publisher's note May is here and for those of you with kids in school, you know that the countdown to summer vacation has officially begun! Warmer temperatures mean more fun things to do in and around Boerne! The local calendar of events is filled with all sorts of concerts, movies in the park, and activities to inspire the whole family to get out and enjoy the great Texas hill country! Be sure to check out the Calendar of Events starting on page 10. He helps us to understand the steps you can take now to ensure peace of mind should this happen. We also wanted to help spread the word about the Boerne Police

Foundation. This local organization helps to provide support for our local police officers. The old Boy Scout motto is the best advice possible when having to deal with the financial implications of losing a close loved one. I can speak firsthand to this as I recently lost my wife of almost thirty-seven years. I am in the business of being financially prepared for anything and I have still been overwhelmed with the number of tasks that need attention at this challenging time. CAN YOU ANSWER THESE TWO QUESTIONS? 1. Do you know where all the important estate documents are located? 2. Would you know what to do if your loved one passed away suddenly? If the answer to either one is “No”, then please gather your family and meet with your advisor as soon as possible. Being prepared for the possibility of sudden loss can ease an already tremendous burden and simplify difficult responsibilities. While there are many, many things that need to be done when a loved one passes, we will stick to the financial ones here as those are challenging enough. Because we all tend to put off complex tasks when they don’t affect our present life, I would encourage you to be honest with yourself about your level of preparedness if tragedy were to strike today. ORGANIZATION Getting organized is the best advice I can give to anyone. Whether it is for general financial purposes or being prepared when a death takes place, early and frequently updated organization will make everything easier for you and the family in this difficult time. Coordinating with your attorney is a great starting point to assure you have current lifetime documents like wills, trusts, and powers of attorney. But there are a lot of other documents you may need access to so you can retitle assets or reposition bank or investment holdings. For example, you don’t want to be in a position where you cannot get access to cash simply because those accounts are not in your name. Life insurance policies, credit cards, safe deposit box information, account passwords, automobile titles, burial instructions, are just a few of the documents to which

you should have easy access. Other family members should know those documents exist as well, such as an oldest child. Be prepared and get organized. At Covenant, we have organizational tools such as our “Document Location Record” to help simplify the process. PROBATE & EXECUTORS One of the first things you will need to do is get plenty of death certificates and go through the probate process. Probate is simply the proving of the will. You will likely need 10-20 death certificates depending on the complexity of your financial situation. The probate process requires getting your estate attorney involved so he or she can represent you in probate court. The initial part of probate involves making the court aware so they can affirm the executor of your estate and issue Letters Testamentary. The Letters Testamentary are the legal document allowing the executor to do their job. Once you have these documents and an executor is in place, you can really start getting tasks accomplished as authority has been legally granted to do so. Now the work begins, particularly if you are the executor of the estate. Being an executor is a lot of work, so when setting up your lifetime documents, be sure you understand everything involved with being the executor of an estate or even the trustee of any trusts created in those documents. As executor, you will be responsible for retitling assets, moving money around based on the provisions in the will or trust documents, having the estate tax return filed if necessary, and keeping the family informed of all that is taking place. And understand, family will want to know what is going on. As executor, you will also be responsible for creating an inventory of all assets and debts of the deceased so that information can be submitted as a part of the probate process. This information will also be needed for your tax preparer to use in completing the estate tax and/or estate income tax returns; even more reason to be organized in advance. If trusts are created either before or after death and you are the trustee of those trusts, you will have ongoing responsibility for managing these entities. Trustees must invest trust assets, make distributions according to the trust document, file tax returns, and take care of all the administrative tasks associated with the trust. There are many more tasks and financial responsibilities that may arise when a loved one passes away and I am right in the middle of all of this. My best advice is be prepared. If you are not, or are unsure if you are, take some time today to set up a time with an advisor who can walk you through the process in even more detail. The more prepared you are, the more present you can be during the grieving process for the sake of your family and yourself. BBM John is the founder and a managing director of Covenant. TOUR DE BOERNE We had a great afternoon getting to celebrate Tour de Boerne with a ribbon cutting celebration! Tour de Boerne is a bike ride that will take you through the beautiful Texas Hill Country. Towns included in the routes are Boerne, Waring, Welfare, Luckenbach, Sisterdale and Comfort.You will be challenged along the way and welcomed back to Don Strange Ranch for a BBQ meal, cold craft beer and great conversation. Tour de Boerne is a 501c3 nonprofit organization. They are a Christian organization dedicated to giving back to those in the Boerne community who are in need. The doctors of OPI are passionate about helping their patients achieve a better quality of life through both surgical and non-surgical approaches in orthopedic care. Most people know that orthopedic doctors fix broken bones and replace painful joints, but the reality is that there is so much more to this field of medicine. The Orthopedic Performance Institute is a comprehensive medical practice specializing in the diagnosis and treatment of orthopedic diseases and injuries of the musculoskeletal system. “Sports injuries, back pain, carpel tunnel, arthritis and osteoporosis are just some of the numerous conditions we treat here at OPI,” said Matthew Dwyer, MD. Dwyer, along with Christopher Phelps, MD are the orthopedic surgeons at OPI and are joined by Alexandra Matthews, DO who is the practice’s Sports Medicine Specialist. All of the doctors at OPI are board certified and licensed in Texas by the Texas Medical Board. “One of the benefits of OPI is that we try to improve the conditions of our patients

We find that continuity is key and to have all of the patient’s doctors working together cohesively provides great results,” added Dr. Phelps. For those patients that do require surgery, Dr. Phelps and Dr. Dwyer provide minimally invasive procedures as often as possible. According to Dr. Dwyer, “The advances in the field of arthroscopy are quite phenomenal. With this technology we have really been able to provide a growing number of our patients with outpatient joint replacement and surgeries. When these minimally invasive techniques are implemented patients experience faster recovery times. We try to improve the outcome when we can through soft tissue sparing techniques.” “I too love the new medical advances of the minimally invasive procedures. That is something that many patients find very attractive. To be able to have such a quick recovery is what really gives a lot of patients the confidence to have the surgery,” said Dr. Phelps. Once the patients are home, they are then able to begin physical therapy in the comfort of their own home and then eventually transition to outpatient therapy. “The data shows that people do better when recovering at home,” Dr. Dwyer added. “The move towards outpatient procedures has also been very helpful during the COVID-19 pandemic. The faster we can get patients out of the hospital, or the more treatments we can do to keep them from going in at all, the better!” “COVID-19 forced us all to adapt to new ways of doing things, and our practice was no exception. We began seeing patients through telemedicine and video calls and many even participate in virtual physical therapy. We continue to still see some patients virtually, and now have reopened the in-office appointments too,” said Dr. Matthews. Orthopedic Performance Institute, which has practices in both Stone Oak and Boerne, has also recently expanded to include a separate Sports Medicine Clinic in Stone Oak as well. Here, Dr. Matthews works with patients on everything from sports injury prevention, tendonitis, casting/bone fractures and even acute injuries such as ankle sprains and knee and shoulder injuries. According to Dr. Matthews, “Many people have the misconception that sports medicine is just for athletes, however that couldn’t be farther from the truth. We treat everyone from adults, teens and even children, it doesn’t matter whether you are a weekend warrior, a professional athlete or just someone who is experiencing pain.” Dr. Matthews loves having the opportunity to combine primary care with sports medicine and orthopedics. “I get to see patients for

both preventative issues as well as recovery,” she said. “We have patients come in for the back to school sports physicals, which is a great time to talk about preventative medicine, for example rotator cuff strengthening exercises for volleyball players. But then other times I am helping patients recover from an injury or maybe a concussion. There is a lot of variety in orthopedics. It also adapts to the time of year or different environmental circumstances. For instance, with COVID-19 many patients were working from home. We began to see more neck and back pain from sitting at the computer. People also began exercising at home, so we helped them to develop a plan based on this lifestyle change.” Dr. Matthews really enjoys getting to work with athletes and active individuals. “They have an innate desire to be healthy and to be able to watch them heal and return to their sport or activity is rewarding,” she added. “We have so many great non-surgical options here at the clinic such as ultrasound guided Platelet-Rich Plasma (PRP), Hyaluronic Acid and Stem Cell Joint Injections. This ensures that we can see exactly where the injection needs to be placed for the maximum benefit. We can also do nerve blocks to help our clients with the pain of movement to get them back to mobility so they can begin an exercise routine allowing them to get their weight down prior to surgery if needed. There are so many great options for getting our patients active and feeling good again!” For clients closer to Orthopedic Performance Institute’s Boerne location, Dr. Dwyer sees patients at that location on Thursday afternoons. “We can just about do everything at the Boerne location that we can at the main Stone Oak clinic. We have the availability of diagnostic imaging, injections and pain management. For those patients that require surgery, we offer that in Boerne at the Advanced Surgical Care of Boerne on Tuesdays as well,” he said. According to Dr. Phelps, “Orthopedics was a late decision for me in medical school. I had a lot of different interests, but what really made my decision was the ability to take someone who is severely crippled and be able to fix them immediately and dramatically. Now I often see

my patients three weeks after surgery and they are better than they ever were before, and that’s pretty cool!” Most of OPI’s patients come to them by word of mouth. They hear success stories from their family and friends and decide that they would like to have this improvement in their quality of life as well. “I have one patient that I operated on one of his knees and then both of his hips within a four to five year period. He has had such an excellent outcome that he has recommended probably 8-10 different people to us. He also allows us to have patients who are considering surgery to give him a call. He gives them the patient’s view of things, tells them what to expect and really calms their fears,” added Dr. Dwyer. GVTC and The GVTC Foundation Award $185K in Scholarships to Local Students

One of the most rewarding contributions The GVTC Foundation makes to the community is scholarships. The GVTC Foundation has awarded two scholarships amounting in twenty thousand dollars to graduating high school students since 2015: the Ritchie T. Sorrells Leadership Scholarship and the Ola Armstrong Volunteer Scholarship. In 2019, the GVTC Foundation also added the Vocational/Technical Scholarship. This scholarship recognizes high school graduates who have demonstrated a commitment to continuing their education in pursuit of a degree or certification in a vocational or technical field. The GVTC Foundation granted $45,000 this year to three graduating seniors in GVTC’s service area. Two students from Comal ISD and one student from North East ISD are the recipients of The GVTC Foundation’s 2021 Scholarships. The GVTC Foundation’s 2021 Scholarships Awarded With the help of the New Braunfels Area Community Foundation (NBACF), the three deserving recipients of this year’s GVTC Foundation Scholarships were selected from a vast pool of applicants. The competition was extensive, but so were the outstanding accomplishments of each selected candidate. Jasmine Hunter from Johnson High School and Daniel Lackey from Smithson Valley High School received The GVTC Foundation’s $20,000 scholarships. Jasmine earned the $20,000 Ritchie T. Sorrells Scholarship for Leadership, and Daniel earned the $20,000 Ola Armstrong Scholarship for Volunteerism. Wyatt Windham from Canyon Lake High School received the Vocational/Technical Scholarship worth $5,000. Aspiring Students Recipient of the $20,000 Ritchie T. Recipient of the $20,000 Ola Armstrong Scholarship for Volunteerism Daniel Lackey - the recipient of the Ola Armstrong Scholarship for Volunteerism - showed his incredible community involvement through his extensive work volunteering for the Mammen Family Public Library, the Canyon Lake Animal Shelter, and the New Braunfels Food Bank. He will attend The University of Texas at Austin in the fall and plans to obtain a degree in English so he can become a teacher and help make a difference in the lives of students. Recipient of the $5,000 Vocational/Technical Scholarship Wyatt Windham demonstrated his commitment and determination to continue his education in construction. He will attend St. Philip’s College, where he will be studying Construction Technology in the hopes of one day opening up his own business where he can eventually help others in his community. GVTC Scholarships for Deserving Students As a cooperative, GVTC is in a unique position to award scholarships throughout its communities from funds remaining from its Capital Credits program. Each year, GVTC awards these excess funds to high school students in need. In 2021, GVTC will disperse $140,000 to fifty-six high school seniors nominated by their school’s faculty and staff worth $2,500 each. Integrity • Justice • Trust • Responsibility The goal of the Boerne Police Foundation is to increase community awareness and support for the Boerne Police Department, and assist those officers who contribute to making Boerne a safe place. “We work hard as an organization to provide support for our local police officers and to bridge any gaps between the City of Boerne’s budget and certain needs the department may have,” said Board President, Rey de la Fuente. There are four core areas in which the organization aims to assist the Boerne Police Department: 1) Training, ongoing education, and professional development 2) Advancement of Community Service Programs

3) Assist with purchases of specialized crime prevention and personal police equipment 4) Provide financial support, as needed, for personal hardship assistance and surviving family members of officers injured or killed in the line of duty Because of generous donors, the Boerne Police Foundation has been able to provide important contributions to the Boerne Police Department. According to de la Fuente, “We have assisted with expenses for continuing education and officer development. Another thing we were able to contribute to was the acquiring, equipping and the training of several K9 specialty units. Our organization has also provided the department with first aid equipment,

such as tourniquet belts for all the officers.” The Boerne Police Foundation is also proud to have assisted a local officer that was injured in the line of duty. “When Chief Kohler has a need, or knows of an officer or their family who needs assistance, he often comes to the board. We are happy to say that because of the generosity of the local community we are usually able to help,” added Rey. The Boerne Police Foundation was incorporated as a 501 (c) (3) in April of 2014. Texas existing home sales rebound in March, but supply-side constraints persist

The Texas housing market rebounded in March after Winter Storm Uri shocked activity during the previous month. Existing homes sold through Texas Multiple Listing Services increased 9.8 percent on a month-over-month (MOM) basis. “Texas housing sales continued to trend upward amid historically low mortgage-interest rates and waning effects of the pandemic,” according to Dr. Luis Torres, research economist for the Texas Real Estate Research Center at Texas A&M University. According to the National Association of Realtors (NAR), existing home sales fell 3.7 percent MOM but increased 12.3 percent over March 2020. Annual metrics, however, should be interpreted with caution. “We have reached the one-year mark of when COVID-19 prompted a nationwide economic halt, which is distorting standard year-over-year measures,” said Torres. “It may be more useful to look at higher-frequency data or to make comparisons with 2019 for the next few months.” Existing home sales in Texas were 16 percent higher than in March 2019. Supply-side activity also rebounded from the February weather shock, with a 16 percent MOM increase in the number of new

listings on the market. New listings, however, have failed to keep pace with sales, leading to diminished inventories across the state. “Texas’ months of inventory sank below 1.3 months for the first time in series history, highlighting the shortage of homes on the market,” said Torres. “The lack of supply, particularly for homes priced under $300,000, is one of the greatest challenges to the housing market and, more broadly, the Texas economy.” NAR announced similar constraints at the national level pushed the median existing home sale price up 17.2 percent YOY. Existing homes in Texas had a similar YOY price increase, reaching a record $279,740. Torres notes how these explosive growth numbers may be deceptive. “While the median price is more robust to outliers than the average price, compositional changes in home sales can still cloud real growth in prices,” he said. “Our Texas Repeat Sales Index avoids this composition bias, showing annual growth in real housing prices closer to 12 percent.
