Rachel F. Cubacub Associate Budget and Administrative Process Officer Administration & Finance University of Guam
Rachel F. Cubacub is currently the Associate Budget Administrative Process Officer at the University of Guam where she is responsible for leading financial planning efforts through the development and preparation of annual budgets for general operations, auxiliary, and non-appropriated funds. She has been instrumental in shaping the University's Para Hulo strategic plan, specifically creating goals and objectives for growing university resources. She first joined UOG in 2014. Prior to joining UOG, Rachel worked at the Office of Public Accountability as an auditor from 2009 through 2014. As an auditor, Rachel performed financial, operational, and compliance examinations and evaluations of varied programs within the Government of Guam. Rachel received her Professional Master’s in Business Administration from the University of Guam in 2014. She graduated from the University of Guam with a Bachelor of Business Administration (BBA) in Accounting in 2009. While pursuing her degree, she was involved in the Junior Accountants Society. Rachel graduated as valedictorian from St. Paul Christian School in 2005 and served as Student Body Association President. Rachel is an active member of the Association of Government Accountants since 2009 and has served in various leadership roles as Immediate Past President (2015-2016), President (2014-2015), President-Elect (20132014), and Secretary (2010-2011). In September 2014, Rachel was awarded the "Emerging Leader Award" by the Guam Chapter. She has also been part of several executive committees and sub-committees, including the Guam Professional Development Conference sub-committee and the annual 5K run sub-committee. Alongside her involvement in the accounting profession, Rachel is also active in her home church where she plays piano during worship services since 2003. She has also held leadership roles in its youth and young adult group from 2004-2013.
