone is welcome! In Whitehorse, we have playgroups specifically for grandparents, LGBTQIA+ families and a variety of cultural playgrounds.

Our Councillors have been elected to serve until October 2024.

Cootamundra Ward

Andrew Munroe 0429 138 140 andrew.munroe@whitehorse.vic.gov.au

Late last month at Box Hill Town Hall, I was pleased to attend the Asian Business Association of Whitehorse (ABAW) annual Lunar New Year Fundraising Gala, which raised thousands of dollars for Eastern Health.

The ABAW earlier in the month also hosted a very successful Lunar New Year festival in Box Hill, with estimates of over 100,000 people attending. Prime Minister Anthony Albanese spoke at the festival and State Opposition Leader John Pesutto spoke at both the gala and the Festival. Mr Pesutto congratulated the ABAW on their success and acknowledged the significant positive contribution people of Chinese descent have made to our community.

In the February edition of this publication a snapshot of each Ward was presented. While it was not intended to be an exhaustive list, as each Ward has many attributes, I do acknowledge the concern raised with me by people connected to Wandinong Sanctuary in that it was not mentioned under open spaces. The Sanctuary and Cootamundra Walk are both parklands with community-based advisory committees.

Wandinong Sanctuary is two hectares of remnant bushland fronting both Canterbury Road and Ronley Street, Blackburn. It is a truly special place in our city. Purchased by the Hooke family more than 100 years ago, it was donated by Albert Arthur and Janet Emily Hooke in 1973 to what is now Whitehorse Council to be preserved “for all time as a sanctuary for native birds, wild-flowers, native vegetation and as a place of public resort and passive recreation”.

The trends that will matter most

In the midst of everyone feeling more uncertain about the future of the planet, of people and of prospects of profit ($$$ and non-financial gains), McCrindle Research has released their expected top trends for 2023. For a snapshot, visit https://mccrindle.com.au/resource/ infographic/trends-of-2023-infographic/. One trend is about the consequences of the continuing decline in trust - trust in each other/media/governments/institutions. Distrust means that our news, our ‘truth’ if you like, comes from an ever-greater variety of sources. We then find more divergent views abounding, and it’s very hard for a singular message, even a message that’s very important for a community to hear, to cut through the increasing ‘noise’. Democracy is built for a diverse community, thankfully, but our communication tools are not. I’m committed to trying to find better and simpler ways to both listen and to communicate what most needs to be said and heard as Council seeks to serve the Whitehorse community in 2023’s picture and beyond.

A positive future, that I believe in, rests in being relevant to what people are actually experiencing, carried with the kind of integrity that re-forms trust. It also rests in being innovative. This means opening up our minds to different possibilities than we have leaned into in the past.

Welcome additional funding from the state government to support hands-on digital training programs for seniors was announced late February. Your Whitehorse Manningham Libraries are a recipient! This is part of the needed communications transformation in which we are all participants. Watch for what’s on at your local branch across 2023.

When reflecting on the progress our Council has made, it is easy to consider the visible and new; sporting pavilions, water fountains, solar and on demand park lights, trees or better recycling services and the near absence of dumped shopping trolleys on our streets.

However, I consider Council’s significant cultural shift to greater engagement with and listening to the community as our most important progress. I am proud of it because listening has always been a core promise of mine. Thank you to the thousands of residents who have engaged in Council’s (and my own) consultations, covering a range of topics from off lead dog areas, rubbish or carpark safety.

Listening has also been central to a team of residents, senior management and front line staff who I’ve gathered to resolve the enduring issue of dumped rubbish and hard rubbish. We are making progress, sourcing ideas and supporting, empowering and listening to people to help resolve challenging issues. I’ll report more results in my next column.

Congratulations to all that have engaged with the SnapSendSolve app! Our significant achievement as the best ‘solving’ organisation is a testament to everyone who has taken the time to help, and further proof that Council listens, cares and acts.

As always, a massive thanks to the volunteers of our area that enable others to enjoy sport, faith, environment and other groups. A massive congratulations to Emi Luppino, our Citizen of the Year, an Elgar Ward local that many will know from her selfless volunteering in our area and beyond. As part of the Level Crossing Removal Project (LXRP), the 132-year-old Mont Albert Station closed on Friday 17 February, with the community gathering to say goodbye.

John Lang, the last Officer in Charge, was there sharing his fond memories of the Station. Toot toot!

I can assure all the Mont Albert Station building is being carefully protected and will be re-erected on the plaza on Beresford Street facing Hamilton Street, opening it to the community. Council is working through the form of community use, planning and other details.

Getting to, and parking in the Mont Albert Village is a nightmare. To address this, car parks on the East Side of Hamilton Street (Bread Street side) will be converted from 1P to 2P. Works will be completed shortly.

If you encounter any issues with the LXRP contactors, contact the LXRP on 1800 105 105 or write to Paul Hamer MP.

At its meeting on 30 January, Council approved the preparation and exhibition of a local Planning Scheme Amendment to place a local Heritage Overlay on the remaining ANZAC Honour Trees in Churchill Street Mont Albert. The Box Hill RSL and the community gathered with John Trevorrow, descendant of the Head brothers for photos and celebration. The goal is to protect the trees and support the community desire for a permanent ANZAC memorial in Mont Albert. If you have any information to support the Amendment, please contact Council Officers.

Applications for Community Grants are open from now until 6 April. Visit www.whitehorse.vic.gov.au/grantscommunity

Progress on our new performing arts centre

It’s hard to miss — construction on ‘The Round’ is well underway and on track to finish by the end of this year. A variety of plants, including indigenous, native, and exotic species at an offsite nursery, are waiting to be transplanted to their new home at The Round. The latest news is that new trees will be planted in a state-ofthe-art Strata Vault system made from 100 per cent recycled plastic, to ensure roots have space to grow without damaging nearby footpaths and roads. Plants have been carefully chosen to complement the architecture of the new building and provide seasonal benefits for visitors.

Prepare for Melbourne Water pipe upgrades requiring roadworks along Mitcham Road from Simpson to Lucknow Streets over the next seven weeks.

Mitcham Road will be closed to traffic from 1-8 March and again 17-23 April, with a partial road closure in the intervening period. If possible, please avoid travelling between Canterbury Road and Whitehorse Road during this time.

Former RSL site in Mitcham

Many people have noticed there was an advertising sign outside the former Mitcham RSL site. This was to advertise a permit application for construction of a four-storey building with basement, comprising 62 dwellings and 37 car spaces, as part of the Victorian Government “Big Build” and construction of social housing. Council will not be the responsible planning authority for determining this application. Thank you to those that were able to attend the online forum in late February. If you want to make a written submission, you can do so by emailing BHBsubmissions@urbis.com.au or by Australia Post to Big Housing Build, Att. T Sobel Beeri, Urbis, Level 10, 477 Collins Street, Melbourne, 3000. Submissions close on Tuesday 14 March.

There is new parking signage at Vermont Village shops, replacing 1 hour parking zones with providing 16 2 hour and three 3 hour parking spaces. This is a great example of all stakeholders working together to get a more equitable outcome. It was great to work with Michelle of Shelly’s Hairworks (pictured on the left with Jasmine of Superior Nails and myself), who led a petition to Council officers signed by all traders on the Boronia Road shopping strip. My listening post at the shopping strip held late October was a good starting point to hear local concerns.

The Moonlight Movie held recently at Simpson Park was a great success. Screened on our hottest day in three years, followed by rain in the late afternoon, miraculously ended in a pleasant night’s viewing under the stars. Sharing the Moonlight Movie sessions around the municipality has been something I have pushed for since we moved to single Councillor Wards in 2020.

It’s been great to work with our Mayor, Cr Mark Lane, over recent months. We have a weekly catch-up and have attended Alkira, Burke and Beyond, healthAbility, Mitcham Community Meal and an event at Whitehorse Churches Care together.

If you’d like to raise any issue, please contact me using the above channels or via Facebook, @councillorpruecutts.

What’s on Sparks Ward with Cr Tina Liu

What I love about the Sparks Ward is the diversity of activities and offerings in our area.

Box Hill is a foodie oasis, with a myriad of notable cafes, restaurants, dessert and bubble tea outlets. The growth in Box Hill has also seen the expansion of mixed-use developments, and often you will find unique and delectable eateries in these buildings – somewhat off the beaten path and not found anywhere else in Melbourne. Look and you shall find – but Google is also a tap away.

The newly refurbished and expanded Box Hill Central South Precinct has also been a welcomed upgrade – with new food and retail offerings and further activation of Carrington Rd, particularly at night time. While Box Hill is often renowned for food, it is also arguably the creative arts and cultural hub in Whitehorse. The Box Hill Town Hall Artspace and Box Hill Community Art Centre host a number of exhibitions, programs and art classes throughout the year. The current exhibition at the Artspace ‘On the Street’ (pictured) features local photographers and their pieces reflecting life in multicultural Whitehorse.

Later in March an exhibition celebrating the first 25 years of Artspace will kick off.

Safely managing stormwater –what you can do to help

With the wild weather we’ve had lately, managing flash flood and stormwater is more important than ever.

Our stormwater drainage system is designed to manage frequent, moderate rain events. When rain is heavier and more intense than usual, we rely on permeable overland flow paths to slow down the flow of water. Permeability here refers to the ability of a material to allow liquids (such as water) to move quickly through it. Permeable flow paths in Whitehorse include our gardens, nature strips, parks, natural open spaces and rain gardens.

When overland flow paths are not permeable enough, water cannot flow freely through them, meaning they are unable to soak up and slow down the flow of rainwater. This means that when there is intense rain and rapid rises in water levels, flash flooding is more likely to occur.

Like many other parts of metropolitan Melbourne that continue to undergo urbanisation, we are losing permeability in overland flow paths in Whitehorse. Luckily, there are steps that you can taketo help our stormwater systems:

▪ Increase and maintain the permeable surfaces you have at home. For example, if you have a muddy or boggy section in your garden, don’t pave over it – instead, you could embrace it by turning it into a frog bog or rain garden. Visit www.whitehorse.vic.gov.au/ gardens-for-wildlife to enlist the help of one of our garden guides!

Sparks Ward lives up to its name in more ways than one – it’s energetic, vibrant and at times, eclectic – there is something for everyone. So why not stop by one of our reserves for a local sporting match, follow the arts trail and drop-in for some steamed soup dumplings (xiao long bao), hotpot and bubble milk teaperfect for the warm weather!

▪ Collect and compost leaf litter, as leaving it be can result in blocked street gutters after heavy rain.

▪ Next time you’re mowing the lawn, mow over fallen leaves –this improves permeability and lawn health by increasing the organic matter in your lawn.

▪ If you’re building or renovating, make sure to ask your builder to manage silt so that it doesn’t clog drains or waterways.

▪ If you see any stormwater blockages in the municipality, report it on Snap Send Solve.

For more tips and information, read our Environmentally Sustainable Design (ESD) fact sheet on Stormwater Management at www.whitehorse.vic.gov.au/environmental-sustainabledevelopment-fact-sheets

You’ll soon see extra street sweeping for those streets with heavy leaf falls in autumn. It’s important that our community does everything we can to keep our stormwater drainage system ready for the next big downpour.

The time to start recycling your food waste is now

Thanks to everyone who is using Council’s food and garden organics service to keep food waste out of landfill. If you have a bin, but haven’t started, visit our website for information and support.

For households without home composting or a food and garden organics bin, almost 50 per cent of their garbage is food waste. When food waste is sent to landfill it rots and produces a potent greenhouse gas called methane. Using Council’s food and garden organics service means your waste is taken to a composting facility where it is recycled into quality mulch and compost for gardens and farms.

Order your food and garden organics bin today and receive a free starter kit which includes a kitchen caddy, roll of compostable liners and information pack.

First time lime green-lid bin users can now enjoy a discounted purchase fee until 30 June 2023.

Caring for the Community

Harmony Week (Monday 20 March –Sunday 26 March) is an opportunity to celebrate the diversity and multiculturalism that makes Whitehorse such a great place to live and work.

Back in January, we held our annual Citizenship Ceremony at Box Hill Town Hall. Dina Elsayed and her family were among the 130+ people from countries far and wide who became Australian Citizens.

accepted and welcomed for our heritage and our faith.”

Of course, moving to a completely new country without knowing anyone was challenging.

“I had to take a few steps back in my medical career. It was also challenging to start over in terms of getting a new house, finding a new school for the kids, and getting acquainted with the overall customs and traditions here,” Dina said.

But Dina and her family soon found their feet, embarking on the journey to become citizens – a process which Dina described as laborious, but well worth it in the end.

Making It Home; Uncovering Housing Solutions for Older Women

More than 5000 women over 55 in Melbourne’s East are at risk of housing insecurity. Join advocates and leading researchers to explore why and what can be done to create better housing outcomes for women.

Dina was born and raised in Alexandria, Egypt. She moved to Australia in 2016 with her two children, Ali and Sohalia, and was soon joined by her husband, Mohamed Elnahrawy. Dina and Mohamed are both ophthalmologists, and their family settled in Whitehorse in mid-2022.

Dina’s motivation to immigrate to another country was to give her children a better future, with regards to education, opportunities and quality of life.

“I thought Australia, with its well-known and widely respected universities and its diverse populace, would be the perfect place. My son also loves wildlife, for which Australia is known!”

“I think what I love the most about Australia, and Whitehorse specifically, is its diversity,” Dina said.

“That multiculturalism can be felt in a lot of meaningful ways, from being able to try cuisines from all around the world to feeling

“The Citizenship Ceremony was quite emotional for me. It was simple and beautiful, the perfect way to commemorate all that my family and I have worked so very hard towards.”

Reflecting on this year’s Harmony Week theme ‘Everyone Belongs’, Dina notes the importance of living in a community such as Whitehorse, where everyone feels supported and like they can contribute.

“I feel very thankful to have an opportunity to give back to this community that has been so welcoming to us, through my work as a medical practitioner and a mentor for students and junior doctors.”

Dina also noted that belonging should not come at the cost of giving up one’s cultural identity and heritage.

“Belonging means accepting and celebrating the differences we may have as well as the commonalities we share.”

Council offers free first-time registration to microchipped and desexed puppies and kittens under three months of age.  Once registered, you will be issued with a lifetime tag to place on your pet’s collar, which helps us to reunite you in case your pet goes missing. Make sure this tag is always worn by your pet.

By mid-March, all dog and cat owners should have received notices for their pets’ registration renewal. If you have not received yours, please contact Council.

Eastern Affordable Housing Alliance and Monash University XYX Lab - Gender + Place invite you to watch the captivating documentary UNDER COVER, which shines a light on the devastating reality that women over 50 are the fastest growing cohort experiencing homelessness in the country.
