Sinabi ni Cenon Allan Loria, municipal administrator na malaking bagay sa pamahalaang bayan ng Sariaya ang naturang pagsasanay dahil sa pagsisikap ng administrasyon ni Mayor Rosauro Masilang na maging handa at magkaroon ng sapat na kaalaman ang mga tauhan ng MDRRMC sa panahon ng kalamidad. “Mahihirapang makatugon sa tungkulin ang mga miyembro ng emergency

DENR eyes tightening noose on air pollution-tolerating LGUs

UEZON CITY - The environment department is working to improve the local government units’ (LGUs) compliance with Republic Act (RA) 8749 (Clean Air Act of 1999) so the country can have better air quality. ”I directed Environmental Management Bureau (EMB) to study the legal basis for liability of LGUs which are supposed to implement RA 8749 but fail to regulate or prevent spike of air pollution every Jan. 1st,” Department of Environment and Natural Resources (DENR) Secretary Ramon Paje said Friday in a briefing on air pollution impact of New Year’s eve fireworks. He noted EMB initially reported Pollution Adjudication Board might be able to help set fines for air pollutiontolerating LGUs. RA 8749 provides that LGUs “shall share the responsibility in the management and maintenance of air quality within their territorial jurisdiction.” Paje ordered the study, noting EMB data show volume of pollutive particulate matter 10 (PM10) between 1 a.m. and 4 a.m. on Wednesday (Jan. 1), New Year’s Day, surged to an average 1,550 micrograms/ normal cubic meter (ug/Ncm). Such average covers readings of EMB air quality monitoring stations in Metro Manila’s Taguig City, San Juan City, as well as Ateneo de Manila University and Department of Public Works and Highways (DPWH)-Timog areas in Quezon City. PM 10 during the period, which followed fireworks-

lighting New Year’s Eve revelries on Tuesday (Dec. 31), exceeded the acceptable national air quality guideline value of 150 ug/Ncm, Paje noted. ”The average reading we got is about 1,000 times more than the guideline value,” he said. Paje raised urgency for addressing PM10 pollution, noting such particle pollutants are so small these can be easily inhaled and end up in people’s lungs to cause health problems like cancer. PM10 isn’t easily dispersed during the hours after New Year’s Eve since early January isn’t a windy period, he noted. ”This is really a concern -the data highlights seriousness of repercussions our yearly New Year’s Eve revelries bring,” he said. Citing Department of Health (DOH) studies, Paje noted air pollution-related diseases are an economic burden costing the country some P7 billion annually. He said DENR is bent on increasing LGU compliance with RA 8749, saying this agency will continue pursuing its bid to increase number of air quality monitoring stations across Metro Manila which is the country’s main urban center. ”By mid-2014, every city and the remaining municipality in Metro Manila will have a monitoring station,” he said. He said such expansion from EMB’s nine existing stations in Metro Manila will enable DENR to inform local officials concerned about pollution levels in respective areas of jurisdiction particularly during New Year’s Eve.

”We’ll be able to measure each of the LGUs’ spikes in andcontribution to air pollution,” he said. Data generated will indicate which LGU failed complying with RA 8749, he continued. DENR is considering to replicate the expansion in other highly urbanized areas nationwide to further improve air quality. ”Our direction is to help LGUs craft respective ordinances on air pollution,” Paje also said. He’s optimistic combining LGUs’ political will and DENR action will contribute towards improving air quality nationwide. To help address total suspended particulates (TSP), which are also healththreatening air pollutants, DENR earlier called for measures to address traffic. DENR likewise set reducing the 500 parts per million (ppm) sulfur content of diesel so this can be less pollutive. ”We must retrofit fuel to bring down, by the end of 2014, diesel’s sulfur content to 50 ppm which is Euro 4 standard,” Paje said. He said such move is expected to decrease pollution level by about 1,000 percent. Paje said the 166 ug/Ncm TSP level in 2010’s second quarter decreased to 106 ug/ Ncm in 2012’s third quarter. Such third quarter level still exceeded the 90 ug/Ncm air quality guideline value for TSPs, however, he noted. He believes TSP level can be further reduced to such guideline value if traffic is addressed and cleaner fuel is used. ADN

ANILA - More than 380 kilometers of national roads and close to 500 lineal meters of national bridges were completed in Southern Tagalog Region or CALABARZON area in CY 2013. Department of Public Works and Highways (DPWH) Region 4-A Director Huillio B. Belleza said that the completed roads and bridges in the provinces of Cavite, Laguna, Batangas, Rizal and Quezon is contributory to the vision of Secretary Rogelio L. Singson to pave all national arterial roads by end of 2014, and all national secondary roads and make all bridges along national roads permanent by middle of 2016. With a funding allocation of P10.759 Billion in the CY 2013 Regular Infrastructure Program, DPWH Region 4-A together with its 15 District Engineering Office were able to complete 587 projects. Notable among the completed projects is the widening of Bangkal-GMA Bridge with the construction of one (1) lane bridge at left side

of existing steel bridge along Dasmañas Road in Cavite which helped decongest traffic along Governor’s Drive Also completed were the widening works at Governor’s Drive otherwise known as Carmona-Dasmariñas-Trece Martires City Road, one of the busiest road network in Cavite and the opening/concreting of General AguinaldoMagallanes-Nasugbu Road (East-West Road)which includes construction of 25 lineal meter bridge linking Magallanes, Cavite with Nasugbu, Batangas. The widening of LemeryTaal Diversion Road has addressed traffic gridlock along national road network leading to tourism areas in Nasugbu, Batangas while the widening of Bauan-Mabini Road in Mabini, Batangas facilitates not only the enhancement of tourism but also the transport of products to neighbouring towns and provinces. Much needed widening of Sto. Tomas Section of Daang Maharlika has shortened travel time by as much as 30 percent and mitigated flooding with the provision of drainage

system along the highway. Safer connectivity between the towns of Taysan and Lobo, Batangas was facilitated by the completion of new Doña Alicia Bridge along BatangasLobo Road which is not only wider but is capable to carry more load capacity. Asphalting projects along the national highway of Calamba-Sta Cruz-Famy Junction Road, Daang Maharlika and Sta Rosa Road all in the province of Laguna improve travel condition. In Quezon Province, the widening of Lucena-TayabasLucban Road and Manila South Road Old Route, concrete paving of Manila South Road Junction Lopez-Buenaventura Road and upgrading of Atimonan Section of Daang Maharlika improve land travel thus boosting the socio economic development in the area. The upgrading of Sumulong Highway leading to Antipolo City and maintenance works at Manila East Road at Cardona-Baras area in Rizal Province provided smoother land travel for the travelling public. AGUPAN CITY - Application for membership with the Home Development Mutual Fund (HDMF) or the Pag-IBIG Fund may now be done thru the Internet. Susan de Vera of PagIBIG Fund Dagupan City said registration can be done any day of the week by logging in at www.pagibigfund.gov.ph. An applicant only needs to fill out an electronic registration form at the website, said de Vera during the Pantontongan Tayo radio program of the Philippine Information Agency over DZMQ Radyo ng Bayan. The data to be encoded include personal details, cellphone number, names and birthdates of beneficiaries, Tax Identification Number (TIN), and Social Security System (SSS) number. The client must then print out two copies of the Member’s Data Form (MDF) and submit this directly to the Pag-IBIG office or thru the employer, she said. The MDF bears a Registration Tracking Number (RTN), which will be assigned

to the client as a temporary account number while the application is still being verified. Verification takes no longer than three weeks, she said noting that the client will receive confirmation of the application thru text. Once the application has been confirmed, the client will be assigned, in place of the RTN, a permanent Pag-IBIG Membership ID, which can be used by the client regardless of changes of employment, she added. Meanwhile, de Vera advised clients to keep their account numbers handy when they transact as the PagIBIG Fund no longer accepts payment from clients without their numbers. Payment of contributions is still done manually, however, but the office is working to automate that also, she added. Ramos, ERAP Estrada hanggang kay CGMA, unti-unti ay dumidistansya na ang mga nakaupo ngayon. Isa na riyan ang dami ng pumirma para sa pansamantala sanang paglaya nitong araw ng Pasko. Pero matigas ang administrasyong Aquino, kunwari ay Sandiganbayan daw. Ang ginawang pagdalaw kay CGMA sa kanyang kulungan nina FVR at ERAP ay isang salamin ng pagbabago. Noon kasing unang taon ni Noynoy ay tila ayaw ninoman na banggitin man lang ang pangalan ni GMA. Takot sila na mapagalitan o makasuhan din o mawala sa sirkulasyon. Kung tutuusin, maganda ang layon ni Aquino bago at hanggang siya ay maupo – pagbabago sa pulitika at pagtagpas sa katiwalian. Tatlong taon na siya mahigit sa Malacañang, mismong ang taumbayan ay iling na lang – walang nga bang tuwid sa ipinangakong tuwid na daan ni Noynoy? Sabi nga ng isang lokal na pulitiko, “Pinangakuan ka na, gusto mo pa ba’y tutuparin?” Ang taumbayan, mga Pilipino sa iba’t-ibang sektor ng ating lipunan sa iba’t-ibang antas ng buhay, noong una’y nagpapasalamat sa pagdating ng kanilang “tagapagligtas” para matigil ang korapsyon – si Noynoy. Ngayon, mukhang kwento na lang ang pangako ng pagbabago dahil umiiling, halos maiyak sila sa negatibo na produksyon ng estado ni Aquino. Bakit nga ba nagkaganito ang sitwasyon? Anu’t-ano man, hangad ng mamamayan ang progresibo, hindi pasibong aksyon at tunay na serbisyo-publiko ng ating mga lider, mula nasyunal hanggang lokal na antas. Matagal-tagal na rin sa aking palagay, simula pa nang magkaanak at maging taong-gobyerno na medyo involved sa magulo subalit masayang buhay-pulitika. Sa kamalas-malasan, ngayong taong ito’y mas lalo na yata akong narahuyo sa mga teknikal na gawain at medyo matatagalan pa yata ang “hangad” kong ito. Mandi’y ngayong linggo, deadline ng aking thesis sa masteral. Isa sa requirements para sa wakas, matapos ko na ang aking isang taon at kalahating binubunong degree.

Kasama na ang tungkol sa mga may pagawaan ng paputok at pati ang paggawa ng paputok na higit na ligtas gamitin. “Hindi na tayo dapat maghintay ng susunod pang pagdiriwang ng Bagong Taon na muling magiging dahilan ng mga nasaktan o pagkamatay ng sinuman. Kaya nakikiiusap tayo sa lahat ng stakeholders na sikaping magkaroon ng iisang paninindigang tungo sa ligtas na pagdiriwang ng Bagong Taon sa pamamagitan ng mga lokal na ordinansa, dili kaya ay pagpapatibay o susog sa mga umiiral nang pambansang mga batas,” sabi ni Kalihim Coloma sa pulong balitaan sa Malacanang. Aquino III na rin ang nagbigaydiin na dapat gawin ang ganitong hakbang. “Tanggap natin ang panukala na kailangang higpitan ng pamahalaan ang tuntunin sa paggamit ng mga armas,” dagdag pa ni Coloma. Samantala, nilagdaan na ng Pangulong Aquino ang P14.6 bilyong supplemental budget para sa 2014 upang itustos sa pagtulong, rehabilitasyon at rekonstruksiyon sa iba-ibang panig ng bansa na sinalanta ng Bagyong Yolanda at ng lindol na 7.2 ang lakas noong isang taon. “Noong Disyembre 26 nilagdaan ng Pangulo ang pinagsanib na resolusyon ng dalawang kapulungan ng Batasan na naglaan ng P14.6 bilyon,” wika ni Coloma. Winasak ng Bagyong Yolanda ang Kabisayaan at Timog Luzon noong Nobyembre at mahigit na 6,100 ang nasawi. Ang supplemental budget ay makatutulong din sa mga nakaligtas sa iba pang bagyong malalakas na sumalanta sa iba pang pook ng bansa. Gagamitin din ang pondong P40.9 bilyon na pinagtibay ng Pangulong Aquino para sa panukalang rehabilitasyon. ADN

Twenty Porkteen badyet ng mga ahensya at aabot sa P552 bilyon ang agad na matutukoy na pork ng pangulo, malaking bahagi ng P2.3 trilyon na kabuuang badyet. Noong Nobyembre 19, idineklara ng Korte Suprema na di-konstitusyunal ang Priority Development Assistance Fund o PDAF, ang pork ng mga mambabatas. Resulta ito ng malawak na galit at protesta ng mga mamamayan sa sistema ng pork barrel. Resulta rin ito malamang ng sentimyentong kontra-Aquino sa Korte Suprema: Responsable si Aquino sa pagtanggal kay Renato Corona bilang Punong Hukom at pagpalit ni Maria Lourdes Sereno, pinakabago sa mga itinalaga sa korte at pinaka-hindi respetado ng mga naunang hukom. Maglalabas pa lang ng hatol ang Korte Suprema kung konstitusyunal DAP, pero kumikilos na ang pangkating Aquino: Sabi nga ni Fr. Joaquin G. Bernas, SJ, binabantaan ngayon ng impeachment ng Kongreso ang mga hukom ng Korte Suprema. Interesante ang magiging hatol ng Korte Suprema sa DAP. Kapag sinabi nitong hindi konstitusyunal ang DAP, sinasampal nito sa mukha si Aquino, kahit hindi pa talaga natatanggal ang marami pang pork ng presidente. Makapangyarihan pa rin si Aquino dahil ang dating PDAF na naipailalim sa badyet ng mga ahensya ay kontrolado niya. Kapag sinabi naman ng Korte Suprema na konstitusyunal ang DAP, aani ito ng galit ng mga mamamayan. Paanong konstitusyunal ang DAP gayung hindi konstitusyunal ang PDAF? Mas maliit at matagal nang umiiral ang PDAF, bukod pa sa mas marami nang nangangailangan ang nakinabang dito. Magiging napakalaki ng pork barrel ng presidente; parang binigyan ng Korte Suprema si

Aquino ng lubid para ibigti ang sarili. Samantala, gumugulong sa usad-pagong na sistema ng hustisya sa bansa ang kasong iligal na pagdetine laban kay Napoles. May mga pagdinig sa Enero 17, Pebrero 18 at Marso 4, 18 at 25. Noon namang isinasampa pa lang ang kasong pandarambong laban sa kanya, may nagsabi nang aabot ang paglilitis hanggang pagkatapos ng termino ni Aquino. Anu’t anuman, dahil sa espesyal na pagtratong ipinakita ng gobyernong Aquino kay “Ma’am Janet” noong “sumuko” ang huli, malaganap ang duda kung seryoso itong hahatulang maysala at ikakalaboso si Napoles. Hindi kaila sa marami na ginagamit ang kaso ni Napoles para sa layuning pulitikal. Maaalala ang pagkulong ni Gloria Arroyo kay Erap Estrada at malamang ni Noynoy kay Gloria: pakitang-tao lang para sa pulitika. Bubwelo rin sa 2014 ang People’s Initative laban sa pork barrel na pinapangunahan ni dating Chief Justice Reynato Puno at ng mga progresibong organisasyon. Saang anggulo man tingnan, maipagpapalagay na mananatiling buhay ang isyu ng pork barrel sa 2014. Para sa marami, hindi basta “kritisismo” ang isyu na pwedeng tugunan ng “Bahala na si Lord sa inyo, busy ako,” gaya ng gustong palabasin ni Aquino, kundi usaping dapat niya talagang pagkaabalahan. Kasama ng iba pang isyu tulad ng tumitinding kahirapan ng nakakarami at ng kapabayaan sa kalamidad ng gobyerno, dahilan ito ng paglakas ng disgusto sa kanya. ANDELARIA, QUEZON - A hospital utility worker was reportedly hit by a stray bullet on his jaw while eating together with his family inside his house at Barangay Bukal Sur, this town, during the celebration of New Year’s Eve. Alday, 43, married and a utility worker of Candelaria Municipal Hospital was currently confined at the hospital and undergo a medical treatment because of a slug which

Initial investigation disclosed that around 12:10 a.m., Alday and his family were eating inside their house when suddenly a stray bullet hit him below his right ear coming from west direction. ANILA — The year 2013 has seen more rapid economic growth, rising foreign investment, and praise from international agencies and big business – yet also falling job generation, rising unemployment, soaring prices, growing poverty, and stagnant incomes. The Aquino administration will be announcing a revised economic development plan and industrial road maps at the start of 2014. However if the policy choices remain biased for foreign investors and local big business, these plans will unlikely lead to improved conditions for the majority Filipinos. In fact, growth is becoming more exclusionary with every year of the Aquino administration and its unreformed economic policies. Stellar performance? The administration, in a yearend report, played up the

“stellar performance” of the Philippine economy in 2013 headlined by “some of the highest growth numbers in Asia”. Official numbers show five consecutive quarters of at least 7% growth in gross domestic product (GDP) including an average of 7.4% in the first three quarters of 2013. Net foreign direct investment (FDI) grew significantly with inflows rising 33.3% to US$3.1 billion in the first nine months of 2013 from US$2.3 billion posted in the same period the year before. Foreign investment approvals likewise grew substantially and more than doubled (growing 114%) in the first nine months to Php126.5 billion from Php58.9 billion. There was a similar improvement in the World Economic Forum’s Global Competitiveness Report with

the country going up to 87th in 2013-14 from 114th in 20102011. The three major credit ratings agencies also each gave the Philippines its first ever respective investment grade ratings. The Philippine Stock Exchange Index (PSEi) reached its all-time record-high. The economy however remains distorted with supposed gains apparently at the expense of national economic development and the welfare of the majority of Filipinos.

Economy’s duality There is a severe disconnect between economic growth and foreign investment, on one hand, and job generation. The latest data for 2013 showed GDP growing by 7.4%, FDI inflows by 33.3% and FDI approvals by 114% – yet employment only increased by 317,000 or 0.8% in 2013 from the year before. UBA, Benguet0 - A mining official here welcomes the move of Japanese companies who are willing to invest on mining and other industries in the country which were pledged during the visit of President Benigno Aquino III during his visit to Japan recently. Mike Toledo, Philex Mining Corporation Senior Vice President for Corporate Affairs, said that they welcome Japanese investors who are willing to make business in the country particularly in the mining industry. Last month, during the visit of President Aquino in Japan,

jobs generated in 2011, down to 408,000 in 2012 and falling further to the 317,000 in 2013. Job generation in 2013 was the lowest since 2000 during the Estrada administration. Job generation is poor because growth has been driven mainly by the real estate and construction boom. These sectors are only a small part of the economy and, even considering their inter-linkages, such as with finance and manufacturing, account for only around 15-20% of GDP. They are moreover heavily concentrated in the National Capital Region (NCR), Central Luzon and Calabarzon regions where 5075% of their operations are located. Indeed there is also reason to doubt if the debtdriven and speculative nature of growth in these sectors is sustainable. The number of unemployed Filipinos reached an all-time record high in 2013 at 4.5 million Filipinos, using IBON estimates correcting for government underestimation; the conclusion is unchanged even using the lower official estimate of 2.9 million unemployed. Also considering the 7.3 million underemployed means that there were 11.8 million Filipinos either jobless or looking for additional work in 2013. Wages and salaries adjusted for inflation continued to stagnate or fall in 2013 especially upon policy statements by the president and economic planning secretary against wage increases. The average daily basic pay of wage and salary workers in sectors accounting for 79% of employment – agriculture, manufacturing, trade, construction, finance, mining and quarrying, electricity, gas and water, and other services – was unchanged or even dropping between 2010 and April 2013 (latest data available). 2013 was also characterized by record increases in prices of basic commodities and services. In particular, the country saw huge increases in power rates, LPG prices, and water rates as monopolies continue to take advantage of government’s privatization and deregulation policies. However due to widespread public resistance, the implementation of water and power hikes have been delayed. The Aquino government also revived moves to implement the long-stalled scheme to increase MRT and LRT fares as part of its privatization plans. Amid public opposition, government is geared to hike the train system’s fares starting January 2014. Extreme poverty The release of the latest poverty statistics in 2013 further confirmed the economy’s duality. The economy grew by an average of 5% annually between 2006 and 2012 and expanded by 33.8% over the entire period. GDP per capita in turn increased by 21.5% from Php54,226 in 2006 to Php65,904 in 2012. And yet despite these the official number of poor families increased 405,638 or by 10.6% to 4.2 million in 2012; the number of poor Filipinos

increased 1.1 million or by 4.9% over the same period to 23.7 million. The poverty situation worsened despite Php76.1 billion spent on 4Ps conditional cash transfers (CCT) between 2006 and 2012. The official estimates however use an extremely low poverty line of Php52 per person per day on average nationwide. The inadequacy of official national, regional and provincial poverty lines is highlighted by how government estimates insist on negligible poverty in NCR – official estimates are of only 2.6% poverty incidence among families (76,530 poor families) and 3.9% among population (460,831 poor people). IBON on the other hand approximates around 66 million Filipinos or 70% of the population struggling to survive on some Php100 or much less daily. The devastation from typhoons and the earthquake in the Visayas only pushed more families into deeper poverty in 2013. Poverty is rising while corporate profits and personal wealth for a few are growing. The net income of the country’s Top 1000 corporations almost doubled from Php599 billion in 2006 to Php1.08 trillion in 2012 amid the high poverty and unemployment. The cumulative net worth of the 40 richest Filipinos meanwhile grew threefold from US$16.0 billion in 2006 to US$47.4 billion in 2012. This situation of worst jobs and poverty crisis in the country prompted the strong indignation against the pork barrel controversy that erupted this year. As millions of Filipinos face desperate circumstances, the abuse of congressional and presidential pork became a public outrage—especially since the arbitrary, self-serving and patronage-determined use of public funds is a wasteful use of scarce government resources. The public outrage in 2013 reached a new peak with the Aquino administration’s lack of preparation to reduce the risks of super typhoon Yolanda. Government’s utter negligence after the disaster demonstrated deep-seated and chronic economic and political crises. All in all, 2013 underscores the need for a new path for the economy. Growth could continue in 2014 barring any sudden adverse internal or external shocks. However this growth will likely continue to benefit a few at the expense of the majority unless there is a thorough change in policies and programs that prioritize national economic development. There must be a push for real income, wealth and asset redistribution – especially of land but also through higher wages and a progressive tax system. Social services such as education and health should be publicly-provided rather than turned into commodities to be sold for private profit. It is long overdue for the government to begin its fight against poverty and unemployment; pushing for real socioeconomic reforms thus remains a huge challenge in 2014. ADN

‘Wrecking Ball’ and other objects that made news in 2013

1. Martilyo. Robbers belonging to the ‘Martilyo Gang’ used a hammer and crowbar to rob jewelry shops in SM North Edsa, the grandmother of all supermalls in the country. Because of this incident which happened during the Christmas shopping rush, hammers cannot be sold anymore in malls and police has banned the wearing of caps and sunglasses inside shopping centers. SM should revise its jingle: We’ve got it all for you, except hammers. 2. Payong. Mayor Junjun Binay drew controversy after he reportedly berated Dasmarinas guards for blocking his security convoy. Even more controversial was the umbrella used by his aide even if there was no rain and it was evening. Many quickly remembered how a former Supreme Court Chief Justice used to hold umbrellas for former First Lady Imelda Marcos during Martial Law. Interestingly,

The undisputed star of the 2010 automated elections somewhat lost its magic in this year’s midterm polls. Hundreds of PCOS machines experienced technical glitches, errors, and malfunctions which put into question the credibility and reliability of the voting technology used by the government. But since PCOS machines are now owned by the government, there is a high probability that these will still be deployed in the 2016 presidential elections. Goodbye dagdag-bawas, hello automated cheating. 4. Relief packs. Since it has been a year of deadly natural disasters, relief distribution became the new normal in the Philippine islands. Repacking centers sprouted in urban centers. But partisan politics and incompetent leadership slowed down the distribution of relief goods. Naturally, there were epal relief packs and some volunteers even complained that foreign donations were being rebranded as government relief goods. Because of Yolanda, we now know that the government uses this standard in filling a relief pack for a family of five: 6 kilograms of rice, 8 sachets of coffee, 8 packs of instant noodles, 3 cans of sardines, 3 cans of corned beef. Hindi pa dito kasama ang tsinelas na pinamimigay diumano ni Korina Sanchez. 5. Fake SARO. After the outing of fake NGOs and foundations allegedly owned by pork operator J a n e t

Napoles, authorities are now probing the so-called ‘fake SAROs’ produced by the SARO gang inside the Department of Budget and Management. SARO refers to Special Allotment Release Order which the DBM issues to agencies if a public project is initially approved. Pork projects need the SARO to process the release of cash, billions of which have been pocketed already by Napoles and porky politicians. Of course the SARO gang must be made accountable. But were there really ‘Fake SAROs’ or was DBM merely trying to exculpate itself from the pork scam? 6. Bulletproof vest. Pork whistleblowers will be remembered for their testimony and the bulletproof vests they wore during senate hearings. Napoles too also donned the police garb in the senate although she refused to talk about the pork scam. 7. Bathtub filled with cash. According to her former aide, Napoles stored cash in a bath tub. To understand the meaning of this, look inside your wallet and check if it’s filled with cash. Then google an image of a bath tub. 8. Selfies and shirties. Selfie is more than just word of the year. It has become the mainstream though annoying way of presenting oneself to the world. For many, selfies are expressions of creativity and individuality. But for others, they are meaningless portraits of vanity and selfishness. A recent trend was the everyday wearing of Yolanda volunteer shirts. They are shirties or walking selfies. 9. Plastic and eco-bag. In the past, environment protection is equated with tree planting activities. Today, local governments showcase their support for the green advocacy by implementing ‘ban plastic’ ordinances. The semi-demise of the plastic led to the rise of the eco-bag. Hits power cartel for blackmailing consumers

ayan Muna Rep. Neri Colmenares today accused power generators for blackmailing electricity consumers into accepting higher power rates supposedly to prevent blackouts. The Philippine Independent Power Producers Association (PIPPA), an association of 28 companies engaged in power generation, president Luis Miguel Aboitiz said that “the biggest issue currently facing power generators is that if a lot of the peaking plants are not paid, then they might not have enough cash to pay for the fuel. “And if fuel suppliers refuse to deliver fuel to them in the next few weeks, if they lack the cash to pay for it, then those plants would not be able to generate power until they have cash to pay for their fuel,” Aboitiz said. Rep. Colmenares said that “this is clear blackmail and Aboitiz is trying to circumvent the Supreme Court temporary restraining order with this threat,” “What is obvious is that the problem was caused by government’s flawed policy of abandoning the power sector at the hands of private corporations through the Electric Power Industry Reform Act (EPIRA). If only government had constructed more power

It seems not enough that NSA agents are snooping on our phone conversations since we still demand more surveillance cameras in order to feel safe in our communities. Forget privacy and democratic space, CCTV is here to stay. 11. Wrecking Ball. I fear that the future generation will remember 2013 as the year when the world was scandalized by ‘Wrecking Ball’ – the song, the music video, and most especially the artist. Perhaps we might have reacted differently if the singer
