Fire hits Mt. San Cristobal anew contributed by Gemi Formaran

UCENA CITY - Once again, a big portion of Mt. San Cristobal was hit by fire which environment authorities suspect to have been deliberately done by trekkers. Department of Environment and Natural Resources (DENR) Regional Executive Director Reynulfo Juan said they are still

investigating the incident amid reports from his personnel that there was a big probability of arson. Protected Area Superintendent Sally Pangan said the fire started at the Quezon side of the mountain along “Kalbaryo ni Herodes” in Bgy. Sta. Lucia in Dolores town at 2 p.m. on Tuesday. She said it scattered upward until late evening. Pangan said there was no

longer blaze on the afternoon of Wednesday but there was still continuing smoke in the area. She estimated the damage in the rocky and grassland area at around 50 hectares. Mt. San Cristobal now covered by pilgrimage moratorium contributed by Gemi Formaran

UCENA CITY - Mt. San Cristobal is now included in a pilgrimage moratorium that covers the adjacent Mt. Banahaw based on a resolution passed on Wednesday by a multisectoral body tasked by the Department of Environment and Natural Resources (DENR) to monitor protected areas. With the resolution hastily passed by the Protected

Area Management Board (PAMB) for Mts. Banahaw and San Cristobal Protected Landscape (MBSCBL), pilgrims and trekkers would now have to seek permits from the Protected Area Superintendent (PASU) before entering Mt. San Crtistobal, said lawyer Shiela de Leon, director for constituency building of Tanggol Kalikasan, an environment watchdog that provides legal assistance to PAMB.

Pagsasanay para sa proteksyon ng mga bata at kababaihan, isinagawa

ALAWIGAN NG QUEZON Nagsagawa ng unang bahagi ng pagsasanay para sa mga opisyal ng barangay ang Provincial Social Welfare and Development Office (PSWDO) sa pamumuno ni Sonia Leyson tungkol sa proteksyon sa mga bata at kababaihan noong April 1, 2014. Ang pagsasanay na nilahukan ng 72 opisyal ng barangay mula sa bayan ng Real at Panukulan, Quezon ay tinawag na Provincewide Seminar for Barangay Officials on CommunityBased Protection for Women and Children ay isinagawa sa Queen Margaret Hotel, Lungsod ng Lucena. Ayon kay Sonia Leyson, Provincial Social Welfare and Development Officer, dahil sa dumadaming napapaulat na mga kaso ng pang-aabuso sa mga kababaihan ay pinag-aralan nila kung ano ang maaaring gawin para sa intervention at prevention. Ayon pa kay Leyson na very alarming ang ulat ng PNP na No. 1 ang lalawigan ng Quezon sa Region IV-A

Suarez sa pamamagitan ng PSWDO na imbitahan ang lahat ng opisyal ng barangay para mabigyan ng sapat na kaalaman at maturuan ng mga tamang paghahawak sa mga kaso na may kinalaman sa mga bata at kababaihan. Umaasa naman si Leyson na pagkatapos ng pagsasanay na ito ay maaactivate ang Barangay Council for the Protection of Children (BCPC) na dapat nasusubaybayan ng Department of Interior and Local Government (DILG) at sa pamamagitan ng kanilang tanggapan ay tutulungan ang mga ito na mabuo ang BCPC. Idinagdag pa ni Leyson na kabilang sa kalimitang hindi alam ng mga opisyal ng barangay ay ang tungkol sa Violence Against Women and Children (VAWC) at juvenile justice and welfare act na kabilang sa tinalakay sa pagsasanay. San Cristobal was triggered by the latest fire incident that occurred in the said mountain which started in Bgy. Sta. Lucia in Dolores town and climbed up to Laguna side in San Pablo City damaging some 50 hectares of grassland. Similar incidents happened at the said mountain last March 18 and 19 and at Mt. Banahaw on March 19 and 20. Juan said the public will be informed of the changes through massive information dissemination via social media and newspaper publications within five days before its implementation. “We will do things fast, since Holy week is fast approaching. As usual, we are expecting a large volume of pilgrims and trekkers to arrive in Mt. Bahahaw”, said Juan. Asked how PAMB can carryout the task considering that PASU has only five forest rangers manning the entry and exit points of the two mountains, Juan said they will be hiring 50 people from the adjacent villages. He said Environment Sec. Ramon Paje has ordered the immediate release of P500, 000 to be used for the said purpose. “With that amount, I believe we can do the job

smoothly during the whole Lenten season period”, Juan said. The board also passed a resolution requesting Quezon Gov. David Suarez for additional funds. Out of the P20 being collected from pilgrims and trekkers since 2004, it was learned from Pangan that PAMB has a P5 share. She said the other P5 goes to the local government units while the P10 to the barangays. Pangan said the total PAMB from the the so-called Integrated Protected Area Fund has already reached to P1.9 million. Asked when the funds will be finally released by the Department of Budget and Management (DBM), Pangan replied, “I have no idea”. Pangan said there will be a tight evaluations on the permit applications coming from the mountain visitors before they finally have them approved. She said the board forgot to tackle the issue on garbage disposal which according to her is the responsibility of the pilgrims and trekkers. “We forgot to ask the board to impose additional penalties for the violators”, she said, adding that pilgrims should bring home their garbage as they leave the mountain park. De Leon said Mt. San Cristobal is also being used by some pilgrims as gateway to Mt. Banahaw. It was De Leon who conceptualized most of the critical changes in the implementation of the moratorium before they were passed by the board through votation among its members. During the meeting, DENR-Calabarzon Regional Executive Director Reynulfo Juan said a proposed stricter enforcement of the moratorium and implementation of additional restrictions along the two mountains were also agreed. Juan said penalties and fines will be strictly imposed to violators of the moratorium. The PAMB-MBSCBL resolved to impose the closure of Mt. Banahaw park from March 9, 2004 to 2009. The closure was extended to Jan. 9, 2012. And on Feb. 16, 2012, it was again extended until 2016. After seeking permits from PASU Sally Pangan, Juan said pilgrims will be allowed to stay in the “Multiple Use Zone” of the mountains for two days and one night only while those who will be doing research study can be allowed to enter the area and even at the “Restricted Protection Zone” area for a longer period of time. Ayon pa sa alkalde, itutuloy niya ang programang ito at hindi lamang sa mga poste ng barangay, maging sa ilang mga kabahayan ng naninirahan dito. Dagdag pa ni Mayor Alcala, kung kinakailangang magtipid ang pamahalaang panglungsod ay gagawin niya ito at ang lahat ng matitipid nito ay kaniyang ibibigay sa mga residente ng Brgy. ANDREA ROSAL mula sa p. 1 tumitingin kay Andrea, dahil na din ito sa stress na kanyang pinagdadaanan. Si Andrea Rosal, 31, ay anak ni Ka Roger Rosal. Bata pa lamang si Andrea ay biktima na silang magkapatid ng pandarahas sa kamay ng militar dahil sa pagiging NPA ng kanilang magulang. Nariyan na ang pagdukot sa kanya ng mga miyembro ng Southern Luzon Command noong 1989, upang pilitin siyang himukin na sumuko na si Ka Roger. Ayon sa grupo, nalulungkot sila dahil sa

kabila ng panawagan ni Aquino ng kapayapaan ito naman ang direktang pagyurak sa karapatan ng kababaihan at bata. Anila, “paano magiging posible ang kapayapaan sa kababaihan kung dahil sa kanilang mga pampulitikang paninindigan sila ay ikukulong? Gusto ba ni Aquino na maging pipi na lamang ang mga kababaihan, at kahit anong pang-aapi ng kanyang gobyerno ay sisiksik na lamang sila sa isang sulok.” Ayon kay Reij Manalo, gawa-gawa lamang umano

According to GabrielaSouthern Tagalog, the condition inside Camp Bagong Diwa Female Dorm is grossly inhumane for a 7-month pregnant Andrea Rosal. One has to undergo stripped search in order to visit the female detainees. There is no proper ventilation, it is too crowded which is very unhealthy for a pregnant woman. Around 170 female inmates were detained in CBD Female Dorm, considering that the space is

just designed for less than a hundred inmates. She will not be able to walk freely because there is a very limited space, a simple exercise that she will be deprived of. Also she will be prone to communicable diseases since it is very congested. In a statement Rjei Manalo, Secretary General of GABRIELA - Southern Tagalog posted a warning to Aquino’s government ‘We call for the immediate release of Andrea Rosal, no one should be arrested or detained for

the crimes they have never committed. She should be release for humanitarian reasons. Her health and her baby’s are at stake, if anything untoward happened to them it will be Aquino’s crime of violence against women!’ A court hearing will be held in Mauban, Quezon on the 4th of April to file a motion to dismiss her case and release her immediately. The group once again reiterates: Free Andrea Rosal. Release her for humanitarian reasons! ADN

MT. CRISTOBAL from p. 1 as the area connecting the province has a very intact vegetation. On March 18 and 19, similar incident happened in the mountain along Bgy. San Cristobal in San Pablo City that ruined some 140 hectares of plantation and grassland. It was believed to have been triggered by irresponsible honeybee collectors. Six pilgrims from La Piñas and Pasay City who illegally entered the restricted

area and believed to have been responsible for the fire incident were arrested after being rescued by the authorities. A pilgrimage moratorium along the Mt. Banahaw mountain park has been in effect since 2004. The ban is being imposed by Protected Area Management Board (PAMB) through a resolution and being implemented by its members headed by the PASU of the (DENR) along with other law enforcement agencies. ng lahat ng tao’y isinilang na malaya at pantay-pantay sa karangalan at mga karapatan. Sila’y pinagkalooban ng katwiran at budhi na dapat igalang ng bawat kasarian ayon na rin sa diwa ng pagkakapantaypantay ng kasarian. Noong panahon ng ating mga ninuno,ang mga babae ay itinuturing na kapantay ng mga lalaki. iginagalang rin sila noon at nagtatamasa ng mga kalayaan. Sa katunayan, nauuna sila sa lalaki sa paglalakad. Sa komunidad, nahahalat at napipili rin sila bilang pinuno. Sa mga relihiyon at ritwal, karaniwang ang mga nag-aalay sa kinikilalang diyos noon ay mga babae rin. Noong dumating ang mga kolonyalistang Espanol, inalisan nila ng karapatan ang mga kababaihan. Dulot nito, naging mababa ang pagtingin sa kanila ng mga lalaki. Ilan sa mga manipestasyon nito ay sa pag-aaral o edukasyon. Hindi nla maaaring pag-aralan ang mga kursong panlalaki. Hiwalay ang paaralan para sa babae at lalaki. Kadalasan, sila ay nasa bahay lang parati. Higit na malala, wala silang layang makapagpahayag ng nasasaloob nila. Wala din silang pagkakataong lumahok sa halalan. He was in a basketball court playing with other young spicy solons. I was surprised knowing that the son of the weak exgovernor is energetic and a good basketball player. Mas matikas at may tindigan pala ang anak kaysa ama! At mukhang walang hika! That irony has left a big question Mark on my mind! With all due respect, walang masamang nagawa sa akin si Cong. Mark! Wala din naman maganda! Aside from Procy and Mark being top contenders, there’s no more names being talked about. So if it is really a three- cornered battle royale, who do you think will be the last man (lalaki) standing (hindi nakaluhod)? Speaking of being a true man, pro-Alcalas used to say that this is the edge of Procy over his would-be opponents. Kampon, as hey say is a known man of his word who always keeps his promise. Abaño asked during the program. “They’re like playing a basketball game — they’re fond of passing the blame. But we continue to demand those donations and relief that were sent for us,” said Abaño. Recognizing May 17 as the International Day Against Homophobia and Transphobia (IDAHOT), the EU Bahaghari is calling on all Organization, Establishments and individual to speak up on LGBT rights through Free Expression!

T

he International Day against Homophobia, Biphobia, and Transphobia (“IDAHO”) was created in 2004 to draw the attention of policy makers, opinion leaders, social movements, the media, and the public at large to promote a world of tolerance, respect and freedom regardless of people’s sexual orientation or gender identity. IDAHO is now celebrated in more than 120 countries across the globe in varied ways and expressions. Free Expression Campaign While we celebrate the advancements that countries worldwide have made in recognizing the rights of LGBT people, including those of young lesbian, gay, bisexual and transgender

people, many still face discrimination and violence. We are distributed by the continued frequency of incidents concerning LGBT persons being harassed, humiliated, or denied entry to commercial establishments and organizations on the basis of their appearance and identity. Since 1996, more than a hundred of LGBT people have been killed. One death is on too many. We believe that every person deserves a chance to pursue happiness and live a life without discrimination, judgement and violence. We envision a future where a people are treated equally, regardless of their sexual orientation and gnder identity (SOGI). We hope for a Philippines that opens its doors to all people regardless of SOGI. In recognition of the progress made and the challenges ahead, the EU Bahaghari invites Organizations, c o m m e r c i a l establishments and Individual to submit support statement for the celebration of IDAHOT (posters, infographics, pictures, postcards, videos, etc) on the theme “I am a Free Expression Zone”

To create awareness of LGBT rights and the particular realities of young LGBT people, all submissions will be featured on the EU Bahaghari website and used during the EU Bahaghari and to International IDAHOT social media campaign during International Day against Homophobia and Transphobia. ANILA — Uttering in Filpino, “Hail Aquino you are oppressing us, you are killing us, you turned your back on us,” a play on the prayer Hail Mary, members of People Surge and supporters held a cenaculo-inspired procession to Times street in Quezon City, the ancestral home of President Benigno Simeon Aquino III. The Philippines is predominantly Catholic and cenaculo, usually performed during the Lenten season, is a play depicting the life, sufferings and death of Jesus Christ. At the head of the procession was a survivor of typhoon Yolanda (international name: Haiyan) bearing a yellow, bloodied cross, flanked by protesters wearing the faces of
