Sarah Elmore-Hernandez Chief of Staff Senator Mary Camacho Torres Guam Legislature
Sarah G. Elmore-Hernandez is the Chief of Staff to Senator Mary Camacho Torres in the 35th Guam Legislature. As COS, Sarah oversees the Senator’s policy agenda and media strategy and serves as principal adviser and liaison for all legislative activity. Prior to this role, Sarah was Director of the Committee on Appropriations and Adjudication under the Office of Speaker Benjamin J.F. Cruz where she managed the progression of policies under the committee’s jurisdiction and coordinated the office’s press relations. Upon the Speaker’s retirement, she became Chief of Staff to Legislative Secretary and Committee on Rules Chair Senator Régine Biscoe Lee. Sarah graduated with honors from the University of Colorado Denver, where she received both her Bachelor of Arts (2008-2011) and Master of Arts (2011-2013) in Political Science. Her master’s thesis on sustaining social movements in Guam was selected and published in CU Denver's academic journal for outstanding student work in 2013. Sarah is currently pursuing a Ph.D. at the University of Alaska Fairbanks following her acceptance into the Interdisciplinary Studies division in partnership with the University of Guam in early 2019. Her dissertation prospectus, which was approved by the UAF INDS Council, is focused on the election and substantive representation of women in Guam. Sarah has served as the National Committeewoman of the Young Democrats of Guam as well as Vice President for the American Association of University Women-Guam Chapter. She is an alumna of the 2018 Legislative Staff Management Institute, a competitive national legislative leadership program held by the National Conference of State Legislatures (NCSL), University of Southern California Sol Price School of Public Policy, and California State University Sacramento Center for California Studies. She is also a member of the NCSL Research, Editorial, Legal and Committee Staff Association and the Legislative Employees Association. Due to her leadership, Sarah was appointed in 2020 by the AAUW Executive Office to serve on its national public policy committee, a special advisory board of 7 individuals that advise the organization on its nationwide public policy priorities. She also sits on the Board of Directors for the Guam Girl Scouts organization. Sarah is married to Artemio "Ricky" Aguon Hernandez, Ph.D. and is the proud mother of a 16-pound shih apso named Unai.
