GOVERNOR'S WELCOME Greetings People of Earth! I am honored to welcome you to the 59th Annual Wisconsin-Upper Michigan CKI District Convention. I am thrilled that whether virtual or in-person, we have a District of dedicated members, alumni, and Kiwanis Family members here to celebrate service and the brilliant leaders this year. The WUM CKI District Board spent months planning an in-person convention this year. As we have seen recently, you never know what the world will have in store. We care about your health and safety. It was important to us that anyone interested in celebrating this year had the opportunity to do so without worries. The hugs, handshakes, and high fives will certainly be in our future. You will hear and see me quite enough during this convention, but for those I have not been fortunate enough to meet this year, my name is Annika Hentz and I serve as the 2021-2022 WUM CKI District Governor. Incredibly, this is my 8th year in the Kiwanis Family and 8th District Convention since freshman year of high school. I will be graduating this Spring from UW-Madison with a Bachelor of Business Administration in Finance, Investment, and Banking. I am happy to talk about life, Circle K, or anything else with you all. I want to extend a huge congratulations to all of Club Officers, District Officers, and Administrators that braved a year of continuing uncertainty. You all had to adapt, overcome, and keep the CKI spirit alive. This is your time to reflect on the work you have done and celebrate yourself! This year has been ‘Out Of This World’ and you deserve a District Convention to match. Enjoy!!

Service Supernova Are you interested in learning how to plan a stellar service project? Dive into this supernova and use your passions to develop a meaningful service project for your community. You will travel through time and space to visit the six steps of service success. Join us to infinity and beyond!

Rocketing into Recruitment and Retention Attend this workshop presented by Grace Bartow and Eliza Carman to learn more about successful ways to recruit and retain members. Grace and Eliza are club presidents who have seen significant growth in their clubs and have many passionate, dedicated members. At this workshop we will discuss tips for your student org fairs, other recruitment ideas, how to lead a successful first meeting, how to interact with members, and retaining members once they have joined your club.

Comet-ing to DE&I Join our astronaut crew and learn about Diversity, Equity, and Inclusion happening in our WUM CKI crew! Also, we will be rocketing into learning about being a good advocate which will include Can and Cannot do’s as being a part of Circle K and other non-profit organizations.

Secretary/Treasurer Training Are you a secretary or treasurer for this upcoming year? Do you want to find out more about your position? Come to this workshop to learn essential secretary and treasurer responsibilities to help run your club! You will learn about reporting service , keeping track of members, managing club finances, and more!

CKI at Lightspeed Do you want to know more about CKI? Get ready to fly a rocket ship into the universe of Circle K, with stops to the K-Family galaxies of service, leadership, and fellowship! Come learn all about the history of CKI, our fellow Kiwanis-Family members, and why our organization is such a superstar.

We will teach you how to make this the best the best launch yet with what to use, how to make it look WUMderful and tips and tricks to help you succeed. Come learn how to prepare and make this launch possible at Stellar Social Media during DCON 2022. Ground Control to K Family Calling all Kiwanis Family astronauts! Are you interested in learning how to connect with the many different and interesting Kiwanis Family Planets within our galaxy? Attend this workshop to find out more about how to connect with your Kiwanis Family through stellar service, astronomical etiquette, and out of this world opportunities.

FUNDRAISER Fundraisers include a portion of the registration fee, the Guessing Jars contest, and the Miracle Minute. Funds raised are donated to Camp Wawbeek and WASH. Camp Wawbeek Camp Wawbeek is an Easterseals camp that serves children and adults with physical disabilites, and has been doing so continuously since 1938. The camp provides campers a chance to relax, make new friends, and take part in memorable experiences they will cherish forever. WASH WASH (WAter, Sanitation, and Hygiene) is a program from UNICEF to bring clean water, hygiene, and sanitation training to Haiti. By helping to connect Haitian people with these crucial resources, WASH reduces the threat of waterborne illnesses and removes some of the biggest barriers to education for the most vulnerable.

MESSAGE FROM CKI International President: Kyle Lank Hello Wisconsin-Upper Michigan District, Greetings from the beautiful New Jersey district! My name is Kyle Lank, I’m a senior at Rutgers University majoring in Finance and Real Estate, and I’m serving as your 2021-2022 Circle K International President. This year has been an interesting one for our organization. I refer to the 2021-2022 service year as the “halfand-half” year. Half COVID and half “normal.” Clubs have had to adapt monthly to changing conditions and restrictions as we navigate (hopefully) the back half of the pandemic. Despite the adversity, it’s been a joy to follow your clubs on social media and watch them demonstrate innovation in their service leadership experience. As we move forward into the spring semester, I challenge you all to continue serving - not only your communities - but each other. CKI’s tenets are service, leadership, and fellowship. While service and leadership tend to be at the front of our minds, we can’t forget about fellowship. It’s what sets CKI apart from other service organizations. Check-in with a club member you haven’t seen in a while. Ask your club president how you can improve the club. These small actions will significantly impact your club, your members, and yourself. I wish I could join you to celebrate your service year at District Convention but know I’m cheering you all on from afar. As we head into next year, remember why you joined CKI and why you continue to serve. I’m always here to help if you ever want to talk.

WUM CKI DISTRICT BOARD 2021-2022 Annika Hentz - District Governor Thank you all for allowing me to serve as your District Governor. I have found incredible growth both personally and professionally. I would also like to thank all of our District Board and District Administrators for your uplifting attitude, support, and passion for CKI. I can’t wait to take on the next step of my life with Kiwanis by my side.

Brooke Steeno - District Secretary I am so grateful to have served WUM as the District Secretary for two terms. Like last term, this past year I had the pleasure of working with a group of dedicated CKI club secretaries, who turned in completed and detailed MRFs on time. On a personal note, CKI has shaped my career goals, introduced me to wonderfully kind people, and reminded me why I continue to donate my time to helping others. In fact, I value my time with CKI so much that I am happy to announce my continuation with the organization in graduate school–most likely in the Indiana District. Thank you all for putting the “family” in Kiwanis and making CKI the best club to join on every campus.

Hello! Thank you all for attending DCON (and reading the program!) This year has been filled with ups and downs but we made it through. WUM is as strong as ever, even with all the curveballs coming at us this year. I want to thank each and every one of our wonderful members for making my time here in Circle K special. This has been one of the best experiences of my life and it's a little sad to have it come to an end. I hope you all have a good weekend and I am very excited to see what WUM can do in the future!

Kiara Miller - District Bulletin Editor I am so grateful that I had the opportunity to serve WUM as the District Bulletin Editor for the last year and a half. This year has been a crazy one but we were still able to be successful. Reflecting back at the last year, I am so very happy that I grabbed the opportunity of being on the board when it was present. It has led to many lifetime friendships, life lessons, and many experiences that I wouldn’t of had before. CKI has helped shaped my life. My CKI chapter of life is closing so soon, that I just want to take a minute to thank everyone who has been apart of it. I can’t wait to see where the love for volunteering takes me next. So, Thank you for being apart of my experience. Now lets enjoy DCON!

I am truly grateful to have this chance to connect with you all and build strong relationships. I will forever cherish the memories, the lessons, and the friendship I’ve made in my four years in Circle K. Shannon Gegare Metro-Southeast LTG In a year full of unexpected challenges and setbacks, I want to thank everyone in WUM for making it that much brighter. In my freshman year, Circle K is where I first felt like I belonged. I owe so much to this organization and I know that it will continue to do amazing things. Thank you for all of the opportunities for growth and it has been truly wonderful getting to know all of you.

Greetings Wisconsin Upper Michigan Circle K, I come in peace! The 2021-2022 Circle K year is one that is especially bittersweet for myself. At the space station this weekend, we are celebrating an amazing year of accomplishments, but it also marks my retirement as your District Administrator. It has been an incredible 13 years in this role and as Assistant Administrator, you have changed my flight course forever. Much like we our footprints have been left on the moon ever since that first step back in 1969, you all have left footprints in my heart and I will cherish them forever. WUM is comprised of a fantastic crew who have accomplished so many amazing things this year whether it was leaping out of orbit and our comfort zones, adaptability of our virtual back and forth environments, or nurturing our younger generation of astronauts. You all have been an integral part of this District, and you accomplished so much while navigating space and beyond. I want to send a special thank you to our captain, Governor Annika Hentz , for her amazing leadership and dedication to each and every member this year throughout our mission. You are an awesome leader and your efforts to strengthen this District have been great to watch. Also, to the 2021-2022 District Board, thank you soooooo much for all you have done this year. We may have encountered meteor showers or extraterrestrial life, but know that as this mission comes to a close, you have left this District in a better place than you found it. I am inspired by your passion and your commitment to service. I also want to wish the best of luck to your new District Administrator replacing me, Lena Scheibengraber. You are going to do amazing things, and I will always just be a quick phone call or email away. I am proud to have served all of you and our former members as District Administrator over the years and I am excited to watch from the stars as you continue to progress this wonderful organization forward to bigger and better things. WUM is, and always will be, THE BEST District in all of CKI and I can’t wait to watch your future successes. I am always around if you ever need anything from letters of recommendation, to resume reviews, to mock interviews, to guest speakers….whatever you need, I am here for you always. “In this single galaxy of ours, there are eighty-seven thousand million suns.” Thank you for being one of those suns and making my life a brighter place!

Another stellar year in the books, can you believe it? As we took our spin around the sun, all of you Circle K members kept your heads up, your minds on service, and logged into Zoom probably more times than you can count! This year might not have been what we all wished upon a star for, as we hoped for in-person events, weekends at Camp Wawbeek, and adventures throughout the galaxy. What this year brought, however, was so much more than we could dream of. Hours upon hours of incredible and impactful service, thousands of dollars raised for amazing charities, and opportunities to connect with one another from across the solar system. As we blast off towards new Circle K horizons, I encourage you to reflect on this past year and take some time to congratulate yourselves for all of the work you’ve done for your campuses and your communities. In these crazy times, it may not always feel like you’re making a difference, but I assure you that you are. As the eleventh Doctor said, “the way I see it, every life is a pile of good things and bad things. The good things don’t always soften the bad things, but vice versa, the bad things don’t always spoil the good things or make them unimportant.” Try to reflect on the incredible impact you’ve all made - whether that impact is on the members of your own club or complete strangers - and don’t let those bad things make you feel otherwise. A very special thank you to our awe-inspiring 2021-2022 District Board, who worked tirelessly to insure this rocket ship kept moving, no matter the challenges faced. With Captain Annika at the ready, they were able to navigate asteroid belts with ease, avoid the harsh impacts of radiation, and find themselves in new and uncharted regions of the universe. And who could forget about their trusty counsel, Administrator Justin Hahn, who so effortlessly advised on intergalactic issues, all while being the greatest cheerleader in the universe? Needless to say, the force is strong with these ones. As Carl Sagan once said, “somewhere, something incredible is waiting to be known.” YOU are that somewhere, YOU are that something. This next year, let’s venture into the depths of space and time together, seek out new life, new civilizations, and boldly go where no Circle K district has gone before!

Space… the final frontier… these are the voyages of the Circle K’ers of WUM. Their mission: to explore new Circle K club opportunities. To seek out new volunteers and new service opportunities. To boldly go where no service club has gone before!

Soo… if you haven’t already guessed from my opening words, I love Star Trek & can absolutely equate their harrowing missions with what all of you have been through in your Circle K careers! You have demonstrated phenomenal leadership qualities like Captain Jean Luc Picard; you've tirelessly put others first, and learned to serve your community with compassion and strength like Seven of Nine; you also know when to kick back with your fellow Circle Ker’s with a bucket of popcorn and a good movie like Lieutenant Tom Paris! Thank you for being able to continue to navigate this Romulan infested part of space. You’ve kept the District from going to Red Alert & you should be so proud of everything you’ve accomplished! A special thank you to the 21-22 WUM Circle K District Board - without your hours of service, creative ideas, and incredible drive to make things happen, we simply wouldn't be clinking our coffee cups together like Captain Janeway if it wasn’t for all of you! Thank you so much to your Governor “Captain” Annika Hentz—your skills and gusto led the district to have a successful year! Thanks to the 21-22 chairs, you guys were a dream to work with and I am so grateful to be able to help you along your space mission-you all deserve acco for the amazing work you’ve accomplished in your positions! Lastly, this year we bid farewell to a fan favorite character, Justin Hahn (who has been like a Q character in Circle K)... all knowing, a little sassy, and a big personality and a lot of heart. Thanks, Justin for seeing something in me all those years ago when you were my Circle K Lieutenant Governor. You will be greatly missed, but–we all know that Q always comes back! Thank you for preparing our next amazing Administrator to take over the reins—our very own Counselor Deanna Troy is in the building–and Lena Scheibengraber, you’ll do the district proud–we’re so lucky to have you!

WUM CKI DISTRICT BOARD 2021-2022 Rachel Leader - Assistant Administrator As I said at one of our Board Meetings, “Comparison is the thief of joy,” which I’ve since found out is attributed to President Theodore Roosevelt. I hope you all have time to sit and reflect upon all of the great work you have done this year. It is no small feat to do what you’ve done, especially while navigating a global pandemic. Thank you for your dedication and commitment to Circle K and our District. I’m so grateful for the work each of you did to help us keep moving forward!

It has been an absolute pleasure to get to know so many of you and watch you grow while making this year your own. Throughout convention I hope you are able to reflect on the past year and celebrate all of your wins, big or small - because there are definitely a lot! I would like to thank Annika Hentz for leading WUM with compassion and empathy, all while striving to bring the district to new heights. To the 2021-2022 District Board, thank you for your incredible efforts this year. Your hard work and dedication have not gone unnoticed, or unappreciated. The biggest thank you to the members of WUM; without you, none of this would be possible, each of you is what makes this district unique. RUNNING FOR DISTRICT BOARD Candidate Literature

(Optional but Highly Recommended) As always, candidate literature is purely optional. If you so choose, there are two options for candidate literature this year: 1. PDF/Word Document literature-you can use whatever platform you would like to create a “typical” piece of literature that will be shared on-screen while you speak (if you so choose). RUNNING FOR DISTRICT BOARD

Candidate Meeting Attend the Candidates Meeting from 5:30-5:50 PM CST on Friday, March 11th. In this meeting, District Administrators Justin Hahn and Lena Scheibengraber will review all of the rules and regulations for running for District Board. Prepare any questions you have for this meeting. Don’t be afraid to reach out before DCON 2022 to ask any other questions you have.

Nominations

There are two opportunities for individuals to be nominated for a District Board Position. Opening Session (6-7 PM CST on Friday, March 11th) House of Delegates (EDIT) PM CST on Saturday, March 12th) In order to be nominated, you must be a dues-paid member in good standing of your home club. You must also have one duespaid CKI member nominate you (using a provided script) and a second dues-paid CKI member second the nomination (also using a provided script). After the nomination and second, you will be asked if you would like to accept the nomination. Say yes!

HOUSE OF DELEGATES RULES 1. Except for the Circle K International Representative, the District Administrator, the Parliamentarian, those seeking endorsement for candidacy for the international office, and candidates called upon for speeches or debate, only delegates wearing the name badge issued or marked by the Credentials Committee may be seated in the area designated for delegates. 2. Sergeant at Arms act as pages and runners to the house and may not address the house, vote in any manner, and shall conduct themselves in a manner respectful of the house. 3. No person, other than Sergeant at Arms and committee chairs called on for reports may enter the house without permission once the house is “closed” without first “opening” the house to permit such entry. 4. Only delegates may present, speak, or vote on any motions without the permission of the house. 5. All delegates are expected to behave in a respectful, nonbelligerent fashion at all times in the house. 6. The Credentials Committee Chair, directly after the opening ceremonies of the first and subsequent meetings, shall report the number of delegates, delegates-at-large registered with proper credentials and clubs represented. 7. All reports given to the house shall be written and presented to the Secretary. 8. All announcements to be presented to the house will be printed on the form provided for that purpose and given to the Secretary, shall be signed and dated by the person wanting the announcement. 9. All motions to be presented to the house shall be printed on the form provided and the maker of the motion shall sign and date the form, presenting the completed form to the presiding officer after reading it to the house. 10. All resolutions to be considered by the house must have been presented to the District Board in sufficient time to have such resolution in printed form to present to the house and been approved by the District Administrator.

HOUSE OF DELEGATES RULES

11. Debate on any proposed resolution or amendment shall be limited to fifteen minutes. 12. In addressing the house, the delegate must stand (at the microphone), address the Presiding Officer, and state their name and their club before speaking to the house. 13. The maker of the motion shall be given the opportunity to speak first in support of their presented motion. 14. No delegate may speak to the house on any single motion longer than two minutes. 15. No delegate may address the house a second time or speak to the same question a second or subsequent time until all other delegates have had an opportunity to speak to the motion without permission of the majority of the house. 16. No delegate may speak for or against a motion and move to close debate on the same recognition. 17. All balloting for international candidate endorsement and for candidates for election to district offices shall be by written ballot except where a voice vote is specifically permitted by the bylaws. 18. Ballots for election must be clearly marked with the candidates names by the delegate. Any ballot left blank or inappropriately filled out will not be counted. 19. All ballots for endorsement for international candidacy and election of district officers shall be collected by the tellers of the Elections Committee for tabulation. Upon tabulation, the results shall be delivered to the Secretary, District Administrator, and the Parliamentarian (for an independent confirmation of results of the election) prior to the Governor announcing the results. 20. In addition to these standing rules, the Rules of the House will follow the: A. Currently adopted and approved bylaws of Circle K International and the Wisconsin-Upper Michigan District; B. Currently adopted and approved Policies of Circle K International and the Wisconsin-Upper Michigan District; C. Latest Edition of Robert’s Rules of Order, Newly Revised as the Parliamentary Authority for all matters of procedures not covered by the bylaws and policies listed above.

PARLIAMENTARY PROCEDURE

Putting a Motion on the Floor

To make a motion or an amendment to a motion, a delegate must go to the microphone, be recognized by the presiding officer, state his/her name and club, then state the motion (or amendment to the motion). The motion (or amendment) is seconded from the floor. The presiding officer then places the motion before the house for discussion. The club delegate my speak to the motion (or amendment) first. Note: Once a motion is placed before the house by the presiding officer, it is under the control of the house and does not belong to the delegate making the motion and cannot be withdrawn later without permission of the house.

Seconds to Motions

It is not necessary to agree with a motion to second it. A second only implies that there is more than one person who wishes to discuss the motion. Therefore, if a motion is coming from the District Board or a committee, it does not need a second from the floor.

Amendments to Motions

A motion that is on the floor may have two amendments pending at one time. However; the first amendment must relate to the main motion and the second amendment must relate to the first amendment to the motion.

Refer or Postpone

A motion to postpone or refer to committee can be made while a motion or an amendment to a motion is pending.

Close Debate or Call the Question (same motion)

A delegate must go to a microphone and move to close debate or call the question. The motion needs a second, there is no discussion, and it takes a two thirds (2/3) vote of the delegates present and voting to pass. After the motion to close debate or call the question is approved, there will be an immediate vote on the pending motion.

Table a Motion

A motion to table (“lay on the table”) is NOT used to kill the motion on the floor and is NOT used to postpone consideration of the motion. If a delegate does not like the emotion, he/she should vote against it. A motion to table is used only in an emergency.

Point of Order

If a delegate believes that there was a breach of parliamentary procedure, he/she may rise to a point of order. If the point of order refers to an action made by someone other than the presiding officer, the delegate should give the presiding officer time to correct the problem before interrupting with the point of order.

Questions

If a delegate wishes to make a motion and is not sure how to proceed, the delegate should ask the presiding officer.

CODE OF CONDUCT The District Board of Officers hopes that every attendee fully enjoys the 59th Annual District Convention. To ensure such enjoyment, the following Code of Conduct will apply to all throughout the convention: 1. There will be zero tolerance for the use of drugs or alcohol by any attendee during all official DCON events. If any inappropriate consumption of illicit substances are seen on the video of an attendee, they are subject to removal from the event. 2. Please represent Circle K International in a positive manner and treat others with kindness and respect at all times. 3. If any offensive or destructive behavior is witnessed, please alert District Administrator, Justin Hahn, or any assistant administrator by using the private chat function over Zoom. 4. Have Fun! This is going to be a great event with lots of wonderful opportunities, please make the most of it and enjoy yourself!
