EDITORIAL EAU – ASSAINISSEMENT : L’AFRIQUE NE DOIT PAS ETRE EN MARGE DU DEVELOPPEMENT INTERNATIONAL L’Association Africaine de l’Eau est un acteur majeur du développement et de l’amélioration des performances du secteur de l’eau et de l’assainissement en Afrique. Aujourd’hui, elle voit son champ d’actions s’agrandir dans un contexte international marqué par le lancement des nouveaux objectifs du développement durable à l’horizon 2030, et par un accord mondial sur le changement climatique à l’issue de la 21ème conférence sur le climat qui s’est tenue à Paris à la fin de l’année dernière.

C’est à nous, opérateurs et professionnels du secteur, qu’incombe la responsabilité de traduire les engagements pris au niveau international en actions concrètes pour garantir l’accès aux services d’eau potable et d’assainissement reconnu en tant que droits humains, tout en assurant une gestion durable des ressources en eau sur notre continent.

Dans un contexte où l’ensemble des entreprises du secteur de l’eau et de l’assainissement africain doit faire face à des retards importants à rattraper, à des défis environnementaux nouveaux, à la réalité liée aux changements climatiques et également à la gestion des contraintes sociales, notre objectif est de généraliser l’accès à l’eau potable et à l’assainissement pour nos populations et nos concitoyens, de manière équitable et aux meilleures conditions de coût et de qualité de service, en ciblant plus particulièrement les populations les plus vulnérables aussi bien en milieu urbain que rural.

Ces dernières années, ces derniers mois, notre association a pu renforcer ses relations avec un certain nombre de bailleurs de fonds, a su mobiliser de nouveaux moyens. Notre action, consistera à renforcer cette stratégie et à rester dans la droite ligne de ce qui a été entrepris, pour qu’ensemble nous travaillions à capitaliser les acquis et à nous ouvrir sur de nouvelles perspectives pour mettre les questions de l’eau en Afrique au centre des débats d’actualité et de l’agenda du développement international.

La COP 22, la conférence sur le climat, qui se tient en novembre prochain au Maroc, se veut être la COP des solutions africaines pour l’Afrique et pour le monde. Notre mobilisation à tous est nécessaire pour l’intégration de l’eau à l’ordre du jour de cet événement qui nous permettra également de mettre en valeur le travail qui se fait au sein de notre association.

EDITORIAL WATER - SANITATION: AFRICA SHOULD NOT BE IN THE MARGIN OF INTERNATIONAL DEVELOPMENT The African Water Association is a major player in the development and improvement of the water sector and sanitation performance in Africa. Today, it sees its field of action growing in an international context marked by the launching of the new Sustainable Development Goals for 2030 and by a global agreement on climate change at the end of the 21st climate conference held in Paris at the end of last year.

We, sector operators and professionals, are responsible for translating the commitments made at international level into specific actions to ensure access to drinking water and sanitation services recognized as human rights, while ensuring a sustainable water resource management on our continent.

In an environment where all the African water and sanitation sector utilities face major delays to eliminate, new environmental challenges, the reality related to climate change and the management of social constraints, our goal is to expand access to clean water and sanitation for our people and citizens, in a fair manner and to the best conditions with respect to cost and service quality, while particularly targeting the most vulnerable populations in both urban and rural areas.

In recent years, in recent months, our organization has been able to strengthen its relations with a number of donors and mobilize new means. Our action will consist in strengthening this strategy and in remaining in line with what has been undertaken, so that together we may work to build on the achievements and open up new perspectives to put water issues in Africa at the center of the current debates and international development agenda.

COP 22, the climate conference, which will be held next November in Morocco, is intended to be the COP of African solutions for Africa and for the world. The mobilization of all on the continent is needed to put water on the agenda of this event, which will also enable us to showcase the work being done within our association.

PERFORMANCES LE LABORATOIRE DE LA CAMEROUNAISE DES EAUX (CDE) : UN MODELE EN AFRIQUE CENTRALE Le projet Qualité de la CDE s’inscrit dans une démarche visant à optimiser la qualité de son service et à satisfaire aux exigences de ses clients.

L’entreprise entend développer son Système de Management de la Qualité (SMQ) et se positionner en pointe en matière d’analyses des eaux dans la sous-région Afrique Centrale.

Trois faits majeurs marquent la volonté de la CDE d’améliorer son SMQ et d’atteindre ainsi les objectifs de sa politique de qualité.

La formation du personnel en charge du contrôle de la qualité de l’eau, la signature par le Directeur Général de la CDE d’une Déclaration de politique qualité et l’acquisition en cours d’un Spectromètre d’Absorption Atomique, traduisent cet engagement.

Conduites par l’Institut International de l’Eau et de l’Assainissement (IEA) de l’Office National de l’Electricité et de l’Eau potable (ONEE) au Maroc, les formations se sont déroulées de février à mars 2016. Une quarantaine de personnes en service à la Direction de la Qualité a pris part aux audites sessions qui avaient pour thèmes : la Démarche qualité et la normalisation dans les laboratoires ; l’Assistance technique sur les analyses bactériologiques ; et l’Assistance technique sur les analyses physico-chimiques. Ces sessions ont doté le personnel d’outils leur permettant de réaliser des analyses fiables et justes et d’acquérir également de bonnes pratiques professionnelles.

La Déclaration de politique qualité signée le 1er mars 2016 est un engagement des responsables au plus haut niveau de la CDE à créer des conditions pour faire adhérer à l’ensemble du personnel la démarche SMQ pour une application au quotidien, conformément à l’éthique de la CDE. Ce processus sera parfait par l’acquisition en cours d’un Spectromètre d’Absorption Atomique afin d’équiper le laboratoire central de la CDE de cet appareil de détection et de mesure de métaux lourds dans l’eau. Il va permettre à la CDE d’assurer une meilleure surveillance des ressources en eau et de la qualité de l’eau mise à la disposition des populations.

PERFORMANCES THE LABORATORY OF CAMEROUNAISE DES EAUX (CDE): A MODEL IN CENTRAL AFRICA The Quality Project of CDE is part of an initiative aimed at optimizing the service quality and thus meeting the requirements of its customers. The utility intends to develop its Quality Management System (QMS) and be at the forefront of water analysis in the Central Africa sub-region.

Three major events marked the will of CDE to improve its quality management system and thus achieve the objectives of its quality policy. The training of the staff in charge of monitoring water quality, the signing of the Quality Policy Declaration by the Managing Director of CDE and the pending purchase of an Atomic Absorption Spectrometer demonstrate this commitment.

Conducted by the International Institute for Water and Sanitation (IWS) of the National Office for Electricity and Potable Water (ONEE) in Morocco, the training sessions were held from February to March 2016. About forty people in service at the Quality Department took part in the said sessions that focused on: the Quality Approach and Standardization in Laboratories; Technical Assistance on Bacteriological Analyzes; and Technical Assistance on the Physicochemical analyzes. These sessions equipped the staff with tools enabling them to perform reliable and accurate analyzes and to develop good professional practices as well.

The Quality Policy Declaration signed on March 1, 2016 is a commitment of the highest leadership of CDE to create conditions for making all the staff adhere to and take ownership of the quality management system and implement it in their daily work in accordance with the code of ethics of CDE. This process will be perfected by the pending acquisition of an Atomic Absorption Spectrometer to equip the central laboratory of CDE with this device for detecting and measuring heavy metals in water. It will enable CDE to ensure better monitoring of water resources and the quality of the water made available to the populations.

PERFORMANCES PROJET ECOBETA : L’AAE MENE UNE ETUDE SUR LES ECONOMIES REALISEES DANS LES MENAGES A ABIDJAN

La forte urbanisation que connait la ville d’Abidjan (Côte d’Ivoire) est la principale cause de la demande très importante en eau potable. Avec plus de 6 millions d’habitants (RGHP, 2010), il devenait de plus en plus difficile de satisfaire la demande en eau potable. Des moyens colossaux ont été mis en œuvre par l’Etat de Côte d’Ivoire afin de réduire les disparités de distribution. Parmi les solutions envisagées, celle qui semble la plus écologique est la lutte contre le gaspillage ou la surutilisation de la ressource eau déjà traitée.

Fondée en 1999 au Danemark à partir de l’idée de réduire la consommation d’eau due à l’augmentation des tarifs de l’eau et de préserver l’environnement, l’entreprise ecoBETA est une société danoise spécialisée dans la conception et la fabrication des technologies capables de réduire la consommation d’eau de toilettes d’environ 40%. EcoBETA fournit également une gamme variée de dispositifs d’économie d’eau tels que les têtes de douches, les réducteurs de débit, etc.

Une enquête menée auprès de 100 ménages dans 6 communes de la ville d’Abidjan a permis d’établir une consommation spécifique de 97,2 litres par personne par jour. L’ensemble de ces ménages visités disposait de toilettes à chasse basse et à écoulement gravitaire dont le dispositif est soit à bouton poussoir, soit à tirette. Sur les 100 ménages enquêtés, cinq ont été dotés de dispositifs des WC EcoBETA. Les relevés des compteurs ont été effectués sur une période de trois semaines avant et après installations desdits équipements. Les résultats ont montré qu’avec le seul dispositif des WC, il est possible de réaliser une économie journalière allant de 10 à 27 litres par personne. A l’échelle de la ville d’Abidjan, il est donc possible de réaliser une économie d’eau journalière globale allant de 37 000 m3 à 97 200 m3 d’eau, laquelle économie couvrirait les besoins de ménages de 10 personnes dont le nombre varie entre 38 000 à 100 000.

L’étude recommande donc l’usage de ces types d’équipements ainsi que d’autres dispositifs tels que les réducteurs de débits. Il est recommandé aussi une bonne sensibilisation des ménages sur l’usage de ces équipements.

PERFORMANCES ECOBETA PROJECT: AfWA IS CONDUCTING A STUDY ON THE SAVINGS MADE IN HOUSEHOLDS IN ABIDJAN The strong urbanization that the city of Abidjan Côte d’Ivoire) has experienced is the main cause of the huge demand for potable water. With over 6 million inhabitants (General Population and Housing Census, 2010), it was increasingly difficult to meet the demand for potable water. Enormous resources have been used by the State of Côte d’Ivoire in order to reduce disparities in the distribution. Among the possible solutions, the most environmentally friendly one seems to be the fight against waste or overuse of the water resource already treated.

Founded in 1999 in Denmark based on the idea of reducing water consumption due to the increase in water rates and to protect the environment, ecoBETA is a Danish company specializing in the design and manufacturing of technologies capable of reducing the consumption of water in toilets by about 40%. EcoBETA also provided a wide range of water-saving devices such as shower heads, flow reducers, etc.

A survey of 100 households in 6 municipalities of Abidjan has established a specific consumption of 97.2 liters per person per day. All these households visited had low flush toilets and gravity flow whose device is either a push-button or zipper pull. Out of the 100 households surveyed, five were fitted with écoBETA WC devices. The meters were read over a period of three weeks before and after installation of the said equipment. The results showed that with the only WC device, it is possible to make a daily saving of 10 to 27 liters per person. On the scale of the city of Abidjan, it is possible to achieve an overall daily water savings of up to 37,000 m3 to 97 200 m3 of water, which would cover the economic needs of 10-people households whose number ranges from 38,000 to 100,000.

The study therefore recommends the use of these types of equipment and other devices such as flow reducers. A good awareness-raising campaign of households on the use of such equipment is also recommended. flushing devices and rate reduction

PERFORMANCES USAID WA-WASH ORGANISE UNE RETRAITE DE DEUX JOURS POUR ACCROITRE LA MOTIVATION DU PERSONNEL Du 2 au 3 juin 2016, les membres du personnel de USAID WAWASH ont participé à une retraite organisée par le Programme.

Pour l’équipe managériale, l’organisation de cette retraite avait pour objectif de donner l’opportunité au personnel de mener une réflexion sur la mise en œuvre des activités, de partager de nouvelles idées en vue d’assurer le succès de la Phase II et de renforcer les capacités du personnel.

«A travers cette retraite, l’équipe managériale entend recueillir le point de vue des membres du personnel sur la conduite du Programme. Elle permettra aussi de renforcer la cohésion de l’équipe et servira de cadre d’échanges pour discuter de nouvelles idées en vue de consolider les acquis du Programme et assurer la mise en oeuvre efficace de la Phase II » a expliqué le Dr. Lakhdar Boukerrou, Directeur Régional de USAID WA-WASH. Les présentations faites par Dr. Boukerrou ont porté sur les attitudes et les compétences à développer par chaque membre du personnel (comment travailler en équipe pour atteindre les objectifs d’un programme, comment gérer le stress au travail, comment communiquer efficacement entre membres du personnel et comment gérer le temps et savoir catégoriser les priorités). Brian Knellinger, stagiaire venu des Etats-Unis, a échangé avec les membres du personnel sur des thèmes comme le développement de la capacité de mémorisation chez un employé, l’importance de responsabilité et le développement de la proactivité dans notre travail quotidien. Des représentants de structures telles le Corps de la Paix au Burkina Faso, ou encore le projet IFDC ont également apporté leurs contributions à cette activité.

USAID WA-WASH IS ORGANIZING A TWO-DAY RETREAT TO BOOST STAFF MOTIVATION From June 2 to 3, 2016, USAID WA-WASH staff members participated in a retreat organized by the Program. For the management team, the organization of this retreat aimed at providing the staff with the opportunity to reflect on the implementation of the activities, share new ideas in order to ensure the success of Phase II and build the capacities of the staff.

«Through that retreat, the management team intended to collect the views of staff members on the conduct of the Program. It was also to strengthen the cohesion of the team and serve as a framework for exchanges to discuss new ideas with a view to consolidating the achievements of the program and ensure the effective implementation of Phase II,» Dr. Lakhdar Boukerrou Regional Director of USAID WA-WASH, explained.

The presentations made by Dr. Boukerrou focused on the attitudes and skills to be developed by each staff member (how to work as a team to achieve the objectives of a program, how to manage stress at work, how to effectively communicate between staff members and how to manage time and how to categorize priorities). Brian Knellinger, a trainee from the US, discussed, with the staff, topics such as the development of the capacity to remember for an employee, the importance of accountability and the development of proactivity in our daily work. Representatives of organizations such as the Peace Corps in Burkina Faso, or the IFDC project also contributed to this activity.

PERFORMANCES COOPÉRATION SUD-SUD : DES RESPONSABLES DE LA SNDE (CONGO) EN BENCHMARKING A LA SONEB (BENIN) Depuis 2013, la Société Nationale de Distribution d’eau (SNDE) du Congo a signé un contrat de performance avec le gouvernement congolais pour l’amélioration des performances de ses services d’eau. Ainsi, eu égard à la place qu’occupe la SONEB parmi les sociétés d’eau performantes en Afrique, la SNDE entend s’inspirer des expériences de la société béninoise pour davantage atteindre ses objectifs. C’est dans cette optique que le Directeur des Ressources Humaines de la SNDE, M. OTALE Aimé Max Isidore, et sa collègue Chargée du Personnel, Madame MILEBE MAKOUMBA Prisca, ont effectué une mission de benchmarking d’une semaine au cours de laquelle les deux cadres congolais ont rencontré les responsables de la SONEB pour échanger sur des sujets touchant au management des Ressources Humaines, au plan de Formation du personnel, aux indicateurs d’évaluation des performances, ainsi qu’à la collaboration et à la gestion des conflits avec les Partenaires sociaux. SOUTH-SOUTH COOPERATION: MANAGERS OF (CONGO) IN A BENCHMARKING MISSION AT SONEB (BENIN) The National Water Distribution Utility (NELS) of Congo signed a performance contract with the Congolese government for improving the performance of its water services in 2013. Thus, given the SONEB’s position among the most performing water utilities in Africa, SNDE intends to learn from the experiences of the Beninese utility to further achieve its objectives. With this in mind, the Human Resources Manager of SNDE, Mr. OTAL Aimé Isidore Max and his colleague Staff Officer, Mrs. MILEBE MAKOUMBA Prisca, conducted a week long benchmarking mission in which both Congolese executives met with officials of SONEB to discuss matters pertaining to the management of human resources, staff training plan, the performance evaluation indicators, as well as collaboration and conflict management with social partners. PERFORMANCES LE COMPTEUR POUR REDUIRE LE VOLUME THE METER TO REDUCE NON REVENUE D’EAU NON-FACTUREE WATER Un nouveau compteur jet unique, dénommé AURIGA, vient de voir le jour. Il s’agit d’un outil développé par Diehl Metering France, issu de la technologie des compteurs jet unique destinés au marché divisionnaire. Le développement de ce nouveau compteur a été basé sur un objectif : la réduction des eaux non facturées (ENF). AURIGA peut ainsi être installé dans les environnements les plus exigeants. Selon ses concepteurs, ce type de compteur offre une dynamique de mesure approuvée R=160.

Il présente un nouveau design destiné à empêcher les tentatives de fraude.

Il dispose également d’un totalisateur plastique ou verre métal, orientable, avec modularité.

Il peut ainsi être équipé à tout moment d’un module radio IZAR.

A new single-jet meter known as AURIGA, has just been manufactured. This is a tool developed

by Diehl Metering France. It derives from the single-jet meter technology for the divisional market. The development of this new meter was based on one objective: reducing non-revenue water (NRW). AURIGA can thus be installed in the most demanding environments. According to its designers, this type of meter provides an R = 160 approved measurement dynamics. It features a new design to prevent fraud attempts.

It also has an adjustable plastic totalizer or metal glass, with modularity. It can be fitted at any time with an IZAR radio module.

TECH DESSALEMENT DE L’EAU DE MER : L’EXPERIENCE DE L’ONEE MAROC PAR El Habib Chababi, Département Communication ONEE

Le dessalement d’eau consiste à convertir de l’eau saline en eau fraîche pour divers usages : la consommation humaine, l’irrigation ou pour l’industrie. On distingue deux types de dessalement selon la salinité et la source d’eau à dessaler : - Dessalement d’eau de mer, avec un taux de salinité à partir de 35 g/l ; - Déminéralisation des eaux saumâtres des nappes souterraines, avec un taux de salinité allant de 2 à 10 g/l.

Les technologies de dessalement d’eau sont classées en deux catégories : - Les procédés thermiques faisant intervenir un changement de phases : la congélation et la distillation.

- Les procédés membranaires : l’osmose inverse et l’électrodialyse.

Parmi les procédés précités, la distillation et l’osmose inverse sont les technologies dont les performances ont été prouvées pour le dessalement d’eau de mer. En effet, ces deux procédés sont les plus commercialisés dans le marché mondial du dessalement d’eau. Les autres techniques n’ont pas connu un essor important dans le domaine à cause de problèmes liés généralement à la consommation d’énergie et/ou à l’importance des investissements qu’ils requièrent.

Au Maroc, à l’instar des pays du pourtour méditerranéen, le dessalement d’eau est certes une technologie relativement chère, mais se présente comme une solution compétitive, sûre et inévitable pour l’approvisionnement en eau douce des régions à ressources conventionnelles limitées ou incertaines en terme de quantité et de qualité.

Aussi, le Maroc a développé, en 2009, La Stratégie Nationale de l’Eau incluant la mobilisation des eaux non conventionnelles tels que le dessalement d’eau de mer et la déminéralisation des eaux saumâtres qui constituent une source d’approvisionnement en eau et un potentiel de production d’eau potable indéniable.

A noter que l’ONEE a, depuis 1976, réalisé plusieurs projets de dessalement d’eau de mer et de déminéralisation des eaux souterraines saumâtres qui lui a permis d’acquérir un savoir-faire important dans le dessalement d’eau utile pour le développement de son futur programme de dessalement. Le choix de la technologie de l’ONEE, basé sur les critères d’optimisation des coûts d’investissement et d’exploitation, a été porté sur la technologie d’osmose inverse dès le début des années 90. Les évolutions technologiques de l’osmose inverse, par rapport aux technologies de distillation, durant les 20 dernières années, ont confirmé ce choix.

Il est à préciser que l’eau produite par les stations de dessalement de l’eau de mer et la déminéralisation des eaux saumâtres par la technique de l’Osmose Inverse est une eau douce, agréable, ne présente

TECH aucun goût, ni odeur et dont les caractéristiques physicochimiques et bactériologiques répondent aux exigences de la Norme Marocaine relative à la qualité des eaux d’alimentation humaine et aux Directives de l’Organisation Mondiale de la santé relatives à l’eau de boisson. Cependant, pour conserver sa qualité jusqu’au robinet du consommateur, une remise à l’équilibre calco-carbonique est appliquée à l’eau osmosée au niveau de la station et avant distribution.

DESALINATION OF SEA-WATER: THE EXPERIENCE OF ONEE MOROCCO

Desalinating water consist in converting saline water into fresh water for various uses: human consumption, irrigation or industry. There are two types of desalination depending on the salinity and the water source to desalinate: -- Desalination of sea water with a salinity rate from 35 g/l; -- Demineralization of brackish groundwater with a salinity rate from 2 to 10 g/l.

Desalination technologies are classified into two categories: -- Thermal processes involving a change of phases: freezing and distillation.

-- Membrane processes: reverse osmosis and electrodialysis.

Among the above processes, distillation and reverse osmosis are the technologies whose performance has been proven for the desalination of sea water. In fact, these two methods are the most traded on the global desalination market. Other techniques have not grown significantly because of problems usually related to energy consumption and/or the amount of investment they require.

For Morocco, like other Mediterranean countries, water desalination is certainly a relatively expensive technology, but appears as a competitive, secure and inevitable solution for the fresh water of areas with limited or uncertain conventional resources in terms of quantity and quality.

Thus, in 2009, Morocco developed the National Water Strategy including the mobilization of nonconventional water such as the desalination of sea water and the desalination of brackish water that are a source of water supply and an undeniable potential for the production of drinking water.

It should be noted that ONEE has, since 1976, conducted several sea water desalination and brackish groundwater demineralization projects that have enabled it to acquire a significant expertise in the area of water desalination. This is useful for the development of its future desalination program.

ONEE’s choice technology, based on the optimization of investment and operating cost criteria focused on the reverse osmosis technology in the early 90s. The technological developments of reverse osmosis, compared with distillation technologies, over the past 20 years, have confirmed this choice.

It must be stated that the water produced by sea water desalination and brackish water demineralization stations by the reverse osmosis technique is a fresh and pleasant water, with no taste or smell and whose physicochemical and bacteriological characteristics meet the requirements of the Moroccan

TECH standard for the quality of water intended for human consumption and the Guidelines of the World Health Organization for drinking water. However, and to maintain its quality up to the consumer’s tap, a calco-carbonic balance is applied to the reverse osmosis water at the station and before distribution.

The following tables summarize the main achievements and projects of ONEE. It should be noted that the water produced by the desalination process accounts for 2.5% of ONEE’s total production capacity of treated water.

INTERVIEW DEMARCHE QUALITE : LE MODELE DE L’ONEP L’Office National de l’Eau Potable de Côte d’Ivoire (ONEP) vient d’être accrédité ISO 9001 Version 2008. La distinction a été présentée officiellement au cours d’une cérémonie qui s’est déroulée le vendredi 6 mai 2016 à Abidjan, en présence des autorités ivoiriennes et des acteurs locaux du secteur de l’eau.

Michel AMICHIA KOUAHO, Responsable de la Qualité, Conseiller Spécial Chargé des Finances du Directeur Général de ONEP nous parle du processus qui a conduit à cette certification et des leçons à en tirer.

SHARE WATER : M. le Conseiller, que signifie concrètement cette accréditation pour L’ONEP ?

Michel KOUAHO AMICHIA: Tout d’abord, je voudrais vous dire que la norme ISO 9001 version 2008 décrit les dispositions à prendre dans une entreprise pour mettre en œuvre un système de management de la qualité, afin de : - Démontrer qu’elle est apte à fournir régulièrement un produit ou un service conforme aux exigences des clients ; - Satisfaire ses clients par l’application efficace du système incluant les processus pour l’amélioration continue et la prévention des non-conformités.

Cette accréditation du système de management de la qualité de l’Office National de l’Eau Potable à la norme ISO 9001 version 2008 signifie pour nous, l’aptitude à fournir régulièrement un produit (études, ouvrages hydrauliques, etc.) conformément aux exigences du client et aux exigences réglementaires applicables. C’est aussi chercher à accroître la satisfaction des clients par l’application efficace du système.

Une accréditation nécessite des reformes, des améliorations dans les performances.

Comment l’ONEP a-t-il préparé cette échéance ? Quelles ont été les clés de cette réussite ?

La Direction Générale qui a décidé de la mise en œuvre de son système de management de la qualité, a immédiatement mis en place une politique qui place le client au centre de ses préoccupations et a placé la qualité comme un axe essentiel de gestion.

Partant de cela, Il a été important dans une première phase pour le Directeur Général, de communiquer clairement sur les enjeux et les objectifs visés par la certification. Il a, par ailleurs, impliqué l’ensemble du personnel sur ce projet.

Il a aussi réfléchi à l’organisation de son entreprise, aux rôles et responsabilités de tous les acteurs y compris les relations avec ses clients et ses fournisseurs pour connaître les exigences de ses clients et s’assurer de la qualité de ses approvisionnements.

La seconde étape a consisté à faire connaître à l’ensemble du personnel de l’entreprise les exigences de la norme ISO Le personnel de l’ONEP récompensé pour 9001 et leur faire comprendre les enjeux d’une démarche ses performances qualité. Cette formation a été réalisée en interne avec l’aide

INTERVIEW du cabinet Qualité Conseils et Développement (QCD).

En ce qui concerne la troisième étape, elle a consisté à l’identification des processus de l’entreprise. Cela a nécessité la remise à plat des méthodes de travail de l’entreprise.

La certification est valable jusqu’à septembre 2018, après cette date que va-t-il se passer ?

Il faut d’abord comprendre que les certifications ISO ont un délai de validité et que chaque année, une vérification par l’organisme certificateur a lieu, ce qui permet de noter que la certification n’est pas un diplôme à vie, chaque année il faut mériter ce certificat à travers un examen, ce qui est différent d’un diplôme scolaire que l’on a à vie.

Par exemple, un élève qui a obtenu son baccalauréat, est bachelier à vie et aucune évaluation ne viendra contester l’obtention de ce diplôme.

A la fin de l’année 2017, l’ONEP attend passer l’échéance ISO 9001/2015.

En dehors des secteurs qui ont reçu l’accréditation, est-il possible que l’ONEP soit accrédité à d’autres niveaux ?

Oui! Il est possible que l’ONEP soit accrédité à d’autres niveaux. Je puis vous dire que l’un des objectifs en ce moment, de la Direction Générale est l’accréditation qui est en cours, de son Laboratoire du contrôle de la qualité de l’eau.

Quel est le rôle de l’ONEP dans le secteur de l’eau en Côte d’Ivoire ?

Le rôle de l’ONEP dans le secteur de l’eau potable, est d’assurer la maîtrise d’ouvrage déléguée et la maîtrise d’œuvre des investissements et du traitement des demandes pour la réalisation, l’extension, le renforcement et le renouvellement des infrastructures d’alimentation en eau potable sur l’étendue du territoire national.

L’ONEP est un membre actif de l’AAE, qu’est-ce que cela vous apporte d’appartenir à une telle organisation ?

Je voudrais rendre hommage à Monsieur ZADI KESSY Marcel, pour sa réflexion sur la nécessité pour les sociétés d’eau Africaines de mettre en commun leurs ressources humaines, techniques et financières afin d’optimiser la formation des hommes et des femmes des entreprises du secteur qui est la clef pour assurer non seulement un développement durable des entreprises mais aussi une satisfaction pérenne des populations consommatrices d’eau et enclines à des services d’assainissement adéquat.

C’est à partir de 1990, à la suite des réformes institutionnelles que les sociétés Africaines de patrimoine ont commencées à adhérer à l’Association, et l’ONEP n’est pas resté en marge de cette opportunité. Etre membre actif d’une telle organisation, permet de s’unir aux autres membres de l’Association pour échanger sur les difficultés du secteur de l’eau en Afrique et aussi profiter des expériences des uns des autres pour un développement durable dans ce secteur.

INTERVIEW QUALITY APPROACH: THE ONEP MODEL The National Office of Drinking Water of Côte d’Ivoire (ONEP) has just been certified ISO 9001 version 2008. The distinction was officially presented at a ceremony held Friday, May 6, 2016 in Abidjan, in the presence of Ivorian authorities and local stakeholders in the water sector. Here, Michel Amichia Kouaho, Quality Officer, Special Advisor for Finance to ONEP CEO talks about the process leading to this certification and the lessons learned.

SHARE WATER: Mr. Advisor, what does this accreditation specifically mean for ONEP ?

Michel KOUAHO AMICHIA: First, let me say that ISO 9001 version 2008 describes the measures to be taken in a company to implement a quality management system in order to: - Demonstrate that it is able to consistently provide a product or service that meets customers’ needs; - Satisfying its customers through the effective implementation of the system, including processes for continued improvement and prevention of non-conformities.

This accreditation of the quality management system of the National Office of Drinking Water to ISO 9001 version 2008 means, to us, the ability to consistently provide a product (studies, water assets, etc.) as required by the customer and the relevant regulatory requirements. It also means seeking to increase customer satisfaction through the effective implementation of the system.

An accreditation requires reforms, improvements in performance. How did ONEP prepare for this ? What were the keys to this success ?

The Management decided to implement its quality management system and immediately set up a policy that puts the customer at the center of its concerns and made quality as a key management focus.

From this, it was important in the first phase, for the CEO, to clearly communicate on the issues and the objectives of the certification. He, moreover, got the entire staff involved in this project.

He also reflected on the organization of his company, the roles and responsibilities of all stakeholders including relationships with customers and suppliers to know the requirements of his customers and ensure the quality of his supplies.

The second step was to make known to all company personnel the requirements of ISO 9001 and make them understand the challenges of a quality approach. This training was carried out internally with the help of the Qualité

As for the third step, it consisted in identifying the company’s processes. This required the overhaul of the company’s work methods.

The certification is valid until September 2018; what will happen after that date?

First, it must be understood that the ISO certifications have a period of validity and that every year, the certification body conduct an audit, which enables it to note that the certification is not a lifelong diploma. Every year, you have to earn that certificate through a review.

This is different from an academic degree, which is for life.

For example, a student who earned his bachelor’s degree is a bachelor all his life and no further exam can question this degree.

At the end of 2017, ONEP expects to pass the ISO 9001/2015 test.

Apart from the sectors that have received the accreditation, is it possible for ONEP to be accredited in other areas ?

Yes, it is possible for ONEP to be accredited in other areas. I can tell you that one of the objectives of the Management is the pending accreditation of its water quality control laboratory.

What is the role of ONEP in the water sector in Côte d’Ivoire ?

The role of ONEP in the drinking water sector is to ensure the delegated project management and management of the investments and processing of applications for the construction, extension, strengthening and renewal of drinking water supply infrastructures in the whole country.

ONEP is a Regular Member of AfWA. What do you gain by being a member of such an organization ?

I would like to pay tribute to Mr. Marcel ZADI KESSY for his reflection on the need for African water utilities to pool their human, technical and financial resources in order to optimize the training of the men and women of the sector’s utilities, which is the key not only to ensuring their sustainable development, but also to a lasting satisfaction of the water-consuming populations who expect adequate sanitation services.

It is from 1990, following the institutional reforms that African asset companies started to join the Association, and ONEP did not stay on the sidelines of this opportunity. Being a Regular Member of such an organization, allows to unite with other members of the Association to discuss the water sector challenges in Africa and to benefit from the experiences of each other for the sustainable development in the sector.

ZOOM PROJET DE RENFORCEMENT DES CAPACITES DES OPERATEURS AFRICAINS D’ASSAINISSEMENT PAR DES PARTENARIATS D’APPRENTISSAGE ENTRE PAIRS (RASOPAFRICA) L’Association Africaine de l’Eau a initié, avec l’appui financier de la Fondation Bill & Melinda Gate (FBMG), pour une période de trois ans (2016-2018) un projet de «Renforcement des capacités des opérateurs africains d’assainissement par des Partenariats d’apprentissage entre pairs (RASOP-Africa)». A travers le projet RASOP-Africa, l’AAE, favorisera la mise en place de stratégies de gestion des boues de vidange et l’identification de projets d’assainissement autonome dans cinq villes africaines. Le projet permettra, non seulement, un renforcement des capacités des municipalités et sociétés d’assainissement des villes bénéficiaires, mais aussi l’identification de projets dont le financement et la réalisation permettront une amélioration effective des conditions d’assainissement de plus d’un million de citadins en Afrique. � Un projet décliné en quatre composantes Ce programme comprend les quatre composantes suivantes : - Composante 1 : Appui technique pour promouvoir l’assainissement durable, y compris l’assainissement autonome et la gestion des boues de vidange dans les sociétés/municipalités, - Composante 2 : Renforcement des capacités des opérateurs d’assainissement par les ‘Sanitation Operator Partnership’ (SOP) pour obtenir du financement, afin d’améliorer l’assainissement urbain, - Composante 3 : Environnement favorable à la facilitation de l’adoption d’un cadre réglementaire approprié pour la mise en œuvre d’un assainissement urbain durable, - Composante 4 : Gestion et gouvernance du projet. � Déroulement Les municipalités ou sociétés d’assainissement des cinq villes africaines bénéficiaires directes de ce programme, seront accompagnées par d’autres entités similaires d’autres pays africains dont les expériences développées dans la gestion des boues de vidange sont avérées. Il s’agit de l’Office National de l’Assainissement du Sénégal choisi comme mentor des trois bénéficiaires francophones que sont : Yamoussoukro (Cote d’Ivoire), Yaoundé (Cameroun) et Bamako (Mali) et de eThekwini d’Afrique du Sud chargé d’accompagner les deux bénéficiaires anglophones de Kampala (Ouganda) et de Lusaka (Zambie) � Bénéficiaires Les bénéficiaires directs du projet sont : • 05 villes/municipalités/sociétés en Afrique subsaharienne qui bénéficieront du soutien des mentors pour améliorer leurs performances ; • 03 villes/opérateurs africains sub-sahariens qui mobiliseront des fonds pour améliorer leur projet d’assainissement ; • 20 consultants et dirigeants de sociétés d’assainissement et des organes gouvernementaux nationaux et locaux qui seront formés ;

A ces bénéficiaires directs, s’ajoutent des bénéficiaires indirects dont 1 000 000 de personnes dans les 5 villes ciblées, les autorités nationales et collectivités locales de pays et villes choisis, les décideurs ou encore les écoles et universités.

CAPACITY BUILDING PROJECT FOR AFRICAN SANITATION OPERATORS THROUGH REINFORCING THE CAPACITY OF AFRICAN SANITATION OPERATORS THROUGH PEERTO-PEER LEARNING PARTNERSHIPS (RASOP-AFRICA) The African Water Association has initiated, with the financial support of BMGF, for a period of three years (2016-2018) a «Reinforcing capacity of African sanitation operators through peer-to-peer Learning Partnerships (RASOP-Africa)» project. Through the RASOP-Africa project, AfWA will promote the establishment of fecal sludge management strategies and the identification of stand-alone sanitation projects in five African cities. The project will not only build the capacities of the municipalities and sanitation utilities of the beneficiary cities, but it will also identify projects whose funding and implementation will effectively improve sanitation conditions for more than a million urban dwellers in Africa. � A project divided into four components This program comprises the following four components: • Component 1: Technical support to promote sustainable sanitation, including on-site sanitation and fecal sludge management in corporations/municipalities, • Component 2: Building of sanitation operators’ capacities through Sanitation Operators’ Partnerships (SOP) to achieve funding in order to improve urban sanitation, • Component 3: Enabling Environment to facilitate the adoption of an appropriate regulatory framework for the implementation of a sustainable urban sanitation, • Component 4: Management and governance of the project. � Execution The municipalities or sanitation utilities of the five African cities, direct beneficiaries of this program, will

ZOOM be supervised by other similar entities from other African countries whose experiences developed in the management of fecal sludge are proven. These are the National Office for Sanitation of Senegal selected as the mentor for the three Francophone beneficiaries that are: Yamoussoukro (Côte d’Ivoire), Yaoundé (Cameroon) and Bamako (Mali) and eThekwini from South Africa responsible for supporting the two Anglophone beneficiaries from Kampala (Uganda) and Lusaka (Zambia). � Beneficiaries The direct beneficiaries of the project are: • 05 cities/municipalities/companies in Sub-Saharan Africa, which will enjoy the support of the mentors to improve their performance; • 03 Sub-Saharan African cities/operators, which will mobilize funds to improve their sanitation project; • 20 consultants and sanitation utility and national and local government body leaders who will be trained.

• 20 other staff members from municipalities, sanitation utilities and national/local government bodies, who will also be trained; • 20 small sanitation service providers who will received training suited to their needs, • 03 associations of 20 small sanitation service providers, which will be established and affiliated to AfWA, • The financial and technical partners (ADB, BOAD, national trust funds).

In addition to these direct beneficiaries, there are also indirect beneficiaries, including 1,000,000 people in the five cities targeted, the national authorities, local government of the countries and cities chosen, decision makers or schools and universities.

ZOOM AfriCap : LE PROGRAMME DE RENFORCEMENT DES CAPACITES DE L’AAE AfriCap ou AfWA Capacity Building Program est un programme de renforcement des capacités de l’Association Africaine de l’Eau, financé par l’USAID West Africa(USAID WA). Ce programme est né de la nécessité d’atteindre une audience plus large dans le secteur de l’eau, de l’hygiène et de l’assainissement, par la promotion des meilleures pratiques et des enseignements tirés des connaissances et des expériences des programmes et projets précédents. � Objectif du programme AfriCap a pour objectif principal de renforcer l’AAE pour lui permettre d’améliorer la coordination et la collaboration régionales pour les initiatives du secteur de l’eau, de l’hygiène et de l’assainissement, l’harmonisation des politiques du secteur, le renforcement des capacités des parties prenantes du secteur et la diffusion des meilleures pratiques et des produits de connaissances novateurs, afin de rehausser les services dudit secteur en Afrique de l’Ouest. � Les activités du programme AfriCap Les activités sont regroupées en trois grandes composantes, notamment : • Composante 1 : Renforcement des capacités et renforcement institutionnel de l’AAE, avec des activités conçues pour lui permettre de jouer le rôle de leader dans la formulation, la coordination et l’adoption des politiques en eau, en hygiène et en assainissement dans la région ouestafricaine, • Composante 2 : Développer et mettre en œuvre le partage des connaissances en Afrique de l’Ouest, • Composante 3 : Développer la capacité des laboratoires de qualité de l’eau, en Afrique de l’Ouest en général, et en particulier au Ghana et Burkina Faso. � Partenaires de mise en œuvre Le programme est mis en œuvre avec l’appui technique des partenaires suivants : West Africa Water Supply, Sanitation, and Hygiene (USAID WA-WASH), FIU (Florida International University), United States Environnemental Protection Agency (USEPA), AfricanMinisters’ Council on Water (AMCOW) et Population Services International (PSI). Le programme profitera à terme, à toute la communauté africaine de professionnels du secteur de l’eau, de l’hygiène et de l’assainissement, y compris les décideurs, les professionnels des sociétés, la société civile, la jeunesse et les associations de femmes. Le programme est exécuté sur une période de 48 mois.

Depuis son démarrage, en novembre 2015 le programme a mené certaines actions, parmi lesquelles les recrutements du coordonnateur du programme et du spécialiste en communication et partage des connaissances, l’élaboration du plan de renforcement des capacités de l’AAE, L’élaboration d’une stratégie de recherche pour le secteur WASH, le lancement du Réseau AAE des femmes professionnelles dans le secteur de l’eau, l’hygiène et l’assainissement en Afrique, la participation aux travaux du secrétariat WASH pour la dissémination des principaux résultats du programme, ou encore l’adoption par l’AAE des études de base sur la qualité des laboratoires du Burkina Faso et du Ghana conduites par USEPA. ZOOM AfriCap: THE CAPACITY BUILDING PROGRAM OF AfWA AfriCap or AfWA Capacity Building Program is a capacity building program of the African Water Association funded by USAID West Africa (USAID WA). This program derives from the need to reach a wider audience in the water, hygiene and sanitation sector, through the promotion of the best practices and lessons learned from the knowledge and experiences of previous programs and projects. � Objective of the Program The main objective of AfriCap is to strengthen AfWA to enable it to improve regional coordination and cooperation for initiatives in the water, hygiene and sanitation sector, harmonize sector policies, build the capacity of stakeholders in the sector and disseminate best practices and innovative knowledge products in order to enhance the services of that sector in West African. � The Activities of the AfriCap Program The activities are grouped into three major components as follows: • Component 1 : Capacity building and institutional strengthening of AfWA, with activities designed to enable it to play a leading role in the formulation, coordination and adoption of policies in water, hygiene and sanitation in the West African region, • Component 2 : Develop and implement knowledge sharing in West Africa, • Component 3 : Develop the capacity of water quality laboratories in West Africa in general and particularly in Ghana and Burkina Faso. � Implementing Partners The program is implemented with the technical support of the following partners: West Africa Water Supply, Sanitation, and Hygiene (WASH USAID-WA), FIU (Florida International University), United States Environmental Protection Agency (USEPA), African Ministers’ Council on Water (AMCOW) and population Services International (PSI). Since its inception in November 2015, the program has conducted some actions, including the recruitment of the program coordinator and the communications and knowledge sharing specialist, the development of the capacity building plan of AfWA, the development of a research strategy for the WASH sector, the launch of the AfWA network of professional women in the water, hygiene and sanitation sector in Africa, the participation in the WASH secretariat’s work for the dissemination of the program’s main results or the adoption by AfWA of core studies on the quality of the laboratories in Burkina Faso and Ghana conducted by USEPA. FORMATION / TRAINING 60 SUBVENTIONS ACCORDEES PAR L’AAE POUR DES TRAVAUX DE RECHERCHE AUX ETUDIANTS Pour la période de 2017-2019, l’AAE accordera, à travers le financement de l’USAID West Africa, 20 subventions par an soit 60 subventions aux étudiants de niveau Master en vue de soutenir les projets de recherche. Ces subventions sont destinées aux étudiants des Grandes Ecoles et Universités des pays de l’Afrique de l’Ouest. La stratégie de gestion de ce nouveau programme de petites subventions a été élaborée et sera soumise à validation lors du CST de Luanda en Juillet 2016. Elle précisera les thèmes à développer par les jeunes étudiants bénéficiaires du programme des petites subventions.

L’Association Africaine de l’eau s’est vue confier par l’AMCOW, le Conseil des Ministres africains de l’Eau, la tâche d’organiser les Jeunes Professionnels africains de l’Eau et de l’Assainissement (JPAfEA) dans le cadre de la mise en en œuvre de sa stratégie et politique d’intégration de la jeunesse dans les activités du secteur de l’eau et de l’assainissement en Afrique. Ce programme encourage la formation des comités nationaux, le suivi de leurs activités pour s’assurer qu’ils sont actifs et productifs et la mise en place d’un fonds Jeunesse.

Il a pour objectif : • Le soutien et le développement d’activités ou d’initiatives qui donnent la possibilité aux JPAfEA de contribuer aux programmes du secteur et offrent des opportunités de leadership ; • La mise en place d’une plateforme pour le développement et le partage de connaissances à travers les événements de l’AAE de même que la collaboration avec d’autres organisations et programmes ; • l’Augmentation de l’implication des jeunes dans le secteur à travers des collaborations avec des associations nationales En 2015, avec un financement de $200,000 de l’USAID à travers le programme FABRI (Further Advanced for the Blue Revolution Initiative), l’AAE a pu financer 13 projets de JPAfEA disséminés dans neuf (9) pays. Ce financement a permis aux Jeunes de contribuer au développement de solutions pour réduire l’Eau Non Facturée et améliorer les services de l’assainissement en milieu urbain en Afrique.

Le nouveau programme qui doit s’étendre sur trois ans (2017-2019), concerne les étudiants des universités et des grandes écoles de l’Afrique de l’ouest, qui recevront des subventions pour soutenir leurs travaux de master dans le secteur eau, assainissement, hygiène.

FORMATION / TRAINING 60 GRANTS WILL BE SUBSIDIZED BY AfWA TO STUDENT RESEARCH PROJECTS For the 2017-2019 period, AfWA will grant, through funds from USAID West Africa, 20 subsidies per year, that is, 60 grants to Master level students to support research projects. These grants are intended for students from colleges and universities of West African countries. The management strategy of this new small grant program has been developed and will be submitted for validation at the Luanda STC meeting in July 2016. It will specify the topics to be developed by the young student beneficiaries of the small grants program.

The African Water Association was entrusted by AMCOW, the African Ministers’ Council on Water, with the task of organizing the Young African Water and Sanitation Professionals (YAWSP) in the framework of the implementation of its strategy and integration policy for the youth in the water and sanitation sector activities in Africa. This program encourages the establishment of national committees, the monitoring of their activities to ensure that they are active and productive and the establishment of a Youth Fund.

Its objective is to : • Support and develop activities or initiatives that provide possibilities for YAWSP to contribute to sector programs and provide leadership opportunities; • The establishment of a platform for knowledge development and sharing through AfWA events as well as collaboration with other organizations and programs ; and • Enhance youth involvement in the sector through collaboration with national associations.

In 2015, with funding in the amount of $ 200,000 from USAID through the FABRI program (Further Advancing the Blue Revolution Initiative), AfWA was able to fund 13 YAWSP projects scattered in nine (9) countries. This funding enabled the Young to help develop solutions to reduce Non-Revenue Water and improve sanitation services in African urban areas.

The new program is to extend over three years (2017-2019) and will target students from universities and colleges in West Africa, who will receive grants to support their Master’s research in the water, sanitation, hygiene sector.

Appelé aussi réchauffement global ou planétaire, le changement climatique est un phénomène d’augmentation des températures moyennes des océans et de l’atmosphère, au niveau planétaire, depuis une soixantaine d’années.

Quelles sont les causes du changement climatique ?

Il s’agit probablement d’une combinaison de nombreux facteurs.

La pollution est citée en premier, notamment à cause de l’émission de plus en plus importante de gaz à effets de serre, un gaz absorbant le rayonnement infrarouge émis par la surface terrestre.

Cela fonctionne comme le vitrage d’une serre : ils laissent rentrer le rayonnement solaire mais l’empêchent de ressortir, ce qui entraîne une augmentation de la température de l’atmosphère.

L’Afrique est-elle concernée par le changement climatique ?

Tempêtes, inondations, sécheresses, hausse du niveau de la mer… L’Afrique, au même titre que l’ensemble des pays de la planète, a de quoi s’inquiéter. Le cabinet britannique Maplecroft tirait déjà la sonnette d’alarme dans son rapport annuel de 2008, sur la vulnérabilité des pays et des villes au réchauffement climatique. Voici la liste des 10 pays africains les plus vulnérables au changement climatiques, selon le classement de Maplecroft.

Also called global warming, climate change is a phenomenon involving the increase in the average temperatures of the world’s oceans and atmosphere that has been going on for sixty years.

What are the causes of climate change ?

This is probably a combination of many factors. Pollution is listed first, particularly because of the increasingly important emission of greenhouse gas, a gas absorbing the infrared radiation emitted by the earth’s surface. It works like the glazing of a greenhouse: it allows solar radiation in but prevents it from coming out, which causes an increase in the temperature of the atmosphere.

Is Africa affected by climate change ?

Storms, floods, droughts, rising sea level ... Africa, as well as all countries in the world, has cause for concern. The British firm Maplecroft was already sounding the alarm bell in its 2008 annual report on the vulnerability of countries and cities to global warming. Here is the list of the 10 most vulnerable African countries to climate change, as ranked by Maplecroft.

The United States Agency for International Development, Office for West Africa, USAID/West Africa’s Regional Economic Growth and Resilience Office (REGO), has signed with AfWA, a four year (2015 – 2019) collaborative agreement for the implementation of the AfWA Capacity Building Program (AfriCap).

The purpose of AfriCap program is to improve health and the well-being of African dwellers through an increased access to sustainable water supply and sanitation services as a result of improved efficiency of utility operations and better regional coordination of sector policies. The overall assistance objective is to strengthen the capacity of AfWA to coordinate, formulate, adapt, and harmonize WASH policies in order to improve the performance of the sector across Africa in general and West Africa in particular.

MAIN ACTVITIES :

- Capacity building and institutional strengthening of AfWA; - Knowledge development and sharing, and public awareness; - Development of the capacity of drinking water laboratories; - Program Management.

Funded by the Bill and Melinda GATES Foundation (BMGF) and implemented by the African Water Association (AfWA), RASOP-Africa Program has the main task of improving faecal sludge management in urban area, as well as the quality and coverage of sanitation service for at least one million people in five cities from five different countries in the sub-Saharan Africa region. The project aims at four major.

OBJECTIVES : - To adapt and spread technical guidance to promote sustainable sanitation including non-sewer sanitation and FSM; - To build the capacity of sanitation utilities/municipalities in five countries through WOPs to secure funding for improving urban sanitation; - To support sanitation utilities/municipalities to develop strategic sanitation plans and regulatory framework that formalized private service providers in FSM and public toilet provision; - To improve the governance and accountability of AfWA’s programs management team for high quality products and long term impact of the program.

Africa-European Union Innovation Alliance for Water and Climate (AfriAlliance) AfriAlliance, a five year (2015 – 2020) project aims at increasing the preparedness of Africa to address future water and climate change vulnerabilities through increased and fruitful interaction and cooperation between relevant stakeholders in water management from Africa and the European Union.
