Get Ready to Meet All The Candidates - January 18

Our community election on January 23 is an important one as we will elect Board and ARC district representatives along with Board and ARC Chairmans. Everyone at TGO has the opportunity to meet and listen to what the candidates have to say. We have two key positions on the ballot this year that EVERYONE can vote for - The Board Chairman and the ARC Chairman. For those whose property address ends in odd numbers 1, 3, 5, 7 or 9, now is the time to meet your District Representatives for both the Board and Architectural Review Committee (ARC). Meet Your Candidates at The Manor - January 18, 1:00 to 1:45 pm . See page 11.

Outgoing Chairman Tom Wheir

We wanted to know firsthand, and felt our readers should also have a better understanding of what the Board Chairman position entails, so we sat down with our outgoing Chairman, Tom Wheir, to find out what our newly elected Chairman can expect. There are very few projects that happen in TGO that the Chairman doesn’t become involved in. It’s an eye-opener for sure and, from what we can see, Tom is leaving his position in great shape. Sure, there is plenty more to do but, overall, TGO looks like it’s on the right track. See more on page 32.

History Of The TGO Directory

If there is one thing we all depend on in TGO, it is the TGO Resident Directory. It’s been part of our landscape for over three decades and has proven to be a reliable and necessary tool. Meet Linda Zeitler, the person behind the concept and production of our annual directory. For over 30 years, Linda has kept track of all the street and address additions and changes to the park and has produced a directory listing each resident’s address. She’s not only responsible for the correct content, but also secures advertisers and organizes the distribution. See more on page 68.

Manager’s Corner January 6, 2023

Dear TGO Community,

100 D Plantation Drive • Titusville, FL 32780 • 321-268-9767

Happy New Year 2023! I hope this new year brings you many days of laughter, adventure, love, good health and all the other things that make life special. I was able to enjoy some time away during this holiday season with my family, but now it’s time to pack up and store our holiday decorations, and organize this new year and new budget. So far 2023 has brought us some beautiful Florida winter weather, we are all fortunate to live here this time of year.

There are a few CSA administrative items that change this year. The cost of new and replacement barcode stickers will move from $5 to $10 on January 9. This nominal fee covers the cost of ordering and installing these custom stickers, and their cost has increased a great deal this year. The good news is we are able to drop the price of propane here at TGO from $5 per gallon to $4 per gallon due to the lowering cost of this commodity. Rarely do we get to share good news about dropping prices!

Randy Hendershott is now onboard and working for us as the Blue Heron Food & Beverage Manager. Please visit the Blue Heron, welcome Randy to our team and share your ideas and feedback with him. He comes to us with 42 years of experience in restaurant management, and is excited about putting his skills to work in a large community such as ours. I’m also pleased to share that the Shade Sails above our Blue Heron deck are back in place after they were damaged by the hurricanes this fall. Now is a great time to dine outside and enjoy this beautiful Florida winter weather!

One correction needs to be made from the last issue of The Happenings. The last issue on December 23 featured an article from ‘Your TGO CSA Patrol’ saying that “gas fires are not permitted at any time on an owner’s parcel.” The “Fires” rule in the Rules & Regulations, adopted February 16, 2022, reads: Gas Fires are permitted at any time on an Owner’s Parcel but are never permitted on the Common Properties.

Collections for our annual CSA Employee Holiday Fund ended on Tuesday. So far, we have received a record $22,800 with over 450 individual donations by TGO residents. 100% of this fund will be distributed in cash next week to our over 60 hourly, full-time, front-line CSA workers, including our golf and CSA maintenance teams, recreation team and lawn crews. Your contribution honors their hard work in 2022. This fund provides our most essential workers with a great start to 2023. Thank you deeply for your generosity and blessings to our CSA workers!

Sincerely,

3

Retraction

In our last issue of The Happenings on page 52, we posted incorrect information regarding Rules on Gas Fires in TGO. The correct Rule reads:

Gas Fires are permitted at any time on an Owner’s Parcel but are never permitted on the Common Properties. We apologize for any confusion this may have caused.

District Meetings

There are ten CSA voting districts at The Great Outdoors. They are non-geographical, but are determined by the last digit in each property’s street address. The District Meetings are held monthly from October through May. Various districts join together to hold combined monthly meetings. There are two meetings per month with five districts in each one. Please note the upcoming meeting schedule if you want to attend your district meeting.

Emergency Vehicle Protocol

Florida and TGO share the same vehicle and traffic laws as the rest of the US: Everyone must yield to emergency vehicles. If there’s no shoulder on the road, simply stop to allow an emergency vehicle to pass. We have all been driving long enough to know this. Please, when you see emergency vehicles coming in with lights flashing, pull over and let them pass! It could be your loved ones they are here for.

AED Basics (Automated External Defibrillator) Have Someone Call 9-1-1 While You Operate AED

The Automated External Defibrillator (AED) is a portable electronic device that diagnoses incorrect heart rhythm patterns that could potentially be life threatening. The device treats the condition with electrical shocks.

AED use requires minimal training because an electronic voice prompts the user through each step. If you are helping a person who collapsed and you’re unsure if a heart attack is the reason, don’t hesitate to use the AED. Every minute counts.

The device determines if the patient needs an electrical shock or not. Simply place the AED pads on the patient’s bare skin, one on the right upper chest and the other on their lower left side. No one else should be touching the patient because false readings could result. The AED will advise you, the device operator, what to do next.

TGO has seven AEDs located at CSA buildings.

When a visitor like Hurricane Ian makes an appearance, we quickly find out what a great group of CSA employees we have. Our Outgoing Chairman, Tom Wheir

With the TGO Election Day just two weeks away, and with the Chairman of the CSA Board of Directors position on the ballot, we thought it would be a good time to reach out to our current Chairman, Tom Wheir, to get a better insight into what is involved with that position. Tom has been our Chairman for the past four years, a critical time for TGO as there were many improvements that needed to be made, plus it was time to address the condition and longevity of our golf course.

With the TGO Election Day just two weeks away and with the Chairman of the CSA Board of Directors position on the ballot, we thought it would be a good time to reach out to our current Chairman, Tom Wheir, to get a better insight into what is involved with that position. Tom has been our Chairman these past four years, which have been a critical time for TGO as there were a lot of improvements that needed to be made, plus it was time to address the condition and longevity of our golf course.

The Golf Course is definitely a high priority for our community for several reasons. One of them is it helps maintain the value of our individual properties. Another is that the golf course is one of our TGO businesses, and a revitalized course will ensure our Golf Course will continue to be profitable.

A plan had to be put into place to revitalize the course, and more importantly, we needed to establish a budget and begin the collection of funds to be placed into our reserves. Tom played a significant role in the decision-making process... as will the new Board Chairman.

“Making sure we spend the community’s money wisely was one of my top priorities, as it should be with the next Board Chairman..."

“When I became Chairman, there was little to no money in the reserve for renovating our course. Today, we have close to $2.2 million in the bank. In 2023, we are projected to save about $800,000, but in 2024 when the project starts, we’re still not sure what the exact cost will be, and this next Chairman will need to make sure the funds are available to complete this project.”

“We have a couple of professionals at TGO who understand what it takes to improve our golf course and the correct way to do it,” explained Tom. “As Chairman, you need to rely on their

expertise. Both Chuck Kandt (TGO Golf Pro) and Shane Willey (Course superintendent) have a strong understanding of this project and know what we need to get it done. We have a great plan in place, and our community needs to continue to support this renovation.”

Budgeting plays a significant role in the Chairman’s position, not only for the golf course but for all the TGO improvements. “You need to do your homework,” explained Tom. “Some of our projects and purchases are expensive, so it’s worth the research to ensure we get the best deal. The board will bring you ideas, and your job is to do the due diligence. You can’t just approve every project they present, so you need to prioritize what is best for our community.”

“Let’s face it, TGO is getting older, and there are many projects in front of us - and that’s why we need to pay attention to our budget and try to find the best solution on how we spend our funds.”

The budgeting process is interesting as our CSA Manager, Billy Specht, and the Board Chairman rely on project supervisors to let them know the improvements they are looking for or perhaps the new equipment they might need over the next few years. After a few rounds of budget meetings and input from the Finance Committee, the CSA Manager will present the Board the final budget for approval. Once approved, it is now the CSA Manager’s responsibility to allocate the budget.

These budget decisions affect all aspects of our community, from our irrigation system, lawn maintenance, road improvements, new purchases for the Blue Heron and the fitness facility, employee wages, insurance policies, and much more. A lot goes on to make our small city operate efficiently. And just so everyone knows, any expenditure over $5,000 needs to be approved and signed by the Chairman.

“Making sure we spend the community’s money wisely was one of my top priorities, as it should be with the next Board Chairman. We have all seen how inflation has impacted our daily lives... it’s no different here in TGO. We need to be more proactive to make sure the operation of this park runs smoothly. And let’s don’t waste money.”

32

As residents, there is a lot that goes on behind the scenes that we may not be aware of, but it is important to the continued operation of our park. An example is the new irrigation pump we put in over the summer. This is a pump we knew had to be replaced for quite a while - but this was also a $140,000+ purchase.

“In the reserve study, all CSA assets have a life cycle and estimated replacement cost,” explains Tom. “Sometimes things fail before their life cycle, and you have no choice; you have to fix or replace it. But for the $140,000-160,000 pump for irrigation, we knew it had a life cycle, and we were planning ahead for it. And that’s been in the budget. Usually, we’re looking ahead for smaller items, usually three years out. We’re trying to expand it, so we have longer to save, like five or six years. The budget is Billy’s budget to spend, but the Chairman has a say in it.”

Another example of how best to spend our budget is when our irrigation manager requested a new excavator, which is about a $100,000 purchase.

charged to new property owners. This fee started five years ago before I became Chairman and is levied through the real estate escrow process. It contributes a large portion to growing our reserves.”

The other profit center that belongs to the CSA community is the Blue Heron. I don’t think it’s a secret that it’s been a struggle the past few months to keep it operating smoothly. Turnover has been the biggest issue. But we are not alone; this has become a widespread issue across the country, and we are no exception.

“When I became Chairman, the Blue Heron was losing $200,000 a year. One of the options we looked at was having an outside company run it. But the cost was prohibitive. They wanted $120-130,000 a year, and we were to write all the checks and have no say. So that wasn’t an option. Then we hired a headhunter, and they gave us Orhan, who was instrumental in turning the restaurant around. After Orhan, we used another headhunter, and we hired his choice, but that guy quit an hour before he was due to show up. Karan stepped in the interim, eventually became the manager, and did a good job. I mean, we’re $60-70,000 in the black right now, which is good.”

“When I sit in the meetings and hear we need this, this, and this, I always ask why? Our irrigation manager wanted a new excavator that was about $100,000. My thought was, what happens if we save up the work and when you really need a bigger excavator, just rent one? Yeah, it’ll cost us $8,000 to rent one for a month, but when it breaks, we tell the company to come and fix it, get everything we need done and send it back. We’re not required to maintain or repair it. And we’ve been doing that. Eventually, we’ll have to replace the one we have and we will probably get a bigger one. Thinking outside the box will help keep our expenditures within budget.”

There are several ways to generate income for the budget; the most well-known would be through our Quarterly Maintenance Dues. None of us enjoy seeing the increase year after year, but it is one of those necessary evils.

“Being the Chairman is an interesting job because you suddenly have quite a bit of responsibility. And you’re being asked to make decisions, and you’re making decisions with other people’s money. I don’t do that cavalierly. Last year I got an email from a concerned owner on a pension, and she says I know you’re not running a charity, but please don’t raise the dues because I can’t afford it. Well, it’s cheaper living here than living downtown, and we’re charging what it costs us. We’re not making money; we’re charging what it costs. People ask, why don’t we hire out the lawn crew? Because we’re doing it for cost. Do you think someone else will do it for cost, for no profit?”

“It’s just not our Quarterly Dues that contribute to our budget or reserves; there is also a $2,400 initial assessment fee

“There was a time $15 an hour was a decent wage, but in today’s world, an employee will jump to another place for 10 cents more. And it’s not just the restaurant profession. Finding the right employees has been difficult, but I’m confident this will be a better year, and the Blue Heron will become the place all TGO residents will enjoy.”

“Just recently, we received 20 applications for the Restaurant Manager position. We only interviewed three from our sources. The headhunter sent us two, and we hired one of them. This new guy reminds me of Orhan. He has over 40 years of restaurant experience. His job will be to hire the chefs, the kitchen staff, and the servers, and hopefully create a working environment that the employees - and the customers - will appreciate. We think this new manager is a good fit.”

After four years as Chairman, we asked Tom for some words of wisdom for his new replacement.

“The hardest thing for me was realizing that I wasn’t going to make everyone happy. If I made 60% happy, I felt like it was a win. Get ready to grow a thick skin.”

“Some of the hardest things I’ve dealt with are the ARC issues. There is always someone who feels their property is more important than everyone else’s, and eventually you’ll need to get involved to help come up with a solution.”

“I feel like I helped empower Billy to get things done. You have to find a line between spending too much and spending enough. Between what you can have and what you want. The next Chairman will need to understand this and learn to work as a team to accomplish what is best for TGO.”

What’s In A Number - Life or Death?

Whether it is a slab number for a short-term stay here at TGO, or a house number for your million-dollar dream home, it is identified by a property number. That number will identify where items you special ordered get delivered, or the precise spot where you need to have EMS or law enforcement personnel come to RIGHT NOW! Your property number could well be the most important number of your life RIGHT NOW! Don’t Hide It! You claim that the two hurricanes that paid us a visit in October removed the sign from the front of your house and you haven’t had an opportunity to replace it? How about today! The property number on your driveway is unreadable... “has been for two years.” Could you call the CSA office and get a Work Order started for the CSA crew to repaint it? If you want the number in a color other than white, the CSA office will lend you the number stencils and you can have the satisfaction of painting it yourself. Remember to return the number stencils to the CSA office!

A survey conducted in November checked property numbering on Plantation Drive. Thirty-two properties were found to have numbers that were: MISSING, FADED, INCORRECT, DIRTY or otherwise UNSATISFACTORY.

CSA Manager Billy Specht suggested that the CSA office could “dispatch our crew to repaint address numbers on driveways. Simply call us for a work order. Please know that we only paint numbers in white paint, so if your driveway is treated or if you would prefer another color or design, then please seek other options. We are also happy to lend you our number stencils, if you wish to repaint the numbers yourself.”

House numbers can be purchased at Home Depot, Lowes or ACE Hardware for attachment to your home for about $3 each. Make sure that you apply these numbers in a location visible from the roadway, traveling in either direction. Keep plant growth trimmed back so that House Numbers remain visible.

“Delayed Response” of Emergency Services is frustrating to the responders and devastating to the home owner, particularly when a life is lost for lack of a clear address number!

A regular meeting of the Board of Directors will be held at Dolly Akers’ home located at 221 Harmony Lane.

Wednesday, February 08 at 2:30 pm

Our next Nature Center monthly meeting will be held on Wednesday, February 08. The meeting will be held in the Plantation Manor. Please note date, time and venue change from our regularly scheduled meetings.

Everyone is welcome to attend our monthly meetings!

NATURE PROGRAMS

Wednesday, January 18 and 25 at 7:00 pm

Join us in the Plantation Manor for our nature programs. Our upcoming programs are listed below. Monetary donations are gratefully accepted to help offset the speaker fees.

January 18 ”Birding in the Columbian Andes”

Sam Fried will be the presenter of this program. Traveling through the northern Andes Mountains, from the low valleys of only 1,000' elevation to peaks of over 14,000', I was fortunate to see hundreds of species of birds.

January 25 ”North Atlantic Right Wale Conservation”

Julie Albert, Coordinator of MRC North Atlantic Right Whale Conservation Program. Only 340 surviving members of this species and January and February are the best whale watching months in Brevard, so it would be great to get people excited and get them to the beaches to help us find and protect them.

NATURE CENTER AND ALLIGATOR BROCHURES

You can pick up a Nature Center brochure and ”A Guide To Living With Alligators” in the mail facility to learn about the Nature Center and the American Alligator. Pick one or both up the next time you pick up your mail.

AMERICAN ALLIGATOR– PART 3

Linda Adams used to write educational articles for the Nature Center and we are fortunate to still have many of her articles. The article below is part of the American Alligator article she wrote during the 2000 -2001 season. Enjoy!

The first two years are the most critical in the life of an alligator. Eighty percent or more may fall victim to wading birds, raccoons, bobcats, otters, snakes, large bass and even larger alligators. Once an alligator exceeds 4 feet, it is relatively safe from predators, but still may be vulnerable to cannibalism. Alligators are carnivores. Young alligators eat insects, snails and other invertebrates, frogs and small fish. At a length of about 6 feet they begin to feed predominantly on fish, turtles, snakes, waterbirds, and small mammals. Larger alligators occasionally take deer, hogs and domestic calves. The adaptability of the alligator to man's encroachment on the reptile's natural habitat has resulted in alligators being found in what would seem to be unlikely places: underneath cars or RVs on driveways and in drainage ditches, swimming pools and golf course water hazards.

An alligator's awesome countenance and menacing jaws evoke fear and respect from humans. Although the alligator is a predator, its appetite includes almost anything and, unfortunately, there have been a small number of tragic alligator attacks on people. Even though the risk of a person being injured by an alligator is very low, it does exist. The most successful prevention to an alligator attack is: DO NOT FEED THEM. Florida law prohibits feeding wild alligators. (Information Source: Florida Game and Fresh Water Fish Commission) Column Prepared by Linda Adams

NATURE CENTER CHRISTMAS TREE

Our Nature Center President, Dolly Akers, again this year took the lead to bring some cheer to the Nature Center by placing a tree at the end of the driveway. Dolly posted on the TGO Nature Center Facebook Group asking members to decorate the tree with nature-themed ornaments with beautiful results! Thank you, Dolly, for bringing the Nature Center some Christmas cheer. We need it this year!

Your TGO CSA Patrol

A Word From Your Courtesy Patrol Team

Now, more than ever, with everyone back in TGO for the winter, we need to practice road etiquette. Etiquette is the main ingredient in maneuvering the roads safely without getting injured or causing injury.

Did you forget about road etiquette while you were out of the park this summer? We don’t think so! You all know how to drive. You all know the rules of the roads. You all know what you should and should not be doing out there. Now is your chance to show us.

Courtesy Patrol is going to be out more than usual in the months of January through April. We are going to be watching for speeders, stop sign violators, illegal passing, and other rules of the road that many of us have seemed to forgotten.

The best part is that “Everyone gets to participate.” Vehicles, Golf Carts, Scooters, Motorcycles, Walkers, Bicyclists, Electric Bicyclists, AND you may be a resident, a guest, a contractor, a delivery person, or an employee.

We are ALL subject to the same rules and violations. Remember... it’s 15 MPH inside the park. Please... Drive like a life depends on it!

“Tom and Shelley are experts in the hearing field. they know what they are talking about and back up what they sell. Good product, excellent service, highly recommended.” – PS

“My wife and I visited Contentment Hearing Care because of recommendations by others in our community. The facility environment was friendly, convenient, and inviting. Tom Contento, explained about hearing loss and why something should be done to improve hearing to prevent or lessen some of the side effects of continuing hearing impairment. A series of tests were performed to determine the nature and types of hearing loss and the results were thoroughly explained to us in layman's terms, which made it very easy to understand and to make decisions. We are extremely pleased with the results and would highly recommend Contentment Hearing Care to others.” — GJ

If there is one thing we all depend on in TGO, it is the TGO Resident Directory. It’s been part of our landscape for over three decades and has proven to be a reliable and necessary tool. But how did it get started? Who’s responsible for producing it? Here’s the story - short and sweet - and doesn’t nearly convey the amount of time and energy that’s made it possible these past 30 years.

Throughout all the years and all the changes, from 1992 up to the latest Directory, one thing has remained constant and that is Linda Zeitler, the intrepid editor of the Directory. Linda has been responsible for every directory from the beginningtyping, getting advertisers, collecting data, choosing the front cover picture, getting it to the printer and distributing to the contact personnel of each condo. She has done a remarkable job and deserves our thanks for keeping us connected to each other.

We met with Linda to find out more about her. She and her husband, Art, moved to TGO in 1989, after finding it by accident. Her husband had worked for Eastern Airlines, and when they folded, a friend got a job at the space center and recommended Art for a job there. They found TGO through an ad they saw at the Chamber of Commerce and met Judy Rockwell (now Willicke). She gave them paperwork with all the available lots and told them to look around. Which they did, for five hours! They decided to get a place on Fawn Trail while they explored the area to see where they would like to settle down. However, like everyone else, they fell in love with The Great Outdoors, and, when houses started to be built on Twin Lakes, they decided to jump on the band wagon. They moved to Twin Lakes in 1993 and have been there ever since.

The idea of a directory happened over coffee. In the early days, most of the campers would meet for coffee and one morning one of them, maybe Dusty McDaniel, said it would

be nice to have a list of everyone and where they were from. Linda got volunteered because she was the youngest! The first directory was 18 typed pages, stapled in the corner. The next year, Russ Franzman, a printer from Indiana, said he wanted to help. All summer they would mail information back and forth and talk on the phone to get the directory done. He would print the directories in Indiana and bring them back in the fall. Russ was involved until 2004 when he passed.

The directory had to continue so Linda hooked up with Fineline Print in Titusville, and they have been printing it since. Today, the directory is a spiral bound book and has a full color cover, usually featuring one of TGO photographers photo.

Selling the ads are necessary and help offset the productions costs. Many of the current advertisers have been in the directory since the beginning. Trimmers, Eagle’s Pride, TGO Realty, Dan Walters, and Weather Guard have been the constants. Jim Sears with Jim Sears Furniture Gallery in Merritt Island says he’ll be with her until the end, because he has seen good results. Many times, when Linda sees someone online asking for help with a service, she answers by telling them to look on a particular page in the ad section of the directory for that service.

Linda would like to thank everyone who has helped her with the directory for the past 30 years. This includes the volunteers in each condo who distribute the directories, the photographers who submit photos for the cover, the advertisers, and, of course, her husband, who says he loses her every summer as she works on the next directory. CSA has also put the directory online.

You can help make Linda’s job easier by getting your contact changes to her early. There is a pink page in the Directory for any changes you have. Mail it to Linda or put it in the “Pink Box” located in the CSA office. This is the best way to help keep your contact information up to date.

Directory

The Directory has been a part of TGO since 1992 when it was an 18 page phamplet stapled in the corner. At that time TGO boasted 353 lots. There were no streets listed, just lot numbers.

Fall of 1992 - Directory was printed in its current size, but was still stapled in the middle and was still lot numbers only. The Welcome Center, Pro Shop, Bar & Grill, Country Store, Fitness Center and Front Gate were all listed on the inside front cover.

1993-94 - Street listing for Sunset, Plantation, Oak Cove, Fawn Trail, Lake and Twin Lakes was added. The Post Office was added to the inside front cover.

1996-97 - Pine Ridge, Fairways and Woods were added (interesting fact - Woods was “created” by an Oak Cove resident who drove his truck through the woods to make a short cut to Plantation)

1997-98 - Woods was changed to Narrow Road 1998-99 - Bay Tree, Club Cove, and Coach Club were added 1999-2000 - Directory alphabetized the streets. Streets had previously been listed by the order they came into the park - 1026 lots.

2000-2001 - Directory was wire bound. Grande Haven and Windsong are added, making 1099 lots. A listing for the church was also added.

2001-2002 - 1153 total lots 2002-2003 - Greenwing Trail added 2003-2004 - Addison, Bowfin and Dragonfly are added, total lots - 1255 2004-2005 - 70 lots added 2005-2006 - 67 lots added 2006-2007 - 100 lots added 2007-2008 - 11 lots added 2008-2009 - Ambleside, Butterfly Cove and Harmony were added, total lots - 1526 2010-2011 - Hospitality Way was added 2011-2012 - The first “In Memoriam” page was added to the Directory

2014-2015 - Two different covers were printed - a bald eagle and two great blue herons

2016-2017 - Panacea Way and Wayfarer Place were added, finishing the streets in TGO 2019-2020 - All streets are at max capacity, with 23 homes on Panacea Way and four on Wayfarer Place. This brings the number of pages dedicated to contacts/lots to 124.
