Abigail Q. Reyes Budget and Management Analyst III Bureau of Budget and Management Research

Abigail Q. Reyes is a Budget and Management Analyst III with the Bureau of Budget and Management Research (BBMR). She has been working for the government of Guam on different capacities for over 13 years. She was also an Adjunct Faculty at the University of Guam in Spring 2019. She is currently a Doctoral Candidate at the Capella University pursuing her PhD in Business Management with an anticipated completion date of 2022 and she is working towards her designation as a Certified Fraud Examiner. As a Budget and Management Analyst III, Abigail plays a key role in conducting necessary operational planning and management research and studies to ensure that effective planning and management methods are utilized by departments and agencies of the government of Guam. This entails recommending adequate funding levels for assigned departments and agencies to meet their mandates while keeping with the Administration’s fiscal policies and ensuring that assigned departments and agencies maintain keen focus on accuracy and adherence to budget ceilings and established policies and priorities in their preparation and submission of annual budget and allotment release schedules. Abigail also analyzes and makes recommendations on departmental appropriation/allotment modifications, personnel action requests, travel requests, and contracts to ensure compliance with policies, procedures, rules and regulations. She also conducts year-round monitoring of departmental allotments and expenditures to identify and resolve any funding issues and ensure adequate financial resources throughout the fiscal year. Abigail’s responsibilities also include the completion of key portions of the Governor’s Executive Budget Request submitted annually, preparation of fiscal notes for proposed legislations, and completion of special projects and analyses on various fiscal matters as requested by management. Prior to assuming her current position, Abigail served as a Management Analyst IV and Acting Supervisor at the Business Privilege Tax (BPT) Branch with the Department of Revenue and Taxation (DRT) from 2018 to October 2019. In these capacities, Abigail analyzed proposed legislations affecting DRT and prepared recommendations on proposed process improvements for DRT. She also led the BPT team in administering and enforcing BPT, Use Tax, Limited Gaming Tax, Hotel Occupancy Tax, Liquid Fuel Tax, Alcoholic Beverage Tax, and Tobacco Tax; supervised the private bonded warehouses operations for tobacco products to include enforcement of reconciliation processes, which had not been performed prior; and facilitated the reconciliation of Use Tax assessments, which had been backlogged for several years. She was also the point of contact for DRT for a number of audits being conducted concurrently by the Office of Public Accountability to include pressing matters such as Tobacco Tax, Use Tax, Limited Gaming Tax, and Hotel Occupancy Tax. During this time, she was also an Adjunct Faculty at the University of Guam, School of Business and Public Administration, and taught Public Personnel Administration and Leadership and Collaboration courses in the Spring of 2019.
