Governor's Welcome Hello, everyone! I’d like to welcome you all to the 58th annual Wisconsin - Upper Michigan District Circle K Convention (and the 1st VIRTUAL WUM CKI convention at that). I’m just as sad as you are (if not more sad) that we aren’t able to join together for this convention in person this year, but I’d like you to turn that frown upside down because, WOW, do we have an incredible virtual safari ready for you! I’m not lion when I say the District Convention Committee and District Board have been working tirelessly to make this event spectacular. In order to maximize our fun this weekend, I’m asking you all to forget any negative monkey business and keep your eyes on the jungle prize (that is, the fact that we’re still able to come together and have a blast). Tou-can do it!! If we haven’t had the pleasure of meeting, my name is Katelyn Van Buren, and I am serving as the 2020-2021 District Governor for our koala-ty Wisconsin - Upper Michigan District of Circle K. I am a junior at the University of Wisconsin - Madison studying Communication Sciences & Disorders, and I’ll be applying for grad schools soon for Speech and Language Pathology. I have been a member of the Kiwanis Family for 5 years now, tracing back to my time rechartering and serving as club president for the Waupun High School Key Club; I can proudly say that I could not have had a better experience in this organization thus far. Outside of Circle K (woah, that exists??), I enjoy hiking, sunsets, chimichangas (thanks, Meagan, for that ;)), exploring Madison, and laughing at cheesy jokes. I also enjoy the occasional testing of Tik Tok life and air fryer hacks, so let me know if there’s anything I should be trying out next! If you have any good puns for me, want to ask a question, or simply would like to chat, feel free to reach out to me at any point before, during, or after the convention, and I’d be happy to talk (or laugh). FUNDRAISER FRENZY Fundraisers including registration fees, Cutest Photo contest, and Miracle Minute. Funds raised are donated to Active Minds and Feeding Haiti Through Agriculture Education.
Active Minds
Active Minds is the nation's premier nonprofit organization supporting mental health awareness and education for students. Now on more than 800 campuses, Active Minds directly reaches close to 600,000 students each year through campus awareness campaigns, events, advocacy, outreach, and more. Active Minds consistent message is: that mental health needs to be talked about as easily as physical health, only then can we bring suicide and mental health into the open so no one struggles alone.
Feeding Haiti
Feeding Haiti Through Agriculture Education is a nonprofit organization aimed at bettering the lives of Haitians by providing educational resources and monetary donations to a small community in Haiti. Katrina Pokorny, one of our own Circle K Members from Marian University, created this organization in 2017. All proceeds from the Miracle Minute wand Cutest Photo Contest will be donated to this nonprofit. DCON attendees will be able to vote for their favorite photos, $1=1 vote. International Trustee: Hannah Spargur Hello Wisconsin-Upper Michigan Circle K Members! Welcome to the 58th annual District Convention! I hope you’ve all prepared for an amazing weekend as we celebrate all that you have accomplished throughout the past CKI year. My name is Hannah Spargur, and I’m a third-year at the University of Minnesota - Twin Cities (go gophs!) studying Mechanical Engineering. Aside from CKI, I enjoy volunteering at the Earl E. Bakken Medical Devices Center, running, and traveling. I’m currently serving as your 2020-2021 International Trustee, which means I have the opportunity to support you in your endeavors and ensure your voice is heard and your accomplishments are celebrated on an international level! I’m so excited to meet you all this weekend - please don’t hesitate to reach out! Throughout this past year, I’ve had the opportunity to watch you not only reach, but surpass your goals, despite being in the middle of a pandemic! This is your time to celebrate the incredible accomplishments you’ve had! Whether this is your first DCON or your last, I hope you’re able to meet someone who shares your same passion for service and learn something new about yourself and CKI. WUM CKI DISTRICT BOARD 2020-2021 Ella Dykstra - Chippewa LTG This year has been a whirlwind of chaos and uncertainty. It was great to see everyone in the Circle K family rise above the challenges and roadblocks that were placed in their paths. Meagan Ebertz - Lakes LTG Thank you so much to everyone in WUM Circle K for making WUM an incredible district. I am truly thankful for my two years as Lakes Lieutenant Governor. I will cherish the friendships I have made and the experiences and knowledge I have learned. I thank every single club member, executive board members, district board members, faculty and Kiwanis advisors, and the district admins; without the collective teamwork we have all put in, WUM would not be as amazing and successful as it is.

Maddy Dimeo - District Convention Chair It has been a privilege putting together the District Convention event this year. Although it is not what we expected, it has given us the opportunity to grow and adapt. WUM CKI DISTRICT BOARD 2020-2021 Justin Hahn - District Administrator Greetings, WUM Circle K! The 2020-2021 Circle K year has been quite the safari. WUM is composed of so many fantastic wild animals who have accomplished so many amazing things whether it was swinging from vines, cleaning the watering holes or nurturing our youth, etc. You have all been an integral part of this District, and you accomplished so much while navigating the crazy jungles of 2020. I want to send a special shout out to Governor Katelyn Van Buren for her amazing leadership and compassion for each and every member this year while she served as tour guide. You are an incredible leader and your efforts to strengthen this District have been amazing. Also, to the 2020-21 District Board, thank you for all you have done this year. As this year's long safari comes to a close, know that you have left this District in a better place than you found it. I am constantly amazed by your passion and dedication to service. WUM CKI DISTRICT BOARD 2020-2021 Lena Scheibengraber - Assistant District Administrator Hey all you cool cats and kittens! This Circle K year has really been wild - between learning from home to socializing on Zoom, you all have shown your tenacity and grit by continuing to live and love to serve under the craziest of circumstances. Whether this is your first year in Circle K or your last, I hope you take a moment to reflect on all of the truly great things you have accomplished this year. A special thank you to the 20-21 WUM Circle K District Board - without your hours of service, creative ideas, and incredible drive to make things happen, we simply wouldn't be celebrating the same amount of success that we are able to today. A loud lion roar for Governor Kate, who was charged with leading our district throughout the year; saying "thank you" is simply not enough. Three hip-hip-hippopotamuses for a brighter tomorrow, where we may once again be together, serving alongside the goats at Camp Wawbeek.

WUM CKI DISTRICT BOARD 2020-2021 Ann Pilot - Assistant District Administrator “Not a single bird makes its first leap from a tree without faith, and not a single animal in the jungle begins its day without faith. Faith is the flame that eliminates fear, and faith is the conqueror of dreams.”― Suzy Kassem, Rise Up and Salute the Sun: The Writings of Suzy Kassem. When you think about it, this year has been all about faith. I’m talking about the faith you have placed in different institutions (like Circle K). You have each endured a number of unexpected and difficult situations this year. Thank you for continuing to serve, lead, and find ways to form and strengthen friendships with that wicked jungle rain pounding down. Thank you so much to each of you, for your willingness to fly alongside the flock of macaws' who make up your 2020-2021 WUM District Board. With that, I’d like to extend a special word of thanks to the Queen of the Jungle— Kate Van Buren, you accomplished so much in this wild and crazy year! Lastly, congrats to this year's phenomenal District Board—you certainly obtained a new set of survival skills, with which you will put to use to adapt and thrive alongside the other creatures of the jungle!

RUNNING FOR DISTRICT BOARD Nominations
Candidate Meeting Attend the Candidates Meeting from 5:30-5:50 PM CST on Friday, February 26th. In this meeting, District Administrators Justin Hahn and Lena Scheibengraber will review all of the rules and regulations for running for District Board. Prepare any questions you have for this meeting. Don’t be afraid to reach out before DCON 2021 to ask any other questions you have.
There are two opportunities for individuals to be nominated for a District Board Position. Opening Session (6-7 PM CST on Friday, February 26th) House of Delegates (3-4:30 PM CST on Saturday, February 27th) In order to be nominated, you must be a dues-paid member in good standing of your home club. You must also have one dues-paid CKI member nominate you (using a provided script) and a second dues-paid CKI member second the nomination (also using a provided script). After the nomination and second, you will be asked if you would like to accept the nomination. Say yes!

HOUSE OF DELEGATES RULES 1. Except for the Circle K International Representative, the District Administrator, the Parliamentarian, those seeking endorsement for candidacy for the international office, and candidates called upon for speeches or debate, only delegates wearing the name badge issued or marked by the Credentials Committee may be seated in the area designated for delegates. 2. Sergeant at Arms act as pages and runners to the house and may not address the house, vote in any manner, and shall conduct themselves in a manner respectful of the house. 3. No person, other than Sergeant at Arms and committee chairs called on for reports may enter the house without permission once the house is “closed” without first “opening” the house to permit such entry. 4. Only delegates may present, speak, or vote on any motions without the permission of the house. 5. All delegates are expected to behave in a respectful, nonbelligerent fashion at all times in the house. 6. The Credentials Committee Chair, directly after the opening ceremonies of the first and subsequent meetings, shall report the number of delegates, delegates-at-large registered with proper credentials and clubs represented. 7. All reports given to the house shall be written and presented to the Secretary. 8. All announcements to be presented to the house will be printed on the form provided for that purpose and given to the Secretary, shall be signed and dated by the person wanting the announcement. 9. All motions to be presented to the house shall be printed on the form provided and the maker of the motion shall sign and date the form, presenting the completed form to the presiding officer after reading it to the house. 10. All resolutions to be considered by the house must have been presented to the District Board in sufficient time to have such resolution in printed form to present to the house and been approved by the District Administrator.

11. Debate on any proposed resolution or amendment shall be limited to fifteen minutes. 12. In addressing the house, the delegate must stand (at the microphone), address the Presiding Officer, and state their name and their club before speaking to the house. 13. The maker of the motion shall be given the opportunity to speak first in support of their presented motion. 14. No delegate may speak to the house on any single motion longer than two minutes. 15. No delegate may address the house a second time or speak to the same question a second or subsequent time until all other delegates have had an opportunity to speak to the motion without permission of the majority of the house. 16. No delegate may speak for or against a motion and move to close debate on the same recognition. 17. All balloting for international candidate endorsement and for candidates for election to district offices shall be by written ballot except where a voice vote is specifically permitted by the bylaws. 18. Ballots for election must be clearly marked with the candidates names by the delegate. Any ballot left blank or inappropriately filled out will not be counted. 19. All ballots for endorsement for international candidacy and election of district officers shall be collected by the tellers of the Elections Committee for tabulation. Upon tabulation, the results shall be delivered to the Secretary, District Administrator, and the Parliamentarian (for an independent confirmation of results of the election) prior to the Governor announcing the results. 20. In addition to these standing rules, the Rules of the House will follow the: A. Currently adopted and approved bylaws of Circle K International and the Wisconsin-Upper Michigan District; B. Currently adopted and approved Policies of Circle K International and the Wisconsin-Upper Michigan District; C. Latest Edition of Robert’s Rules of Order, Newly Revised as the Parliamentary Authority for all matters of procedures not covered by the bylaws and policies listed above.

PARLIAMENTARY PROCEDURE
Putting a Motion on the Floor To make a motion or an amendment to a motion, a delegate must go to the microphone, be recognized by the presiding officer, state his/her name and club, then state the motion (or amendment to the motion). The motion (or amendment) is seconded from the floor. The presiding officer then places the motion before the house for discussion. The club delegate my speak to the motion (or amendment) first. Note: Once a motion is placed before the house by the presiding officer, it is under the control of the house and does not belong to the delegate making the motion and cannot be withdrawn later without permission of the house. Seconds to Motions It is not necessary to agree with a motion to second it. A second only implies that there is more than one person who wishes to discuss the motion. Therefore, if a motion is coming from the District Board or a committee, it does not need a second from the floor. Amendments to Motions A motion that is on the floor may have two amendments pending at one time. However; the first amendment must relate to the main motion and the second amendment must relate to the first amendment to the motion. Refer or Postpone A motion to postpone or refer to committee can be made while a motion or an amendment to a motion is pending. Close Debate or Call the Question (same motion) A delegate must go to a microphone and move to close debate or call the question. The motion needs a second, there is no discussion, and it takes a two thirds (2/3) vote of the delegates present and voting to pass. After the motion to close debate or call the question is approved, there will be an immediate vote on the pending motion. Table a Motion A motion to table (“lay on the table”) is NOT used to kill the motion on the floor and is NOT used to postpone consideration of the motion. If a delegate does not like the emotion, he/she should vote against it. A motion to table is used only in an emergency. Point of Order If a delegate believes that there was a breach of parliamentary procedure, he/she may rise to a point of order. If the point of order refers to an action made by someone other than the presiding officer, the delegate should give the presiding officer time to correct the problem before interrupting with the point of order. Questions If a delegate wishes to make a motion and is not sure how to proceed, the delegate should ask the presiding officer.

CODE OF CONDUCT The District Board of Officers hopes that every attendee fully enjoys the 58th Annual District Convention. To ensure such enjoyment, the following Code of Conduct will apply to all throughout the convention: 1. There will be zero tolerance for the use of drugs or alcohol by any attendee during all official DCON events. If any inappropriate consumption of illicit substances are seen on the video of an attendee, they are subject to removal from the event. 2. Please represent Circle K International in a positive manner and treat others with kindness and respect at all times. 3. If any offensive or destructive behavior is witnessed, please alert District Administrator, Justin Hahn, or any assistant administrator by using the private chat function over Zoom. 4. Have Fun! This is going to be a great event with lots of wonderful opportunities, please make the most of it and enjoy yourself!
