day of the National Budget hearing for 2014 at the House of Representatives today. Protesters raised their scissor-shaped placards symbolizing their call to end all impending budget cuts for basic social services. “BAYAN stands firm in our position

to abolish all kinds of pork barrel including the presidential pork. All the money the government amassed from the people’s taxes should not be spent wherever lawmakers want them to. Instead, the government should re-channel them directly to social services. Our

STOP BRANDING MEDIA OUTFITS AS STATE ENEMIES The National Union of Journalists of the Philippines takes exception to military officials mentioning the work of a journalist at an alternative news outfit in reference with the reported “capture” of her husband, a scientist and university professor who the Army claims had joined the New People’s Army. In talking of physicist Kim Gargar, Captain Alberto Caber, public affairs office chief of the Eastern Mindanao Command, noted that the scientist’s wife is “a writer of the leftist Bulatlat.com online news website.” Even if the military’s claims about Gargar are true, we do not see how his wife’s work with Bulatlat.com, which has been operating for several years, is relevant at all to any statement Caber has to make. Unless, of course, it is to insinuate that Bulatlat.com’s perceived leanings somehow make Gargar’s wife – and the whole outfit – complicit in the insurgency. In the same manner the ISAFP so famously branded as “enemies of the state” the NUJP and the Philippine Center for Investigative Journalism – and even the Catholic Bishops’ Conference of the Philippines – in the infamous 2005 PowerPoint “Knowing the Enemy.” Incidentally, we continue to receive reports that the PowerPoint is still shown in schools and other venues throughout the land. Caber’s thinking has clearly not evolved beyond that of a brute who immediately brands anyone with a different perspective an enemy, the kind of thinking perpetuated during Martial Law that, alas, somehow continues to infect the minds of officers such as him. We demand that Caber publicly apologize to Bulatlat.com, not only for slandering a legitimate news outfit but endangering its staff as well. It is the likes of you, Capt. Caber, who are the real enemies of the state because your blinders and one-track minds are anathema to the democracy you claim to protect and defend. ADN

Ang nasabing laboratory ang gagamitin sa pagpaparami ng tinatawg na coccinelid beetle, isang mabisang kaaway na kulisap na ginagamit sa pagpuksa ng cocolisap na nakakaapekto sa ilang bayan sa lalawigan ng Quezon hindi lamang sa mga niyog gayundin sa lanzones, mangosteen at iba pang prutas.

Ang nasabing biocontrol laboratory ay isang paraan ng maagap na pagtugon ni Quezon Governor David “JayJay” C. Sa naturang pagtitipon ay nagkaroon ng “palay lakad” kung saan ay binisita ng mga magsasaka ang iba’t ibang PhilRice Station at sa bawat

estasyon ay may isang teknisyan na nakatalagang magpaliwanag tungkol sa “Pag-aaral ng mga epekto sa iba’t ibang abono at pananim”, “Paggamit ng Azolla bilang pataba”, “Pagpapalay sa katihan”, “Iba’t ibang uri ng palay sa katihan”, “Pagpapakita ng paggamit ng combineharvester thresher”, “Hybrid variety” at “Pagtatanim ng palay gamit ang drum seeder”. Laban sa Katiwalian

Nitong nakaraang Agosto, isang tao ang nanawagan sa isang popular na social media website na Facebook para sa “Million People March Against Pork.” Siya si Peachy Bretaña kung saan ang panawagan ay tumawag ng pansin sa ating mga kababayan at tumagos sa kanilang mga puso na nagdulot ng kanilang “pisikal” na presensya, mula sa world wide web patungo sa parlyamentaryo ng lansangan nitong nakaraang Agosto 26 sa Luneta. Si Peachy at ang iba pang daang-libong indibidwal na sumama sa martsa at ang 15,000 taong pumirma sa online petition ng Million People March at aktwal na 70,000 na lumagda sa aktwal na petition sheets, gayundin ang mga pumirma at sumuporta sa laban sa katiwalian ay patunay lamang ng panimulang tagumpay ng mamamayang Pilipino para sa pagbabago. Subalit ito ay panimula pa lamang ng laban. Kung ating matatandaan, nagsampa na ng kaso ng katiwalian o plunder ang Department of Justice laban kina Janet Napoles at tatlo pang mga senador na nauugnay sa P10-billion Pork Scandal. Sa kasalukuyang kalagayan, mahalagang masustine ang paglaban ng mamamayan laban sa kurapsyon at katiwaliang ito. Ang bagay na ito ang dahilan kung kaya ang mga katulad ni Peachy Bretaña at iba pang mga social media protesters ay gumawa ng panibagong panawagan para sa komprehensibo o malawakang pagsasampa ng katiwalian (plunder) sa lahat ng mga indibidwal na sangkot sa iba’t-ibang mga “pork scandals.” Gayundin, laman din ng petisyong ito na i-freeze ang lahat ng pagaari ni “Pork Barrel Queen” simula Dec. 6 -- 100 araw simula ng “pagsuko” ni Napoles sa pamahalaan. Ang bawat pirma ay nangangahulugan ng iisang boses. Suporta at pagtutulungan ang kailangan ng bawat isa sa atin. Bilang responsableng mamamayan ng ating bansa, may papel tayo sa paghuhubog ng bawat sulok ng ating komunidad. Kung gayon, nasa palad din natin ang kalayaan na matagal na nating hinahangad noon pa man. Sa kasalukuyang estado ng ating pamahalaan, lalo pang dapat manatiling mulat ang mga mamamayan. ADN

Ang kabuuang lump sum appropriations ng ating pamahalaan na sa katotohanan ay pork barrel ding matatawag ay tinatayang aabot sa isang trilyong piso. Alam niyo ba kung gaano kadami ang isang trilyon? Ang ibig sabihin pa rin ng DAP ay hindi gaanong gumagastos ng mabilis ang pamahalaan kung kayat kelangang ipamahagi na ang mga perang ito mga pulitiko na kilalang mga gastador sa mga proyektong ang malaking porsiyento naman ay sa kanilang bulsa napupunta. Sa ngayon, libong classrooms ang kelangan natin para sa mga magaaral, libong bahay para sa mga walang bahay, libu libong tao ang walang trabaho dahil sa kakapusan ng mga mapapasukan at milyong kabataan ang hindi makapag aral dahil sa walang perang pang tuition. Kung ang pitumpu at dalawang bilyon ay ginastos para makapag patayo ng mga pabrika, madami sana ang magkaka hanapbuhay at maraming kababayan ang hindi magugutom. Kung ginastos ito sa paggawa ng mga kalsada at farm to market roads malaking pakinabang sana ito sa mga magsasaka, at kung ginastos naman ito sa pabahay, mapupunas na sana ang mga skwaters. Ganun pala kadami ang pera natin kaya apurahan ang paggastos eh bakit patuloy na tumataas ang buwis na dagdag pahirap y sa mga mahihirap na. At ngayon nagtatanong ang pamahalaan, bawal ba ang gastusin ang savings ng gobyerno? Hindi po maliban na lang kung gastos ng gastos kayo ng walang congrssional authority. Mas masahol pa sa PDAF itong DAP dahil kahit na pareho itong ninananakaw lang, ang PDAF ay may basbas ng Kongreso samantalang amg DAP ay wala. O ngayon, nasan ang snasabing daang matuwid? Pinoy ang lumilikha ng diktador

ng sabi ng mga matatanda, watak-watak pa raw talaga ang mga Pilipino noong 1972 at hindi pa nagkakaisa kung kaya malayang naisubo ni dating President Ferdinand Marcos ang Batas Militar sa bibig at utak ng mamamayan. Sa isang iglap lamang, sa tulong ng mga mababalasik niyang “tuta” at kawal, ay napagharian niya ang Pilipinas sa loob ng may 20 taon. Sadya nga sigurong malambot pa talaga ang ilong ng mga Pinoy noon at hindi alam ang tunay na kahulugan ng pagkakaisa. Isang katotohanan ang nalantad na ang mga Pinoy na rin ang lumikha sa diktador. Ang takot na mamamayan ang umukit at nagbigay ng hininga para mabuhay ang diktador. Mabuti at may mga Pinoy na nanatiling lumaban hanggang sa huling sandali ng kanilang buhay. Naigupo ang kaharian ni Apo noong February 25, 1986. Nagkaroon ng init ang dati’y mga diu mano’y“duwag” na Pinoy. Sumiklab ang poot at ang mga iyon ay tumama sa kinauupuan ni Marcos at napalayas ito sa Malacañang. Noon nagwakas ang paghahari ng isang makapangyarihang tao sa bansa. Limang araw na nagsama-sama at nagbigkis ang mga Pinoy. Hinarap ng walang takot ang mga sundalo ni “Makoy”. Nagising ang mga Pinoy noong 1986, ilang taon makaraang patayin ang ama ng ngayo’y Pangulong Noynoy Aquino na si dating Sen. Ninoy Aquino sa Manila International Airport. Samantala, ang asawa ni Ninoy na si Corazon Aquino ang namuno sa nagkaisang mga Pinoy at naging unang babaeng pangulo ng ating bansa.

AMPGUILLERMO N A K A R , LUCENA CITY – A simultaneous candle lighting ceremony for peace was held at Southern Luzon Command (SOLCOM) led by different sectors including representatives from local government unit, academe, priest, media and law enforcement unit, on Saturday afternoon. The event started at around 5:00 p.m. followed by simple ceremony initiated by respective officers of SOLCOM. The symbolic activity marked the culmination of National Peace Consciousness Month celebration that aims to promote a culture of peace and raise awareness and understanding among the public on the comprehensive peace process. It also signifies the strong support of SOLCOM in the success of peace process and initiatives of the government to end the armed conflict in the country especially in Zamboanga. It also hopes to ease the pain for the people who suffer traumatic and psychosocial problem during the aftermath of tragic war among Filipinos. An inter-faith prayer was offered by the

Imam of Muslim Islamic Association of Lucena, Kashier Musatapha and Msgr. Leandro N. Castro, Parish Priest of St. Ferdinand Cathedral, prior to the opening of the activity. “The event was participated in by OPCON/Tenants unit, Philippine National Police, local government units, provincial government of Quezon, multi-religious sectors, NGOs, media, people’s organizations and other sectors.”. UCENA CITY – The Southern Luzon Command’s ( S O L C O M ) implementation of Balik Pamayanan Program gained positive result as it drew two (2) more rebels back to the folds of the law just recently. Siya ay miyembro ng PhilHealth sa ilalim ng Employed Sector at empleyado ng isang pribadong paaralan sa naturang lugar. Nang matukoy na mayroon siyang breast cancer noong Hunyo 2012, ang isiping maiiwan niya ang kanyang anak at asawa ng pastor ang siyang nagtulak sa kanya upang sumailalim sa gamutan. Sa kabila ng kanyang kalagayang pinansyal, Nanduon ang pag-asang mapahaba pa ang kanyang buhay para sa kanyang pamilya at maalis ang pag-aalala. Kaya naman, nagtiwala siya sa mga doktor ng Southern Philippine Medical Center (SPMC), isang pampublikong ospital sa Davao at isa sa 20 PhilHealth-contracted na ospital na may kakayahang magbigay lunas sa ganitong sakit. Sa kabila ng hindi maiwasang problema sa implementasyon nito, isa si Ms. Josol sa 85 na pasyente sa buong bansa na nakagamit ng benepisyo sa naturang package. Simula sa P41,215,000 na benefit payment para sa Philhealth Type Z Packages kung saan sakop nito ang prostate cancer, acute lymphocytic leukemia breast cancer at kidney transplant, 6% o mahigit-kumulang sa 7,000,000 ang naibayad sa breast cancer claims. Noong August 28, 2012, sumailalim siya sa partial mastectomy sa kaliwang bahagi ng kanyang dibdib. Nagsimula din siya sa kanyang 6-cycle chemotherapy noong Oktubre at natapos ito noong Pebrero 2013. Sa ngayon, patuloy pa din ang kanyang check-up tuwing ikalawang buwan. Ayon sa Philippine Society of Medical Oncology, nalampasan na ng breast cancer ang lung cancer bilang pinaka –nangungunang sakit sa buong bansa. Ang Pilipinas sa ngayon ang nangungunang bansa sa Asya na may pinaka-mataas na bilang ng kaso ng breast cancer. Ayon sa data, sa 100 bilang ng babae, tatlo ang magkakaroon ng breast cancer bago sumapit ang edad na 75 at isa sa bawat 100 na babae ang maaaring mamatay sa breast cancer bago dumating sa edad na 75. Kaya naman,sinabi ni Alexander A. Padilla, PhilHealth President at CEO na “ hinihikayat namin na lahat ng miyembro at dependent na may kaso ng breast cancer na nasa early stage pa lamang na makakagamit ng P100,000 na benefit package sa ilalim ng PhilHealth’s Type Z-package. Ang halagang ito ay sakop na ang gastos mula sa treatment, hospitalization at bayad sa duktor.” Ang pagamot ng breast cancer ay nangangailangan na maisailalim ang miyembro sa maagang gamutan, hindi na din kailangang pumunta ng mga miyembro sa Manila upang magpagamot sapagkat may 20 PhilHealth-contracted hospitals sa buong bansa na maaari nilang puntahan. “Ikinalulugod at nagpapasalamat ako para sa Z Package Program dahil napagaan ang pasaanin ng maraming Pilipino at pasyente na sumasailalim ng ganitong karamdaman. ANILA – Some 5,000 protesters marched along the Ayala Avenue in Makati City on Oct. 4 to call for the abolition of the pork barrel system – from the president’s down to the legislators – and calling for the realignment of these funds to basic social services. Vencer Crisostomo, chairperson of Anakbayan, said, during the protest program, that Filipinos are getting tired of not having access to social services, being pushed to desperate means because parents and students could not pay for tuition and other school fees, patients could not afford medicines and treatment while a reported P10 billion “are swimming in some people’s bath tub.” “Anong klaseng kababuyan yan?” Crisostomo said. Protesters started to arrive at around 3:30 p.m. They were joined by activists, netizens, employees from nearby offices in Makati and concerned citizens who heard about the gathering in the news. Unlike the first leg of the Million People March in Luneta last Aug. 26, a central program was held for activists and concerned groups to express their redress on the pork barrel system. “We are here because we really want to have the pork barrel abolished. This is not like other rallies I see on television where people are being manipulated by politicians to join. Just like me, I came here on my own because I want the government to know that I want the pork barrel abolished,” Josie Gozon, 53, told Bulatlat.com. Gozon, who considers herself as concerned citizen, said she is hurt that politicians are pocketing public funds, which came from the people’s hard-earned taxes. “At the end of the day, it is really the politicians who are pocketing the money,” she said.

This is second time Gozon joined a rally. Her first was during the Million People March in Luneta. The groups slammed not just the pork barrel scam that involved businesswoman Janet Lim-Napoles but also President Aquino who, in 2011, realigned savings of government agencies to create the controversial Disbursement Acceleration Program (DAP). “DAP is the shortcut for ‘holdap,’” Crisostomo said. Reports said Aquino administration released $29.3 million in extra pork barrel funds to senators and representatives who voted for the impeachment of former Chief Justice Renato Corona. Juana Change, dressed as “Napulis,” asked the media, “Why just me?” Workers for tax holiday Elmer Labog, chairperson of Kilusang Mayo Uno, slammed Aquino for using public funds for corruption and patronage politics. “Instead of using taxes to provide basic social services, Aquino uses these funds, which have been extorted from workers’ meager wages to promote the interests of his Kamag-anak, Kapartido, and Kabarilan,” Labog said. Labog said it is “disgusting that Aquino invented this new corrupt and unconstitutional scheme to bribe government officials in exchange for their loyalty. DAP is still pork and, by defending it, Aquino only proves that he is the Pork Barrel King.” During the protest action, Labog decried the meager salary given to workers. While there is still the unresolved P10 billion ($232 million) in missing funds that Napoles and implicated legislators reportedly stole, workers in the National Capital Region this year was given only a P10 ($0.23) wage increase. A smaller, nearly insignificant increase, he added, is given to workers in provinces. “Workers are enraged at how Aquino can easily give away billions from our taxes to corrupt government officials

just to ensure their support for his anti-worker and antipeople policies while workers are being insulted with crumbs for their wage hikes,” Labog said, “They are not only giving what is due to workers but they are also stealing from them.” Ian Porquia of the BPO Industry Employees Network, for his part, called for a threemonth tax holiday. He said if government officials are pocketing public funds, “we might as well keep our money and have a tax holiday.” “The Aquino administration is quick in giving tax holidays to billionaires and business tycoons. It is more just for the government to grant hardworking employees a series of tax holidays. We employees need some relief from the soaring prices of basic goods and payments for basic services and from indebtedness,” the BPO Industry Employees Network said in a statement. BPO employees, 80 percent of whom do not have tax dependents, are one of the biggest taxpayers because of their income bracket. They said the government earns nearly P1.4 billion ($32.3 million) from the income tax alone of about 700,000 Filipinos working in the said industry. BPO employees said they are disgusted over the lavish lifestyles of politicians while “we go through sleepless nights, endure dangers in going to work in the wee hours of the morning, and sacrifice time with our family for our work.” No social services Darby Santiago, a doctor from the Philippine General Hospital, recounted before antipork protesters how he meets patients everyday who are struggling to scout for money to pay for their medicines and much-needed treatment. He said these patients would go to government offices, asking for help but to no avail. Doctors and health workers, under the umbrella of the Rx Abolish Pork, said the huge funds allocated for the pork barrel system should be

allocated toi the public health system. With that money, the group said privatization, which, according to the government would improve services and facilities of public hospitals, would no longer be unnecessary. Sonia Gonzales of the Philippine Children Medical Center said their hospital, a government hospital, is still scouting money to pay the government so that they would not be evicted. Their patients, she said, come from poor families and donations they received are not enough to cover the P1.1 billion ($25 million) being asked from them by the National Housing Authority. Gonzales said they are counting on Aquino to grant the hospital the land title. Families residing in urban poor communities, on the other hand, are being evicted from their homes to give way to big companies, Estrelieta Bagasbas, an urban poor leader and resident of North Triangle, Quezon City, said. Gani Tapang of Agham said work opportunities, too, are being lost because of the misuse of public funds allocated to the pork barrel system. This, he said, should have been maximized to fund national industrialization and generate local jobs. Tapang added that the funds should also be used to improve transportation and electricity facilities for the Filipino people. Theater actress Monique Wilson said that in her recent visit to Iloilo, girls as young as nine years old are forced into prostitution so that they can have money to go to school. Hold officials accountable NBN-ZTE whistleblower Jun Lozada said during the protest action that it pains him to know that the same people who used to shout for truth and transparency with him during the height of the NBNZTE scandal are the very same people who betrayed the Filipino’s trust now. In news reports, Lozada told media that if Aquino still has any decency left, he should resign. “He has the courage to dare his critics to impeach him! Pass the Freedom of Information Bill then impeaching him will be easy,” he said. Lozada said the pork barrel scam is fast becoming a wild fire under the Aquino administration. “What is happening in our country today is that the feelings of the people are already kindled. Once the wind of truth blows, it will ignite the fire. Malacañang should not wait anymore, they should speak the truth and not wait for the fire to ignite the feelings of the people,” he added in a Philippine Daily Inquirer report. The groups that joined the rally vowed to hold more protest actions to call on Aquino to scrap the pork barrel. “We are not going to stop. We are going to hold them accountable,” Santiago said. ADN

Now renowned Filipino theater artist and activist Monique Wilson has returned to the Philippines to help lead the “escalation” of last February’s One Billion Rising (OBR). In a press conference in Makati City on Wednesday, Wilson explained that for February 14, 2014, the global movement to end violence against women and girls (VAW) is now more focused on calling for justice for victims of violence in all forms — from sexual to environmental to economic and political. “We only envisioned it as a one year campaign. But because of the success of the campaign last February, and (after) hearing from activists from around the world, we realized that the journey has

to the forefront,” Wilson explained. “That’s extremely important (grassroots groups taking lead of OBR). Because we have to look at the marginalized communities in terms of violence against women. We have to look at economics. We have to look at our policies. We have to look at our military. We have to look at corporations. We have to look at mining,” she added. Workers, for instance, are still denied the P125 wage hike that they have advocated for and need, Wilson said. “Fifty percent of workers are women. They are still contractual,” she added. She also said women and children bear the brunt of repressive policies and and even political crises, such as the pork barrel scandal and the Zamboanga City standoff. Wilson noted that OBR’s success in the Philippines and in more than 200 countries last February served to press upon the importance of the fight against VAW and the need to highlight various forms of violence experienced by women around the world. An escalation “This year’s focus is on how women are being denied justice. That’s the difference now,” she explained. “It’s still an artistic, activist action, but it’s symbolic. So, for example, people can gather outside Congress, outside the courts, outside schools, outside workplaces. Anywhere they feel that justice is being denied of them.” She added that grassroots organizations led by the women’s alliance, Gabriela, will again be spearheading OBR in the Philippines. Wilson, meanwhile, was made Global Director for OBR for Justice in 2014. She described it as her “dream job” that necessitated her giving up teaching and moving back to the Philippines. “It was a huge life change, but one that I am really grateful for and welcome. Because for a long time, I have been dreaming that one day I could just do this, as a full time thing. You just follow where your heart goes. And, as you know, it’s what I’ve been so passionate about for the last 13 years,” she said. One of the highlights of the OBR campaign for 2013 was leadership of grassroots organizations. “It was really their issues that were pushing the campaign

playwright and activist Eve Ensler conceptualized OBR after years of staging her ground-breaking play, The Vagina Monologues (TVM), all over the world. OBR is a protest movement primarily using dance and performances to call attention to all forms of VAW. Since year 2000, Wilson has been active in the V-Day Movement, and pioneered the staging of TVM in the Philippines. As the country’s coordinator for OBR events, Wilson partnered with Gabriela, and involved other grassroots sectoral organizations like Kilusang Mayo Uno (KMU), Migrante International, Alliance of Concerned Teachers, and many others, to campaign for OBR in the Philippines. This led to Gabriela’s long-time supporter, the multi-awarded advertising agency DM9 Jayme Syfu, producing a song for OBR Philippines called “Isang Bilyong Babae ang Babangon” (One Billion Women Will Rise). OBR Philippines had its own dance moves as well as a music video that went viral online. A version of the music video and a Public Service Announcement were shown in cinemas across the country, courtesy of the Motion Picture and Television Review and Classification Board or MTRCB and the Quezon City Government. Wilson said with the success of OBR activities in the country last year leading up to the “main rising” in Morato Avenue, Quezon City last February 14, 2013, many countries now look upon the Philippines as a model for staging OBR.
