When Jasmine Rivera first heard the news on Wednesday, Nov. 30 that the Berks County Detention Center would officially close after the federal government announced it would not renew its contract with the county, she said it was a mix of “joy, shock,” and “tears of happiness.”

For her and the rest of the Shut Down Berks Coalition, the announcement was a victory almost a decade in the making.

“It was surprising at first but we knew this day would come,” Rivera told AL DÍA. “We have built a movement over the last eight years of grassroots, and even grasstop support to shut down this immigrant prison.”

A NOTORIOUS FACILITY

Berks County Detention Center was built in 2001, and has been repurposed a number of times by the county and federal government over two decades. In that time, especially the last 10 years, it has developed a reputation for cruelty towards the migrants it detained. At one point, the detention center was one of only three in the country that detained asylum seekers and their families as they awaited court dates or deportation. Like many other ICE-run facilities, reports of poor treatment, violence and even instances of sexual assault towards migrants ran rampant.

As more and more of those reports surfaced in Berks County, the Shut Down Berks Coalition formed to be the voice for those detained in the facility, and it’s fought from Leesport to Washington D.C. for the last seven years to get the detention center closed.

With President Joe Biden’s election in 2020, it was promised that detention centers like Berks County would be shut down, but instead of quick action on the matter, the administration had seemingly dragged its feet once in the White House.

It also didn’t help that Berks County Commissioners signed a new contract with ICE for the facility to house migrant women instead of families at the beginning of 2021. Shut Down Berks and a number of other state and national partners would sue the commissioners for their secretive dealmaking with ICE, and were set to have a day in court in the future had the federal government not stepped in and cut ties with the facility.

The contract between the federal government and the Berks County Detention Center now offi cially ends on Jan. 31, 2023. That being said, when AL DÍA spoke to those involved in the next steps of the process at the grassroots level, the work is far from over.

One of those involved is Adriana Zambrano, the program director for ALDEA, which provides pro bono legal and tación de crueldad hacia los inmigrantes detenidos.
